In a visionary move, the Planning Commission and the Ministry for Planning in Western Australia decided to invite three extractive industry quarry operators, local government councils and State Government departments (Minerals and Energy, Environmental Protection, South West Development Commission) to contribute jointly to study the impacts of blasting on areas surrounding basalt quarries in the Bunbury region of WA. The results of the study will help establish suitable zones in which land uses will be controlled under a proposed Greater Bunbury Region Scheme and in local planning schemes, to minimise conflicting land uses. This paper discusses the blasting program conducted to characterise and model the vibration behaviour of the rock under the effects of pilot-scale and full production blasting, and highlights some of the benefits achievable when a thorough blasting impact program and assessment is conducted at the planning stages of land-use establishment.

Much of western New South Wales is characterised by an extensive regolith formed during more than 60 million years of exposure, weathering and erosion. This cover includes intensely weathered in situ regolith and superimposed transported materials of variable thickness, commonly in complex palaeochannel systems. Mineral exploration in this region has been considerably hampered by the cover, which can complicate or maskgeochemical anomalies and also obscure geophysical signatures. A detailed multi-disciplinary study of part of this region, centred on the Cobar-Girilambone area has demonstrated a methodology for exploring through this regolith. The approach involves regolith-landform mapping to establish the main landscape and palaeolandscape elements and to determine the nature and spatial occurrence of different regolith materials. By combining knowledge of the surface distribution of different regolith-landform units with available 3D information on the regolith and geophysical data it is possible to construct simplified derivative maps or exploration ægoÆ maps, which can be used to advise appropriate exploration strategies or help interpret acquired exploration data. This study has also established the major regolith controls on geochemical dispersion and determined key background element associations. These regolith-related element associations can result in highly variable background levels for many trace elements and need to be understood and factored into the analysis of geochemical data for different regolith sampling media. With better knowledge of the regolith it is possible to select the most appropriate exploration techniques and sampling media for a given area, as well as apply appropriate normalisation procedures to the acquired data. Exploration success can be greatly improved by using many existing techniques in æregolith smartÆways.

Unstable flotation froths, that burst before they overflow, produce no concentrate. Increasing the froth stability to improve recovery is therefore an obvious control strategy. Froth stability can be measured readily as the fraction of air entering the flotation cell that overflows as froth, rather than bursting on the surface; the ‘air recovery.’ Air rate is one of the most significant variables affecting froth stability. It is interesting that froth stability (air recovery) is maximised at a specific air rate, above or below which it decreases. It is important for metallurgists to realise that this maximum froth stability also produces the maximum mineral recovery, without compromising concentrate grade. Flotation cells must be operated at the air rate that produces the highest air recovery. The peak air recovery (PAR) to maximum mineral recovery relationship was first demonstrated by Hadler and Cilliers in 2009. Since then, the relationship between PAR and flotation performance has been widely explored; varying air rate, froth depth and particle size. Industrially, reducing the flotation bank air rate to achieve PAR yielded better mineral recoveries than other down-the-bank air rate profiles. In this paper, we present an overview of these key developments and findings in flotation optimisation based on PAR. Furthermore, using new industrial data, we show that PAR is not just applicable to rougher-scavenger cells, but also to flotation columns. The paper presents a general background to the subsidence research programme being undertaken by the Department of Mineral Resources and Development in New South Wales. The results of the studies undertaken over the last ten years are summarised. The differences between these results and those obtained by the National Coal Board are discussed. The results of a study carried out on the effect of total extraction beneath a freeway in the southern coalfields are discussed in some detail. The procedures developed for the const- ruction of a 500 mm diameter natural gas pipe- line crossing a number of collieries in the northern coalfields are also outlined. The future direction of the Department's subsidence research programme is discussed.

This paper will introduce some innovative strategies for simulator training that are intended to improve the level of safety and operational performance of heavy equipment operators. The key strategy is to design simulator training to deliver improved work performance outcomes. This strategy is underpinned by a process for engaging workers in knowledge discovery and transfer that has been developed as an outcome of an Australian Coal Association Research Program (ACARP) funded project conducted at open cut coal mines in Australia. The process is expected to deliver improvements in the safety and operational performance of heavy equipment operators by informing training content about how experienced operators manage unexpected situations around the site. Tapping into the tacit knowledge that experienced operators gather over time can provide site specific and timely information about situational cues used to manage the unexpected. This type of information complements basic skills training by helping the trainee understand the operational context in which the acquired skills will be applied. Inexperienced operators have traditionally gained experience through their own actions, observing the actions of others and by taking the advice of mentors who have æbeen there, done thatÆ and developed operational decision making skills for safe and productive work performance. Leadership and mentoring techniques that contribute to effective knowledge delivery will also be discussed.Other simulator training strategies include refresher training, change management, emergency response training and testing the usability of new equipment and technologies prior to their introduction on-site. A key challenge ahead for the resources sector is the development of knowledge elicitation techniques that suit the operational workforce. fhis paper describes investigations into drainage of gas from the solid to control outbursts. Initial studies conducted on drainage of shear zones showed that, given enough time, these can be successfully drained. Once drained, they can be intersected and driven through without any activity of outbursts. The results of programme of investigations to determine parameters for drainage from the solid show that gas flow rates from the Bulli Seam on the average are about 2 litres/min/metre length of borehole. But when shear zones are intersected, the flow rates could be as high as 8 litres/min/ metre length of hole. Shear zones can be picked up from pressure measurements 50 - 60 m away and this could give sufficient time to drill through these zones and drain them in advance. Systematic drainage of Bulli Seam at West Cliff Colliery could eliminate or reduce frequency of outbursts considerably. At present drainage holes are being drilled systematically in the seam, with drainage installations on the surface. Gas purity of 80% methane is being delivered at the surface plant.

Prediction of ground deformation caused by soft ground tunnelling is an important problem facing design engineers. The ground deformations are caused by the closure of the gap formed around the tunnel due to the tunnelling procedure and soil intrusion via the tunnel face into the tunnel. There are three different approaches that are commonly used in practice to estimate the ground deformations due to tunnelling, namely, empirical methods, analytical methods and finite element methods. One of the important issues of tunnelling in urban areas is the assessment of the likely impact on adjacent pile foundations of ground movements arising from tunnel construction. The main objectives of this paper are two-fold: first, to assess the available methods to estimate the tunnelling-induced ground deformations, and second, to examine the effect of such ground deformations on adjacent piles. Analytical solutions to predict the tunnelling-induced ground deformation developed by the authors are used in this study. These estimated ground deformations are imposed on the pile in simplified boundary element analyses to compute pile responses. The influence of various factors such as tunnel geometry, ground loss ratio, pile diameter and ratio of pile length to tunnel depth are examined in this study.

Two major types of economic secondary iron ores occur in the banded iron formation (BIF)-rich Hamersley Province of the Pilbara, Western Australia:dominant BIF-hosted bedded iron deposits (BID)detrital ore deposits (DID sensu lato), which are mainly hosted in the three province-wide Cenozoic sequences that include coeval non-ore sediments and comprise:a. the major Miocene, fluvial channel iron deposits (CID)b. the lesser Eocene and Pliocene detrital iron deposits (DID sensu stricto).Striking differences exist between the massive CID resources and the much smaller underlying and overlying DID. CID are essentially riverine alluvial ooidal rocks with abundant small fossil wood fragments and variable iron peloids, but with only extremely rare recognisable lithic remnants. The original matrix is typically ramifying layered goethite. Eocene DID are mainly alluvial with minor pisoids, whereas Pliocene–Quaternary DID are dominantly coarse colluvial gravels, both derived from and largely retaining the original textures of BID, hard cap or variably ferruginised surface BIF. The colluvial DID matrix is typically ferroan-aluminous soil, resulting in canga where replaced by goethite, which may be dehydrated to hematite by exposure. The Cenozoic deposits occur in two dominant geomorphological environments: the southern Marra Mamba to Brockman Iron Formation strike valleys containing all three Cenozoic sequences and the much later northern Brockman Iron Formation plateau valleys that include only the Miocene and Pliocene sequences. The Cenozoic detritals formed in different climatic regimes, with an extended dry period forming a prominent province-wide dehydrated carapace on the Eocene DID. The Miocene ‘optimum’ followed with its thick scrub-covered deep regolith that produced the fossil wood-rich CID and was succeeded by the arid cool period of the Oakover limestone/calcrete. A major renewal of exposure and erosion in the Pliocene resulted in the extensive iron gravels of the Pliocene–Quaternary.CITATION:Morris, R C, 2015. Social licence to operate is not a new concept for the mining industry, referring to stakeholder approval or acceptance for the activities and impacts of a project, company or industry. It is intangible, dynamic and non-permanent, hence it needs to be earned and then maintained (Thomson and Boutilier, 2014). It has also been argued that social licence extends beyond building approval or acceptance, into engagement for long-term development (Owen and Kemp, 2012).There are many examples where stakeholder opposition – or withdrawal of social licence – have increased capital and operating costs, extended schedules and impacted reputation. At its extreme, the withdrawal of social licence to operate can also contribute to or be the catalyst for mine closure.The key benefit of obtaining a social licence is a reduction of risk. Stakeholder support and advocacy, as well as the implementation of social performance programs that contribute to social licence, can be beneficial in terms of schedule, costs and other benefits.While decisions to close a mine are generally driven by resource availability or economic conditions, the social, economic and environmental legacy remaining post-closure is of importance to many stakeholders. With a number of significant mines now approaching closure within Australia, we are seeing heightened community concern about the economic and social impact of mine closure and the success of land rehabilitation. The principles, fields of application and equipment design concepts of several new approaches to continuous vacuum treatments of molten metals and alloys are discussed. Partic- ular attention is paid to the results of pilot plant tests evaluating a launder-in-tube method of 1. continuous production of refined zinc from a zinc-bearing lead produced in the lead splash condenser of the Imperial Smelting Furnace (ISF), and 2. continuous refining of crude cadmium. The former trials were not sufficiently encouraging to justify consideration of the process for commercial development. The applic- ation to cadmium upgrading gave very promising results; metal of 99.99 per cent purity was produced continuously at pilot scale (120 lb per hour) from crude metal containing 5.0 per cent Pb.

The comprehensive processing of raw materials and the tendency to waste-free production require the combination of various methods of concentrating mineral resources. Magnetic separation, an ecologically clean method of concentration, is one step in the technological cycle of ore processing, and cleaning and classifying of raw materials. Separators with superconducting magnetic systems cooled by liquid helium are the novel equipment for practical concentration. Recently, high-gradient (HGMS) and open-gradient (OGMS) magnetic separators using the effect of superconductivity have appeared. The separators of the first type are expedient in the head-end of the technological cycle, as they are most efficient for processing of particles 100 ¦m and greater in size. In this case the main task is to obtain pure tailings with a minimum amount of the useful component. This method allows the essential reduction in the cost of the subsequent crushing and grinding, because only the magnetic concentrate is directed to further processing. The separators of the VGMS type are used more efficiently in the final stages of the concentration cycle to condition the end product. The present work is devoted to the theoretical and experimental investigation of the motion of weakly magnetic particles in the working chamber of superconducting separators of the open-gradient magnetic separator (OGMS) and HGMS types. The flat OGMS is equipped by a magnetic system with NbTi racetracks cooled by liquid helium. The chamber is divided into zones by partitions parallel to the plane of the magnetic system. It is shown how, depending on the number of the zones and their depths, the extraction function of the OGMS varies and the transition from the OGMS to the HGMS occurs. The particles 2 mm and less in size are considered. The extraction parameter distribution of the particles was measured for a multicomponent weakly magnetic ore. PX4 Software Pty Ltd is a Brisbane-based company, which specialises in providing tenement management software to mining and exploration teams operating in Australia and several international jurisdictions, including the United States, Africa, and Canada. Whilst the company is experiencing substantial growth due to a demand from both the minerals and mining technology sector, there is a crucial gap in the market for critical minerals, which will be required to achieve the net-zero emissions goal set by the Paris Agreement for 2050. To help understand and address the technology gap identified by the unprecedented demand, PX4 Software undertook the Annual Survey of Technological Transformation in the Exploration Industry. This survey involved interviews with 12 very distinguished subject matter experts in the fields of Geoscience and Geology from across the globe. From this survey, we have defined eight major categories of exploration technologies. Notably, the most transformative of these technologies over the past 65 years falls into the Geophysical Methodology category, specifically focusing on image and signal processing of both airborne and downhole data. Advances in computing power during this period have significantly improved data processing quality, enhancing orebody modelling, and targeting. This has had a profound impact on the industry. Moreover, the survey reveals that future transformative technologies are expected to centre on the automation of existing processes through AI and Machine Learning techniques. This is expected to help facilitate the identification of critical mineral systems and thus enable the exploration industry to make more informed decisions based on data analysis using Machine Learning and AI.

In recent years, the value to Australia of the introduction of a system of resource rent taxation on the mining industry has been frequently debated. The forms that this rate of return based tax could take, and the impli- cations on government revenue and mining com- pany profitability have been discussed at some length. Further, the selective application of this taxation scheme to certain mining industry sectors has received considerable attention. This study takes the form of a survey of the taxation history of one significant Australian mining venture, the Mount Lyell Mining and Railway Company. The conditions faced by this company during its history are used as a base for the imposition of rent taxation schemes. Comparisons are drawn between the historical taxation liability of the company and that which would have been incurred if a resource rent form of taxation had been in existence. From the results of the study, it can be concluded that while the company can be con- sidered to have been a successful enterprise during most of its history, it has not achieved a level of profitability which would warrant the collection of any form of excess profits Tax.

Furthermore, the coke combustion propert- ies are not always taken into account in current blast furnace operating practice with combined blast. A complex dimensionless parameter, which re- flects the properties of the interacting media, is the ratio of the kinetic energy of the hot, com- bined gas stream to the potential energy of the coke flow, burning at the tuyere in a gas of known composition. Mining is the art of disturbing ground. All phases of a mine’s life cycle from exploration to building and operating a mine, through closure, has a physical impact on the earth. There is currently increasing public and stakeholder awareness owing to a wide range of issues including heritage protection, environmental stewardship, and social impacts therefore ground disturbance must be conducted in a way that honours and respects all agreements, regulations, legislation, and social expectations. A comprehensive ground disturbance permitting process has been developed through consultation with major mining companies and Traditional Owner groups. It operates from strategic business planning through to closure and rehabilitation. Adherence to the principles and process of permitting helps to minimise risk by ensuring that mining companies conduct their business in an inclusive, professional, reliable, and consistent manner that stakeholders reasonably expect, and that mining companies can be proud of. Built on a geographical information system, supplemented with a specialist database, this process allows request, review, and approval by subject matter experts, to operate in a common environment that is transparent, facilitates collaboration, improves efficiencies, and reduces the risk of error or omission. The application of new technology can effectively highlight changes that naturally occur in today’s dynamic ESG domain and provides the perfect platform to record actual disturbance against authorised and planned allowances. The social license to operate demands that strong governance of the ground disturbance process, described herein, can be demonstrated to any interested stakeholder, and mining companies recognise that this principle is central to the betterment of the mining industry.

Spray-on liners used in the mining industry for ground support and stabilisation applications are either cement based (æshotcreteÆ) or polymer based (æthin spray-on linersÆ). Some thin spray-on liners are a blend of both polymer and cement (eg Tekflex). A small number of thin spray-on liners (TSLs) have been trialled in Australia as potential replacements for steel mesh in roadways and other underground mining applications; however, they were found to cure slowly and the cured coatings became brittle after an extended time in place. The University of Wollongong in collaboration with the Australian coal mining industry has shown that a viable polymer-based alternative to steel mesh in underground roadway support applications can be developed to eliminate the use and handling of steel mesh. The work to date has: established the feasibility of developing polymeric alternatives to steel mesh in underground roadway support applications; identified the physical and material constraints to be endured by any new polymeric skin reinforcement system by measuring the mechanical properties of steel mesh; identified materials that can be spray applied; and demonstrated that polymer mechanical properties can be optimised to produce similar mechanical properties (elastic modulus, yield stress, elongation-at-break, etc) to steel mesh. The identified materials will: allow the face support cycle to be fully automated, or at least remotely operated and installed; remove personnel from the immediate face area; and substantially improve underground roadway development rates.

"This paper reflects on the author’s experiences in undertaking mining studies and reviewing mining projects and technical reports, particularly over the past five years, and the impact of recent changes in reporting standards and listing requirements pertaining to mining-related evaluation and valuation exercises. It also discusses contemporary changes in the expectations of the investment community and the implications for the role of the technical specialist in providing advice to such stakeholders.Not for the first time in history, the resources industry has experienced a significant downturn after a period of strong, sustained growth in line with the traditional view of the cyclical nature of commodity markets. The resource industry is currently faced with capital austerity in the wake of projects ‘failing’ (not delivering to expectations). In response, the industry has experienced changes in investment behaviour (slowing of investment) and an increasing regulatory burden as stakeholders seek a greater understanding of mining project risks.This paper discusses this response and uses case studies to highlight the key learnings (perhaps re-learnt) by the industry. It also discusses the challenges faced by technical specialists in communicating the results of technical and valuation studies to the investment community.As investors seek to take advantage of the current stage in the investment cycle, the key challenge of the technical specialist is to effectively communicate the uncertainty in technical assumptions, risks and opportunities that drive project value.CITATION:Fairfield, P J, 2016. Sydney has hundreds of kilometres of sewer tunnels. Many of these are over 50 years old and some have been in service for more than 100 years. The tunnels are predominantly constructed in Hawkesbury Sandstone and many are unlined.Principles have been developed over many years for the safety factor required in designing and constructing new tunnels but these do not necessarily relate to the operation and maintenance of existing tunnels, and in particular those that do not necessarily require personnel access for anything other than regular inspections.Assessment of the stability of these established tunnels needs to take account of their size, their age, their function, and their method of construction, as well as the geology in which they are situated and any support measures which have been installed. More importantly a stability review needs to take account of the consequences of a collapse, with regard to the inspection process, carrying out of any required repairs and the long-term performance of the tunnel.This paper is based upon the authors’ experiences inspecting and reviewing more than 200 km of tunnel in the last ten years. Ti is an important constituent for steels and superalloys. During the continuous casting process and ElectroSlag Remelting process (ESR), Ti in molten steel and superalloy can have chemical reactions with casting flux and ESR slag containing CaO and CaF2. In order to investigate such exchange reactions, the understanding of the (Ca,Ti//O,F) reciprocal slag system is prerequisite. In the present study, a coupled phase diagram experiment and thermodynamic modelling of the (Ca,Ti//O,F) reciprocal system was performed. In particular, the phase diagram of the CaF2-TiO2 system was experimentally investigated by Differential Thermal Analysis (DTA) experiment and quenching experiments followed by Electron Probe MicroAnalysis (EPMA) phase analysis. The Gibbs energy functions of all solid and liquid phases in the (Ca,Ti//O,F) reciprocal system were optimised to reproduce the present data and all available reliable experimental data in literature.
