Although much talked about, social licence to operate (SLTO) is a relatively new concept that has been deemed as one of the four biggest business risks to a mining project over the life-of-mine. There is no accepted single definition of SLTO and this author understands SLTO to be stakeholder perception of the legitimacy of a project, a company or an industry. At a specific site, and across different sites within the same organisation, SLTO ranges through different levels according to stakeholders’ degrees of acceptance in time and space. Management of SLTO is vital for the mining sector but is difficult as it is informal and intangible. Although there are no key performance indicators, there are certain indicators that enable relative measurement of the ‘level’ of the SLTO. Because of the importance of the SLTO, information management during the entire life-of-mine, from exploration to rehabilitation, becomes crucial for the continued operation of a project. A matrix analysis of the differences between the camps and communities associated with the Britannia Mine is used to develop an analytical tool. The tool is intended to assist the mining industry as it embraces the many facets of sustainable development. A case study is used to support the identification of key factors that may predict the sustainability of a new mine town. Sustainable communities, like Britannia Beach, are discussed in the context of three pillars of sustainability: value of mining products to society; creating wealth; and, environmental integrity. A sustainable mine town may be viewed as a socio-economic asset as well as an asset to the mining industry.

This report describes the results of a 2-year investigation of extensible face ventilation techniques and systems for use at the working face in underground coal mines. The goal was to provide a safe and convenient method of maintaining the extensible system within 10 feet of the face, thereby ensuring good ventilation. A summary of approximately 20 extensible ventilation systems proposed or tried in the past is included for reference, together with a detailed description of the design, construction, and underground testing of a new extensible brattice panel and a new fiberglass duct system. The extensible brattice system utilized a special panel which could be pushed forward as the miner advanced. Brief testing in three mines revealed some conflict with the mining cycle and led to recommendations for two improved designs. The extensible duct system was designed for a Goodman borer and utilized a telescoping tube on the left side of the roof, so that it could be extended without interfering with the miner operator. For mine sections with right-hand return ventilation, a special flat tube section is used to cross over the entry. Underground testing showed substantial improvement in face ventilation without interfering with production.

HOWARD N. EAVENSON, acting for the last time as president of the Institute, presided at the annual business meeting on Tuesday afternoon at 4 o'clock. He spoke briefly of his visits with Local Sections last fall, and read a scholarly address on "Mineral Fuels and Civilization," scheduled for early publication in these columns. Karl Eilers presented the Treasurer's report, showing last year's income to be $134,967.44, compared with expenses of $133.266.51. Comparable figures for 1933 were $121,689.90 and $115,462.60. The Institute's peak income was in 1923 about $208,000. Newell G. Alford read the report of the Membership Committee showing 750 new members elected and placed on the rolls in 1934, compared with 328 in 1933. Losses by resignation last year were 81, compared with 262 in 1933; and 691 were suspended for non-payment of dues, compared with 747 the year before. Total membership, including 579 Student Associates, was 7742 at the end of 1934. Applications for membership have been coming in freely the last few months.

The present paper describes a number of experiments with fine silver, coin silver, silver-cadmium oxide and silver-nickei-copper compacts, prepared by powder metallurgical methods. The test data are of a preliminary nature, since most of the work was exploratory. Fine Silver Eject of Compacting Pressure on Hardness and Density during Cold and Hot Pressing The cold-welding properties of silver have received considerable attention and the welding characteristics are functions of such variables as: cleanliness of metal particles (impurities and adsorbed gases), chemical nobility of particles, plasticity and hardness, particle assortment, particle shape, particle porosity, apparent density, temperature, pressure, time, recrystalliza-tion characteristics. Chemical nobility, plasticity and low temperature of recrystallization after work-hardening are responsible for the excellent low-temperature bonding properties of silver. Several series of compacts were pressed at pressures of 5, 10, 20, 30, 40, 50, 60 70 and 80 tons per square inch, at temperatures of 32°C. (room temperature), l00°, 2000, 300°, 400°, and 450°C. Silver powder of minus 325-mesh, produced by displacing silver from a nitrate solution by means of copper, was used. The density was calcuiated from accurately measured and weighed compacts. The hardness was measured on the Rockwell F scale. The investigation shows that an increase in pressure promotes a higher density and hardness regardless of pressing temperature, up to a temperature of 400° C. The pressure-density curves at various pressing temperatures are shown in Fig. I, the pressure-hardness curves at various pressing temperatures, in Fig. z. The greatest increase in both hardness and density was obtained in the pressure range of 5 to 20 tons per square inch. A compact from each series was annealed at 300°C. in air, for various lengths of time. The hardness values after annealing are shown in Table I. A minimum hardness was obtained after one hour of annealing. No change in density occurred during annealing. The maximum density was obtained at 80 tons per sq. in., and at this pressure the hardness is equal to that of hard-drawn wrought

"INTRODUCTION The Queen Mary copper property is in sec. 18, T. 12 N., R. 16 W., in the Clinton mining district of Missoula County, Mont. It was examined by an engineer 3/ of the Bureau of Mines, November 21, 1943. Upon the basis of his recommendations, a small trenching and diamond-drilling program was begun November 11, 1944. One diamond-drill hole was completed December 16, -944, but because of frozen ground trenching was postponed until June 1945 and then completed. This report describes the results of exploration.ACKNOWLEDGMENTSIn its program of exploration of mineral deposits, the Bureau of Mines has as its primary objective the more effective utilization of our mineral resources to the end that they make the greatest possible contribution to national security and economy. It is the policy of the Bureau to publish the facts developed by each exploratory project as soon as practicable after its conclusion. The Mining Branch, Lowell B. SINCE the Sixth Book has described the iron tools, the vessels and the machines used in mink, this Book will describe the methods of assaying1 ores; because it is desirable to first test them in order that the material mined may be advantageously smelted, or that the dross may be purged away and the metal made pure. Although writers have mentioned such tests, yet none of them have set down the directions for performing them, wherefore it is no wonder that those who come later have written nothing on the subject. By tests of this kind miners can determine with certainty whether ores contain any metal in them or not ; or if it has already been indicated that the ore contains one or more metals, the tests show whether it is much or little ; the miners also ascertain by such tests the method by which the metal can be separated from that part of the ore devoid of it ; and further, by these tests, they determine that part in which there is much metal from that part in which there is little. Unless these tests have been carefully applied before the metals are melted out, the ore cannot be smelted without great loss to the owners, for the parts which do not easily melt in the fire carry the metals off with them or consume them. In the last case, they pass off with the fumes ; in the other case they are mixed with the slag and furnace accretions, and in such event the owners lose the labour which they have spent in preparing the furnaces and the crucibles, and further, it is necessary for them to incur fresh expenditure for fluxes and other things. Metals, when they have been melted out, are usually assayed in order that we may ascertain what pro- portion of silver is in a centumpondium of copper or lead, or what quantity of gold is in one libra of silver ; and, on the other hand, what proportion of copper or lead is contained in a centumpondium of silver, or what quantity of silver is contained in one libra of gold. And from this we can calculate whether it will be worth while to separate the precious metals from the base metals, or not. Further, a test of this kind shows whether coins are good or are debased ; and readily detects silver, if the coiners have mixed more than is lawful with the gold ; or copper, if the coiners have alloyed with the gold or silver more of it than is allowable. I will explain all these methods with the utmost care that I can.

The objective of this study was to evaluate the potential health risk associated with exposure of dozer operators to whole-body vibration. Measurements were made on 31 dozers used in different surface mines in Turkey. Predictions of adverse health effects of vibration were based on the standards BS 6841:1987, ISO 2631–1:1997, ISO 2631–5:2004, and the EU Vibration Directive:2002. Operators experienced high and comparable levels of vibration acceleration and dose during all dozer tasks: pushing the material (DOZE), moving forward (FORWARD), moving backward (REVERSE), and ripping (RIP). Specifically, DOZE, FORWARD, REVERSE, and RIP showed high potential of adverse health effects in terms of vibration dose according to the worst-case axis and vector sum criteria and a moderate adverse health effect for acceleration according to the worst-case axis criterion. Operators of large dozers were exposed to lower levels of vibration. However, no statistically significant relationship between vibration exposure levels and the propelling mechanism and the service time of dozers, operator experience, operator age, and ground type was found.

Staying competitive in the highly aggressive Powder River Basin is a challenge facing all operators. Any advantage that a mine utilizes to improve productivity and reduce costs could mean the difference in the tight spot coal market. Technological advances in mining equipment and data acquisition at the Eagle Butte Mine in Gillette, Wyoming result in productivity gains and increased maintenance awareness. A new overburden haulage truck fleet with an onboard payload and fault monitoring system interacts via telemetry with the loading shovel and PC's located in production and maintenance offices, enabling staff to monitor production and maintenance on a real-time basis. This paper will describe the system and highlight the benefits realized as a result of its implementation.

The dependence of ortho kink-band formation on crystal orientation, on temperature, and on the conditions at the ends of a specimen is described. Load-compression curves for crystals that kink are presented. The reversibility of ortho kinking is demonstrated, and motion of kink planes through crystals is shown. Finally, a phenomenological explanation of ortho kink-band formation is given. ORTHO compressive kink bands (Fig. la) were discovered for the case of metals by Orowan,1 and they have been discussed by Jillson2 and in some detail by Hess and Barrett." However, their history in nonmetallic crystals is considerably older. It is not known when they were first observed in mineral crystals, but descriptions of them may be found as early as 1885.* They were sometimes mistaken for twins.6 Mügge seems to have been first to realize their true nature and importance. He reviewed the knowledge of them for a wide variety of crystals: anhydrite, antimonite, kyanite, vivianite, gypsum, mica, graphite, molybdenite, barium bromide, cal-cite, sodium nitrate, and barite. Also, the "twins" observed by Bridgman7 in sapphire crystals resemble kink bands more than twins. The terms ortho and para kink bands have been coined in order to distinguish between two types of kink bands which seem to represent the same geometrical configurations, but which have different origins and sizes. Ortho kink bands are the usual type that form at low loads when zinc crystals are compressed parallel to the basal plane. Para kink bands form at much higher loads in highly deformed crystals. These terms refer to compression phenomena and are not to be confused with analogous tension phenomena such as tensile kink bands and deformation bands. Mügge described the geometry of ortho kink bands quite completely for kyanite crystals, Fig. lc. The geometry observed for cadmium by Orowan1 and for zinc by Hess and Barrett3 is very similar to that described by Mügge. (See Hess and Barrett for a complete discussion.) This report is a summary of the work performed for the Bureau of Mines to evaluate the feasibility and desirability of a movable in-pit crusher combined with conveyors to substantially reduce or eliminate truck or train haulage in large open-pit non-fuel mineral mines. The report includes an introduction and summary of previous work, an analysis of movable crusher system components, a description of the selected system, a review of possible movable crusher system applications, and finally requirements for future work to bring about the general availability of such systems. It was clear from the program that there is a real need for movable in-pit crushers.

The collection zone residence time distribution (RTD) of mechanical self-aerated flotation cells was characterized for liquid and solid per size class (-45 mm, +45-150 mm and +150 mm). It was found that a single large industrial cell with a volume of 130 to 250 m3, now used in plant operations, can be well represented by an LTST (large and small tank-in-series) model plus dead time. From a scale-up point of view, results showed a similar mixing behavior for industrial cells ranging from 130 to 250 m3. Also, single mechanical cells showed a similar mixing pattern (RTD) when compared to large pneumatic flotation columns. It was confirmed that for practical purposes, the mixing condition in a flotation bank of three or more cells in series can be well described by the classical N tanks-in-series model.

The International Salt Company has long been interested in finding an efficient process for the removal of impurities from rock salt, and particularly from the rock salt produced at the Detroit mine. Methods which have been used previously at the Detroit mine included both hand sorting and differential crushing in a Bradford breaker with rejection of the oversize. Neither of these methods was adequately effective. The development of a new process for removal of impurities from rock salt has been described in the preceding article." Basically, the process consists of exposure of crude rock salt to radiant heating which selectively heats the impure particles. Subsequently the heated particles are removed by adhesion to a heat sensitive-coating on a conveyor belt. This method was found to be effective in improving both the quality and appearance of rock salt by the rejection of the dark, impure particles. The first commercial unit employing the new thermoadhesive method of dry separation of minerals was installed at the Detroit mine of International Salt Company in Detroit, Mich. (Fig. l). This unit was first put into operation in March 1957. The purpose of the Detroit installation was 1) to serve as a pilot plant for evaluating the process on a commercial scale and 2) to produce marketable quantities of rock salt of improved quality and ap- pearance. The design of this plant was based on the results and information obtained from a 1-tph pilot plant at Battelle Memorial Institute. DESCRIPTION OF PLANT Location: The separation plant was installed underground near the crushing and screening plant, for this was the most suitable location from the standpoint of material handling. Furthermore, ample space was availabe at this location. Because the process requires a relatively constant temperature, the uniform year-around temperature of the mine (57°F) gave an added advantage to an underground operation. Feeding: The rock salt is conveyed to a surge bin, from which it is fed to the heating unit by a conveyor. The feed-rate control consists simply of an adjustable gate at the bottom of the surge bin. The plant may be fed either No. 1 grade of rock salt (0.279 to 0.375 in.) or No. 2 grade (0.375 to 0.500 in.) with a maximum input capacity of 500 tons per 15-hour day. Heating Unit: The heating unit (Fig. 2) consists of a panel of infrared lamps suspended inside a low-speed revolving screen. The radiant-heat panel, which is curved for most effective utilization of the heat, holds 240 infrared lamps of standard industrial type, each rated at 500 watts. The position of the panel is adjustable so that it can be placed centrally over and to within 6 in. of the salt bed on the screen. The entire heat panel is suspended by rollers in ¦ R. J. "(1) The radiological appearances of pneumokoniosis on the Kolar Gold Field is described in detail. The characteristic abnormality is the. presence of a diffuse, fine annular and punctate mottling. (2) The frequency of symptoms could not be determined with any degree of accuracy, but it is believed that symptoms are absent and there is no incapacity until profuse radiological mottling is present, i.e., after long exposure to dust. (3) There is an increased predisposition to tuberculosis, which, if it occurs, affects the prognosismost unfavourably.(4) Pathological examination shows that the radiological mottling is due to the presence inthe lung of numerous small dust-cdll aggregates (up to T5 mm. in dia.) deposited around the smaller bronchioles and blood-vessels.(5) The dust-cell aggregates are relatively acellular but when tuberculosis is superadded thereis an excessive cellular and fibrotic reaction.(6) The difficulties of defining the radiological and pathological appearances of early pneumokoniosisare discussed.(7) The incidence of pneumokoniosis in 7,653 workmen with 5 or more years’ undergroundservice was 43-75%, but it is suggested that in future the incidence will be appreciably lower.(8) The methods of- dust production and the chemistry of mine dust are described. It isshown that the free silica-content of air-borne mine -dust is relatively low.(9) The aetiology'of the pneumokoniotic lesion is discussed."

Contract No. H0110929 was awarded by the U.S. Bureau of Mines in February, 1971, to DeTer Company, Incorporated, of Mountain Lakes, N. J. The contract provided for the modification of the contractor's Model 5000 Pressure Foam Generator to fit it for the suppression of coal dust in mines, a detailed testing program in a working coal mine, and for additional modifications and testing for the suppression of fires in coal mines. The contractual program was completed in April, 1972. The results of the dust suppression tests showed conclusively that the modified DeTer equipment effectively reduced the level of respirable dust in a working coal mine well below the present and future acceptable levels set by the Mine Health and Safety Act of 1969. The fire tests, carried out in a simulated mine entryway erected on the surface, demonstrated the ability of the DeTer equipment in suppressing fires of varying degrees of severity within an acceptably short time.

The Environmental Protection Agency (EPA) is beginning to provide compliance assistance visits to various industries, including mining, for Emergency Planning and Community Right-to-Know Act (EPCRA) compliance. The EPA inspectors may consist of a multi-media team deployed to review systems and procedures for EPCRA Sections 302, 304, 311, and 312. The Team’s focus may include emergency response plans, training programs, qualifications of personnel, and release notification protocols. This presentation takes a look at the EPCRA compliance challenges faced by Arizona copper mining and processing facilities.

The water situation in Nevada mineral and related industries is described in this report. It contains information on the sources and adequacy of supply to current operators, requirements and uses, quality and costs, geography, hydrography, precipitation and evaporation characteristics, and Nevada water laws. Also, information is given on the water requirements of one public utility powerplant, and the source and consumption of water in four major cities. Water distribution at 24 operations is shown on schematic waterflow diagrams. The mineral industries of Nevada in 1962 used 8.6 billion gallons of new' water and reused 3.8 billion gallons for a total usage of 12.4 billion gallons. The copper industry was the major water user. The 1962 value of all mineral production in Nevada was $85.5 million. The large amount of water required to maintain thin high production is obtained principally from ground-water sources in alluvial valleys and the permeable rock formations of some mountain ranges. Some water is also obtained from perennial streams and springs. Sources of water utilized by existing industry ire near most mineral industry operations; however, seven companies are forced to pipe water distances ranging from 2 to 8 miles. Although water supplies of presently operating companies are adequate at most operations, several companies resort to large-scale reuse of water as a matter of conservation and economics. Acquisition of water by new operators is possible but takes considerable negotiation. Water rights, surface and underground, are controlled by the State. The quality of the water is satisfactory for most purposes. Analyses of 19 samples, listed in the appendix, show the range in water quality at various plants throughout the State. Costs of delivering new water to current operations range from 2 to 26 cents per 1,000 gallons with an average of 10 cents per 1,000 gallons for power and maintenance. No firm costs for recirculating water were available; estimated costs range from 1.5 to 2.5 cents per 1,000 gallons. The mineral-product value of the entire Nevada mineral industry in 1962 was equivalent to $10 per 1,000 gallons of new water and $26 per 1,000 gallons consumed. Projection of the 1962 water requirements of the Nevada mineral industry indicates that the demand For new water will increase from 8.6 billion gallons in 1962 to 11.9 billion gallons in 1980, a 43-percent increase. Water requirements in the year 2000 are estimated as 14.8 billion gallons, an increase over 1962 water demand of 78-percent.

This bulletin is one of a series of Bureau of Mines reports dealing with mining methods, practices, and costs. A study of this subject was undertaken by the Bureau in cooperation with a large number of mining companies in 1928. This study continued for 5 years, during which engineers of the Mining Division of the Bureau visited most of the larger mines and many smaller ones in the United States, as well as several mines in Canada and Mexico. As a result of this study, 75 reports dealing with underground mining methods and costs at different mines were published as information circulars. Circulars also were issued on 6 open-pit mines and 2 gold-dredging operations. These circulars were written by the managers, superintendents, and engineers in charge of the operations, in some instances in collaboration with Bureau engineers. They were prepared according to a standard outline drawn up by the Bureau to obtain uniformity in textual treatment and in the arrangement and basis of setting up cost and operating data.
