The industrial coal processing trend toward greater fines production, due to mining techniques and customer requirements for reduced ash and sulphur content in the fine coal product, is the basis for ongoing efforts to improve the performance of the flotation machine. WCO has successfully adapted the principles of the beds Column to a full size machine prototype. Recent plant evaluation tests confirmed the initial promise of this concept by achieving a considerably lower ash product while maintaining the combustible recovery level of conventional flotation machinery. The paper will include a review of the fundamental principles of the beds Column concept, together with a summary of the WEMCO R&D Program from concept evaluation and laboratory testing, through pilot, to full size machine tests. The performance of the WEMCO/Leeds flotation column will be compared to conventional flotation concepts using a flotation "kinetics" approach, which quantifies the floatable and non-floatable specie recovery performance using the Klimpel model as the basis for analysis. The variety of distinct features unique to this concept include a series of barrier rods which are used to advantage, often together with countercurrent reflux water flow, to achieve a significant improvement in product grade. The hydrodynamics associated with the mechanics of "gangue stripping" from the rising "air bubble-floatable specie" matrix will be briefly reviewed.

The objective of this paper is to analyze the evolution of the strategic drivers of the mining sec-tor over the last half century, which has been guided by a varying and expanding list of motivations. While companies cannot survive for long unless they are making profits, the strategic drivers of the industry have gone far beyond profits since at least the mid-1970s when environmental concerns began to be taken seriously. For the most part, these forces have followed global trends and public opinion, but they have been shaped and magnified by the significant, often dominant role that the mining sector plays in many economies. While the mining sector used to be primarily motivated by the first pillar of sustainable development -i.e. the economics pillar-, in the 1970s the second environmental pillar became an important factor in decision making, and in the 1990s the third social pillar emerged as a major driver.1 The entrance of new strategic drivers has also had considerable impact on technological and organizational developments in the mining industry; however, technological changes, driven by cost reduction considerations, have in turn impacted the strategic drivers of the industry, resulting in the need for further technological and organizational developments.

The long-awaited COSMAR study prepared under the auspices of the National Academy of Science reaches one emphatic conclusion that has been enthusiastically seconded by the mining industry: The 1977 federal surface mining act is "poorly suited" as a vehicle to regulate noncoal mining. Though the industry greeted the report with approval, the weight it will carry and the extent of its impact are yet to be felt. The COSMAR report makes no recommendations-that's a job left to the Administration's Council on Environmental Quality-and the prospect of legislation still hovers. For a closer look at the study, MINING ENGINEERING talked to COSMAR committee chairman James Boyd, a well-known presence in the mining arena for over 50 years. After highlighting some of the study's major points, Dr. Boyd comments on the report's impact and possible repercussions. Dr. Boyd, for those readers who haven't seen the COSMAR report, would you summarize some of its major findings? The committee analyzed the surface mining act to determine if it was applicable to noncoal mining and found that there were provisions of the act that either could not be met by existing technology or would be extremely difficult and not necessarily beneficial to adapt. We found that most noncoal mineral mines, despite their obvious diversity, can be considered in two major groups: 93% of all mines move 45% of all materials mined (mostly small units mining construction materials); and the few gigantic regional operations (2%)-copper, iron, phosphate, and uranium mines-that move 50% of the material. With few exceptions, neither of the two groups is amenable to the coal mining practices addressed by the act. The strip mine law was designed for coal mining, where land is regraded, revegetated, and returned to usefulness. In contrast, construction mineral quarries supply local needs for decades, remove most of the material from the immediate vicinity, and cannot be returned to their premining uses (though they have innumerable other valuable uses). The nation's huge mineral deposits require enormous capital investments, are vital to the nation's economy, and can take centuries to exploit. Any attempt to return these locations to premining use would be illogical. Pebble phosphate in Florida and red-bed copper in Oklahoma come near to meeting the conditions contemplated in the act. History The Cortez Mining District has a long history of mining activity dating back to 1862. More recently, Cortez Gold Mines had operated a cyanide leach, counter current decantation (CCD) recovery gold mill from January 1969 to February 1976. This type of plant has been standard in the US for treating higher grade, finely disseminated gold in Carlin type ores. The mill was initially operated from 1969 to 1973 at 1.5 kt/d (1650 stpd) on oxidized ore from the Cortez ore body. In 1973, the mill was operated at 2 kt/d (2200 stpd) on softer, less oxidized, high clay ore from Gold Acres, located 13 km (8 miles) west of Cortez, NV. In February 1976, the oxidized portion of the ore body at Gold Acres was depleted and the mill ceased operations. Successful heap leaching of the lower grade portion of the ores was practiced at both Cortez and Gold Acres to supplement the milling operations. Valuable experience was gained in the operation of these two heap leaching programs (Duncan and Smolik, 1977). The ore heaps at Gold Acres and Cortez were releached with a limited crew from 1976 to 1979. The surge in the price of gold in late 1979 sparked an interest to incorporate new techniques into treating lower grade and less oxidized carbonaceous ores at Cortez. In early 1980, heap leaching was started on low grade oxidized dump material left from the earlier Cortez mining operation. By June of 1980, testwork was completed on the London Extension Dump, a low grade, mildly carbonaceous dump at Gold Acres. It was decided to convert the mill at Cortez from the conventional cyanide leach CCD recovery plant to a carbon-in-leach (CIL) recovery system. In May 1983, ore processing from the Horse Canyon deposit began. The Horse Canyon ore body contains both oxide and carbonaceous ores and is located 22.5 km (14 miles) from the Cortez mill. The Cortez CIL circuit was expanded to handle a blend of oxide and carbonaceous ores from Horse Canyon. Ore selection In the last quarter 1979, gold prices were increasing to a point where restarting the Cortez mill, idled since 1976, appeared imminent. Several previously explored geologic reserves at various stages of development were available as possible sources of feed for the mill. Initial metallurgical testing of dumps and tailings from earlier operations was completed, and previously uneconomic deposits were explored. It was decided to pursue sources of ore with the least lead time to production and those with the least capital cost requirements. A master plan was developed to bring the four profitable ore resources into production. The speed and internal accuracy of today's electronic calculators can be utilized to write an efficient slurry calculation program. The calculator's input/output printing feature offers additional benefits for data organizing and record keeping. This program allows slurry calculations to be performed without the urgency of immediately transferring a calculated result onto a process flowsheet or specification sheet. The number of flowsheets required for some hvdrometallurgical processes means the number of process stream blocks or ladder diagram entries can become substantial. Slurry calculations for such projects tend to become repetitious and tedious, and the chances for errors increase both in calculation and data entry onto process documents. Using this program has minimized both types of errors. Checking process flowsheets is particularly expedient with the program because you may "walk" through the flowsheet on a weight basis, i.e., solids rate and solids density, and have the program verify and/or correct the volume entries, gallons, and specific gravities. The program was initially used on a beneficiation project to check some 500 data entry values on ladder diagrams covering seven process flowsheets. Numerous hand calculation errors were determined and corrected, and the time for completely checking and correcting the flowsheet ladder diagrams was substantially reduced.

Strategic alignment throughout a mining organization is critical to effective strategic execution and good business performance. The alignment of strategic goals and objectives in the different operations and functions in a large global operation is a challenge facing executive management in light of legacy organizational structure and processes. An additional confounding factor in strategic alignment of acquisition and new project expansion is that mining projects and operations are frequently multi-cultural in terms of country origin as well as organizational culture. This brings together many cultures to accomplish the project or complete an acquisition (Financial Times, 2006). The mining industry presents numerous challenges to executives and mine management by the nature of the operation and organizational processes used in running it. For example, there seems to be an inherent conflict between the individual goals of the components that constitute a mineral processing operation (the mine, the mill, the smelter and the refinery), and lowest cost production of the final product. Managers of these component operations have specific objectives passed down from the corporate executives. Those site managers tend to be compensated based on throughput and perform to this main metric. This tendency to maximize throughput for an individual operation can contradict the general process flow of a best-fit solution to producing the final product at the lowest cost. In an effort to become more aligned, firms are increasingly using balanced scorecard derivatives at great cost and effort (whether internally or externally sourced) in an attempt to help with strategic alignment. Balanced score-cards have been effective in providing a good strategic scorecard to companies with some measure of strategic alignment. Many firms make this effort of using balanced scorecards. However, most firms are not strategically aligned or, at best, are sub-optimized, in terms of strategic alignment (Kaplan and Norton, 2006). The tendency in mining operations is to focus on operating individual components as optimally as possible and stretching existing assets to the best possible production rates. ?Making tons? is the common operational focus. Numerous factors underpin this focus and can affect the ability of the operation?s ability to align properly with the corporate strategy and strategic goals. Critical factors are legacy organizational structure, culture, processes and performance measurement systems. Changing anyone of these factors to affect better strategic alignment requires significant attention to managing change.

Due to safety-imposed constraints on clearances for mobile bulk handling equipment, it is necessary to optimally select a unit based on speed and size. The unit cannot be both large and fast. Since output is proportional to both size (or capacity) and speed, the combination must be carefully examined to maximize output. A simple graphical procedure and a calculus-based solution are presented to accomplish this. While the procedure applies to all mobile bulk handlers, as an example of the solution technique, attention is focused on shuttle cars. Background Major variables To fully define a bulk handling problem, the conditions, equipment, and activities must be characterized. The conditions and activities, when lumped together, are termed "encumbered space," since they "act to impede motion, as with a burden" (Lineberry, 1979). The insertion of mobile bulk handling equipment into what is already a difficult set of conditions and activities compounds the state of encumbrance, as limited space is competed for by many normal and life support systems. Long (1972) recognized the effects of design criteria, including road width, on haulage vehicle speed and, therefore, on production. Velocity -clearance curves Velocity-clearance curves are either available or can be constructed in the field. A preliminary set of curves for average conditions and activities is shown in Fig. 1, where clearances are only for the side of the vehicle (Lineberry and Adler, 1984). These curves set the safe speed limits for a vehicle operating at given clearances, under given conditions and activities. When feasible, velocity-clearance curves should be constructed through field measurement and observation. Curve construction should also consider haulway roughness, distances, and operator skill, as well as loading and dumping characteristics. It should be noted that haulage capacity determination is a total systems problem, not one just dependent on velocity and clearances. Production requirements and company capabilities also influence capacity determination.

As 1979 drew to a close, it was obvious that China would have another good year with output of most industrial products at 3-9% above levels attained in 1978. Most increases were registered on the basis of maximum utilization of existing capacities and nationalization of procedures and methods. There were also distinct improvements in the quality and variety of products. Coal output probably surpassed the 650-Mt level in 1979. Steel output was expected to reach the 35-Mt level, an increase of nearly 10% over 1978. Based on the vast amount of housing and road and project construction, cement production more than likely surpassed 70 Mt. The nonferrous base metal industries improved somewhat in 1978, but actual output levels in recent years may have been a little higher than previously estimated by the outside world. Stagnate world demand slowed growth in the "export metals" sector. Minerals like magnesite and talc were produced at tonnages much larger than previously thought, with gold also falling into this category. Sulfur and pyrite production are still short, although a big pyrite mine was being brought into production. Barite out-put was reportedly up and fluorspar output held its own. Westerners generally concede that difficulties in transportation and power supply are holding back mineral production. Throughout 1979, basic construction continued on the majority of projects started by the Chinese and those few foreign projects contracted before the adjustment of industrial priorities. Foreign Ventures Perspective The foreign connection looms large in China's plan for modernization. In effect, it is an extension of what China wants to do in terms of "walking on two legs"-that is, develop what can be done locally to the fullest extent, then rely on international technology to move into the bigger and more complicated projects. Foreign projects are designed to complement domestic projects rather than replace them. Many foreign projects were started or continued by the Chinese in 1979. Building the necessary infrastructure for the projects is usually a Chinese endeavor and requires Chinese technicians and money. In areas with a strong economic base, this activity proceeds without foreign aid. In other areas, added funds are requested. Foreign funds can come in many forms-equipment technology, low interest loans, equity capital, advance-of-funds on the basis of future delivery in kind, and joint venture money. The Chinese are exploring all these avenues, with the strategy of minimizing foreign exchange needs for individual projects. They feel very uncomfortable with high interest rates, even though interest can be treated as operating ex¬pense rather than capital expense. Then there's the question of rights. So, while developing its Two Piece Assembly, Goodyear noted a number of trends in the mining industry: •The global market sophistication of equipment and operations requires the packaging of products and services to provide the best return on investment. •Industry consolidation and growth have resulted in fewer, more powerful mining houses, leveraging purchasing power in the marketplace. •User productivity demands continue to drive original equipment manufacturers to develop higher pay-load equipment. •Technology needs include improved ergonomics, to reduce fatigue and increase operator productivity. •Increased laws and environmental regulation prohibit on-site whole tire disposal practices.

Simulator technology has advanced to the point where the cost of mining equipment simulators is beginning to make commercial sense. Simulator-based evaluation allows operators or potential employees to be assessed in a pseudo-real environment under surface and underground mining conditions. Simulator training also allows operators to be exposed to emergency and advanced situations such as brake or steering failure or a tireblowout. ThoroughTec, of South Africa, provides simulator equipment to the mining industry. The company’s various packages of simulator products provide an unbiased evaluation score that removes human error from the assessment process. This same evaluation score is also presented at the end of normal training or refresher training sessions. In this way, the simulator helps eliminate bad habits and improve efficiencies.

San Francisco, CA will host about 1,500 tunneling and underground construction professionals from around the world during the biannual Rapid Excavation and Tunneling Conference (RETC), June 19-22. These professionals are gathering in a city that has seen much under-ground work throughout its history. And, today, the San Francisco region has more than $4.6-billion in tunneling projects under way. The RETC will include three-and-a-half days of technical programming, complete with proceedings, two short courses, two field trips and a host of social activities. In addition, the accompanying exhibit has attracted 127 exhibitors in 152 booths, an RETC record. The following is a brief list of activities that will take place during the conference. The Pogo Mine, near Delta Junction, Alaska is a new 2500 STPD gold operation. The control system of the mine and milling operations are a hybrid of DCS (Distributed Control System) control and PLC (Programming Logic Controller) control. A DeltaV DCS system serves as the main control and operation platform while the PLCs operate a multitude of vendor specific packages. The communication backbone of the DCS system is a hybrid of star and ring fiber optic topology, which provides reliability and flexibility. The communication between the DCS and PLCs is typically facilitated by serial communication. This communication insures the integrity of the whole control system.

Environmental impacts from acidic mine drainage are growing national concerns that are particularly acute in the headwaters of the Rocky Mountain region. In the Black Hills of South Dakota, approximately one thousand mines are inactive or abandoned, most of them in the headwaters of major drainages. This paper examines the Bear Butte Creek basin, a heavily mineralized watershed with significant historical mining impacts and a surface gold mine permitted in 1997. The watershed loses its surface discharge to swallow holes in the karstic Madison Limestone. The integrity of the aquatic ecosystem was monitored with a suite of sitespecific bio-indicators. Stream surveys covered the entire reach of Bear Butte Creek from near its headwaters to the swallow holes in the Madison aquifer. Data from the stream surveys, water-quality sampling, and bio-indicator surveys clearly showed that water-quality impacts are limited mainly to Strawberry Creek and to the area of Bear Butte Creek near and downstream of the town of Galena.

Sulphur as an element has been used for centuries. The technique of storing, handling and transporting it in its various forms has changed through the years. Freeport Sulphur Company, a division of Freeport Minerals Company, has produced sulphur since 1912. The first storing and transporting of this product as a liquid began in 1947. Significant environmental problems occurred in the handling of solid sulphur in the late fifties and early sixties. Since the sulphur WAS produced in the liquid form and the major customers used it in the liquid form, it became obvious that a liquid transportation system was the solution. The liquid sulphur delivery eliminated the dusty and hazardous handling problems and the contamination of the sulphur by dirt, acid, moisture and other materials. The remelting by the customer to use the sulphur is thusly eliminated with a savings in energy. In addition, this change in the mode of handling permitted a broad development of new sulphur mines in the marshy coastal area of Louisiana and offshore in the Gulf of Mexico.

The evolution of longwall mining is briefly traced from its inception in England in the 1620's. In the beginning this method recovered 90% of coal with roof closure controlled by packs and walls. Mechanization began with kerf cutting, crude face conveyors, and improved face support. Full face mining was accompanied by the introduction of self- advancing hydraulic supports. U. S. longwalls evolved a retreating system to recover blocks of coal outlined by room and pillar panels. Computer control combined with the most modern technology have greatly increased productivity. Past trends are used to predict future technological directions.

Dense medium cyclones are the preferred means for cleaning 1/2 in. x 14Mesh to 28Mesh (12.7 mm x 1.0 mm to 0.6 mm) raw coal and are becoming a common choice for cleaning raw coal from a nominal top size of 2-1/2 in. to 3 in. (63.5 mm to 76.2mm) down to 14 Mesh to 28Mesh (1.0 mm to 0.6 mm). During the last ten years, dense medium cyclone circuitry design has undergone changes which have combined to improve process efficiency. This paper describes these improvements and compares present day design with the design used prior to the mid 1980's. Improvements in the following areas are described: Raw coal desliming, cyclone configuration, drain and rinse applications, dilute medium circuitry, and instrumentation and control.

Rare earth elements (REE) and critical minerals are increasingly becoming more important in our technological society and are used in many of our electronic devices (such as cell phones, computer monitors, wind turbines, etc.), batteries, and magnets. Measuring REE and critical minerals in ashed coal approximates the REE and critical minerals in the fly or bottom ash remaining after coal is burned at a power plant, where REE and other critical minerals could be leached. In New Mexico, there are 26 coal fields in Late Cretaceous rocks in the San Juan and Raton Basins. These rocks are being characterized as part of the DOE’s CORE-CM (Carbon Ore, Rare Earth, and Critical Minerals) program. Higher concentrations of REE (as much as 2103 ppm total REE) are found locally in ashed coals from the basins. More chemical and mineralogical analyses are required to fully understand the distribution and origin of REE in these deposits. As the demand for REE increases because of increased need and short supplies, the dollar value per ton of ore rises, enhancing deposit economics, perhaps even from coal.

The effect of metallic iron fines on froth flotation of a sulfide ore was examined by comparing the flotation results with and without iron fines present in the flotation feed. Mild steel and ceramic laboratory ball mills were used to grind 600 g sulfide ore charges. The mild steel ball mill generated approximately 4.6 g of iron fines (0.8% of the ore charge mass) when grinding to a product size of 80% passing 200 mesh (75 mm). When a low dosage of a weak xanthate collector was used in flotation, the impact of the iron fines on sulfide flotation was marked. Higher dosages of stronger xanthate collectors rendered the impact of the iron fines much less significant. Consumption of the collectors by the powdery iron fines is believed to cause the differences observed in the flotation results. A galvanic effect on flotation was not evident in this study. The impact of the iron fines on silicates depression was also examined.
