This paper presents one of a series of digests of foreign mining legisla- tion and court, decisions which is being prepared in advance of a general report relative to the right of American citizens to explore for minerals and to own and operate mines in various foreign countries. This interpretation of the laws of Latin America has been prepared from the best available information in Washington, but is released subject to correction and amplification, if necessary, by the proper American diplomatic and consular officers, to whom it is being referred through the courtesy of the Department of State. Individual abstracts of the laws of each of the countries herein discussed have been prepared and published separately. This general summary is presented for the use of mining engineers and investors whose interests extend over the borders of a single country. It is also designed to bring out certain general principles of mining law and, so far as feasible, to indicate the trend of mining legislation in South and Central America. In order to gain perspective, the details of legislation are not com- pletely covered in this paper, but an effort has been made to bring out essential differences as well as points of similarity in the laws of the various countries. The course of legislation is first traced chronologically and the points discussed are then arranged in tables in somerhat greater detail. .Si. With a very few exceptions the existing mining legislation of Spanish America is a development, of the Spanish "Law Decree of Bases" (more briefly referr- ed to as the "Decree-Bases") of 1868. This in turn was influenced, particularly in its classification of minerals, by the French law of April 21, 1810.

The Lincoln Terminal System (LTS) is a stand-alone computerized training device that presents high quality visual displays, and audio messages to a student. A keyboard is provided for student input. A variety of student-machine interactive programs arc provided. These programs allow the author/instructor to evaluate numerical entries and responses to simple and compound multiple-choice questions (where a compound choice is defined to be more than one choice, ordered or unordered from one or more list(s) of choices. Descriptions of LTS applications, lesson development procedures, hardware provided and support facilities required are given. A contract history summary, and a bibliography of reports published under three successive BoM contracts supporting LTS development, is provided.

This is the third report of investigations dealing with the application of electrolytic manganese to steel-foundry practice and the seventh in a series of reports dealing with tests to establish the technological acceptability of electrolytic manganese in the iron and steel industries. The work was carried out by Metallurgical Division of the Bureau of Mines as part of an extensive program for the development and utilization of domestic ores. The electrolytic manganese used in the tests was produced by the Bureau at its Boulder, City, Nev., pilot plant by the process developed by the Bureau of Mines.

Calculations based on data related to the electrostatic precipitator illustrate the variation in the electric forces on a particle with change in position in the ionized field. The feeble forces in some separators are explained by the low field intensity at midpoint locations between the electrodes. When the particles are in contact with the exterior surface of a rotating cylindrical electrode, a high field intensity at the electrode surface combined with the image charge results in large electric forces. The permissible feed velocity increases as the square root of the electrode diameter, providing high values in efficiency and feed rate capacity, particularly in surface-to-mass ratio separations such as are encountered in secondary materials recycling operations.

Drill cores from 15 holes in the West Central Mesabi Range were studied as part of the Lake Superior iron resource investigation begun in 1957 by the Bureau of Mines. Chemical, petrographic, and metallurgical analyses were made to determine grade, mineralogy, magnetic characteristics, and response to beneficiation. Data in this report were developed to provide a better under-standing of the nature and character of low-grade iron ore occurrences, to measure potential of usable ore, and to provide a basis for comparison with bank samples previously taken in the same general area. The average iron content of 4,445 feet of core was 31.8 percent. Iron oxides present were hematite, goethite, and magnetite; the gangue minerals were chiefly quartz, iron silicate, and iron-bearing carbonates.

The fundamental properties of dielectric separation were studied to provide insight into the design and operating characteristics of a dielectric separator. Force equations on mineral particles were derived and evaluated experimentally. Responses to variations in the electrical voltage and frequency, feed rate, particle size, dielectric fluid, and dielectric constant were tested theoretically and experimentally, using a 5-cm-diam dielectric separator. High-dielectric mineral recovery was proportional to the calculated effective dielectric force volume (EDFV) that surrounded each drum-electrode wire. Electrode spacing was the most sensitive design parameter; spacing of less than 0.4 cm was required for a good separation. Dielectric separation was effective for separating minerals with dielectric constants that differed by approximately 2 or more.

As an aid to studies of grinding, a batch laboratory classifier and elutriator has been developed at the U. S. Bureau of Mines Metallurgical Field Office at Moscow, Idaho, in cooperation with the University of Idaho. It is designed for use in conjunction with other batch laboratory apparatus, such as ball mills and flotation machines. It is shown in Figure 1. Description and Operation of Batch Laboratory Classifier The classifying column is a cylinder 4 feet 2 inches long, of 5 3/4-inch inside diameter, and terminates at its top in a cone or funnel 18 inches in diameter at the overflow elevation. The pressure chamber is of the same diameter as the classifying column, and has a conical bottom; it is provided with two openings, one in the cylindrical portion through which water is admitted, and the other, a small drain hole, in the apex of the conical bottom. The two compartments are bolted together and communicate with each other through the medium of a constriction plate provided with 3/16-inch holes spaced 1/2 inch apart. Constriction plates having any other percentage of opening may be substituted as the needs demand water is admitted to the compartment below the constriction plate at constant pressure. The volume of eater admitted is controlled with a valve. It should be mentioned that the classifying column at the bottom, just above the constriction plate, is glass.

The Bureau of Mines investigated reports of mineral deposits within 10 miles of the route of the proposed pipeline from Prudhoe Bay to Valdez. No producing lode deposits or lode prospects of possible national economic significance were found. Measured placer deposits in the route are or slight value except possibly some deeply buried gold placer deposits in the Fairbanks and Livengood Quadrangles. The pipeline corridor crosses five belts of minerals having potential economic value: (1) The north slope of the Brooks Range (oil, gas, oil shale, coal, phosphate); (2) the south slope 01 the Brooks Range (copper, gold); (3) the Livengood area (gold); (4) the Fairbanks area lead-silver, antimony); and (5) the Wrangell Mountains-Denali copper belt (copper-gold). The Jarvis Creek coalfield, an eastern extension of the Nenana coalfield, is on the north side of this belt. Scattered along the corridor across the Chugach Mountain and in the vicinity of Valdez are a wide variety of metallic deposits that make up the eastern margin of the Chugach gold belt but do not seem to constitute a well-defined zone.

During 1999, there were six fatalities in surface mines involving haulage equipment colliding with a smaller vehicle or person, or backing over the edge of a dump point. All of these fatalities can be attributed to the extensive blind areas around large haulage equipment. Researchers at NIOSH are investigating various technologies that can be used to monitor these blind areas and provide information on nearby obstacles to an operator. So far, the technologies listed below have been tested on dump trucks used in surface mining. The selection of these systems was based on their ability to handle the tough environmental conditions found in mining operations and how well they detected obstacles out to 40 or 50 feet beyond the rear of large dump trucks. Some of the manufacturers of available collision warning and camera systems are also listed.

The heats of formation at 298.15° K of calcium tungstate, calcium molybdate, and magnesium molybdate were determined by solution calorimetry. For the heats of formation from the elements, the values obtained were calcium tungstate, -402.4 ± 0.5 kcal/mole, calcium molybdate, -369.5 ± 0.3 kcal/mole, -334.8 ± 0.2 kcal/mole. For the heats of formation from the oxides J the values obtained were calcium tungstate, -49.2 ± 0.4 kcal/mole, calcium molybdate, -39.6 ± 0.1 kcal/mole, and magnesium molybdate, -12.9 [ ] 0.1 kcal/mole.

"In the United States there are hundreds of underground and surface (inside and outside) inclines at coal mines on which trips of cars are continually being run with coal, rock, supplies, and men. The safety of the men and prevention of damage to the slopes depend, excluding the personal element of the hoist-man, on the strength and condition of the wire cable, draw bars, and the couplings, and on the links of chains and pins as well. Within a recent period of four weeks there have been two runaway trips, one on the surface and one underground; it seems desirable to call attention of mechanical engineers and others at coal mines to the need for closer and more frequent inspection of the cable, draw bars, coupling links and pins, derailing devices, wheels, brakes, and other parts of cars or trips on which men are hauled on inclines. This bureau has never published anything on this class of accident heretofore.How frequently runaway trips occur is not known. If no serious injury or fatalit has to be reported to the State authorities, a number of such happenings may occur and not be mentioned outside of the immediate vicinity of the mine.Runaway trips can and do result in considerable loss of life, in injuries, and damage, either at or near the place of the break, or throughout a mine by causing an explosion of gas or coal-dust or both, This report is restricted to a study of the mechanical and physical phases of car trip construction and of the metal of couplings and ropes; derailed trips are not included and may be the subject of another paper. There is no need to mention gas accumulations, coal-dust and rock-dusting, open lights, protected power lines, and permissible equipment, because these have all been well covered in Bureau of Mines publications which have been widely distributed and partly or wholly reprinted by others.Most of the items regarding the runaway trips tabulated have been abstracted from reports made respectively by Clarence Hall, W.O. Snelling, and J. W. Paul; D. Harrington and J. J. Forbes; H. C, Howarth and G. S. McCaa; K. L. Marshall and E. H. Denny; J. J. Forbes, G. W.- Grove, and R. D. Currie; S, P .Howell and K. L. "The Moffet-Johnston property was investigated by the Bureau of Mines with the object of determining the presence of ore reserves that might be utilized during the war emergency. Preliminary examination was made during May and Juno 1943, as a result of which the Johnston 'tunnel was cleaned out and repaired, the .mime was surveyed, and a small program of exploration was undertaken. This report describes the work performed and presents the data obtained.In its program of exploration of mineral deposits, the Bureau of Mines has as its primary objective the more effective utilization of our mineral resources to the end that they make the greatest possible contribution to national security and economy. It is the policy of the Bureau to publish the facts developed by each exploratory project as soon as practicable after its conclusion. The Mining Branch, Lowell B. Moon, chief, conducts prelimi¬nary examinations, performs the actual exploratory work, and prepares the final report. The Metallurgical Branch, R. G. Knickerbocker, chief, analyzes samples and performs benefication tests. Both these branches are under the supervision of Dr. R. S. Dean, assistant director.The chemical and spectrographic analyses were made at Reno, Nov., under the direction of A. C. Rico, acting engineer in charge, Rare and Precious Metals Experiment Station, Bureau of Mines. The ore-dressing tests were under the direction of Rollien R. Wells, metallurgist, at the Salt Lake City laboratories of the Bureau of Mines.The author acknowledges the cooperation and assistance of the lessee of the property, H.R. Hakes, who furnished nine reports and other information.The Moffet-Johnston property is in secs. 2 and 3, T. 3 S., R. 5 W., in the Tidal Wave mining district of Madison County, Montana.The portal of the Johnston adit is near the mouth of Bear Gulch, 9 miles northeast of Twin Bridges, Mont. It is reached by an improved dirt road that serves mining properties farther up Bear Gulch. The Moffet mine and the Mountain View shaft are now accessible from the Bear Gulch road over an access road recently completed by the U. S. Grazing Service. The Grazing Service road has also been supplemented by bulldozer trails built by the Bureau of Mines.An electric-power line extends from the Montana Power Co's substation at Twin Bridges to mines at the head of Bear Gulch and passes within 200 feet of the Johnston portal.The claims of the Moffet-Johnston property were located about 1900. A report by H. V. Winchel, consulting geologist, in 1904 indicates that most of the development on the Johnston adit was completed by that date. At the time of the Winchel report, the Moffet workings had just penetrated the first ore shoot (fig. 4)."

It parallels a previous report of the Bureau of Mines on slate roofing.Available Forms of Zinc RoofingZinc is available for roofing in three forms: 1. As sheet zinc which may be used advantageously on roofs with as flat a pitch as 1 in 4; laid with standing seam construction for small roofs and with batten construction for large roofs. 2. As corrugate sheets, in widths up to 40 inches and in lengths up to 8 and feet, available for siding and roofing in industrial buildings (with certain re¬strict ions) and or farm buildings (without restrictions). 3. In the form of shingles.Advantages of Zinc Roofing1. Zinc is a permeant roofing material; that is, when suited to the conditions, and properly applied to a roof designed with the right purlin spacing it will outlast the building and still have a salvage value equal to a least half the original material cost. It is applicable to a wide range of conditions, from the most expensive to the cheapest type of construction, and is not greatly above the cheaper materials in first cost. A permanent roof of simple outline need not cost over $15 to $25 per square (100 square feet), depending upon the method of construction required a corrugated sheet roof for industrial purposes or for farm use need not cost over $15 per square for ordinary conditions. 3. Corrugated zinc sheets have the distinct advantage of being available for re-use and re-construction if handled with ordinary care. 4. Zinc oxidizes to a certain point, building up a strong protective coating which in time effectually checks further oxidation; thus it does not oxidize to the point of destruction as steel does, 5. It is light and easily handled."

The production and processing of crude petroleum and natural gas are the dominant economic sectors of the Middle East. The 15 countries that constitute the region accounted for 28% of world crude petroleum output, 17.2% of world natural gas plant liquid production, and 5.3% of world dry natural gas production. Only Cyprus and Lebanon were not crude petroleum producers. About 66% of total world crude petroleum reserves and 31 % of total world natural gas reserves are in the Middle East. Transportation and port facilities in the region are geared to expediting efficient and rapid shipment of these materials. Export sales of these fuels provide funding for further diversification of the mineral industry. Additional development of downstream facilities for producing energy-intensive metals such as aluminum and byproducts of the fuels such as petrochemicals and fertilizers can be expected. Earnings from the industry are also channeled by several Governments in the region to mineral industry projects in Africa and elsewhere. Several countries in the region own major petroleum refineries and distribution facilities worldwide. Petroleum prices rose overall during the year owing to the invasion by Iraq of Kuwait in August 1990. Output from both countries, the fourth and fifth largest producers, respectively, in the Middle East, was negatively affected by the war. Kuwaiti crude oil wells and pipeline facilities suffered extensive war damage while exports of petroleum and petroleum refinery products by Iraq ceased owing to a U.N. embargo. The embargo also impacted Jordan, an exporter of phosphate and potash. Shipments of crude petroleum by pipeline from Iraq through Saudi Arabia and Turkey and by vessel through the Persian Gulf were terminated. However, the loss in production from Iraq and Kuwait was more than made up by accelerated output from other Middle East and world producers. Saudi Arabia, in particular, with its excess production capacity, accounted for the largest portion of the increase.

The purpose of screening is to separate a crushed or natural product into one or more products in which size of grain is constant, or within certain size limits. The ore dresser finds need for this operation in the laboratory, in the study of ore-dressing processes, and for various purposes in the plants. In the plant, for example, screens are employed in closed circuit with crushing devices such as rolls, and sometimes are used in closed circuit with ball mills. Screens are generally used to prepare jig feed where a sized feed is wanted. For any given sieve opening there is in any feed a certain percentage of grains that will pass through the sieve meshes only with difficulty and under favorable conditions. For example, cylindrical grains of length greater than the maximum dimension of the sieve mesh and of diameter less than the sieve opening pass the sieve only when the long axis of the grain is normal or nearly normal to the sieve. Whether such grains should actually be in the through&apos;s or the oversize of a screening operation--considered from the point of view of the subsequent treatment of the grains--can not be said. The grains that pass the sieve opening in a screening process only under-favorable conditions have been named "difficult" grains by R. K. Warner.4 In many ore-dressing flow-sheets it probably matters little whether these difficult grains show up in the screen through&apos;s or oversize. The main objection to them is that they are sieve-blinding.
