One of the consequences of mining expansion in the Bowen Basin region of Central Queensland in Australia has been a substantial increase in demand for housing, with subsequent impacts on housing and rental markets. Those pressures are reduced to some extent by a proportion of the workforce choosing to live in other centres and commuting to workplace for block periods. The main factors influencing location choice are: housing availability and affordability, basic urban services and lifestyle of the town and the town physical attractiveness such as coastal town. Low costs housing provided by the mining company acts as an attracting factor for some miners to live in the mining town. Recommendations for three short-term and two long-term strategic policy guidelines to address housing situation and location issues are provided.

As the global mining industry continues to grapple with ‘black swans’ (high consequence / low frequency events) for health, safety and environmental losses, the focus is shifting from risk assessment of these events to risk management using selected purposeful controls that reduce the risk.Fundamental to critical control management (CCM) is a soundly based rationale for selecting the right controls for each and every risk. The approach should be based on a thorough understanding of the dynamics of the event: What causes it? How frequently will it occur? How likely is the consequence to be realised? This is typically done through a bowtie and methodical numerical risk analysis. Core to this step, then, is the structure and content of the bowtie; specifically, the analytic architecture that is used to construct the bowtie. Different architectures yield different constructions, and bowties are no different.Although bowties for operational health and safety (OHS) hazards appear to have a common architecture, they are not generic. It is important to stress that they contain site specific information, are prepared by site based operational teams, and vary from site to site to reflect each site’s operational conditions. They are often a product of the knowledge and understanding of the operational teams involved, may be prone to human error, and potentially miss latent hazards that may have been embedded early in the planning, design or construction phase of a mine or facility, or within the mining equipment. Overcoming these deficiencies through constant re-evaluation of the risks, and challenging the content on the bowtie will help to minimise the chance that something will be missed.This paper will cover key themes in bowtie architecture, introduce the concept of barrier models for high consequence event (HCE) bowties and present a relevant case study to illustrate the issues that determine quality in bowtie construction and critical control (barrier) selection and management.CITATION:Mills, R, Andrew, M and Reynolds, H, 2016. In April, 1990 the Sydney Water Board invited bids for the construction of the Hazelbrook Carrier Section 3 being part of the Blue Mountains Sewerage Transfer Scheme. In December 1990 the contract was awarded to Costain Resources Limited, Mining Services Division for the sum of $A15.3 M. The role of the virgin in situ stress field in tunnelling projects is well known in the Sydney area. The effect of in situ stresses is mostly considered through the use of published relationships that describe the in situ stress conditions as a function of depth. Considering the significant scatter in the data, it is evident that by adopting such relationships, the designers are assuming an average distribution of stresses with depth that is generally a reasonable engineering approach; however, when building a geomechanical model, the tunnelling or geotechnical engineer needs to account for the interrelationship between ground conditions (rock mass quality – fracturing, strength and stiffness) and in situ stress, which may explain part of the stress data scatter. Failures within hard rock underground excavations have historically been defined by a depth of failure, estimated in the field or through individual measurements, with a simplified failure geometry; such as 1/3 span, cubic or paraboloid. This simplified shape, volume and mass of failure is typically used to estimate in situ demand as a simplified discrete point. However, the highly variable failure geometry indicates simplified methods to estimate the mass can be erroneous in comparison to high precision LiDAR scans. Advances in technology have enabled the accurate capture of failure geometry and allow a far more accurate analysis of failures to be completed. This case study investigates a number of real-life failures to accurately define the failure geometry, the distribution of the failure parameters and compares this to traditional methodologies. This paper also outlines a suggested means of standardising failure geometry parameters whilst accounting for their variability.

The use of rock bolts as permanent support has been prohibited by client specifications in several recent large tunnel projects in Australia. The justification for this appears to lie in concerns with proper and verifiable installation procedures rather than concerns with the intrinsic durability of the corrosion protection systems. However, in civil tunnels, preventing the use of permanent rock bolts for long-term support results in the use of cast in place concrete lining which in some instances would otherwise be unnecessary.

The Emmaville district is located in the northern part of the New England region of New South Wales some 400 miles north of Sypney. Better known for its substantial production of tin and tungsten ores, the Emmaville district has also been the centre of a small and somewhat sporadic production of copper, arsenic, silver, lead and zinc. This production has come principally from three mines-Webb's Silver Mine, Webb's Consols and, to a lesser extent, Pye's Creek Silver Mine.The ores from these mixed sulphide deposits are texturally and mineralogically complex and the problems of beneficiation are rather formidable.GENERAL GEOLOGYThe main rock type of the Emmanville district is a dark, brown to blackish massive siltstone of Permian age which overlies acid volcanics possibly also of Permian age. In places the siltstone gives way to conglomerates and standstones with discontinuous lenses of calcareous sediments (David, 1887).The whole series is folded but because of the massive character of the more expansive siltstone, detailed structure is difficult to delineate.Toward the close of Permian time the area was intruded by a series of intermediate to acid plutonic and hypabyssal rocks. Mineralization within the region is ascribed to the more acid of these intrusives-granodiorite, granite, and quartz-felspar porphyry (Lawrence, 1957, 1960).No intrusive rocks outcrop in the immediate neighbourhood of Webb's Silver Mine though granite occurs two miles...

The automated geology interpretation (AGI) tool has been developed in BHP Billiton to automate stratigraphy logging of drill holes, using any available quantitative data sets. At present, AGI is set-up to utilise geochemistry and mineralogy from infrared spectroscopic data to predict stratigraphy. Once the AGI tool is calibrated, results show that the tool is capable of automatically defining stratigraphy across all of the deposit types, encountered by BHP Billiton Iron Ore in the north-west of Western Australia. Accuracy of AGI at predicting stratigraphy is on average better than 75 per cent, with average accuracies exceeding 85 per cent for some deposit types. The AGI tool can deliver fast, accurate, consistent and objective geological interpretations.AGI is currently being implemented in BHP Billiton Iron Ore Exploration to streamline the drill hole logging process and allow geologists to spend less time defining stratigraphy at the drill hole level and more time investigating stratigraphy in 3D. At present there exist few engineering calculations and principles to determine exclusion zones for personnel in the vicinity of underground explosive storage areas. This paper is written to encourage discussion and proposes a method to determine the impact of a blast wave through scientific principles. Then, criteria to determine an ‘exclusion zone’ need to be identified.There has been much work on identifying the pressure rise and the energy of explosive detonations underground but little to develop standards in criteria that can be used to identify exclusion zones for useful design of underground infrastructure. The author presents the newest ways of calculating the pressure rise and energy (impulse) of detonations and puts forward some criteria to be used in the identification of personnel exclusion zones to spark peer review and discussion of these criteria towards developing standards for engineering design.Smith and Sapko (2005) used Sach’s scaling laws to develop a relationship for both pressure rise and impulse, which incorporated factors for intersections. Intersections will have a large bearing on the peak pressure and the energy of the blast wave and needs to be incorporated. Silvestrini, Genova and Leon Trujillo (2009) developed the scaling laws with an energy concentration factor to predict blast propagation in partially confined geometries and together the author has proposed equations for determining the peak side pressure and the impulse in a tunnel. Given the weight and type of the explosive, the average cross-section of the tunnel complex and the number and type of intersections encountered, the pressure and impulse can be calculated.The military has carried out many investigations as to the influence of blast pressure and impulse on the human body. Lung damage, ear damage and velocity knock down are three of the criteria standards that are presented as possible methods of determining exclusion zones around an underground explosives magazine. The author suggests that the velocity curves presented by Bowen, Fletcher and Richmond (1968) could be an acceptable method of determining an exclusion zone as it incorporates the side pressure and the energy of a blast wave to determine the ability of the wave to knock down personnel.CITATION:Lovitt, M B, 2014. Global cement production accounts for about five per cent of man-made CO2 emissions (WBCSD, 2002). Such operating practices will increasingly be considered unsustainable, unless significant reductions in environmental impact can be realised by the industry.Slag is a high volume waste product from ironmaking, with about 300 kg of slag being produced per ton of iron. Critically, one ton of slag waste, if used as a replacement feedstock for Ordinary Portland cement (OPC), can prevent around one ton of emitted CO2 since no calcining is required. Slag cement blends can also show superior properties compared to OPC, such as lower heats of hydration and higher late strengths, but more development is needed to overcome their low early strengths. Rapid quenching of molten slag is required to produce æhydraulically-activeÆ binder when reacting with OPC; but water quenching can also require between five to ten tons of water per ton of slag at the plant. æDryÆ granulation (atomisation) is emerging as an alternative technology, the resulting solid product does not require drying, and possibilities exist for recovering heat energy from the hot slag.CSIRO Minerals has well-developed skills and equipment in pilot-scale pyrometallurgical treatment, and granulation of molten slag, including traditional wet, and also dry methods. Techno-economic desktop studies can also be used to help quantify factors such as value-adding of treated waste products, potential reductions in CO2 emissions and carbon credits, reductions in water consumption, and the possible decreased energy costs associated with fine grinding of dry slag granulate.The authors will present preliminary results from slag atomisation/dry granulation testwork (0.5 - 2.5 kg scale) and associated modelling studies, conducted using a æsyntheticÆ and industrial ironmaking slag. Outcomes from a techno-economic study on production of cement utilising wet or dry atomised slag granulate will also be discussed in detail.

The gravity-induced stirred mill such as the TowerMill is an energy-efficient grinding solution used in secondary, tertiary, and regrinding duties in the mineral processing concentrator. The interest in this technology is emerging, with more than 300 mills installed globally in various grinding duties and commodities for the last 30 years. Although the technology is matured, there are still opportunities for improvement and the development of new knowledge to improve its circuit energy efficiency and reduce water consumption. Recent studies show that a combination of stress intensity, ore hardness, slurry density, and mill feed configuration can be used to evaluate the performance of the grinding circuit. A recent pilot-scale TowerMill test work at various stress intensities shows that a lower operating work index and size-specific energy were achieved at higher agitator tip speed and using medium size grinding media. These outcomes were confirmed through several site trials. A smaller 17 mm grinding media has reduced the operating work index and size-specific energy by 18 per cent and 11 per cent, respectively, compared to the 20 mm in a magnetite concentrator. Moreover, the conversion from top feed to bottom feed configuration has reduced the operating work index and size-specific energy by 13 per cent and 37 per cent, respectively. The circulating load was reduced by 34–38 per cent, leading to a reduction in the dilution water consumption in the hydrocyclone feed sump by 20 per cent. A variable frequency drive offers flexibility to change the stress intensities on the TowerMill, where a 35 per cent reduction in specific energy was achieved when the ore became soft. This paper explores the potential design and operating strategies that can be implemented to enhance the energy efficiency, reduce water consumption and reduce CO2 emissions in the circuit and finally evaluate its impact on the total cost of ownership.

The legacy issues from mining can, and have often, extended well beyond the closure of operations. However, conventional cost-benefit analysis provides little incentive to implement initiatives at the project development stages of a new mining project as the costs that will be incurred towards the end of the mine life, 20 years or longer, appear minor in net present value (NPV) terms. This analysis can be misleading as the true costs of managing post-mining land can continue for many years, or decades, after mining ceases and any resulting unfavourable legacy issues can delay or prevent government permits or licences to develop new resources. Proper upfront planning is critical for implementing successful rehabilitation and closure strategies. The investment in this planning needs to be done in a structured and rigorous manner taking into consideration the long-term and broad benefits of sustainable land uses after mine closure. The advantages of such an approach could include the streamlining of regulatory approvals by early advice to the regulator of identified issues and responses to those issues, and clear evidence that a strong social licence to operate ethic with local, regional and national benefits is included in the decision-making process. This paper investigates the potential closure options for two case studies at the early stages of project development - concept and prefeasibility. By using a sustainability framework that can identify opportunities and risks, prospective initiatives that deliver enhanced environmental, community and social benefits will be compared with compliance-orientated approaches. This comparison is made across the Five Capitals Sustainability Model - natural, human, social, manufactured and financial. The results of this analysis demonstrate that upfront planning during project development and due care and effort during the life of the working mine will reduce the risks of long-term detrimental legacy issues. This paper details the implementation of a new type of grade control system at the Black Star open cut mine in Mount Isa, Queensland. It explores the site requirements for grade control, what as previously in place and what the site required moving forward. It also details some of the features of the system installed and why it was chosen over other grade control systems available. Black Star open cut mine has been in operation since late 2004, and was developed to extract the surface extents of the Ag-Pb-Zn mineralisation previously mined in the Isa Lead Mine. Black Star is currently mining seven distinct orebodies in and around active void hazard zones and hence, its grade control requirements are very detailed and complex. The implementation of a new system to manage the model update and block out processes was, therefore, of critical importance to the site and required a detailed understanding of the requirements of the entire mining team from drilling through to geology, survey and production. Having previously run the grade control process using site specific æblack boxÆ scripts and macros, Black Star needed to implement a more open, auditable and flexible system, which allowed the geologists to control the process and make strategic changes as the situation demanded. MineSightÆs Axis Grade Control, with its flexible, generic framework for managing the process, met these demands. A geotechnical data management system has been developed to manage drillhole and mapping data generated from in house and consultant administered field programs. This system comprises a data collection interface with integrated validation, processing and reporting functionality. Development of the database required careful consideration of how and what geotechnical information is gathered in the field, a clear understanding of the interdependency of the parameters, and the outputs required to support geotechnical design.The acQuire Geoscientific Information Management System was selected as the preferred software to support the process because of its ability to easily manage data from capture in the field through to quality reviews and ultimately into reports. Initially only geotechnical logging of diamond core was considered, subsequently the system has been expanded to support additional geotechnical data sources such as laboratory test results, traverse and window mapping data. This paper focuses on the core logging data acquisition, validation, analysis and presentation of data.The acQuire Geoscientific Information Management System has proven to be a robust platform for the capture, interrogation, and reporting of geotechnical data. Data entry objects have been created to manage seven different areas of geotechnical data collection ranging from core logging to mapping to automated reports for falls of ground.

A method that optimises mining complexes that are comprised of multiple processing destinations, open pits and underground operations is presented. Mining, blending, processing and transportation decision variables are simultaneously optimised while accounting for geological uncertainty. The method uses a simulated annealing algorithm at different decision levels to generate a stochastic-based extraction sequence and processing policies. OZ Minerals' Prominent Hill copper-gold concentrator is located 130 kilometres south east of the town of Coober Pedy in the Gawler Craton of South Australia. The concentrator was built in 2008 and commenced commercial production in early 2009. The Prominent Hill concentrator is comprised of a conventional grinding and flotation processing plant with a 9.6Mtpa ore throughput capacity. The flotation circuit includes six rougher cells, an IsaMill for regrinding the rougher concentrate and a Jameson cell heading up the three stage conventional cell cleaner circuit. In total there are four level controllers in the rougher train and ten level controllers in the cleaning circuit for eighteen cells.Generic proportional – integral and derivative (PID) control used on the level controllers alone propagated any disturbances downstream in the circuit that were generated from the grinding circuit, hoppers, between cells and interconnected banks of cells, having a negative impact on plant performance. To better control such disturbances, FloatStar level stabiliser was selected for installation on the flotation circuit to account for the interaction between the cells. Multivariable control was also installed on the five concentrate hoppers to maintain consistent feed to the cells and to the IsaMill. An additional area identified for optimisation in the flotation circuit was the mass pull rate from the rougher cells. FloatStar flow optimiser was selected to be installed subsequent to the FloatStar level stabiliser. This allowed for a unified, consistent and optimal approach to running the rougher circuit. This paper describes the improvement in the stabilisation of the circuit achieved by the FloatStar level stabiliser by using the interaction matrix between cell level controllers and the results and benefits of implementing the FloatStar flow optimiser on the rougher train.

The ANZECC/ARMCANZ (2000) Water Quality Guidelines (the Guidelines) are the primary reference used in Australia and New Zealand for managing and regulating water quality. For most mining operations in Queensland, the environmental authority (EA – licence) incorporates the national default guideline values (GVs) for ecosystem protection as trigger levels (TLs). Exceedances of TLs ‘trigger’ further investigation and reporting. A review of the surface water compliance history at a metalliferous mine in North West Queensland identified minor exceedances of the cobalt GV as a common trigger for investigation and compliance reporting.The reliability of GVs is dependent on the availability and quality of ecotoxicology data for the relevant contaminant. The current national default GV for cobalt of 1.4 µg/L is classified as a low reliability GV due to the lack of available data at the time it was derived (ANZECC/ARMCANZ, 2000).The Guidelines are presently being revised and the toxicant GVs will be available as a set of web-based values and associated technical briefs. The new platform will enable the timely revision of existing GVs and inclusion of GVs for additional toxicants. Cobalt was considered a priority toxicant for the Guidelines’ revision, but was not included in the revision process.A preliminary review of the international literature indicated that at least 15 additional chronic cobalt toxicity studies had been published since 2000, sufficient to derive a high reliability cobalt GV using the protocols developed for the revision of the Guidelines (Batley et al, 2014; Warne et al, 2015). The Albany Conglomerate is a widespread geological unit found in northern areas of Auckland, New Zealand. It has previously been described as part of the early Miocene Waitemata Group which underlies most of Auckland. Much of the Waitemata Group comprises weak interbedded sandstones and mudstones, but also includes conspicuous conglomeratic units such as the Albany Conglomerate. The Albany Conglomerate comprises a well-cemented mixture of hard pebbles, cobbles and boulders of igneous and metamorphic derivation in lenticular beds. A number of tunnelling projects are planned for the near future in Auckland. Recent experience has shown that the variable features associated with the Albany Conglomerate can make selecting appropriate construction methods very challenging. This paper explores the engineering geological and sedimentological features of the Albany Conglomerate with respect to other conglomerates within the Waitemata Group and the potential implications on tunnelling projects in Auckland. When the human eye fails in the evaluation of quality parameters in the extraction of minerals the use of laser-induced fluorescence analysis (LIF) can supply more detailed information on the composition of rocks. On the basis of measurements of selected raw materials engineering concepts for the use of this method in the mining industry as an innovative system for horizon control of mining machines will be described and the most important analysis parameters, influencing factors and interference variables are presented.

Ion exchange (IX) as a primary production technique has been applied commercially since the 1950s; its application in the uranium industry continues to be widespread and is utilised to a lesser degree in the gold industry. The majority of ion exchange applications, outside of gold and uranium, have primarily been for secondary metal recovery and impurity removal. Newer developments in the application of ion exchange, as well as changes in regulatory requirements, are bringing about the wider use of ion exchange as a primary production technique not only for high value metals such as uranium, platinum group metals (PGM), refractory metals and rare earths, but also looking at base metals such as nickel and copper. The ability to build lower-cost, safer, less polluting processing plants with smaller footprints is driving a greater interest in IX, with the main competitors remaining solvent extraction and carbon-in-pulp/leach.
