A method to assist in the evaluation and selection of roof bolts using in situ measurements of roof bolt loading has been developed by researchers of the Spokane Research Center, National Institute of Occupational Safety and Health. Both axial and bending forces are measured by strain gauges at many locations along the length of fully grouted bolts during various stages of mining. This information is then used to (1) predict bolt loading for variations in bolt spacing, grade, and diameter, (2) calculate the design changes necessary in zones where bending loads are high, and (3) determine if bolt length is adequate. Results from several case studies of full-column bolt loading in coal mine gate roads are used to illustrate the design method. This knowledge will give design engineers a tool for the selection of roof support systems that will improve underground safety by reducing roof bolt failures.

In this Bureau of Mines report, a previously developed theory of reverse stratified flow in ventilated duct fires is applied to mine-related ventilation systems that utilize an exhaust fan to supply the forced airflows. The coupling between a fire and the ventilation airflow in a single-entry duct is analyzed to relate the air velocity in the absence of a fire to air velocity during a fire. By combining the derived coupling equations with the results of the previously developed theory of reverse stratified flow, it is possible to calculate critical flow velocities required to prevent reverse stratified flow in the event of a duct fire. The sample calculations shown agree with the few experimental results available from small-scale tunnel fires.

In the interest of safety ii: coal mining, the Bureau of Mines recommends: That all active underground coal mines, whether working or idle, have one or more fans in continuous operation. The capacity and installation shall be such that the entire mine workings are adequately ventilated at all times. Main fairs shall be located on the surface in fireproof housing offset from the line of any mine opening. The housing shall be provided with ample pressure-relief doors or other devices easily opened by the force of an explosion. The installation shall permit prompt reversal of air flow. For mines that liberate gas, the fan shall have at least two independent sources of rower immediately applicable. Ventilation of underground workings in coal mines is needed whether or not explosive gas is present. Natural ventilation is unreliable and often uncontrollable. Main fans should be on the surface; if they are in the mine, fire or explosion may make access difficult or dangerous and render the installation inoperative.

Mountain bumps have been a problem in the coal-mining industry since the 1920's. The problem became severe in the late 40's and early 50's with the introduction of mechanized mining. Fatalities and serious injuries resulted from mountain bumps during this period. Mountain bumps again caused fatalities in the 80 's. Interviews were conducted mostly with retired coal miners having experience in bump conditions with five different coal companies. These men held positions as president, general manager, roof-control specialist, mining engineer, inspector, superintendent, mine foreman, shift foreman, section foreman, miner operator, electrician, and general laborer. Together, their comments give a good idea of the things tried to mitigate mountain bumps in the Appalachian Coal Fields.

"An active list of permissible explosives was published in September 1935 as part of United States Bureau of Mines Report of Investigations 32S6, under the title ""Active List of Permissible Explosives and. Blasting Devices Approved. Prior to July 31, 1935."" This list included 154 brand names,Changes in the list that have been authorized subsequently placed 24 addi¬tional brands of permissible explosives on the active permissible list as a re¬sult of tests, changes in brand names, or transfer from the inactive list. Anthracite from the four producing regions in Pennsylvania was both ashed in the laboratory and burned on a chain-grate stoker to determine the sulfur-retention properties of its ash. The retention of sulfur in laboratory-prepared anthracite ash was shown to be related to ashing temperature and to the amounts of sulfur and calcium present in the coal. At the usual laboratory ashing temperature of 750° C sulfur retention ranged from 0.8 to 13.2 percent of the total coal sulfur. Sulfur retention in the ash was negligible, o to 0.3 percent, at 1,200° C, which is the thermal decomposition temperature of calcium sulfate; thus calcium sulfate does not form and cannot serve as a sulfur-retaining agent. In several tests the anthracite was mixed with 6 or 10 percent dolomite prior to firing in the chain-grate stoker. The dolomite did not improve sulfur retention owing to the high temperature in the fuel bed. Sulfur retention was, however, related to the unburned carbon in the ash. The relationship of the percentage of original coal sulfur retained in the ash (Y) to the percentage of the original carbon in the coal remaining in the ash (X) is expressed by Y = -0.579 + 0.914X. The percentage of sulfur retained is almost directly proportionate to the percentage of original coal carbon in the ash.

Dust surveys were conducted around small truck-mounted rock drills operating at surface coal mines to assess their airborne respirable dust generation and in-service dust control methods. Of four out of seven drills sampled, respirable dust concentrations measured around the drill deck ranged from 8.68 to 95.15 mg/m with3concentrations ranging from 1.37 to 2.69 mg/m at distances 12.2 to 30.5 m downwind of these drills. The other3drills had noticeably lower respirable dust concentrations measured around the drill deck at or below 1.30 mg/m.3Rotoclone-type dry dust collectors were commonly used with dust being emitted from around the drill deck shroud, collector exhaust, and collector fines dumping. Wind speed and direction was also a factor in the dust concentrations measured on the bench. Dust control modifications were made to three rock drills to reduce their airborne dust emissions. Dust controls tested included water injection into the Rotoclone exhaust, Rotoclone exhaust extension, improved sealing of drilling deck shroud, shrouding the Rotoclone hopper dump process, and wet drilling. These control techniques showed noticeable improvement in dust concentrations measured around the drills. Finally, repositioning the drill operator showed that operator dust exposure can be improved by avoiding the dust cloud around the drill.

Medium-frequency (MF) waves can propagate in a coal seam, bounded above and below by conducting rock, in an approximate transverse electro-magnetic (TEM) transmission-line mode with the electric field vertical and the magnetic field horizontal. The theory of this coal seam mode is applied to recent MF data for a number of mines in order to classify the propagation characteristic of the mines in a simple way. When conductors such as rails, trolleylines, or power cables are present in the vicinity of the measurement path, it is found that the magnetic field versus range plots have two distinct regions with very different slopes. This effect is attributed to coupling of the cylindrically spreading coal seam mode to a low-attenuation conductor guided mode. As a result, voice communications range between mobile transmitters can extend several thousand meters. The use of MF for mine communications is discussed.

This longitudinal field study was designed to encourage Appalachian coal miners in West Virginia and Pennsylvania to engage in hearing-protection behaviors. Method: Participants were mailed postcards that featured either a positive, negative, or neutral message on the outside of the postcard and a message encouraging hearing protection behaviors on the inside. The first posttest measurement of the effectiveness of the persuasive messages was conducted about a week after the postcards were mailed. The delayed posttest measurement was conducted six weeks later. Results: Responses from 307 coal miners revealed that the positive or neutral messages generated significantly more self-reported hearing protection behaviors than the negative message. Identical results were obtained in a delayed posttest assessment of miners' self-reported hearing protection behaviors. The positive message was also more effective than either the neutral or negative message in preventing defensive mechanisms from emerging over time. Impact on Industry: Positive and neutral messages were convincingly more than negative messages in facilitating self-reported hearing protection behaviors among coal miners. Montana's coal reserves are estimated to be more than 120 billion tons, 24.6 percent of U.S. reserves. Montana's reserves are the largest in the nation. Coal fields are located throughout the state, primarily east of the Continental Divide. Three of the state's 17 coal fields have producing mines. Coal resources range from lignite to high volatile bituminous; however, most of the coal currently mined is subbituminous. Although Lewis and Clark mentioned the presence of coal along the banks of the Missouri River in Montana in 1805, the first major mine was not opened until 1867, at Chestnut, Montana, near Bozeman. The mine at Chestnut served Fort Ellis until the mine was bought by the Northern Pacific Railroad in 1883. By 1900, underground coal mining had developed throughout the state, primarily to supply fuel to the railroads. In the 1920s, large-scale surface mining began in Colstrip to fuel railroad steam engines. Currently, all coal mined in the state is produced from surface mines. The Office of Surface Mining granted the Montana regulatory program conditional approval April 1, 1980, followed by final approval February 1 1,1982. Montana's Abandoned Mine Lands Program was approved November24,1980, and its emergency program was approved August 18, 1983. A Federal Lands Cooperative Agreement was approved May 8, 1981.

"INTRODUCTION The Phelps-Dodge Corp. New Cornelia Branch open-pit copper mine operated without a fatality in the drilling and blasting department from December 13, 1937, to April 1, 1947, and continuing.Between the dates named the explosives crews had a total of 746,520 man-hours of exposure and handled 12,000 tons of explosives, over 770,000 detonators, 2,300,000 feet of fuse, and 7,700,000 feet of Primacord in loading holes to break 116,780,000 tons of material.It is the purpose of this paper to record the procautions taken to insure safe handling of explosives at this operation where safety is definitely a matter of forethought rather than chance.GENERAL INFORMATIONThe New Cornelia Branch open-pit mine operates on a large, low-grade, disseminated-copper deposit about one-half mile south of Ajo, Ariz. The pit is approximately oval; the ore body being some 4,800 feet long and 2,750 feet wide. Ore is mined with electric shovels loading into railroad cars. All benches in- the pit are 40 feet in height except two, which are 60 feet high.The New Cornelia ore body differs from most porphyry-copper deposits in being hard and siliceous. In common with the other low-grade porphyry-copper deposits, continued operation is possible only with economical handling of large tonnages. This has necessitated a great deal of study in the evolution of a safe and efficient method of handling the large quantities of explosives needed in breaking this hard-rock material."

The Bureau of Mines investigated the absorption of radium and thorium from waste uranium leach liquor by clays and other materials. This work was conducted in support of the Bureau's goal of minimizing the environmental conflicts, impacts, and occupational hazards associated with mining and milling operations. Tailing and soil samples from New Mexico were evaluated for their potential to absorb radium and thorium from tailing liquors. Absorption ranged from 0 to 97 pct for radium and 0 to 60 pct for thorium. Some samples that readily absorbed radium were contacted with various salt solutions that could be present in tailing solutions to determine whether desorption would be a potential problem. The desorption of radium ranged from 0 to 75 pct. An alpha spectrometric method was used to determine the radium and thorium concentrations in the solutions and solids.

Study Design. A split-plot experimental design was used to evaluate the influence of posture, trunk angle, and rotational velocity on peak torque output and myoelectric activity during maximal trunk extension maneuvers. Objectives. To determine whether the kneeling posture alters extension torque capabilities in isometric and isokinetic exercises as compared with standing. Also, to ascertain whether recruitment of trunk muscles is modified by such a postural change. Summary of Background Data. Factors such as workplace geometry may force workers to adopt awkward or unusual postures in the performance of manual tasks. An understanding of the limitations placed on strength in unconventional working postures is crucial to the proper design of jobs. Methods. Twenty-one healthy male subjects (mean age = 36 years 7 SD) performed 12 trunk extension exertions in standing and kneeling postures. Isometric tests were performed at 22.5°. 45°, and 67.5° of trunk flexion. isokinetic tests were done at three velocities: 30°/sec, 60°/sec, and 90°/sec. Electromyographic data were collected from eight trunk muscles to assess muscle recruitment under each condition. A prior; orthogonal contrasts were specified for analysis of both torque and electromyographic data. Results. The kneeling posture was associated with a 15% decrease in peak torque output when contrasted with standing; however, no concomitant change in trunk muscle activity was evident. Trunk hyperflexion (isometric tests) and increasing rotational velocity (isokinetic tests) were associated with reduced torque in both postures. Trunk muscle activity was primarily affected by changes in trunk angle and velocity of contraction. Conclusions. A reduced extensor capability exists in the kneeling posture, despite equivalent trunk muscle activity. The similar activation patterns in both postures suggest that the strength deficit does not result from alterations in trunk muscle function. Rather, it may be the consequence of a reduced capability to rotate the pelvis in the kneeling posture, due to a disruption of the biornechanical linkage of the leg structures. "INTRODUCTION Loss of life from coal-mine explosions in the United States in 1949 was the lowest in any year since before 1870. Although fatality reports from coal nines before 1910 were incomplete,' the explosion fatalities from single disasters or individual States exceeded the 1949 total in each year as far back as 1870, when the records become fragmentary. Since 1890, the only other year in which fewer than 35 were killed was 1946, with a total of 32. Figure 1 shows the total yearly fatalities from explosions in all coal mines and those in anthracite mines alone since 1870. The fatalities in bituminous coal mines were not completely reported before 1910, but enough reports were issued by major coal-producing States to compile reasonably representative figures back to 1885. Any corrections would be additions to these totals.The reason for the moderate total of 46 explosion fatalities in 1948 and the low total of 8 killed in 1949 is thought to be the serious and careful attention devoted to elimination of coal-mine explosion hazards after the disastrous explosions in 1947. The standards now being observed generally with respect to ventilation, rock-dusting, and inspections for gas are better than those found earlier in even the mines having the best reputations for safety. Exceptions are still numerous, but they are fewer, month by month, because of the pressure of Federal and State inspections and a changing conception of the hazards that should not be permitted underground. The prevailing precautions have not eliminated all ignitions of gas or dust, but they have limited propagation to small explosions and have prevented serious loss of life.The number of ignitions (14) reported for the year was less than the average (24) for the 5 years 1944-48 and only half the average for the fiscal years 1929-44. Another favorable factor is that Bureau of Mines representatives were probably in closer contact with both small and large mines in nearly all coal-mining districts. Inspectors now assigned to individual districts are better able to keep informed on the happenings and the progress of safety in their districts. In 1948, one-fourth of the explosions were in mines that employed fewer than 10 men; this condition was duplicated in 1949."

The Bureau of Mines Minerals Information organization collects worldwide data on virtually every commercially important nonfuel mineral commodity. These data form the base for tracking and assessing the health of the minerals sector of the U.S. economy. This data collection activity was instituted by the 47th Congress in an appropriations act of August 7. 1882 (22 Stat. 829) to place the collection of mineral statistics on an annual basis. The most recent authority for the Bureau of Mines Minerals Information activity is the National Materials and Minerals Policy, Research and Development Act of 1980 (Public Law 96-479, 96th Congress), which strengthens protection for proprietary data provided to the U.S. Department of the Interior by persons or firms engaged in any phase of mineral or mineral-material production or consumption.

1. Mining to prevent and control underground acid formation should begin with education imparted through: (A) Course work at mining schools to teach prospective engineers. (B) Training of engineers presently employed in the mining industry through appropriate mining extension courses. 2. Considerable need exists to devote more attention to: (A) Hydrogeologic studies of mining areas to enhance the planning of new mines and the abatement program of existing mines. (B) Additional research to explore methods of dewatering the strata associated with mining areas. (C) Further effort to develop sealants for preventing contact between water or oxygen and the acid producing material associated with the coal seam.

A training software package for new mine employees, called Miner Training Simulator (MTS), has been developed by researchers at the National Institute for Occupational Safety and Health. MTS is a computer-based tool that allows a trainee to enter a simulated mine and interact with his/her surroundings in order to learn basic mining concepts, safety procedures, mine layouts, and escape routes. The training simulator software and instructions for its use are described in this report. Also, each mine using the software will have different requirements with regard to safety training. To customize the simulator for these differences, an interpreted scripting language is used to define interactions between the trainee and the virtual mine and objects in it. The scripting language, called Tool Command Language, uses simple commands to control various actions in the simulation, such as sounds, safety messages, hazards, and movement of objects. The basics of the scripting language are described here, along with many examples and instructions for building a script for MTS.

Recent studies have shown that miners performing construction, maintenance, and repair (CMR) work activities in the conduct of their jobs incur from 39 to 65 percent of all reported injuries in the mining industry, The number is particularly high at surface aggregate operations; however, the problem exists at all mining locations and commodities. To address this issue, an interactive, (3-D) slides training exercise, Hazard Recognition Training Program for Construction. Maintenance and Repair Activities, was developed. The purpose of the exercise is to teach work& to recognize CMR hazards in the workplace and to deal with them using accepted safe work procedures. It was field tested using a total of 340 persons from surface mining operations in six states. The subjects were tested before and after the training intervention to determine if objectives of the instruction were achieved. Results indicated that 7 1 percent of the participants showed improvement in ink test scores. Following the posttest, subjects responded to a seven question Likert scale. These questions related to the validity of the exercise and the utility of the training program. More than 93 percent of the miners reported that they "learned something new from the training" and over 94% said they "would use these practices to work more safely".

A motion transducer based on coherent mixing of laser light backscattered from rough surfaces is evaluated in terms of sensitivity, bandwidth and range. Tests made with a prototype composed of a 4-mw HeNe laser, a silicon avalanche photodiode, and a 15-cm aperture telescope demonstrate that remote measurements with reasonable bandwidth and accuracy are feasible at distances up to 100 meters.

Inhaled particle contact with pulmonary surfactant in the hypophase lining pulmonary alveoli was modeled in vitro by exposing two respirable sized dusts, kaolin and silica quartz, to lecithin, a major component of pulmonary surfactant, emulsified in physiologic saline. Lecithin adsorbs to the dusts upon incubation at 37º C and suppresses their cytotoxicity as measured by pulmonary macrophage and erythrocyte assays, suggesting that pulmonary surfactant provides a defense system against prompt cell membrane lysis by inhaled dusts. Subsequent pulmonary macrophage phagocytosis and lysosomal enzyme digestion of the coated dusts was modeled in vitro by incubation with phospholipase A2 for one hour. With increasing lipase activity, silica hemolytic potential was restored to native silica levels. Kaolin was retoxified to levels far in excess of native kaolin hemolytic potential. Elution, thin layer chromatography and phosphate assay of treated dusts indicate most lecithin on silica is digested to lysolecithin and desorbed, silica retoxification being due to surface and adherent lysolecithin effects. Most lecithin on kaolin is not digested in this same time; that which is results in adherent lysolecithin which is responsible for the kaolin retoxification. Digestion with phospholipases A2 and C together produces only weakly retoxified kaolin. Results suggest that surface adsorption properties which control the adherence of prophylactic surfactant distinguish the pathogenic potentials of quartz, kaolin and mixed dust.
