The legislative operating environment, or the mineral regime, that a country has to offer is one of the key determinants that a company wanting to invest in an area takes into account in formulating its investment decision. The New Zealand Government recognises this and the importance of getting the regime right in order to provide for continuing investment in mineral exploration and mining in New Zealand. In recent years, the Government has given considerable attention to developing legislation which provides for investment to take place; for those making the investments to have a stable, fair and open investment environment with government intervention only when considered absolutely necessary because other approaches are not working; and for the people of New Zealand to know that investment must meet acceptable health and safety standards and have acceptable impact on the environment. Also of key importance is having a clearly defined mining regime which includes rules on how to obtain a permit and rules in respect of ongoing permit compliance, rights to develop a mineral resource and permit conditions (in particular, the royalty regime). In New Zealand, these matters will all be addressed in what are referred to as "minerals programmes".

Many of the discrepancies that appear when comparing the results of reducing machinery are due to the nature of the materials reduced and the conditions under which they have been treated. It is therefore necessary that manufacturers should employ standard materials in their tests that sufficiently approximate the substances to be ultimately treated if the information is to be of any value to the purchaser. Another advantage to be gained by employing universal standard materials is that by their means one is enabled to compare the relative values of different types of machines. At present much of the data meted out to the public is insufficient to enable them to judge fairly. Of course the best test would be to send some of the stone tor which the machine is required, to be treated by the various crushers in the market that are likely to be suitable for the purpose, but this is not always possible. It would not take long to become accustomed to judge of the value of a machine for a specific purpose if it was guaranteed to work a certain quantity of some standard rock, even if that standard were not identical with the material to be treated.There are many points to be considered before selecting a machine, such as the size of the rough stone it will take, the size to which it will reduce it the proportions of various grades made when crushing to pass through a given mesh the form of the delivered particles the time taken to treat a+ certain quantity the horse-power required to drive the machine, both when loaded and unloaded whether constructed to crush wet or dry the wear and tear of the machine its total weight and weight of the heaviest part the cost of machine what attention it required whether the wearing parts are readily replaced, and several other points common to all machinery. 'When considering these varying quantities, we can tell at a glance certain machines that are suitable for a particular sort of work, and can then compare those belonging to the same class, thus avoiding errors made purposely or through ignotance by persons interested in different machines, who frequently compare machines originally constructed for.

The Iron Bridge magnetite mine and infrastructure project is currently in development as a joint venture between Fortescue Metals Group, Formosa and Baosteel. It is supported by an extensive database of reverse circulation drill hole samples analysed by X-ray fluorescence (XRF), with a large subset tested for concentrate mass recovery, concentrate and tail grades by Davis tube recovery (DTR) testing. A limited number of rock physical testing results, including unconfined/uniaxial compressive strength and crushing work index, completes the database.By combining all available information – assays, DTR results, geology, stratigraphy, mineralogy and rock physical results – and using multivariate statistical analysis techniques, the impact of the critical factors that control concentrate quality, mass recovery and grindability characteristics have been outlined. A set of geochemical groups was created by using a cluster analysis technique from the combined XRF-DTR data. These groups allow optimal separation of material with consistently high concentrate Fe grades and mass recovery. This approach is superior to domaining based on stratigraphic logging or mass recovery as it is commonly used in standard magnetite estimation models. Using the results of a normative mineralogy study, the main geochemical groups were given a mineralogical profile fitting their geochemical characteristics. These findings further refined the understanding of the link between the process characteristics of the samples and their geochemical signature and mineralogy.The geochemical grouping defined on head grades and DTR concentrate mass recovery was generalised into a ‘geomet’ code based solely on the routinely assayed head grades, thus bypassing the need for systematic DTR testing. The geomet code identifies spatial domains with homogeneous geochemistry, mineralogy and process characteristics in both oxide and fresh material that form the basis of the current Iron Bridge resource model. The allocation of geometallurgical characteristics in terms of concentration amenability and concentrate characteristics on a block-by-block basis over the whole project allows for an optimum mine schedule and plant feed. This ensures that the desired concentrate characteristics and mass recovery can be better predicted over the life-of-mine, thereby improving the mine’s economics and stability by derisking the mine schedule and optimising the performance of the concentrators. A key benefit of the geomet code devised for the Iron Bridge mine is that it can be attributed in an automated manner to all samples analysed for a routine XRF analytical suite, from exploration to blasthole drilling. This allows each sample to be allocated to a geometallurgical material type with predictable process response in terms of concentrate mass recovery and concentrate quality without the need to complete systematic DTR testing.A standard multivariate analysis coupled with a cluster analysis has allowed the linking of interdisciplinary results between geology, mineralogy, geochemistry, process and metallurgy to better understand, predict and ultimately mine and process the Iron Bridge deposits. Patterns of successful metallic mineral discoveries in Australia are analysed for the last three decades. A trend towards more discoveries of poorly expressed and blind ore- bodies is evident and can be expected to continue. Discoveries using traditional and conceptual geological techniques have proportionally declined but are expected to continue at a significant level for a decade or so. Improvements in the quality and numbers of geological exploration models and in the quality of available basic geoscience data have aided successful discovery in recent years. Although some orebodies for the Year 2001 have already been found maintenance of a strong mineral inventory demands that more and better geological models are applied. Empirical models need to be improved by critical multi- disciplinary integrated studies of mineral occurrence at all scales. New models can and will be developed by various means. If application of these models is made with all the innovation, initiative and unorthodoxy that can be mustered then new discoveries will result. Greater attention to the surface expression of orebodies will also lead to new discoveries. Review and follow-up of old data in the light of new concepts will provide yet another discovery route.

It is always difficult to sum up an open forum adequately and instantaneously, so, with the privilege of hindsight, and also with some time to reflect, I am exercising the Chairman's prerogative to put together my view of the overall conclusions. Hopefully, these may provide a focus for each Institute to formulate its own programme with respect to mineral industry education. First, in answer to the question, "Should there be Schools of Mines?", there was a very clear 'yes'. However, I reiterate what I said in the introduction to this forum, specific professional education for the mineral industry exists only because the mineral industry sees a need and wants it. If the mineral industry should decide that it does not need professionals with specific mineral industry training, then such training will cease to exist. As alluded by Dr Hackett, if such training ceases to exist, one must then question the need for Institutes of Mining and Metallurgy. Now, there's some food for thought! Specialist schools of mines (metallurgy and geology) can only exist in an environment of genuine interaction with, and support by, industry. For their part, schools of mines, used here in a generic sense, require leadership that is strong but responsive to industry needs. It is the leader that puts his stamp on a school, and, to a large extent, determines whether that school is 'good' or only 'mediocre'.

The magnitude of stress variations associated with a blast wave near production pillars is analysed by modelling blast vibrations measured in the surrounding rockmass. The results indicate a wide variation in stress which is thought to contribute to the observed damage in pillars adjacent to the draw points.

This paper describes studies into two particular aspects of the Lochiel deposit which formed part of feasibility level geot2chnical and hydrogeological investigations for proposed open cut mine development. The two aspects were depressurisation of thick beds of silt located through the profile and the determination of characteristics and origins of soil structure and their effect on pit stability. The studies were very detailed and multi disciplinary and highlight the integration of geology, geotechnics, hydrogeology and mining that is required for mine development studies. It is considered that as more marginal deposits are developed throughout the world the demands for efficient economic mining together with in- creasing scales of operation will require simi- lar types of studies. As such the studies pre- sented herein are likely to be a forerunner to a,emerging trend for development of open pit mines in difficult ground and water conditions.

Two quantitative methods for Mineral Resource classification have been applied to a copper skarn deposit beneath a large open pit that is mining a world-class porphyry complex. A drill hole spacing study (DHSS) using the single block kriging method (SBK) and a conditional simulation method (CS) were applied to the skarn deposit and the results compared. Inputs to both processes included the proposed mining rate and stope designs to estimate the likelihood of achieving grade and metal production targets. Mineral Resource classification of the deposit considers the relative precision of tons, grade and metal predictions over quarterly and annual production periods. These relative precision estimates are calculated at 90 per cent confidence interval (CI). The SBK method represented the production period as a single large block. Kriging estimates were performed in the large block for various synthetic drill hole grids, and the estimation errors derived. The error was assumed to be normally distributed due to the large block size and quantity of samples, allowing CIs to be deduced. The CS method followed a conventional sequential Gaussian simulation workflow where grades were simulated with a 5 ft × 5 ft × 5 ft grid node spacing inside mineralisation domains. Each realisation was then averaged up to monthly production volumes represented by a combination of designed stopes, and the coefficient of variation (CV) for the averaged grade was calculated. CI on the relative precision of grade predictions were then deduced from the CVs. The two methods produced similar results; despite being calculated independently. CS results were used to report uncertainty in the proposed life-of-mine plan and highlight areas for additional drilling. SBK results were used as the basis for Mineral Resource classification as this method has been previously applied to the skarn deposit.

A non-contacting under-belt capacitance and gamma-ray backscatter technique has been developed for the on-line measurement of moisture in coal. In this technique, moisture was correlated with radio frequency susceptance and conductance determined using an under-belt capacitance sensor in which a fringing electric field Interrogates a layer of coal on the conveyor belt directly above the sensor. To compensate for variations in the density and thickness of the coal layer, an under-belt gamma-ray backscatter gauge was used to measure an equivalent volume of coal.A plant trial of the technique was conducted at Stockton Borehole Colliery, SW Australia, where the gauges were installed on the coking coal product conveyor. Product moistures, in the range 7 - 14%, were determined with r.m.s errors of 0.50 and 0.25 wt% using on-belt and static off-belt gauges, respectively. The difference in the on-belt and off-belt gauge measurement accuracy was attributed to sampling errors in the calibration of the onbelt gauge.

Mining and metals projects have tended to increase in both scope and cost to a point where many projects are Droperly designated as superprojects. Specialist engineer- constructors have developed organisations and systems to provide project management services during the design and construct phase of large projects. However, the engineer-constructor is also required to provide a wide spectrum of services during the evolution of large projects prior to the construction phase. Some common phases of pre-construction evolution are identified together with the associated types of specialised services which may be required. A project management team approach is described which has been developed for the design and construct phase. It is suggested that a modified matrix organisation could be adapted to the provision of special- ised services as well as to project management for ore-construction phases of the project.

The anorthosite complexes and related rock types of the Indian Precambrian shield are primarily associated with either cratons or mobile belts. They were metamorphosed under amphibolite to granulite facies conditions. The major rock types are chromite-bearing meta-anorthosites, amphibolites, basic granulites, pink granites and gneisses. This study was carried out on chromitite bearing samples from Sittampundi Anorthosite Complex (SAC), Tamil Nadu, to evaluate the nature and textural settings of platinum-group minerals (PGM), using state-of-the-art technology. The structure and petrology of SAC were well studied by earlier workers (Subramanian, 1956), but only scanty data on geochemical, petrology and mineralogy of PGM are available. The mineralogy of the samples is dominated by chromite (>70 mass per cent), plagioclase (An90) and chlorite-actinolite with orthopyroxene (En85). Details of the petrological evolution of the Sittampundi complex will still have to be studied further, but indications of magma replenishment at the level of chromite formation and the elevated PGE values associated with the chromitite samples make the Sittampundi complex a promising target for future exploration activity.

My topic for today is the Crown Minerals of the future. New work initiatives are underway and the organisational structure is being overhauled. These are not insignificant changes and in this paper briefly summarises these proposals. These new work initiatives and changes to the organisational structure will have implications for the industry as a whole and also for the way individual clients interact with Crown Minerals.

The Hellyer and Mt. Chalmers deposits are mound-style volcanic-hosted massive sulphide (VHMS) deposits in Australia. Textural, petrographic and microthermometric investigations of fluid inclusions in the Hellyer stringer system indicate that Type I, primary, liquid-vapour inclusions are 10-15 pm in size, and yield homogenisation temperatures of 170-220¦C in early 2A veins, 165-322¦C in main-stage 2B veins and 190-256¦C in late-stage 2C veins. These data suggest a waxing and waning thermal history. However, the average salinity remained between 8-11 NaCl equiv. wt % in all Stage 2 veins. At Mt. Chalmers, Type I inclusions up to 20 ¦m are found in quartz from the mineralised zone, and these inclusions yielded homogenisation temperatures of 160-268¦C and salinities of 5-8 NaCl equiv. wt %. For the mechanisation or automation of mining, recognition of the shape of mined cavities is basic information. A three dimensional shape measuring system, developed and tested, includes an ultrasonic range finder which is attached to the tip of a serial link manipulator. The range finder can be moved to any position and direction in the operational space of the manipulator. The position of a point on the surface of the object is obtained from the position of the range finder, the direction of the beam of the ultrasonic waves and the measuring distance of the range finder.To avoid collision between the sensor and the object, the manipulator is controlled to trace the surface of the object For the tracing control, another ultrasonic range finder is employed. The test results show that the developed system has high performance.

At 9.45 pm on Thursday, 12 July 1962 glass began to flow in an endless stream from a massive melting tank in a new Whangarei factory and a vital new industry was born û right on schedule. It wasn't good glass. It was ridged. It cracked. It rippled. It obstinately refused to emerge upstairs in the cutting room in one solid continuous sheet. But all through the night, drawing speeds were adjusted, temperatures changed. And on Friday morning, at 8:30, it finally came through as sheet û not perfect as yet, but sheet glass all the same. The rest is only a matter of time. Unfortunately, the buoyant enthusiasm displayed by the founders of the sheet glass industry in New Zealand, and the technical expertise of their European consultants, failed to bring the glass quality up to commercially acceptable standards and within six months, the company was in receivership. Taking over the role of producing New Zealand's sheet glass requirements, New Zealand Window Glass Company was formed as a partnership between two companies with long experience in sheet glass manufacture û Pilkington Brothers (NZ) Limited and Australian Consolidated Industries Limited. This paper sets out to identify the raw material requirements and controls necessary for the successful manufacture of sheet glass, and the availability and supply of suitable materials for use at Whangarei.

To explain in any depth the industrial relations of Broken Hill I believe that it is necessary to trace some of the many happenings that created the present industrial climate. While appreciating that our relations with the local industry are relatively good, it must be pointed out that to preserve and improve this present situation a duty is owed to everyone connected with the industry (workers, share- holders, etc.) by management and unions to see that just and reasonable agreements are found for any disputes. If the companies ever take the local position for granted it would soon die, killed by someone who may get some short term benefit, but who would lose something of incalculable worth in the long run. With the use of 86 rock drills of the jackhammer type at the West Lyell Open Cuts of the Mt. Lyell Mining & Hailway Co., it is of importance to determine the economic as well as the physical life of these machines. With this purpose in mind records have been kept of the footage bored and the cost of new parts placed in each machine, and the following procedure adopted.A graph is plotted for each machine showing the footage bored as a horizontal line and at each 5,000 feet of boring the total cost of new parts noted on this line. (See l"ig. 1.) Thus at a glance it is possible to see... the amount of work done by each machine and the money spent on it in new parts. However, it is difficult to visualise from this graph the increase in the cost of new parts for each machine as its life advances. To obviate this difficulty a curve is plotted with the cost of new parts as the vertical component and the distance bored as the horizontal component. As before the cost of new parts are taken at each 5,000 feet bored. (See Fig. 2.) The curves so obtained are particularly interesting for two reasons:1. Each machine has its characteristic curve.2. The curve always steepens.Some machines are found to have relatively flat curves, others flat curves for approximately 15,000 feet of boring, and others steep gradients from the begining.This demonstrates that it is not always economic to discard a drill after it has been in service for a certain length of time or after it has bored a specified number of feet. Each drill has its own characteristics and so must not be regarded as one of a class, but considered on its own performance.The following use of these curve diagrams has been made to determine whether a machine has reached the end of its economic life. British Coal has made a practical progressive approach to improving the reliability of its mining equipment. Reliability must be addressed at the specification stage but does not end there and routine procedures are used to procure equipment of adequate reliability. The techniques used to monitor and improve reliability during the operational phase of the equipment, providing engineers and operators with detailed printouts, together with the types of maintenance employed, ensure high levels of availability. Finally, the methods of repair and overhaul of British Coal equipment and systems ensure that the initial reliability targets outlined on the specification, can still be achieved.

Gas drainage has been practiced for many years mainly for safety reasons in various countries in Europe, in the U.S.A., the U.K. and Japan. Legislation has been developed to control the production, transport- ation and utilisation of methane and associated gases. Gas drainage is now being carried out at some Australian Collieries, but as this is a new venture little specific legislation is available. This paper briefly describes the drainage methods and legislation applied overseas, gives a brief history of gas drainage in N.S.W. and indicates the deficiencies of the present legislation. It outlines the approach to new legislation which will deal comprehensively with gas drainage operations and utilisation in New South Wales.

The Ok Tedi porphyry copper and gold mine is an open-pit operation located within the Star Mountains in the Western Province of Papua New Guinea and is situated near the headwaters of the Ok Tedi-Fly River system. The climate is equatorial sub-alpine with rainfall ranging from five to ten metres per year. Mining commenced in 1984 and to-date approximately 500 Mt of waste rock has been produced. A failing waste rock dump system operates whereby the dumps are eroded by tributary creeks of the Ok Tedi. It is estimated that approximately 250 Mt of waste is retained within the upper reaches of the river system. The waste rock comprises both potentially acid forming rock and limestone and to-date the overall waste has been acid consuming. However, the long-term mine plan identifies declining limestone production and hence an increasing risk of acid generation over the remaining years of the operation. A program was initiated to determine the net acid producing potential (NAPP) required (ie target NAPP) to minimise the risk of acid generation within the waste rock dumps. The results from this program provide guidelines for an operational target NAPP strategy to provide sufficient acid buffering across all size fractions in the waste rock dump for long-term ARD control. Implementation of this plan requires additional limestone to be mined and co-disposed with ROM waste rock.
