The amount of airborne respirable dust generated from break- age of different coals varies widely. This research was conducted to identify the facets of airborne respirable dust liberation from the coal product. Laboratory crushing experiments were conducted on a range of low to high volatile bituminous coals to investigate the various factors influencing airborne respirable dust generation. Bituminous coal samples from 8 mines (5 U.S. and 3 Polish) were uniformly prepared and processed through a double roll crusher located in a low air velocity wind tunnel. Experimental factors studied included inherent coal seam constituents, specific energy of crushing, product size characteristics, dust cloud electrostatic field, and specific quantity of airborne respirable dust generated. The results of this investigation build upon previously published results, which indicated that a combination of several factors are associated with the generation of airborne respirable dust. One factor involved is the effect of coal rank, described by the inherent moist fuel ratio, on the product size characteristics, defined by Schuhmann size function parameters. However, since coals of high moist fuel ratio (high rank) are generally more extensively cleated, it is suggested in the present work that the degree of cleating is directly responsible for the quantity of respirable-sized particles produced in the crushed product material for eastern U.S. coals. This is implied by the relationship of ash content and at least one mineral constituent (pyrite, determined from pyritic sulfur analysis) to the percentage of airborne respirable dust. To validate this hypothesis, a description is offered that is based on known coal petrography. Another key factor is the effect of air dry loss moisture in the coal seam on the breakage-induced electrostatic field of airborne dust. The air dry loss moisture factor appears to control the amount of airborne respirable dust that is liberated from the product. The resultant effect of these factors is that different percentages of coal particles smaller than 10 µm are dispersed as airborne respirable dust with a well-defined peak in the normalized airborne respirable dust for a narrow range of air dry loss moisture - ash ratios. A clear delineation of coals, based on well-known proximate analysis characteristics, that generate the most respirable dust appears to be possible. Approximately 2,000 persons are killed annually in the coal mines of the United States. There is no question that this number is at least double and probably treble what it should be and by all means the least excusable of the fatalities are those caused by explosions and fires. Fatalities from explo- sions and fires in coal mines are almost invariably caused by carelessness or negligence. Table 1 indicates that the fiscal year ending June 30, 1931, ras by no means a satisfactory one as regaris either the number of explosions or the number of persons killed by them. This tabulation lists all ignitions to which the attention of the personnel of the safety division was called and in- cludes not only major disasters, but also explosions in which fewer than five were killed, as well as several explosions from which no fatalities resulted. It will be noticed that last year there were 26 explosions in mines in 10 States of the United States, resulting in 217 deaths. In the previous year there were 34 explosions with a death list of 199, and in the year before there were 38 explosions with a death list of 139. Hence, the past fiscal year had distinctly a poorer record of fatalities from mine explosions than either of the two previous years. Of the 26 explosions in the past fiscal year, Pennsylvania had 7, West Virginic 4, New Mexico and Ohio 3 each, Alabama, Oklahoma and Washington 2 each, and California, Illinois and Indiana 1 each; the one in California was in a tunnel being driven for water purposes but giving off explosive gas (methane). In fatalities Ohio had the worst record with 38, Oklahoma came next with 45, then Indiane with 38, and Pennsylvania with 23; although Alabama had 2 ignitions and Washington 1, they caused no fatalities. Utch, Colorado, and Kentucky had no explosions reported by the safety division of the Bureau of Mines during the past fiscal year, but were on the list for the previous year, though in the case of Colorado there were no fatalities. On the other hand, Indiana and New Mexico, neither of rhich was charged with an explosion in the two previous years, were on the list for the past fiscal year; New Mexico had the bad record of three explosions, though fortunately with but a total of eight fatalities. Ohio reported 3 explosions to the safety division of the Bureau of Mines in the past fiscal year, 2 in the pre- vious year, and 3 in the year before that, or 8 in the past three fiscal years with 92 fatalities; all of these eight explosions were in open-light mines.

This report describes a process for quickly developing information that is useful for skills training. The process is called job training analysis (JTA). Its main use is to structure skills training at the jobsite. JTA supports structured skills training by identifying the job duties, tasks, and steps and the reasons why those job components are important. The outcome of the JTA process is a worksheet—a training outline based on the knowledge and expertise of experienced workers. Time invested in developing a JTA will result in significantly more time saved when it is used appropriately by skilled trainers. Like a roadmap, JTA saves time and energy. Experimental work at several mine sites helped document, refine, and validate the JTA process. JTAs for two mining jobs—roof bolting and lift truck operation—at two different mine sites are used to illustrate some of the concepts and the specific JTA process described in this report. The work at these two sites was influenced by cooperative work between the Mine Safety and Health Administration (MSHA) and the National Institute for Occupational Safety and Health (NIOSH) at several other mine sites and prior collaborative work with the U.S. Navy. The mining JTA process is grounded within the military research on the design of instructional systems. MSHA and NIOSH worked to simplify and apply the military training development model for mining industry use through collaborative work at several mine sites. The JTA process involves three activities: (1) planning, (2) a 1- to 3-day workshop where the JTA is developed using facilitated work with subject-matter experts, and (3) followup. Guidelines and considerations for each of these activities are included. Results indicate that the JTA process has been well received and valued by mining industry participants. It blends aspects of health and safety, production, maintenance, and crew coordination.

Although the explosion-fatality record for the fiscal year 1944 showed considerable improvement over those of the preceding 4 years, it is still fur from creditable, and the coal-mining industry and agencies interested in the prevention of coal-mine accidents should not be satisfied until accidents from explosions and fires are eliminated. In view of present knowledge of the methods of preventing explosions and fires, such disasters are inexcusable and discredit the mining industry. Despite this knowledge, far too many coal¬mine operators and employees continue to follow procedures that have resulted in disasters in the past. Included in the appendix to this circular are a number of safety measures designed to prevent coal-mine explosions and fires and metal-mine fires. Their adoption is essential if explosions and fires are to be prevented, as certainly they should be. An epidemic of disastrous mine fires of electrical origin during the past 2 years emphasizes the need for better methods of protection of underground electrical circuits. At present, committees of mining-electrical engineers, electrical-equipment manufacturers' representatives, and others are cooperating with the Bureau of Mines seeking means to solve this problem.

The production and processing of crude petroleum and natural gas are the dominant economic sectors of the Middle East. The IS countries that constitute the region accounted for 26% of world crude petroleum output, 17% of world natural gas plant liquid production, and almost S% of world dry natural gas production. About 66% of total world crude petroleum reserves and 31 % of total world natural gas reserves are in the Middle East. Transportation and port facilities in the region are geared to expediting efficient and rapid shipment of these materials. U.S.-dollar-denominated export sales of these fuels, estimated at $120 billion in 1989, provide funding for further diversification of the mineral industry. This is usually through development of downstream facilities for producing energy intensive metals such as aluminum and byproducts of the fuels such as petro-chemicals and fertilizers. Earnings from the industry are also channeled by sever-al Governments in the region to mineral industry projects in Africa and elsewhere. A fairly wide range of nonfuel minerals is produced in the region. However, the variety of minerals produced, output levels, and the size of the overall nonfuel mineral economy is dominated by Iran and Turkey. Turkey, with a diverse mineral production and strategically situated between Europe and the Middle East, ranked among the top three world producers of boron, chromite, pumice, and strontium. It was also a significant world producer of magnesium com-pounds, mercury, and sodium sulfate. Iran had generally lower output owing to 9 years of neglect to the mining sector between 1979 and 1988. It was a significant producer of gypsum and fifth in world production of strontium. Despite a very small domestic mineral industry, Israel was second in world production of bro-mine and a significant producer of phosphate rock and potash. Jordan ranked fifth in world production of phosphate rock. Iraq ranked about eighth in world production of sulfur, a commodity of major importance in the metallurgical, petrochemical, and fertilizer industries.

Lower accident rates were the outstanding feature. of the second annual sand and gravel safety competition conducted in 1930 by the United States Bureau of Mines in cooperation with the National Sand and Gravel Association. Both the frequency and, severity rates for accidents were greatly reduced as compared with those shown by the first year's contest, that for 1929. Three times as many plants were enrolled, and the number of man-hours of work represented wad more than doubled. Seventy-six sand-and-gravel plants, situated in 20 States, participated in the competition, as compared with 26 plants, located in 13 States, in the year before. The number of man-hours of employment, which indicated the amount of exposure to occupational hazards, was 4,915,592 an increase of more than 100 per cent over, the previous year's total of 2.259,572 hours. The frequents of accidents declined from 74.4 per million hours for all plants enrolled in the first year's contest to 42.7 per million man-hours for all plants enrolled in 1930. The accident-severity rate was reduced from 9.7 days of disability per thousand man-hours of exposure in 1929 to 5.9 days of disability per thousand man-hours of exposure in 1930.

Intergrated energy balances and energy flows were constructed and quantified for State, regional, and national levels from four separate supply and demand commodity balances for coal, dry natural gas, petroleum and natural gas liquids, and utility electricity. These commodity balances were integrated by source and sectors through conversion and aggregation of their components to energy equivalents expressed in British thermal units (Btu). A summarization of the total gross energy components of supply and demand for commercial energy derived from direct fuels, hydropower and nuclear power, based on individual States and regions, is tabulated for 1960 and 1965. Pertinent computerization details and more than 500 individual State and regional printout tables, in both original commodity units and Btu's, are shown. Using these data, energy flows between States and regions were calculated to identify surplus and deficit energy areas. Report emphasis is on the conceptual aspects of integrated energy balances, rather than on the development of missing State energy data.

The natural cementation strength of retorted oil shale is the focus of this investigation. The optimum retorting temperature and residence time to obtain natural cementation strength in retorted Green River oil shale from western Colorado were determined as follows: [Optimum Conditions for Natural Cementation Maximum Residence Obtained Retorting Time at Compressive Mode of Temperature Temperature Strength' Retorting °F °C hr psikg/cm-2 Direct 1,520 822 2.0 270 19.0 Indirect 1,530 832 2.9 325 22.8] 1 Scattered samples were tested at strengths as high as 463 psi (32.6 k /cm 2) (Run 8, indirect mode) and 406 psi (28.5 kg/cm2) (Run 48, direct mode), but these high strengths were not confirmed by nearby tests. Minus 0.5-inch (1.3-cm) Green River oil shale was heated in a differential retort under conditions simulating potential full-scale retorting processes. The variables investigated were retorting temperature, residence time, retorting mode, and shale grade. Samples of the retorted Green River oil shale were moistened to optimum plus 2% (25%) moisture, compacted to 95% Proctor density, sealed and cured at 100°F (38° C) for up to 40 days. Lower curing temperatures, which are likely in the field, would probably result in significantly slower development of cementation strength, and might lower the ultimate strength developed. However, these effects were not studied in this project. The cured samples were tested for compressive strength, and correlative equations were developed for the increase of compressive strength with curing time as a function of retorting temperatures and residence time. Petrographic analysis indicated that the cementing mechanisms may be the interlocking growth of acicular hydrated calcium aluminum sulfate crystals between the contacts of retorted shale fragments. Samples of the retorted shale were also tested for optimum Proctor density and moisture. Permeability and quality of the leachate of shale from typical runs were determined. The effect of use of retort rather than tap water on compressive strength and leachate after curing was determined. The retorted shale effectively filtered several mineral constituents from the retort water.

Several studies have suggested that pulmonary toxicity to asbestos and silica may be mediated through oxidant-induced cell injury. We have reported recently that surface radicals associated with freshly fractured silica may be an imponant factor in cell injury and induction of pulmonary disease. Although the generation of oxygenated radicals in dust-cell interactions has been demonstrated, there are no data correlating the toxicity of a dust with the level of oxygen radical generation by the dust during its interaction with phagocytic cells. In the present study, we have investigated the in vitro generation of oxygen free radicals from human neutrophils and rat alveolar macrophages stimulated with freshly fractured silica, aged silica, amosite, crocidolite, chrysotilc, and a nontoxic dust, barite. Electron spin resonance (ESR) with the aid of a spin trap phenyl-N-ten-butyl nitronc (PBN) was used to measure the oxygen radicals generated during phagocytosis of the dusts. The relative toxicity index and ESR peak heights, on an equal surface area basis and normalized to barite as one, showed a direct relationship. The normalized toxicity indices and peak heights were: silica, 3.5 versus 2; chrysotile, 4 versus 2; crocidolite, 11 versus 8; and amosite, 26 versus 13. Addition of hydroxyl radical scavengers such as catalase, dimethyl sulfoxide, 1,3 dimethyl-2-thiourea (DMTU), sodium benzoate, and mannitol prevented the radical generation. Carmustine, a glutathione reductase- glutathione peroxidase inhibitor, caused a 5-fold increase in the radical generation. These results indicate that a nontoxic dust such as barite generates toxic oxygen radicals at a minimal level that can be quenched by the normal cellular defense system. For toxic dusts such as silica, amositc, chrysotile, and crocidolite, the potential for oxygen radical generation is enhanced by their surface propenies, physical dimensions, and the surface-based radical-generating redox sites. The enhanced radical generation may impair the cellular defense system, resulting in cell injury. Use of scavengers, chelators, and potentiating agents suggests the membrane-based oxidase system as the probable primary source of the radical-generating system. The data presented herein suggest the generation of oxygen free radicals as an important primary event in silica- as well as asbestos-induced cell injury.

The National Institute for Occupational Safety and Health and the Stillwater Mining Company worked cooperatively with the Montana Bureau of Mines and Geology to develop a system that would collect seismic data at the Stillwater and East Boulder mines. The purpose was to obtain baseline information on the magnitude and location of mining-induced seismicity to determine if the mines needed multi-channel in-mine monitoring systems. Seismic data recorded at field sites near the mines are being telemetered via FM radio through a series of repeaters to a central recording site where the seismic signals are digitized using an Earthworm data acquisition system. The Earthworm system performs several data analysis tasks in near-real time and places raw seismic data, preliminary hypocenter locations, and magnitudes on a Website within 5 min of a seismic event. Such rapid access to seismic data allows personnel at the Stillwater Mine, Spokane Research Laboratory, and Earthquake Studies Office to evaluate seismic events quickly and respond in ways that may improve the safety of mine personnel underground. Installation of the system also broadened earthquake coverage to south-central Montana, a region previously not covered by the seismograph network.

"INTRODUCTION Cobalt is an essential metal in the normal industrial ac¬tivity of the United States. Being an important constituent of high-speed steels and other cutting-tool materials, it becomes of critically essential importance during periods of national emergency. 3/ The Presidential order of December 20, 1940, included cobalt among other essential commodities that could be exported only under license. The Executive order 4/ listed cobalt metal, cobalt oxide, and alloys containing more than 5 per¬cent cobalt as being within the licensing requirements.There was no domestic marketed production of, cobalt products from 1931 until 1940 when the Pyrites Co. 5/ produced some cobalt oxide. The major portion of the domestic cobalt requirements has been obtained from Northern Rhodesia, the Belgian Congo, and French Morocco. 6/ The uncertainty of sea transportation from those sources of supply demanded that steps be taken to obtain from domestic raw materials an adequate supply of cobalt for use in the materials required for production of indispensable machined war metal products. In connection with the national policy for attaining self-sufficiency of strategic and critical materials, the Bureau of Mines, Boulder City, Nev., Experiment Station initiated studies to recover cobalt from the low-grade oxidized cobalt deposits in the Goodsprings district, Nevada. Hewett 7/ reported occurrence of cobalt specifically in the Blue Jay, Columbia, Copper Chief, and Highline mines and generally over a widespread area in the district."

"PURPOSE OF REPORTThe purpose of this report, which is the third of a. series on the coal mines of the Western States, is to give the findings of a study of the causes and methods of prevention of accidents from falls of root and coal in the mines of Lincoln County, Wyo. The three mines covered in this report, referred to as A. B. and C, account- for 9 per cent of the coal production in the county and nearly 9 per cent of the State's total production. For comparative purposes some statistical data are presented bearing upon the relation of injuries to their causes, to tonnage produced, to men employed, to days worked, and to days lost as the result of injuries.FATALITIES IN WYOMINGTo show the necessity for this study, Table 1 given the fatalities that occurred during 1928 in the bituminous—coal mines of the United States, of the State of Wyoming of Lincoln County, and in Mines A, B, and C, followed by a brief description of the Kemmerer coal dis-trict, its coal beds and immediate roof, thickness of cover, dip of coal beds, methods of mining timbering for roof support, roof testing, and supervision. "INTRODUCTION During the 6-year period, 1940-45, 481,485,000 gross tons of iron ore was shipped from the Minnesota, Michigan, and Wisconsin mines of the Lake Superior district. Approximately 367,000,000 tons, or 76 percent, of this ore was shipped from open-cut mines. The production of this large tonnage of iron ore from the open-cut mines of the Lake Superior district during the recent war was an outstanding achievement. It is questionable whether this record-breaking tonnage of iron ore, vitally needed for the successful prosecution of the war, could have been produced without the modern equipment and mining methods used in the district, The transportation of iron ore from the open-cut mines of the district is the most important phase of the mining cycle. Although some of the mines still use rail haulage advantageously, this method of haulage has been replaced at most nines with motor-truck haulage or a combination of motor-truck and belt-conveyor haulage.SCOPEThe transportation of iron ore in this report covers (1) power shovels, (2) rail haulage, (3) trucks, (4) belt conveyors, (5) shipping pockets, (6) accident statistics, and (7) safety rules pertaining to open-cut transporta¬tion. The purpose of the report is to discuss briefly and disseminate to the mining industry the modern methods, equipment, and safety practices used in transporting iron ore at the open-cut mines of the district.The 25 open-cut mines covered herein, located in the Marquette, Cuyuna, and Mesabi iron ranges of Michigan and Minnesota, shipped approximately 44,000,000 tons of iron in 1945, which amounted to 72 percent of the open-cut iron ore shipped from the Lake Superior district."

As part of an effort to decrease U.S. dependence on imports of critical and strategic metals, the Bureau of Mines investigated three leaching methods for extracting the base metals and recovering platinum-group metals (PGM) from matte prepared from Stillwater Complex flotation concentrates. Because of a limited supply of natural material, synthetic matte of composition similar to matte prepared from natural concentrates was used to devise the extraction sequences. The validity of the sequences was verified with matte prepared from Stillwater concentrates. In two-stage matte leaching, first-stage H2S04 leaching extracted 99 pct of the nickel and iron from the matte but negligible amounts of copper and PGM. Second-stage oxidative leaching with Fe2(S04)3 or FeC13 solubilized more than 98 pct of the copper and no precious metals. Sequential leaching, in which acid and oxidizing lixiviants were added sequentially to the matte without an intervening filtration step, extracted 99 pct of the Fe, Ni, and Cu. A roasting-leaching technique, in which the residue from first-stage leaching was roasted between 360° and 500° C before a second leaching with H2S04, solubilized 98 pct of the copper. The three leaching methods yielded high-grade PGM residues containing more than 98 pct of the PGM in the matte.

"We report that two different micropolystyrene round beads linked to either luminol or lucigenin have been developed. The 1-µ.m-diameter beads arc useful reagents that allow one to perform chemiluminescent (light producing) phagoeytic reactions without opsonization. It is known that luminol reacts with peroxidases (e.g., myeloperoxidase) while lucigenin reacts mainly with superoxide anion. Luminol and lucigenin beads produce cellular chemiluminescence (CL) with neutrophils, macrophages, monocytes, and differentiated human promyelocytic leukemic cells (HL60). When myeloperoxidase (MPO) is present luminol beads evoke higher CL from neutrophils, but when little or no MPO is present, lucigenin beads produce higher amounts of light. Lucigenin beads appear to be active inside these cells where unbound lucigenin does not enter freely.INTRODUCTIONA variety of cells, e.g., neutrophils (Ns) and macrophages (Ms), can engulf foreign particles (1). This engulfing or phagocytic activity is used by the body to kill bacteria and to eliminate foreign particles such as respirable dusts, e.g., coal, silica, or cotton. The neutrophil engulfs or phagocytizes bacteria which are coated with plasma antibodies and/or complement proteins (Fig. 1). The coating or opsonization allows the neutrophil to recognize foreign substances. Usually the absence of opsonization prevents the cell's recognition of a foreign particle and the particle is not phagocytized. Macrophages, particularly the alveolar Oung) cells, do not require opsonization for phagocytosis. Ms should not be selective toward individual dusts because they serve a major role in eliminating a variety of these.Particle size can also be a factor. Usually a particle with a diameter of 0.5-5 µ.m is considered in the respirable range. Larger particles are trapped before they reach the alveoli Oung spaces where oxygen exchange with blood occurs), ·and smaller particles do not generally settle, and are not engulfed by macrophages (2). Tabato and Ikada (3) found that maximal phagocytosis of microspheres takes place when their diameter is in the range of 1.0 to 2.0 µ.m. In addition, they found that beads with hydrophobic surfaces were more readily phagocytized than hydrophilic surfaces."

Differences in the reducibility of iron oxide materials have been recognized for a long time. Limonites are deoxidized more readily than hematites, and unaltered magnetites are the most difficult to deoxidize. Sinters are found between hematites and magnetites and vary considerably in reducibility, depending on the sintering practice followed and on the degree of fusion of the product. The increased activity in the beneficiation of taconite recently has made available a new blast-furnace raw material, namely, iron oxide pellets made from magnetic taconite concentrate. Many of the data in this paper apply to these pellets, or glomerules, as they were called when this method of agglomerating iron ores was first considered. To clarify the terms applied to iron oxide materials in this paper, the following definitions are given. Agglomeration is the general term applied to all methods of compacting or consolidating fine iron oxide materials. Sinter is the product from a Dwight-Lloyd or Greenawalt sintering machine. Pellets are formed by balling fine, moist oxide in a rotating drum at room temperature, followed by heating in a shaft furnace to a temperature below that of incipient fusion to develop a permanent bond. Nodules are formed by heating the iron oxide material to incipient fusion in a rotary kiln. Briquets are formed in a mold under pressure, with or without the addition of a binder, and burned to develop a permanent bond.

This report presents the results of laboratory and continuous mill-beneficiation tests conducted at the Bureau of Mines Northwest Electra Development laboratory, Albany, Oreg., on nonsulfide lead ore from the Sherman mine, Leland district, near Burke, Idaho. The predominant lead-bearing mineral in the ore sample treated was pyromorphite, a minor ore mineral of lead. Known reserves of pyromorphite lead ore in the United States are limited, although an appreciable tonnage of this type of ore is found in the Sherman mine. Very little pyromorphite is being mined in this mine or in the United States. This beneficiation problem presented a unique opportunity to study the mineral-dressing properties of a less widely known lead mineral, and consequently adds valuable knowledge to the ways of beneficiating ores containing nonsulfide lead values. This mineral-dressing problem was successful with conventional concentration methods of flotation and Gravity separation.

Five lignites from the northern Great Plains province were carbonized at temperatures from 500° to 1,000° C in a bench-scale unit. A replicated Greco-Latin square experimental design was employed to allow testing of four independent variables at five levels. Independent variables investigated were temperature, source of lignite (mine), weight of charge, and moisture content of charge. Dependent variables were char yield, tar yield, light-oil yield, tar plus light-oil yield, carbonization gas yield, and carbonization gas heat yield. An analysis of variance indicated that, at the 99-percent confidence level, the independent variables of carbonization temperature, source of lignite, and weight of charge were significant for yields of char, tar plus light oil, and carbonization gas, whereas moisture content was only significant for carbonization gas yields. At the 95-percent confidence level, moisture content significantly influenced the carbonization gas heat yield per pound of lignite charge and the yields of dry tar plus light oil. All dependent variables were determined on a moisture- and ash-free basis. Multiple regression equations for predicting seven different factors of carbonization yields as functions of carbonization temperature and initial composition were developed using computer techniques. Equations for yields of char, tar plus light oil, and carbonization gas were compared with equations previously developed by others at the 500° C level.

The material that composes the roof in coal mines differs in strength according to variations in its physical nature and characteristics. Some material such as limestone and massive sandstone, (free from slits) and carbonaceous shale or bone, will often remain in place in narrow work without the use of timber or other means of support, but in wide places the use of supports becomes a real necessity. Roof material composed of shale, fire clay or small laminations of sandstone, or shale or sandstone interspersed with laminations of thin coal, presents conditions that call for timber support in both narrow and wide work. However, in narrow work such unstable roof material may be taken down until the strata assume an arch that is self-supporting for overlying firm strata such as a roof coal, a touch weather-resisting, shale, sandstone, or limestone. The proper support of the roof in roadways used for haulage or travel adds to the economy of operation by preventing delays in transportation and increases the safety of those who travel these roadways.
