This volume summarizes mining and petroleum legislation in 45 African jurisdictions. Within these jurisdictions, primary attention is given to requirements that must be met in each country for acquisition of rights to permit development of mineral resources. Coverage includes: First, identification of the controlling laws or statutes governing minerals acquisition and reference to the administrative authority; second, analysis of the laws governing mines and quarries and their products; third, analysis of laws applicable to natural gas, petroleum, and related materials; and fourth, mention of laws regulating offshore operations. Where pertinent, sections dealing with historical background or administration have been added. In countries where minerals are subject to control of states or provinces, those areas are considered separately from the central government.

The material for this paper was collected for the most part by C. H. Beal during the years 1916, 1917, and 1918. Many of the conclusions reached in regard to the life of oil wells have already been published by the Bureau of Mines 1 but those presented in this paper deal particularly with the theoretical aspects of oil production. The report discusses some of the fundamental factors governing oil production, taking up first the conditions affecting the. amount of oil in the oil sand, then those factors that control the rate of production of oil wells, and then discusses several related problems, most of which deal particularly with the effect of the production of one well on that of another.

The Federal Coal Mine Health and Safety Act of 1969 requires each mine operator to implement the respirable dust sampling program established by the Secretary of the Interior and the Secretary of Health, Education, and Welfare. This program requires frequent sampling of "high-risk" face workers and periodic sampling of other underground workers. Dust samples are collected by the coal mine operator and weighed at the Bureau's Pittsburgh Field Health Group, and the results are processed by the Bureau's Automatic Data Processing Section located in Denver, Colo. This paper presents the system employed by the Bureau to weigh the dust samples and to process and store the data.

This project focused effort on three separate areas: demonstration of a low seam longwall illumination system, design of illumination systems for low coal auger miners, and an assessment of machine lighting systems for machinery used to mine low seam coal. Results indicated illumination systems can be purchased by the mine operators of low coal seams. These systems can be supplied with the equipment as a factory integrated system or can be retrofitted to the machine or longwall equipment.

This paper is one of a series covering the mineral resources of the Nation. It briefly describes most of the known tungsten deposits of New Mexico. Most of the descriptions are from field examinations by the senior author. Reported tungsten occurrences that were not visited are listed below: Colfax County: Occurrences of ferberite in thin veins in Willow Creek near Elizabethtown.4/ Dona Ana County: Small, low-grade occurrences of scheelite near the summit of the Organ Mountains about 15 miles east of Las Cruces. Hidalgo County: Scheelite reported in the Daisy mine 7 miles southeast of Hachita. Ores are carbonates containing copper, gold, silver, and bismuth.5/

ANTICIPATING the eventual use of the huge tonnages of nonmagnetic taconites of the Mesabi range of the United States, the Federal Bureau of Mines is classifying and evaluating these deposits in detail. This introductory report describes work begun in 1954 as part of a long-range program to sample, classify, and evaluate important occurrences of nonmagnetic taconite on the Mesabi, range. Included in this report are brief discussions of the geology, history, and potential of the Mesabi range district and mining industry, together with a more detailed presentation of the sampling and metallurgical evaluation of these nonmagnetic taconite deposits. A total of 898 field samples was collected. Most of these were taken in the region between Grand Rapids and Chisholm, Minn., but a few came from the area between Chisholm and Buhl, Minn. Of the total samples, 865 were from open pit bank faces where the greater vertical distances presented by the cherty members facilitated the taking of a large number of samples. Conversely, the narrow face presented by the slaty members confined and limited the areas from which samples were taken. In addition, 33 of the field samples were taken from rock dumps in order to determine, in a preliminary way, the characteristics of these materials.

This report is one of a series written by members of the Solid Fuels Mission to Germany describing wartime developments in the mining , preparation, and utilization of coal . The mission was organized early in 1945 under the auspices of the Technical Industrial Intelligence Committee , which cooperated with a counterpart British Committee . Engineers from other allied countries cooperated in some of the investigations . The Solid Fuels Mission operated under the direction of a steering committee headed by Dr. C. J. Potter , deputy solid fuels administrator . The personnel of the mission consisted of H. F. Yancey , in charge , J. W. Buch , Thomas Fraser , L. L. Newman , and L. D. Schmidt , of the Bureau of Mines ; H. H. Lowry , Director of the Coal Research Laboratory , Carnegie Institute of Technology ; H. J. Rose , vice president and director of research , Bituminous Coal Research, Inc .; and F. H. Reed , chief chemist , Illinois Geological Survey . Over 50 reports were written by the members of the Solid Fuels Mission . These and microfilms of supporting data obtained in the course of the investigations are on file at the Bureau of Mines , Washington , D. C. where they are available for public examination . The Office of the Publication Board in the Department of Commerce is prepared to furnish photolith copies , photostats , or microfilm reproductions of all declassified reports . A Bibliography of Scientific and Industrial Reports is issued weekly by the Department of Commerce , Office of the Publication Board , and is sold by the Superintendent of Documents , Government Printing Office , Washington 25 , D. C. , on a subscription basis . An initial payment of 10 dollars will provide for approximately 9 months , and subscribers will be notified when additional remittance is necessary . The reports of the Solid Fuels Mission relate to the following general subjects : Mining methods in the Ruhr district of Germany , with special reference to mechanical cutting and loading equipment , pneumatic packing , and Diesel mine locomotives ; activities of industrial research laboratories supported by the German coal and coke industry ; coal preparation in western Europe ; low-temperature carbonization processes ; metallurgical coke from weakly coking coals ; low- ash electrode carbon from coal ; new developments in the production of metallurgical coke and the utilization of gas and byproducts ; briquetting brown coal and bituminous coal without the use of binders ; recent engineering developments in gas turbines and steam generators , with special reference to use of coal ; German coal-fired heating and cooking stoves; and the commercial extraction of coal with solvents for production of synthetic liquid fuels or chemical products . Numerous reports on the activities of German synthetic - liquid -fuels plants and the plants for the production of synthesis gas from solid fuels are available in the same office as the Solid Fuels Reports . It is planned to publish in this series of Information Circulars the more important reports or combinations of reports prepared by the members of the Solid Fuels Mission . This information circular surveys the iron are industry of the world. It presents a comprehensive statistical record through 1970 of the U.S. iron ore industry and world trade patterns. The supply position of the United States and the other principal industrial countries of the world are summarized; detailed information is given on iron are production, consumption, imports, exports, mine capacities, substitutes, properties, and uses. There is a generalized discussion of the technology of mining and smelting iron ore, with a selected bibliography on the current state of these arts. The circular contains a summary economic account of world iron are resources, and discussions of the structure of the domestic and principal foreign mining industries, iron are mine employment and labor productivity, research and development, legislation, government programs, and strategic factors.

The United States Bureau of Mines frequently receives requests for information regarding the details of its organization and the nature of its activities. In response to such an inquiry a series of articles outlining the work of the bureau as a whole and of its different divisions was prepared and published in the United States Daily, Washington, D. C., during November, 1929. These articles are reprinted here in the hone that they may assist in giving the public a more complete understanding of the aims and purposes of the bureau and the methods by which it is laboring for the attainment of safer conditions and more efficient methods in American mineral industries. Behavioral accidents are a particular type of accident. They are caused by inappropriate individual behaviors and faulty reactions. Catastrophe theory is a means for mathematically modeling the dynamic processes that underlie behavioral accidents. Based on a comprehensive data base of mining accidents, a computerized catastrophe model has been developed by the Bureau of Mines. This model systematically links individual psychological, group behavioral, and mine environmental variables with other accident causing factors. It answers several longstanding questions about why some normally safe behaving persons may spontaneously engage in unsafe acts that have high risks of serious injury. Field tests with the model indicate that it has three important uses: It can be used as an effective training aid for increasing employee safety consciousness; it can be used as a management laboratory for testing decision alternatives and policies; and it can be used to help design the most effective work teams.

This paper describing the inclined cut-and-fill, and the semishrinkage methods of mining at the Campbell mine of the Calumet and Arizona Mining Co. at Warren, Ariz., is one of a series being prepared by the United States Bureau of fines on mining methods, practices and costs in the various mining districts in the United States. The major portion of the production from the Bisbee mines of the company is mined by these methods. The total average yearly production for the last two years has been 493,612 tons of 5 per cent copper ore. The average employment in the mining department eras 940 men. With the exception of a small tonnage mined for the high iron and sulphur content, the ore is direct-smelting and is mined for its copper con¬tent and associated gold and silver values.

The Bureau of Mines two-stage coal-pyrite flotation process was modified to provide a more concentrated final clean coal slurry underflow which could be dewatered economically by filtration or centrifugation. This was accomplished by doing the first-stage coal flotation step in the conventional manner with a slurry of about 8 percent solids, but running the second-stage pyrite Flotation step with undiluted coal froth concentrate containing about 25 percent solids. The final clean coal underflow produced by the new technique contained between 26 and 30 percent solids; this pulp was sufficiently concentrated to be filtered industrially without further thickening. Sulfur removal was equal to that obtained using dilute second-stage pulp,

Underground coal mining is the most hazardous industrial occupation in the United States.. Haulage accidents in underground coal mines contribute substantially to the occupational hazards of this type of work. In an effort to improve mine safety, a completely hydraulic transport system has been designed to move coal from the mine face to the preparation plant. The capital investment for the hydraulic haulage system is great, and the size of the mine developed for this study is large. Mine production for the conventional haulage mine is 1. 1 million tons of clean coal per year, while the hydraulic haulage mine will produce over 1.6 million tons of clean coal per year. Safety statistics for a number of mines of this size are shown.

First - aid training is an essential part of safety programs in the mining industry , but it is only a means to an end ; first -aid training will not eliminate accidents , but unquestionably it is of considerable value in any accident prevention program . Numerous features should be incorporated in any efficient , well - developed safety plan ; in addition to first -aid training safety work , to be reasonably effective , should include the establishment and maintenance of a safety organization , safety competitions between mines or sections of mines , safety- inspection committees , accident - investigation committees , safety meetings of mine officials , safety bulletins and posters , employees ' safety publications , Holmes Safety Chapters (which provide for monthly safety meetings of all employees ) , and numerous other activities looking to safe operation of mine or plant . These features are supplementary to the fundamentals of safety-- adequate and effective supervision and discipline . Years of experience , however , have demonstrated that first - aid training is a good accident -prevention auxiliary and should be made an integral part of every company's safety program . Many safety-organization plans have failed because they have been based upon the assumption that the supervisory force should be given full authority and responsibility for achieving safety and eliminating accidents and that the workers , who are most vitally concerned , are nonessential . First -aid training causes the employees to feel that they have a personal and full participation in the safety program and is now available so readily that no individual or organization has any valid excuse for not having it . Early investigations made with a view to bettering health and safety conditions among the employees in the mineral industries demonstrated the need of prompt care of injured employees because , under the difficulties inherent in the occupation , seemingly unimportant wounds , when not treated promptly, became infected and caused permanent disability and even death . Many seriously injured persons , brought out of mines and plants by fellow workers who were ignorant of the approved methods of giving first aid or of safe means of transportation

This report describes the engineering feasibility and economic advantages of using a mobile bridge-type cross-pit belt conveyor system in conjunction with a large dragline to excavate and transport spoils in a typical Western surface coal mine. The studies show that such a system could be built to survive operational and climatic mining conditions, and that its implementation would offer a reduction in both acquisition and operating costs versus conventional mining units of comparable rapacity. Reclamation costs can also be significantly reduced, and the total reclamation process accelerated, making the cross-pit conveyor system attractive to mine Owners and environmentalists alike.

This report examines the effectiveness of bonus plans in the coal industry. The analysis uses theoretical, literature review and empirical approaches to determine the impact of bonus plans on safety and productivity in underground coal mines. The basic finding is that the modal bonus plan in underground coal mining does not have a major impact on productivity and safety indicators. The design of the plan, or organizational factors, and the process of introducing the plan all contribute to its relative ineffectiveness. Strategies and options for designing effective plans are presented.
