The gold salting fraud at Busang on the island of Kalimantan, Indonesia was exposed in early 1997 and resulted from the independent drilling, sampling and assaying of PT Freeport Indonesia which reported assays from the South East Zone with negligible concentrations of gold. Since then, a number of legal actions directed at former Bre-X directors, consulting firms and financial or broking institutions are at various stages and are based on numerous allegations surrounding the supposed existence of obvious and numerous warning signs or æred flagsÆ. These include: the absence of references to visible gold in the drill logs; the alluvial nature of the gold grains; the high gravity recoveries; the invalid comparison with Kelian; the absence of outside scrutiny and the lack of external review/audit and surface depletion of gold. The focus on the red flags has been at the expense of the numerous positive indications or ægreen flagsÆ. These include the morphology and chemistry of the gold grains, the gravity testwork, the amalgamation results, the role of external consultants, the results of a review by one of North AmericaÆs leading minerals auditing groups, the behaviour of the gold at surface and the presence of references to visible gold in the drill logs. The flawed nature of the discussion of the technical facts surrounding Busang has prevented a meaningful and informed discussion about what actually happened and has, therefore, prevented the formulation of meaningful remedies for the future.

Coals from the Southern Coalfield of New South Wales treated in the Port Kembla coal preparation plants of Australian Iron and Steel Pty. Ltd. differ supstantially in their characteristics. Knpwledge of performance not only enables comparison and promotes better control, but also provides the means for predicting results.Evaluation of performance of cleaning equipment has been made in terms of probable error (Ep). Results for Baum jigs, a Chance cone, heavy medium cyclones, and water washing cyclones were examined. The efficiency factors derived from the probable error were applied to the float and sink analysis, mathematically simulating operating conditions. This method was applied to the Balgownie seam.The Balgownie seam lies between the Bulli and Wongawilli seams in the coal measures of the South Coast and mining on a large scale began recently in the Bulli area. It is known locally as the Four Foot seam and exhibits rather difficult washability characteristics, due to a comparatively high middlings content. These properties and the relatively high inherent ash make careful selection of cleaning equipment essential for optimum recovery. The prediction technique is used to determine the possible results when this coal is cleaned in the Port Kembla plants. Predicted values are compared with results from full scale trial washings demonstrating the validity and accuracy of the technique.Applications of result forecasting are listed.

The pores within iron ore sinter are important for producing a high quality material that is strong and easily reduced. The complementary methods of mercury intrusion porosimetry (MIP) and X-ray computed tomography (CT) were used to characterise the structure of industrial and pilot scales sinters across a wide range of pore sizes (3 nm to 100 µm for MIP and 50 µm to 5 mm for CT). The inhomogeneous nature of sinter and the variation in the measurements make it difficult to compare samples. The generalised additive modelling (GAM) approach, using the open source statistical software package, R, has been applied to highlight where there are peaks in the concentration of pore sizes. Importantly, the shape of the GAM-fitted function and the heights of the peaks show statistically significant differences between samples. For the samples investigated, the GAM-fitted functions for the MIP volume distribution of pore diameters were found to have a common set of distinctive peaks at 0.005, 0.6 and 20 µm. The GAM approach was also applied to the X-ray CT measured pore wall thickness, highlighting a single peak whose position varies between samples. The cause of these distinctive peaks and their implications for sinter quality are discussed. Correlation was found between the volume in peak 1 (0.005 µm) and the concentration of primary hematite. No correlation was found between the pore wall thickness and the strength of the sinter, suggesting the composition of the pore walls may be more important. BHP New Zealand Steel produces iron from titaniferous ironsand by a direct reduction process comprising multihearth furnaces/rotary kilns/electric iron melters. The electric iron melter is a six-in-line rectangular submerged-arc furnace which takes the partially reduced ironsand (80 per cent metallisation) from the rotary kiln and completes the reduction process to produce iron of nominally three per cent carbon. As the melter operates at around 1500¦C and under very hostile conditions, it is near-impossible to obtain any basic operating parameters such as the velocity and temperature distribution in the slag and in the molten iron. As a first attempt to understand the operating conditions inside the melter, a scaled room-temperature model using wax and water to represent the slag and iron, was constructed. This paper will report on some of the preliminary model results on the temperature distribution.

Geostatistical methods have become well established in the last two decades for the evaluation of ore reserves in base metal, industrial minerals, coal and gold deposits of the Witwatersrand type. However, there has been considerable debate about the applicability of geostatistical techniques when applied to vein-type gold deposits with hydro or epithermal mineralisation. The main problems stem from a lack of spatial continuity and the highly erratic sample values that characterise these deposits. This paper reviews some of the current geostatistical techniques that are applied to the evaluation of gold prospects.

For the past 120 years, Portland cement manufacture has been undertaken on the shores of the Whangarei Harbour in northern New Zealand. Through a serendipitous conjunction of geo-chemistry, the argillaceous marl found on Limestone Island in the harbour and Tikorangi Hill provides a perfect mix of the various elements required for strong and durable cement. Golden Bay Cement, and its predecessors, have been the guardians and managers of the use of these minerals. As the demands of the concrete industry have increased, so have the needs of the manufacturing process. Careful mapping of the resource at both Portland and Wilsonville Quarries has been undertaken. This has allowed the Company to change the Quarry operation from a purely volume basis to one of selection and blending of constituent minerals. Within the manufacturing process, change has also been introduced. Analytical techniques, using x-ray fluorescence spectrometry, microscopy and the application of modem data collation, has allowed fine tuning of the process. The Company now produces an increasing diverse range of products for both the domestic New Zealand market and exports to various South Pacific countries. This paper discusses the processing of limestone and æcement rockÆ into cement clinker, an intermediate synthetic mineral ground into cement. It examines control and blending regimes, and some methods used in determining process efficiency. An important technique ærediscoveredÆ has been the application of microscopy to clinker.  Examination of the major silicate minerals enables interpretation of the kiln processing and feedback to process operators. It also enables a prediction of indicated performance when ground into cement. Examples this paper give an insight into the use of minerals from Northland in some of the more important construction projects in modem New Zealand.

The growth of "Unit Load-cargo handling technology in world cargo lin- er trades over the last decade has cre- ated a situation in which special pur- pose-vessels (cellular container ships, roll-on/roll-off vehicle deck ships and Lash type vessels) are rapidly replac- ing conventional cargo ships, the principal means previously available for transporting heavy lifts. Consequently heavy lift traffic has tended to accumulate awaiting ship- ment, especially where discharge is required in "off beat" locations. A partial solution to this problem will be provided by new and small but exceptionally versatile ocean going heavy lift carriers now finding their way into world trade routes. These new ships combine extremely high lifting capacity, high manoeuvreability and exceptionally shallow draft with bow and stern Ro/Ro capability. They can handle rolling loads of exceptional size and weighing up to 1,000 tons Each. But the problem is a far larger and more serious but essentially a domestic one. Major industrial pro- jects in Australia will require pro- gressively heavier and larger plant and construction sites are becoming much more inaccessible. Whereas these new ocean going heavy lift carriers have ample capacity to satisfy part of the total transport requirement, there is clear evidence to show that domestic transport resources have little if any potential for increase in capability at the same rate as demand or at the same rate as sea transport facilities. Resolution of the larger problem is within reach but only through a pro- perly co-ordinated approach to future planning for the overall needs of large scale projects on a national basis. This co-ordinated approach must involve Federal and State government transport administrators, railway and highway authorities, shipping and road haulage interests and finally the planners of the projects which require these improved heavy haulage services.

Many future and current block and panel caves extract ore from veined rock masses. These rock masses are composed of open joints forming blocks or rock with healed networks of veinlets. These two types of discontinuities pose a challenge for rock mass characterisation and classification due to difficulties in distinguishing actually open joints from healed but weak veins when diamond core drilling and excavation blasting practices disturb the rock mass. The inability of separating characteristics of open joints and healed veins has often resulted in an underestimation of the rock mass quality and as a consequence led to inappropriate assessments of rock mass response to mining (ie rock mass behaviour) and consequently deficient excavation stability assessments and ground support designs. In this paper, guidelines are provided to improve the characterisation and classification of veined rock masses. It is shown how veined rock masses can be mischaracterised resulting in often incorrect forecasting of rock mass behaviour. Following this, the classification of veined rock masses is examined. It is shown how the primary classification systems (ie Q – Barton, Lien and Lunde, 1974; rock mass rating (RMR) – Bieniawski, 1976) may not lead to reliable ratings in veined rock masses if care is not taken to differentiate between open joints and veins of varying strength. Examples are provided to illustrate how the Q and RMR systems are insensitive to veining. The status of remote sensing data availability in New Zealand is outlined and discussed. Currently, two multispectral remote sensing satellites are providing regular data over New Zealand; aircraft scanner services are available from Australia.; operational radar satellite services are yet to materialise. The advantages and disadvantages of the various data types are compared and contrasted. Some image processing considerations are outlined.

Industrial minerals and rocks are those which are economically important because of desirable physical and/or chemical properties rather than metal or energy content. The evaluation of these resources for investment purposes in general follows established procedures after due consideration of well documented input data. However, in view of the sensitivity of many industrial mineral projects to specific inputs they require very careful analysis. The characteristics of the industrial minerals and the industrial minerals industry are reviewed and the significance of logistics, customer requirements, technology and marketing are discussed. Implications in relation to resources/reserves terminology are considered with phosphate rock used as an example. It is concluded that industrial mineral projects as a consequence of technology and market dependence in particular can give a high level of investment risk. The industry, however, offers most interesting and challenging employment opportunities for geologists, mineral engineers and economists.

The key to the successful debt funding of a new mining project, whether in economically established or developing nations, is the submission of a comprehensive feasibility study. The feasibility study forms the basis from which the resource banker can construct financial models which govern the amount of available funds, the conditions which control the supply of such funds and the time period over which the loan may be repaid. The bank will wish to ensure that the feasibility study is the best representation and confirmation of reality possible because this model is the basis of the loan security package. Thus the study will be vigorously interrogated by independent experts in all its elements including the ore reserve, mineability, metallurgy, operating and capital cost profile, environmental factors and management. A well constructed feasibility study, undertaken by well recognised and respected independent consultants can save the client company a great deal of real and opportunity costs especially in relation to project timing. Once constructed and operating, the mining project may face one or more completion tests in relation to the loans provided. The genetics of such tests often relate to either the ability of the operating company to become solely responsible for the repayment of the loan or to be rewarded by lower interest rates or some other mechanism. Strong professionalism, accessible records, good checking procedures and high quality, competent site management will greatly assist the client company passing these tests. A record of well established technical competence with its bankers may well assist a company in the establishment of a mezzanine loan for the early development of its next project, thus allowing an earlier return of dividends to shareholders.

The Otago and Southland lignite deposits represent by far the largest known fossil energy resources in New Zealand. Despite their size they have remained virtually untouched since exploration in the 1970s and 1980s defined their extent. In total there is an estimated 10.9 billion tonnes of lignite in 13 defined fields in Otago and Southland. Much of the exploration work only targeted seams at shallow depth and it is highly probable that there are further resources at depth in the fields that have been explored to date.   L&M Lignite Limited (L&M) holds exploration permits over a number of lignite deposits and is currently engaged in pre-feasibility studies to investigate the potential of the lignites for gasification. L&M is focussing its studies on the Hawkdun and Ashers-Waituna deposits. Coal quality in these deposits, particularly Ashers-Waituna, is highly suitable for gasification. In total the two deposits contain 1647 Mt of potentially recoverable lignite. L&M has engaged a variety of consultants to progress this project. The Hawkdun and Ashers-Waituna deposit databases have been re-evaluated and the resources remodelled. Further drilling has been carried out and the coal quality database has been expanded. The baseline project is to develop a mine to feed a plant that will produce liquids, specifically low-sulphur diesel and naptha, using the Fischer-Tropsch process. The project anticipates a staged development of 10 000 barrel per day units, each requiring mining at the rate of 12 700 tonnes of lignite per day. The production of other products including ammonia-urea, methanol, hydrogen and electric power is also under study.

Solid Energy is the largest coal producing company in New Zealand, employing 500 people and more than 250 mining contract personnel. The coal produced by Solid Energy plays a significant part in the energy mix for New Zealand being supplied to the coal-fired power station at Huntly. It is also supplied to a wide range of industrial users, NZ Steel, and primary processing. It is fair to say however that the positive economic and social benefits of coal have to some extent been overshadowed by the negative environmental consequences of coal mining.   Over the past two years Solid Energy have been actively researching and addressing the impacts that they currently have on the environment and making a significant investment in environmental improvements, rehabilitation projects and environmental research to address historical and ongoing environmental issues. These investments have been driven by the companyÆs commitment to its environmental policy, which states:   æSolid EnergyÆs overall environmental objective is for the cumulative result of all the activities we undertake to have a positive net effect on the New Zealand environmentÆ.   With such significant investment it is essential that the company is able to target expenditure wisely, ie invest where there is greatest environmental gain to be had, and are also able to actively demonstrate to stakeholders the improvements that are achieved. In order to be able to demonstrate the commitment and the steps that the company is making towards this goal a number of systems have been developed. Firstly an environmental management system along the lines of ISO14001 formalising the environmental processes, responsibilities, auditing and management review. Secondly as part of the planning element of the EMS an environmental management matrix, which allows the scoring of sites against environmental management goals, has been developed. Thirdly the monitoring and measuring tools have been upgraded with GIS driven relational databases installed for management of consent related information and monitoring results.   The development of the environmental management matrix has drawn on a number of existing systems such as the Australian Institute of Mining and Minerals Code 2000. In addition to adapting the scoring regimes from these methods the Solid Energy Environmental Matrix has been further developed to ensure that it reflects the actual environmental impacts on site, as well as the management and audit systems that are in place to control them at a strategic level. The development of this matrix has included a number of steps: +        reviewing the information that stakeholders would be interested in, +        reviewing what was already available, +        development of systems to collect data and benchmark the current         operations, and +        setting up support systems to ensure that the correct information would be provided for scoring.

Entry of personnel under a vertical raise bored hole is not standard practice in Australia. Where access is required below a rise, mining operations must be confident that they understand the capacity of the ground control specified and installed. Physical modelling was conducted on Callie mine to evaluate the performance of 5 mm steel wire weldmesh secured to the base of a vertical raise bored hole of 1.4 m diameter. Joint orientation data was used with Unwedge to calculate a series of potential wedges likely to form within the rise. The mass of the most likely wedges were then replicated by collecting rocks in 5 kg increments (¦10 per cent), which were allowed to freefall onto installed mesh at the base of a 40 m vertical rise. The results indicate that two sheets of mesh can retain a freefalling rock of at least 20 kg mass although rupture of strands can result. This paper outlines the test conditions, expected results based on theoretical calculations and actual outcomes of the testing.
