The Siamese mining lew, which is cited as "The Sian Mining Act, 2461 (1919)," was enacted February 14, B. E. 2461 (A. D. 1919), corresponding to the ninth year of His Majesty's reign. This act replaces the Sian Mining Act of 1901 and repeals all edicts, decrees, laws, rules, and local customs relating to mining the terms of which are inconsistent with the new law. It shall in- clude all subsequent alterations or additions, as well as all rules issued by the Minister (of Land and Agriculture) already in force or to be brought into force publication in the Government Gazette to be deemed sufficient notice of any modifications or alterations. (Art. 1, 2, 5, 83, and 85.) Legislation passed recently amending certain provisions of the mining law for the purpose of controlling the sale of minerals is the mining amendment act, B. E. 2474, given August 21, 1931 (7th year of the present reign), which repeals provisions of the mining act, B. 3. 2461, and also all rules and regula- tions relating to mining that are inconsistent with the amending ect. Under article 25 of the mining amendment act, B. E. 2474, ministeriel regulations (of the Minister of Agriculture) were issued August 21, 1931. Further recent legislation, brought about by the agreement of the Siamese Government to become a party to the international tin restriction scheme (inter- national tin pool), is the tin and tin ore restriction act (Siam), B. In 1992, the Bureau of Mines conducted a mineral resource investigation of the 78,000-acre Garns Mountain study area in southeastern Idaho. The area had been proposed for Wilderness. It is underlain by Paleozoic to Mesozoic-age sedimentary rocks about 11,000 feet thick. Rocks have been faulted, offset, and folded as part of the northerly-trending Idaho-Wyoming Overthrust Belt. Study area mineral occurrences are: phosphate in the Permian Phosphoria Formation; coal in the Cretaceous Frontier end Bear River Formations; and uranium in carbonaceous and phosphate-bearing shales and coal of these formations. Four zones of phosphate are estimated to contain about 528 mitt ion tons of rock with over 10% P205; samples of phosphate-rich rock also contained as much as 3950 ppm chromium, 3280 ppm vanadium, 23 ppm gallium, and 5540 ppm zinc. Fragments of poor-quality coal and carbonaceous shale were found in the area; coal was mined near the northeast border. Uranium content up to 0.016% U3O8 is in carbon-rich shales. Oil and gas were drilled for, with minimal success, in folded sedimentary rocks (frontier and Nugget Sandstone) in the Horseshoe anticline, near the east border. Examined workings included 12 dozer cuts, 4 trenches, 2 prospect pits, and 2 caved adits. No production is known, and no leases or claims are held for the area.

"INTRODOCTIONMeasurement of the contribution of diesel exhaust to respirable aerosol in mine environments has become increasingly important because of current concerns over the occupational health effects resulting from exposure to diesel emissions. In response to this, the U.S. Bureau of Mines is developing and evaluating new sampling methods for measuring diesel aerosol in underground mines. Two such techniques are being studied by the Bureau, size selective sampling and Chemical Mass Balance (CMB) modeling. These techniques use measurable physical or chemical characteristics of a mine aerosol sample to infer the amount of diesel particulate material contained in the sample.Size selective sampling is being adapted for measurement of diesel aerosol by the Particle Technology Laboratory (PTL) of the University of Minnesota under sponsorship by the Bureau. 1 It is based on the premise that diesel and mineral dust aerosol can be physically separated by size and collected during sampling using inertial impaction. An independent effort by the National Institute for Occupational Safety and Health to develop a size selective sampling technique was also sponsored by the Bureau.The second technique, CMB modeling, is being developed by the Bureau as an alternative measurement technique to referee the results obtained using size selective sampling.3 It compares measured trace element ""finger prints"" of aerosol sources with similar profiles of mine aerosol samples. From these, the portions of the sample contributed by each source can be determined. Results of these investigations in underground coal mines have confirmed that diesel and coal dust aerosol are of different size and can be measured separately using size selective sampling techniques.A major difference in diesel usage among underground mines is the requirement for exhaust gas cooling systems in coal and gassy noncoal mines. Nongassy mines usually employ limited exhaust conditioning in the form of catalytic converters, which have limited effect on primary exhaust particulate. The cooling system in most general use in gassy mines is the water scrubber. This device has little effect on most of the gases but removes particulate material from the exhaust. 5 Because of this, exhaust aerosol characteristics in nongassy mines are expected to be different. To see if size selective sampling techniques can be used in such mines, the Bureau and the University of Minnesota conducted a second study in three metal and nonmetal mines, two nongassy and one rated as gassy."

"While conducting investigations in connection with the helium program of the Bureau of Mines, the Cryogenic Laboratory has improved an apparatus for the rapid and accurate determination of the helium content of natural gas and gaseous mixtures derived from that source. The separation of helium is effected by the use of activated coconut charcoal which, when cooled to liquid-air temperatures, absorbs the nitrogen and other constituents of the gas, leaving the helium in a. spectroscopically pure state. This absorptive property of activated charcoal was discovered- by Dewar3/ in 1875. Several years later, while conducting their original researches on helium in natural gas, Cady and McFarland employed the charcoal method for the absorption and removal of the common constituents of natural gas and constructed an efficient apparatus in which this operation could be effected.4/ Shortly after initiating the government's helium activities during the World War period, the Bureau of Mines adopted, with Minor modifications, the Cady and McFarland apparatus and method of analysis. Seibel.5./ described this modified apparatus and method of procedure as part of a publication on helium-bearing natural gas. Subsequently, the Bureau's apparatus for helium analysis has been simplified and improved to facilitate more rapid and positive operation. The apparatus and method of procedure now being used by the Bureau of Mines Cryogenic Laboratory arc described in this paper.The personnel of the Bureau of Mines Cryogenic Laboratory has improved and brought the helium apparatus described herein to its present state of perfection. The writer's contributions have been-of minor importance, and he wishes to give the various members and former members of the laboratory staff full credit for the improvements they have made. He also desires to express his appreciation for suggestions and criticisms offered during the preparation of this paper to the following members of the Petroleum and Natural Gas Division, Bureau of Mines, which now includes the Amarillo Helium Plant and Cryogenic Laboratory: H. A. Cattell, chief engineer; C. W. Seibel, supervising engineer of the Amarillo Helium Plant; W. M. Deaton, chemist-in-charge of the Cryogenic Laboratory; and H. S. Kennedy.The quantitative determination of helium in a gaseous mixture is accomplished by the removal of the other constituents from the sample, either by chemical or physical Means, leaving only the helium which can be measured directly. Chemical methods, when applied to natural gas, require the burning of the hydrocarbons in oxygen, the, absorption of the resulting carbon dioxide in a caustic solution, the removal of the excess oxygen in a suitable solution such as an alkaline pyrogallate, and the elimination of nitrogen by sparking or by combination with hot calcium or magnesium.. Such procedures are very slow and tedious compared with the physical method which employs the absorptive property of activated charcoal to effect the separation of the other constituents from the helium."

Under the Heavy Metals Program, investigations were conducted at the old Badger dill placer mini in Nevada County California to collect data and information regarding drilling and sampling methods and deposit characteristics. The studies contributed to a team effort by five Bureau of Mines research groups to develop new or improved placer mining technology in the Tertiary gold-bearing channel gravel of northern California. This report describes the techniques used and the results obtained in the sampling and drilling stage of deposit delineation studies that were conducted by the Denver Mine Systems Engineering Group. Sampling included the collection and processing of 400 tons of largo and small volume samples from drill holes, underground workings, surface pits, and blast hole rounds. A total of 355 samples averaging 2,296 pounds per sample provided reasonably accurate data for analysis of the gold distribution. These studies indicate that the bulk of the gold is within 40 foot of bedrock in stacked, lenticular zones of cemented gravel that are largely confined to the relatively narrow, meandering course of the deepest portion of the bedrock channel. Drilling studies involved the testing of three types of truck-mounted drills including rotary, bucket and vibratory, none of which proved to be a completely versatile tool for sampling quickly and reliably both consolidated and unconsolidated gravel.

In conjunction with pilot steamflood tests in the Venango sands of Warren and Venango Counties, Pa., the Marx and Langenheim (4)3 calculations were adapted and programed for digital computer solution to predict test performance. The Monte Carlo technique was incorporated in the calculations to provide values of several variables which could not be adequately defined from available information. The computation methods are explained and the FORTRAN IV program listing is presented. Data and results of the prediction calculations for Venango oil sands are also shown.

Coking time was investigated as a function of coal properties, carbonization parameters, and the interactions between these variables. The results indicate that coal properties and carbonization conditions interact to influence the coking time, and these interactions may be determined quantitatively. Prediction equations were developed and used to simulate the effects of bulk density, flue temperature, and oven width on coking times for coals having a wide range of properties. The data presented provide additional information on the carbonization process to permit the coke oven operator to maintain closer control of coke production and coke uniformity.

Ten years ago we surveyed in "Uspekhi Khimii" the mechanism of the synthesis of hydrocarbons from CO and H2 (1).5 With new data obtained since then, mostly by Soviet researchers, our previous work (2), dealing with new forms and catalysts of the synthesis, is brought up to elate by reviewing research in this field. FORMATION OF CARBIDES The hypothesis that carbides are intermecliates in the synthesis assumes that carbon monoxide reacts with the metals of the eighth group and that this reaction is connected with the reversible reaction 2CO[=]C +CO2 (1) in a certain range of temperatures (3).

The Bureau of Mines investigated alloys containing lanthanum (La), praseodymium (Pr), neodymium (Nd), cobalt (Co), copper (Cu), iron (Fe), and magnesium (4g) as possible components of a permanent magnet mate¬rial utilizing a cerium-free synthetic mischmetal (M) as a substitute for scarce samarium (Sm) metal. Magnets containing M-Co-Cu-Mg and M-Co-Cu-Fe-Mg were fabricated by powder metallurgy techniques and evaluated. A synthetic mischmetal (M20) containing 20 pct La, 60 Pr, and 20 Nd yielded the best overall magnetic properties. The M20-Co-Cu-Mg alloys had energy products as high as 13.2 MGOe, remanences as high as 7.89 kG, normal coercivities as high as 6.26 kOe, and intrinsic coercivities as high as 13.4 kOe. The best value of intrinsic coercivity, 22.9 kOe, was obtained with an M-Co-Cu-Mg magnet in which the synthetic misch¬metal contained 30 pct La, 50 Pr, and 20 Nd. These values compare favorably with those of the Sm-Co magnets fabricated and measured at the Bureau's Reno Research Center, which had energy product of 15.1 MGOe, remanence of 7.8 kG, normal coercivity of 7.5 kOe, and intrinsic coercivity of 27.4 kOe. Iron substitution for part of the cobalt resulted in a decrease of magnetic properties, although several percent iron can be added before a drastic loss of magnetic properties occurs.

Direct costs such as medical, legal, administrative, and worker’s compensation costs, property damage, lost earnings, and lost benefits are typically used to compute the economic impacts of occupational injuries. However, there are also a number of less obvious, indirect costs that substantially contribute to the overall loss costs. In fact, for every $1 of direct costs an estimated $3 to $5 of indirect costs are also incurred. This paper presents a systems approach that incorporates engineering, economics, psychology, and sociology in order to evaluate the total value of investments in safety. By studying the interrelated system comprised of the injured worker, their family and coworkers, as well as the organizational structure that was the setting for the incident, a methodology can be developed that will more accurately capture the true costs of mine injuries.

This report is volume 7 of an eleven-volume final report for a Grant completed by The Pennsylvania State University for the Bureau of Mines to develop a dynamic general purpose computer simulation model for underground coal mining. The simulator developed under the Grant has a wide range of possible applications in the design and evaluation of underground coal mining systems from the standpoints of health and safety, productivity, and mine environment. The Master Design Simulator consists of nine free-standing function-oriented subsystem models linked together into an integrated, comprehensive model of an entire mining system. The subsystems comprising the Master Design. Simulator include geology and reserves, methane generation, roof support, subsidence, production, rail haulage, cost, water generation," and ventilation. This volume of the final report describes the Rail Haulage subsystem of the Master Design Simulator. This subsystem can be used as a free standing model or can be linked to the Production subsystem to provide rail haulage capability. Complex rail haulage systems can be realistically simulated with this model. This report includes complete instructions for operating the subsystem as well as a program listing. In addition, a case study is included which illustrates the application of the subsystem when linked to the production subsystem.

This study traces the development of the bucket-wheel excavator, points out the differences in the German- and American-type wheels, and gives the major design criteria and the advantages and disadvantages of bucket-wheel operations. A computer program, written in FORTRAN IV for use with an IBM 360 computer, simulates the operation of the digging components of a bucket-wheel excavator. By supplying certain mining dimensions, soil characteristics, and machine design specifications, this program will print out a time study of the various components of an operation, power calculations for the operation, and production data. This program, when combined with a truck, belt, or rail program, should be helpful in planning a complete mining system In material suitable for a bucket-wheel excavator operation.

This report has been prepared by Lockheed Missiles & Space Company, Inc. (LMSC), under United States Bureau of Mines Contract No. H0220040 dated 21 June 1972 for the design, development, fabrication, and certification of the One-Hour Self-Rescue Breathing Apparatus (PBA). The PBA is a self-contained, oxygen-generating, CO2-removing closed-loop breathing apparatus that provides a minimum of 1 hour of breathable atmosphere during escape from a mine with a contaminated or oxygen-deficient atmosphere. This Cost-Plus-Fixed-Fee (CPFF) contract has been successfully completed in a three-phase program. The Phase I tasks included the design, development, and fabrication of prototype units developed at LMSC in accordance with the requirement of the Code of Federal Regulations (CFR) Title 30, Chapter 1, Subchapter B, Part 11 (Appendix A), and was submitted to the National Institute for Occupational Safety and Health (NIOSH) for joint NIOSH and Bureau of Mines certification testing.

"The pollution of streams has received much attention during the last few years, and although there are many other and more serious forms of pollution, the problem of acid mine drainage is important in certain sections of the country, particularly in Pennsylvania. At the request of the United States Public Health Service the Bureau of Mines undertook to determine some of the factors contributing to formation of acid mine waters, the yearly variations in quantity and quality of drainage, effect of mining methods, and various other questions arising in connection with the problem; some attention was also given to its economic phases.In acknowledgment, the writer wishes to thank Dr. R. R. Sayers, Chief surgeon; A. C. Fieldner, chief chemist; and W. P. Yant, supervising chemist, health laboratory section of the Pittsburgh Experiment Station, all of the Bureau of Mines, under whose direction the work was conducted.Because no data of a like nature had previously been determined, and with the thought that such data would throw additional light on the general subject, a stream having a number of mines draining into it was selected for observation in both high-sulphur and low-sulphur bituminous-coal districts, as designated in commercial rating. These mines and streams were visited in both wet and dry seasons to note the quantity and variations in acidity of mine drainage and the subsequent effect on streams. Maps of these streams with the sampling points are shown in Figures 1 and 2. In a report of this nature a great deal of tabular data is best emitted, but reference to the maps will serve to indicate the factors that determined sampling points, such as tributary streams and gobs."

Available statistics show that the demands of the American chemical industry for sodium sulphate have been increasing slightly in recent years. The supply from domestic sources, particularly In the form of byproduct salt cake from the acid manufacturers, has been tending to decrease due to the growing manufacture of synthetic acid. Both hydrochloric and nitric acids are being synthesized from their elements. The natural result has been that a smaller amount of salt cake is available. Simultaneously, the expansion of the Kraft paper industry, especially in the South, has brought about greater demand for sodium sulphate in that section. This dean is being met by domestic byproduct salt cake, by imported German sodium sulphate made from potash waste liquors, and by favorable situated domestic deposits of Glauber salts and tile anhydrous salt, thenardite. No shortage of natural sodium sulphate exists in the United States, but usually such deposits occur in semiarid regions far removed from transportation facilities and from markets. Moreover, the major portion of the natural deposits is Glauber salt or mirabilite (Na2SO4 ? 10H20), which must be dried or dehydrated in order to meet consumer requirements. The water of hydration represents, roughly, 55 percent of tae total weight of the crude salts and therefore has a very important influence on transportation costs. In marry instances the cost of getting, even the dehydrated product to market is the deciding economic factor. Therefore, the recovery oil production of anhydrous sodium sulphate from plant-.waste liquors or from natural brines of suitable composition might be economically feasible. The U.S. Bureau of Mines, at its nonmetallic Minerals Experiment Station, New Brunswick, N. J., has, for a number of rears, been investigating the commercial possibilities of treating the complex saline mineral polyhalite (K2SO4?NgSO4?2CaSO4?2H20) for the recovery of potash and magnesia. Certain proposed processes (1, 2, 3, 4)4/ yield waste liquors that contain the bulk of the magnesium and sulphate originally combined as magnesium sulphate in the polyhalite molecule. This information circular documents the status of a laser-based guidance system to track and control the tramming maneuvers of a continuous mining machine. The work is part of a multiple project effort at the U.S. Bureau of Mines to develop technology for computer-assisted mining systems. The system includes stationary offboard laser-scanning sensors that report the angular coordinates of retroreflective targets on the mining machine. A microcomputer system processes the angular coordinates, determines position and heading, handles requests for data, and controls tram maneuvers of a continuous mining machine. This report describes the hardware for the sensor and computer systems and the software algorithms for continuous miner position and heading determination, closed-loop tramming, and data request handling. Improvements made to the system since previous documentation include the rewriting of the software on a stand-alone real-time microcomputer system, the implementation of real-time programming techniques, the use of a new version of the laser sensor, and the design and development of explosion-proof enclosures for the lasers and corresponding power supply.

In the fiscal years 1946 and 1947 the number of mine explosions decreased compared with the preceding years. However, the loss of life was so serious during the fiscal year 1947 the period when the Government administered bi- tuminous-coal and lignite mines that from April to June 1947 extraordinary measures were taken in mines then under Government possession to obtain com- pliance with provisions concerning rock dusting, ventilation, and blasting that had not been followed. The great loss of life in explosions during the fiscal year 1947 as compared with 1944, 1945, and 1946 is not easy to explain, but the necessity for maintaining adequate protection has been definitely demonstrated. Management, workers, and inspection agencies alike must keep the mines reasonably safe against explosions or allow them to lapse into a condition where chance is the principal protection against disaster. The at- tention given to protecting coal mines and the men employed in them against mine fires, following the disastrous fires in 1944 and 1945, has at least tem- porarily controlled this hazard loss of life from coal-mine fires was re- duced to 1 fatality in 1947. The number of fires was also less, and progress has been made in reducing the heavy losses in both life and property from un- derground coal-mine fires that occurred in the two years mentioned. Fatalities from mine explosions during the past 6 fiscal years, July 1942 to June 1947, totaled 674, and there were 149 explosions; during the preceding 6 years there were 655 fatalities in 132 explosions. The 6 fiscal years 1942- 47 cover the active period of Federal coal-mine inspection. During the fiscal year 1947, there were 154 fatalities from explosions compared with 58 during the fiscal year 1946, 64 in 1945, 94 in 1944, 152 in 1943, and 152 in 1942.

Accordingly, the remand for these asphaltic residuums for the construction of roads and other uses is a controlling- factor in the quantity of crude oil produced. The increasing utilization of special asphalts as inexpensive bonding, insulating, and waterproofing materials indicates the desirability of obtaining information on the yield and properties, of asphalts from Wyoming black oil to promote a wider and more stable caret for these asphaltic materials.]

Toolbox training is often described as short, informal training conducted at a worksite by technically competent persons for the benefit of a work team. The key feature of toolbox training is the focus on a work team and what is important to that group in its workplace. Toolbox training conducted by peers can connect miners and establish the feeling that the hazard is a real threat to them. This feeling can bridge the gap between delivery of a safety message and behavioral changes that can prevent an accident. Toolbox training is a popular form of "maintenance" training that should not be used to teach a new skill. The 10- or 15-minute toolbox session is simply too short a time to teach or learn a new skill and test for skill development. However, the toolbox format is an excellent way to inform workers of changes in workplace rules, conditions, or hazards by bringing the discussion of change to the level of the work group and suggesting how a change will affect the way workers perform their jobs. Toolbox training should be structured to address a very specific hazard. That is, the hazard source should be identified and the effect of the hazard on the worker described. The temptation to discuss a safety subject in broad terms will result in an equally vague result. For instance, discussing "equipment guards" is inappropriate for a 15-minute training session. There simply is not enough time to cover all the hazards and their remedies. A more appropriate topic would be "placing guards on a conveyor return roller" or "hazards of cleaning a conveyor return roller." Each topic is concise enough to allow the trainer time to define a particular threat to the safety of miners and discuss ways to defend against that threat. The clearest way to a safe workplace is to identify hazards methodically and eliminate them. This cannot be done with sweeping, generalized training. Some best practices that will protect a worker from the hazard should be presented, and the hazard should be located at the specific worksite. Toolbox training is an opportunity for the work team to participate in learning and share experiences and knowledge, often through storytelling. Storytelling is an ancient form of passing along information in an entertaining way. It is entertaining because it draws the listener in with imagination and creativity. Stories told within work groups are a way for miners to exchange experiences in which they made mistakes that resulted in an accident or a near-miss and learned a valuable lesson. Thus, co-workers can learn from others without the pain or fear that accompanied the storyteller's learning path. To encourage these shared experiences, the people in the group must be comfortable with one another. Participation doesn't stop with listening to a near-miss story or informing the group of an unsafe work practice. Participation by sharing experiences, knowledge, and skills should lead toward action in changing the unsafe tool, practice, or machine (Wallerstein, 1992). This power to change is called empowerment. Empowered workers use toolbox training sessions to discuss a problem; direct their own knowledge, experience, and talents in the context of their work environment to solve the problem; and put into practice what they have learned by sharing (Baker, 1992). A worker is much more likely to implement changes they have contributed to creating than changes forced upon them. Toolbox training functions best when the group size is small (under 20) and composed of workers with similar job functions. While combining all workers on a shift or multiple shifts may be convenient, the level of participation will drop dramatically as group size increases and participants are less connected. Similarly, when the work group participants are from different job functions, keeping the materials relevant to the individual becomes more difficult. The role of management in the toolbox training system is to communicate among various groups so that all groups at a mine site are hearing the same message. In very small operations, combining work groups can be productive if the trainer can promote open discussions and lead the group to solutions that address the needs of all and not let one group or individual dominate the discussion. WHY USE NARRATIVE METHODS An effective communications tool is to use stories as a means of describing a hazard and its consequences. Historically, using stories to transfer knowledge between individuals of the same and different generations is well established. All good stories share the same elements required to communicate safety principles. Stories require a setting (the part of the workplace), a plot (the circumstances that lead to a hazard), the solution (best practices), the lesson (what can happen), and the result (what will be done to prevent the hazard) (Dennehy, 1999).
