The presence of enargite (Cu3AsS4) is problematic in gold processing because it is environmentally hazardous due to its arsenic content but also because it is double refractory causing both cyanide and oxygen consumption to increase. Selective leaching and treatment of the arsenic would prove advantageous prior to applying conventional gold leaching methods. The reactivity of enargite samples from Butte, Montana and Quiruvilca, Peru were spectroelectrochemically studied under alkaline conditions, pH range of 8-13, using Raman spectroscopy and cyclic voltammetry. Raman spectra of the surface were collected during and after voltammograms were potentially cycled in order to determine and compare surface species against theoretical EH-pH diagrams determined from mass-balanced thermodynamic calculations using StabCal software. Under slightly oxidizing conditions, covellite (CuS) peaks were found in a short matter of time, above ~100mV vs SHE for pH 9-13, suggesting arsenic leaching specifically occurred. At longer conditioning times, elemental sulfur was observed and tended to passivate the surface. The presence of sulfur suggests that copper was eventually leached. By operating above pH 12, under slightly reducing conditions near -300mV vs SHE, arsenic can be selectively leached as thioarsenate (AsS43-) or thiosulfate (AsO43-) without sulfur formation.

"Sierra Gorda SCM is a joint venture partnership of KGHM International (owned by KGHM SA, Poland), Sumitomo Metal Mining and Sumitomo Corp. (Japan) operating in northern Chile. The Sierra Gorda openpit mine and coppermolybdenum processing plant will become one of the largest mines in the world. The need for optimum production efficiency and sustainability has driven the creation of the most modern, wellinstrumented mine in Chile. This article contains a general review of the project including geology and history.This was a fast-track project going from greenfield site acquisition to mill startup in 10 years. Highly experienced and motivated engineers and technical staff have overcome many significant challenges resulting in a rapid ramp-up of production capacity. A potential expansion to double the production rate in the fourth year of operation has also been intensely studied.The Sierra Gorda property is located in the Atacama Desert of northern Chile, in the District of Sierra Gorda, Region II of Antofagasta, Chile (Fig. 1). There is almost no precipitation in this area. The mine site is generally flat with some rolling hills. The project is located about 5 km (3 miles) from the village of Sierra Gorda at an elevation of approximately 1,700 m (5,600 ft) above mean sea level. The village is near a highway and railway line. The city of Calama, home of the famous Chuquicamata Mine, is located about 60 km (37 miles) northeast of Sierra Gorda. In addition, the SG mine is in the midst of numerous other mines including Spence, Esperanza, Mantos Blancos, El Tesoro, Lomas Bayas, Gabriela Mistral, El Abra, Radomiro Tomic and Escondida, to name a few.The primary organizational value at Sierra Gorda is "Zero Harm." This includes employees, contractors, the environment, the community, plant facilities and mine equipment. A cornerstone of this program is called 5X5S (five by five S), which combines the lean principles of 5S with the safety model of taking five steps back and thinking about the task at hand for five seconds, five minutes, the time it takes to assess and manage the risk. "People caring about people" promotes proactive engagement in the safety of coworkers and others at work and at home."

The need to optimize surface mining operations has led to the use of discrete event simulation (DES) modeling of truck-shovel systems. Often, these models assume truck cycle times are independent and identically distributed (iid) random variables, although, with significant bunching on the haul routes, this may not be valid. The objective of this paper is to present a methodology to (i) account for truck bunching due to slow trucks; and (ii) test for cycle time dependence (i.e. whether truck cycle time data is iid or not). We built a DES model that accounts for bunching due to a slow truck(s) and used the cycle times as data for further analysis. We then tested for cycle time dependence using Pearson correlation coefficients. The results show significant correlation of truck cycle times for different number slow trucks, with variable speeds. Assuming iid in modeling results in over-estimation of productivity and the uncertainty surrounding it. The over-estimation of uncertainty is pronounced when the relative difference in truck speed increases. The confidence interval of the means of truck loads/shift decreases with increasing number of slow operators. This work extends the usefulness of DES in truck-shovel applications.

Separation of dolomite from phosphate is the most challenging problem in phosphate mineral processing. Over 50% of the future phosphate reserve in Florida contains too much dolomite to process using the current industry practice. The current phosphoric acid production practice requires less than 1% MgO in the phosphate concentrate as the feed material. The Florida Industrial and Phosphate (FIPR) Institute has collaborated with worldwide experts in the field to address this issue. As a result, the industry is now offered three feasible options. Option 1 offers three methods for reducing MgO content in the concentrate from the Crago process, including adding a dolomite depressant in the rougher flotation step, dolomite flotation of the cleaner concentrate, and scrubbing the cleaner concentrate in quartz sand. These methods could reduce MgO content in the final concentrate by 20–40%. Option 2 involves crushing and grinding of high-dolomite phosphate pebbles followed by dolomite flotation at slightly acidic pH using a new collector that does not require phosphoric acid as a phosphate depressant, achieving a final concentrate analyzing less than 0.9% MgO at about 87% P2O5 recovery. Option 3 is a gravity separation technique using an innovative separation jig, and its full potential remains to be demonstrated.

A discussion of frequently asked questions may help individuals trying to interpret subsidence regulations or prepare permit applications. The subsidence permitting process involves just one part of the mass of Surface Mining Control and Reclamation Act regulations. But of the 18 main SMCRA sections, subsidence is critical to the permitting process for coal operators. It's an area in which applicants have had problems interpreting regulations and preparing permit applications. Of 22 western states, only Wyoming, Montana, Colorado, and Utah heave thus far received approval for their mining and reclamation plans. The other states are now involved in the permit application process and will be dealing with SMCRA regulations for the next year or so. Some state programs, when approved, may differ substantially from the federal SMCRA program. But, to be approved, the state programs must be deemed equal to or more stringent than the federal regulations. SMCRA regulations apply to any coal operation "that exhibits surface effects." Thus they apply to surface strip mines as well as underground coal operations. The regulations do not apply to hardrock mining operations. Since August 3, 1977, the government, industry, and the public have wrestled with SMCRA. They have struggled through an initial program with the US Geological Survey; a new agency, the Office of Surface Mining Reclamation and Enforcement (OSM); an interim program; and a "final" permanent regulatory program. Even now, OSM is reluctant to publish formal program guidelines because: •The regulations are still in the process of judicial review. • Some approvable state programs will supersede the federal regula¬tions. • The flexible regulations are open to interpretation, which is desir¬able to maintain. •Guidelines could be misleading until regulations and interpretations are revised and finalized.

The 1,380 m (4,200 ft) long New Crystal Springs Bypass (Polhemus)Tunnel (NCSBT) will replace the existing Crystal Springs Bypass Pipeline. This tunnel project is part of the SFPUC’s $4.3 billion capital improvement program to repair and seismically upgrade their aging pipelines, tunnels, reservoirs and dams that provide drinking water to more than 2.4 million customers in the San Francisco Bay Area. This paper describes the development of the tunnel alignment and design, and the complex ground conditions of the Franciscan Mélange. Of particular interest is the challenge of tunneling with a possible downhill grade of 3%, a rigorous environmental process and incorporating the lessons learned from 1960s construction of the adjoining Crystal Springs Bypass Tunnel.

PROJECT DESCRIPTION The York Durham Sanitary System (YDSS) Interceptor in the Town of Richmond Hill located just north of Toronto, Ontario, Canada will see the construction of a tunnel extending along 19th Avenue for a length of approximately 3.8 Km from Yonge Street, east to Leslie Street and will have a minimum internal diameter of 2.1 m. t to Leslie Street and will have a minimum internal diameter of 2.1 m. The tunnel will connect into four shafts, for which two of the shafts will be constructed using the slurry wall construction method given the high water table and difficult ground conditions encountered at these locations. The two shafts noted as Access Shaft No. 2 and No. 3 were designed and constructed to meet regulatory conditions, which required a sealed shaft construction method. GEOGRAPHICAL PROFILE The ground conditions in the Toronto region consist predominately of glacial till, glaciolacustrine and glaciofluvial sand, silt and clay deposits, and beach sands and gravels. The shallow geological formation found in the project area consists of four types of deposits: Oak Ridge Morain deposits, Halton Till, Glacial lake deposits and Organic soils. The Oak Ridge Morain is the dominant deposit encountered along the tunnel alignment. This formation consists of three deposits: The Upper Till, Middle Sand and the Lower Till. Standard penetration tests (SPT) carried out in these deposits measured N-values ranging from 2 to more than 100 blows/300mm which indicate very loose to very dense soil conditions. The Middle Sand deposit will be the dominant feature within the slurry wall construction at access shafts 2 and 3. Access Shaft 3 The base of the slurry wall will be 20.5 M below the ground surface. Slurry wall excavation will be within peat and organic soils found at the upper 3 M, followed by 5 M of the Upper Till. The remainder of the excavation will be within the Middle Sand. The piezometric head elevation is found at the ground surface. Access Shaft 2 The base of the slurry wall will be 22.5 M below the ground surface. Slurry wall excavation will be entirely within the Middle Sand 2.The piezometric head elevation is found at 7 M below the ground surface.

The US economy continued to grow steadily in 1988, reaching an annual rate of $5 trillion in the last quarter (US trillion = 1012). The value of domestically processed mineral-based materi¬als rose 20% to $300 billion (US billion 109). The value of metals produced from US ores rose 40% to more than $10 billion, industrial minerals rose 6%' to $20 billion, and recycled scrap more than doubled to $10 billion. Increasing economic activity stimulated metal prices. Yearly lows and highs were 95 cents and $1.68 for copper, 52 cents, and $1.30 for aluminum, 34 cents and 42 cents for lead, and 43 cents and 75 cents for zinc. A number of mining and metal companies experienced significantly increased profitability. Consumer demand strongly affects mining because the US economy is relatively saturated with long-lived products. Consumer, mortgage, and Federal debt continued to rise. About 246 million US citizens already possess 170 million licensed motor vehicles and 100 million dwelling units. New car production remained at the 1987 level of 7.1 million units. Truck and bus production, however, rose 7% to 4.1 million units. New housing starts fell 7% to 1.5 million units. Imports supplied a significant proportion of total US consumption of several important mineral materials. By year-end, imports of crude and refined petroleum exceeded domestic crude oil production. Such imports cost $42 billion. Imports of nonfuel mineral-based materials were valued at $44 billion and exports at $35 billion. The US and Canada-the world's two largest trading partners-consummated a historic free trade agreement. In February, President Reagan transferred responsibility for stockpiling strategic and critical materials to the Secretary of Defense. And, in July, the GSA group that bought, stored, rotated, and sold stockpiled materials was transferred to the Defense Department's Defense Logistics Agency. Concern about apartheid in South Africa continued, resulting in increasing attention to chromium, manganese, platinum-group metals, cobalt, vanadium, and gold. The Defense Production Act, authorizing priorities and allocations, supply expansions, voluntary agreements, and the National Defense Executive Reserve, was amended to include provisions for averting harm to national security from foreign takeovers. The DPAct, in effect through September 1989, is now up for further extension. Under the Act, the US Bureau of Mines maintains the Emergency Minerals Administration. During the year, consultations were held with Canada to strengthen the North American Defense Industrial Base. Coal production, 60% from open pits, rose 5% to 870 Mt (960 million st). Nearly four-fifths was burned to generate 57% of US electricity. Exports included 56 Mt (62 million st) of metallur- gical coal and 29 Mt (32 million st) of steam coal, with a total value of $4 billion. Domestic petroleum produc¬tion fell 2% to 574 hm3 (3.6 billion bbl). Uranium mining, including recovery from phosphates, was unchanged at 5.9 kt (6500 st). Nonfuel minerals Major metals Raw steel production-a major con¬sumer of many minerals-rose 14% to 92 Mt (102 million st). Domestic iron ore production rose 25% to 59 Mt (65 million st), about 96% pelletized. Net imports rose 37% to 16 Mt (18 million st). Raw steelmaking capacity of 102 Mt (112 million st) was unchanged. Introduction Abandoned mill tailings deposits can be found throughout the northern Black Hills of South Dakota, indicative of mining activities that originated during the great gold rush days of 1875. The Refuse Act of 1899 attempted to regulate the deposit of debris from mines and stamp works. But, in most cases, huge volumes of mine and milling wastes were disposed of in ways no longer considered environmentally acceptable. Restoration of gold mill tailings deposits is a relatively new practice to the Black Hills area. This discussion will present an overview of the environmental setting, environmental problems associated with past tailings disposal practices, practices being implemented to solve these problems, and prospects related to present the future tailings disposal practices. Environmental Setting An understanding of climatic characteristics, geology, surface and ground water hydrology conditions, and the physical and chemical characteristics of selected mill tailings deposits will aid in understanding environmental problems associated with tailings disposal and restoration. To reduce fire hazards from spontaneous combustion of coal in longwall gob areas, a series of computational fluid dynamics (CFD) simulations were conducted by National Institute for Occupational Safety and Health (NIOSH) to model the spontaneous heating of coal in longwall gob areas. The previous modeling results demonstrate that spontaneous heating of coal usually occurred behind the longwall shields and along the face with a bleeder ventilation system. Assuming a stationary longwall face, the spontaneous heating could turn to a spontaneous fire in several days for the most reactive coal under favorable conditions. When the longwall face advances, the spontaneous heating process will be significantly affected. In this study, the effect of longwall face advance on the spontaneous heating in the gob area is investigated using the CFD model developed in previous studies. One longwall panel with a bleeder ventilation system is simulated. The width of the panel is 300 m, while the length of the panel is changed between 1,000 to 2,000 m. The same permeability and porosity profiles are used for gobs with different lengths. The spontaneous heating first develops in the gob when the longwall face is stationary. Then, the face advances at a certain rate. The face advance is simulated as a series of discrete movements, and the effect of the face advance on the maximum temperature developed during the face stoppage is examined. The smelting of copper sulphide concentrate is the dominant route in copper production (Figure 1). Heap leaching of oxidized copper ores with weak sulphuric acid together with copper solvent extraction and electrowinning has gained popularity during recent decades, and it accounts for close to 20 % of primary copper production. Heap leaching offers advantages such as lower costs and consequently the construction of a production plant at a mine site is made possible. Limited resources of oxidized copper ores, the long leaching time of chalcopyrite and inability to recover gold inhibit this growth. The HydroCopperTM process developed by Outokumpu Technology at the laboratories of Outokumpu Research, Pori, Finland, is a new chloride leaching technology /1,2/, which offers an alternative to smelting and heap leaching (Figure 1). In the HydroCopperTM process sulphidic concentrates with various mineralogy and grade can be treated at the mine site to produce high-quality copper. Instead of copper cathodes the HydroCopperTM end products are copper wire rod, copper bars or copper billets. One of the advantages of HydroCopperTM technology is that gold can also be recovered in the process simultaneously /3/. To confirm the functioning of the new process and to dimension equipment Outokumpu Technology built the HydroCopperTM demonstration plant in Pori, Finland /4/. It has a capacity of 1 metric ton of copper per day. After testing with Pyhäsalmi copper concentrate in 2003, the first commercial demonstration run with Erdenet copper concentrate took place in 2004.

The Fort Knox Mine is located in Alaska’s interior where the average ambient air temperatures range from -24°C in January to 16°C in July. The mill processes a free milling gold ore utilizing both a gravity recovery circuit and conventional cyanide leach/carbon-in-pulp circuits. Plant slurry temperature cycles seasonally and allows for a unique opportunity to measure the impact temperature has on gold leach kinetics, carbon adsorption efficiency and cyanide destruction reactions. Mathematical models have been developed to accurately predict actual mill performance. This paper describes the development of the models and presents data that allow for a better understanding of the impact of circuit operating temperature on process efficiencies.

In 2006, the Mine Improvement and New Emergency Response Act (?2006 MINER Act?), Pub. L. No. 109-236, 120 Stat. 493 (2006) was enacted in a bi-partisan move to strengthen the 1977 Mine Safety and Health Act. This action followed several underground coal mining accidents at the Sago and Aracoma Mines in West Virginia and the Darby Mine in Kentucky. The focus of that legislation was, in part, to force technological development and implementation. It involved the recomposition and training of rescue teams. Requirements for sealing worked out areas of mines were changed when MSHA invoked its Emergency Temporary Standard (?ETS?) authority for the first time in many years. Increased penalty amounts were established for certain types of violations for all types of mining, and minimums were set for unwarrantable failure violations issued under Section 104 (d)(1) and (d)(2); 30 U.S.C. Section 814 (d)(1),(2). The entire 30 C.F.R. Part 100 penalty criteria was revamped in a rulemaking, effective in April 2007. The visions were ambitious and noteworthy and those in industry and government have spent the last four years working through the aftermath of intended and unintended consequences of these changes. The penalty structure arrived at in 2007 has proven unwieldy and has contributed to the increase in contested caseload now before the Federal Mine Safety and Health Review Commission. In essence, litigation under the Mine Act ground to a virtual halt when the number of cases increased but the budget for Administrative Law Judges, who hear the cases, and the Solicitor?s office who represents MSHA, was not increased. Addressing the backlog effectively was one of the major challenges when Joe Main was confirmed as Assistant Secretary in early 2010.

Nodular-graphite cast iron (GGG) is a material similar to steel, and one which exhibits excellent properties, in particular for components exposed to pressure. GGG cast iron has been used in many cases when sinking mine shafts with conventional tubbing. With linings made of cast iron tubbings (the backfill concrete is not integrated into the calculations, and merely serves as bedding) the properties of the cast iron can be made full use of, provided the tubbing is made to the appropriate cross-section. Calculations have shown that better static values can be arrived at when using cross-sections other than those of tubbings made to conventional German standard. The cross-sectional design of the new types of shaft lining made from GGG is to be developed on these lines irrespective of the cast iron structure being only stressed component or its restistance function being combined with the one of concrete. GGG 50 is used for the first time to make the reinforcing inner liner of a main shaft currently sunk in Germany. The physical properties of nodular-graphite cast iron, strength and deformability, suggest that, in the future, its application will not be restricted to shaft support but also in tunneling. New moulding techniques with better three-dimensional modelling resulted in new tubbing designs as installed e.g. for the Hannover underground at present. Shield-driven tunnels have to withstand earth and water pressure, apart from axial machine loads. In this field time is money as well. Therefore easy handling and quick installation are necessary for successful, use. Last but not least, safety is of first-order importance for work in shaft sinking and tunneling. Cast iron lining systems, accordingly, are adequate systems, in particular for excavations underneath water for transport systems and for goods and passengers.

In order to search for a more economical and effective roasting additive for extracting vanadium from stone coal and solve the question of the disposal of PVC waste, PVC waste was proposed as a novel roasting additive to enhance extraction of vanadium from stone coal and realize the comprehensive utilization of resources. By adding this roasting additive, the leaching rate of vanadium reached 94.5% under the conditions that the PVC waste addition was 10 wt%, the roasting temperature was 800 °C, the roasting time was 1 h, the sulfuric acid concentration was 15 vol%, the liquid-to-solid ratio was 1.5 cm3 /g, the leaching temperature was 95 °C, and leaching time was 4 h, which increased by 8.4% compared with that of blank roasting. The thermodynamics calculation showed that the decomposition reaction of mica was performed easier with the participation of HCl produced by pyrolysis of PVC. Meanwhile, The SEM-EDS and aperture test analyses demonstrated that more cracks and voids appeared in the roasted sample by roasting with PVC waste, which could facilitate the release and extraction of vanadium. Additionally, the TG-DSC analyses indicated that PVC could provide large amounts of heat for the roasting process to promote the decarbonization and roasting efficiency of stone coal because of its high calorific value.

The numbers tell the story of this one. More than 50,000 people and 1,890 exhibitors took over the Las Vegas Convention Center Sept. 24-26 for the largest mining trade show in the world ? MINExpo. Inside the convention center, some of the largest machines used in mining were on display. Caterpillar, Liebherr, Komatsu and Hitachi displayed ultraclass offroad mining trucks and shovels. Atlas Copco and Schramm were among companies that rolled in mining drills and Bridgestone, Goodyear and Michelin were among the companies showing off the massive tires used by the trucks. Throughout the three halls and an outdoor display area, just about every kind of product, gadget or service used in the mining industry could be found on display somewhere.

"Mining has been a source of controversy for at least 500 years. “Since there has always been the greatest disagreement amongst men concerning metals and mining, some praising, others utterly condemning them…” (Agricola, 1556). In 2016, it is widely recognized that mineral resources and reserves must give due regard to the social license in order to operate.“Most commonly, the social license to operate (SLO) is understood to refer to ‘the ongoing acceptance and approval of a [project] by local community members and other stakeholders that can affect its profitability’ (Moffat, 2014).” “Social License to Operate has gained traction, in part, because it is also a concept which – while remaining poorly, technically defined – is generally easily and widely understood by community stakeholders (Bice, 2014).”A generation ago we learned that mining is based on a stable platform supported by three pillars, geology, mining and metallurgy. The three-legged stool is a very stable structure (Fig. 1).In 2016, it seems that we have added some other legs to the stool (Fig 2). The Australasian Code for Reporting of Exploration Results, Mineral Resources and Ore Reserves (JORC Code) addresses “social, and governmental factors…” (JORC 2012), and refers specifically to social license in Section 4 of the Report Template “Estimation and Reporting of Ore Reserves.”The Canadian Institute of Mining, Metallurgy and Petroleum (CIM) Guidelines refer to “environmental, legal and social data…(CIM 2003).”Compared to these, the 2014 SME Guide is positively verbose stating “a discussion of any potential social or community related requirements and plans for the project and the status of any negotiations or agreements with local communities,” (SME 2014) although in all cases the scope of this disclosure is left at the discretion of the competent person.When there are more than three legs on the stool, it is imperative that all legs be constructed exactly to the design. Any one or more legs that are out of alignment will cause the stool to wobble.Engineers are trained to create designs to meet specifications. Loads can be estimated, forces calculated and cost studies completed that will lead to, not only a stable design, but the most efficient design that meets the specifications."

A great deal of attention has been directed toward the complexities and inadequacies of exploration and pre-bid geotechnical information for heavy construction projects, differing site conditions, and the adversary relationships which generally develop as a result. The adversary position has been maintained at all cost. The solution is simple, if not easy. The solution requires strict and equal adherence to given principles by all parties involved, throughout the life of the project, from conception to completion. It is necessary to review and redefine some basic concepts, without value judgements, from a context of getting the job done. In a recreated context, the role of truth, judgement, responsibility, and integrity, in exploration, engineering design, construction estimating, and project construction, will be examined. It is suggested that anticipated geotechnical conditions be defined unconditionally. The alternative choice is to give the bidder the opportunity of making the interpretive judgements based on geotechnical data. Similarly, a unilateral method of establishing encountered conditions that are agreeable to both owner and contractor, must be outlined prior to contracting. As anticipated and encountered conditions are firmly and accurately established, significant differences can evaluated based upon limitations specified in the contract documents. Impact of differences on project costs can be fixed by pre-defined methods.

Stanford University operates the National Research Facility which is located at the Stanford Linear Accelerator Center (SLAC) in Menlo Park, California. In order to improve and allow for enhanced experiments, the current facilities required expansion. A1500 foot long tunnel (20 ft wide by 21 ft high) and a 220 foot long underground cavern (49 ft wide by 32 ft high) were excavated through the Ladera Sandstone formation which is an intermediate geo-material with week rock properties. The overburden between surface and crown of the structures varies from 10 to 80 feet. The underground structures were excavated according to the principles of the NATM (New Austrian Tunnel Method). This paper addresses the challenges that were encountered during the construction phase of the project and how construction issues were resolved mutually by the owner, engineer and contractor. The implementation of geotechnical instrumentation, recorded data and interpretations, soil conditions and behavior encountered during construction are also presented.
