This report describes methods of reclaiming abandoned or inactive tailings ponds and dams. The investigated sites were selected tailings deposits adjacent to metal mines in the southwestern United States and the Pacific Northwest. The basic data developed for each site consisted of the following: a review of existing literature: a site visit that included sampling of the tailings and surrounding materials; laboratory and engineering studies; and development of reclamation plans. Laboratory tests determined the gold and silver content of each tailings deposit and the chemistry of the tailings and surrounding materials. Reclamation plans that include approximate costs were developed for five tailings deposit sites. These ranged in size from 52,000 to 103,000,000 tons. Our conclusions on the remining potential of each site are based on the tailings assay and other technical data. This study concludes that remining as a reclamation tool is feasible at certain sites. Included in this report is a remining program as part of the overall reclamation plan for two sites. Our preliminary results indicate that remining as a reclamation tool is feasible for only one of them.

The Bureau of Mines is authorized to send questionnaires to the nonmetal mining industry for their voluntary submission of injury and employment data. As the information submitted contributes largely to the promotion of safety in the industry, special effort has been made to ma e these questionnaires as complete as possible.

MORE THAN 30 MILLION EMPLOYEES each year are exposed to hazardous occupational noise, and approximately one-third of them develop permanent hearing loss (NSC, 2000). Possible explanations for the latter statistic include worker regard for noise as a mere nuisance rather than as an occupational safety and health hazard, and consequent neglect of established protective measures (e.g., hearing protection); lack of knowledge concerning noise; improper use of hearing protection; worker indifference; and inadequate training (Bauer & Babich, 2004). Many drill rigs generate high sound levels, which vary according to the type of machine, its location with respect to the physical surroundings, and the location of the sound measured around the rig. A NIOSH study measured noise output from several types of drill rigs during field investigations (Ingram & Matetic, 2003). Two types of data were recorded the actual noise generated by the drill rig at various positions around the rig and the noise to which the drill operator was exposed during the drilling cycle. For the latter, sound level measurements up to 120 dBA were recorded while hammering casing (metal on metal) in drilling a water well (Photo 1). Several types of administrative controls exist to address worker exposure to loud drill rig noise. Rotating duties to decrease exposure time and posting warning signs in high-noise work areas are two such controls. Another is the use of hearing protection. Worker use of hearing protection has been disappointing, however. One study by the University of Michigan found that construction workers used earplugs and earmuffs only between 36% and 61% of the time that they were necessary (Lusk & Kerr, 1998). In a 2001 study, OSHA reported a relatively low rate of 30.4% for use of earplugs among construction workers (Walker, 2001). Why are rates for hearing protection use so low? One explanation may be workers' lack of concern for noise in the workplace. They expect workplace noise to be a loud and in¬ evitable nuisance and, therefore, accept it as part of the job. As a result, they disregard proven measures that can protect their hearing. Other workers may use hearing protection, but do so improperly. They may misguidedly remain in high-noise areas for extended periods thinking they are protected when in fact they are not. Other reasons for low use and/or misuse of hearing protection include poor education, lack of awareness and inadequate training (Nash, 2003). To address the training issue, NIOSH developed two exercises from which drillers can learn about noise, hearing loss and hearing protection. This report summarizes the activities performed and the results achieved during a two-phased investigation of the technical and economic feasibility of disposing of coal mine refuse underground in active mines, Three coal regions in the United States that are most severely affected by coal refuse disposal problems are identified: southwestern Pennsylvania, southern West Virginia, southwestern West Virginia and eastern Kentucky. For each region, a conceptual mine model is presented that describes the geologic conditions, mining methods, and environmental circumstances typical of that region. The model mine that was prepared for the Kanawha Region in Southwestern West Virginia and eastern Kentucky was selected as the basis for developing alternative conceptual designs of underground disposal systems in the second phase of this investigation. Procedures used in selecting the regions and in modeling typical mines are described in Part I of the report. Part II of the report describes existing methods for stowing refuse underground, presents three alternative conceptual designs of stowing system that would be appropriate for the model mine postulated in the first phase of the study, discusses technical characteristics and environmental effects relative to the various systems, and evaluates the technical and economic feasibility of the three alternative disposal system designs. Comparisons costs among systems and with costs or surface disposal are presented.

This Bureau of Mines report describes the results of a program to develop small, rugged mechanical dust collectors (scrubbers) with high dust collection efficiency and low energy comsumption for controlling dust in coal mining operations. All of the scrubbers described are similar in configuration and are powered by 6-hp, 2,000-ft3/min vane axial fans. Air pressure differential is less than 6 inches water column. Height of the scrubbers? including fan is less than 14 inches, width is less than 16 inches, and length is less than 45 inches. The flooded fibrous-bed scrubber achieved respirable (less than approximatey 7 µm) dust collection efficiencies of 95 percent. The small-diameter-cyclone scrubbers showed about 92 percent efficiency and can be best where excess water is a problem. The wetted brush scrubber showed 88 percent efficiency at low cost, and the wetted fan scrubber showed a slightly lower efficiency (87 percent) but offered the smallest size and cost. A suitable water droplet eliminator is described.

The direct method test was developed for general mine safety applications by the U.S. Bureau of Mines in the early 1970's to measure the gas content of coal samples obtained from the relatively shallow depths of eastern U.S. coal mines. Over time, applications for gas content data evolved which required increasingly accurate desorption values. It became evident that some of the inherent weaknesses in the original direct method test could best be addressed by abandoning the water displacement based desorbed gas volume measurements. The ideal gas law based modified direct method (MDM) and associated desorbed gas volume measurement apparatus was developed to provide the most accurate desorption values possible for rock samples obtained from any gas-bearing strata. The MDM has a number of significant advantages, including: (1) increased accuracy, especially for low gas content samples, (2) a test apparatus with an integral sampling port to facilitate the collection of uncontaminated gas samples, (3) an inherent head space effect correction in the periodic MDM desorbed gas volume calculations, (4) measurement of positive and negative desorbed gas volumes, (5) elimination of differential gas solubility effects as a source of error inherent in the water displacement methods, and (6) a compact and rugged test apparatus that along with the elimination of the ?glassware? required for the water displacement methods, facilitates its use in the field.

The Bureau of Mines has conducted studies of the slags related to ferrous technology to evaluate experimentally acceptable substitutes for the auxiliary flux, mineral fluorspar, in steelmaking operations. Comparative heats were made in a 1/4-ton, pilot-scale, basic oxygen furnace (BOF) to evaluate a waste material known as "used potlining." Used pot lining is recovered from alumina reduction cells after its useful life and contains significant levels of fluorine and sodium in various compounds. This material in both lump and pelletized form provided adequately fluid slags, based on observations made during BOF operation. No adverse effects were found on furnace performance, metal and slag chemsitry, the strength of the steel produced, or the environment. Fluorine recovery in the slag was about the same as that obtained when using fluorspar, as were the losses to the scrubber water and solids. No difference was observed in furnace-refractory attack, as determined by the level of magnesia in the slag. The sodium recovered in the slag apparently also contributed to fluidity, since the fluorine input was at about two-thirds that of the fluorspar. Used potlining was determined experimentally to be a satisfactory substitute for fluorspar in basic oxygen steelmaking.

Workers using vibrating hand tools have the potential for developing health problems associated with repeated forceful actions and exposures to hand-transmitted vibration. Hand-arm vibration syndrome (HAVS) and other hand-arm system disorders have been associated with such exposures.1-2 To better assess health risks, comprehensive evaluations of these exposures must include quantitative assessments of hand-tool coupling forces; unfortunately, no standardized method for quantifying hand forces exists. Handle instrumentation may be ill-suited for some field environments. Psychophysical force-recall techniques may provide alternatives to handle instrumentation. A thorough understanding of the effects of vibration and other factors on force-recall accuracy and reliability is important before such methods are applied in risk assessments. Methods In this study, the effects of vibration and other factors on the accuracy of psychophysical force-recall were explored in two experiments. Twelve male subjects participated in the first experiment. The second experiment employed 20 participants (10 female, 10 male). In each experiment, participants applied specific grip and push forces to an instrumented handle mounted on a shaker system. Participants were exposed to sinusoidal vibration at frequencies that ranged from 0 Hz to 250 Hz. Three levels of applied force (low: grip = 15 N/push = 25 N, medium: grip = 30 N/push = 50 N, and high: grip = 45 N/push = 75 N ) and two levels of vibration magnitude (low: ANSI 4-8-hr limit and high: ANSI <0.5-hr limit)3 were examined. During the vibration exposure period, participants were provided with visual feedback while they attempted to “memorize” the applied grip and push forces. At the conclusion of the vibration exposure/force memorization period and a controlled rest period, the participants tried to duplicate the grip and push forces on a non-vibrating handle without the aid of visual feedback. The effects of different vibration frequencies, vibration magnitudes, and grip and push force levels were tested in a random order from trial to trial. Results Participants tended to overestimate grip and push forces. Depending on exposure conditions, error means ranged from 2 N to 10 N. The ANOVA revealed that force-recall errors for exposures between 31.5 Hz and 63 Hz were significantly higher than those at other vibration frequencies (p < 0.05). The frequency effect is depicted in Figure 1. Error means were greater when participants were exposed to the higher vibration magnitude (mean = 9.1 N, 95% CI = 8.2-10.1 N) when compared with the lower vibration magnitude (mean = 4.9 N, 95% CI = 3.9-5.8 N) (p < 0.05). Sintered fly ash was shown to have promise as a modifier for poorly drained soils. Turf grown in mixtures of sintered fly ash and soil benefited from increased water-infiltration rates, greater total pore space, and higher moisture availability, The result was an improved turf stand with increased grass yield and root density.

As a part of research conducted in its mission to effect pollution abatement, the Bureau of Mines, U.S. Department of the Interior, is developing a dewatering technique that allows for disposal of clay wastes, for reuse of water now lost with clays, and for reclamation of mined land. The technique utilizes a high-molecular-weight nonionic polyethylene oxide polymer (PEO) that has the ability to flocculate and dewater materials containing clay wastes. In laboratory experiments, coal-clay waste, potash-clay brine slurry, phosphatic clay waste, uranium tailings, and talc tailings were successfully consolidated. Coal-clay was te was consolidated from 3-. 6 to 57 percent; potash-clay brine slurry was consolidated from 3.8 to 35 percent; phosphatic clay waste from 15.6 to 49 percent; uranium tailings from 15.4 to 67 percent; tailings from talc production from 9.7 to 53 percent; and an acidic Ti02 slurr slurry from 1.68 to 30 percent.

The Bureau of Mines is conducting research that is aimed at making the mining industry more efficient in term of both productivity and the health and safety of the worker. As part of this research the Bureau of Mines has integrated a testbed composed of computer and related peripheral hardware to form an intelligent base for performing autonomous mining machine experiments. Although this particular application was con- figured for use on a Joy 16 CM mining machine, its generic structure facilitates its attachment to a variety of mining machine types. The multitasking multiuser computer can be set up for other applications by changing a bubble memory cartridge. The Joy 16 CM implementation includes 96 digital input-output (1-0) ports, 32 analog inputs, 8 analog outputs, 2 serial data channels, and 1 printer port. Operation of the machine can be performed either through a local terminal or remotely through a modem hookup. This report describes a testbed for autonomous mining machine experiments (TAMME)--its hardware, software, and complete system integration--so that it can be used as a foundation for other applications.

A seismic system which utilizes in-mine geophones to detect trapped miners has been developed. Tests at the Bureau of Mines Safety Research Mine at Bruceton, Pa., and at two operating mines indicate such a system has a maximum detection range in excess of 1,000 feet. The system is fieldworthy and portable and requires less than 30 minutes to set up and check. Real-time detection is possible.

Disposing of coal mine waste at the surface has been and continues to be a problem which has yet to be resolved within the coal mining industry. A possible solution to this problem is to return the refuse back into the operating underground mine generating the waste material. It is believed that the approach described will provide an inexpensive and pratical solution to the problem. The designed system is installed and operable at the Millers Cove Energy Company, Inc. property in Lee County, Virginia. This system limits surfact facilities to a minimum size. It incorporates state-of-the-art hydraulic transport and backfilling technology and equipment to systematically backfill areas within the active mine. It maximized the benefits of reducing treatment of coal wasts while it minimizes environmental impacts on groundwater. The system approaches the problem in a manner to maximize benefits and minimize risks. The cost of returning coal waste back underground at the Millers Cove site is estimated at $0.67 per ton of marketable coal (1982 dollars), which is slightly higher than their surface disposal cost of $0.61 per ton of marketable mat (1982 dollars). The underground disposal costs do not include cost savings that should be realized within the preparation plant and treatment facilities at the surface. Preliminary tests of the system were conducted at the surface; funding restrictions prevented an in-mine trial. Efforts should continue to demonstrate the feasibility of solving the problem of refuse disposal. The installed system and plant at Millers Cove should provide the opportunity to test an underground disposal operation. This report contains guidelines to pursue this opportunity.

Theoreticians in soil mechanics have been pursuing a probabilistic approach to the factor of safety of an embankment or darn for the past 10 years. The motivation for this work is in contrast to the current practice of deterministically computing a factor of safety and treating it as an absolute with no regard to its inherent statistical variability. Basic to the probabilistic approach is the selection of an appropriate statistical model to represent the histogram or probability density function (PDF) of the factor of safety values, Rather than simply assuming which PDF is appropriate, the Bureau of Mines collected data at two waste disposal embankments for consideration, This report addresses three candidate models, using the techniques of nonlinear curve fitting, and identifies the "best" model. A propagation of error formula for estimating the variability of Fellenius? factor of safety is also discussed.

The first report gave data on motor gasolines sold during the winter of 1935-36.3/ The second report gave the same data for motor gasolines sold during the summer of 1936)4/ As was the case with the first cooperative gasoline survey, reports were received for some areas from only one company and in other areas from two companies that did not in all instances report on the same brands of gasoline. In still other areas reports were received from five or six companies on the same brands of gasoline. Thus, it can be seen that data on gasolines are unequal in regard, to the number of reports that were averaged in calculating the data shown in table 1. The data from the Pacific Coast were averaged by the Pacific Coast technical group before submission and are published exactly as they were submitted.

This Final Report summarizes the results of work accomplished under Contract No. J0215039. It is in an executive overview or executive summary format. The number and description of the various technical reports prepared and submitted is outlined. The essential changes and reasons for the revised program schedule/contract modifications actually enacted in May 1982 are discussed in detail. The evolving mines/deposits list and the accompanying criteria classifications are explained along with the verifications/justifications for adding or deleting specific mines/deposits to the list. Difficulties and problems experienced during the different phases of the project in conjunction with the ensuing remedies are highlighted. The final section of they report is devoted to presenting Davy McKee&apos;s suggestions for improvements to future MAS commodity studies. Appendix I is comprised of three of the evolving mines/deposits lists starting with the original RFP list and ending with the final completed list. Appendices II and Ill are tabulated summaries of property data including reserves/resources, assays, production, and operating costs. The figures for the specific mines/deposits are given in "range of values" so as to protect the confidentiality of the individual owners/ operators.

The objective of this study was two-fold: 1. To perform a world literature search pertinent to the analysis, selection and design of hoisting systems and their components and to codify the search into a literature compendium. The search resulted in a technical data file of over 1500 hard copy items. The compendium index was also suitable for establishing a comprehensive computer-loaded data base on the subject. 2. To develop a comprehensive system of guidelines to cover salient aspects of analysis, selection and design of electrical, mechanical and structural components of a hoisting system with a view to establish parameters for maximum safety and efficiency of operation, installation and revision of the system. 3. Considerations in the mine shaft layout, design, sinking, outfitting, testing and commissioning are set forth against the background of requirements of applicable parts of Code of Federal Regulations, Title 30.
