Introduction An integrated oil company has two options in approaching strategic planning. It has to decide whether it is in business for the long-term. I state this in all seriousness. Those who help manage public companies have the responsibility of good stewardship of other people's money. We must decide whether continued investment in our basic business will generate a reasonable rate of return. With a world surplus of petroleum production capacity, and continuing downward pressure on prices, this question should be addressed by all oil companies. And a positive answer is not necessarily a foregone conclusion in all cases. The decision should be made based on proven competence in finding and developing petroleum reserves on a cost-competitive basis with other producers, and on a frank analysis of future prospects. This should include a realistic assessment of the projected rate of return on specific investment projects. If a company did not pass these tests, its strategy could take one of four paths. Diversification First, it could diversify. But recent history suggests that oil companies are not good at managing other businesses. Second, it could seek a buyer for its business at the optimum return for its owners. Third, it could sell its assets on a piecemeal basis. And, fourth, it could adopt a longer-range plan of self-liquidation by living off current recoverable reserves. In other words, by not investing in exploration and development, it could maximize short-term profit and pass the money back to shareholders in the form of dividends. The Conoco component of DuPont has a below-average cost of finding petroleum, a good track record of efficient production, and a full plate of projects that pass the test of return-on-investment. In short, Conoco is in business for the long-term. That fact, in itself, determines at least one key element in strategy. This is to extend the life of the petroleum reserve base while at the same time maintaining maximum efficient rates of production to provide a strong cash flow. A company that is able to maintain a strong reserve base will ultimately see the value of those reserves escalate as world oil supplies tighten. Our planners expect this tightening to occur within the next decade as demand grows and production in non-OPEC areas of the world begins to decline. An exploration program tailored to meet the requirements of reserve replacement and current production should have two basic parts. Flame retardant materials can be incorporated or applied to products, including plastics and textiles, to increase their resistance to fire. Incorporating a flame retardant in combustible materials and plastics is a common procedure to reduce the risk of fires. Flame retardant applications include interior and exterior woods, structural steel columns, fabrics, open and closed cell foam, pressure treated wood, Formica and all types of fabrics for use in commercial applications as well as residential applications where their fire protection products can save lives and valuables. Huntite and hydromagnesite are amongst the most important flame retardant additives materials. Although various areas of the world have potential huntite and hydromagnesite deposits, their place in industry is not well known, and a detailed field search for their deposits has not yet been conducted. They are active during the starting phase of a fire, in that they prevent the spread of an inner or exterior source of ignition to the flame-retarded material, thereby, preventing, delaying or inhibiting the spread of a fire. Flame-retardants are, therefore, just one element among many in a concept for preventive fire safety. To obtain huntite and hydromagnesite concentrates that are more than 95% pure, which are used in flame retardant industry, flotation tests were conducted on low-quality huntite and hydromagnesite ores.

When a large area of open gob collapses suddenly, a windblast is produced that can cause considerable damage throughout the infrastructure of a mine. In a few cases, the windblast has been accompanied by ignitions of methane and/or coal dust. This paper describes the conduct and results of laboratory tests involving the compression of mixtures of air, methane and coal dust under a falling weight and while allowing controlled escape of the mixture. The transient responses on pressure and temperature sensors were recorded. In addition to an analysis of those records, the paper highlights those conditions in which ignitions occurred.

The surface chemistry of the calcite/oleate flotation system was examined by in-situ FT-NIR/IRS. Spectra of combination and overtone bands of aliphatic stretching vibrations revealed gauche/trans conformational changes that occurred solely as a function of temperature. The conformational changes were attributed to the simple "melting" behavior associated with phase transitions. It was concluded that chemisorbed oleate at calcite surfaces is gel-like at temperatures below 22oC, resembles a coagel between 22oC and 31oC, and becomes micelle-like at temperatures above 31oC. By comparison, chemisorbed oleate at fluorite surfaces also undergoes these phase transitions but is additionally dependent on adsorption density. The conformational changes were observed at high chemisorption densities (> 2.0x10-10 mol/cm2) and attributed to molecular forces, primarily van der Waal's interactive forces, among neighboring chemisorbed oleate molecules. Similar analysis of in-situ FT-NIR/IRS spectra of surface-precipitated calcium dioleate at calcite surfaces did not exhibit this behavior thereby confirming that surface-precipitated calcium dioleate remains in an all-trans conformation. The results help explain why surface polymerization is not observed at calcite surfaces but is observed at fluorite surfaces.

Measurement of gamma radiation occurring in nature to characterize geological formations has been widely recognized in mineral exploration. Different methods and apparatuses have been developed for drill hole logging purposes. Geological formations vary in amount of naturally emitted gamma radiation. A gamma signature from a geological formation is captured by utilizing different types of gamma detectors. A natural gamma radiation detector (NGRD) can be used to control mining whenever there is a significant difference between the radiation levels in the mineral or ore being mined and the waste materials surrounding the ore. Surface miners, such as the one shown in Figure 1, can precisely control the elevation of the cutter as the machine moves over the surface of the formation. This type of machine is predominantly used in selective mining operations, e.g. surface coal mining. If there is a means to know the position of the cutter relative to the interface between the ore and waste, the miner can recover all or most all of the valuable mineral with very little out-of-seam dilution. This paper discusses the results of a successful application of gamma detectors to control a surface miner at one of North American Coal Corporations? locations - Red Hills Mine. The mine has nine coal seams in total with thicknesses ranging from 12? to 60?. The bottom six seams (Figure 2) are minable. The mine has complex geology and a significant amount of annual rainfall (4.7 ft). The mine produces approximately 3.5 million tons of coal and about 40 bcy of overburden per year. The operation utilizes diverse mining equipment including Dragline Marion 8200, electric shovel P&H 2800, Caterpillar end dump trucks CAT 785 and 789; bulldozers CAT D11, D10, D8, and D6. Coal is mainly extracted by utilizing a Wirtgen SM 4200 surface miner that is loading CAT 785 trucks with high volume coal bodies and payload of 150 t. Operational cutting depth is 24 inches with maximum cutting depth of 36 inches. Surface miner operators determine a cutting depth based on multiple cues, the most important being visual observations of a coal seam being cleaned or mined. The cleaning process involves removal of the last foot of waste material covering the coal seam. This is one of two critical phases in the coal extraction process. If, during the cleaning process, an operator sets a cutting head too deep, valuable product is wasted. If it is set too shallow, waste material is left to be mined with the coal. The second critical phase occurs in the last cut on the interface between the coal and waste material at the bottom of the coal seam. If the cutting head goes deeper than favorable, then waste material is delivered to a power plant.

Spray-on ground support membranes (GSM) or thin support liners hold today perhaps as much potential to impact underground (u/g) ground support operations as dry and later wet-mix shotcrete when introduced to mining in the latter part of the 20th century. This emerging technology has come a long way from the time the first single component experimental coatings were tested in the mid-1980s. Due to a number of factors, including occupational health risk and mine safety regulations, it has taken quite some time for the development of non-hazardous membrane products. However, at this junction most existing u/g mines that employ more conventional forms of ground support could benefit from evaluating GSM technology as a means of improving safety and the bottom line. The same is especially true for future mine developments. This paper describes Master Builders Inc.’s CS1251 GSM product and its implementation. It discusses the situations in which GSM may replace other forms of ground support. Furthermore, it evaluates GSM costs & safety issues and looks at present applications and the potentially bright future of this technology.

The size of bubbles plays an important role in flotation. Equations used to calculate the size of bubbles all show the effect of liquid/gas surface tension. However, the surface tension does not change much with frother concentration and experiments conducted using single capillaries (or single-hole spargers) do not reveal any clear effect of the frother concentration on bubble size. The size of bubbles does, however, strongly depend on frother concentration when multi-hole spargers are utilized (or when measured in a flotation cell); at low frother concentrations the bubble size is much larger indicating coalescence as a main mechanism determining the size. Coalescence can be prevented at frother concentrations exceeding the critical coalescence concentration (CCC), which in turn was found to be interrelated with the dynamic foamibility index (DFI).

The combined 75th Annual Minnesota Section of SME meeting and 63rd Annual University of Minnesota Mining Symposium was held April 9 and 10, 2002, in Duluth, MN. This year’s theme was “Keys to the Future: Imagination, Innovation and Technology.” The meeting consisted of plenary and technical sessions and a special General Manager’s Session. The technical paper presentations included concurrent mining and mineral processing sessions. In the General Manager’s Session, representatives from the region’s taconite operations presented the current status, concerns and future plans for each of their operations.

Rio Tinto Coal Australia (RTCA) developed Meandu Mine in Queensland, Australia in 1983 to supply thermal coal to the adjacent newly constructed Tarong Power Station (TPS). In designing the mine, RTCA selected Meandu?s best economic reserves for a 25-year life based on station owner Tarong Energy Corporation?s (TEC?s) estimated life for TPS. That 25-year plan changed dramatically in the early 2000s when TEC approved life extensions to TPS?s four existing units plus construction of a fifth unit. After reviewing Meandu?s remaining reserves, RTCA decided the nearby Kunioon reserve offered the more economic option for maintaining deliveries beyond 2010. Those plans changed yet again in 2007 when TEC chose to purchase the Meandu Mine and nearby reserves rather than extend RTCA?s contract. TEC then selected Thiess Pty Ltd (Thiess) to continue operating Meandu until the new mine at Kunioon could be developed.

With more than 800 booth spaces sold and 540 exhibiting companies displaying their wares, there was something for everyone on the exhibit floor of the 2014 SME Annual Meeting in Salt Lake City, UT Feb. 23-26. The following is a sample of what was offered at the 2014 meeting.

The Barrick Zaldivar mine is an openpit, heap-leach copper mine in Region II of northern Chile at an elevation of 3,300 m (10,826 ft), approximately 1,400 km (870 miles) north of Santiago and 175 km (109 miles) southeast of the port city of Antofagasta. In 2006, Zaldívar produced 307 million lbs of copper, with reserves estimated at 5.7 billion lbs. The mine uses conventional methods of openpit mining: Pure cathode copper is produced by three stages of crushing and stacking the ore, followed by heap leaching and bacterial activity to extract copper from the ore into solution. A solvent extraction and electrowinning process then removes the copper from solution and produces the cathode copper. A flotation plant also recovers copper contained in the fine fraction of the crushed ore. In 2006, an existing A-frame structure that covered copper ore from the mine?s secondary crushing operation was damaged beyond repair. The material delivery configuration of this original structure had the conveyor carrying incoming ore directly over the low roof to drop ore into the building at its peak, and ore trickling from the sides of the conveyor had accumulated on the roof, overloading it. A better solution had to be found, and fast: First, the Chilean Commission does not permit uncovered piles of this type since the extremely fine material leads to serious pollution problems. Second, Barrick Zaldivar is very concerned about worker safety, and the amount of dust created by the uncovered pile was not acceptable. The city of Indianapolis has more than 25,000 homes currently on septic systems. Many of these systems do not function well because of their age and surrounding soil conditions. As Indianapolis has worked to eliminate septic systems and install sanitary sewers in large unsewered areas on the north-west side, capacity of the existing Belmont North Interceptor (BNI) became a concern. The BNI system currently services an area of approximately 80 km2 (31 sq miles) located within the northwest quadrant of the city (Fig. 1). Monitoring of the existing interceptor indicated portions of the sys-tem flowing half- to two-thirds full during dry weather conditions and surcharging during some wet weather conditions. Further analysis of the BNI based on growth projections coupled with increased sewershed yield resulting from the city?s septic tank elimination program (STEP) indicated dry-weather flows could potentially triple over the next 20 years. Utah has produced about 31.7 kt (1 billion oz) of silver, more than any state in the United States except Idaho. Several high-grade ore systems in Utah, where the mines are now closed, occur within large polymetallic limestone-hosted districts related to plutonic complexes. These mines fed several major lead smelters for nearly a century. Interaction of magmatic chloride-rich fluids with carbonate rocks localized significant bonanzas within these districts. A low sulfidation state was produced in the fluids by their passage through limestones. The Bingham openpit mine has also yielded more byproduct silver than other porphyry copper-molybdenum-gold systems. Away from exposed intrusive rocks, some large silver-only systems occur in Mesozoic sandstone and in caldera-related veins in volcaniclastic rocks. Thick permeable latest-Proterozoic basement metaquartzite sequences present beneath western Utah may have been important, as perhaps they were in the Coeur d'Alene district of Idaho, in providing chloride and silver-rich ore fluids. However, it is clear that specific Tertiary magmatic events played an essential role in the evolution of the Utah silver-rich metallogenic province. The largest silver districts in the state are genetically related to Tertiary porphyritic plutonic rocks.

From 1990 to 1996, 16 states reported 92 injuries from falls of roof, rib or face in the more than 90 underground stone mines in the United States (Fig.1). Missouri, Pennsylvania and Kentucky accounted for 48% of the total number of injuries (Fig. 2). Of this total, 11 miners were killed. Of the 11 fatalities, 10, or 91%, were associated with unrecognized loose or failed rock within the roof beam. Additionally, unrecognized roof beam failures resulted in a majority of the falls of ground injuries occurring in underground US stone mines from1990 to 1996. This number is not large in magnitude. But a workforce of fewer than 2,000 miners makes for a high fatal-accident rate. The severity of the typical fall-of-ground injury is, in general, very high. About three-fifths of all roof, face and rib fall injuries were designated by the US Mine Safety and Health Administration (MSHA) as some kind of lost time accident. MSHA assigns each accident a severity value from one to six. A one represents a fatality, a two, a permanent disability and three, a lost time accident (Fig. 3).

The field demonstration portion of the course was conducted June 10 at wlh Construction Co.?s yard in Denver, CO. The full-scale field demonstration presents many types of drilling and grouting equipment in operation as well as numerous grouting methods performed under various field conditions.

According to the analysis of surface powered haulage accidents involving off-highway haul trucks in openpit mining, the U.S. Mine Safety and Health Administration (MSHA), reported 1,300 fatal accidents from 1990 to 2005. Of these, 163 were considered off-highway truck haulage accidents, and at least 23 involved collisions of an off-highway truck with a neighboring vehicle or a worker on foot (Nieto and Dagdelen, 2006). In general, an average of 18 nonfatal accidents and three fatal accidents occurred in openpit mining per year when equipment backed over the edge of an embankment, stockpile or dump point (Fessak, et al., 2003). The specific problems that need to be solved can be determined by carefully studying the accidents involving haulage trucks (Marrara, et al., 2004). Solutions to haulage truck safety must consider the human factors affecting each task even when engineering solutions seem most appropriate. In surface haulage, human performance becomes a critical issue because of the unusual demand the vehicle?s places on their human operators: ? Roadways and working areas change frequently in mining operations. ? The sheer mass of mining equipment such as trucks requires control inputs (e.g., braking) far in advance of the desired action. ? Rough roads, loading and unloading impacts can subject the driver to dangerous shocks and vibration. ? Visibility is sharply curtailed by the bulk of the vehicle generating large blind spots. All of the above issues can be attributed partially to the lack of visibility (Pyles et al., 2003). Driver visibility and communications are key issues to reduce mining truck accidents. Analysis of fatalities and injuries involving mining equipment demonstrates the need to develop new intervention and control strategies to mitigate the risks associated with mining equipment operation. Ongoing development of these and other new strategies is required to achieve a reduction of injury in the mining industry

"Methane hydrate is of interest as an alternative energy resource in Japan and the R&D program has been ongoing for ten years (MH21: http://www.mh21japan.gr.jp/english/). Rare-earth element-rich deep-sea mud (REE Mud) is also of interest as an alternative resource in Japan and an exploration program has been launched in 2013.For methane recovery from the hydrate, a depressurization method pumps up water in a production well and has been successfully applied in field production tests (MH21: http://www.mh21japan.gr.jp/english/). However, micro-bubbles, which appear in the hydrate dissociation and water recovery processes may present an environmental issue. It may stick on clay and silt particles that accompany the recovered water, and may disturb settling of the particles in the water separation tank. For exploitation of REE Mud, an air-lift system has been proposed in the feasibility study (Abe et al., 2012). The same micro-bubble issue is expected during the air, water, and mud particle separation processes. In this research, the authors conducted a preliminary tank experiment for clarifying the effect of micro-bubbles on settling behavior of fine kaolinite particles. The behavior was continuously recorded by a still camera and the images were analyzed by the gray scale intensity. From the results the authors found a suspension effect for the settling of fine particles as the result of micro-bubbles. The effect should be studied in detail for preventing some serious environmental impacts during deep-sea mining."

"Safety performance in many companies and even industries has stalled in the last decade. Accidents rates are at a “plateau” and yet, serious accidents and fatality rates are not. In more dramatic cases, such as in the BP Texas Refinery disaster, organizations that have “exemplary” safety statistics, suddenly have a catastrophic or multi-fatality event occurring. Classic examples are the Piper Alpha disaster and NASA’s Challenger and Columbia disasters, the BP’s Deepwater Horizon Rig disaster in the Gulf of Mexico. Looking into the causes of these accidents provides an insight into the events and deficiencies that led up to the accident, but what are the common features in the organization’s mindset, or its culture? What characterizes these organizations’ decision-making, their approach to safety and to risk and are there features that can be delineated? The research and review presented in this paper covers a period since1995, which started in the Australian resource industry and since then covered international events. The features of these organizations are summarized as the seven deadly delusions of near zero organizations (NZO) that suffered unexpected disasters, based on extensive research by the author. More recently, the massive West Fertilizer plant explosion in Texas, and the Train Disaster in Lac-Mégantic, Quebec, Canada underlined the same trends. Organizations may experience calamities not because they are bad, or unsafe, but because they have become “cult-like”. INTRODUCTION The train disaster of 6 July 2013, in the small town of Lac-Mégantic in Quebec, Canada, in which 47 people were killed, had many strange pre-cursorsso-called “black swan” events that have occurred in many different industries. Black swan events are so rare, that there is almost zero chance that they will ever occur again, but they are so calamitous that the responses to these are emotional and irrational, (but necessary) and in those responses, the seeds for other, different black swan events are put into place. It is not what we don’t do, or do wrong, that causes modern disasters, it is what we do. The same things in the culture that make us successful, may also cause the disasters. We slowly, incrementally and insidiously ‘float’ into disaster. One such Black Swan event: The Piper Alpha Oil Rig disaster, killing 167 men in the North Sea on the 6 September 1988, was one of the most pivotal events in safety around the world. It changed the thinking and focus of governments, whole industries and led to numerous books and papers. It resulted in new legislation, textbooks and a critical self-examination by the oil and gas industry."

INTRODUCTION Countries that are currently developing their mineral potential have unique information systems requirements to support these activities. The mining laws usually grant the State considerable authority over the process. In many instances, the mining laws give a government agency the responsibility for granting and controlling exploration permits and development concessions. This is the case in Costa Rica. The Direcion of Geologia, Minas, y Hidrocarburos (DGMH) of the Ministerio de Industria, Energia y Minas (MIEM) is responsible for the management and operation of the National Mining Register. This paper describes the results of two studies of the information system requirements to support the National Mining Registry as well as those supporting some of the other function of the DGMH. The first of the studies reviewed the situation before the installation of computer equipment. The second study evaluated the installed systems. BACKGROUND Historical Perspective Mining in Costa Rica is at present a relatively minor part of the economy. It consists primarily of industrial minerals and gold production. Gold production is largely by small-scale miners and may be more substantial than reported. There is considerable interest on the part of the Government in both having a better understanding of the existing mining industry and promoting future development. Mining law was first provided by the Ordinanza de Mineral (of 1830). This was replaced by the first Mining Code of 1953. Apparently, one of the first problems caused by the 1953 law was the granting of concessions which were not worked. A 1968 agreement with ALCOA also resulted in political conflict. The Government worked on a new Mining Code for many years and in 1982 the current Mining Code was enacted. Draft implementing regulations were prepared in April 1984. Mining Code of 1982 The Mining Code of 1982 addresses most aspects of mining in Costa Rica including the declaration that all mineral resources are to be the property of the State. The State may grant exploration permits and exploitation permits. The exploitation of hydrocarbons, radioactive minerals and certain water resources was reserved to the state. The DGMH was given authority to settle placer claim disputes, maintain a registry of exploration permits, and exploitation concessions. and generally supervise mining activity. Towards this, the Mining Code of 1982 includes rather detailed requirements for the processing of application for permits and concessions. Mining Code Application Requirements The following briefly describes the requirements to give the reader a feeling for the complexity of the process. Currently, over 1,000 active applications, exploration permits and exploitation concessions are being monitored under the process. The number remains relatively consistent in that the number of new applications is usually about the same as the applications that are put aside. The time and date of the filing must be certified by the DGMH. The application must include all the information specified in the Mining Code. If incomplete, DGMH must notify the applicant of the deficiencies or omissions and direct that the applicant correct the deficiencies or omissions within 8 business days (a single 30 business-day extension is allowable). If the applicant does not respond as directed, the application is deemed as not having been filed and the pertinent information is placed in the files. The DGMH must reject the application outright and direct it be placed in the files in the following cases: (a). If the new application covers the area of a previous permit or concession, either being processed or already granted.

The ability to efficiently process lowgrade ores has allowed the Gold Fields Mesquite Mine in Imperial County, CA to expand from a 2.1 Mt/a (2.3 million stpy) rate in 1986 to its present 7.3 Mt/ a (8 million stpy) processing rate. Increased tonnage demands led to the 1989 construction and startup of a dump leach pad to supplement the existing heap leach operation. This resulted in an excellent opportunity to compare the two processes at the same operation. Additional operating costs associated with the crushed ore heaps are justified through enhanced recoveries, even at very low ore grades. Gold Fields' Mesquite Mine is a gold heap leach facility located about 55 km (35 miles) east of Brawley in southeastern California. Five open-pit mines will be developed over the projected life of the property, covering a total area extending to a maximum of 5.5 km (3.4 miles) to the east and west, and 2.4 kin (1.5 miles) to the north and south. Mesquite will process 7.3 Mt (8 million st) of ore and produce more than 6.2 t (200 000 oz) of gold in 1990.
