This report describes methods of reclaiming abandoned or inactive tailings ponds and dams. The investigated sites were selected tailings deposits adjacent to metal mines in the southwestern United States and the Pacific Northwest. The basic data developed for each site consisted of the following: a review of existing literature: a site visit that included sampling of the tailings and surrounding materials; laboratory and engineering studies; and development of reclamation plans. Laboratory tests determined the gold and silver content of each tailings deposit and the chemistry of the tailings and surrounding materials. Reclamation plans that include approximate costs were developed for five tailings deposit sites. These ranged in size from 52,000 to 103,000,000 tons. Our conclusions on the remining potential of each site are based on the tailings assay and other technical data. This study concludes that remining as a reclamation tool is feasible at certain sites. Included in this report is a remining program as part of the overall reclamation plan for two sites. Our preliminary results indicate that remining as a reclamation tool is feasible for only one of them.

MORE THAN 30 MILLION EMPLOYEES each year are exposed to hazardous occupational noise, and approximately one-third of them develop permanent hearing loss (NSC, 2000). Possible explanations for the latter statistic include worker regard for noise as a mere nuisance rather than as an occupational safety and health hazard, and consequent neglect of established protective measures (e.g., hearing protection); lack of knowledge concerning noise; improper use of hearing protection; worker indifference; and inadequate training (Bauer & Babich, 2004). Many drill rigs generate high sound levels, which vary according to the type of machine, its location with respect to the physical surroundings, and the location of the sound measured around the rig. A NIOSH study measured noise output from several types of drill rigs during field investigations (Ingram & Matetic, 2003). Two types of data were recorded the actual noise generated by the drill rig at various positions around the rig and the noise to which the drill operator was exposed during the drilling cycle. For the latter, sound level measurements up to 120 dBA were recorded while hammering casing (metal on metal) in drilling a water well (Photo 1). Several types of administrative controls exist to address worker exposure to loud drill rig noise. Rotating duties to decrease exposure time and posting warning signs in high-noise work areas are two such controls. Another is the use of hearing protection. Worker use of hearing protection has been disappointing, however. One study by the University of Michigan found that construction workers used earplugs and earmuffs only between 36% and 61% of the time that they were necessary (Lusk & Kerr, 1998). In a 2001 study, OSHA reported a relatively low rate of 30.4% for use of earplugs among construction workers (Walker, 2001). Why are rates for hearing protection use so low? One explanation may be workers' lack of concern for noise in the workplace. They expect workplace noise to be a loud and in¬ evitable nuisance and, therefore, accept it as part of the job. As a result, they disregard proven measures that can protect their hearing. Other workers may use hearing protection, but do so improperly. They may misguidedly remain in high-noise areas for extended periods thinking they are protected when in fact they are not. Other reasons for low use and/or misuse of hearing protection include poor education, lack of awareness and inadequate training (Nash, 2003). To address the training issue, NIOSH developed two exercises from which drillers can learn about noise, hearing loss and hearing protection. With the activities of the Petroleum and Natural Gas Division geared chiefly to problems directly connected with the war effort , the emphasis of the work under oil and gas development and production was to make engineering studies of selected reservoirs for the Petroleum Administration for War , to determine the extractable quantities of components in them, and to study the characteristics of these components for use in the manufacture of aviation gasoline and other products . The needs of the Petroleum Administration for War and the operators for specific data from gas - condensate fields were fulfilled , and , in addition , engineering data along lines of a forward - looking program of research on reservoir behavior were collected , which should be of great value in the postwar period . It is planned to publish many of these data as soon as conditions permit . The work of the Secondary Recovery Section had as its objectives in- . creasing the rate of production of crude petroleum and , which is more important , preventing the premature abandonment of wells in " stripper " and marginal According to the National Survey of Stripper Wells by the National Stripper Well Association in cooperation with the Interstate Oil Compact Commission , a total of 67,460 stripper wells was abandoned from January 1 , 1935 , to July 1 , 1942 , inclusive , with an estimated loss in proved reserves of approximately 216 million barrels . This survey also indicates that over 1.2 billion barrels of oil would be recovered by primary production from more than 290,000 stripper wells then in operation , and an additional 2.5 billion barrels of oil could be recovered from them by secondary production methods . The work of the Chemistry and Refining Section was oriented towards the optimum utilization of crude oils in the manufacture of aviation fuels for spark-ignition and jet - propulsion engines . The work involved intensive studies of superfractionation , hydrocarbon analysis , and the engine testing of fuels . Particular attention was given to the effect of sulfur compounds in the crude oils and in the fuels made from them . The research on thermodynamics is concerned with the experimental determination of precise and accurate values of the fundamental thermodynamic constants of pure hydrocarbons and related compounds . The data obtained in these investigations will be utilized for devising and improving chemical processes in which petroleum hydrocarbons are the raw materials . Without such data , much time and expensive material and equipment may be wasted in attempts to obtain reactions under conditions that the laws of thermodynamics rule out of consideration . Thermodynamic data are useful and required in the petroleum industry for calculations of heat balances in the design of furnaces , fractionating towers , and heat- transfer equipment . It is of utmost importance , also , to know the heat requirements of cracking and other chemical reactions so that heat may be supplied or dissipated in the proper proportions . These needs for thermodynamic data are being recognized more and more by petroleum -refining engineers . The responsibility for the production of helium for the Navy , the Army , other governmental agencies and non-Federal users is vested in the Bureau of Mines by an Act of Congress ( 50 Stat . 885 ; 50 U.S.c. 161-166 ) . The Helium Subdivision of the Petroleum and Natural Gas Division continued to meet all demands for helium .

High methane emissions originating from the active face areas and from the fractured formations overlying and underlying the mined coalbed can adversely affect both safety and productivity in underground coal mines. Since ventilation alone may not be sufficient to control the methane levels in the longwall mining environment, gob gas ventholes have become a standard supplementary methane control option in many mines. As mines progress into deeper and gassier coalbeds, or as longwall panel size increases, ventilation and gob gas ventholes together may not be sufficient to maintain methane levels within statutory limits. To decrease the risk associated with methane emissions under these circumstances, in-seam horizontal methane drainage is often used to reduce the gas content of the coalbed prior to mining. Horizontal methane drainage borehole completion designs, drilling strategies, and degasification lead times may need to be adjusted for site-specific conditions due to mine design, geology, and the gas content of the coalbed. This study investigates different horizontal methane drainage borehole patterns, borehole lengths, and degasification times prior to and during panel extraction to evaluate their effectiveness in reducing methane emissions using a "dynamic" 3D reservoir modeling of a 38 1-m wide longwall panel operating in the Pittsburgh coalbed. Results of this study showed that dual and tri-lateral boreholes are more effective in decreasing emissions and in shielding the entries compared to fewer shorter, cross-panel, horizontal boreholes parallel to the longwall face. Modeling results showed that after 12 months of pre-mining methane drainage, the average longwall face emission rates can be reduced by as much as 10.3 m3/min and 6.8 m3/min using tri- and dual-lateral boreholes, respectively. It was also shown that if pre-mining methane drainage time is short, it is important to continue methane drainage during the panel extraction to maximize reductions in longwall face emissions since additional face emission reductions achieved during this period can be comparable to pre-mining degasification.

Data for the mines and mills are presented separately, as shown in the list of tables. The Bureau of Mines is authorized to send questionnaires to the nonmetal mining industry for their voluntary submission of injury and employment data. As the information submitted contributes largely to the promotion of safety in the industry, special effort has been made to ma e these questionnaires as complete as possible.

This report summarizes the activities performed and the results achieved during a two-phased investigation of the technical and economic feasibility of disposing of coal mine refuse underground in active mines, Three coal regions in the United States that are most severely affected by coal refuse disposal problems are identified: southwestern Pennsylvania, southern West Virginia, southwestern West Virginia and eastern Kentucky. For each region, a conceptual mine model is presented that describes the geologic conditions, mining methods, and environmental circumstances typical of that region. The model mine that was prepared for the Kanawha Region in Southwestern West Virginia and eastern Kentucky was selected as the basis for developing alternative conceptual designs of underground disposal systems in the second phase of this investigation. Procedures used in selecting the regions and in modeling typical mines are described in Part I of the report. Part II of the report describes existing methods for stowing refuse underground, presents three alternative conceptual designs of stowing system that would be appropriate for the model mine postulated in the first phase of the study, discusses technical characteristics and environmental effects relative to the various systems, and evaluates the technical and economic feasibility of the three alternative disposal system designs. Comparisons costs among systems and with costs or surface disposal are presented.

To decrease reliance on foreign sources for the strategic and critical metals gallium and germanium, the U.S. Bureau of Mines identified and developed processing technology for two domestic sources of these metals: a Tennessee zinc residue and a Utah ore. Sulfuric acid (H2S04) solutions were used to solubilize gallium and germanium in both sources. Statistically designed experiments showed that the most important parameter for high metal extraction from zinc residue was the H2S04 concentration. At a concentration of 2.9M H2S04, 95 pct of the gallium was extracted, and at a concentration of 0.6M H2S04, 73 pct of the germanium was extracted. Controlled H2S04 concentration was also the key for high metal extractions (97 pct Ga, 87 pct Ge) from the Utah ore. Such control was achieved using a two-stage countercurrent leach circuit. Testing showed that the insoluble germanium in both the residue and ore was tied up with silica. Several methods for overcoming this problem are given. To recover gallium and germanium from the leach solutions, the solvent extractants octylphenyl acid phosphate (OPAP) (for gallium) and LIX 63-OPAP (for germanium) were identified. These extractants were tested in separate, continuous, solvent-extraction circuits yielding a gallium recovery of 94 pct and a germanium recovery of more than 90 pct.

The Bureau of Mines has conducted studies of the slags related to ferrous technology to evaluate experimentally acceptable substitutes for the auxiliary flux, mineral fluorspar, in steelmaking operations. Comparative heats were made in a 1/4-ton, pilot-scale, basic oxygen furnace (BOF) to evaluate a waste material known as "used potlining." Used pot lining is recovered from alumina reduction cells after its useful life and contains significant levels of fluorine and sodium in various compounds. This material in both lump and pelletized form provided adequately fluid slags, based on observations made during BOF operation. No adverse effects were found on furnace performance, metal and slag chemsitry, the strength of the steel produced, or the environment. Fluorine recovery in the slag was about the same as that obtained when using fluorspar, as were the losses to the scrubber water and solids. No difference was observed in furnace-refractory attack, as determined by the level of magnesia in the slag. The sodium recovered in the slag apparently also contributed to fluidity, since the fluorine input was at about two-thirds that of the fluorspar. Used potlining was determined experimentally to be a satisfactory substitute for fluorspar in basic oxygen steelmaking.

This Bureau of Mines report describes the results of a program to develop small, rugged mechanical dust collectors (scrubbers) with high dust collection efficiency and low energy comsumption for controlling dust in coal mining operations. All of the scrubbers described are similar in configuration and are powered by 6-hp, 2,000-ft3/min vane axial fans. Air pressure differential is less than 6 inches water column. Height of the scrubbers? including fan is less than 14 inches, width is less than 16 inches, and length is less than 45 inches. The flooded fibrous-bed scrubber achieved respirable (less than approximatey 7 µm) dust collection efficiencies of 95 percent. The small-diameter-cyclone scrubbers showed about 92 percent efficiency and can be best where excess water is a problem. The wetted brush scrubber showed 88 percent efficiency at low cost, and the wetted fan scrubber showed a slightly lower efficiency (87 percent) but offered the smallest size and cost. A suitable water droplet eliminator is described.

The Bureau of Mines is conducting research that is aimed at making the mining industry more efficient in term of both productivity and the health and safety of the worker. As part of this research the Bureau of Mines has integrated a testbed composed of computer and related peripheral hardware to form an intelligent base for performing autonomous mining machine experiments. Although this particular application was con- figured for use on a Joy 16 CM mining machine, its generic structure facilitates its attachment to a variety of mining machine types. The multitasking multiuser computer can be set up for other applications by changing a bubble memory cartridge. The Joy 16 CM implementation includes 96 digital input-output (1-0) ports, 32 analog inputs, 8 analog outputs, 2 serial data channels, and 1 printer port. Operation of the machine can be performed either through a local terminal or remotely through a modem hookup. This report describes a testbed for autonomous mining machine experiments (TAMME)--its hardware, software, and complete system integration--so that it can be used as a foundation for other applications.

Although the exact mechanisms underlying vibration white finger (VWF) are not clear, it has been speculated that VWF is associated with variations of the blood flow patterns due to the physical damage and/or degeneration in neural and vascular tissue caused by vibration loading [1]. Excessive dynamic deformation of the soft tissues in the fingertip under vibration loading is believed to induce multiple occupation-related hand/finger disorders. However, the in vivo distributions of the dynamic stress/strain of the tissues in the fingertip under vibration conditions have not been studied because they cannot be measured experimentally to date. The goal of this study is to analyze, theoretically, the location and frequency-dependent dynamic deformation of the soft tissue in the fingertip during vibration exposures. [ ] Methods The fingertip considered in the model is the distal phalanx, the portion from the distal end of the fingertip to the distal interphalangeal (DIP) joint articulation (Fig. 1). The external shape of the fingertip was determined using a smooth mathematical surface fitting to the observed fingertip shapes. The fingertip surface was then scaled to the dimensions of a typical male index finger: length 25 mm, width 20 mm, and height 18 mm. The fingertip was approximated to be symmetric, such that only a half of the fingertip was considered in the FE modeling. The fingertip was assumed to be composed of outer and inner skin layers, subcutaneous tissue, bone, and nail. The soft tissues (inner skin layer and subcutaneous tissues) were assumed to be nonlinearly elastic and viscoelastic, while the bone, nail, and outer skin layer were considered as linearly elastic. The simulations were conducted using a displacement-controlled protocol in two stages. First, the fingertip was statically pre-compressed. The contact plate was first displaced towards the finger to achieve a predetermined value of tissue deformation (i.e., 0.5, 1.0, 1.5, and 2.0 mm). Second, the steady-state dynamics responses of the fingertip were analyzed using a linear perturbation procedure. The fingertip was subjected to a continuous harmonic excitation (magnitude 0.5 mm) from the contact interface. The dynamic analysis was performed in a frequency domain ranging from 16 to 2000 Hz. The frequency-dependent distributions of the vibration magnitude and dynamic strain magnitudes in the soft tissues are investigated. Results Typical simulation results for the frequency-dependent distributions of the vibration magnitude in the soft tissues are shown in Fig. 2 (figures show the results with a pre-compression of 2.0 mm). The vibration magnitude at the contact surface is 0.5 mm (specified) for all frequencies, while the vibration magnitudes in the soft tissues are location- and frequency-dependent. It is clear that the fingertip has a major resonance around 125 Hz, at which the vibration magnitudes in the soft tissues are over four times greater than that of the contact plate (0.5 mm). It is interesting to observe that, at this resonant frequency (125 Hz), the soft tissues at the tip has the maximal vibration magnitude while the regions near the contact

As a part of research conducted in its mission to effect pollution abatement, the Bureau of Mines, U.S. Department of the Interior, is developing a dewatering technique that allows for disposal of clay wastes, for reuse of water now lost with clays, and for reclamation of mined land. The technique utilizes a high-molecular-weight nonionic polyethylene oxide polymer (PEO) that has the ability to flocculate and dewater materials containing clay wastes. In laboratory experiments, coal-clay waste, potash-clay brine slurry, phosphatic clay waste, uranium tailings, and talc tailings were successfully consolidated. Coal-clay was te was consolidated from 3-. 6 to 57 percent; potash-clay brine slurry was consolidated from 3.8 to 35 percent; phosphatic clay waste from 15.6 to 49 percent; uranium tailings from 15.4 to 67 percent; tailings from talc production from 9.7 to 53 percent; and an acidic Ti02 slurr slurry from 1.68 to 30 percent.

Sintered fly ash was shown to have promise as a modifier for poorly drained soils. Turf grown in mixtures of sintered fly ash and soil benefited from increased water-infiltration rates, greater total pore space, and higher moisture availability, The result was an improved turf stand with increased grass yield and root density.

Abstract-This study predicts the level of smoke that miners might meet while trying to escape a coal mine fire and describes how smoke would impede their safe escape. For this study, the authors assumed that miners exit through an escapeway adjacent to the burning entry, that some air would leak from the burning entry to the escapeway. The following conclusions were made: • A very low amount of air leakage to the escapeway can produce a critical level of visual obscurity from smoke. This shows that intake airways may be as susceptible to smoke visibility problems as return airways. • This critical level of smoke obscurity is reached much before a critical level of carbon monoxide is reached. • Small fires can cause a severe sensory irritation that further limits vision. Thus, reliable eye protection is very important. These results show that methods to guide miners through dense smoke will contribute greatly to saving lives during mine fires.

Committee and the Bureau of Mines of the Department of the Interior. The first report gave data on motor gasolines sold during the winter of 1935-36.3/ The second report gave the same data for motor gasolines sold during the summer of 1936)4/ As was the case with the first cooperative gasoline survey, reports were received for some areas from only one company and in other areas from two companies that did not in all instances report on the same brands of gasoline. In still other areas reports were received from five or six companies on the same brands of gasoline. Thus, it can be seen that data on gasolines are unequal in regard, to the number of reports that were averaged in calculating the data shown in table 1. The data from the Pacific Coast were averaged by the Pacific Coast technical group before submission and are published exactly as they were submitted.

Theoreticians in soil mechanics have been pursuing a probabilistic approach to the factor of safety of an embankment or darn for the past 10 years. The motivation for this work is in contrast to the current practice of deterministically computing a factor of safety and treating it as an absolute with no regard to its inherent statistical variability. Basic to the probabilistic approach is the selection of an appropriate statistical model to represent the histogram or probability density function (PDF) of the factor of safety values, Rather than simply assuming which PDF is appropriate, the Bureau of Mines collected data at two waste disposal embankments for consideration, This report addresses three candidate models, using the techniques of nonlinear curve fitting, and identifies the "best" model. A propagation of error formula for estimating the variability of Fellenius? factor of safety is also discussed.
