Distinct trends in grinding mill technology have emerged in recent years. In an effort to optimize overall mill performance for the needs of the End User, broad measures of logistical speed, process flexibility, operational risk, and overall costs now exert greater influence on the specification of grinding equipment. As a result, innovative alternatives to conventional grinding mill structures, supports, drives, feed, and discharge configurations are now being offered and selected with greater frequency. This paper investigates these trends in grinding mill technology, utilizing optimization and decision-theory techniques. In particular, the paper considers how specific advances in process design, product engineering, manufacturing techniques, and mining operations continue to relax technological constraints, enabling further mill innovation. In this context, a methodology is presented, illustrating how proper selection and specification of grinding mill components and configuration can target an optimization of the four End-User performance measures listed above.

Ammonium thiosulphate is a non-cyanide lixiviant for gold leaching. The major problem is the high reagent consumption. A combination of 0.3M (NH4)2S2O3, 0.03M CuSO4, 3M NH3 was used to leach a copper-bearing gold ore at pH 10.2 for 24 hours. 30 kg/t of thiosulphate was consumed. Oxygen and copper species were found to be responsible for thiosulphate decomposition. The thiosulphate consumption could be reduced to around 17 kg/t by adding chelating agent, reducing copper sulphate concentration to 0.001 M and replacing CuSO4 by NiSO4. The increase of pulp density might reduce the thiosulphate consumption to around 17 kg/t. By regulating the oxygen supply, the thiosulphate consumption could be reduced to 10 kg/t.

At the Fort Knox Mine, Fairbanks, Alaska, carbon fines are generated during stripping, acid washing and kiln regeneration operations. Carbon fines are collected by a filter press because of their gold value. Samples of the carbon fines show that they consist of 20-30% carbon, 70-80% grit and 0.17-0.68 kg/t (5.0-19.9 oz/st) gold. About 80% of the gold values in the carbon fines used in this study are in a form of recrystallized free gold grains, with the balance being adsorbed gold on the carbon. High recoveries of gold and carbon were obtained in laboratory tests using froth flotation, with a high rejection of the grit.

Dolomite impurities are increasing in the currently mined phosphate deposits in Florida. Several research efforts have been conducted in various laboratories around the globe to find methods to economically removing the dolomite. However, a universal and cost-effective process is not now in commercial use. In this paper, a new process for dolomite/apatite separation is presented. The differential solubility of dolomite in slightly acidic solution is utilized to generate micro CO2 bubbles at the dolomite/water interface. Particle (dolomite)/bubble aggregates float to the surface leaving phosphate concentrate with low MgO content. Interestingly, up to 6.0 mm particles can be floated by such micro-bubble/particle aggregates. Different surface-active agents were tested to stabilize the bubbles. Results of these tests are presented, and the mechanisms involved are discussed.

The underground ventilation system at the Waste Isolation Pilot Plant provides unparalleled ability to ensure safety of the workers, public and environment. Although small spatially, it can vary the airflow from 66,000 acfm to 460,000 acfm. It can automatically incorporate HEPA filtration in the event of radioactive contamination. Remote-capable regulators individually control the four main splits, and can be adjusted from the surface if necessary. A ventilation remote monitoring and control system provides real-time information. Future areas of concern include DPM compliance, system psychrometry, logic-based-real-time mine ventilation simulation and automation using PLC technology. This paper discusses the evolution of this system.

Introduction The growing role of Colombia as a major supplier of internationally traded steam coal has been widely discussed in the industry. Although Colombian coal has been produced and exported in small quantities for a number of years, the country's position as a major coal exporter began in earnest in 1985 with the first commercial exports from the Cerrejon North Block Project. The mine is located on the Guajira peninsula in northeast Colombia, about 145 km (90 miles) from the coast (Fig. 1). In addition to the mine itself, the project involves construction of a dedicated railroad and port. This forms a modern, efficient, and integrated system. The project is embodied in a 50-50 association contract between International Colombia Resources (Intercor), a wholly-owned subsidiary of Exxon, and Carbocol, the Colombian state coal company. Intercor and Carbocol share investment and operating expenses equally. Intercor has the additional responsibility of managing operations on behalf of the partners. Each partner is entitled to 50% of the coal produced, and each markets its share separately. The project is a multi-seam, truck and shovel operation, based on large reserves (2 to 3 Gt or 2.2 to 3.3 billion st) of high quality bituminous coal. Exports began in the first quarter of 1985, at modest levels through what is called Early Coal Facilities. The permanent coal handling system began operation in February 1986. Production will increase rapidly in each of the next few years, reaching the design capacity of 15 Mt/a (16.5 million stpy) in 1989. Based on available resources, however, the resource will support expansion, and continued growth in production into the 1990s is feasible. Importance of transportation The success of a new coal export venture, such as Cerrejon, depends heavily on efficient transportation. In the international coal industry, overland and ocean transport can in some cases account for 40% to 50% of the final value of the product. Many coals, such as western US subbituminous coals, cannot reach export markets at all because of their low heat content and great distance from export markets. By the same token, low-grade resources are often commercially attractive for local markets even in the face of competition with much higher quality coals from distant sources. The Los Angeles Metro Eastside Extension light rail project included a 1.5 mile underground segment, which consisted of twin 18'?10" ID tunnels, bored with two EPB-TBMs. One of the major project challenges after the completion of the bored tunnels was the excavation of six cross passages within alluvial geology below the water table and with low ground cover. Sequential excavation methods were employed and this paper details the design, ground treatment, support measures, and construction methods used to mine these cross passages beneath the congested urban streets of the City of Los Angeles.

This is the seventh annual tabulation of royalty information. It is also the first year in which some data have been deleted to make room for new data. The concept of royalties evolved from a time when the government owned all of the land, including mines, to the situation where free miners won the right to claim minerals but paid a portion of their production to the royal treasury. Today, a mineral royalty is a payment to the owner of the mineral rights for the privilege of producing the mineral commodity. However, some people incorrectly believe that the selling price and the royalty are the same thing. The contract between the owner (lessor) and the mining company (lessee) is the mineral lease. Some clauses that are common to mineral leases include: identification of property, granting clause, reservations, definitions, royalty rate, taxes and title, indemnity, termination, inspection, assignability, successors, and reclamation. There often are variations in royalty rates for a given commodity that reflect differences in location, quality, market conditions or public versus private ownership. History In the time of ancient Rome, the government owned the mining properties by virtue of conquest. It would lease the mines to favored citizens who would pay rent to the State. Various conditions of sovereign ownership of both land and mineral rights continued in Europe until the Renaissance. As the laws evolved for land ownership by private citizens, the concept that minerals belonged to the State (King, Crown, sovereign) continued until about the 15th century. Free miners challenged the notion of sovereign ownership and won the right to discover and claim minerals. But a portion of their production had to be paid to the sovereign - a royalty. So, the original concept of a mineral royalty was a tax on production that was due to the Crown or Church. The term mineral royalty, as it is known today, is a payment to the owner of the mineral rights (formerly the royal owner) for the privilege of mining and producing the mineral commodity. The owner of the mineral rights, the lessor, and the mine operator, the lessee, enter into an agreement to mine the property. The agreement is the lease. While this concept is common, there are some who do not understand that the royalty is a portion of production paid to the owner as agreed on in the lease document. This author has seen reports where the selling price of a commodity has been quoted as the royalty. ("They get 70 cents a ton royalty at their pit and the guy down the road only has a 65 cent royalty.") These reports have been authored by people not familiar with the mining industry. Lease clauses In addition to the amount to be paid the lessor, there are several other items to be addressed in the lease agreement. The following list may not be all inclusive, but briefly describes most of the common clauses any good mining lease should contain. Identification: This opening clause names the owner (lessor) and the operator (lessee), the address of each, and gives the legal description of the property. Granting clause: This part of the lease gives the time period or duration of the agreement and information about renewal periods. It also has language about the exclusive right of the lessee to mine the property. Reservations: If the owner wants to exclude any portion of the property or set some specific conditions about the operation, there needs to be a clause that describes these reservations. Definitions: This section should address some of the technical terms that the lessor may find confusing - short tons versus cubic yards, dollars versus percentage of average selling price, any escalator indices such as consumer price index or producer price index, and material mined versus material sold. Royalty: This section spells out what the royalty rate will be, how often it will be paid, if there is an annual minimum, the pay dates, and how the records will be kept. This section also describes the conditions under which the lessee is exempt from the annual minimum - natural disasters, strikes, governmental actions, or other causes referred to as force majeure. Taxes and title: The lease needs to identify who is responsible for the property taxes, severance taxes (if applicable), and other taxes that relate to the mining activity - taxes on equipment, improvements, or stockpiles. This is a good place in the lease for the owner to certify his ownership of the property and its mineral rights and also certify that no other leases are in effect. The lessees may want language that allows them to pay mortgages or other debts on the property to keep their lease in effect. Indemnity: This portion of the lease identifies that the lessee assumes the risks for lessee's mining operation. Lessor should expect indemnification by the lessee through standard insur¬ance policies - workers compensation, liability and property damage. Termination: Both the lessor and lessee want language that will allow them to terminate the lease. Until recently, the generation of electricity was regulated in all states and the value of generation assets in a regulatory environment for ad valorem taxation were based largely on the book value of the plant plus the rate of return on capital allowed by the state regulatory agency. This method of appraising utility generation assets is inappropriate in a competitive environment because past capital expenditures are not relevant in a competitive environment. However, it is not clear what valuation methods are appropriate after restructuring. This paper identifies key problems and advantages of other appraisal methodologies and makes comments on various valuation and taxation methods.

I would like to congratulate Professor Gershon on an idea that is obviously valuable and is certainly new to me. It has, however, to be further developed, in that one can get fallacious results by limiting oneself to positional weights. In the example problem, the positional weight of one block was 8.6 (the 8.0 value in the paper was incorrect) for 36 units in the cone, for a mean block value of 0.239. The positional weight of the second block was 4.4 for 15 units, for a mean block value of 0.293. Surely one would expect the second block to be rated higher. Additionally, the time value of money adjustment cannot be determined by depth, because the time that a block is mined is determined by the mining sequence, not depth. Figure 1 shows a slightly altered version of Professor Gershon’s pit. The overall value of the pit is the same, as are the total values under each of his blocks. The values in the right-hand cone have been reversed top to bottom, and the values in the rest of the pit adjusted to keep the central cone total unchanged. All values have been multiplied by 10. Figure 2 shows the sequence of mining, at three blocks per year, for Professor Gershon’s pit, and Fig. 3, the sequence for a pit under the other block. Table 1 shows the value and discounted value (157. ) of Professor Gershon’s pit, and Table 2 shows similar values for the second pit. It is apparent that the second pit schedule is more valuable than the first.

The Pennsylvania Department of Environmental Protection (US EPA 319 program) provided funding to aid a public-private effort in the installation of an environmentally-friendly system to treat abandoned mine drainage at Jennings Environmental Education Center (Pennsylvania Department of Conservation and Natural Resources). Through this cooperative effort among state and federal agencies, mining, excavation, and environmental companies, college and home school students, Girl Scouts, and volunteers, a successful multi-component passive system, readily accessible for upgrades and public education/research activities, was built. 90 people were directly involved in construction of this award-winning system and about 1000 people annually benefit from the educational opportunities.

German manufacturer DBT signed a contract to supply a sixth automated-plow long-wall system to Shenyang Coal in Liaoning province in northeastern China. This most recent order occurred just weeks after DBT signed a contract to deliver a fifth automated-plow longwall system to Datong Coal in Shanxi province. The plow will go into service at Shenyang Coal’s Hongyang Mine. Mining conditions at the mine, coupled with DBT’s advanced automated-plow technology, means that the system has the potential to become one of the world’s most productive thin-seam longwalls.

Despite the fact that the New Austrian Tunneling Method; NATM, has been used in the United States for the past 23 years or so, still considerable misconceptions exist in the industry about the nature of the method and its implementation. In the authors’ view its implications are usually not well understood. The paper provides an overview of the highlights of NATM usage over the past two decades to illustrate the point that NATM is now a well-established tunneling method in the U.S.A. Accordingly the thrust of this paper is on the more pragmatic aspects of the NATM technology usage as it concerns the Owners, Designers and the Contractors. Prior to examining the implications of NATM usage from the viewpoints of various stakeholders, it should be helpful to first briefly provide an overview of the history of the method as it was introduced and implemented on several key tunneling projects in the US, over the last 2 plus decades.

The Slippery Rock Watershed Coalition was organized to restore a 70 km2 portion of the headwaters of the Slippery Rock Watershed in northwest Pennsylvania. Thirteen passive treatment systems have been installed with engineering and funding provided by private industries, county government and the Commonwealth of Pennsylvania. In addition, experimental systems have been installed at the Jennings Environmental Education Center which, in addition to monitoring the systems installed within the watershed, provide an array of educational and research opportunities for secondary, college and university students. The coalition sponsors an annual seminar for students to present the results of their research and field trips for public officials and private citizens to learn how public and private partnerships work together to restore the Slippery Rock Creek watershed.

Were the legislators and politicians responsible for the closing of the U.S. Department of the Interior?s Bureau of Mines (Bureau) in March 1996 fully aware of what they were doing? Throughout the United States? history, the domestic mining and minerals industry has been largely responsible for the nation?s growth and prosperity that had made it a world leader. The mining and minerals industry made it possible for the young nation to catch up with Europe during the Industrial Revolution, played an essential role leading to victories in World Wars I and II and was a core ingredient for continued economic growth. For a number of decades, America?s import dependency on non-fuel mineral materials has continued to increase. (USGS Mineral Commodity Summaries). Developing domestic resources to meet current and future demands ? particularly those resources considered to be of strategic and critical value to national security ? is necessary. Federal involvement is required since many of these resources are located on public lands. Another reason for federal involvement is that the success of the industry depends on long-range research programs and advances that may take up to 25 years to become commercially available. This situation requires federal partnership to coordinate the programs necessary to collectively involve the industry, individual mining companies and colleges and universities. So, how was it possible to close a federal agency that had contributed so much to the nation?s welfare in a mandated 90-day period, with more than 1,200 employees losing their jobs?

Tele-remote operation of production equipment from surface will change the design criteria for underground mines. And for ventilation, with machine operators on surface, conventional planning to dilute and remove pollutants can become redundant. Natural Resources Canada with industrial partners are investigating what will be the new environmental design criteria. Additional complications include new mining equipment being designed without standard services and mines’ desire to eliminate conventional auxiliary ventilation. Findings to date show the cooling of equipment’s hydraulic systems to be the most demanding element, especially in dead-ends and when stationary. Consequently, revised ventilation based heat control strategies for equipment are being developed for the automated mine of the future.

Big Creek Tunnel 2, constructed in 1912, is located in the Sierra Nevada Mountains of California, east of Fresno. It is horseshoe and circular shaped with a 3.6m (12ft) diameter and extends 6.6km (4.1mi). Historically, tunnel performance suffers from highly jointed rock and low cover. In 2003, leaks were observed surfacing through outcrops of highly jointed graniodiorite, and subsequently investigated by visual inspection, joint mapping, ground penetrating radar, and a water-tracing survey. Several grouting targets were identified as a result of these investigations. Cement grouting was used to fill void spaces, broken rock and open joints expected to exist behind the concrete and steel liners. Project work consisted of grout hole drilling through the existing concrete liners, and grout placement through squeeze packers supplied by standard grout hose and portable grout plants. Grout pressures were typically 20?30 psi. Grouting was completed in 16 days with a total of 1,550 sacks of Type II/III grout placed at the three likely leak source areas. No grout was observed exiting the tunnel and the leak was stopped.

Education in the mineral engineering professions is in the same flux and turmoil as is the entire minerals industry. Overcapacity in some areas, undercapacity in others, and the constant fear of substitution plague education as well as industry. The exercise in long-range planning that The Society of Mining Engineers has undertaken gives an excellent opportunity to examine the problems and the opportunities in minerals engineering education. Charge to the Committee The Educational Activities Committee was asked by the Long-Range Planning Commission (LRPC) to examine SME's future role with respect to "education policy, role and organization, education department, education board, continuing education, short courses, and extension courses." This examination is timely. It follows a reorganization of SME's Education Board designed to make the Board more efficient in its operation, more responsive to the needs of education, and more active in the setting of Society policy on education. In addition, the roller-coaster cycle of boom and bust experienced by the mineral industry in the last decade has been shared by the minerals schools and has created enrollment problems that need to be addressed promptly. Within SME there is much experience on educational issues to draw from and many problems to solve. Major Premise The committee is emphatic in espousing the philosophy that SME should support, in word and in deed, the highest possible standards that can be maintained by the minerals schools. As guardians of the various mineral engineering and scientific professions (geological engineering, geophysical engineering, mineral engineering, mineral processing engineering, and mining engineering), it is appropriate for the Society to be a watchdog for academic standards. One member of the committee put it succinctly, "We need to educate engineers and technologists, not muckers." A vital and profitable minerals industry needs professionals educated by good teachers, equipped with the most modern available methods, techniques, and knowledge, and challenged by their education to be innovative contributors to their chosen profession. Such education occurs only if it takes place in an institution that is vital and challenging. SME can enhance the quality of its membership if it works to maintain the standards of the schools that graduate new members. Education does not end with the award of a degree. It is appropriate for SME to strive for continued technical quality of its membership. To this goal, SME should maintain its attention to the process of licensing professional engineers, and it must continue and expand its efforts in continuing education for the membership. Recommendations for Action The following recommendations were submitted by the committee and then amended slightly by the full commission. The recommendations have support from the SME Board. • SME Education Coordinator and Staff Department of Education - Staff support for education should be provided by someone with experience in engineering education who would be appointed as SME Education Coordinator for all educational activities: accreditation, continuing education, student affairs, and liaison with mineral schools. The Board has approved an Education Coordinator and the position has been filled. • Advisory Committee on Education - SME should recognize, by amending its committee structure, that functions important to education are filled by SME-appointed representatives to the Accreditation Board for Engineering and Technology (ABET), its Engineering Accreditation Commission (EAC), and Technology Accreditation Commission (TAC). It is suggested that these persons, plus the chairman of the Education Council, plus two other persons appointed by the SME Board, form an advisory committee on education. Laboratory testing was carried out to evaluate several devices for recovering clean coal from bituminous coal refuse material. The bulk of the testing focused on using a dense-medium cyclone to process -0.6-mm refuse material. A hindered-settling column and a spiral concentrator were also used to process 1.2x0.15-mm material. Product yields and ash contents were obtained for all tests, while partition curves were generated for selected tests from which the characteristic performance parameters (relative density of separation and probable error) were determined. The results indicated that the dense-medium cyclone was capable of cleaning down to 0.037 mm, while the other devices were effective to 0.15 mm.

From 1993 through 1999 Cyprus Amax Minerals Company successfully completed eight major construction projects around the world. Six greenfield mines were brought into production, an ongoing operation was completely modernized, and an environmental issue was appropriately remediated. The projects stretched over three continents, from arctic Russia to the Atacama Desert, from 16,000feet to sea level, from city suburbs to remote wilderness, from a low of $130 million to over $1 billion. Open pit and underground; mill and leach; gold, copper, molybdenum, and coal were all encompassed. The breadth of diversity experience from these projects inspired Cyprus Amax to create a “best practices” project management protocol, to steer corporate expansion into the next millenium. This paper summarizes those best practices, while high-lighting project management pitfalls to avoid.
