The U.S. Bureau of Mines (Bureau) is currently conducting a four-year study to assess the mineral resources and the mineral development potential of the 5.7 million acre Valdez Creek Mining District (VCMD) located in southcentral Alaska. The VCMD study is part of the Bureau's ongoing statewide mining district evaluation program. This report is a summary of the 1988 field work. The field work involved collection of reconnaissance placer and rock samples, and also involved sampling and examination of the mines, prospects, and mineral occurrences which were identified by literature research of the geology, exploration history, and mining history of the district. During the 1988 field season, Bureau personnel spent a total of 11 weeks in the field, collected 1,006 rock and placer samples, and located, mapped, and sampled 106 of the known mineral occurrences. The Bureau has visited 243 of the 250 known mineral occurrences during the course of the VCMD project. Reconnaissance sampling for placer occurrences resulted in the identification of 4 previously unreported gold placer occurrences, and identification of 5 occurrences that contain detectable levels of platinum or palladium. Reconnaissance sampling for lode sources of base and precious metals resulted in the identification of 5 new Lode gold-silver occurrences, identification of 2 occurrences that contain elevated quantities of chromium, cobalt, nickel, palladium, and platinum, and identification of one occurrence that contains elevated quantities of copper, molybdenum, anti zinc.

A summary of Bureau of Mines research on recycling, reuse, and disposal of mineral-, metal-, and energy-based wastes is presented, accompanied by an extensive bibliography of related publications. The Bureau's waste recycling and disposal program is directed toward the following four main areas of research and development: (1) extraction of mineral, metal, and energy values from urban refuse; (2) upgrading and recycling of automotive and related ferrous and nonferrous scrap; (3) recovery, utilization, and stabilization of mine and mill processing wastes, and (4) recovery and reuse of values from industrial waste products. This publication updates Bureau of Mines Information Circular 8529, which was issued August 1971.

Magnetic surveying and map production is well established in land based mineral exploration. Magnetic data are routinely used to map geology in covered terrains, to estimate the depth to basement in overburden covered areas, and to identify altered zones, mineralization, bedding attitudes, and fault networks both regionally in map view, and through interpretation to depth in 3D. Best practices for magnetic survey methods and magnetic interpretation exist in all areas of land based geophysical survey methodology - mineral exploration, hydrocarbon exploration, geological mapping, archeological mapping, and in military applications. At sea, and particularly under the sea, sophisticated magnetic surveys are being done, but it can be argued that these are primarily in niche applications, for example in naval mine-hunting and UXO applications. Magnetic data is not normally collected on AUVs and ROVs conducting mapping and hydrographic survey operations. OFG has developed physical and mathematical calibration routines so that magnetometers can be mounted directly onto AUV and ROV bodies where significant heading errors and magnetic gradients exist. This simplifies the routine deployment of magnetometers on AUVs and ROVs for mineral exploration and other magnetic survey applications without the need for towed bodies, ungainly mounting frames, or degaussing of the survey equipment. Our experience shows that magnetometers can be operated routinely on AUVs and ROVs and that with careful processing useful maps can be produced routinely at low cost.

It's my pleasure to welcome the Rocky Mountain Coal Institute to Montana. Now that you've ended a 74 year history of meeting outside our borders, I hope you'll be back more often. Even if I can't convince you to come back before 2060, when another 74 years will be up, I'm confident the Kalispell and Flathead Lake area will do the persuading for me. In recent weeks, I've made a number of speeches around the state pointing out just how wrong the revenue projections in Montana's state government made in April of '85 were when we came to April of '86. Since the middle of this month, Montana's legislators have been in Helena struggling to balance a state budget that, by the end of fiscal year '87, threatened to be some $88 million in the red. Other western states reliant on natural resource and agricultural economies have found themselves caught in the same deflationary spiral. The "window of opportunity" I proposed and the 1985 Montana Legislature passed, couldn't have been opened at a more difficult time. What was envisioned as an incentive to expand Montana's coal production, and our tax base, ran aground on low oil prices and excess hydroelectric power. De- spite the one-third severance tax rebate offered on new coal production, year-to-date figures published in the June 2nd Coal Week show that production in Montana is down almost 10 per- cent from last year. Again, we're not alone. Production in Wyoming is down 8 percent and in North Dakota, it has dropped 13 percent. An over- all 3 percent production decline in western states looks even worse when contrasted against a 12 percent increase for your eastern competitors. Montana's "window of opportunity" had the potential to be a significant signal to your industry. That potential was quickly tempered by the inability of Arab nations to stabilize world energy prices. If any of us had forgotten, the last twelve months have reminded western states that the well-being of our natural resource economies has a tremendous impact on the ability of all levels of government to provide services. The past year has also driven home that in the world of business and in the business of the world, risk-taking is still the name of the game. The Western Governors recognize the problems facing this industry - and our states - and we're prepared to fight for the future of western coal. In the past two decades, legitimate environmental concerns have created a vast body of new legislation affecting coal producers. The industry has been required to meet new reclamation standards - tough regulations relating to ground water, air quality and wildlife habitat. To the industry's credit, coal companies have hired professionals with the technical know-how to do it right. Rather than considering reclamation laws to be an unreasonable burden, today's coal company is more likely to view its reclamation efforts as a source of corporate pride. In a sense, the industry and the agencies which regulate it have matured together . . . although at times OSM is reluctant to admit that either of us capable of or willing to play by the rules. Certainly some abuses exist and OSM's oversight has been helpful in ensuring parity between those states willing to comply and those that would rather defy federal law. Nonetheless, penalizing the more modem and responsible western coal industry for abuses that occur elsewhere is both unfair and counterproductive. Federal penalties range from "cruel and unusual" reporting requirements to the proposed electricity tax that would effectively force utilities and ratepayers who have already met the sulphur emission standards to subsidize those who have dodged their cleanup responsibilities. There is an apparent push to develop and commercialise "new and innovative" process flow sheets. A not-too-difficult reality check clearly demonstrates that the success rate of this push is not particularly significant and in fact could be regarded as a waste or misappropriation of R&D funding and the associated brain power. As Julian Sumner Miller would comment "why is this so?" To put it bluntly, many of the so-called innovative developments are equivalent to gold plating the dunny door - visually interesting but of very limited practical value. TO SERVE their primary function of balancing supply with demand. crude-oil prices must not only return full cost plus a reasonable earning to the efficient producer but they must also offer an additional reward to stimulate exploration sufficiently to maintain adequate reserves. High prices increase the volume and efficiency of exploration; low prig e- -Idle exploration. Over the last decade average prices for crude oil have been much lower than for the proceeding ten years, and lower even than the average over the life of industry. Under these circumstances no one should be surprised to learn that over this same recent period of discovery of new oil fields has also lagged and fallen below its average level for the previous decade. Crude oil prices have been too ion to support the required activity in wildcatting.

The Australian mining industry is a significant contributor to the nation’s greenhouse gas (GHG) emissions, and like any industry, it must make efforts to reduce these. Medium- and long-term strategies will include the replacement of diesel engines with alternative energy sources, but what can be done in the short-term to reduce diesel consumption and hence CO2 emissions? Haul trucks are identified as the major contributors of CO2 emissions in the mining fleet and this paper focuses on firstly identifying what drives haul truck emissions and secondly, discussing what is the role of the Fleet Management System (FMS) in reducing these. A key enabler of this is having a robust fuel consumption model within the FMS, and I describe how this may be done. Besides novel approaches to incorporating fuel consumption (CO2) management into truck assignment algorithms, this paper also describes how the FMS can be used to implement and manage procedures and policies to reduce haul truck emissions.

"Collaboration among Ventilation Engineers, Mine Inspectors, worker representatives, health and safety officers and management is key to an effective operational mine ventilation management. Mine ventilation training, ventilation survey reports for mine stakeholders and interaction with mine frontline workers and management concerning safety, energy saving, assets management and maintenance are effective tools in implementing best industry practices and significant reduction of ventilation operating costs without compromising safety. These approaches may not be new to well established mining companies but the real dilemma is how to implement them effectively and this is what this paper will address.INTRODUCTIONManaging an effective mine ventilation system is becoming increasingly challenging, especially during tough economic times in the mining industry. Management strives for more production while frontline miners work hard to surpass the production targets, thus improving their incentives and above all aiming to enhance the prospects of their job security when the mining industry is facing challenging times. Taking shortcuts by not fully following the safety regulations or industry best practices are often notable, resulting in the rise of Workers Compensation Board claims and temporary shutdowns of active workings, compromising productivity and increasing the operating costs.In accordance with the Mines regulations in various jurisdictions in Canada and the US, it is evident that companies adhere to establishing basic ventilation management systems through the provision of the code of practice, procedures, work practices and standards/guidelines. This is aimed at ensuring the health and safety of underground workers (de Souza, 2017). However, the challenge to many operations is the improper implementation of the mine ventilation regulations including some managers showing reckless disregard for workers safety by focusing on production and not worrying to address ventilation problems (Steven & O'Keefe, 2010). Other challenges facing effective ventilation management include inadequate training of frontline workers on ventilation system and hazards associated with poor ventilation systems such as toxic gases, dust, heat, and underground explosions (Mufson et al., 2010; Suvar et al., 2017); friction between mine managers and the mine inspectors (Mufson et al., 2010), improper maintenance of ventilation system and inventory management, among others."

The growing availability of information and data analysis capabilities of recent years provides new opportunities for improving the performance of mining operations. By using real-time measurements and artificial intelligence, it is possible to respond faster to changing conditions, while accurate and timely information permits rapid evaluation of changes and fast business improvement decisions. This article presents a blueprint for alignment of systems, organizational design, and management practices to leverage these developments in performance-driven operations management in mining and mineral processing. The first component of the blueprint is a performance framework with a system of key performance indicators for production control that can be used across organizational levels. This system places improvement at the core of management activities, giving greater importance to improvement skills at lower organizational levels, so companies can leverage available information for improving operational control. Secondly, the blueprint defines an organizational structure that strengthens performance improvement with technological and change management capabilities. Finally, the blueprint proposes alignment of management practices, covering the optimization of short-interval controls, the application of an improvement project portfolio management system that determines the ownership of improvement projects, and the coordination of controls across the organization. This combination of systems, organizational design, and management alignment supports rapid decision-making at the right organizational level. Introduction of the presented blueprint for operations management enables mines to leverage the developments in information and analysis capabilities to improve the performance of operations.

Project Owners typically require General and Detailed Blast Plans when blasting close to important structures and specify the maximum allowable peak particle velocity for each potentially affected structure. Low, residential level PPV limits may be specified which significantly restricts the potential for blasting to be effectively used. Contractor’s responding to these contract conditions typically cite historic case studies which may, or may not, apply to the specific situation and/or types of structures for which limits have been set. Minute of the Board of Directors, Jan. 26, 1917 In the name of all the members of the American Institute of Mining Engineers, this Board extends to. Mr. Herbert C. Hoover, an honored Vice-President of the Institute, on the occasion of his present temporary return to his native land, the cordial welcome of his colleagues, and their congratulations upon the noble work splendidly done by the Commission for Relief in Belgium of which he is the head. It is understood that a leading purpose of Mr. Hoover's visit to America at this time is the collection of additional funds, to be administered by his Commission in the care of the destitute children of Belgium. To this enterprise endorsed by both the belligerent parties, as well as inspired by the purest and tenderest sentiments of humanity, contributions are solicited from engineers, especially through an organization known as the "Belgian Kiddies Limited," which this Board, heartily approving its object and method, recommends to the consideration of the members of the Institute. On motion duly seconded it was unanimously VOTED.-That this minute be spread upon the record of the Board, and published in the Bulletin, and that a copy thereof be transmitted to Mr. Hoover, and to the San Francisco Section of the Institute.

Recent developments in hardware and software have made accurate measurement of Underground Face (Development) Drilling a reality. New and compact laser profiling equipment makes it possible to measure drilled material left on the face as well as the actual tracks of the holes drilled in the rounds. Utilization of these available technologies makes it possible to correctly define the drilling accuracy and the blasting pull. Through the use of actual face round measurements, I will show the level of definition and amount of information that can be collected.

Despite the attention belatedly bestowed on tidal power in recent years, it remains largely a potential rather than an actual source of energy. The resource is, practically speaking, non-depletable. Extraction is technically feasible and environmentally acceptable. The restraints against development are economic, and they could be removed by technical improvements, changes in the cost or availability of other energy sources, or simply by a change in the cost of money. The exponential rise in the demand for energy makes it inevitable that the tides will be harnessed sooner or later.

By the end of 2011, the total installed capacity of the ISASMELT? technology will exceed 9 000 000 metric tons per year of feed materials in copper and lead smelters around the world. Commercial plants, operating in Belgium and Germany, are also batch converting copper materials in ISASMELT? furnaces. This TSL technology is equally effective for continuous converting processes, whereupon it is called ISACONVERT?. This paper presents the recently patented ISACONVERT? process for the continuous converting of nickel and Platinum Group Metal (PGM) containing mattes using the calcium ferrite slag system. The paper focuses on the potential application of the ISACONVERT? technology to existing nickel and PGM smelting complexes.

It is currently recognized by mining society that autonomously guided underground mining vehicles may greatly increase the efficiency of mining production and improve human safety. Recent results in mobile robotics, data fusion and sensor development provide a solid basis for solving the problems related to autonomous underground navigation. Recently developed commercial systems mostly rely on the infrastructure that is expensive and difficult to maintain. Guideless navigation in unstructured and harsh environment of underground mines is still a challenging task. In this paper, we describe an autonomous navigation system for an underground mining vehicle equipped with on-board dead reckoning, inertial and optical sensors. This system does not require any artificial infrastructure and is capable to guide the vehicle along the complex environment of interconnected underground drifts; it also ensures the detection of obstacles on the vehicle path. The user interface for monitoring and control is described and the results of laboratory tests and on-site experiments are presented. Work in progress addresses the system integration for real equipment, and the system upgrade, adding map-building and selflocalization capabilities .

"When a metal-mining company takes out a workmen's compensation insurance policy, it does so to relieve itself of its uncertain and variable financial liability under laps requiring payment to employees for lost-time accidents, there-by passing the liability or to the insuring agency. For this service, or rather for the assumption of the risk, the insuring agency charges the mining company a price, or in insurance parlance, ""a premium"".The insuring agency depends upon a volume and variety of business to average the losses incurred by its individual policy holders, and determines its price to cover losses that are suffered and its cost of doing business.It is generally known that all types of insurance are founded on the theory of probability applied to large groups of risks, Workmen's compensation insurance is no exception, and the average price paid therefor must be based on the frequency and severity of accidents in the particular industry or branch of industry under consideration. The frequency and severity rates are determined by statistics, which, of course, unless standardized, kept carefully and consistently, and analyzed properly, are liable to be inaccurate and misleadingThe importance of large groups in arriving at an average price for insurance service can not be overestimated, For example the writer knows of one small group of some twenty metal-mining companies whose losses during the past two years exceeded their premium charge by 54%. Not a single individual company during the two years kept its losses below the premium rate. For several years the group as a whole has persistently exceeded its premium rate, Such risks are not profitable to the insuring agencies and can only be carried where a large volume of good risks will balance the poor risks, but in order to conform to good insurance ethics the premium rate must be based on averages for the industry as a whole, and kept sufficiently low to induce operators to sell their risks."

Timber has been used as pile support for structures for 6,000 years. Some means of preservation of wood go back almost that far. Timber piles support all types of structures ? some are buried below the water table; others raise a home for protection from animals or a chief's home for prestige. Millions of wood piles have been driven for bridge support. Earlier piles were driven by hand then by ingeniously raised weights. Charring, animal fats and oils have been used for preservation. Coal tar creosote and other preservative methods started only in the early 1800's and give effective protection.

Since 1937 the Bureau of Mines has conducted investigations to provide the technical information necessary to guide the safe use of diesel engines underground in the United States. Coincident with the beginning of the technical study, a survey was made of State regulations pertaining to the use of internal-combustion engines underground.3/ At that time it was found that owing to the known hazards of gasoline locomotives, many States had enacted legislation or regulations limiting or prohibiting their use underground. Some of this legislation prohibited, or could be interpreted as prohibiting, the use of any type of internal-combustion engines in underground workings. After World War II diesel-powered equipment was introduced underground in many States, and pertinent questions are received frequently by the Bureau of Mines about the regulations that permit such applications. Because it was known that new and revised regulations had been made effective in some States in the nearly 20 years that have elapsed since the previous survey,3/ the Bureau decided that a review of the latest regulations in the leading mineral-producing States would be a valuable source of information for those engaged in the production of minerals as well as others. Accordingly, where feasible, this report includes abstracts of State laws and regulations as they affect the use of internal-combustion engines underground, particularly diesel engines. The substance of comments from State officials also are included when these appear to be helpful to interpretation of the regulations.

THE NRA Administrator's casual reference to the coal code as the next "pineapple" to be fixed was a conservative estimate of his job. This thorny and adamantine morsel now looms as a critical test of NRA. A failure in coal supplies would have the gravest potentialities in the Administration's program at this time. And the loss of prestige from a breakdown of the enforcement machinery in this initial large-scale test of strength would accentuate the incipient indications of insurrection in other directions. General Johnson has had a difficult task. It involves problems festering for a quarter of a century. A succes¬sion of Presidents have been glad to tide over their respective regimens with inconclusive expedients; they have been baffled by the complexities of the technical angles and hopelessly irreconcilable concepts of powerful conflicting interests with large issues at stake.
