Rhenish lignite will continue to play an indispensible role in the energy mix of the German Federal Republic for a long time to come. The use of lignite for electricity generation, upgrading and, if necessary, as a raw material is geared to the long term. The holistic management of opencast mines underpinned by approval law in the long term and a stronger focus on man, the environment and nature contribute to the acceptance of the mines by the local population. The same is true of state-of-the-art lignite uses: as regards their operational flexibility, lignite-fired power plants are ideal partners for the expansion of renewables. It is along these lines that RWE is continuing its power plant renewal programme as planned. With a view to that which will be conceivable the day after tomorrow, RWE is researching future technologies today in order to meet objectives such as security of supply, profitability and environmental compatibility to the same extent in the long term. Another important contribution to acceptance is public transparency and communications as means to support approval procedures and the implementation of measures in all areas related to lignite mining and utilization.

Introduction Thick seams constitute a considerable portion of Polish coal reserves. In producing mines and those under construction, the reserves where the height is more than 4.5 m (15 ft) total about 24% of all the hard coal reserves. The reserves that are under urban and industrial areas can be extracted using stowing methods for surface protection. About 50% of thick seam reserves can be extracted by caving methods. Thick seam mining methods Thick seams are usually extracted by multilift methods. There are some methods of thick seam mining that generally can be divided into caving and stowing methods. The stowing method is more expensive, but must be used when mining to protect surface features. The more known methods of thick seam mining include • extraction of thick seam in ascending order with stowing ; • thick seam mining in descending order with consolidated stowing; • thick seam mining with gob consolidation; • thick seam mining in descending order with roof caving ; • sublevel caving thick seam mining system; and • thick seam mining system using an artificial roof. Thick seam mining with introduction of an artificial roof The most advantageous method of thick seam mining is the method using an artificial roof. The artificial roof usually consists of wire mesh. Such wire mesh must be durable and must prevent small rock fragments from passing through. The mesh is usually made of steel properly protected against corrosion. The artificial roof is placed on the coal floor of the top slice (Fig. 1). Caving rock falls on the artificial roof and is thus separated from the coal. The next slice is extracted under the artificial roof. The producing face of the next slice must progress within 10 m (33 ft) behind the front of the first slice. As the second producing face progresses, the wire mesh moves down on the coal floor and may be used as an artificial roof for the next slice. Thus, one artificial roof allows the extraction of several consecutive slices. Application of the artificial roof allows for clean extraction and reduces coal losses. It also eliminates the hazard of spontaneous combustion. Introduction of the artificial roof has been limited due to a lack of artificial roof laying equipment. Manual laying of wire mesh is a labor-intensive operation, and it delays face progress, resulting in poor productivity. To eliminate these problems, artificial roof laying equipment was designed at the Polish Central Mining Institute. The support and the method of laying operation is covered by a patent. Control of the particle size distribution of a muckpile after blasting is always an important subject for mining industry. Blasting has a significant impact on downstream processes such as loading, crushing and grinding. Improvement of blasting results provides increase in loader and excavator productivity due to increased diggability capacity, and increased bucket and truck fill factors. Suitable and uniform particle size distribution results increase in crusher and mill throughput and decrease in energy consumption in size reduction process. Digital image analysis technique has been used for many years in mining industry in order to determine blast fragmentation. The images of muckpile surface can be used to determine the mean fragment size (x50). The source of digital images can also be haul truck, leach pile, waste dump, stockpile, and conveyor belt. The screening that is conventional method to measure blast fragmentation is time consuming and expensive. Digital image analysis is a cost effective and faster method (1).

The National Institute for Occupational Safety and Health (NIOSH) identified hearing loss as the most common job-related disease in the United States in its 1996 National Occupational Research Agenda. Previous studies by NIOSH have shown operators of surface drill rigs without cabs are commonly exposed to A-weighted sound levels exceeding 90 dB. During hammer-drilling, A-weighted sound levels exceeding 100 dB were recorded at the operator station. NIOSH collaborated with a local drilling company to design and install a partial cab between the operator and the drill steel in an effort to reduce the sound level at the operator station. Sound level measurements in the field show the partial cab reduces the A-weighted sound level by 5-9 dB at the operator’s left ear and 2-5 dB at the operator’s right ear while hammer-drilling. This paper will briefly discuss the preliminary design of a cab and the testing of materials for construction of the prototype. Explanation of the ideas behind the prototype design and fabrication will be covered. Finally, the field test method and results will be discussed in detail.

The rapid development of the global alumina and aluminum industry is straight coupled with the demands and the needs of these materials. Nowadays, the only well-known accessible resources to produce alumina and aluminum are bauxite ores. But bauxite ores are limited, and the remaining exploitable reserves do not have high contents in alumina. In countries where there is little or no bauxite reserves or where the recovery of existing bauxite ores to produce alumina with the Bayer process are not economic, alternative resources for alumina have been explored. The most attractive resources for replacing bauxites are aluminosilicate clay minerals and coal fly ash. The important processes developed for the recovery of alumina from these sources are acid leaching and alkaline leaching processes. The acid leaching is known as the most efficient in which thermal and mechanical activation are included for improving the performance of the process. The objective of this review is to give a comprehensive insight on the production of the alumina from thermally or mechanically activated clays and coal fly ash by hydrochloric, sulfuric, and nitric acid leaching processes.

"Cyanide heap leaching of gold ores in areas with extremely low winter temperatures requires special considerations to prevent freezing of the leach solution. Factors that impact the solution temperature include ore temperature at the time of stacking and during operation, burial of drip irrigation lines, use of geomembrane covers and heating of the leach solution. Thermodynamic modeling was performed to simulate expected ore and solution temperatures under different operating strategies for Kaminak Gold’s Coffee gold project in the Yukon Territory. Mean monthly temperatures at the site ranged from a low of -22.5 °C (-8.5 °F) to a high of 13.6 °C (56.4 °F), while in situ ore temperatures ranged from -0.5° to about -1.5 °C (31 ° to 29 °F). The modeling results were used to optimize the operational parameters and indicated that a combination of drip line burial and heating of the leach solution during the winter months was required to maintain solution temperatures above freezing during the initial years of stacking, although as the size of the heap increased, heating was no longer necessary.Modeling objectivesThe successful operation of a cyanide heap leach under extremely cold winter temperatures requires the implementation of operational strategies to prevent freezing of the leach solution and the ore within the heap. The Pittsburgh Research Laboratory (PRL)1 of the National Institute for Occupational Safety and Health (NIOSH) in collaboration with the Mine Safety and Health Administration (MSHA) Technical Support Center has devised a prototype hand-held instrument which can provide a direct assessment of the potential explosibility of a coal and rock dust mixture. Current Federal regulations require that rock dust be applied in all underground areas of a coal mine to mitigate the propagation of a coal dust explosion. To determine compliance with the Federal regulation, mine inspectors collect dust samples from sections of underground coal mines for an MSHA laboratory analysis of incombustible content. However, the laboratory analysis may not be completed for more than a week or two, during which time the mine area from which samples are taken may be inadequately protected. The operation of the Coal Dust Explosibility Meter (CDEM) is based on the difference in optical reflectance between light rock dust and dark coal dust. For a given coal volatility, the optical reflectance of such mixtures is relatively constant at the limit of explosibility, independent of the coal dust particle size. The CDEM is not intended to replace the current MSHA laboratory analysis of coal mine dust samples for incombustible content, but to serve as a supplemental device for enhancing mine safety through improved rock dusting practices.

I. INTRODUCTION The challenge of moving the use of nuclear energy from military to civilian use was first issued by President Dwight Eisenhower in his December 8, 1953 “Atoms for Peace” speech delivered at the United Nations. Eisenhower stated: “The United States knows that if the fearful trend of atomic military build up can be reversed, this greatest of destructive forces can be developed into a great boon, for the benefit of all mankind. * * * * The more important responsibility of this Atomic Energy Agency would be to devise methods whereby this fissionable material would be allocated to serve the peaceful pursuits of mankind. Experts would be mobilized to apply atomic energy to the needs of agriculture, medicine, and other peaceful activities. A special purpose would be to provide abundant electrical energy in the power-starved areas of the world. In the 1950’s and 1960’s, the Atomic Energy Commission promoted the use of nuclear power as the answer to our nation’s energy problems. Nuclear power would provide energy too cheap to meter. The utility industry responded and numerous plants were planned with over one hundred constructed from the 1970’s to the 1990’s. Capital costs for nuclear power plants escalated due to permitting changes and public opposition, and the Three Mile Island incident caused new nuclear plant construction to cease. Today, we once again are experiencing a nuclear renaissance. Concerns over global warming and rapid projected increases in the demand for electricity have caused many nations to begin construction of new nuclear fleets. The price of uranium to fuel these reactors, which had dropped to an historical low of $7.10 in 2001, has surged to $56.00 as of October 2006. This paper will review some of the social, environmental, and government issues that are all playing a role in the resurgence of the nuclear fuel industry.

Marine ferro-manganese (Fe-Mn) crusts and nodules are metal-rich chemical sediments that are archives of paleoceanographic proxies and potential metal resources and targets of deep-sea mining. Traditionally, crusts and nodules are subdivided into hydrogenetic, diagenetic, and hydrothermal types. While hydrogenetic Fe-Mn crusts are a potential resource for Co, Te, Pt, and REY, nodules are enriched in Cu, Ni, Mo, and Li, and hydrothermal deposits may be enriched in individual metals such as Mo, Ba, and Li, depending on the temperature and composition of the hydrothermal fluid. The different types of marine oxidic Fe-Mn precipitates, therefore, have different economic potential. Hence, a robust classification is not only helpful in the general geochemical characterization of such precipitates (and as such is a useful teaching tool, for example), but may also simplify the evaluation of their importance as a potential metal resource, which helps to prioritize exploration targets for deep-sea mining.

Volcanic ash, although a little-used Kansas resource, is available in forty counties with estimated, reserves of more than 20 million tons. It was first produced in Kansas in the early 1900?s but not until the early 1920 is did it become an important abrasive material. Total production to date is estimated at 2 million tons, the major use being as an abrasive in scouring compounds and soaps, additional uses include ceramic glazes, an additive in cement, and a filler and stabilizer in hot mix asphalt for paving. Unrecorded tonnages have also been used in construction of black-top (macadam) roads. From 1916 through 1944, Kansas ranked first among the states in volcanic ash production; peak production was about 52, 000 tons in 1923. Since 1945, production has steadily declined, primarily because materials other than volcanic ash are now being used for abrasives; only two producers operated in 1964.

Expert control of grinding and flotation plants has been successfully used in the minerals industry since the 1970?s. The earliest of these systems were written in a hard-coded fashion in FORTRAN, BASIC or Pascal. Second generation systems were built using the first experimental expert system shells that were being developed in the artificial intelligence community. Later systems were deployed in expert system shells designed for real-time processing plants that also included the ability to model the process with neural network models and optimize setpoint selection through the use of genetic algorithms. Significant performance increases have been achieved using these systems, but in general, they suffer from the static nature of their rules and to a degree the process models also. Typical improvements quoted in the literature suggest throughput rate increases of 4 to 8 percent and recovery increases of 1 to 4 percentage points. In over 30 years of designing and installing expert systems we have never seen performance numbers less that these but have often seen numbers in excess of the high values. However, once the system has been installed and tuned up the performance usually does not improve much thereafter. Granted, the initial increases in throughput rate and recovery are significant but a question always lingers, that is, can the expert strategies be modified further to squeeze a little more improvement out of the system. The answer to this question is a resounding yes, however a complete understanding of what we do well as designers and operators of expert control systems is required as well as how we can improve upon our best practices is required to move us from the performance plateau we have been on for a number of years to a new higher level of performance.

G. Campbell The paper by M. Lonoff looks at the importance of byproduct prices on copper production. The paper develops several interesting points on this topic, but there are some points in the theoretical discussion that could use further development. A couple of these theoretical topics will be considered here using the paper's framework of assumptions without concern about how realistic the assumptions are for the copper industry. Lonoff's theoretical model is based on a static, homogenous world where all copper/byproduct deposits are identical, and these deposits are the main source of these metals. Due to the importance of the byproducts to the production decision, the term coproducts will be substituted for the term byproducts to reflect more accurately this condition. The conclusion is drawn that a rise in coproduct prices necessitates a decrease in copper prices because copper production is increased as a consequence of increased coproduct production. The observation that real world behavior does not always follow this pattern is dismissed as "speculation." However, it can be easily shown that within this simple framework market forces might create the observed behavior. The key question to be answered is what causes coproduct prices to rise. Three possible cases will be used as illustrations. The first case is the one implicity assumed by Lonoff. Here, the demand for coproducts increases at all prices (an outward parallel shift of the demand curve) with the demand for copper remaining constant. As reported in the paper, the results are higher coproduct prices, an increase in coproduct production, and lower copper prices due to the resulting increase in copper production. The second case is when the supply of coproducts are constrained-leading to higher market prices. Copper production, as required by the simple model, is also reduced which Reply by M. Lonoff Campbell's comments give me an opportunity to clarify a few points in "Copper and Its Byproducts." That paper examined the affect of byproducts on the copper market and considered the relative riskiness of multi-metal deposits from an investment standpoint. That brief note made no attempt to be exhaustive. Nevertheless, Campbell's comments miss the point of the paper and necessitate a response. My "theoretical model" was static and I freely conceded after introducing the assumption of identical deposits that "none of the assumptions hold." These simplifying assumptions allowed me to bound the possible effects of higher byproduct prices on the copper price by assuming identical deposits and computing average price effects. I took great pains to subsequently explain that since deposits are not identical the identity of the marginal deposit might change due to byproduct price changes. In this case, average price affects will overstate the affect of byproducts on copper prices. According to Campbell, I dismiss as speculation any "real world behavior that does not always follow this pattern" (of metals prices moving in opposite directions). In the byproducts paper I noted that gold, copper, and silver price movements often parallel each other on an intra-day or day-to-day basis. Such movements are largely due to market anticipation of or reaction to changes in interest rates that affect carrying costs of metals stocks. Other movements may be due to anticipated changes in available supply or physical requirements. I loosely grouped these effects as speculative. To distinguish this statement from the main thrust of the paper, I contined "In the long run if gold and silver prices remain high the equilibrium copper price will be lower." The paper set out long run equilibrium conditions rather than attempting to explain price movements on a daily basis or on a year-to-year basis.

Energy efficiency has become significant due to cost and environmental considerations. Comminution and material handling have been identified as the two most energy intensive processes in mining. The objective of this work was to evaluate truck-shovel energy efficiency strategies using discrete event modeling. Energy audits and time and motion studies were conducted at a surface coal mine to acquire data. A discrete event simulation model of truck-shovel operations was built in Arena® and validated with the field data. The model was used to evaluate the effect of using a larger shovel, and optimizing truck-shovel matching on fuel efficiency. The results indicate that using a larger excavator increases the fuel efficiency of the operation while optimizing truck-shovel matching does not. However, using a larger shovel will lead to under-utilization of the shovel. This work shows the potential benefits of using discrete event simulation to model energy efficiency of mining operations.

A practical core-based method for estimating in situ stress was tested using 360° measurements of rock core diameter in a laboratory setting. In several mining districts across West Virginia, rock cores were recovered from exploration core holes and oriented using an acoustic televiewer (ATV) summary log. Measurements of diametral variation were performed at 0.1-foot depth intervals using a benchtop device comprised of a pair of diametrically opposed contact digital indicator gauges working in tandem. The diametral profiles were evaluated to determine strain direction and strain magnitude. Stress magnitudes were calculated when values for Young’s modulus, and Poisson’s ratio were available. Stress direction results are compared to other stress determination methods, including downhole overcores, drilling-induced fractures, and borehole breakouts. The testing and analytical methods used are similar to the diametrical core deformation analysis (DCDA) method (Ito, Funato, and Shono, 2012), but with a number of important improvements.

Development of the New York City Water Supply System The New York City water supply system serves a population of almost nine million, including residents in neighboring counties. Peak day demands on the system are currently running at about 70 m3/sec (about 1,600 mgd), which is significantly lower than in the 1990s. This trend of reducing demands over the past 25 years, which has been experienced in other major urban centers in the US, is mainly the result of conservation measures and increased cost consciousness on the part of water users. In the long term, demands are expected to once again follow an increasing trend with population growth, so that by the end of the planning horizon of these studies, the year2045, the peak day demand is expected to increase to about 85 m3/sec (2,000 mgd).The system is served largely by surface water sources, regulated by a system of 19reservoirs and three controlled lakes, which are connected to the City by a series of aqueducts, the longest of which is about 87 km (54 miles). The total storage in the sys-tem amounts to about 560 billion gallons, providing a system firm yield of about1300 mgd. The Delaware system provides about 50% of the City’s water, the Catskill about 40%, with the remaining 10% provided by the Croton. The system as a whole, which is shown on Figure 1, has been built up over the past 150 years, and is truly a marvel of engineering. The Catskill and Delaware aqueducts both discharge into Kensico Reservoir, which is a daily balancing reservoir located in Westchester County about 24 km(15 miles) north of the New York City line. The two aqueducts extend south for a further 14 miles to combine again at Hillview Reservoir in the Bronx, which provides hourly balancing storage for New York City system. The Croton aqueduct runs nearby as shown on Figure 2, but does not connect into the two reservoirs. From Hillview Reservoir the water is supplied to the city via three main distribution tunnels, known as City Tunnels 1, 2, and 3. City Tunnel No.1 was developed in the 1920s as part of the Catskill system. City Tunnel No. 2 followed in the 1960s as part of the Delaware system. City Tunnel No. 3 (CT3) is partly under construction and partly in operation, and is being implemented to permit the other distribution tunnels to be taken out of operation for the first time for inspection and maintenance. Traditional simulations of mineral processing circuits are solved by straightforward numerical techniques which require iteration to accommodate recirculating loads. Depending on the complexity of the simulated circuit, this solution technique can be inexact, computationally intensive, and potentially unstable. In this communication, an alternate calculation approach is presented, wherein an exact analytical solution is determined as a function of the individual units? separation probabilities. All the stream data, including recirculating loads, may be solved simultaneously, negating the need for iteration. Furthermore, with an analytical solution available, circuit analysis may then be utilized to diagnose the relative separation potential of the circuit. By integrating these tools, the authors have developed a software package for evaluating circuit configurations. This paper presents the theory, development, and limitations of the software?s methodology along with industrial examples which highlight the tool?s applicability to industrial circuits.

The Grand Forks Energy Research Center and Commonwealth Edison of Chicago jointly conducted tests in which 400 tons each of subbituminous coal and lignite were dried in a commercial scale dryer, oil sprayed and cooled, then shipped in open-top rail cars from Pekin, IL to Grand Forks, ND and stockpiled. Cars containing raw coal and dried coal that had not been oil sprayed were also transported for comparative purposes. The tests were conducted in August and November of 1974. The subbituminous coal was dried from 26 to 16 pct moisture and the heating value was upgraded from 8,420 to 9,650 Btu/lb. The lignite was dried from 39 to 22 pct moisture and its heating value was increased from 6,420 to 8,300 Btu/lb. Before loading subbituminous coal was cooled to 115° F and sprayed with oil at a rate of from 2 to 6 gal/ton. Similarly, lignite was cooled to 85° F and oil sprayed at rates of from 1 to 2 gal/ton. Both shipments arrived in Grand Forks with a minimum of difficulty. The subbituminous coal was subjected to 2 inches of rain during transit with no change in average moisture content. The cars containing dried and oil treated coal had less material lost to wind than either cars containing raw or untreated dried coal. With both dried lignite and subbitnminous shipments, a moderate increase in temperature was measured during transit. With the subbituminous shipments, ignition occurred near poorly fitted bottom dump doors, but was limited to a very small area. The dried lignite was shipped when ambient temperatures were below freezing, and frozen coal was noted around the edge of the car. At Grand Forks, the coal was stockpiled using proven techniques and has remained stable to this date.

"Earth provides natural resources, such as fossil fuels and minerals that are vital for human life. As the global demand grows, especially for strategic minerals, commodity prices rapidly rise. Thus there is an identifiable risk of increasing supply shortage for minerals. Hence a major element in a long-term economic strategy must be, to ensure security of supply for these strategic minerals. In this rapidly changing global economic landscape, deep sea mining has gone from a distant possibility to a likely reality within just a decade.Although deep sea minerals extraction was investigated in the 1970’s, it was abandoned because of changing commodity economics, advances in on-land exploration techniques, growing concern on environmental impact, and political and legal aspects with regard to ownership issues. The developmental data from those days, if still available, are not adequate to allow engineering and building of an integral system for extraction of deep sea minerals without additional R&D work. Thus, deep sea mining is yet to attain a Technology Readiness Level (TRL) sufficient to successfully undertake deep sea mining operations, from resource discovery to resource assessment and to resource exploitation [Blue Mining, 2014]."

National Institute for Occupational Safety and Health (NIOSH) researchers are conducting a cross-sectional survey of equipment noise and worker noise exposures in the mining industry. Surface and underground limestone is one commodity recently surveyed. The sound levels of mining and processing equipment were recorded to identify noise sources. Full-shift worker noise exposures were completed to determine the exposure of various occupations. This paper presents the results of the noise research conducted in both underground and surface limestone mines, detailing the equipment likely to cause worker overexposures, and the occupations experiencing overexposures. Implications for worker noise exposure reduction are also reported.

Like most of you, I would rather work on a job than talk about it. But it is fruitful to spend some time taking stock of important developments in the heavy construction field. One of the strongest recent movements affecting the industry has been the push for safety. I regret that it is a recent development. Not that builders were against safety. Too often though, it was easier to continue with dangerous old work methods than to try something new. Too often, it was easier for equipment manufacturers to build production tools with little consideration for worker safety. And too often, accidents and gruesome disasters occurred. The ultimate result of on-the-job injuries in construction and other industries was the Federal Government's Occupational Safety and Health Act of 1970. Individual states were required either to accept OSHA or pass updated regulations at least as stringent as the Federal requirements. These new rules must be strictly obeyed -- not just because they carry civil and criminal sanctions -- but because they correct unsafe conditions and reduce hazardous acts. Though some OSHA measures have been criticized as superfluous, most of them do in fact save lives and limbs. Equally important, the tunneler who follows the new safety regulations can be fairly certain of an efficient, uninterrupted operation. Regulations do sometimes bring rewards.
