Since its enactment in 1991, the Resource Management Act (RMA) has generated both praise and criticism. The major criticism is in relation to the costs the Act poses to industry and the time it takes to work through the process. In response to such criticisms the Minister for the Environment has initiated a review of the implementation of the RMA. The Minister's proposals for reform have not yet been released and the discussion that follows is based upon the report by the Minister's Review Group which was released in September.

A numerical method for discriminating between replacement and sedimentary processes is applied to a folded stratiform sulphide occurrence. It is shown that numerical treatment of chemical analyses from a single diamond drill hole allowed a rapid assignment of the ore to the syngenetic sedimentary class and thereby enabled a revision of the evaluation program concerned with consequent reduction in costs.

Powders prepared from the algae Gracilaria secundata, Ulva lactuca and Ecklonia radiatawere shown to provide sole nutritional support for microbial, microaerobic, biodegradation of low-grade manganese dioxide ore. G. secundata was the most effective bacterial nutrient giving 32 per cent recovery of Mn++, at an average rate of 63 mg Mn++/litre/day and a yield of 24 mg Mn++/g dry powder in microaerobic cultures containing 1.5 per cent (w/v)MnOz ore and 3per cent (w/v) powder over 14 days. Although G. secundata was approximately half as effective as molasses in supporting microbial decomposition ofMnOz, possible on-site growth ofthe alga could be economicaIIy more practical than transporting carbohydrate to a distant mine site.

Main geochemical problems concerning the environment and mining industry interrelation are connected with the transformation of natural water chemistry by mining wastes. The investigation of many mines in Primorye, the southern part of the Russian Far East, showed that their mining waters have high concentrations of heavy metals and aluminium. Water acidity is primarily connected with the amount of acid-forming sulphide minerals in ores and also depends on the neutralising capacity of rocks. Considerable quantity of metals occur in the waters in dissolved form. Metal concentrations in mining waters exceeds the natural levels by two to five orders of magnitude and can't be reduced to the background levels even after multiple dilution. It is necessary to develop and put into practice new technologies so that to reduce the geochemical impact upon the environment.

Infrastructure may be defined as anything necessary for the development and operation of a project, which is peripheral to the basic extraction, handling and processing of material. The activity of silver in solid gold-silver alloys (electrum) has been measured with an electrochemical concentration cell based on the super ionic conductor silver-i3-alumina in the temperature range 200 to 80oaC.The measurements of the silver activity in the range 0.5 to 90.0 atom per eent silver were found to be highly reproducible although there is some disagreement with an earlier study which used a similar technique. At temperatures above 400° the silver activity exhibits both positive and negative deviations from ideality in the silver rich region.This method suggests a simple technique for the nondestructive determination of silver in electrum alloys.

The Upper Waimangaroa mining permit is part of the Buller Coalfield and lies on the eastern side of the Stockton-Denniston Plateau. The mining permit area is estimated to contain a total in-ground coal resource of 58 million tonnes, contained within 13 separate coal resource .blocks. The coal is Bituminous High Volatile B rank with export potential as semi soft coking or thermal coal. The Northern Opencast mine is the first mine proposed for Upper Waimangaroa and consists of the three resource blocks at the northern end of the permit area. The highwall of the mine will cut into the Mt William Range resulting in overburden cover of up to 150 metres in some areas. The ability to rehabilitate the area after mining was a major consideration in the design of the mine. The Northern Opencast area has been geologically mapped, extensively drilled and effectively modelled using Vulcan software. Three distinct coal seams are present and the mineable in situ resource is estimated at 8.7 million tonnes of which approximately 7.1 million tonnes is likely to be recoverable. It is proposed that this resource will be mined using opencast methods and the void will be backfilled with overburden. The life of the mine is at this stage estimated at 19 years based on an annual production of 500,000 tonnes at 1.8% sulphur and the Upper Waimangaroacoal will be blended with low sulphur coal from the Greymouth Coalfield to meet export specifications. The Northern Opencast area contains a range of native flora and fauna and physical features which make it an environmentally significant area. Mining will totally modify the area, thus an effective rehabilitation scheme is an integral part of the mine plan. Various rehabilitation methods will be used, and wherever possible, the backfilled areas will be rehabilitated so as to resemble the original area as closely as possible.

Over recent years there has been a significant increase in the number of miners in the Pilbara region of Western Australia targeting channel iron deposits (CID) located in valleys, intersected by ephemeral creeks and below the groundwater table. The falling iron ore price has triggered a drive to reduce cost and maximise yield. Creek diversions provide an opportunity to maximise the utilisation of orebodies and extend the life-of-mine.Creek diversions that are required during mining operations to access ore and provide flood protection have historically been constructed as uniform engineered channels designed primarily for flow conveyance while minimising earthworks costs; however, the design of diversions becomes more complex when they are required to function in a similar way to the existing creek system during operations and remain stable during more extreme events than would typically occur following mine closure, in accordance with current regulatory guidance. The design specifications for closure are often more rigorous than the operational phase, and could incur significant additional cost to implement retrospectively if not planned and designed upfront.The complexity of diversion design depends on site specific factors such as: the size of the creek to be diverted; hydrology; corridor restrictions; geomorphology; hydrogeology; geology; environmental and heritage values; potential impacts and the risk to operations and environment. The complex interactions of these factors must be well understood and hydraulic modelling undertaken to characterise the existing creek system, demonstrate the diversions, provide adequate flood protection during operations, and can function in a similar way to the existing system following mine closure. Outotec has performed numerous research and development projects and various surveys in the study of reverse iron ore flotation. Over the past four years their TankCell-70 and TankCell-160 flotation cells at the Germano concentrator of Samarco in Brazil were extensively surveyed. These surveys have revealed some extreme operating conditions in reverse iron ore flotation and are the subject of this paper. Some of the findings include large variations in the content of solids in the various flotation stages. At the bottom of the cleaner cells, the content of solids by weight reached over 60 per cent, whereas at the bottom of the scavenger cell this was less than 50 per cent. Froth carry rates were also significantly different in the various flotation stages. In the case of coarse material, the scavenger cells operated at a froth carry rate of over 40 t/h.m2. With fine material, however, froth carry rates of less than 10 t/h.m2 were measured. High froth carry rates caused significant changes in the residence times at Samarco. In the rougher cells, the fifth cell had more than double the residence time of the first cell. This was even more pronounced with the scavenger cells, where the second cell had more than triple the residence time of the first cell. High froth carry rates also caused losses in iron recovery. As a consequence of such findings, it appears that different rules apply in the sizing of reverse flotation circuits compared to direct flotation circuits. Different operating parameters (mixing intensities and air flow rates) must also be used in the rougher, cleaner and scavenger cells in order to optimise the metallurgical performance. In iron ore sintering, packing the granules onto the sintering strand to form a porous bed with optimum permeability is a complex dynamic process. The packed bed voidage is the key factor determining the flame front speed and the final sinter productivity and quality. Previous studies have found that granules are soft quasi-particles with a typical structure of nuclei with an adhering fines layer. The deformation of the adhering layer greatly affects the bed voidage during packing, which is related to the strength of the adhering layer and the force exerted on the granules. In this study, tablets simulating the particle size distribution in the adhering layer of granules were made for four single ore blends. Both the tensile strength and shear strength properties of these tablets were investigated as a function of water content by the uniaxial compression test and direct shear test respectively. The results of compression tests show that the adhering layer becomes weaker and more compliant with the increase of moisture. The most porous ore has a more rigid adhering layer than the other three tested iron ores at any given moisture content. In direct shear tests, the internal friction angle of the adhering layer ranged from 31° to 37° and varied little with the moisture content or ore type. The cohesion constant is around 1 kPa and is quite small compared to the stress applied to the granules during packing. Critical decisions in iron ore project evaluation and production are based on global and local spatial estimates of primary mineral deposit properties (such as in situ geochemical grades) and geometallurgical responses (such as screened, washed or concentrated product yields and grades), which are derived from limited sample data. These spatial estimates are typically made using classical geostatistical techniques, which fundamentally assume that the attributes of interest behave additively. This assumption is generally appropriate for æprimaryÆ variables but æresponseÆ variables may behave non-additively and therefore their direct linear estimates may be biased.In this paper an existing additivity testing mechanism is used to quantify the bias resulting from direct linear estimation of a non-additive iron ore attribute. Data from a magnetite project are used to determine the circumstances under which such biases may be of material impact. The Peelwood district of New South Wales is located some 65 miles south of Bathutst on the Tuena-Crookwell road. A number of occurrences of lead-zinc-copper ore are known from this district but only three mines, Peelwood, Cordillera and Mt. Costigan, have achieved any significant production. The purpose of the paper is to describe the mineral composition of sulphide ores from these three localities.HISTORYNo published information on the geology of the Peelwood area is available. Came (1899) reports that, at the time of cessation of mining operations in 1888, the Peelwood mine had produced some 600 tons of copper metal and regulus, the Cordillera mine had yielded 9000 tons of ore at the recoverable grade of 2·5 per cent Pb, 2·5 per cent Cu, 90z/ton Ag and 1 dwtjto:p. Au, but that no production figures were available from Mt. Costigan. No further work was carried out on these properties until 1951 when the Electrolytic Zinc Company of Australasia instigated a programme of geological mapping and exploratory diamond drilling (Whitten, unpublished data, 1953). The REFLUX Classifier is used to perform particle separations on the basis of density utilising a set of parallel inclined channels positioned above a vertical fluidised section. In continuous mode, feed enters part way up the vertical section, while fluidisation water is introduced from below. Lower density particles are conveyed upwards and collected in an overflow stream, while high density particles segregate onto the inclined surfaces, settle to the base of the system and empty via an underflow stream. Pressure transducers are used to measure the suspension density in the vertical section. This suspension density is maintained by a pneumatically controlled underflow valve to maintain a target suspension density or ‘set point’.Previously, Galvin et al (2010) demonstrated the significant improvement achieved via a new laminar-shear separation mechanism, achieved by utilising closely spaced inclined channels in the REFLUX Classifier. For the separation of low-density coal particles from mineral matter, a channel spacing of 6 mm proved effective; however, for the separation of gangue minerals from much higher density minerals such as iron ore, the shear-induced lift needs to be even higher. In this paper, we examine the influence of two different channel widths on the continuous processing of an industrial iron ore feed in the REFLUX Classifier. "Column flotation has been successfully applied to iron ore concentration since the 1980s with the goal of reducing silica content and allowing for the efficient production of pellet feed. Since then, columns have been widely used in iron ore processing due to: their lower capital and operational costs when compared to conventional cells their ability to generate higher concentrate grades and recoveries.Currently, more than 100 columns have been installed within Brazilian iron ore processing circuits for rougher, cleaner and scavenger duties. Despite it being a well-established approach, several technological advances have improved column design, accessories and performance. In 2005, Solid Energy New Zealand Limited obtained non-notified consent for the disposal of 1Mt of coal ash at the Rotowaro minesite, forming part of a coal supply agreement with the Huntly Power Station. A non-notified resource consent was sought which necessitated that environmental effects be shown to be æless than minorÆ, and resulted from robust science and a pragmatic approach to design. As part of the assessment of environmental effects, there was a need to understand the effects of boron concentrations on aquatic organisms (ie algae, plankton, plants and invertebrates) in the receiving environment. Boron is a naturally occurring element that is found in the form of borates in the oceans, sedimentary rocks, coal, shale, and in some soils but Waikato coals and ashes have particularly high boron content. Boron is an essential micronutrient for higher plants with interspecies differences in the levels required for optimum growth. As aspects of the ANZECC (2000) derived boron limits are based on toxicity of aquatic algae and plants to boron it was important to assess these components in the environment. The effects on the receiving environment of the Awaroa Stream were assessed using predicted water chemistry and comparing actual boron concentrations in a comprehensive and multifaceted reference-condition approach of catchment ecological indicators. In addition a toxicological-based assessment of boron and a re-calculation of the ANZECC trigger levels were undertaken and applied to the ecological indicators. The reference-condition approach revealed that habitat and overall water quality attributes at and between sites was more influential in determining the aquatic biotic communities than boron concentrations alone. There was no evidence of any gradient of changes in ecological indicators with changing boron concentrations, nor evidence of any residual effect of high historic boron concentrations on the aquatic biota.

The mineralogy and textures of a portion oC ore from the 25 level northern orebody, North mine, Broken Hill are described. This ore, in places, contains up to 70 per cent cubanite (CuFe2S3 ) which has crystallized directly with other sulphides and associated gangue minerals.Several breakdown reactions involving the cubanite are also considered.

Equipment maintenance is 30 - 50 per cent of the operating costs for a typical mining company. While this is substantial, its importance is beyond its significance as a cost heading. Modern mining requires large amounts of investment in capital infrastructure and equipment to produce a product sold at a low unit cost. To stay competitive, such a business has to focus on full realisation of its capital investment, ie sustained production at high levels. Maintenance plays an essential role in achieving this goal. Mining companies typically use a mix of breakdown or corrective maintenance, planned maintenance, and some condition-based maintenance. The share of breakdown maintenance has been coming down through more effective planned maintenance and better condition monitoring tools. Planned or preventive maintenance (PM) is playing an increasingly important role in todayÆs mining maintenance. This is the suite of inspection and repair/replacement actions performed at scheduled time intervals as part of a preplanned activity. The activities are scheduled well in advance and, usually, the current wear-state of the machine is irrelevant. For example, the replacement of a major gear may have been planned 18 months in advance; replacement is carried out when the time comes regardless of the actual condition of the gear. The PM costs are significant and include direct cost of parts and labour as well as the opportunity cost of lost production while the machine is under maintenance. It is important to identify the optimum PM effort because over-maintenance should be avoided as much as under-maintenance. A new concept called severity-based maintenance is introduced in this paper. We have seen that measuring equipment ageing in mining merely by counting the engine hours is a very imprecise way of planning and scheduling maintenance because the damage accumulated in one hour varies enormously from operator to operator and with changing pit conditions. We recommend continuous monitoring of duty on all major equipment. This is feasible without having to fit out the machine with an army of sensors because most of the physical sensors required by dutymeters are already installed and maintained as part of the existing performance monitors. While the investment is modest, the potential benefits are huge and can be grouped under three headings:Immediate benefits will come from providing operators with direct feedback on the effect of their behaviour on machine health and training them to use this feedback to correct their operating style. The equipment can operate closer to the limits of capacity, producing more without unduly sacrificing the availability by monitoring and controlling the severity of the operation, ie the duty on the machine. Longer term benefits accrue from establishing correlations between actual time to failure data and measured equipment duty and using these correlations to optimise maintenance effort as well as planning new equipment purchases and warranty conditions.

"The White Mountain sediment-hosted gold deposit is located in north-eastern China. Mineralisation is associated with silica–hematite–altered polymict breccias that occur within dolomite at or near the contact with overlying sandstone. Economic gold grades are controlled by the distribution of the polymict breccias and can transition rapidly to low or zero grade over short distances. This results in sharp and highly irregular ore contacts on whose accuracy proper stope design and ore control is reliant at this blasthole underground mine.Short-term planning and ore control utilise a grade control model created from infill drilling and grade control sampling (ie face and wall sampling). Typically, the grade control model was maintained by time-consuming manual editing of earlier made contacts to incorporate any new data. This approach also was quite error-prone due to: the complexity of the breccia and ore grade contacts irregularly oriented and/or insufficiently dense drill holes inconsistent incorporation of grade control sampling. These errors resulted in unplanned dilution and ore loss due to inaccurate interpretation of the ore contacts.The primary advantage to implicit geological models over conventional, manually-built wireframe models is that they can be updated very quickly and frequently. In a mine setting, the power and efficiency of using an implicit model is greatest where the use of manual inputs or editing can be minimised. Recently a workflow was set-up for the mine geology team to create an implicitly-modelled ore shape for short-term planning needs by using all data, especially all grade control samples. The resultant 3D shapes provided metre-scale accuracy and consistently reconciled complex ore geometries much faster and to a higher degree of quality relative to the wireframe model.
