Industry must be made to realize that "Safety First" means just that - safety first. The miner must realize that safety first takes precedence over earnings. The employer must realize that safety is the first consideration, and is not to be subordinated to profit-making. Neither employee nor employer is justified in adopting the principle of safety first with reservations; that is they will practice safety first only so long as they think that it does not interfere with earnings or profits. This paper proposes to demonstrate that suberdinating safety to possible profit is short-sighted and that over an ex- tended period of time it dres not result in increased profits or earnings. An employee through disregard of safe practice may receive an injury that will cause him a loss of earnings if, indeed, he is net killed or permanently in- capacitated. If permanently incapacitated any compensation he may receive is very likely to be wholly inadequate as compared with probable earnings if the accident had not cccurred. The employer, upon his part, will find that the burden of compensating his injured employse will far exceed the outlay of money necessary to maintain a reasonable program of safety in his mine or plant. The mine foreman is one of the most important factors in the matter of mine safety. A vigilant and competent mine foreman, once he has established the confidence of the employees in his ability as a foreman, can be of invalu- able assistance in promoting mine safety, for through him and his assistants the employees may be made to cooperate. Every employer should remember, then, that the soluction of the foremen and their assistants is one of the most important matters connected with the work of establishing the maximum amount of safety in his mine. Everyone connected with the mining industry must be made to realize that there is to be no back-sliding and no let-up in safety work; that no matter how dry and tedious the routine may seem it is absolutely essential and justi- fied for both humanitarian and economical reasons. Efficient safety effort pays dividends in actual cash to both employer and employee. About 50 per cent of underground accidents in coal mines take place at the working face where the miners dig and load the coal. Approximately 17 per cent of coal-mine fatal accidents are the result of underground haulage. In August 1943 the Bureau of Mines began an investigation of the West Portal magnetite mines, which comprise the Swayze and Turkey Hill properties. The work included (1) traversing with a dip needle to record magnetic anomalies, (2) diamond drilling, and (3) sampling old mine dumps; it was completed in April 1944. The deposit consists of two parallel veins, which strike northeast and dip southeast. They carry magnetite in gneiss and schist. The Swayze mine was discovered in 1867 and closed in 1889, while the Turkey Hill mine was opened in 1872 and closed in 1887. The dip-needle survey covered 266 acres. The diamond drilling comprised 11 holes totaling 4,910 feet from which 142 samples were taken for chemical analyses. Old mine dumps were sampled at 52 points for chemical and magnetic analyses.

This Bureau of Mines publication considers the feasibility of augmenting the present transportation system by pipelining taconite concentrates from the Mesabi Range to the Chicago area. The cost of pipelining in the hypothetical system using water as the carrier is estimated to be between $3.66 and $3.97 per long ton. This appears competitive with the 1970 rail-vessel transportation rate of $4.08 even after allowing a few cents per ton for barging from the terminal to existing furnaces. Political obstacles requiring solution before such a pipeline could be built and the feasibility of using crude oil as the carrier fluid are also discussed. FORTRAN routines used to calculate unit transportation cost for specific estimated values of cost items and for a range of values are presented. The effect of deviations from estimated values of cost items on the total unit transportation cost are shown graphically.

This U.S. Bureau of Mines report discusses elastic wave velocity and attenuation behavior as an indicator for changes in load and structural integrity of coal samples. Measuring changes in compressional (P)-wave and shear (S)-wave attenuation and velocity under uniaxial and triaxial compression tests revealed their effectiveness for distinguishing changes in applied load and structural failure of samples. The velocity and attenuation values were used in further calculations such as ratios of P-wave to S-wave values, dynamic elastic constants, normalized velocities, and attenuation coefficients to reveal trends for loading and failure. The behavior of both P-wave and S-wave attenuation and velocity together define distinct and consistent phases of load change and failure for uniaxial and triaxial tests. The S-wave velocity and attenuation illustrate changing axial load and initial development of microfractures within the sample preceding structural failure more clearly than those of the P-wave. The attenuation and velocity ratios and dynamic elastic constants (except the bulk modulus) respond to closure of small preexisting fractures within the coal sample with initial loading to failure of coal samples. The attenuation coefficients and normalized velocities reveal trends similar to those shown by velocity and attenuation.

"In a study of the chemistry and pathology of chronic benzene poisoning, which was conducted cooperatively by the United. States Bureau of Mines, the Barrett Co., and the producers of benzene, it was necessary to make quantitative determinatious of the abzorption, distribution, and: fate of benzene in the organism. Although methods for determining benzene in relatively large amounts were available no satisfactory method was found for removing and determining the small amounts that are present in the tissues or excretions after exposure to conditions which ultimately cause chronic poisoning. This no doubt accounts for the lack of information in the literature on this particular phase of benzene poisoning.The writers have found in work that will be described in a subsequent publication that the amounts of benzene present in the tissues and excretions under conditions of exposure which produce chronic benzene poisoning arc of the order of a fraction to a few milligrams per 100 grams of tissue. This report describes a method developed and found satisfactory for these determina¬tions.RÉSUMÉ OF PERVIOUS METHODSA method for the determination of benzene in tissue was developed by Joachimoglu. 5 In the Joachimoglu procedure the ground organs are mixed with water and acidified with diluted sulphuzic acid, and the benzene is distilled into a receiver containing carbon tetrachloride. The benzene is nitrated in the carbon tetrachloride, the carbon tetrachloride evaporated, the acid mix¬ture neutralized, and the dinitrobenzene extracted with ether. After removal of the ether the dinitrobeuzene is determined gravimetrically. Joachimoglu reports that this method is about 55 to 60 percent quantitative."

The Bureau of Mines investigated alloys of copper with 2, 3, and 4 vol pct alumina and with 2 vol pct yttria. Alloys were prepared by a coprecipitation process and were fabricated by pressing and sintering of powders, extrusion, and swaging. Tensile properties at room and elevated temperatures, stress-rupture strength, electrical conductivity, and density were measured. The superiority in elevated temperature strength of dispersion-strengthened copper to OFHC copper was confirmed. Increasing the oxide content from 2 to 4 vol pct produced only a small improvement in strength properties and decreased the electrical conductivity. The 3 vol pet alumina alloy had the best overall combination of properties.

As part of the Federal Bureau of Mines titanium resources examination program, samples from seven deposits in the Pacific Northwest were tested for amenability to various beneficiation techniques. The samples obtained by the Bureau's Office of Mineral Resources at Spokane, Washington represent a large potential source of titanium. This report summarizes the results of tests at the Bureau's Metallurgy Research Center, Albany, Oregon. Recoveries from tabling placer samples were about 50 percent at grades of 30 percent titanium dioxide. Volume III of the final report examines the indication versus interruption procedures used on motion-drive power equipment, with emphasis on surface excavators. The report begins with a review of the electromechanical acid conversion used with the Ward-Leonard control system. Protection criteria for the drive-system components are then discussed. Fault sources and fault calculations for both the ac supply source and dc power loop are introduced to assist in discussing indication and interruption procedures. The subject is then expanded to examine the dynamic process of the machine and determine the effects of fault current and position of the machine to allow for an orderly shutdown. With this analysis, possible indication an interruption procedures are given for the four-quadrant duty cycle of excavators. The report concludes by introducing other mining operations that utilize similar motion-drive systems and also static (solid-state) drives and recommends further research in these areas, as well as a more detailed examination of the dynamic fault analysis for excavators.

The Bureau of Mines is studying cupola ironmel technology with the objectives of conserving high-quality raw materials through substitution and productivity. In the research re-ported here, a ize was modified by a gas-fired melting and/or ing chamber into the stack above the level of the coke bed, for study as a prototype for a coal-fired melting chamber. The modified cupola, in which natural gas was used to partially replace foundry coke, was evaluated in several trial runs. Data were obtained on furnace performance, metal and slag chemistry, and scrubber waters as particulates. Results of the modified ion were compared to those of conventional cupola operation. Although this research was preliminary--since the ultimate goal is to use pulverized coal instead of yielded ample evidence that the melting rate of a cupola can be icantly increased with less than a increase in energy input. Other evidence suggests that melting of low-density scrap can be enhanced and that scrap containing undesirable and/or oxidizable elements can be appreciably upgraded. This work is continuing and will include the use of pulverized coal of low rank to assist in melting.

Twelve samples of run-of-oven coke were taken at coke plants in the United States and Canada. Sampling procedure was directed toward obtaining the highest possible degree of uniformity in the gross samples, so that variations in results caused by sampling variations were at a practical minimum. Under these conditions the standard deviation of the screen analysis test on 500-pound samples is found to range from 1.2 percent for the 1-inch screen to 4.5 percent for the 5-inch screen. At present, the A.S.T.H. standard method of test requires that results be reported to the nearest 0.1 percent. This implies a higher than actual degree of precision, and revision of the report required by the method is suggested. Much larger Samples than are generally tested are required to reduce normal testing errors to a point where they are not appreciable fractions of the total variations found in a smoothly operating plant. For example, it is deduced that over 100,000 pounds of coke must be screened to determine if ordinary day-to-day variations in screen analysis have appreciable effects on the performance of a blast furnace.

The Bureau of Mines is studying possible modifications in conventional ore-processing methods that will confine and permit controlled disposal of radioactive liquid wastes. Stream and ground water pollution from radio-active nuclides, principally radium 226 and thorium 230, in liquid wastes from uranium mills can be minimized by reusing the waste solution within the mill. Such reuse of waste solution in an acid leach-resin-in-pulp flowsheet was investigated in the laboratory. The process consists of acid leaching for dissolution of the uranium, sand-slime separation and countercurrent decantation washing for recovery of a pregnant slime slurry, and the use of ion-exchange resin for recovery of uranium from the slurry. Reuse of clarified barren effluent for washing in the simulated mill circuit was carried through 55 cycles. Dissolution of uranium from the ore averaged 97.5 percent. Washing efficiency of 99.9 percent was attained when using 4.35 volume tons4 of combined barren effluent and makeup water per ton of ore. Absorption of uranium from the pregnant slime slurry by an ion-exchange resin averaged over 99.9 percent.

"INTRODUCTION This report on the properties of motor fuels sold through service stations in the United States is a continuation of a series of reports made in accordance with a cooperative agreement between the Coordinating Fuel Research (CFR) Committee of the Coordinating Research Council (CRC) 3/ and the Bureau of Mines of the United States Department of the Interior. The first of these reports presented data on motor gasolines sold during the winter of 1935-36. 4/ Further reports were issued describing motor gasolines sold during the succeeding summers and winters to and including the summer of 1941. 5/ No reports were made on motor gasolines Bold during the winter of 1941-42 and during the summer of 1942. However, starting with the winter of 1942-43, the semiannual reports were resumed. 6/The present report presents analytical data for 1,499 samples, representing the products of approximately 105 companies. As in previous surveys, the companies covered by the survey include both large and small suppliers. Conforming to former reports, the data cover three groups of samples - regular-price, premium price, and third-grade gasolines.As the number of analyses submitted for samples of third-grade gaso¬line are not considered adequate to represent this type of motor fuel, data for these analyses have not been averaged, but the individual items are tabulated. The number of samples, items and brands comprising each group is as follows; Regular-price, 872 samples, 266 items, and 83 brands; -premium-price, 584 samples, 217 items, and 72 brands; third-grade, 43 samples, 32 items, and 21 brands. One of the principal objectives of the Bureau of Mines program for development of superrefractory ceramic materials is to obtain fundamental data on the physical properties of refractory oxides. Elements of particular interest to research workers in the Bureau include groups III and IV of the Periodic Table and the rare-earth group. This report contains thermal expansion and phase inversion measurements on oxides of scandium, yttrium, lanthanum and 12 lanthanide series elements (promethium and terbium omitted) up to 1,350°C, made by high-temperature X-ray diffractometer techniques. Thermal expansion values were calculated from unit cell dimensions measured at selected temperatures; with anisotropic oxides expansion was determined parallel to each major crystallographic axis. The combined random and systematic errors in the thermal expansion values are considered to be less than 3 percent of the total expansion at 500° C, and approximately 2 percent at 1,000° C, No difference in expansion coefficients was observed between heating and cooling cycles for oxides that did not undergo phase inversion. Tabular data of linear expansion, in percent, linear expansion coefficients, and graphical presentation of linear expansion as a function of temperature are presented.

This report summarizes studies of 55 Idaho national forest roadless areas completed by the U.S. Bureau of Mines (USBM) in the period 1966-1992. These roadless areas have been recommended for addition to the National Wilderness Preservation System, proposed as special management areas, or otherwise recommended for study by the U.S. Forest Service or the Idaho congressional delegation. The Bureau of Mines' studies indicate which parts of the roadless areas contain mineral resources. They also show where mining and prospecting are likely to occur in the future, where mineral production has occurred in the past, and where abandoned mine workings (possible hazards) would be encountered. The number of mine and prospect workings found are a measure not only of surface disturbance, but of areas not wilderness in character.

The panic bars (and associated linkages and electrical circuitry) that are defined in this document are a machine operator-actuated control for the emergency deenergization of the tram motors on self-propelled, electric and diesel face equipment; including haulage equipment such as shuttle cars. There are nine basic types of panic bars (and several variations) that are recommended in this document, but all of the panic bars are characteristically of the ?fire door? type that is frequently encountered on outside exit doors of many public and some commercial buildings. It is also the intent of the following panic bar designs that, when emergency brakes are added to the face equipment machinery for which they are required, that they be designed and hooked up so that actuation of the panic bar will result in automatic application of the emergency brakes (immediately following the deenergization of the tram motors). The following panic bar design requirements are a restatement of the proposed requirements defined in the Federal Register, requirements cited in "Guidelines for the Design and Installation of Devices for Deenergization of Self -Propelled Electric Face Equipment/Automatic Emergency Brake s II by C. E. Lester and J. D. Greenhalgh of MESA, and Bendix recommendations that were formulated as a result of discussions with personnel at the various machine manufacturers and underground coal mines that we surveyed, discussions with G. An important activity of the Bureau of Mines is the promotion of safety in mining and industry. As a part of this program, the Bureau determines the explosion hazards of combustible gases, vapors, and solids and investigates means of controlling and preventing explosions. The limits of inflammability (explosive limits) of combustibles are not only of theoretical but also of practical importance, because many industries at one time or another contend with explosive mixtures of combustible gases or vapors in their manufacturing processes. At present many new organic compounds are being manufactured, transported, and used in huge quantities which a few years ago were only laboratory curiosities.

Broom and Yant6/ recently described a. microprojection method for determining the particle-size distribution and number concentration of samples of dust collected from the air by such samplers as the Owens jet dust counter) and the thermal precipitator8/ . This method was developed to obviate or reduce the eyestrain consequent to the regular filar-micrometer method9/ and to save time and work. The article stated that work was in progress on a micrcprojection method for counting impinger dust samples; this article describes the method developed. ACKNOWLEDGMENTS The assistance of the personnel of the ventilation Department of the Anaconda Copper Miring Co., Butte, Mont., in developing this method and particularly in suggesting a suitable material to use for the microprojector screen is sincerely appreciated. Much of the work was done in the laboratory of the Anaconda Copper Mining Co. on samples collected in Butte mines during a cooperative study with this Bureau.
