It is interesting to study the noise standards that have been promulgated in the US over the last decade or so. These regulations are likely to have long-lasting impact. The Occupational Safety and Health Administration (OSHA) Hearing Conservation Amendment (March 1983) continues to have influence not only in the workplace but in the debate over new regulations. Both the Mine Safety and Health Administration (MSHA) and Federal Railroad Administration (FRA) regulatory preamble documents state the desire to be consistent with OSHA. An examination of Table 1, which compares the major components of the three regulations and the 1998 NIOSH “best practices” criteria, depicts the extent to which that intent is met. There has been some regulatory activity in the last decade which may give some hope for evolution and updating based on the wealth of science that has occurred during the last quarter of a century since the OSHA regulation was enacted. However there has also been some “back-sliding” toward more lenient standards. The MSHA noise standard made regulatory progress in September 2000 by emphasizing engineering and administrative controls, followed by personal protective equipment, in the hierarchy of noise intervention. MSHA’s requirement for technician certification (today only available from CAOHC) strengthened the training requirements for audiometric testing in hearing conservation programs and MSHA also added the requirement of dual hearing protection at 105 dB TWA. There were many subtle differences between OSHA and MSHA based on comments and a desire to clarify some of the vague aspects of the OSHA noise standard, and meet the needs of the regulated mining industry. One example pertains to the ceiling for exposures. OSHA says, “no exposures >115 dBA,” which is interpreted to mean no unprotected exposures above that level, giving credit for the assumed effectiveness of hearing conservation programs, hearing protection devices and administrative and engineering controls. MSHA specified that a “P” code1 violation be issued for any protected or unprotected exposures >115 dBA. The Federal Railroad Administration (FRA) noise standard for railroad operating employees, which went The Modern Evolution of Hearing Conservation Regulationsinto effect February 26, 2007, was expressly based on the OSHA standard but also uses MSHA for comparison. The preamble states that the FRA defers to OSHA as the “primary regulator of noise in the workplace,” but also acknowledges the need for some departure from the OSHA regulation (FRA Preamble II.B). As an example, FRA requires testing at 8000 Hz “because it will allow employers to identify hearing loss sooner.” The FRA rejected MSHA’s hierarchy of noise controls in favor of requiring specific engineering interventions and focusing on appropriate hearing protection which would still allow communication and audibility, and identification of excessive noise through employee-filed “excessive noise reports.”2 Where OSHA has no specific mandate requiring employees to take advantage of the employer-paid audiogram, it has been traditionally a condition of employment and is generally accepted that OSHA-covered workers require an annual audiogram. MSHA addressed this issue in its preamble; however, they made no significant change. MSHA employers are required to offer annual audiograms but MSHA stopped short of requiring employees to comply with annual audiometric testing. Keywords: Recycling, Consumer Battery, Fee rates On November 11, 1999, all types of spent consumer batteries are proclaimed to be collected in Taiwan. Under current recycling system, all producers and importers of consumer batteries have to pay a collection/recycling fee to the Recycling Management Fund (RMF) of EPA based upon the rate approved by EPA. Collectors and recycling plants receive subsidies from RMF according to the collected and treated amounts audited by an independent auditing organization. Collected spent consumer batteries only reached 923 tons in 2002 equivalent to 10% of the total quantity sold at the same year. How to increase the collection efficiency of used batteries becomes an important issue for EPA in Taiwan. The objective of this study is to explore current recycling system of spent consumer battery in increasing collection efficiency. Results provide some suggestions to Taiwan EPA regarding recycling route, recycling system, recycling rates, and recycling subsidies.

Ore and waste transports form an integral part of any mining operation and represents a substantial portion of the mine´s total operating cost. Mine layout, truck fleet and size, production rates, haulage distances, shift schedules, maintenance strategies etc. are all important and not at all static variables. They all change during the life of a mine and interact in a dynamic way. It is therefore essential for the successful mine management to constantly analyse and optimise the mine's transport systems. Önnerlöv has recently conducted a life-of-mine haulage simulation project for Zinkgruvan Mining, a medium sized, underground zinc producer, located approximately 60 kilometers south of Örebro, Sweden. The main objective of the project was to analyse and optimise the investments required to provide ore and waste haulage under changing conditions over an +10- years period: Deepening of the mine, increased production rates, changed mine layout, changed truck fleet etc. A large number of scenarios has been tested in the simulation model in order to identify the "lowest cost per ton" solution. This paper comprises an introduction of Zinkgruvan Mining and a brief background to the actual project, a description of the simulation model, project conclusions and some useful hands-on tips for mining engineers and project managers how to run a successful simulation project.

The US economy continued to grow steadily in 1988, reaching an annual rate of $5 trillion in the last quarter (US trillion = 1012). The value of domestically processed mineral-based materi¬als rose 20% to $300 billion (US billion 109). The value of metals produced from US ores rose 40% to more than $10 billion, industrial minerals rose 6%' to $20 billion, and recycled scrap more than doubled to $10 billion. Increasing economic activity stimulated metal prices. Yearly lows and highs were 95 cents and $1.68 for copper, 52 cents, and $1.30 for aluminum, 34 cents and 42 cents for lead, and 43 cents and 75 cents for zinc. A number of mining and metal companies experienced significantly increased profitability. Consumer demand strongly affects mining because the US economy is relatively saturated with long-lived products. Consumer, mortgage, and Federal debt continued to rise. About 246 million US citizens already possess 170 million licensed motor vehicles and 100 million dwelling units. New car production remained at the 1987 level of 7.1 million units. Truck and bus production, however, rose 7% to 4.1 million units. New housing starts fell 7% to 1.5 million units. Imports supplied a significant proportion of total US consumption of several important mineral materials. By year-end, imports of crude and refined petroleum exceeded domestic crude oil production. Such imports cost $42 billion. Imports of nonfuel mineral-based materials were valued at $44 billion and exports at $35 billion. The US and Canada-the world's two largest trading partners-consummated a historic free trade agreement. In February, President Reagan transferred responsibility for stockpiling strategic and critical materials to the Secretary of Defense. And, in July, the GSA group that bought, stored, rotated, and sold stockpiled materials was transferred to the Defense Department's Defense Logistics Agency. Concern about apartheid in South Africa continued, resulting in increasing attention to chromium, manganese, platinum-group metals, cobalt, vanadium, and gold. The Defense Production Act, authorizing priorities and allocations, supply expansions, voluntary agreements, and the National Defense Executive Reserve, was amended to include provisions for averting harm to national security from foreign takeovers. The DPAct, in effect through September 1989, is now up for further extension. Under the Act, the US Bureau of Mines maintains the Emergency Minerals Administration. During the year, consultations were held with Canada to strengthen the North American Defense Industrial Base. Coal production, 60% from open pits, rose 5% to 870 Mt (960 million st). Nearly four-fifths was burned to generate 57% of US electricity. Exports included 56 Mt (62 million st) of metallur- gical coal and 29 Mt (32 million st) of steam coal, with a total value of $4 billion. Domestic petroleum produc¬tion fell 2% to 574 hm3 (3.6 billion bbl). Uranium mining, including recovery from phosphates, was unchanged at 5.9 kt (6500 st). To reduce fire hazards from spontaneous combustion of coal in longwall gob areas, a series of computational fluid dynamics (CFD) simulations were conducted by National Institute for Occupational Safety and Health (NIOSH) to model the spontaneous heating of coal in longwall gob areas. The previous modeling results demonstrate that spontaneous heating of coal usually occurred behind the longwall shields and along the face with a bleeder ventilation system. Assuming a stationary longwall face, the spontaneous heating could turn to a spontaneous fire in several days for the most reactive coal under favorable conditions. When the longwall face advances, the spontaneous heating process will be significantly affected. In this study, the effect of longwall face advance on the spontaneous heating in the gob area is investigated using the CFD model developed in previous studies. One longwall panel with a bleeder ventilation system is simulated. The width of the panel is 300 m, while the length of the panel is changed between 1,000 to 2,000 m. The same permeability and porosity profiles are used for gobs with different lengths. The spontaneous heating first develops in the gob when the longwall face is stationary. Then, the face advances at a certain rate. The face advance is simulated as a series of discrete movements, and the effect of the face advance on the maximum temperature developed during the face stoppage is examined. The Taharoa ironsand deposit covers approximately 16 km2 and is located 144 km south of Auckland on the west coast of the North Island, New Zealand. The heavy mineral-rich sands predominantly contain titanomagnetite, ilmenite and hematite, along with lesser amounts of amphiboles, pyroxenes, and feldspars. Throughout the Taharoa mine site 142 samples were collected of which approximately 25 samples were used in mineralogical analyses of the magnetic, heavy non-magnetic and light non-magnetic fractions. Mineralogical and petrographic analyses confirmed the high abundance of homogeneous magnetite and magnetite containing ilmenite exsolution lamellae which have oxidised to hematite. A limited number of sand samples were collected from Taranaki beaches. Petrography reveals exsolution textures of magnetite and ilmenite (now hematite), and homogenous magnetite grains similar to those observed at Taharoa. Petrographic analyses from previous research projects were also closely investigated in order to make mineralogical comparisons from along the west coast of the North Island and with other potential source areas. The origin of detrital magnetite grains along the west coast of the North Island is generally presumed to be the eroded volcanic cones of the Egmont volcanoes and active and dormant volcanoes of the central North Island. Electron microprobe analyses of magnetite grains from Taranaki beach samples reveal TiO2 values of between 1.5 and 120 per cent. MgO and A12O3 contents also vary widely from 0.75 to 6.5 per cent. This large variability may reflect different volcanic eruptions, the presence of exsolution textures or alternative source areas for these magnetite grains. Geochemical results from the Taharoa mine site correlate with the Taranaki beach samples suggesting that the Egmont volcanoes are certainly one source area. Variability in XRF results, especially Fe and Ti contents (9.04 - 59.22 and 0.80 - 4.64 respectively), from the magnetic and heavy non-magnetic fractions likely reflect the detrital nature of this deposit.

Keywords: Pyrometallurgy, furnace, Lonmin, platinum, PGM, UG2 Lonmin, earlier than any other primary platinum producer, had to deal with the concentrating and smelting of UG2-rich ores and concentrates respectively. Smelting was performed at a fairly modest scale compared to its industry peers in the Platinum Group Metals (PGMs) industry, and was focused on smelting concentrates obtained through low mass pulls while still maintaining high recoveries at its concentrators. Lonmin gradually smelted larger quantities of UG2 concentrates. Initially two 2.3 MW Infurnco furnaces were commissioned in 1982, followed by three 5 MW circular 3-electrode Pyromet furnaces in 1991. Deep electrode immersions and moderately high hearth power densities were used in all the designs. Lonmin decided to continue with circular furnace technology when it planned its new high-intensity No. 1 Furnace. Neither Lonmin nor the technology supplier and EPCM company foresaw the challenges that scale-up would bring when applied to the smelting of UG2-rich concentrate blends. Superimposed on the high chromite content, was the low base-metal loading, mineralogical difficulties, and fine particle size that came with milling of all concentrates (especially UG2 and recycle materials within the smelter). Through a process of fundamental diagnoses of furnace run-outs and wear patterns observed during repairs, the main challenges operating this high-intensity furnace were identified as sulphur vapour corrosion of the copper coolers, uneven and unpredicted movements of refractory bricks with associated copper cooler lift and matte tap-block movement, the formation of three-phase ?mushy? zones, high refractory and tap-hole wear rates, uncertainty in matte level and associated insufficient matte buffer height, and high furnace operating temperatures. These factors seldom worked in isolation and will be explored in more detail in the paper. The variability in furnace feed characteristics led Lonmin to re-design Furnace No. 1, to invest in back-up furnace capacity, and to invest in improved monitoring and control. These improvements consisted of online and high-frequency off-line feed chemistry and mineralogy monitoring, online pressure monitoring of water-cooled circuits, an alternative matte liquid level measurement in the furnace, and electrode immersion estimation. Improvements were also made at the converters by installing and utilising optical spectral analysis of the converter flame to characterise converter behaviour and achieve the desired iron end-point for white matte. This paper also briefly discusses the current and future expansion plans, as well as ancillary operations at the smelter such as flue-gas handling and materials handling.

Pile foundations are used extensively around the world to support both inland and offshore structures, including important structures such as nuclear plants and oil drilling platforms. The limit of the pile depth is currently predicted during the pile deriving process, given no chance for the designer to predict accurately the capacity of these piles prior installation. Furthermore, after pile installation, designer may not be able to modify the pile group design by increasing the number of piles and or changing the geometry of the pile group. This paper presents a numerical model for the case of single piles driven in homogenous sand using finite element technique and the theory of cavity expansion. The model is capable of simulating all the construction stages of concrete piles up to the maximum depth, which can be driven in sand and accordingly the capacity, which can be attained by these piles. The program "PLAXIS" is used to perform the proposed analysis. This model simulates the process of pile driving in terms of the changes in the earth pressure and the overconsolidation ratio acting along the pile's shaft. Based on the results of the present investigation, these depths can be predicted based on the pile geometry and the sand properties. Charts are given to provide these depths for given pile/soil conditions.

The smelting of copper sulphide concentrate is the dominant route in copper production (Figure 1). Heap leaching of oxidized copper ores with weak sulphuric acid together with copper solvent extraction and electrowinning has gained popularity during recent decades, and it accounts for close to 20 % of primary copper production. Heap leaching offers advantages such as lower costs and consequently the construction of a production plant at a mine site is made possible. Limited resources of oxidized copper ores, the long leaching time of chalcopyrite and inability to recover gold inhibit this growth. The HydroCopperTM process developed by Outokumpu Technology at the laboratories of Outokumpu Research, Pori, Finland, is a new chloride leaching technology /1,2/, which offers an alternative to smelting and heap leaching (Figure 1). In the HydroCopperTM process sulphidic concentrates with various mineralogy and grade can be treated at the mine site to produce high-quality copper. Instead of copper cathodes the HydroCopperTM end products are copper wire rod, copper bars or copper billets. One of the advantages of HydroCopperTM technology is that gold can also be recovered in the process simultaneously /3/. To confirm the functioning of the new process and to dimension equipment Outokumpu Technology built the HydroCopperTM demonstration plant in Pori, Finland /4/. It has a capacity of 1 metric ton of copper per day. After testing with Pyhäsalmi copper concentrate in 2003, the first commercial demonstration run with Erdenet copper concentrate took place in 2004.

Mining explosions designed to move, bulk or fracture rock are often composed of a number of explosions arranged in a complex spatial and temporal pattern. The effects of the explosions are strongly dependent upon the design and implementation of this blasting pattern. This paper describes the collection, combination and visual display of multiple types of data from these explosions for the purposes of understanding the relationships between the blast design, implementation, and observations. Data sets consist of three-component ground motion, acoustic, video and high speed film, three-dimensional topography, geological and geophysical properties, design blast pattern and timing, and velocity of detonation in the explosive for individual borehole detonation times. The explosions studied include simple single-fired contained explosions, ones designed to bulk and fracture rocks and those that cast material.

The twelfth meeting of the Boston Section was held at the Engineers' Club, 2 Commonwealth Ave., Boston, on Monday evening, May 5, 1913, fifteen members and three guests being present. The meeting was called to order by Vice-Chairman Albert Sauveur, who introduced the speaker of the evening, Utley Wedge, of Ardmore, Pa. Mr. Wedge read his paper on the chloridizing roasting of copper ores, which he illustrated with a stereopticon, and which will be published in full by the Institute. After Mr. Wedge had closed his paper, which was received with great interest by all the members, the following discussion took place: Professor Hofman said that iron was formerly thought to ho essential to the Henderson process, but that it is not absolutely essential. Mr.Wedge said that, as far as he. knew, the presence of some sulphates was an abso¬lute necessity, and that line ores can be worked satisfactorily, although lime has an effect on the subsequent leaching. He added that the low fuel consumption of the latest Wedge furnace is a result of direct application of the combustion gases to the ore. Ten per cent. of fuel was needed with the muffle furnace. By direct firing he has been able to reduce the fuel needed to from 2 to 4 per cent. In the latest types of furnaces the gases from the upper hearth are not used. There is doubtless some temperature at which the loss. from copper chloride volatilization becomes serious, but in practice on Rio Tinto ores troublesome losses are not experienced. The copper apparently does not become volatile at. the temperatures where we would expect that it would. There are doubtless ores in which there would be serious danger from losses from this source. The latest furnaces do not use the high temperatures that were needed in the former single-hearth Wedge furnaces.

Introduction Abandoned mill tailings deposits can be found throughout the northern Black Hills of South Dakota, indicative of mining activities that originated during the great gold rush days of 1875. The Refuse Act of 1899 attempted to regulate the deposit of debris from mines and stamp works. But, in most cases, huge volumes of mine and milling wastes were disposed of in ways no longer considered environmentally acceptable. Restoration of gold mill tailings deposits is a relatively new practice to the Black Hills area. This discussion will present an overview of the environmental setting, environmental problems associated with past tailings disposal practices, practices being implemented to solve these problems, and prospects related to present the future tailings disposal practices. Environmental Setting An understanding of climatic characteristics, geology, surface and ground water hydrology conditions, and the physical and chemical characteristics of selected mill tailings deposits will aid in understanding environmental problems associated with tailings disposal and restoration. It cannot be said that accurate and reliable ore reserve estimation is the fundamental of any mining operation success. Estimation techniques which are used to estimate the grade distribution of an orebody together with the assessment of uncertainty and risk have a vital influence on the success of any optimisation algorithm. Traditional estimation techniques such as kriging or inverse distance weighting are frequently used for assigning grade values to blocks. Various attempts have been made in order to compare geostatistical estimated methods for ore reserve estimation. This paper aims to evaluate the sensitivity of different estimation methods over changing the block dimension. For this reason, several block models with different dimensions were derived in Chador Malu iron ore mine which is located in 180 km northeast of Yazd in the centre of Iran. Each block model was estimated by different estimation methods such as nearest neighbours (NN), inverse distance (ID) and ordinary kriging (OK). The results of each estimation methods were compared against a control block file created by using the assay results of all blastholes drilled in the ore over four benches of the pit. The results signify that by estimating the large block size, no significant improvement occurred due to the employment of different estimation techniques. Furthermore, the grades estimated based on ID method is more reliable, but OK methods estimated more accurate tonnage.

"INTRODUCTION ..Although the occurrence of iron ore in Missouri was recognized by Marquette as early as 1673, the first known mining and smelting operation was conducted in 1815. This operation was near Arcadia, Iron County, the first of its kind west of the Mississippi-Ohio River system. Several small furnaces of short life were erected in Missouri in the ensuing 30 years. However, until the extensive deposits of Iron Mountain and Pilot Knob were opened between 1843 and 1850, the state remained a minor producer of iron. It was this district which was chiefly responsible for the prominent position Missouri held in the iron industry until the late 1880's. At this time the easily minable high-grade ores became exhausted and the discovery of the immense Lake Superior deposits depressed the raw-ore price to such an extent that any mines ceased to operate. 3/Small yearly production of iron ores continued in Missouri to the present. Owing to war demands for hard ore suitable for open-hearth steel, the M. A. Hanna Co., through its subsidiary, the Ozark Ore Co., reopened the Iron Mountain, deposits and installed new equipment in an old concentrator to handle the low-grade ores left from previous operations. At present, ore production is from open pits, but underground mining is contemplated in the future. About 2,000 tons a day of iron ore is treated by gravity concentration of material from the open pits in the immediate vicinity. The concentrate is shipped to the Birmingham, Ala., district and to Granite City, Ill., for smelting. The coarse tailing is sold for ballast and concrete aggregate. The iron requirements of the concentrate stipulated by the purchaser are not difficult to meet, but the phosphorus is frequently higher than desired. For 1946 the concentrates averaged 54.18 percent iron and 0.235 percent phosphorus with low sulfur. The Ozark Ore Co. concentrate, however, sometimes contains as much as 0.40 percent phosphorus. The phosphorus in ores from those portions of the deposits wherein the phosphorus occurs with siliceous gangue is readily rejected in the milling, but in much of the ore the phosphorus is associated with the iron and concentrated with the iron minerals. Selective mining is impossible owing to the spotty occurrence of the phosphorus mineral. Often within 5 feet the ore will change from low phosphorus to high phosphorus, and it would be expedient to find a method of rejecting enough phosphorus at the mill from the latter type of ore to meet the phosphorus specification."

Two years ago the general features of the St. Joseph Lead Company's zinc-smelting process were described.1 At that time the discussion was limited to a description of the production of high-purity electrothermic zinc oxide. The present paper will describe the commercial production of electrothermic zinc metal. Since a fairly complete description of the plant of the Josephtown smelter was given in the earlier paper, the brief recapitulation given here will be limited to mention of additional equip-ment recently installed and a bare outline of the preparatory process. The raw material is zinc sulphide concentrate received from the com-pany's mines in St. Lawrence County, New York. An average dry-weight analysis of this material is: Zn, 58.28 per cent; Pb, 0.56; insoluble, 1.6; Si02, 1.12; Fe, 6.4; CaO, 0.47; MgO, 0.27; S, 31.9; Cd, 0.1; Cu, 0.06; Mn, 0.24. Moisture content is usually about 3 per cent. Three 21-ft. 6-in. diameter, 12-hearth Nichols-Herreshoff furnaces roast the concen-trate to a calcine of average composition (first 10 months of 1938) : Zn, 67.69 per cent; Pb, 0.06; insoluble, 1.75; Si02, 1.26; Fe, 7.24; CaO, 0.47; MgO, 0.36; S, 1.88; Cd, 0.1; Cu, 0.07; Mn, 0.27. The sulphur dioxide gas, after passing through a waste-heat boiler, proceeds through a recently redesigned low-resistance gas-purification assembly to the contact sul-phuric acid plant, of which the capacity is 200 tons of concentrates per day. The calcine is mixed with a portion of returned furnace residues and sintered on 42-in. by 44-ft. Dwight-Lloyd sintering machines, gas-fired. Wind-box gases pass through air coolers before filtering in a 1440-bag Dracco unit, and thence to stack. The Dracco fume is mixed with Cottrell dust, from roaster gas cleaning, and sent to the leach plant, where it is roasted (SO2 to acid plant) and leached with sulphuric acid to recover, as end products, lead sulphate, zinc sulphate and cadmium.

Some years ago, a method was developed to incorporate a grout column around square-shaft helical screw-piles and anchors to increase shaft buckling resistance under compression loading. An additional benefit of this grouted shaft is to increase the load capacity in both compression and tension, depending on the geometry of the lead helical section and the soil conditions. Because of the unique construction procedure, the contribution of the shaft to the total capacity has largely been unknown. The behavior of grouted shaft helical anchors in clay was investigated by performing full-scale axial uplift (tension) load tests on a series of anchors installed at the University of Massachusetts Geotechnical Test Site. In order to isolate the contribution of the grouted shaft to the total load capacity, anchors were installed with a wooden dowel connection between the lead helical section and extension sections on three of the four anchors so that only the shaft resistance would be measured during the load tests. The grouted shafts ranged in length from 10 to 30 ft (3 to 9 m). Initial tests were performed approximately 5½ months after installation. Nearly four years after the initial tests were performed, the tests were repeated to evaluate any significant change in capacity with time and/or repeat testing (preshearing). The soil conditions at the site are presented along with the load-displacement curves for both the initial and repeat teats and a discussion of the analysis of the results. Repeat load tests showed an increase in capacity from the initial testing, however the percent increase was not the same for all depths. The results demonstrate that considerable shaft resistance can be developed in clays from the grouted shafts as might be expected. Depending on the L/D ratio of the shaft and the contribution of the lead helical section, at working loads the shaft capacity can dominate the behavior.

The goal of this 42-month contract was to increase safety in low-seam underground coal mines through development and in-mine evaluation of a temporary roof support system for roof drills and floor-riding operator compartments for a loader and shuttle car. The program was performed in three phases. During Phase I, state-of-the-art canopy technology was investigated, and preliminary design and mock-up evaluations were performed for temporary roof supports for single-and dual-boom bolters and for transverse-mounted floor-riding canopies for a shuttle car and coal loading machine. The shuttle car and loader canopies were approved for further development, and the design, fabrication, testing, and certification were completed in Phase II. In Phase III, the Bureau of Mines furnished an FMC 6L shuttle car fur use in the evaluation of the canopy for 45 shifts. The shuttle car canopy was evaluated at Virginia Crews Coal Company in West Virginia. Efforts to secure an evaluation site for the loader canopy were unsuccessful. The loader canopy was shipped to Bruceton for possible future evaluation.

"Sierra Gorda SCM is a joint venture partnership of KGHM International (owned by KGHM SA, Poland), Sumitomo Metal Mining and Sumitomo Corp. (Japan) operating in northern Chile. The Sierra Gorda openpit mine and coppermolybdenum processing plant will become one of the largest mines in the world. The need for optimum production efficiency and sustainability has driven the creation of the most modern, wellinstrumented mine in Chile. This article contains a general review of the project including geology and history.This was a fast-track project going from greenfield site acquisition to mill startup in 10 years. Highly experienced and motivated engineers and technical staff have overcome many significant challenges resulting in a rapid ramp-up of production capacity. A potential expansion to double the production rate in the fourth year of operation has also been intensely studied.The Sierra Gorda property is located in the Atacama Desert of northern Chile, in the District of Sierra Gorda, Region II of Antofagasta, Chile (Fig. 1). There is almost no precipitation in this area. The mine site is generally flat with some rolling hills. The project is located about 5 km (3 miles) from the village of Sierra Gorda at an elevation of approximately 1,700 m (5,600 ft) above mean sea level. The village is near a highway and railway line. The city of Calama, home of the famous Chuquicamata Mine, is located about 60 km (37 miles) northeast of Sierra Gorda. In addition, the SG mine is in the midst of numerous other mines including Spence, Esperanza, Mantos Blancos, El Tesoro, Lomas Bayas, Gabriela Mistral, El Abra, Radomiro Tomic and Escondida, to name a few.The primary organizational value at Sierra Gorda is "Zero Harm." This includes employees, contractors, the environment, the community, plant facilities and mine equipment. A cornerstone of this program is called 5X5S (five by five S), which combines the lean principles of 5S with the safety model of taking five steps back and thinking about the task at hand for five seconds, five minutes, the time it takes to assess and manage the risk. "People caring about people" promotes proactive engagement in the safety of coworkers and others at work and at home."

Included will be a brief history of the Alloys division as well as of each plant within the division. The Xstrata chrome plants utilise a wide variety of production processes, including Xstrata's Premus process, the Outokumpu process, and the conventional process. Xstrata?s Lion Project is underway, with commissioning expected in the third quarter of 2006. The new smelter will utilize Xstrata?s patented Premus process, and the competitiveness of the Premus process is discussed.

Everyone present today is especially aware of the need for minerals in this society of ours. The words 'especially aware' were deliberately chosen because this is a meeting of the NZ Branch of The Australasian Institute of Mining and Metallurgy not a dilettante group such as some of our critics. Members of the Australasian Institute of Mining and Metallurgy knew that our great farming industry, our shelter, our transport and our energy supply, are largely dependent on a flow of minerals into this country despite the presence of large coal and natural gas reserves. Flow in was said because New Zealand imports most of its mineral requirements with all the consequential strategic and economic disadvantages. If the above statements are accepted by this gathering it would be a premise fairly stated that New Zealand has a great need to discover and develop minerals.
