A GLANCE through the Bibliography appended to this paper will show that the Transactions of this Institute contain what virtually contitutes a history of the development of the manu¬facture of steel rails in this country and abroad. It is, therefore, fitting that this paper, bringing one branch of this important subject down to date, should be here presented, and it is also appropriate to select this joint meeting of our Society with the Iron and Steel Institute to compare the specifications covering the rails produced in these two countries, and to propose a standard specification to govern the manufacture of American rails for export. During the last ten years the production of Bessemer steel rails in the United States and Great Britain has amounted to 32,128,720 gross tons. Nearly 19,000,000 tons have been rolled in the past five years. The next five years will see an even larger output, owing partly to the extension of railway projects in the Orient, in South and Central America, in Mexico, and in Australia and the other British Colonies. Of late years, the American rail-mills have so largely increased their daily output, that trade conditions have often made possible the delivery of American rails to foreign ports. The tenders submitted by American mills, however, have always been accompanied by requests for changes in the foreign specifications, chiefly in the reduction of the amount of testing required; and it has only been natural, especially at first, that the engineer, whose specification had always been accepted without question by British mills, should interpret American tenders 'as an evidence that an inferior rail would be furnished

IN COMPARISON with recent years 1932 has yielded much less tangible evidence of progress in copper reduction and refining. The industry has been extremely quiet, especially in the United States. Design and construction has been throttled by lack of new capital expenditures. The excess producing capacity of the whole industry and the extremely gloomy outlook for the future have made it unwise to tie up more capital except under special conditions. The plants built during the previous year have, however, been placed in operation. Older plants have been abandoned, temporarily shut down, placed on part time operating basis, or continue to operate at a low percentage of normal capacity. In the United States the Phelps Dodge Corporation at Douglas, Ariz., has completed the remodeling of the former Calumet & Arizona smelter. A new roaster and Cottrell plant chimney was completed this year. Though operations have been limited the new equipment has been found to justify all expectations. The reverberatory plant addition consists of two furnaces 26 by 107 ft. inside dimensions, with a high arch, and modern steel binding of excellent design. Natural gas fuel gives good results. One of these furnaces will treat 1000 tons of solid charge per day with a fuel consumption of approximately 3,000,000 B.t.u. per ton. The larger converters have not only yielded the expected lower costs, but have simplified operations in the converter department. Our ever-increasing use of minerals has been the outstanding fact in our American economic development. The rise in our standard of living in the past century is without equal in human history. Nowhere in time or place has the man who works lived so well, or the man who cannot work been so well cared for. We live in a new world, even the poorest of us, that our forebears of 1849 could not have dreamed. That new world has come mainly from our use of minerals. Our per capita use of nonmineral products has grown too, but by only a modest amount. Food consumption per person has grown about 15 per cent in the past fifty years; lumber use per person ,has fallen 56 per cent and that of wood for fuel 65 per cent. Of all the products of field and forest, our use, per capita, may have increased by one fifth during the present century. In contrast, our per capita use of minerals has multiplied several times. Each of us uses 2% times as much steel and 16% times as much petroleum as our fathers used in 1900. In less than half a century our per capita consumption of all minerals has probably risen by 200 to 250 'per cent. Man once built with wood; today he builds mainly with brick and stone and steel. Once he traveled by the power of hay and oats; today he travels by the power of coal and oil. Rubber made from minerals is already better for some uses than rubber tapped from trees; before long it will be better for most and perhaps all uses. Even our ladies' graceful legs are clad in mineral fiber, where once animal or vegetable fiber would have covered them. Our high standard of living is a product of the machine.. The machine is made of minerals. The machine is driven by minerals. The machine age is a mineral age.

Iron oxide (FeO) plays an extremely important part in the manufacture of iron and steel. In the three major processes- blast-furnace, open-hearth, and Bessemer converter-iron oxide is the chemically predominant compound and controls to a large ex- tent the operation of the furnaces and the composition and quality of their respective products. In order to emphasize the importance of iron oxide in each process, they will be considered individually in some detail. THE OPEN-HEARTH FURNACE. Iron oxide is introduced into the open-hearth furnace in four ways : 1. The scrap charged into the open hearth is oxidized by the furnace gases, the amount of oxide formed depending primarily on the amount and type of scrap charged. It has been found' that with large scrap, 1.7 Ib. of FeO is formed per 100 Ib. of scrap charged, whereas with scrap of medium size about 5.3 Ib. of FeO is formed per 100 Ib. of scrap charged, when the period between the charging of the scrap and the addition of hot metal is 3 hours. 2. WITH the exception of lead sulphate, all common metallic sulphates are completely decomposed upon heating into metallic oxide, sulphur trioxide, sulphur dioxide and oxygen. Some give up their trioxide readily at a low temperature, others require considerable heat and much time to be completely freed from sulphur. Kerl in 1881 arranged the principal metallic sulphates as they are decomposed by a rising temperature in the following order: silver, iron, copper, zinc, nickel, cobalt, manganese and lead, lead sulphate being decomposed only slightly at a white heat. The researches of Bradford, published in 1903, show, however, that ferrous sulphate is decom¬posed at 590° C., cupric sulphate at G53° C. and argentic sulphate at 1,095° C. By the present investigation it will be seen that zinc sulphate is decomposed at 739° C. As far then as our present knowledge goes, the order in which the decomposition of the leading metallic sulphates takes place is the one given in Table I.

The placer gold occurrences at Sart Çayl, Manisa, Turkey, the legendary River Pactolus of King Croessus, were evaluated in this study to determine if this deposit contains sufficient recoverable value to justify development and exploitation. The gold occurs both in the upper Neogene conglomerates and the alluvium derived from these conglomerates. The total reserve in the whole region is estimated to be 500 million cubic metres. Samples were taken of the upper conglomerate and in the alluvium in an attempt to determine the amount and the physical nature of the gold. The gold in samples was recovered by screening out barren oversize followed by washing the sand and gravel through riffled sluices. The resulting sluice concentrate was later panned and amalgamated at site. Laboratory cyanidation testing of some samples for control purposes was also done. The average calculated free gold was found to be about 90-100mg/m3 and the size of gold flakes found was quite small. The field as well as laboratory testing of the samples of Sart Çay1 indicated that the potential reserves in this region could only be developed as a sand and gravel operation and the gold could be recovered together with the heavy minerals as a byproduct.

Discussion held at the sessions of the Canal Zone meeting, November, 1910. [SECRETARY'S NOTE.-As a result of this discussion, an expression of opinion covering all points of unanimous agreement was adopted and signed by members of the Institute party as individuals. This statement, which was printed in the Bulletin of December, 1910, is reprinted below, as an introduction to ,the detailed report of the discussion. It should be clearly understood that it does not constitute an official declaration by the Institute, the rules of which forbid any such action. At the New Haven meeting of February, 1909, a free discussion of the plan of the canal took place, in which the critics of the present scheme had full opportunity to state their views. That discussion was continued at considerable length in the newspapers ; but the Institute was never committed to either side. In this latter instance, the situation is precisely similar. Certain members and guests of the Institute, having had the advantage of later developments and of personal inspection, have expressed the conclusions at which they have arrived on their own responsibility ; and these conclusions are published by the Institute, subject to further discussion, like any other part of its proceedings. The general statement referred to contained a promise that the full discussion, of which it was a result, would be subsequently printed ; and this promise is fulfilled, so far as practicable, in the subjoined report, concerning which I beg to offer the following explanations: 1. It is made up of the remarks of the members of our party, as subsequently written out and mailed to the Secretary. 2. In editing these contributions, I have condensed the material considerably by cutting out much repetition of opinions and phrases ; and in such excision, I, frankly confess, the authors whose communications were delayed, have been the sufferers. Nevertheless, there is a good deal of repetition left, as there must be, when so many persons had talked so much, and come to agreement upon so many points. 3. It has been found impossible to preserve in this report the actual order of the free and informal oral discussion represented. Consequently the several contributions have been arranged in alphabetical order under the names of their authors. KIRKLAND LAKE and Porcupine in 1931 accounted for more than $41,625,000 of Ontario's total gold production of $43,117,688. For the first time, the younger camp surpassed the older in gold output, producing $21,734,000 against $19,891,000 for Porcupine. Present output of both camps is increasing, and should pass the record figures of 1931 before the year is out. In May of this year, Porcupine mines milled 285,759 tons, with a bullion value of $1,810,009; the corresponding figures for Kirkland mines are 149,188 tons and $2,104,757. A much higher average value per ton for Kirkland ore, $14.10 against $6.33 average for Porcupine accounts for the difference. The two fields are about 100 miles apart by rail, and there are important differences in the character of the ores, which accounts largely for the difference in milling costs and in final tailing values, despite excellent metallurgical work in both the fields.

THE tensile properties of steels at elevated temperatures have been studied by numerous investigators,1 primarily for the purpose of determining their suitability for structural uses. Tests with this objective have been confined largely to the temperature range of approximately 20° to 500° C., because of the rapidly decreasing tensile strength at the latter temperature. Tests have also been extended to higher temperatures for the purpose of determining the most suitable forging range. This temperature range is also of theoretical interest. The phenomenon of increased tensile strength and decreased ductility in the so-called "blue-heat" range, approximately 200° to 300° C., is well known. It was suggested to the Bureau early in 1926 that a study of the properties of rail steels in this temperature range might prove of interest in relation to the studies of transverse-fissure failures in rails. There were available from another investigation3 several new rails from several different heats made to approximately the same specification requirements, the complete manufacturing histories of which were known. It was decided to determine, at least in the preliminary series of tests, only the ultimate tensile strength, elongation and reduction of area, because of the difficulty, time and cost involved in determining the proportional limit and yield point at elevated temperatures.

George E. Collins, Nacoochee, Ga. (communication to the Secretary): The results tabulated below were obtained at the Reynolds mill, White county, Ga. They were noted, not with a view to investigating the point discussed by Mr. Clark, but in course of a test on a working scale to determine the com parative saving from a given free-milling ore on copper and silvered plates respectively. In every case the bullion assayed was the result of a separate clean-up on a considerable quantity of ore. The ore varied widely in grade and in other respects, but the runs bracketed in the table were made at the same time, in adjoining batteries, and on similar types of ore. In a * Result modified by the addition to the bullion-shipment of a little impure bullion left over from previous clean-ups.. On these occasions, the strips of copper were removed from the tables, and: their lower surfaces were cleaned. Hence the higher yield reported.

IN present-day flotation practice, grinding of the flotation feed is carried to extremely fine sizes, 70 to 80 per cent minus 200 mesh being customary. The greatest flotation losses occur in the coarsest and finest sizes, but the losses in the very fine sizes are, of course, much the more important because of the large proportion of fines in the feed. These losses are particularly high in zinc ores so a study of the effect of size on the flotation of sphalerite has been made. The mineral used in these experi¬ments was a pure sphalerite, especially free from copper, from the Joplin district in Missouri. The sizes coarser than 200 mesh were separated by screening, the sized mineral then being deslimed on a Wilfley table. The sizes finer than 200 mesh were obtained by water elutriation as described by H. R. Bradford (M. S. Thesis, University of Utah, 1932) ; particles finer than 6.5 microns could not be obtained with the apparatus used.

ALTHOUGH it is universally accepted that free oxygen is A necessary in a cyanide solution for the dissolution of gold and silver-in accordance with Elsner's equation that 2Au + 4KCN + 0 + H20 = 2KAu (CN), + 2KOH- little has been written and insufficient attention paid to the drop in extraction due apparently to loss of dissolved oxygen in mill solutions. Aeration or oxygenation of cyanide solutions has been more or less successfully accomplished by various types of agitators such as the Dorr (with or without air lifts), Pachuca tanks and more recently "Turbo-mixers" and Denver "Super- agitators"; also by the introduction of chemical oxidizing agents such as Solozone (Na,O,) . At the Wright-Hargreaves and other mines in the Kirkland Lake camp, the introduction of this reagent at the rate of about 1.25 oz. per ton of ore applied to the feed of the ball mills has certainly been beneficial.

IT is a well-known fact that the results of different analysts, when operating on the same identical sample of steel or iron, are far from concordant, and it not infrequently happens that great annoyance and trouble in the commercial community are occasioned by these discrepancies. Attempts have been made at various times to investigate the causes of such differences and to obtain more reliable methods of analysis. The most important of these was made by the British Association in 1889: The following gentlemen, with Sir W. Roberts-Austen as Chairman, and Professor T. Turner as Secretary, were constituted as a committee to investigate the question, viz.: Sir F. A. Abel, Mr. Edward Riley, Mr. G. J. Snelus, Mr. John Spiller, Professor J. W. Langley, and Professor Tilden. Average .samples of steel were prepared in America under the superintendence of Professor J. W. Langley. The steels, in the form of turnings, were divided and distributed to sub-committees in Great Britain, America, France, Germany, and Sweden. IN VIEW of the wide publicity given to the charges by the Couzens Committee of the United States Senate of discrimination by the Bureau of Internal Revenue in favor of the copper companies, it becomes a matter of interest to consider the basis for these charges. The point to be determined is whether they rest on a foundation of fact or are purely and simply matters of opinion. The whole question boils down to the purpose of the Tax Law as applied to mines, which is to afford the same protection to them as provided for all other taxpayers, namely: that they were to be allowed to pay back as depletion to their owners the values of their properties as they existed or were estimated to exist on May 1, 1913, free from tax. To determine these valuations it was? necessary to select from a wide range of possibilities a set of values for a number of essential factors.

AMONG the industrial motion pic¬tures released in the last year of possible interest to people in the mining industry are the following: "A New World Through Chemistry," made by the public relations department of E. I. du Pont de Nemours & Co., Wilmington, Del. This film, which is in sound and color, interprets in twenty minutes of narration and ingenious photography many of chemistry's newest developments. It may be borrowed either in 16-mm. size on an 800-ft. reel, or 35-mm. size on a 2000¬ft. reel, the only charge being the cost of returning the film. Douglas D. Rothacker, 729 Seventh Ave., New York City, is prepared to loan free of charge except for transportation each way several films prepared in the plants of the International Nickel Co., 16 mm. with sound. These include: "Nickel High Lights," 35 minutes; "Nickel Mining," 18 minutes; "Nickel Smelting," 18 minutes; "Nickel Refining," 9 minutes; and "Copper Refining," 6 minutes.

THE object of the Bradley process is to free manganese oxide from its associated gangue and separate the contained iron oxide by dissolving the manganese and precipitating it from the solution. 'The fundamental features of the process are : making. both 1 a manganese ore and an iron ore; effecting a separation of manganese .and. iron by means of selective roasting; leaching- the manganese from the roasted ore by using ' ammonium sulfate; precipitating the manganese by using the ammonia gas generated during leaching; fixing the precipitate by oxidizing with air; breaking down and reforming the ammonium sulfate, so that daily very little additional ammonium sulfate beyond that originally charged into the system is required; washing the manganese precipitate and the iron-silica residue and evaporating the liquor to conserve the dissolved salts in the moistures of these two products and 'to reduce the sulfur content,; drying the precipitates; magnetic wet-concentration of the iron-silica residue; sinteriny the manganese-and .the' iron-concentrates.

THE object of refining copper in the reverberatory furnace is to obtain a metal which will have the highest attainable degree of malleability, ductility and electric conductivity, and present at the same time a level surface when it solidifies in the mold after casting. These desirable physical properties are governed by the character of the impurities and the forms in which they are present, by the amount of cuprous oxide retained by the copper, by the quantity of gas held in solid solution, by the casting-temperature, and by the thickness of the casting. The effects of impurities, of cuprous oxide and of gases upon the mechanical properties of copper have been studied by Hampe in his classical paper "Contributions to the Metallurgy of Copper." The most recent research into the effect of metals upon the electrical conductivity of copper is that of Addicks.2 The influence of cuprous oxide upon the electrical conductivity has been investigated by Walker' and Addicks.4 The absorption of gases has received' attention by Hampe,5 Stahl 6 and Heyn.7 The effects of casting-temperature have been noted by Stahl.8
