This paper discusses human judgment and decision making under stress. The authors review selected recent literature across various disciplines and suggest a definition of stress within the context of decision making during the management of emergencies. They also discuss fieldwork by the Pittsburgh Research Laboratory, NIOSH, which explores traumatic incident stress, the relationship between previous training and performance under stressful conditions, and human behaviour in underground mine fires. The authors assert that stress is one of the factors that decision makers must contend with in most life-or-death situations. They suggest that a better understanding of individual judgment and decision making activities whilst under stress would yield a better understanding of how people reach the choices they make in emergencies. This enhanced understanding would be of enormous value to emergency managers, researchers and policymakers.

In accidents resulting from the use of explosives in metal mines and quarries in the United States more than 130 men were killed and 250 seriously injured during the calendar year 1913. More- over, an unknown number of miners suffered from the effects of breathing the harmful fumes and gases given off by the burning or the incomplete explosion of some explosive. Consequently, the Fed- eral Bureau of Mines, which is endeavoring to increase safety in mines and to abolish conditions that tend to impair the health of miners, is studying the kinds of explosives used in mining and the conditions under which these explosives can be used with least danger to the miner. Information about the different explosives used in coal mining and the precautions to be taken in using those explosives has been printed in Bulletin 17 and other bureau reports, the names of which may be found at the end of this bulletin. The bureau has not been able to give much attention to explosives used in metal mines and quarries, but has published some information about these explosives in Bulletin 48, "The Selection of Explosives Used in Engineering and Mining Operations"; Technical Paper 17, "The Effect of Stemming on the Efficiency of Explosives"; and Miners' Circular 19, "The Prevention of Accidents from Explosives in Metal Mining." This bulletin aims to give the metal miner and the quarryman information similar to that given the coal miner in Bulletin 17. In- flammable gas or dust is seldom, if ever, found in quarries or metal mines, and the danger from using explosives there is less than in coal mines; but, as the figures show, the number of men killed and injured yearly in accidents caused by explosives proves the need of both miners and mine officials striving to see that none but proper explosives are used and that these are used properly.

In the separation of a component from a mixture , two fractions are obtained , one containing a high - percentage composition of the component and the other a low - percentage composition . The high - percentage fraction is frequently called the concentrate and the low - percentage fraction the tailing . In many separation processes the recovery is not complete , and the composition of the concentrate decreases as the recovery of the component, which is concentrated , increases . It is this particular class of separations to which this paper is confined .

"Nearly every piece of electrical equipment used in mines ""breathes."" In other words, motors, controllers, rheostats, switches, and other similar equipment, even though encased in seemingly tight compartments, breathe in the atmosphere that surrounds them.As the apparatus is used, the temperature of metallic parts is changed generally in positive direction through the heat by friction and the heat due to the electric current. When the apparatus is idle it gradually cools down to the temperature of the surrounding atmosphere.This increase of temperature during operation and return to normal temperature when operation stops alternately raises and lowers the temperature of the atmosphere within the compartments which, in strict accordance with Charles' law -will expand or contract in proportion to any given temperature change.As compartments are not gas-tight, such expansion and contraction will force the atmosphere out of the compartment =on expansion and suck the surround¬ing atmosphere into the compartment during contraction, hence the term ""breathing.""Investigators2 of explosion-proof equipment have recognized that such an interchange would take place and have designed their equipment to safeguard possible explosions within the compartments."

The 1963 performance of the United States economy was impressive. The year was one of continued growth unmarred by a recession. By the end of 1963 the economy's expansion had already lasted almost as long as the 1954-57 upswing, and the net gain in output since the trough in activity in early 1961 compared favorably with most earlier postwar cyclical advances. There was no indication of any slow- down at yearend. Both gross national product (GNP) and national income in 1963 were 5 percent higher than in the previous year. GNP totaled $584 billion, a gain of $28 billion over 1962. Real output of goods and services rose 3.4 percent over the year. Price increases continued to be moderate. Production, employment, personal income, and corporate profits all registered new but unemployment continued high at 5.5 percent and the prospects for improvement remained poor. The economy again failed to use its full potential. Current value of mineral production kept pace with the economy. The constant dollar value of mineral production gained more than real GNP because of the relatively stable price of minerals. Mining production achieved a new high in 1963. Steel production totaled 110 million tons, 12 million tons above 1962, making 1963 the first 100- million-ton year since 1957 and lifting the steel-associated minerals group upward. The gain in ferrous metals mining was insufficient to compensate for the decline of nonferrous metals mining resulting in an insignificant decline in the metal mining total as a whole. The Bureau of Mines conducted research to determine the safe operating conditions for using recycled (used) lubricating oil from mining equipment as a partial replacement for diesel fuel to make ANFO-type blasting agents. The use of recycled oil (RO) saves energy, reduces oil imports, and reduces mining costs. Low ambient temperatures may cause these recycled oils to become too viscous for proper absorption by ammonium nitrate (AN) prills and result in poor blast performance, safety hazards, and environmental problems. To help quantify and resolve these issues, viscosity, mixing, and performance tests were conducted at various temperatures. Diesel fuels No. 1 and No. 2 were studied separately and in blends with 25,50, and 75% RO. Good quality ANFO mixes (94-6) were produced with dry absorbent prills and blended fuel (No. 1 diesel plus RO) at temperatures as low as -40° F (-40°C) with 75% No. 1125% RO, and at -20°F (-29°C) with 50/50. Diesel fuel No. 2 also made good mixes as low as -30" F (-34" C) with 75% No. 2/25% RO, and at 0° F(-18° C)with 50/50. Reference detonation velocity tests were conducted in 1.4" (3.6 cm) diameter steel pipe at 70°F (21°C) on No. 1 diesel ANFO (94-6), giving an average value of 9722 ft/s (2964 m/s). Comparison tests showed good ANFO performance at low temperatures. Blended fuel ANFO (75% No. 1/25% RO) mixed, loaded, and tested at -40°F (-40°C), produced an average velocity of 9247 Ws (281 8 m/s). A 50/50 blend gave a velocity of 8083 Ws (2464 ds) at -20°F (-29°C). Based on these results, a practical field method has been developed to help evaluate whether a specific oil blend will mix properly with AN at a low ambient temperature. This method will help to promote the safe and reliable use of RO ANFO at low temperatures, with adequate performance.

To cost-effectively reduce noise and vibration in newly manufactured mantrip vehicles. Approach Previous Bureau of Mines research demonstrated that noise controls could be in-stalled on existing mantrip vehicles, thereby substantially lowering noise levels inside the mantrip. Under Bureau sponsorship, a manufacturer of mantrip vehicles agreed to incorporate similar noise controls into a new vehicle during manufacture. Throughout this project, durability, maintainability, and cost were considered to be as important as noise reduction. How It Works The following noise-control features were included in the new mantrip: (a) Suspension Isolation- The suspension components were isolated by inserting elastomeric materials between them and the vehicle frame.

1.1 General The examination and evaluation of a mineral deposit to determine whether or not it can be profitably exploited entails many factors unrelated to the physical nature and intrinsic worth of that deposit. Nevertheless, geology and geologically related factors have great bearing on the economic potential of the deposit. This is only natural because the deposit owes its existence to these factors. This is even more so in underground mines where the whole system is a geologically enclosed one. Geology plays a major role in at least four phases of a mineral venture. Firstly, it acts as an indicator of the existence of parti¬cular minerals. For example, it is inconceivable that a sedimentary coal deposit would exist in a granitic batholith or stock, or that a sandstone would host primary copper or nickel sulphides. Further, the positional relationship of different rock types may be significant in locating deposits such as replacement zinc and copper sulphides in limestones which have been intruded by igneous rocks. Thus, geology is important in the exploration phase of a mineral deposit. Secondly, once potentially valuable minerals have been discovered, knowledge of geology plays a significant role in determining the dis¬tribution, grade and extent of the mineralization. The safety of mine workers depends on the proper installation of roof supports to prevent the ground from collapsing into the working areas of an underground mine. As new support systems are developed, they need to be properly evaluated to make sure that they are capable of providing adequate roof support before they are first used in a mine. In addition to making certain that the supports meet basic safety criteria, the limitations of the support need to be fully defined in order to avoid improper application of a particular support design. The National Institute for Occupational Safety and Health (NIOSH) operates a world-class facility called the Safety Structures Testing Laboratory. This laboratory contains a unique load frame, the Mine Roof Simulator, which is capable of simulating the ground behavior in underground mines for conducting full-scale evaluations of roof support systems. Safety performance testing protocols using the unique Mine Roof Simulator have been developed for both standing roof support systems and longwall shield supports. The purpose of this paper is to describe these test procedures. The protocol for standing roof supports incorporates seven test series:( 1) uniform loading baseline tests, (2) height evaluations, (3) asymmetric loading, (4) biaxial loading, (5) load rate studies, (6) active loading determination, and (7) static loading evaluations. For longwall shields, a four-series test program that accurately simulates in-service conditions on a longwall face is proposed. This test program consists of (1) transfer of horizontal load to the caving shield-lemniscate assembly (zero-friction test),(2) point loading of shield joints due to lateral movement or rotation of the canopy, (3) evaluation of leg socketand leg cylinder integrity, and (4) face-to-waste racking of the shield. In addition, an evaluation of the shield’s hydraulic components will be conducted prior to the performance testing. These protocols will provide state-of-the-art safety performance evaluations of emerging support technologies, as well as a means to assess the safety of both new and aging longwall shields. Hence, this effort will enhance the safety of mine workers by ensuring that critical support elements are properly designed and that aging supports are retired before their support capability is jeopardized.

Develop technology for preparing thick corrosion-resistant coatings and electroforms of iron-chromium-nickel alloys. Approach To reduce the United States' dependence upon foreign sources for supplies of strategic and critical metals such as chromium, cobalt, and nickel, new technology must be devised to conserve these valuable commodities. One approach being investigated by the Bureau of Mines is the use of a modified-aqueous-electrodeposition method to prepare thick (-25 µm), complex alloy coatings (e.g., stainless steel composition) with properties similar to the commercial alloys. An alloy coating on a low-alloy steel or carbon steel substrate would require significantly less strategic and critical metals than those contained in an equivalent mass of the commercial alloy. Coatings applied to appropriate mandrel materials make possible the preparation of intricately-shaped alloy electroforms (near-net-shape parts). As a result, the loss of valuable metals associated with machining finished products would be minimized.

"The size of off-highway trucks has increased substantially over the last decade, bringing about a radical change in truck maintenance practices and procedures. As a result, surface mine maintenance mechanics today are faced with the increased hazards of working with larger and heavier tools and components and doing repairs at greater heights, thereby exposing them to a high potential for serious injury or death. Not surprisingly, the number of accidents involving truck maintenance mechanics is significantly increasing.The Bureau of Mines has assessed the haulage truck maintenance safety problem, analyzing maintenance-accident data over the 7-yr period, 1978- 84, in terms of personnel, job activities, truck components and systems, tools involved, and truck design. This assessment, based on the review and interpretation of 1,225 haulage truck maintenance accident reports, identified major factors contributing to these accidents. Overall, young, inexperienced workers are involved in most accidents. A typical maintenance accident involves a male mechanic under 33 yr old, with less than 5 yr job experience. INTRODUCTIONOver the past decade, surface mine maintenance and repair operations have changed radically. The number of maintenance personnel has grown along with the hazards of working with larger and heavier components at greater heights and with larger and heavier tools. Furthermore, transfer of skills from over-the-road vehicle mechanics is not as feasible as it once was, because of the ever increasing size of mining equipment and the complexity of its design. In short, surf ace mine equipment maintenance and repair has become increasingly sophisticated as well as labor intensive, necessitating further research and evaluation in terms of both safety and efficiency (1, 7-8) 2"

[In producing crude oils of paraffin base and of mixed base the producer is often confronted with the problem of preventing and removing paraffin that settles out of oil and accumulates in the well. This paraffin consists of heavy waxes with some sand and asphalt, and varies in. consistency from a soft semifluid wax to hard gummy wax. This problem is by no means a new one as troubles have been encountered with it since the earliest days of the industry. However, with the discovery of the panhandle, Texas, field and other large fields in which extensive troubles have been encountered, the problem has assumed added importance. In new fields the most serious trouble with paraffin is in the flowing wells the paraffin accumulates in the casing and tubing of such wells and unless removed will completely plug the well. This condition also develops in wells which are produced by gas lift, and often presents a serious problem when, this method of producing the oil is used. In older fields paraffin is also deposited on the face of the producing sand that on the walls of the hale or within the interstices of the sand near the hole, and this materially affects the amount of oil that can enter the well.]

Develop new technolgies and techniques which enable recovery of strategic and critical minerals such as cobalt from domestic resources, thereby easing the U.S. dependence upon foreign producers for these valuable commodities. Approach The Bureau of Mines, through research, developed a process which uses mineral beneficiation techniques to recover cobalt-rich products from Missouri lead ores. Before development of this process, cobalt was lost as an impurity in the copper, lead, and zinc concentrates and in the mill tailings because the technology to recover it with minimum impact on present production did not exist.

The prospect of utilizing bacteria in mining and metallurgical processes introduces a new and challenging area of investigation. Elements of bacteriology and metallurgy are discussed in connection with possible areas where biological science might be applied in extractive metallurgy. Bacteria may prove important in the selective separation of metals from ores and metallurgical solutions, the production of sulfur from gypsum or pyrites, and the production of sulfuric acid from elemental sulfur. A series of reports concerning the experimental applications of bacteria on minerals and metallic ores will follow this paper. For several years the Bureau of Mines has been investigating the action of bacteria in the oxidation of sulfide minerals and their potential uses in metallurgical processes. Primary attention has been given to the possible utilization of certain strains of autotrophic bacteria that live in industrial leaching solutions or fractures of mineral outcrops. The purpose of this paper is to acquaint the mining and metallurgical engineer with micro-organisms and some of their possible applications in the field of extractive metallurgy.

Improve the performance of waterjet nozzles used for water-jet-assisted cutting to optimize rock cutting efficiency. Approach The performance of a longwall shearer equipped for water-jet-assisted cutting was evaluated during an earlier study (Tech News No. 277). Waterjet nozzles were used to direct the solid streams of water that impacted the rock near the tip bits. The maximum water pressure that could be delivered to the nozzles was about 6,000 psi. Due to the "break up" of the solid stream of water, some of this pressure was lost before the water reached the rock. The pressure could have been increased by moving the nozzle closer to the bit tip but) moving the nozzle too close increases the possibility of damage to the nozzle. Study Results A test apparatus was built to measure water pressure at the location of water jet impact (see illustration). The target, a tungsten carbide plate with a 0.013 inch diameter orifice, was placed at the location of water jet impact. A pressure transducer, used to monitor impact water pressure, was positioned under the plate. Water pressure at the nozzle was maintained at 6,000 psi. The distance between the nozzle and target was varied from 2 to 5 inches.

[In July, 1924, the Bureau of Mines, through its Petroleum Experiment Station, undertook a field study of methods used in oil-field shops for dressing and tempering fishtail bits. The purpose of this work was to suggest chances that would be helpful to the bit-dresser in turning out better treated, harder, and tougher bits, and thus cut down the excessive loss of time caused by too frequent changing of bits. It was the intention to eliminate as much as possible the guess work connected with dressing and tempering bits under the method of judging temperature by eye, by developing; practical methods of controlling temperature. If there were some possible means of accurate temperature control, then it would be an easy matter to bring all bits to the proper temperature for maximum hardness rued toughness, thus doing away with the source of most of the trouble experienced in the present method of bit tempering. Shortly after the Bureau of Mines began its study, a chop In the Stroud, Oklahoma, oil field announced method for tempering fishtail bits that Would increase the drilling footage of each bit treated. The method accurately regulates, by the use of a bath of molten salt, the temperature to which a bit is heated before being quenched to produce hardness. There is nothing new in using silt baths for the, heat treatment of steel, but this was the first attempt to introduce it into the oil fields for use in hardening bits, and for this purpose it proved to be admirably adapted. In tempering, by the old system it is not possible to measure the temperature of the heated bit by means of an electrical instrument for that purpose, whereas this is an easy matter with the now method. If heating steel to slightly above the critical point rind quenching suddenly will bring out its best properties, their here is a method of accurately bringing the steel to that point.]

"The biologic events leading to coal workers' pneumoconiosis (C'WP) are not yet fully understood. There is no good correlation between toxicity studies or animal models with human epidemiologic and pathologic data. Several studies have shown that the severity and prevalence of the CWP in miners correlate strongly with the rank and type of the coal mined. However this has not been found to be the case with laboratory animal models or in vitro studies. In 1980 Russian scientists Artemov and Resnik suggested that the discrepancy may be related to the excessive amount of short-lived free radicals present in freshly generated coal mine dust. Because of their short life, such free radicals would be absent in the ""stale"" coal dust used in most animal experiments. To test this hypothesis we have undertaken a systematic study of the generation, reactivity with oxygen and biological significance of free radicals in coal dust.Electron spin resonance (ESR) was used as a technique for the direct detection of radical production and kinetics of decay. ESR signals from the newly generated radicals decreased with time on exposure to oxygen or when stored in biological buffers at a rapid rate. In vitro biological tests were carried out which suggest that the reaction between the newly generated radicals and oxygen plays a significant role in the sample's cytotoxicity.Materials and MethodsESR measurements were made at X-band (~9.7 GHz) using a computer-controlled Bruker ER200D ESR spectrometer. 11te two coals studied in detail were obtained from the Pennsylvania State University Coal Depository. These were, a bituminous sample, PSOC-1172 (72% carbon) and an anthracite sample, PSOC 867 (95% carbon). Coal particles of several millimeter (mm) dimensions were evacuated to a pressure of ~10-3 mm Hg typically overnight. Without exposure to air, these particles were ground in an agate mortar with an agate pestle for about 30 minutes and then sieved through a 20 \1111 mesh filter before ESR measurements or cytotoxicity studies. As an index of cytotoxicity, hemolysis was measured according to the method of Harrington, with minor modifications. Sheep erythrocytes (2%) were incubated with test samples at 37°C for one hour, and the hemoglobin released was quantitatively estimated photometrically. Additionally, release of alveolar macrophage enzyme lactate dehydrogenase (LOH) was estimated after incubation of the macrophages with the coal particles at different time intervals after the grinding. Enzyme activity was assayed according to the method of Wrobleski and LaDue and expressed as percent of enzyme released in 2 hours per million cells with 1 mg of coal."

Two types of flammability limits have been measured for various dusts in the Fike 1-m3 (1000-L) chamber and in the Pittsburgh Research Laboratory (PRL) 20-L chamber. The first limit is the minimum explosible concentration (MEC), which was measured at several ignition energies. In addition to the three dusts studied previously (bituminous coal, anthracite coal, and gilsonite), this work continues the effort by adding three additional dusts: RoRo93, lycopodium, and iron powder. These materials were chosen to extend the testing to non-coal materials as well as to a metallic dust. The new MEC data corroborate the previous observations that very strong ignitors can overdrive the ignition in the smaller 20-L chamber. Recommendations are given in regard to appropriate ignition energies to be used in the two chambers. The study also considered the other limiting component, oxygen. Limiting oxygen concentration (LOC) testing was performed in the same 20-L and 1-m3 vessels for gilsonite, bituminous coal, RoRo93, and aluminum dusts. The objective was to establish the protocol for testing at different volumes. A limited investigation was made into overdriving in the 20-L vessel. The LOC results tended to show slightly lower results for the smaller test volume. The results indicated that overdriving could occur and that ignition energies of 2.5 kJ in the 20-L vessel would yield comparable results to those in the 1- m3 vessel using 10.0 kJ. The studies also illustrate the importance of dust concentration on LOC determinations.

As the mines get older and the active workings get Farther and farther away from the original mine openings, it becomes increasingly difficult and expensive to ventilate most coal-mines properly. At the same time, the avenues of escape for those employed underground have become so extended' as often to make it impossible for them to make their way out of the mine in the event of a fire, mine explosion, or other emergency. Where such Conditions exist, the only satisfactory solution is to make new ventilation and emergency-escape openings near the active mine workings. At most mines this would necessitate sinking shafts, which is often slow and expensive.

(a) Moisture. - Moisture, "as fired," is specifically significant in pulverized-coal firing because of its effect upon the continuity of raw-coal feed to the pulverizer, pulverizer capacity, flame stability, and speed of ignition. The extraneous moisture content is a rough index of potential difficulties in unloading and maintaining the flow of raw coal to the pulverizer and of pulverized coal to the furnace, with the troubles increasing geometrically as the percentage increases. Sticking or other stoppage of coal flow at any point between the bunker and the furnace is especially serious with pulverized-coal firing because there is danger of immediate loss of output. Where moisture is a problem, the designer must exercise great care in the design of coal-handling and preparation apparatus.
