The Mining Law of 1910 , with amendments of 1914 and 1928 , is at present in force in the Dominican Republic . The first and basic mining law of the Republic was passed in 1876 , and although numerous changes and amendments have been made from time to time , the new laws and amendments thereto have not changed the original or basic law materially . However , these enactments have materially changed the legal methods governing the exploitation of the mineral resources of this country and have added new regulations and requirements to those concerning certain specific minerals , etc. The original or basic law still exists as it was first promulgated to protect the rights of the Dominican Republic itself , the rights of the landowner , and the rights of prospectors in general . The Mining Law of 1876 remained in force , without amendment , until it was superseded by the law of May 25 , 1904 , an enactment modeled after the Mexican mining law and designed especially to encourage the investment of

Electrorefined vanadium with additions of up to 5 percent by weight of yttrium, cerium , lanthanum , praseodymium, neodymium, and samarium was melted to ingots in a nonconsumable electrode arc in a helium atmosphere . The ingots were rolled into strips and evaluated for the effect of the alloying elements on hardness , tensile strength , ductility , recrystallization temperature , and microstructure . Except for samarium , average additions of alloying elements of 1 to 2 weight - percent resulted in the retention of 0.12 to 1.05 weight - percent in the alloys and reduced the ultimate tensile strength from about 48,000 to approximately 30,600 psi . The corresponding yield stress (0.2 percent offset ) was reduced from about 40,700 to approximately 20 , 200 psi . Diamond pyramid hardness (DPH) was reduced from 117 to an average of 62 kg /mm² . Increased malleability at room temperature resulted with yttrium and all rare - earth- metal additions , except samarium , particularly with more than 0.25 weight - percent additions . Decreasing oxygen contents corresponded with the changes noted in the mechanical properties of the alloys . The recrystallization temperature of electrorefined vanadium was reduced from approximately 950 ° to 800 ° C. Yttrium or a rare- earth metal content , except samarium , in excess of 0.1 weight - percent in vanadium produced a second phase suggestive of an eutectic which indicated a possible maximum solubility of less than 0.1 weight - percent for both room and elevated temperatures .

Soapstone commonly is associated with talc , and reports on either commodity usually contain a discussion of the other . From a geological or mineralogical standpoint the combination is justifiable , for soapstone essentially is impure talc . Commercially , however , the relation between them is remote . About 95 per cent of all talc sold in the United States is in ground form, whereas practically all soapstone is sold as furnace blocks or as fabricated structural slabs for many and diverse applications .

Southeast Alaska's mining industry has come to life after nearly 50 years of relative dormancy. Commencement of operations of the Greens Creek Mine in 1989 marked a turning point in the industry as the first large scale mining operation in the region since closure of the Alaska-Juneau Mine in 1944. The Greens Creek Mine is now the nation's largest silver producer. Other large scale mining projects are now on the drawing board, including development of the Kensington Mine and reopening the Alaska-Juneau Mine, which could become North America's largest underground gold mine. The region's mining industry includes more than these large scale projects, however. For example, a significant level of mineral exploration occurs each summer in Southeast Alaska. In addition, mining operations in British Columbia and Yukon Territory are generating jobs and income in Southeast Alaska.

The present methods of appraising the long-range performance of oil reservoirs are based upon physical properties of the crude oil and the permeability of the reservoir rock. By means of these methods the performance of a reservoir may be estimated throughout its entire life. Before these methods were used, the future performance was estimated mostly by extrapolating pressure-decline curves -a method that is satisfactory for extrapolating only for a short period into the future. One factor that affects satisfactory long-range prediction of reservoir performance is the extent to which small changes in the physical properties of the oil and differences in the choices of relative permeability influence the calculated oil recovery. Selection of the physical properties of the samples to represent those of the oil and rock for the entire reservoir is difficult. This report is concerned with the error in calculated recoveries that may result from these inherent difficulties.

As a part of a comprehensive survey of the Adirondack region, the Bureau of Mines, 1944 and 1945, conducted investigation of magnetic deposits at Dennemora, Russia Station, Redford-Clayburg, Standish, and the Ausable river region. Later in 1945, the Federal Geological Survey, started an aeromagnetic survey of the area and completed it in .1946. The Bureau of Mines extended its magnetic surveys in 1946 in the Redford-Clayburg area. In 1947 the Bureau of Mines .diamond-drilled throe holes in the Redford-Clayburg district. Clinton County has one active magnetite mine at Lyon Mountain and inactive mines at Palmer Hill and Arnold Hill, as well as along the Saranac River.

This work was done to appraise the potential of titanium minerals in known titanium- bearing placer deposits and potential titanium- bearing placer areas in western Montana . Reconnaissance studies were made of more than 225 stream areas . Churn drilling and other placer exploration techniques were used in sampling eight deposits . The sampling results indicate that areas containing more than 10 pounds of ilmenite and other titanium- bearing black - sand minerals per cubic yard occur in the Bitterroot , Upper Clark Fork , and Jefferson River drainages . The chief source for the constituents of the black sands appears to be the Idaho batholith , and the highest black - sand concentrations are generally found near the source . Sample testing methods include gravity and magnetic separation and visual microscopic as well as chemical and radiometric analyses on deposits sampled in detail .

The size and accessibility of the Minnesota manganiferous iron ore deposits make them attractive as a potential source of erromanganese, which is essential in the production of steel. For several years the Bureau of Mines has been conducting experiments to determine the feasibility of producing ferromanganese from these ores by a three-step process which involves (1) the smelting of the ores in the blast furnaoe to produce a high-phosphorus spiegel; (2) the treatment of the spiegel produced from step 1 in an electric or open-hearth furnace to separate the manganese from the phosphorus and the iron; and 3) the smelting of the high-manganese slag from step 2 to produce forromanganese. The details of the first two steps of the process and the results of tests with the experimental furnaces Lave been given in previous reports.5 The m$ or part of the experimental work on the second step has been conducted in a half-ton open-hearth furnace. Some preliminary tests showed, however, that the electric furnace has some distinct advantages over the open hearth for producing, from high-phosphorus spiegel, a slag containing from 45 to 55 per cent manganese and phosphorus and iron in amounts required for ferro-grade ore. The electric furnace tests described in this paper were made to get more information as to the possibilities of the electric furnace in connection with this problem and to study the fluxing effect of alumina on high-manganese slags. Herty, Conley, and Royer have reported' results of laboratory tests which showed that slags containing from 60 to 75 per cent MnO, from 8 to 10 per cent S102, and small amounts of CaO MgO, and FeO, were sufficiently fluid at 1,450° to 1,550° C. to pour readily if 12 to 14 per cent alumina was present. As a direct result of the second World War, consumption of nickel in the United States has increased to such an extent that it has been considered timely to investigate undeveloped deposits of the nickel minerals. Funds were made available to the Bureau of lines in 1941 to investigate the extent, occurrence, and quality of nickel ores in the Mirror Harbor area. The Federal Geological Survey mapped' and studied the area during the summer of 1941 and Robert S. Sanford, an engineer of the Bureau of lines, made a preliminary examination in June 1942. A contract for drilling the deposits under the direction of the author was let in July 1942.

Sulfide ore concentrates containing cobalt, nickel, copper, lead, and iron were salt roasted and leached on a laboratory scale. More than 95 percent of the cobalt, nickel, and copper was recovered. Heating patterns for salt roasting different concentrates were established. More cobalt, nickel, and copper were recovered from a bulk concentrate composed of a mixture of copper concentrate and iron concentrate. This mixture corresponded roughly with the mixture of these materials in stockpiles in southeastern Missouri. A temperature range of 375° to 400° C. was best for salt roasting. Metal chlorides were leached at a pH of 1 from chloridized charges of concentrates, Although the amounts of cobalt, nickel, and copper extracted were high, the amount of iron dissolved simultaneously interfered with subsequent separation and recovery of these metals. The amount of dissolved iron was reduced substantially by steam treating chloridized charges of bulk concentrate at 300° C. In this way, the ratios of cobalt, nickel, and copper to iron in leach liquors permitted satisfactory separation and recovery of these metals. Researchers at the U.S. Bureau of Mines monitored rock mass response to mining of an experimental underhand longwall stope in Hecla Mining Co.'s LUCKY Friday Mine, Mullan, ID. This stope design, the Lucky Friday underhand longwall (LFUL), was proposed as a means of controlling rock bursting while also allowing increased mechanization of mining operations. Instruments were specifically manufactured to monitor three geomechanical factors (backfill performance, ramp stability, and rock mass response) that directly affect the success of stope design. Despite considerable difficulties with instrument installation and survival in the harsh mine environment, especially within the stope fill, sufficient information was collected to suggest that the LFUL method was successful in achieving project goals. This conclusion, in addition to favorable economic and operational evidence, led the mine to adopt the method throughout the mine. Indeed, this study and mining experience suggest that underhand longwall mining could be considered a feasible mining method for rock-burst-prone ground throughout the Coeur d'Alene District. Marquette's first reported the existence of iron In Missouri in 1673. Recorded production wan begun in 1815, increasing in size and importance until 1888, when the low price of iron resulting from Minnesota's production of high-grade ore caused most of the operators to close down. Missouri's iron production came from three types of ore: (l) Brown ores, including the deposits of primary and secondary limonites in southeast and southwest Missouri, (2) hematites of the filled sinks, including the ores of Central Ozark district, and (3) specular ores in porphyry, including the deposits of the St. Francois Mountains.

A bulk sample of oxidized taconite taken from the western Mesabi Range was evaluated by the Bureau of Mines using the Bureau-developed selective flocculation-desliming-cationic (or anionic) flotation process. The raw ore sample containing 32.3 pct Fe was treated by both cationic and anionic flotation. Using the cationic system the concentrates averaged. 37.2 wt-pct of the feed and contained 62.8 pct Fe and 4.7 pet Si02 with an iron recovery of 72.3 pet. With the anionic system, concentrates averaged 37.7 wt-pet of the feed and contained 63.0 pct Fe and 5.3 pct 8i02 with an iron recovery of 73.5 pct. A comparison of reagent costs showed that the cationic process cost 144.1 cents per long ton of crude ore and the anionic process 178.7 cents per long ton of crude ore. Reclaimed water comprised 86 pct of the total water requirement for anionic flotation and 88 pct for cationic flotation. The ore used in this study was one of three samples representing about 3.25 billion tons of oxidized taconite containing from 32 to 36 pct feed iron. Previous study had indicated that selective flocculation-desliming-cationic flotation would produce concentrates from the other two samples of 61.7 pct Fe and 5.1 pct Si02 at 67-pct Fe recovery, and 63.5 pct Fe and 4.3 pet Si02 at 8S-pct Fe recovery. By developing a successful treatment for these ores, the Bureau has insured the availability of technology for processing an amount of raw iron ore which, by itself, would supply U.S iron needs for 50 to 75 years at expected consumption rates.

Spray-applied polyurethane foam was used to insulate the walls of heated rooms excavated in permafrost. The experiment was designed to determine whether polyurethane foam can be sprayed successfully on frozen ground under freezing conditions and to measure the effectiveness of the insulation in maintaining--at elevated temperatures for an extended period--a room excavated in frozen ground. Two manufacturers' foams were investigated in the laboratory. Subsequently, one of the foams was employed to insulate two small rooms, one in frozen gravel and one in frozen silt, in an experimental tunnel belonging to the U.S. Army Cold Regions Research and Engineering Laboratory (USACRREL) near Fairbanks, Alaska. Following insulation, heat was introduced into the two rooms. Heat migration across the insulating barrier into the walls, in addition to wall closures, was monitored over an 8-month period. The results show that polyurethane foam can be successfully sprayed on frozen ground in below-freezing temperatures. Given this type of insulation, together with winter cold to supercool the surrounding ground, it should be possible to maintain a shaft or heated room in permafrost for several years.

An oil-field drilling campaign is used in this paper to signify the spacing of the wells to be drilled as well as the drilling program, which is interpreted as the number of wells drilled in a unit of time, This has an important bearing upon the time of receiving income, as well as upon the amount of revenue obtained In periods of low prices for oil, such as the present, the margin of profit is at the best very small, and the correct determination of the drilling campaign may be the deciding factor between incurring financial loss or gain during the depressed period. General policy of the operator. Drilling should be planned by the field engineer to conform with the general policy of the operator. This policy may be one of conservation daring the early life of the property, but as mentioned later, this may result in a smaller ultimate recovery it often occurs that the market price of oil does not warrant rapid development, or it may be desirable to hold in reserve a supply of oil for a refinery. The policy may be to recover all of the oil as quickly as possible, or it may be to maintain a constant and sustained production. In any case, the operator should, outline as far as possible a definite policy, and should understand the principles underlying the recovery of oil, the influence of rapidity of drilling and effects of spacing, in order that he may obtain the oil as required with the least expenditure.

Three coals from the Wilkes on - Carbonado district of Pierce County , Washington , were subjected to washability analyses to estimate the amount and quality of washed coal obtainable . Because the coals were unusually difficult to clean , the washability examinations were supplemented by table tests , tests in dense - medium cleaning units , and flotation tests . None of the coals could be reduced to the desired 10 percent ash by tabling and the response to flotation by two of them was poor . Dense -medium treatment provided coal of the desired quality , but with the most difficult coal the recovery efficiency was lower than usual .

This report on the properties of aviation gasolines and aviation jet fuels produced in the United States during 1952 was made under a co-operative agreement between the American Petroleum Institute and the Bureau of Mines of the United States Department of the Interior. Analytical data are presented for 94 samples of aviation gasoline which include, for the first time in this series of reports, data on five samples of grade 108/135 aviation fuel. Data also are given for 34 samples of aviation jet fuel. The analyses were made on samples typical of the manufacturers? production in their laboratories and the results submitted to the Bureau of Mines for compilation. The products of 20 manufacturers of aviation gasolines and of 16 producers of aviation jet fuels are represented.

The Bureau of Mines evaluated the potential supply of cobalt from known domestic resources, both as a primary product from some deposits and as a byproduct from others, and found that U.S. production could play an important role in meeting U.S. cobalt needs by the mid-1980's. This production would be of a relatively short duration, however, with production declining significantly before the year 2000. As part of the study, a tonnage-price relationship was developed indicating the quantity of cobalt that could be produced from known cobalt-bearing deposits at various primary commodity prices and at a 15-percent rate of return on the required capital investment. All capital and operating costs are calculated in August 1980 dollars, and commodity prices are based on August 1980 prices. Known U.S. cobalt-bearing deposits which represent the current U.S. cobalt reserve base contain some 310,800 metric tons of cobalt in slightly over 1 billion metric tons of demonstrated mineralized material. Approximately 37 percent of the cobalt contained in the reserve base is considered recoverable using existing technology. Of this quantity, some 87,000 metric tons of cobalt is economically recoverable assuming a cobalt price of $25 per pound, a copper price of $1 per pound, and a lead price of $0.40 per pound. Assuming that the cobalt price decreases to $15 per pound, keeping copper and lead prices constant, the quantity that is considered economically recoverable declines to some 45,700 metric tons. Domestic cobalt consumption in 1979 was 7,900 metric tons (17.4 million pounds). Currently, no primary cobalt is produced from domestic resources, and none has been produced since 1971.

The practice of using partly depleted oil reservoirs for gas-storage operations is proving successful. Moreover, this practice provides a method of secondary oil recovery when gas is cycled at full-storage reservoir pressure. Because of the relative newness of this operation, a study was undertaken to assist engineers in developing improved gas-injection and production procedures and in calculating the amount of gas needed for completely repressuring reservoirs. This paper is the third in a series reporting the progress of a study by the Federal Bureau of Mines of reservoir performance during complete gas repressuring and gas cycling. A procedure for estimating secondary oil recovery by this method is also under study. One report (7)3/ describes the laboratory equipment. The other report (8) gives (1) data on the New York City field, Clay County, Tex., which has been converted to gas-storage operations; (2) laboratory data from research with a model oil reservoir, in which primary production, complete gas repressuring, and gas cycling for the New York City field were simulated; and (3) theory to explain reservoir performance during gas repressuring.

The drilling of horizontal boreholes as a means of degasification in advance of mining has been tried at Jim Walter Resources, Inc., No. 4 Mine. In a joint venture with the U.S. Bureau of Mines, a series of horizontal drainage boreholes have been drilled in the panels of an advancing continuous miner section with impressive results. The combined methane gas production rate has ranged from 205,000 to 680,000 cfd (cubic feet per day} with individual "in-seam" horizontal holes producing up to 332,000 cfd. The methane liberation from the ribs for the entire panel length has decreased from an average of 8.75 cfm (cubic feet per minute) per 100 feet of entry to 4.05 cfm per 100 feet, a 54 per cent reduction. The actual gas concentration as measure at the surface discharge point normally ranges from 85 per cent to 95 per cent methane. As a consequence of the significant reduction in methane liberation rates from the panels of the section, a 50 per cent increase in productivity from the section has been realized.
