BG?seeks to rectify. ?Correctness? of a sampler is the central concern of BG, where it is presented as a sharp ?black-and-white ?distinction. "Gold bearing deposits of the Witwatersrand basin are generally less than 2m thick and require conventional narrow-reef mining methods for extraction and employ explosives as a means of rock breaking. Optimal utilization of explosives is dependent on the overall design of the blast. The under-utilization of explosives arises when shot-holes are drilled inconsistently, overcharged, and when tamping is absent. This can be rectified by emphasizing the importance of good drilling practices as part of induction programmes and refresher courses. The project was aimed at determining whether or not explosives are being optimally utilized at project site. This was investigated through a study of the properties of explosives, mine standards, and recommendations for usage. Underground observations were made to determine whether or not mine standards were being adhered to. Historic data was obtained to establish the historic relationship existing between the quantity of explosives used (kg) and the production output (m2). This was then compared to the quantity of explosives the mine expects to use per unit of production. The results obtained were analysed to determine the presence and extent of over- or under-utilization. It was found that explosives are being under-utilized at the mine. More explosives are ordered than expected per unit of production. The explosives’ properties are not thoroughly exploited during blasting, thereby requiring the use of more explosives than prescribed. Slags have many useful functions in iron and steel making. In particular, slags are used to remove impurities such as sulphur, phosphorus and inclusions from the metal, and a large amount of research has been done in this area. Slags also insulate the metal thermally and form reactions with the atmosphere such as reoxidation and nitrogen pick-up. However, slags serve other more unique functions, several of which are reviewed in this paper. The role of slags in new iron smelting processes with regards to reduction of ore and gaseous desulphurization are discussed. In iron smelting processes, much of the reduction occurs by the reaction of carbon in the char and the metal suspended in the slag with iron oxide dissolved in slags. The slags also react with the gas resulting in sulphur removal from the process. The mechanisms of these reactions and pilot plant data for these processes are given in this paper. Slag formation within ferrous burden materials affects the cohesive zone and the performance of the blast furnace. Recent theoretical and experimental findings on this topic are presented. In the electric arc furnace, foamed slags are used to allow for higher power operation and productivity. Of particular interest, foaming in stainless steel production is more difficult than for normal steels. The foam index, or the ability of the slag to foam, for stainless steelmaking is similar to that for carbon steelmaking slags. The poor foaming is due to the lack of gas generation for the foam. Methods to increase foaming in stainless steelmaking are discussed.

Ongoing development work on ultra-fine grinding for various applications at the Group?s concentrators has been conducted by Anglo Platinum over the last few years. Current potential applications for mainstream grinding and concentrate grinding are the subject of a group-wide research and development programme. The first 10 000-litre 2.6 MW IsaMill was jointly developed by Anglo Platinum, Xstrata Technology and Netszch for installation at the Western Limb Tailings Re-treatment project in Rustenburg, South Africa. The unit was commissioned in late 2003/early 2004,and has operated in an intermediate concentrate regrind application successfully since. This paper describes the operational performance to date, as compared with the original duty specifications and objectives. The first mainstream M10 000 IsaMill with a 3 MW drive will be operational in November 2006 at the Potgietersrus Platinum (PPL) ?Platreef? Sandsloot Concentrator in South Africa?s Limpopo Province. Nationalization is high on the policy agenda in South Africa. This paper considers the case for nationalizing the local mining sector from an evidence-based perspective, which is derived from theoretical considerations and related to the known features of the South African mining sector and economy. A strong case against nationalization emerges, which can be summarized as follows. The mining sector is competitive and therefore a poor candidate for public ownership. Furthermore, the resources sector does not dominate the South African economy nor does it create the risk of a decrease in the competitiveness of the industrial sector via the unintended adverse impact of an appreciating real exchange rate due to a commodity boom (Dutch Disease). Nationalizing the mining sector will cost the government more than it receives. This is not only a bad idea in itself, but it will limit the scope for distributive policies on the national budget. The contemporary international experience demonstrates the risks of fiscal imprudence. Finally, nationalizing the resources sector will undermine support for those very market-based institutions required to achieve a higher long-run growth trajectory.

The traditional energy consumption criteria are now enhanced with new criteria derived from the mechanical dynamics of the mill load. This new approach demands instrumentation capable of providing accurate information about the load movement and the ratio of balls and ore inside the mill. This paper discusses two new performance enhancing tools available to meet these needs.

This paper investigates the role of vertical integration between chrome ore mines and ferrochromium smelters in the location of ferrochromium production capacity in South Africa and Zimbabwe. Vertical integration is important in understanding the increasing competitive position of these two countries as observations show that an increasingly larger share of the global market has been coming from integrated producers. The paper argues that the increased vertical integration between mines and smelters in South Africa and Zimbabwe has led to a lower cost of chrome ore as an input compared with other producers. Underlying this hypothesis is the basic tenet that, more likely than not, production will take place where the costs are lowest. The paper concentrates on high carbon ferrochromium (HCFC) production in market economy countries (MEC). Using an ordinary least squares model, the study tests the relationship between low chrome ore costs and vertical integration shows a statistically significant relationship. These findings partially support the view that the control of sources of chrome ore is a major source of competitiveness. Mineral Resource Throughput Management is based on the extraction of the maximum potential value from an ore reserve with the emphasis to generate maximum ROI and ROR (return on reserve). A steel producing company in India implemented MRTM to significantly improve their ROI and ROR. The value chain of this company consists of their own iron ore and coal mines, ore washing plants, sinter plants, steel plants, and sales and marketing division. The target for the mines was to produce at a stable and predictable rate and at specific quality requirements. These requirements were set to improve productivity and ROI of the steel plant. The implementation constituted the alignment of the reserve potential, total production chain, human resources and management culture at the mines with the requirements of the steel plant. Many typical mining practices were challenged and changed. Production targets regarding lump vs. fines ratio, consistent product tons, quality targets such as Fe, Al content and moist, and standard deviation on the quality targets were not achieved. A reverse distribution model with release mechanisms to satisfy the demand were developed and implemented at the mines. A stable and predictable flow of mine product with quality standards well within the required standard deviation targets were achieved. The contribution from the mines to significantly improve the Net Profit, ROI and ROR of the company were reached.

"A mineral resource royalty is payment to the holder of mineral rights for the utilization of the mineral resource. In South Africa, this payment is made to the State as holder of the mineral rights (The Mineral and Petroleum Resources Royalty Act of 2008). The principle purpose of this research paper is to identify if the State is benefitting from the mineral resource royalty by considering its impact on seven individual Witwatersrand gold mines.For this study, a simple financial optimiser model was created in Microsoft Excel that links the ore flow, block listing and the cash flow (excluding or including the cost of the mineral resource royalty). Mixed integer linear programing (the Excel Solver function) is utilised to optimise either profit or NPV (at 9% and 12%) by adjusting the cut-off grade.The impact on each of the seven mines mine was different but overall R7.9 billion is estimated to be paid in mineral resource royalty over their expected remaining lives. Due to the cost of the mineral resource royalty and increasing the cut-off grades, the total revenue decreases by R10 billion. A significant portion of this lost revenue would have been paid to the State in the forms of other taxation including company income tax which decreases by R2.8 billion. It is recommended that an industry wide investigation be conducted to determine if the resource royalty is adding to the State’s revenue, or destroying value including premature job losses. IntroductionTaxation of mining companies has become a very topical subject in the context of the postapartheid South African economy. There have been increasing calls for equitable re-distribution of mineral asset wealth for the benefit of all South African citizens and not just to an elite few. As part of the Mineral and Petroleum Resources Development Act (MRDPA) of 2002, the Mineral and Petroleum Resources Royalty Act of 2008 was introduced and came into effect in 2010 (South African Revenue Services, 2008). A mineral royalty is payment to the holder of mineral rights for the utilization of the mineral resource. In the case where the holder of the mineral right is the State, then this payment is made to the State (Cawood, 1999). Studies on the potential impact of the mineral resource royalty on the minerals industry have been conducted during the formulation of the Act and subesquently. These include Cawood and Macfarlane (2003), who suggested a cap of no more than 3% (Cawood and Macfarlane, 2003), as well as Cawood (2011), who predicted rising cut-off grades and thus reducing mineral reserves. In 2013, Grobler completed a Masters in the Faculty of Economic and Management Sciences at the University of Pretoria and concluded that the impact of the mineral resource royalty on the economy is positive. She stated that the royalty has caused operating expenses to increase, but this does not appear to be significant. Furthermore, she stated that the royalty has not affected the way the mining industry operates (Grobler, 2014)."

This paper summarises the strategy for selection between a two module coal plant incorporating large, but less equipment, and a three module coal plant with more but smaller equipment. The two options were evaluated in terms of three main categories: ? Size ? size of the equipment and the effect on the process efficiency as well as the difference in physical dimensions of the plant to accommodate the larger equipment; ? Cost ? capital savings between a two and a three module plant, processing the same ROM (run-of-mine) tons per hour (t/hr); and ? Practicality ? in terms of constructability of the plant, safety of using larger equipment and maintainability of the equipment. Decisions that were taken to reduce the risk associated with size, cost and practicality on the chosen option of a two module plant will be highlighted.

The bulk of high carbon ferromanganese produced in India continue to have more than 0.35% phosphorus since they are produced by carbothermic reduction process. The low phosphorus manganese ores are depleting fast and ferromanganese manufacturers will have no option but to use medium and low grade ores having high phosphorus content resulting in high phosphorus in the product. A systematic study was taken up at NML to solve this problem. Initially, a thermodynamic analysis was carried out for which Ba-P-O ternary predominance diagrams were constructed at several temperatures to predict the most suitable conditions for selective removal of phosphorus from high carbon ferromanganese. These conditions required a usage of a flux having a high level of basicity, moderate oxygen potential as well as low melting temperature. The experimental results showed that it was possible to remove phosphorus from high carbon liquid ferromanganese from 0.56%to 0.18% using BaCO3 based fluxes at the rate of 16-wt% of the ferromanganese charged. However, the Mn loss varied in the range of 2-5%. The objective of the subsequent study carried out at the laboratory scale was to optimize the flux consumption as well as minimize the Mn loss with effective dephosphorization by using BaO based calcined pellets instead of BaCO3 based powders. It was felt that the handling of pellets under plant conditions would be easier and also eliminate the loss of flux as a dust, which occurs when powder is added. These pellets were forced towards the bottom of the melt for better efficiency. For this purpose, a plunging system was designed and fabricated in-house that helped in reducing the flux consumption to less than 5% and also improved the kinetics of the process. The desired results were achieved within 10 minutes of the addition of the flux. The know-how is ready for transfer to interested parties and authors are willing to conduct large scale trials with them.

This paper reports on recent field observations on the performance of support systems under different corrosion environments in Canadian underground mines. Phenomenological data are used to gain a better understanding of the main causes of corrosion in underground metal mines. Preliminary field data collected from five metal mines have been complemented by atmospheric and water sample analysis as well as fractography and metallographic studies. This has identified dominant factors that control the corrosion of support systems. The data are analysed in order to develop a support strategy for mines operating in corrosion environments.

In past years, Chile has been the largest copper producer in the world and for 2002 mining represented country average of 10 % of the GDP, accounting for 47 % of the total exportation. As copper sulphides are the main mining resources in the country, the metal is produced using the classical processes of flotation and pyrometallurgical extraction. Seven copper smelter plants, which extends from the northern Atacama desert to the central part of the country produced1,522,000 metric tons of fine copper in 2002, approximately one half of total copper concentrate production, with a notorious environmental impact due to the great amount of slag produced during these extraction steps. In this work, a global characterization of copper pyrometallurgical slags produced and disposed of in Chile and worldwide is done, and the concept of total project development is considered to explain the scopes of the study, recovering different compounds and generating new activities around mining. The presentation is completed with the proposal of various methods and techniques being developed today in a joint project between smelter plants and the University of Concepción, with the support of the Chilean government and mining companies, addressed to generate new materials from copper slag. Recovery of copper, molybdenum, precious metals, silica and iron, that is the most abundant component of the slag, are the goals for this research. Metals, commercial compounds, alloys and different forms of iron oxides for steel industry are proposed products.

Rock engineering plays a crucial role in contributing to sustainable development in South African mining. A framework for this has been created through legislation and structures to encourage the mining industry to have a long and prosperous future. However, rock engineering input is an essential element to achieving success. The most accessible deposits have been mined in South Africa and although large reserves still remain, many of these are difficult to access and will require excellent rock engineering knowledge and skill in the future. This is borne out by the fact that more than 50 % of fatal accidents are related to rock engineering issues. Many of these may be addressed with rock engineering solutions which are not beyond current rock engineering technology. A reduction in fatalities and injuries contributes to a sustainable mining industry.

The management of the Anglo Platinum (AP) mining technical systems (MTS) embarked upon a process of defining the strategy for the MTS department. The newly established department forms part of the greater Group Information Technology (IT). The strategic process took place within an environment that had witnessed a dramatic proliferation of IT implementations across the group within the last three years. The IT department has been structured in terms of the classical plan, build and run functions with the applications and integration streams running perpendicular across these three functions. The application stream is divided into commercial and mining technical systems with business systems integration the third stream. The mining technical systems department supports mine management to effectively gather, analyse and disseminate data relating to the ore reserve by integrating a number of strategically selected IT applications to ensure that the safety, legal and operational requirements are met. This service to business is rendered by management of a strategic outsource partner via tightly controlled service level agreements (SLAs). The framework used for creating a mining technical systems department that is empowered to add value to business was formulated using the AP value chain as both the starting point and guiding process to ensure alignment to the greater internal strategy of the business. Reaction kinetics of solid-state reduction of chromite pellets (laboratory made and industrial) and lumpy ore was investigated by the thermogravimetric analysis (TGA) technique. Carbon monoxide was used as the reducing agent, with the presence of graphite in proximity to chromite. The experiments were carried out at both rising temperature and constant temperature in the range of 1450 - 1550°C. Scanning electron microscopy was employed to observe and analyse the structure and composition changes of the chromite samples. For the lab-made chromite pellets, the effects of particle size and bentonite addition on the reduction behaviour were studied. The pellet with smaller particle size gave a higher reduction rate. Bentonite addition had slightly negative effect on the reduction rate. When reducing industrial pellets, temperature and CO flow rate had positive influence on the reduction rate. Reduction of lumpy ore took place slower than reduction of a pellet. In all samples, chromite reduction proceeded longer in the outer part of the sample than in the centre part. The porosity of the chromite samples was determined before and after the experiments. The porosity of lumpy chromite increased significantly during the reduction. However, the porosity of lab-made chromite pellet decreases due to sintering effect. The reaction mechanism is discussed on the basis of experimental results and earlier investigations.

AngloGold Ashanti operate a pyrite flotation plant at their East Gold Plant, Acid Plant and Flotation Plant (EGAF) metallurgical complex within their Vaal River operations in the North West province in South Africa. The flotation plant feed is reclaimed pyrite rich tailings and the concentrate produced is used as the source of sulphur for the EGAF acid plant. The sulphuric acid produced is in turn used for the recovery of uranium at the Vaal River South uranium plant. The original flotation plant built in 1960 was based on the use of many small volume flotation cells and was becoming very expensive to operate and its age severely limited further operation. A decision was taken in 2005 to replace this plant with a new one based on fewer, larger volume flotation cells. This paper describes the benefits of using larger volume flotation cells in this new flotation plant when compared to the smaller volume flotation cells in the old plant. The benefits of the new plant include a smaller plant footprint, fewer flotation cells, fewer pumps, no distribution boxes, simpler piping, a greater flotation volume and a reduction in installed power. The saving in capital cost could not be quantified because of the age of the old plant. The savings in operating cost will arise from fewer operators, less maintenance and reduced power consumption. The new plant has not been in operation long enough to quantify the benefits in operating cost and metallurgical performance. However, recovery improvements can be expected given the greater flotation volume (increased residence time) and the installation of larger, more efficient flotation cells.

The ConRoast process for the production of platinum group metals involves the use of a fluidized bed reactor for the removal of sulphur from ore concentrates by roasting prior to smelting in a DC-arc furnace. Test work was carried out in 2007 at Hazen Research in Golden, Colorado to provide the data necessary for a commercial roaster to be designed by Technip. This paper discusses the rationale behind the test work, the goals for calcine composition to be used as smelting furnace feed, the results of various roaster operating parameters in terms of calcine composition (particularly residual sulphur and the fate of trace elements), and the impact of the results in terms of a commercial roaster design.

Various reagents are added to flotation pulps to manipulate the chemical environment in order to create favourable conditions for the separation of the desired mineral from the unwanted gangue. Interactions occur between these reagents and between the other chemical parameters existing in the flotation pulp which complicate the elucidation of the behaviour of the respective reagents. This paper discusses the roles of the main classes of reagents added viz. collectors, frothers, depressants and activators, as well as the interactions between frothers and collectors. A case study reporting synergistic interactions between thiol collectors in the flotation of pyrite at pH = 4 is included. The use of Potassium n-butyl xanthate (PNBX) and a dithiocarbamate type collector (DTC) were tested both as pure collectors and as components in a collector mixture. In the batch flotation tests sulphur recovery and grade, water recovery, rate of recovery and image analysis of the surface froth were used to evaluate the effect of the mixture on the overall flotation performance. Bubble loading tests showed that the use of the mixture improved the efficiency of the particle collection process by bubbles. Thermochemical measurements of the adsorption of the collectors onto the mineral, indicated the formation of different surface products by the two collectors.
