SYNOPSIS This review article first highlights the past performance of the industry and discusses the manner in which the development of the industry has followed a logical progression from mining to the production of mineral and metal products of specification purity. Then the numerous constraints against a greater contribution by the industry are enumerated. Attention is drawn to the extent of further processing that can be undertaken in the context of mining and metallurgical processing, not only to indicate the benefits that can be derived from the added-value conferred on a mineral or metal commodity during each stage of its further processing, but also to point out some important corollaries of further processing. The many opportunities and challenges for an increased contribution by the minerals and metals industry are then reviewed. This major section includes a list of commodities for which increased penetration of export markets could be sought because the increasing resistance level (a term developed in this paper) has not been attained; a list of commodities that are imported at present, many of which could be produced locally on the basis of identified resources and expertise; a list of commodities for which additional uses should be developed so that South Africa, which possesses the largest reserves and is the largest exporter, can increase its production rate; and examples of commodities for which further processing is still at an early stag*..

ABSTRACT The recently introduced concept of negative taxation complicates estimation of the distributable profit of certain South African gold mines, and an assisted mine could operate at a working loss and yet produce an overall profit for distribution amongst its shareholders. A simple diagram is presented from which the approximate working profit or loss, taxation payable or tax credit received, and the distributable profit of an assisted mine can be estimated directly for any combination of the four main variable operational factors: tonnage milled, recovery grade, unit cost and capital expenditure. INTRODUCTION The effects on the working profits of South African Gold mines caused by changes in unit working costs, recovery grade, tonnage milled and capital expenditure are readily estimated. For normal tax- and lease-paying mines the distributable profit is related to the working profit and the latter is a commonly accepted comparative measure of the profitability of an operation. However, the recently introduced concept of State assistance in the form of negative taxation1, i.e. a tax credit, for mines with a life of less than eight years complicates such estimates. A requirement of State assistance is that an assisted mine must lower its normal pay limit by 16 to 20 per cent, and it will be possible for a mine to operate at a working loss and yet produce an overall profit for distribution amongst its shareholders. In the case of an assisted mine it is therefore necessary for management to judge the effects of changes in unit costs, grade, etc., in terms of distributable profit instead of working profit. This will require repeated calculation of tax to be paid or tax credits that will be received under the numerous possible combinations of the four main variable factors. However, with the aid of the diagram illustrated in Fig. 1, it is possible to assess at a glance the practical effect of these variables on the distributable profit of an operation not subject to tax on the normal formula, or small mine formula, with sufficient accuracy to decide whether a detailed analysis is required. USE OF THE DIAGRAM From the central point 'X' in Fig. 1, a range of tonnages milled per annum has been plotted along the north-bearing axis, a series of costs per ton milled in the northwestern quadrant, recovery grades in the northeastern quadrant, and capital expenditures in the southwestern quadrant. Starting from the tonnage milled per annum, a line is drawn east and west across the two northern quadrants up to the points where it reaches the desired cost- and grade-lines. From these points two north-south lines are drawn into the southern quadrants. A further line is drawn to the east from the point where the western north-south line crosses the desired capital expenditure. The past ten years or so have seen many changes in the methods and approach adopted for projects in the metallurgical and mining industry in South Africa. These changes have led to an increased use by operating companies of the project and construction management services offered by engineering contracting companies. For a variety of reasons, this development has been slower in the metallurgical industry than in other areas of production, but that industry is also now showing an increasing trend in this direction.

In the process described, hydrogen is used to generate high-temperature steam and oxygen in the molten bath. Steel is decarburized to low levels to produce a pearlite-free steel suitable for deep drawing. The process makes use of the favourable thermodynamics in the reactions between steam, carbon, and iron, as well as providing high-temperature oxygen for the decarburizing reaction. The process can easily be incorporated in existing BOF (basic oxygen furnace) plant but can also be contemplated as a greenfield process.

On Friday, 6th June, 1986, an SAIMM party of32 set out at 06h30 for a tour of Duvha Opencast Colliery, Lesedi Village, and Duvha Power Station-all situated just outside Witbank. Duvha Colliery On arrival at the mine, the party was met by Mr. Colin Kolver, Assistant General Manager, and the guides for the morning. After refreshments had been served, Mr. MacDonald, General Manager, welcomed the tour, and a series of slides on the opencast mine and Lesedi Village were shown.

The paper describes how a multivariable control scheme was developed and implemented for the run-of-mine milling circuit at a gold mine belonging to Vaal Reefs Exploration & Mining Company Limited. The key variables that are controlled are slurry level in the sump, mass of material in the mil, and product size. The control scheme has resulted in reliable control of the dynamics of the plant, and has provided a good basis for the optimization of plant operation by the selection of suitable set Points.

GENERAL Invitation to attend O.F.S. Branch Meeting: Members of the Witbank/Middelburg Branch were invited to attend a branch meeting of the O.F.S. Branch on the 15th November. The subject of the meeting would be a talk on the Hendrik Verwoerd Dam Project and up to 25 members could be accommodated on the nights of the 14th and 15th November by kind invitation of members of the O.F.S. Branch. A questionnaire would be issued at a later date, to obtain the names of those interested in attending the meeting. PAPER FOR PRESENTATION The Chairman called upon Mr G. H. J. Kitson to present his joint paper, entitled: 'Photoelectric readings; their significance for dust control on collieries.' G. H. J. Kitson (Member) and Y. J. F. Haven (Visitor). After Mr Kitson had presented his paper, both he and Mr Haven answered questions from the floor. The Chairman then thanked Mr G. H. J. Kitson for presenting the paper, and the meeting closed at 6.15 p.m.

The induced elastic stresses in the sidewalls of gold-mining tunnels at a depth of 4000 m in the Witwatersrand exceed the peak compressive strength of even the best-quality quartzite rocks. Laboratory tests measuring post-yield stress versus strain response show that brittle fracture occurs, followed by a loss in strength associated with strain-softening behaviour. Numerical modeling based on an assumed Mohr-Coulomb criterion fitted to the test results shows that large ongoing deformations of the sidewall occur, leading to total tunnel failure without adequate support. A methodology is presented to enable a quick assessment to be made of support requirements in terms of ground characteristic curves for numerically derived pressure versus displacement. From these curves, estimates can be made of the force levels for cable bolting and of the thickness and strength requirements for shotcrete linings. As an example of its application, the methodology is used in a comparison of the relative stability efficiencies of a square-shaped tunnel and a horizontal ellipse-shaped tunnel.

Petrographic analyses of coal rank and maceral-group composition are widely used in the characterization of coal. This paper describes the use of an image analyser (IBAS Kontron) for fuly automated measurements of the rank and maceral groups of seam coals. The rank is then derived from reflectance histograms, or 'fingerprints', of coal reflectance distributions (being expressed as the mean random reflectance of vitrinite). The volume proportions of the maceral groups are calculated from the histograms. The results obtained with the IBAS were generally in agreement with those obtained by conventional methods of reflectance measurement and point-count analysis. However, the results were inconsistent for coals with a bimodal character or a wide V-class distribution. The rank of the analysed coals ranged from 0,50 to 1,10 per cent mean random reflectance. The lowest reflectance that can be analysed with the IBAS is 0,4 per cent. The speed, objectiveness, and repeatability of this technique make it exceptionally suitable for use in the quality control of large numbers of samples.

From 19 November 1996, South African companies will be able to manage the impact their activities have on the environment in terms of international standards. The establishment of a registration scheme for environmental management systems was formally announced by the South African Bureau of Standards (SABS) (19 November 1996). At a function held at the SABS head office in Pretoria, Dr Jean du Plessis, President of the SABS, announced the launch of the SABS ISO 14001 registration scheme which is based upon ISO 14001, 'the internationally recognized yardstick for environmental management'.

Various methods for the beneficiation of minus 0,5 mm coal are examined briefly, and tests are described on a cyclone of 150 mm diameter operating with magnetite as the medium. It was found that, for sharp separations, at least 50 per cent of the magnetite should be finer than 1Oµm. At that size, the ash content of the product was about 7 per cent at yields of 59 to 64 per cent, and the loss of medium was reasonable (about I kg per ton of fines treated).

Additions of boron have been found to increase the hot workability of stainless steels. Boron forms complex chromium-iron borides, primarily at grain boundaries but also on delta-ferite stringers. This paper describes how a nuclear technique based on the track-etch method was used to distinguish between borides and chromium carbides on grain boundaries and to investigate the distribution of boron in stainless steels. The method was found to be sensitive for boron, and made it possible for boron precipitates to be identified on grain boundaries and interphase boundaries.

The South African socio-economic history started with pastoral and agrarian communities which had low levels of industrialization and small needs for energy. The discovery of diamonds (in the Northern Cape in 1867) and of gold (in the Transvaal in 1886) heralded economic and industrial development, with a concomitant demand for energy. The energy needs of the fledgling mines, and mining towns, were met by the combustion of wood, cut locally, or by coal, hauled laboriously from the primitive collieries, and sold to the mining companies and townships at high prices.

A theory for the dynamic balancing of centrifugal mills is presented that takes account of the mass and shape of the charge in a gyrated grinding tube and the way in which the charge lags behind the centrifugal force vector. predicts that a corresponding lag in the angular position of the counterweight centres of mass is necessary, and that the fractional filling should be increased if the ratio of gyration diameter to tube diameter is decreased. A worked example is given for a I MW centrifugal mill that was balanced adequately by the methods described.

A literature survey of methods suitable for the determination of cyanides in process streams and effluents is presented. Of the large number of methods published, 92 are examined in detail, emphasis being placed on the selectivity of the methods, i.e. the extent to which they enable one to distinguish between ionic cyanide and metal-cyanide complexes. Methods designed for the determination of 'total cyanide' (i.e. ionic cyanide as well as coordinated cyanide) are evaluated critically. Other aspects of the methods are also considered, such as sensitivity, accuracy, speed, and freedom from interferences.

An investigation is described in which the resistivities of Mamatwan manganese ore, Delmas coal, and Iscor coke, at temperatures or up to 1400°C were determined, as well as the resistivities of mixtures of ore of a constant size range with Delmas coal or Iscor coke of three different size ranges. The resistivities of the ore and the coal were characteristic of those for semi-conducting materials, were strongly influenced by temperature, and decreased by several orders of magnitude between room temperature and IOOO°C. The resistivity of the coke changed only slightly between room temperature and 1400°C, and the resistivity of the coal approached that of the coke at I300°C. This provides support for the theory that the resistivity of carbonaceous reducing agents is primarily a function of heat treatment, and not of the rank and composition of the coal. Above 1200°C, the resistivity of mixtures of ore and coke fell steeply owing to an increase in the volume fraction of coke in the mixture and to the formation of slag. The results were similar for the three different size ranges of coke. The extremely high resistivities of ore-coke and ore-coal mixtures at Iow temperatures indicate that there is unlikely to be much conduction of current in the higher regions of a furnace. Thus, the resistance of a furnace is governed mainly by the conditions at the electrode tips and in the molten regions. To explain the very Iow resistances of furnaces, usually, about I m£?, it would be necessary for investigations to be conducted under conditions similar to those in the active zone of a furnace.

The University of the Witwatersrand (Wits) and the minerals industry of South Africa have grown with the city of Johannesburg. The former has provided teaching and research in mining and metallurgy, while the latter has been responsible for the practical training of metallurgists and for the testing and implementation of innovative ideas proposed by the academics. This interplay between inventiveness and industrial application is illustrated by three examples: the establishment of the iron and steel industry as a result of the persistent experimentation undertaken by Professor G. H. Stanley, the first Professor of Metallurgy and Assaying at the South African School of Mines, which later became Wits; the establishment of the research organization that eventually became the Council for Mineral Technology (Mintek) - again through Professor Stanley's faith in the role of research; and the establishment at Wits of physical metallurgy as a discipline in its own right, as first suggested by Professor C. E. Mavrocordatos of Wits against the opinion of his colleagues in the industry. The Department of Metallurgy at Wits has been well supported by the minerals industry. Not only does the industry provide grants for the financial support of students, but it supplements the salaries of personnel in the Department, making possible the recruitment of top-class academic staff. At present the greatest problem is the lack of interest shown by matriculants in the metallurgical industry as a career. However, an enormous effort is being made by the Chamber of Mines, The South African Institute of Mining and Metallurgy, and the Wits Department of Metallurgy to ensure that matriculants receive appropriate information about the career prospects in the minerals industry.

The Institute was founded in 1894 as the Chemical and Metallurgical Society of South Africa. In 1904 it was reconstituted as the Chemical Metallurgical and Mining Society of South Africa and in 1956 it became the South African Institute of Mining and Metallurgy. The objects of the Institute are to advance the science and practice of mining and metallurgy, to afford opportunities for the interchange and recording of knowledge of mining and metallurgy and to ensure high standards of professional conduct and competence. Membership benefits include monthly issues of the Journal of the Institute, monthly General Meetings at which papers are read, symposia, excursions to mining and industrial concerns and the use of club facilities at Kelvin House. Technical journals received on an exchange basis are available to members at the Johannesburg Public Library. The current membership of the Institute is over 1,400. Membership applications are accepted from suitably qualified persons and the requirements for entrance to the various grades of membership are summarised below. Members shall be not be less than 30 years of age, shall be university graduates in pure or applied science or shall produce evidence to the satisfaction of the Council that they have successfully completed a co-ordinated course of study in pure or applied science of at least three years' duration at an approved university or institution deemed by the Council to be of equivalent status. Members shall have been employed in senior technical positions in important mining or metallurgical undertakings for at least five years or they shall have practised as mining or metallurgical consultants for at least five years. They shall be practising their profession at the time of application. Entrance fee R4.00; Annual subscription R14.00 (town), R12.00 (country). Letters of designation: M.S.A.INST.M.M. Associate Members shall be not less than 25 years of age and shall be university graduates in pure or applied science, or shall have successfully completed co-ordinated courses of study in pure or applied science of at least three years' duration. They shall have been engaged in work of an approved technical character in the mining or metallurgical industries, of which not less than two years shall have been in positions of responsibility. A candidate shall be practising his profession at the time of his application. Entrance fee R2.00; Annual subscription R12.00 (town), R10.00 (country). Letters of designation: A.M.S.INST.M.M. Affiliates shall be not less than twenty-five years of age, and shall have been engaged in positions of responsibility in, or associated with, the mining or metallurgical industries for periods of not less than three years. If, however, the candidate for admission to the higher grade of Affiliate, is at the time of his application, already a Student member, he need satisfy the Council only that he is, at the time of his application, engaged in a position of responsibility in or associated with the mining or metallurgical industries. In all cases the applicants shall satisfy the Council that they are fit and proper persons to become Affiliates. Entrance fee R2.00; Annual subscription R12.00 (town), R10.00(country). Graduate Members shall be not less than 21 years of age and shall be university graduates in pure or applied science, or have completed co-ordinated courses of study in pure or applied science of at least three years' duration at an approved university or institution. They may remain Students until they have obtained the necessary qualifications for transfer to a higher grade of membership, but not after the end of the Institute's financial year in which the attain the age of 28 (twenty-eight) years. They shall then transfer to a higher grade to retain membership of the Institute. The Council may relax the provisions of this clause in such cases as it considers appropriate.
