In Australia a social impact assessment (SIA) is generally required prior to the approval of a mineral resource extraction or processing projects as a part of the Environmental Impact Assessment (EIA) process. In recent years there has been increased attention on the adequacy of the SIA process applied in major project assessment. Most applications have focused on the impact identification process with little attempt given to the community negotiating power over how impacts will be addressed. The impact assessment tends to occur at a single point in time, with no subsequent re-evaluation or ongoing social impact management and monitoring process. The assessments rarely specify how responsibilities for impacts on communities may be apportioned between project proponents and government, and have been inadequate in dealing with cumulative project impacts. In Queensland, concern about these shortfalls have led to the release of the Sustainable Resource Communities Policy 2008 and requirements for social impact management plans (SIMP) to be developed for each resource development in the State. In this paper a 'pressure-state-response' approach to impact assessment is used to develop an 'impact-response-monitoring-evaluation' (IRME) framework that can be applied to ongoing evaluation and monitoring of social impacts. The framework is applied to coal resource developments in the northern Bowen Basin in Queensland to identify core requirements in a SIMP. The IRME framework is flexible enough to be implemented at various spatial and time scales, for the wellbeing of the local and regional mining and non-mining communities in Australia. The framework can be further examined in other mine developments and could be integrated with the existing mining or environmental protection acts.

IT is intended herein: to make some brief comments on geophysical 'work in general and on the various methods, and then to refer to that branch which, perhaps, is of the greatest importance and interest to the metalliferous mining engineer, i.e., the variousmethods of electrical prospecting.The term geophysics was originally applied to those larger physical and geodetic studies and methods concerned with such purely scientific subjects as the investigation of the true figure of the earth and the determination of the stability relations resultingtherefrom. Applied geophysics and geophysical methods of prospecting are concerned primarily with the search for, and investigation of, useful mineral deposits concealed within the earth's crust and not readily detectable by the normal methods employed bythe mining geologist and prospector. The methods employed have been devised as a result of co-operation between mining men, geologists, and physicists, and, although steady progress has been made during the past 20 years or so, it is within the last four orfive years that the importance of these methods has been acknowledged by the mining world in general. Although many of these methods are still in, or have barely emerged from, the experimental stages, a steadily increasing list of important discoveries is attributable to their employment-more particularly in Europe and America than elsewhere. The far reaching consequences of designing pillars for coal mines, while retaining concern for safety and economics, are cause for the search for refinement of the existing engineering methods to continue. Coal pillars, while having various functions within the overall mine plan, are the basic structural elements that assure the stability of a mine. Reliable coal pillar design methods take into account criteria which the pillars should meet in specific applications. These applications include typical mining situations such as the partial extraction room and pillar method with and without subsidence considerations, high extraction rate room and pillar, longwall mining chain pillars, and barrier pillars. However coal pillars are onlyu one element of a three element roof-pillar-floor system, weakest element of which system usually determines the stability of the excavations; however, the mining engineer can ony change dimensions of a pillar, properties of the surrounding strata remain beyond his control. The state of the art approach in pillar design places emphasis on recent developments in research. A widely encountered problem in certain coal fields is where pillars are underlain by weak floor strata. The resultant pillar design constantly maintains the perspective of the reliability of the design.

THE following notes simply sum up the writer's experience, which extended over a very busy period of some three years, dealing with wolfram ores and concentrates. The three methods for the estimation of tungsten that are discussed below are well known, but these results of their trials and comparison under technical conditions may be interesting. Method I. The routine procedure for the assay of rich wolfram ores or concentrates was as follows: Take 1 gram of finely-ground sample; digest with HCl and HNOs for about 2 hours, evaporating down to near dryness. To the remaining 5 cc., say, of liquid, add water, warm or boil for 1 to 1.5 hour, filter through a small filter paper, and wash the beaker and the insoluble matter with hot dilute HCl. It is best to keep the bulk of the insoluble matter (WOs, Si02, etc.) in the beaker at this stage. Then plaee a weighed porcelain dish under the filter funnel and wash the beaker and the filter paper with successive small quantities of strong NHOH, finally bringing all the insoluble matter on to the filter paper, and collecting the ammoniacal filtrates in the porcelain dish (S). Then place the filter paper with the insoluble matter in a porcelain crucible, dry and burn off the paper, cool, and brush the contents of the crucible on to an agate mortar, grind it to flour, and brush this back to the original beaker without loss. In the absence of draughts this can be done safely. Re-treat this residue with' acid and ammonia as above, running the second ammoniacal filtrate into the previous porcelain dish, which in the meantime has been heating on a water-bath.Finally evaporate to dryness on the water-bath the combined ammoniaeal filtrate, and then heat gradually to a red heat over a Bunsen burner, cool, and weigh. The development of an ion exchange process for the recovery of vanadium from solutions containing low concentrations of vanadium and/or slurries is discussed. The process can be used to improve overall vanadium recovery throughout the plant, and/or to reduce the vanadium concentration of waste materials prior to their disposal. The development of the process on a laboratory and miniplant scale is discussed, and includes:selection of a suitable resin with the desired loading and elution characteristics; laboratory-scale testwork to evaluate the use of the resin in both resin-in-pulp and fixed bed configurations; recovery of a high-value vanadium product from the resin eluate; and a preliminary techno-economic assessment of the financial viability of the process.

This paper describes modelling studies of the flotation cells used by BHP Billiton Nickel West Ltd in the slimes circuit at Mt Keith. The aim is to achieve a better understanding of the hydrodynamic limitations in the existing cells to improve nickel recovery. Computational fluid dynamics (CFD) simulations have been performed on the 100 m3 mechanically-stirred cells. The data produced by the simulations include velocity vectors, gas holdup distribution, solids distribution, bubble size, superficial gas velocity and turbulent parameters. These results have been checked and found to match hydrodynamic measurements at the plant. An analysis of the data found that one of the limitations in fine particle recovery was related to the air bubbles discharged with the tailing. The air in the discharge was caused by the high viscosity of the pulp. In the presence of fine particles, the pulp exhibits high viscosity with a yield stress. The increased drag due to high viscosity caused the bubbles to rise more slowly up the cell. This results in a significant hold-up of bubbles, some of which report to the tailing with associated loss of valuable minerals. A parametric CFD study of the operating variables shows that less air would be discharged in the tailing by decreasing the following: air flow rate,pulp density,stirring speed, andfrother addition. Simulation results indicate that these changes would cause a lowering of the air hold up in the cell especially near the discharge area. Predictions of the bubble-particle attachment rates under various operating conditions have also been calculated. Although it is possible to increase attachment rates by increasing stirring speed or by increasing pulp density, the amount of air discharged and the amount of nickel loss through the tailing will also increase. The project showed that CFD modelling is a powerful tool for studying hydrodynamic effects of bubble-particle interactions in flotation cells.

The development of the SECV brown coal open cut at Loy Yang will require depressurisation of aquifers both within and below the coal seam sequence in order to maintain open cut stability. Prediction of future open cut dewatering requirements at Loy Yang Open Cut and evaluation of the regional consequences of dewatering has required development of a detailed hydrogeological model of the Loy Yang area. The complex stratigraphy of the coal seam and aquifer/aquitard sequences at Loy Yang have been analysed and integrated with the hydrogeological concepts developed from regional groundwater studies to formulate a realistic hydrogeological model as a basis for finite-element flow modelling.

A series of organoclays with different surfactant arrangements were prepared by ion exchange. The resulting organoclays were investigated using a combination of characterisation techniques, including X-ray diffraction (XRD), Fourier transform infrared spectroscopy (FTIR), thermogravimetric measurement (TG) and N2 adsorption-desorption. In the present study, the pores within the organoclays were discussed on the basis of the micro- structural parameters, including BET-N2 surface area, pore volume, pore size, surfactant loading and distribution. The results show that both BET-N2 surface area and pore volume decrease from low to high packing density of the surfactant as the average pore size increases. Two basic organoclay models were proposed for hexadecyltrimethyl- ammonium bromide (HDTMAB) modified montmorillonites: 1. the surfactant mainly occupied the clay interlayer, and2. both the clay interlayer space and external surface were modified by surfactant. This study demonstrates that the pore structure of the resulting organoclays has a significant influence on the sorption efficiency and mechanism of p-nitrophenol onto the organoclays.

Phosphate induced stabilisation has been used to create passive iron phosphate coatings on pyrite and pyrrhotite. The formation of solid phosphate coatings on sulfide grains thereby inhibits sulfide oxidation. The aims of the study were to determine whether phosphate induced stabilisation could control sulfide oxidation and metal mobility in partly oxidised, polymineralic, sulfidic mine wastes. Waste materials were obtained from the acid mine drainage generating, abandoned Montalbion silver mine site, far north Queensland, Australia. The waste consists of quartz, kaolinite/illite, sulfide minerals (galena, chalcopyrite, tetrahedrite, sphalerite, pyrite, arsenopyrite), and pre- and post-mining oxidation products (hydrated Fe, Cu, Pb and alkali mineral salts). SEM observations of waste material treated with potassium orthophosphate showed that metal, metal-alkali and alkali phosphate coatings developed on all sulfides (with the exception of tetrahedrite). The abundance of phosphate phases was dependant on the availability of cations in solution for complexation with the phosphate anion. In turn, the release of cations was dependent on sulfide oxidation or the dissolution of efflorescent mineral salts. Experiments aiming to dissolve these phosphate coatings û using a strongly oxidising solution û showed that the phosphate coatings remained stable, preventing acid generation and metal release. The results of this study demonstrate that liquid phosphate stabilisers can suppress sulfide oxidation and immobilise metals in partly oxidised, polymineralic mine wastes.

The passive interception and in situ treatment of groundwater using permeable reactive barriers (PRBs) has, within the past decade, become an accepted remedial approach to the control of plumes containing dissolved organic and inorganic contaminants. Since the first applications of the technology in the early-1990s, there have been several field-scale PRBs that have provided excellent treatment of dissolved metals in groundwater. Additional commercial applications and demonstration projects continue to be developed. Three field-scale applications and supporting laboratory columns have shown that several thousands of milligrams per litre of sulfate, more than 1000 mg/L iron, and several tens of milligrams per litre of other metals can be removed from groundwater by PRBs that promote sulfate reduction. The reactive materials, which incorporate various forms of organic carbon, promote microbially mediated sulfate reduction, the generation of hydrogen sulfide, and the subsequent precipitation of sparingly soluble iron and other metal sulfide minerals. Effective performance has been achieved by PRBs installed at a mine-tailings impoundment in 1995 (Sudbury, Ontario) and at an industrial facility (Vancouver, British Columbia). These PRBs have removed iron and other metals from groundwater. Similar materials were also used to create reactive layers within test cells directly in a tailings impoundment in 1999 (Timmins, Ontario) with the objective of removing iron and sulfate from the pore water before it migrates from the tailings impoundment. Zero-valent iron (ZVI) has been shown to provide excellent removal of chromium (VI) in a PRB, which was installed at the US Coast Guard facility in Elizabeth City in 1996, by reduction and precipitation reactions. Laboratory tests have also shown that ZVI reduces As(V) to As(III), which is subsequently removed from solution by co-precipitation with iron oxyhydroxides. In groundwater containing sulfate, ZVI and mixtures containing organic carbon can promote sulfate reduction and the subsequent precipitation of sparingly soluble arsenic and other metal sulfides. A trial PRB system was installed in 2001 and was shown to attenuate arsenic and other electroactive metals in groundwater at an industrial facility in northwestern Ontario. Basic oxygen furnace (BOF) slag, a waste material generated by the steel industry, has shown excellent potential for the removal of phosphate, elements such as arsenic and water-borne pathogens from groundwater in field and laboratory tests.

The deformation resulting from the presence of a tunnel may signifcantly affected, nearby structures and need to be considered during design of both tunnel and structure. The aim of this paper is to study the effect of different factors which may affect the interaction between the tunnel and the str- ucture. These include; the depth of both tunnel and foundation level of the structure ( z and t ), distance between C.L. of tunnel and loads, breadth of the loaded area, Diameter of tunnel and lining of the tunnel. The problem is studied as a two dimensional plane strain model by the boundary element technique. The results of this study indicated that the presence of a cavity/tunnel increases, in general, the vertical displacement on the ground surface and at the foundation level as well as the horizontal and vertical stresses in the cavity/tunnel level. The effect of eccentricity is increasing as e/D decreasing. For pile foundation there is a quite different- influence of the presence of cavity/tunnel in both cases of friction pile and end bearing pile type of foundation.

Multi-seam mining under the western portion of Lake Macquarie NSW commenced in 1982. Up to three seams separated by partings ranging from 10 to 30 metres are mined simultaneously by Newcom Collieries. A feature of these workings is the minimal bedrock cover, which ranges from 130 metres down to only 40 metres. "Surface" subsidence control has an over-riding influence on the design of the workings. Subsidence considerations govern both the selection of the mining method and the dimensioning of the workings. To date, workings have been designed in accordance with the "Wardell Guidelines for Mining Under Tidal Waters". These guidelines are tabulated and evaluated in the light of advances in rock mechanics knowledge and local subsidence data collected since the Guidelines were formulated in 1974. The local and regional stability of shallow workings designed according to the Guidelines is evaluated.

Following residentsÆ concerns that the ongoing operations of Collinsville Coal (CCP) mine may be resulting in the release of contaminants, including products of acid mine drainage (AMD), into downstream environments, the Queensland Environmental Protection Agency (QEPA) issued CCP with a Notice to Conduct or Commission an Environmental Evaluation at Three Mile Creek. A key objective of the Environmental Evaluation was to assess the extent and magnitude of impacts to aquatic communities and their habitats. A multidisciplinary investigation examined a suite of physical, chemical and biological indicators to meet this objective. The study also aimed to identify contaminants of concern and the location of potential pollutant sources. Potential indicators of AMD, including elevated dissolved solids concentrations and low pH, were evident within the mine lease. However, significant differences in concentration of these indicators upstream and downstream of the confluence with Three Mile Creek were not observed. Although only proxy indicators of AMD contamination, these results suggest that the extent of impacts downstream is minimal. For the purpose of this study, physio-chemical indicators were selected on the basis of those best likely to provide an understanding of the likelihood of contamination, within the constraints of readily available long-term monitoring data. Ecosystem health indicators were adopted to supplement the existing data set and provide a more æroundedÆ perspective of water quality attributes within the system, generally unattainable by standard physio-chemical assessments. In contrast to AMD products, sediments were considered more likely to have a widespread impact on aquatic ecosystems. Waterways throughout the study region, including those unaffected by mining, have been affected by broad-scale sedimentation and were typically highly turbid. Due to the many diffuse sources of sediment potentially liberated within the catchment, the contribution of the mine compared to other land uses on total sediment loads entering streams is difficult to determine. This is clearly a major management issue for mines throughout the Bowen Basin. Streams of the central Queensland region display enormous variability in water flows and physio-chemical characteristics over a range of spatial and temporal scales. This variability presents major difficulties in distinguishing anthropogenic impacts from natural variability (noise). Despite this variability, impact monitoring by mines in the central Queensland district has tended to focus almost entirely upon physio-chemical indicators. The results of the present study indicate that a multiple indicator approach to environmental assessment is more useful for separating mine related impacts from natural ænoiseÆ and impacts from other land uses. In the absence of such information, by adopting the precautionary principle of Ecologically Sustainable Development (ESD), there is potential for an environmental impact to be incorrectly attributed to mining when other activities in the catchment may be contributing to changes in stream æhealthÆ.

The main mining method employed at Mt Lyell is sub-level open stoping with a typical extraction level interval of 100 m and sub-level intervals of 30 m. Currently, pillar blasts provide the major portion of broken ore and firings are in the order of 200 000 to 300 000 tonnes while future firings of 500 000 to 300 000 tonnes are planned. Improvement of blasting techniques in these mass firings has been necessary for the following reasons. 1. Extremely wet ground conditions have adversely affected ANFO performance and placed extreme pressure on the charging and priming phases. 2. As pillar blasts increase in size the problems of wet ground conditions are accentuated resulting in very slow loading of wet upholes with cartridged gelignite and unreliable charging of the remainder with ANFO. 3 Fragmentation in pillar blasts has suffered because of the above, result- ing in increased secondary breaking costs and difficulty of extraction.

Until the early 1960s the world aluminium industry was dominated by six principle pro- ducers with integrated activities from bauxite mining to aluminium production. The growth in consumption of aluminium since that time and the emergence of additional producers has broadened the market for bauxite. In addition the increase in the optimum size of alumina refin- eries has influenced competing metal producers to unite in large joint ventures to minimize alumina costs. From these bases the paper examines present and likely future markets for Australian bauxite; differing marketing phil- osophies for serving those markets; factors influencing successful marketing; and the sources and relative strength of competition which Australia faces.

Traditionally mill operators have been employed with varying educational backgrounds with little if any formal training in aspects of mineral processing. Pasminco Mining-Rosebery, in line with other organisations, saw the need for a prerequisite entry level for operators to enter the industry. After initial discussions between various West Coast Mines personnel, union and government representatives, an industry working group was formed in 1989 with the aim of developing a traineeship suitable for the mineral processing industry. Training and technical representatives from four of the West Coast Mines and TAFE were commissioned with the curriculum development. The resultant course, which is recognised under the Australian Traineeship system, involved an integrated on and off-the-job training program, including 13 weeks of formal off-the-job instruction.

Increases in mechanisation and mining at greater depths are leading to additional problems of heat and humidity in many mines. As a result there is now an escalating demand for temperature prediction simulations appli- cable to underground environments. After a brief review of the present situation with regard to world mining and the use of environmental programs, the paper goes on to discuss in moderate detail the mathe- matical modelling of the many parameters that govern the condition of the ventilating air in a mine. The development of a program that gives the temperature distribution for a mine ventilation system is then outlined. The practicality of the program is discussed and the presentation format for users is explained. Simplification of input data requirements and the acquisition of data from other planning programs are an integral part of the commercial application of this program.
