Away back in the eighties of the last century, when Sir Charles, then Doctor, Tupper, was not only a prominent but a dominant figure in the political life of Nova Scotia, his opponents brought the railing accusation against him that he was the foremost of egotists because of his frequent use of the personal pronoun. I heard Tupper speak and had no sympathy with the railers, because I could not well see how the pronoun could be dispensed with without laying himself open to a charge of affectation. I shall make reference in what follows to incidents in which I have taken part, and shall be at no pains to dispense with the pronoun, even though thereby I lay my-self open to the charge of being a pupil of the deceased states-man. EVENTS LEADING UP TO THE ORGANIZATION OF THE PROVINCIAL WORKMEN'S ASSOCIATION The Springhill Mining Company began development work at Springhill in the early seventies of last century. So vigorously was the work prosecuted that in 18 7 4 two slopes, the east and the west, were in active operation, with a considerable. output, the east slope on occasional days producing 800 tons. The President of the Company, the late Senator McFarlane, was a Nova Scotian, the other directors were mainly merchants from St. John, N.B. From the first the enterprise was an .astonishing success, due in the greatest part to its geographical position, and in large part to the untiring vigilance of the directors, a majority of whom visited the collieries at short intervals, thereby keeping the manager, much of the time, on tenter hooks.

Gypsum scrap generated from wallboard manufacturing, construction and deconstruction activities in North America, Europe and Japan is a recognized environmental problem. Landfill disposal of this gypsum scrap is problematic, with deposits often creating hydrogen sulphide emissions and metallic sulphide groundwater leachates. Of these regions, Europe is the most advanced in dealing with the issue having enacted legislation, which will come into effect in July 2005 that will strongly encourage gypsum recycling throughout the EU. An estimated 10% to 17% of all gypsum used in the wallboard industry becomes recyclable scrap, which represents approximately 1% of the total waste stream in North America. In the United States, 2.5 to 4.5 Mt of gypsum scrap is generated each year; the volume is similar in Europe (the percentage of total tonnage is less because of the higher use of brick and concrete). The Greater Vancouver region of British Columbia has banned gypsum from its landfills, and as a result, all gypsum scrap is now recycled. New West Gypsum Recycling, a Canadian firm, uses its proprietary technology to process large quantities of gypsum scrap that is reincorporated into new wallboard, at percentages ranging up to 25%. The operation of New West Gypsum Recycling Inc. of Langley, Vancouver is examined as a case study and recommendations are provided as to how other urban regions can implement similar gypsum scrap recycling programs.

"Severe drilling conditions and difficult mud problems are briefly out-lined as the major cost items in all production operations. The chief problems discussed are abnormal pressures, high temperature, trouble-some shales, and low rates of penetration. These problems have been eliminated or greatly reduced in many areas by• the proper application of recently developed drilling mud products and techniques. These severe problems and their solutions are discussed generally: the application of high-density weighting materials to overcome abnormal pressures; surfactant muds with sodium polyacrylate as a solution for deep and high-temperature drilling; shale control muds and new dispersants for severe shale problems; and low-solids emulsions and •extreme-pressure lubricants for greatly improved rates of penetration."

The recent trend in underground mine developments is “bigger is better.” This is most certainly evident in the mine shaft and conveyances that operate within its compartments. Today, there are several new installations requiring mine cages that can transport up to 170 passengers. The technology in mine hoisting is advancing to address a combination of higher capacity requirements, deeper hoisting depths and faster winding rates, however, some areas of the hoist plant have not changed in the past 50 years. The most notable of these areas is the shaft compartment guide string and the conveyance mounted safety arrest mechanism. The technology in use today for the protection of passengers in a shaft conveyance from a hoist rope severance incident remains conceptually unchanged from Elisha Otis’ design of 1850. The actual retardation components, the safety dogs, have taken on several forms since Elisha’s invention with the last major design change occurring in the late 1940s. The arrest of a free falling shaft conveyance requires that the shaft guides withstand the energy imparted on them by the safety dogs. There are some very real limitations presented by the use of wood for this application. The new hoisting era will most certainly continue to demand larger capacity equipment, but also an increased awareness toward safety

In recent years, increasing attention has been focused on the hydrometallurgical treatment of base metals feeds, especially nickel laterites and polymetallic sulphides. One approach that has received some attention is the use of high?concentration chloride solutions (brines), which are now showing some promise after initial setbacks. Iron is usually the major component in the base metal feed to such processes, and if physical means cannot be used to remove it, then the iron concentration in the pregnant leach solution is always significant. This paper presents some of the background theory on the hydrolysis of iron in high-strength (>3M) chloride brines, and discusses the roles of temperature, solution concentration and free acidity. It is shown that the system is complex, but that crystalline and readily-filterable hematite can be generated, and that the system has a low energy requirement.

Introduction Cylindrical grinding mills have been used for a long time, but during many years of testing no methods were established that gave consistent results. The work by both scientific investigators and operators led very often to contradictory conclusions, and each millman was very much 'on his own' when trying to find the limits for working of his ball-mills. Fred C. Bond, in the introduction to his paper on Wear and Size Distribution of Grinding Balls, freely states that the mathematical immaturity of the grinding process "is the cause of many inefficient designs and installations as well as of much poorly oriented experimental work", and evidently he sees the solution of all our grinding problems in the discovery of the fundamental laws "which can change the empirical art into a mathematically exact science". While the writer is in complete agreement with Mr. Bond that grinding is governed by fundamental laws which can be expressed by mathematical formulae, there are so many variables in grinding, all interwoven with each other and mutually influencing each other, that the coalescing and merging of all these variables into a harmonious mathematical whole appears to be a homeric job. However, a light appeared on the horizon when it was proposed that power be used as an index of the grinding operation. It is pertinent to quote Gow, Guggenheim, Campbell, and Coghill from their paper on Ball Milling, in which they say: "Much of the past literature devoted to the subject has been concerned with the Kick-Rittinger dispute over evaluating grinding, or with dissertations on ball paths and the closely allied impact versus attrition hypotheses or with the exclusive consideration of certain specific variables, such as mill speed or circulating load, irrespectve of the other factors in operation. Such subjects may be dismissed with but little discussion in what may be called, by comparison a new philosophy in the stud of ball milling. Briefly this 'new philosophy' consists ' of using power as an index of the mill operation, and investigating grinding from the standpoint of set and induced variables with emphasis on the latter". But it is safe to assume that it was the work by E.W. Davis, H. E. T. Haultain, F. C. Dyer, A: M. Gaudin, J. Gross, S. R. Zimmerley, and others, that cleared the path for the authors of Ball Milling and induced them and A. W. Fahrenwald to look farther afield and thus to establish a far-reaching relationship between the power and capacity and the diameter of the ball-mills.

"There is a very small fraction of wireless experts in the world with experience in underground installations and an even smaller fraction that have experience specific to building mine shafts. This is why in 2009, Redpath created its own system to meet the demands specific to shaft construction. Today, after a dozen shaft installations and several design iterations, Redpath has the expertise and experience required to implement a proper wireless system in any shaft configuration.This document will explain multiple proven wireless communication designs optimized for shaft construction and suitable for permanent use. This includes line of sight installations up to 1200m, short range mesh networks, and the latest patent pending Integrated Leaky Feeder Mesh Network. Additionally, this document will explore the lessons that Redpath learned in its effort to interconnect the people and tools needed to build a mine shaft.INTRODUCTIONAfter a decade of research, several design iterations and a dozen application examples, Redpath has resolved two wireless network architectures to best serve mine shaft construction projects.The long range line-of-sight (LOS) wireless network is the most cost effective and easiest to install, but requires an unobstructed line of sight between the working area and the shaft collar. As such, long range LOS is best suited for ventilation shafts or during the first phase of shaft sinking, before the shaft is equipped.Alternatively, a mesh network uses radios installed at pre-determined intervals in the shaft and on each conveyance. A wireless mesh uses antennas to bridge intervals between shaft radios, whereas Redpath’s integrated leaky feeder mesh network (patent pending) bridges these intervals with radiating cable, commonly referred to as a “leaky feeder” cable. Both of these mesh configurations can provide continuous reception for hoist conveyances travelling in shafts without line-of-sight, making them ideal for shaft equipping and even permanent installations in both mine shafts and lateral drifts.BACKGROUNDHoist operators receive operating commands using what are commonly referred to as “bell signals.” These instructions are delivered in a series of coded pulses on a spring returned pull cord or push button that is typically hardwired back to the hoist operator’s control room from one of many locations in the mine shaft. During the construction phase of a traditional mine shaft, a worker riding inside the sinking bucket would have to reach out to a pull cord installed on the shaft wall to send a stop command to the hoist operator. Today, Redpath’s modern shaft sinking projects use fully enclosed personnel carriers to protect the workers riding inside, specifically preventing workers from reaching out into the shaft while the hoist is in motion. The enforcement of this safety feature on all shaft projects in 2008 forced the engineering group at Redpath to find a suitable wireless solution for hoist communication to facilitate shaft construction.THE IDEAL COMMUNICATION SYSTEM FOR MINE SHAFT CONSTRUCTIONIdeally, the shaft communication system should not transform the tools to which the miners have grown accustomed. It should support the push-to-talk functionality of traditional VHF handsets and the standard belling system that has been used for decades. Additionally, it should be able to support a vendor independent framework upon which new devices and features can be added. Coastal and marine mines affect the seabed?s biological resources, eg fisheries, when large volume wastes such as tailings are placed on the seabed, and by the extraction processes from marine mining. Worldwide monitoring of such effects for the past 30+ years now provides information to describe Best Practice design, construction and monitoring procedures. The critical environmental factors for submarine tailings placement (STP) are the selection of an appropriate deposition site and discharge depth, the deposition rate of the tailings, and the speed of biodiversity recovery to a sustainable ecological succession. These should be predictable at new sites using current modeling and experimental procedures. Prediction procedures are still needed to minimize potential destabilization of deposited tailings, and consequent biodiversity recovery setbacks. Comparable environmental information is needed from marine mining sites.

The future is here ? or at least that?s what Mine Planners predicted some 15 years ago ? that by 2004 we would have man-less mines running themselves using space-aged technology. Truthfully, though, there hasn?t been much change in mining methods in the past decade, but thankfully that?s all about to change. The benefits of autonomous ? even Tele-operated mining (especially in narrow-vein ore bodies) are wellknown: increased production hours by eliminating travel time to and from the face, continuous production at the face while crews screen and bolt behind the working equipment, less liability for workers? safety in certain areas, etc. But when plans are put in place to accomplish this vision, things stagnate and production carries on as before. This paper examines the components necessary to make that vision a reality. First we?ll detail the technology required to enable Tele-operation ? even autonomous operation of mining machinery, then we?ll look at what?s wrong with the current way we?re mining, and finally conclude with a critique of the machinery itself.

"Development of Barrick Gold’s Pierina gold mine in north-central Peru requires construction of a waste dump for disposal of nonore grade materials stripped from the open pit to expose the ore. The waste dump site is located near the open pit in a U-shaped valley that is underlain by thin colluvial and morainal soils with locally thick peats and glaciolacustrine deposits. Bedrock underlying the site consists of variably weathered volcanics. The site is subject to moderately high seasonal rainfall and significant seismicity. The geotechnical quality of the waste rock is highly variable, ranging from low-quality, degradable, soil-like materials containing appreciable quantities of silt and clay, to high-quality, hard, durable, blocky waste rock.A hybrid dump design concept was developed that requires in-pit segregation of highand low-quality waste, and selective placement of materials in the dump to maximize stability and enhance internal and subsurface drainage. The design includes a rock drain beneath the dump along the axis of the valley and a series of connected finger drains. Extensive peripheral diversions and stormwater control measures to inhibit infiltration of precipitation are also included.This paper discusses the unique challenges presented by the site and waste materials, the design methodology and stability analyses, and planned monitoring systems."

This paper deals with the prediction of locked cycle flotation results from data developed from individual batch tests. A postulate is made that the distribution of material in a separation stage is determined by the chemical conditions and the flotation time and that this distribution can be characterized by split factors which are constants for a fixed set of conditions. With this premise, it is demonstrated that a steady-state balance can be calculated for a circuit. Although the necessary equations can be solved algebraically, a computer program was written that uses an iterative technique to arrive at the steady-state balance. The program is written so that a variety of circuits can readily be simulated. A number of examples are examined to demonstrate the validity of this simulation procedure. The sensitivity of the material balance to changes in the split factors was examined. Data developed from different flowsheets are presented on sulphide ores, on copper-nickel separation and on silver flotation.

"Abstract - Rare-element pegmatites may host several economic commodities, such as tantalum (Taoxide minerals), tin (cassiterite), lithium (ceramic-grade spodumene and petalite), and cesium (pollucite). Key geological features that are common to pegmatites in the Superior province of Ontario and Manitoba, Canada, and in other large tantalum deposits worldwide, can be used in exploration.An exploration project for rare-element pegmatites should begin with an examination of a regional geology map. Rare-element pegmatites occur along large regional-scale faults in greenschist and amphibolite facies metamorphic terranes. They are typically hosted by mafic metavolcanic or metasedimentary rocks, and are located near peraluminous granite plutons (A/CNK > 1.0). Once a peraluminous granite pluton has been identified, then the next step is to determine if the pluton is barren or fertile. Fertile granites have elevated rare element contents, Mg/Li ratio < 10, and Nb/Ta ratio < 8. They commonly contain blocky K-feldspar and green muscovite. Key fractionation indicators can be plotted on a map of the fertile granite pluton to determine the fractionation direction: presence of tourmaline, beryl, and ferrocolumbite; Mn content in garnet; Rb content in bulk K-feldspar; and Mg/Li and Nb/Ta ratios in bulk granite samples. Pegmatite dikes with the most economic potential for Li-Cs-Ta deposits occur the greatest distance (up to 10 km) from the parent granite.Metasomatized host rocks are an indication of a nearby rare-element pegmatite. Metasomatic aureoles can be identified by their geochemistry: elevated Li, Rb, Cs, B, and F contents; and by their mineralogy: presence of tourmaline, (Rb, Cs)-enriched biotite, holmquistite, muscovite, and rarely garnet.Once a pegmatite dike has been located, the next step is to assess its potential to contain Ta mineralization. Pegmatites with the highest degree of fractionation (and thus the most economic potential for Li-Cs-Ta) contain blocky K-feldspar with >3,000 ppm Rb, K/Rb < 30, and >100 ppm Cs; and coarsegrained green muscovite with >2,000 ppm Li, >10,000 ppm Rb, >500 ppm Cs, and >65 ppm Ta. Pegmatites with Ta mineralization usually contain Li-rich minerals (e.g., spodumene, petalite, lepidolite, elbaite, amblygonite, and lithiophilite) and may contain Cs-rich minerals (e.g., pollucite, Cs-rich beryl). The ore minerals of Ta are commonly manganotantalite, manganocolumbite, wodginite, and microlite; Ta-rich cassiterite is also commonly present. Tantalum mineralization tends to occur in albitic aplite, mica-rich (lepidolite, cleavelandite ± lepidolite), and spodumene/petalite pegmatite zones."

"Selbaie is located northwest of Joutel, in what is known as the fourth east-west volcanic sediment group in northwestern Quebec. The main metals produced are copper and zinc, with important contents of both silver and gold. Production comes from an open pit mine on the A-I zone and from two underground mines on the B zone and the A-2 zone. Each mine gave rise to important capital investment programs for construction and mine development, all of which were managed and staffed with company-hired, non-union personnel. Production from all sources now exceeds 7000 tonnes per day, with a workforce of540 regular employees. Of particular interest technically is the high recovery of B zone reserves underneath 40 m of overburden cover, the low-cost capital development of the A-2 zone, the computerized control of open pit mining, and the successful copper-zinc separation of the A-1 zone ore. Due to the low grades of the mineral deposits, efficiency in all aspects of the production process, is essential to the success of the operation.LocationThe Selbaie Mine is located 82 km northwest of the locality of Joutel in northwestern Quebec (Fig. 1). Access to the mine is by an all-weather road, 32 km of which is paved. A second road access to the site is via La Sarre, 134km to the southwest. Employee access, materials transport and haulage of copper and zinc concentrates take place over both of these roads."

Agitation requirements in oxidation autoclaves can vary widely depending on the mineralogy of the feed material and the specific process selected. Before selecting an agitation system it is important that the client specify the desired throughput, mineralogy, chemistry, kinetics, compartments, overall retention time, and the desired oxygen utilization. In selecting the agitation system, the factors mentioned above as well as oxygen solubility, oxygen mass transfer coefficients, and specific power are evaluated. Much research effort has been directed toward open tank systems for fermentation and oxidation processes. However, for high pressure autoclave oxidation processes little information is available. In this review the author&apos;s experience in the autoclave industry and some of the available literature are utilized to compare the installed power per unit volume with some of the methods proposed for open tank oxidation. Equations that appear to give results close to that experienced in the industry have been identified. Further work is required in this area to develop a higher degree of confidence in the ability to predict the power required for any given case.

"This is a talk about the experiences that Rio Algom Mines Ltd. has had in the Elliot Lake uranium area trying to make the tailings more compatible with the surrounding environment. To get a better idea of the problem that we are associated with we have to go back to the location. The Elliot Lake uranium area is situated about half way between Sault Ste Marie and Sudbury and is about 20 miles north of Lake Huron. In 1950, uranium was discovered along the north shore of Lake Huron and by 1961 we had up to 9 mines operating in the area. Then the United States Atomic Energy Connnission withdrew their contracts so that at present there are only 2 mines operating. From all the mines that we had operating, we ended up with 7 tailings areas. From these 7 tailings areas we have 5 sites where we have active treatment or rehabilitation. There is the Pronto site where we are treating uranium tailings and copper tailings. There is the Lacnor-Nordic site which is located just out of Ellio Lake. The Milliken-Stanleigh site is in the Crotch Lake area. The Panel tailings is off the north end of Quirke Lake and finally there is the operating property of Rio Algom Mines at Quirke Lake.To understand fully the problem with this rehabilitation we have to look at the constituents of the ore. The ore body is a quartz conglomerate with uraninite and brannerite as the uranium bearing minerals in a fine ground mass of quartz, sericite and pyrite which separates the larger quartz pebbles. The approximate composition of the ore is: 80% quartz, 13% chlorite, 7% pyrite and 0.2% uranium minerals. The processing method also adds a few constituents to the final tailings."

Introductory: In dealing with a topic so large, one that involves such a multiplicity of details, and that also has certain controversial aspects, it is quite impracticable within the limits of this article to touch upon many most interesting phases and incidents. Also, to bring out the actual truth, it is necessary to make certain categorical statements. The writer believes that all such statements made here-under are supported by facts. Again, however, it is out of the question to cite all the proof. The writer, therefore, will gladly answer any pertinent criticisms or questions and thus supplement the unavoidable brevity of this paper. Controversial points will take care of themselves. Historical: For present purposes the history of gold mining in Nova Scotia may best be summed up in a very few paragraphs, in some of which the writer quotes freely from recent reports compiled by himself. The first material discovery of gold was made in the year 1860. As this and rapidly succeeding discoveries were looked upon as bonanzas, the claims were fixed at a size of 20 by 50 feet, and a yearly rental of $20 was charged. Later the claims (areas) were increased in size to 50 by 150 feet. In the year 1866 a temporarily successful company, so we are informed by a contemporary writer, owned a mill and mining plant worth $6,000. As this fact is cited with admiration, it is apparent that most of the mining and milling must have been done in a very primitive manner indeed.

"IntroductionDURING the past two decades an enormous amount of empirical data has been accumulating on grinding. These data have been obtained by mill operators on grinding ores with a diversity of characteristics, and generally they have been published. However, whenever an operator, who has started milling on a new ore, has tried to find a case in literature which would exactly fit his particular grinding problem, he has failed. Evidently, something fundamental has been lacking in all these empirical data, and, as a consequence, each new operator has had to undertake his own experimenting, get the best results he can, maybe publish these results, and let it go at that. This, in the writer's opinion, has been• due to the fact that even the ablest and most inquisitive millman has been forced to look on grinding as an art, and so, except very rarely, has not been able to find the time to stop and think; if he did so, it was rather in a philosophic way, that grinding is a fundamental process, a process that takes place in river beds, on the sea shore, etc.Nevertheless, when all the data so far published are correlated and examined as a whole, one is struck with the advances that have been made in grinding. The writer (7) had made such a study in 1949, and, when the correlation was completed, it showed that there was nothing heterogeneous about the accumulated data and that when brought together they were in harmony with each other. The writer's conclusion was that, if grinding criteria were defined and were expressed in such a way as to make integration of any data into basic formulae possible, grinding would be established as a mathematically exact science, and grinding worries of the harassed mill operator would be at an end!The first attempts to rationalize comminution were made by Rittinger and Kick. However, their theories led to endless disputes which did not accomplish much, except possibly clearing the path for subsequent investigators."

"Abstract - The Louvicourt Au-Ag-Cu-Zn-Pb sulfide deposit is hosted by a Middle Ordovician calc-alkaline sequence of aphyric rhyolite flows and associated fragmental rocks at the top of the Flat Landing Brook Formation. The Zr/TiO2 (average = 0.110) and Y/TiO2 (average = 0.021) ratios in the footwall felsic volcanic rocks are consistent with known values for the Reids Brook member. The deposit consists of two concordant lenses of semi-massive to massive sulfides, approximately 150 m long and up to 9 m thick, which represent a fold repetition of a single exhalative horizon. The deposit contains a geologic resource of 136 000 tonnes grading 1.2% Pb, 1.0% Zn, 0.4% Cu, 90.9 g/t Ag, and 0.96 g/t Au; the deposit locally contains elevated Au (2.9 ppm) and Ag (320 ppm) contents. A laterally continuous iron formation that contains barite caps the deposit, and is gradational vertically and laterally into laminated siltstone. The exhalite confirms the stratiform nature of this deposit, but a large percentage of sulfides occur as late replacements of altered felsic fragmental rocks in the footwall. Abundant examples of colloform pyrite and perlitic and spherulitic textures in volcanic clasts are well preserved. The base- and precious-metal content of the Louvicourt deposit is atypical of the Bathurst Mining Camp (BMC). Reported assay data (n = 27) indicate an average Pb/Zn ratio of 2.6, the highest in the BMC (average = 0.39). Lead exhibits a strong Spearman Rank correlation (r&apos; = 0.92) with base metals throughout the sequence, indicating a preponderance of galena in both the stockwork and stratiform zones. The Ag and Au contents in this deposit are among the highest in the BMC and exhibit a Au-Ag- Cu-Pb association. Barite-rich exhalative pyrite exhibits a moderate Au correlation with Ag (r&apos; = 0.77; n = 10) and Cu (r&apos; = 0.76) and occurs in portions of the exhalative sulfides that are enriched in Pb. Chemical exhalative rocks are conformably overlain by trachy-andesitic volcaniclastic (possibly pyroclastic) rocks that are assigned to the Little River Formation. These are enriched in Nb (average = 38.4 ppm) and P2O5 (average = 0.17 wt.%), and have much lower Zr/TiO2 (average = 0.056) and Y/TiO2 (average = 0.0062) relative to rocks higher in the hanging wall. The intermediate volcanic rocks are conformably overlain by massive to pillowed basalt flows and related hyaloclastite that have Nb/Y = 0.60 and high TiO2 contents (average = 2.8 wt.%). This chemistry is consistent with rocks of the Brunswick Mines member (Little River Formation), except that these rocks are considerably enriched in P2O5 (average = 0.82 wt.%). This syngenetic exhalative deposit is unique for the BMC with a high Pb/Zn and elevated Au and Ag contents, as well as an epithermal signature (Sb-Ag-Au-Tl-Hg), analogous to high sulfidation volcanogenic massive sulfide deposits. Its intimate relationship with an emergent felsic dome (Flat Landing Brook Formation), chlorite-silicate-oxide-sulfide exhalite (locally hematitic), and the abundance of barite are classical features of many of the Kuroko deposits."

"The paper formulates an evaluation procedure for examining the effects of location on the economics of developing mineral deposits. This methodology is applied to assess locational aspects of Nova Scotia&apos;s competitive position f or mine development relative to other Canadian regions and provinces. The appraisal concerns two representative mine development opportunities, a medium-size open-pit tungsten deposit, and a small underground gold deposit. The influence of regional economic conditions is initially assessed. Then, the consequences of taxation are isolated. Finally, the combined impact of regional and taxation conditions is examined. SettingThe economic potential of mining may be assessed in a number of ways. One approach, increasingly used for both corporate planning and government policy purposes, is to evaluate the competitive position of an actual or potential mineral producer in the international marketplace relative to other suppliers.Such examinations of competitive position vary from cost league comparisons of breakeven costs for operating mines, through the assessment of medium-term costs associated with developing new mine capacity, to long-term evaluations of the economics of mineral supply from the start of exploration. The complexity of the analysis increase s with the scope and timeframe of interest. Many factors are involved. One component of competitive position is the quality of the mineral resources available. Other key factors include existing technology, wage and salary rates, labour productivity, the cost of capital, infra structure requirements, distances from sources of materials supply an d to mineral markets, management attributes, organizational efficiency, government mineral policies (particularly taxation), and inflation and exchange rates. The paper fits within this competitive position framework.The variable economic conditions which exist within Canada have a direct bearing on the viability of mine development and, thereby, on mineral exploration potential.
