One of the earliest recorded risk management schemes was implemented by the boatmen of the Yangtze river some 4,000 years ago.. Between them they arranged for shipments to be split up in such a way that a load was divided five ways: if one was lost, then 80% of the shipment got through. Bottomry contracts were in vogue in Babylonian times with similar systems being used in India, in 60OBC and 4th century Greece. One of the first accepted mutual insurance ideas came in 1835 when a mill owner in America negotiated a lower insurance premium in return for installed fire safety measures. Approximately 20 years ago risk management as a philosophy was developed in the U.S.A., the philosophy followed to England and hence to Australia about 10 years ago. The business climate which induced the philosophy of risk management was that of "tight money". The definition of "assets" was then broadened to include earning capacity, skilled personnel and in a negative sense, a corporation's liabilities. In more affluent days losses were comfortably absorbed into the ongoing business expenses, the more prudent managers took out insurance which "covered everything" at a suitable premium. Statistics are available to indicate that a high percentage, (over 60%) of businesses which suffer massive plant damage due to fire, do not restart operations, or in the event of restarting have closed operations within the next 2 to 3 years - in spite of collecting an insurance payout.

Many aspects of best practice resource evaluation do not create value, but poor practice can certainly destroy value. Generally companies prefer to present how their good practice adds value and for this reason few publications exist on examples of how poor practice can destroy value. However in big and small companies there are many previous and current examples of poor practice destroying value. The incremental expenditure required to move from poor practice towards best practice can be looked upon as insurance against destroying shareholder value. Examples of how poor practice in geology has destroyed value are presented as well as the improvement model used by BHP Billiton to add value and insure against destroying value.

THE writer of this paper well realizes that the majority of engineering and metallurgieal works have from time to time evolved mechanical devices which are of great value as regards application in an operating plant.Many of these deviees would not be apparent to an individual making a brief inspection of works such as these, and it is for this reason that the writer proposes to outline a few of the devices which have been evolved by the engineering department of the Broken Hill Associated Smelters Pty. In the ordinary methods of boring an external spherical casing, that is with a radius bar attached to the tool rest of a lathe, there is always an error in the bore. It has two flat sides, and this error is inherent in the ordinary orthodox method and cannot be corrected. The engineers of the Broken Hill Associated Smelters Pty. When the original Mount Gunson joint venture, between CSR and United Uranium ceased operations in December 1971, an intensive ex- ploration campaign was launched to prospect for more ore in the Mount Gunson region. This campaign resulted in the discovery of the Cattle Grid deposit. A comprehensive sampling programme proved the existence of 4.6 million tonnes of ore, at a mean grade of 2.4% Cu, calculated at a 1.0% Cu cut-off. The planning and development programme that followed this discovery included not only the mining and metallurgical aspects of the exploration of the deposit, but also the en- vironmental aspects. Preliminary work included data collection with respect to meteorology, soil types, and existing flora and fauna.

This paper examines the methods and people required for the evaluation of project or corporate acquisitions. Experience over the past five years has shown that some growth can be achieved by carefully evaluated acquisition of gold projects within regions where the acquiring company has gold processing facilities. Many Western Australian companies have participated in this process and the trend seems likely to continue with a diminishing number of larger producing companies controlling through joint venture or direct purchase of widely spaced ore deposits. In some cases the acquisition may include ore processing facilities, however an increasing number of smaller project acquisitions, involving small open pit gold deposits, which are within trucking distance of the acquiring company's mill. Whilst gold prices remain at the current depressed level we can expect to see this trend continue.

The concentrated efforts now being directed towards the development and application of monitoring and control techniques have now resulted in their widespread use in UK mines together with evidence of benefits resulting from their application. There is little doubt that the longwall method of producing deep mined coal will continue but will be made more reliable and efficient with the aid of control technology. The major fields of research and development work are concerned with planning and design of mines and mining equipment; management and engineering information; and automation of coalface, tunnelling and transport systems. The principal achievements now in widespread use are: the standard computer system MINOS, widely applied to mine transport, coalfaces and mine environment; extensive use of machine condition monitoring leading to condition-based maintenance; underground automation of conveyor systems and guidance systems for ranging drum shearers and boom-type roadheaders are being widely introduced.

Over the past five years, dedicated tertiary mining engineering programs have become financially unsustainable in Australia on the basis of undergraduate enrolments alone. The situation is worse in other minerals related disciplines and extends to the technical minerals education sector. This paper reviews the causes for the current situation. Indicators are presented which suggest that enrolment trends can no longer be attributed only to business cycles in the minerals industry but are also reflective of a fundamental shift in student interest in the sciences and resources based engineering disciplines. Reactive responses to changing trends are diluting and compromising the quality of mining engineering education. It is unlikely that the trends can be reversed or resisted. Tertiary minerals educators need to position themselves so that they can be responsive to on-going change. Two proposals are offered which aim to anchor mining engineering in a long-term sustainable manner. The proposals have a common educational component which is concerned with restructuring how mining engineering programs are presented and providing more flexible access to such programs. However, the two proposals have significantly different commercial components. The commercial component of first proposal is concerned with working within the traditional education framework of universities to endow a critical number of core staff positions. It effectively equates to fund raising. The second proposal is concerned with developing a stand-alone commercial operation around the education and research advantages of the global and multi-disciplinary university system. As a shareholder in this business, a university department would earn dividends that it could then use to support its education initiatives. This proposal provides a performance-based mechanism for supporting university minerals programs and has the potential to be cost-neutral. Both proposals are suited to resource sharing with a select number of international mining schools and to the incorporation of the other tertiary minerals disciplines under threat.

Although the effects of sea level changes on ore concentration processes are to some extent obvious with certain deposits, e.g. beach placer deposits, they have been largely overlooked with others such as Mississippi Valley type lead-zinc deposits. It is contended that sea level variations may have more profound effects on a wide range of deposits than has previously been appreciated. These deposits include not only placer'and residual deposits but also stratiform copper deposits, Mississippi Valley type deposits, stratiform manganese deposits and Minette type iron deposits. Sea levels in paralic basins profoundly affect the influx of 'detrital sediment, and this has to be suppressed to allow for the accumulation of thick rich deposits of coal evaporites, phosphate or metalliferous sediment. Emergence can be associated with oxidized waters, erosion, and,solution of soluble rocks. Submergence can reverse the Eh trend and can lead to preservation of ores. Both realms of surficial sedimentary environments and subsurface diagenetic environments can be affected by changes in water pressure, gas pressure (pC02), Eh, pH, and temperature as sea levels fluctuate. Even relatively small sea level changes may have profound effects. For example, there is some evidence to suggest that when the level dropped below 100 metres about 10,000 years ago, the Red Sea became isolated by the sill at Bab el Mandeb in the south, and evaporated away to leave a series of shallow lakes. The Red Sea is 1 to 2 km deep. It was at times such as this that the well-known copper-zinc mineralization developed in the Red Sea trough. Changes in sea level also affect the stability field of gas hydrates which can yield large volumes of gas leading to mass movements on the sea floor (Warnke, 1986).

Being analysed systematically, the factors influencing the production of fully-mechanised coal face have been divided into geological, mining technical, and management groups. Artificial neural network-expert systems (ANN-ES) are established to decide the influencing factorsÆ membership grade; genetic algorithm-artificial neural network (GA-ANN) are used to decide the weights; fuzzy comprehensive evaluation method is used to calculate the integration indexes. Finally, the GA-ANN model is established to forecast the production of fullymechanised coal face. It is proved that the model is reliable with higher precision. The production of fully-mechanised coal face is influenced by many factors. However, some influencing factors are neglected by the traditional forecasting methods, the results of which are not precise and hardly be used as a guide for mine production and management. The relation between the production of fully-mechanised coal face and its effecting factors is analysed, and the meta-synthetic AI approaches are used to forecast the production of fully-mechanised coal face.

The requirement to use explosives in ground temperatures exceeding 50¦C is becoming more common as mines work to maximise the recovery of their resources. Orica Explosives was requested to assist in the development and implementation of æhot blastingÆ safe working procedures at Liddell Coal Open Cut in the Hunter Valley. The mine operator, Hunter Valley Earthmoving (HVE), had to contend not only with elevated temperatures in their overburden resulting from burning coal beneath, but also old underground workings which tended to exacerbate the problem. The paper discusses the following issues:the consultative process that was used to develop the procedures employed to ensure the process could be carried out safely; the technical issues surrounding blasting in hot ground, including temperature monitoring, product selection, application and design to ensure safety and performance were maintained; the need for confidence and trust in the team that was working together in a potentially hazardous environment, the emotive issues that were encountered and how they were addressed; the value of a regular review process combined with open and honest communication to ensure the procedures represented best practice and that all stakeholders understood the process; and the value delivered to Liddell Coal when sterilised areas of coal became accessible with little disruption to the mining process. The paper also discusses the challenges that were encountered in the Reservoir Block where proximity to major power lines and rail infrastructure meant that hot blasting procedures had to also consider vibration limits and the need for Energy Australia to disconnect the power.

Mill scale, which contains a high proportion of magnetite and wustite, was added to the feed to the Whyalla grate kiln pellet plant during the production of acid pellets for domestic consumption. Its addition resulted in increased production -rates together with reduced consumptions of bentonite, fireclay and fuel. Mill scale was particularly beneficial when treating feed containing difficult to process, earthy, high ignition loss iron ores. Test work in the laboratory and subsequent plant experience showed that the magnetite and wustite oxidised in the drying and preheat sections of the travelling grate. The additional heat reduced gas flows through the grate kiln system, aided the drying of green balls containing earthy ores and increased the preheat strength of the balls. These advantages were offset to some extent by higher power consumptions to grind the harder mill scale and process difficulties caused by the contamination of mill scale with oil and coke.

Mineral policy is now generally regarded as a function reserved to government. Government is reponsible for the economic health and progress of nations, and must therefore interest itself in minerals as a basic national resource. Government should therefore identify objectives which it sees as suitable and necessary for the mineral industry so that the industry can play its part in achieving national goals. It should provide the legislative framework and policy guidelines to enable these objectives to be achieved. The essential objective of a national mineral policy should be rational development of the nation's minerals resources. To achieve this, it need not be too formal; broad guidelines are enough. But it must be dynamic, to keep pace with the changing circumstances of the mineral industry in the world scene and the changing requirements of government. It should be flexible, recognising that there is no such thing as a "typical" mineral deposit; above all it should represent the outcome of a continuing dialogue between government and industry. Both government policy and corporate planning need to be formulated on the practical understanding of the potential economic value of the mineral sector and what it can contribute to the nation's prosperity. There needs to be a common understanding of the wide range of the costs of risks that may arise through the exploration and development stages and of the uncertainties affecting ventures at the production stage. There needs to be a common understanding that the size and importance of the mineral sector is determined in the long run by the level of investment in exploration. The development of a continuing understanding between government and industry should lead to the formulation of ground rules which ensure the continuance of a strong industry able to adapt to the changing world scene and make its contribution to national growth and wellbeing.

The dispersion pattern of heavy metals in soil and water is a consequence of complex geophysical and geochemical processes. Metal release from mining sites and subsequent migration occur primarily through acid mine drainage and erosion of waste and tailings dumps. Water plays a significant role in heavy metal mobilisation. Whilst it acts as a storage buffer for the pollutants, it is also the medium in which most of the reactions take place, and is undoubtedly the most significant transport vector in the pollution process. The intrinsic properties of the acidic drainage such as chemical composition, speciation of key mineral components, redox potential and pH are master variables controlling metal release, transport, deposition, reactivity and availability to biota. The mobility of heavy metals is strongly increased by acidification from acid mine drainage, and the discharge of these metals into the receiving waters results in numerous physical, chemical and biological responses in which the environment can affect the metal and vice versa. The result is an overwhelming number of association/dissociation, substitution, adsorption/desorption reactions, giving rise to a complex migration pattern. The attempt to understand and describe the dispersion pattern of heavy metals is complicated by the nature and level of interaction between the geochemical and hydrodynamic processes that generate and control the movement of the pollutants in the geosphere. Transport models which can be used to predict the behaviour of metal pollutants in a natural environment are still in the initial phases of development and their application to real life situations is limited. The Biochemical Cycle adds another dimension to the mobility of heavy metals. Metals form an important component of the food chain for man and plants. Biological uptake of metals from the bedrock and soil by organisms can result in migration paths very difficult to follow. Biodegradation or assimilation is just a tip of the iceberg.

Microorganisms have been used throughout history for the benefit of mankind with some of the earliest applications being in the production of fermented foods and beverages. Reactions involving inorganic substances such as metals, sulphur and sulphide compounds were hardly ever used until the early 1900s when it was discovered that Thiobacillus ferrooxidans was capable of promoting the oxidation of metal sulphides in ores. Today, it is widely recognised that biotechnology has great potential in the minerals industries, particularly in such areas as the leaching of low-grade ores of metals such as copper, gold and uranium; removal of heavy metal ions from process streams and from liquid process wastes; and in the desulphurisation of high-sulphur fuels. Although widespread commercialisation of mineral biotechnology has not yet been achieved, it is estimated that by the Year 2000 mineral biotechnology will have a significant impact on the minerals and metal industry and will probably account for tens of billions of dollars worth of annual production world-wide. This paper examines the actual and possible future applications of biotechnology in the minerals, metal refining and fossil-fuel processing industries. Firstly, the important chemical (and biochemical) principles involved in bio-dissolution of metals from ores and solid wastes, and in bio-accumulation of metals from process and waste solutions are reviewed, including leaching practices - past, present and future. Microbial desulphurisation of coal, and microbially-enhanced oil recovery are also discussed. The practical aspects of genetics and genetic engineering, the types and characteristics of those microorganisms important to mineral biotechnology, and the current research trends are reviewed as well. The mechanism of flotation of potash ores with long chain primary amines has been assessed. Since at high electrolyte concentration in saturated brine the electrical double layers of the interacting particles and bubbles are entirely compressed, the induction time measurements confirmed the elimination of kinetic factors associated with the energy barriers opposing particle-to-bubble attachment under such conditions as could be expected. The lack of the kinetic hindrance resulted in the correlation found between the contact angles on the KCl surfaces and the sylvite flotation measured under the same physico-chemical conditions. The iep values and acid numbers obtained for various Esso oils tested as extenders in the flotation of coarse potash ore fractions confirmed the base oils with high content of nitrogen-bearing compounds to be good extender oils. The performance of such oils could further be improved by dissolving in them a small amount of long-chain aliphatic amine.

During the past eight years a vigorous drilling campaign resulted in large increases in the reserves of both copper and silver-lead-zinc ores.As a result the Company initiated an increased production programme.Some major capital works have been completed, others are in progress and more are needed to achieve the proposed daily throughput of 14,400 tons. The increased ore potential justified a copper refinery which has been constructed at Townsville. The increased production rate achieved to date, combined with improved techniques and greater mechanization, is assisting the Company to combat the general inflationary trends caused by increased costs for labour and materials.INTRODUCTION"Today we are armed with better weapons in our fight for lowered costs and greater efficiency, but we must not flag in our efforts to improve." Such was the resolution expressed by Mr. K. B. Gross, then General Manager of the Company, in his review lecture delivered to the First Ordinary Meeting of The Australasian Institute of Mining and Metallurgy at Mount Isa on 18th August, 1952. This present review of the period 1952 to 1960 records our efforts to fulfil this resolution. At the th:ne of Mr. Gross's statement,copper production was commencing in earnest. Although the importance of Mount Isa's copper orebodies was well recognized, the major discoveries which led to Mount Isa's emergence as Australia's premier copper mining and smelting operation were not known. Having successfully applied computer techniques to open pit mining applications, many software developers are now using their skills to tackle the much harder areas of underground mine design, planning and production.Dramatic improvements in the performance to price ratio of hardware (including high resolution graphics screens), a better understanding of the techniques of surface and solids modelling (and their subsequent display), moves towards standard user interfaces and advanced concepts of representing grade distribution in the ore body have all contributed to the recent increase in underground mining software activity.This paper details the general requirements of a workable underground mining software system, providing a minimum checklist of desirable features and emphasises the importance of ease of use, flexibility and intuitive feel. Some relevant trends in hardware, software and application techniques are highlighted and comments made on areas which require further development or are only available in a small number of packages.Finally, a comment is made on the role of computer models to provide a unifying medium for tying together all aspects of underground design, planning and production.

Highwall mining is a specialised and largely automated mining method developed in the United States for the extraction of coal left under a shallow overburden cover after cessation of economical open cut mining operations. As the name indicates, coal is extracted from the seam exposed along a highwall by a remotely controlled continuous miner operating in a single unsupported opening and brought to the surface by a string of conveyor segments. The single entries are separated by coal .pillars and driven normal to the highwall, over areas where the thickness of cover and volume of recoverable coal is insufficient to allow or justify conventional underground mining. An additional highwall mining method is augering. The success of high wall mining operations depends significantly on geological features, notably the stability of the working roof, determined by the type and mechanical properties of the immediate roof strata. Stability of the ribs, absence of floor heave, faults and dykes are further important prerequisites for profitable highwall mining. The geometric relationship between the spatial attitudes of existing joint systems, the direction (azimuth) of the single entry opening and its vertical profile determine the unimpeded depth of penetration into the coal and thus its economic success. The mechanical implications of the lithological transition zone from a coal seam to either primary or original roof strata, compared to an interface between the coal seam and overlying strata, characterised by a sharp erosional boundary between coal and a secondary immediate roof stratum, are very significant. The compatibility between the response to mining by the geological system (floor-seam-roof) and the capability of the mining equipment to prevent the development of instability are essential requirements from a mechanical viewpoint. The minimisation of vibrations, very good horizon control, an ability to vary the profile of the opening, and the maintenance of consistently high advance and retreat rates, are also important aspects of profitable highwall mining.

The implementation of the Mining Further Amendment) Act, 1970, and later the Coal Mining Act, 1973, placed a requirement on the Department of Mines to accept an initiative in relation to coal exploration and coal mine development which does not apply in the case of other minerals. It is necessary to consider the exploration of the total coal resources of the State when considering exploration rather than one individual basin or deposit. If the level of knowledge of the coal resources in these basins is considered in relation to their potential for development it is possible to allocate broad scale priorities to their assessment. Due to the enormity of the task which involves a conservative estimate of in excess of 400 000 m of drilling to reach a broad reconnaissance level of understanding the involvement of industry with the Department in the exploration programme is necessary.
