The legislative operating environment, or the mineral regime, that a country has to offer is one of the key determinants that a company wanting to invest in an area takes into account in formulating its investment decision.   The New Zealand Government recognises this and the importance of getting the regime right in order to provide for continuing investment in mineral exploration and mining in New Zealand . In recent years, the Government has given considerable attention to developing legislation which provides for investment to take place; for those making the investments to have a stable, fair and open investment environment with government intervention only when considered absolutely necessary because other approaches are not working; and for the people of New Zealand to know that investment must meet acceptable health and safety standards and have acceptable impact on the environment. Also of key importance is having a clearly defined mining regime which includes rules on how to obtain a permit and rules in respect of ongoing permit compliance, rights to develop a mineral resource and permit conditions (in particular, the royalty regime). In New Zealand , these matters will all be addressed in what are referred to as 'minerals programmes'.   The Crown Minerals Act 1991, which is the legislation governing the allocation and management of permits for Crown owned minerals, requires that the Minister of Energy prepare minerals programmes. Minerals programmes establish the policies, procedures and provisions that the Minister shall follow in exercising his or her functions and powers under the Crown Minerals Act. Minerals programmes set out the principal reasons for and against adopting these policies, procedures and provisions and also restrictions on prospecting, exploration and mining for Crown owned minerals. Essentially minerals programmes define the mining regime for the minerals to which they apply, other than the taxation regime, environmental and health, safety provisions, land access matters and general matters concerning the investment climate.

The treatment of a hydrobiotite containing 0·64 per cent copper with various soluHons showed that a high percentage (up to 90 per cent) of the copper can be extracted under mild conditions (1 M BCI, 85°C) or withsaline solutions (20 per cent by weight NaCI or NH4F, 400°C). The latter results suggest that the copper is incorporated in the interstratified vermiculite of a vermicuHte-biotite mica and the solutions (NaCl and NH4F) which reacted with the vermiculite without attacking the biotite gave the highest extraction yields.In general, extraction yields with saline solutions increased with the temperature (between 100 and 400°C) and duration (3 or 6 days) of the treatment but were not appreciably affected by the initial pH of solutions.The results of RCI treatment especially may have a bearing on the hydrometallurgical treatment of refractory copper ores where copper is tied to gangue silicates.

In presenting this address I am conscious of the honour that has been paid me in my election to this important office, and I am very aware that I follow, in the position of President, many distinguished men who have led the Institute over the 70 years since its inauguration in Broken Hill in 1893.It is perhaps appropriate tonight that I intend to talk about a metal which recalls the birth-place of the Institute, and is also one with which I have had a direct association throughout the whole of my working career. This metal is Silver.Silver is associated traditionally in everyone's mind with money and silverware, and has always been prized for its natural beauty and elegance. It is today one of the few metals in which world consumption has outstripped production, and the events which have occurred to bring about this situation make an interesting story.In telling this story, I propose firstly to indicate our development as a silver producing country, give an historical review of the metal, trace its use as currency and the factors influencing its price, and then say something of the old and new uses of silver. During the last 125 years, the steel industry has witnessed revolutionary changes in the process of steelmaking. The Bessemer process was the predominant steel production technology during the last two decades of the 19th century. The open hearth process accounted for the lion's share of world steel production for six decades from 1910 to 1970. With the appearance of the LD process on the industrial stage in 1952, the importance of open hearth process declined and currently the basic oxygen processes are contributing more than 60 per cent of the world steel production. The LD process also led to the development of several other oxygen blown processes such as LDAC, OLP, OBM, QBOP, EOF, Clc.

Flue dust from the sintering of base metal sulphides was leached to remove cadmium and arsenic. Leach liquor contained cadmium, zinc and small amounts of other base metals as chlorides. Results are reported of the use of a cation exchange resin Zeocarb 225 to separate the base metals from the arsenic. The resin was eluted with sodium chloride or sulphate to give a solution of relatively concentrated cadmium suitable for recovery by zinc cementation. The limited solubility of sodium sulphate presented some practical problems which were investigated. Another problem was the precipitation of lead sulphate in the resin during elution.INTRODUCTIONWhen lead-zinc sulphides are sintered prior to smelting, the gases passing to the flue are mainly uncondensable but contain a certain proportion of sublimates and dust particles which deposit in the flue or are carried, after condensation in the gas stream, to some form of dust extraction equipment.The recovered dust is a complex mixture of base metal sulphates, sulphites, sulphides, chlorides and oxides, the composition depending on the original concentrates. A large proportion of the cadmium and some of the arsenic originally in the concentrates finds its way to this flue dust, the treatment of which can be a convenient means of removing these elements and controlling their concentrations in the main lead-zinc smelter circuit. However, disposing of this material represents an appreciable waste of base metals as well as a serious toxicity hazard.Sulphide Corporation Pty. Wattle Gully Gold Mines N.L. of Chewton, Victoria, has decided to replace its present battery plant by a new mill to treat a free milling gold ore, after fine grinding, by concentrating coarse gold in a jig concentrate for amalgamation, and fine free gold and auriferous sulphides in a flotation concentrate for cyanidation. This paper outlines the economic justification and advantages of this step. In a review of the present position at the mine, a history of the company is followed by a description of the ore and its occurrence.Present treatment practice in two separate battery plants is described. Treatment tailings assay 1 dwt/ton gold and a substantial part of this gold is finer than 200 mesh.Experimental work showing how recovery may be improved is discussed and alternative methods of concentrating coarse gold mentioned. It is decided that the most suitable method for recovering gold from the ore is by jig concentration plus flotation.The merits of various flowsheets incorporating these techniques in the existing plant and in a new plant are assessed. It is concluded that there is no advantage in extending or converting the existing two battery plants, and it would be more economical and satisfactory to build a new plant.An economic study shows that for a capital expenditure of £120,000 a new plant could be erected to treat 70,000 tons p.a., working a 5-day week, and return an additional 14.2/- per ton, or £50,000 p.a., in revenue over the existing plant. It is estimated the plant cost can therefore be recouped out of savings inside three years. This paper presents a design approach and analytical methods that were used for assessing the potential of static liquefaction and developing the mitigation measures for a tailings dams. The rigour of the design and analysis approach represented leading practise in the industry to address static liquefaction, which contributed to a robust design with high confidence and certainty. The salient features of our approach to static liquefaction included geotechnical investigation and tailings characterisation, static liquefaction screening assessment, static liquefaction triggering analysis, limit equilibrium analyses and numerical modelling of static liquefaction using the NorSand model, which was amongst the first tailings dam projects involving numerical modelling of static liquefaction using these methods.

Tyre costs constitute 20-40 per cent of the operating cost of large haulage trucks, and tyre pressure maintenance is an important factor in minimizing costs.In the past, control over the hot (built-up) pressures of earthmover tyres has been inaccurate and inconsistent because it has not been possible, in a practical way, to measure the tyre's contained air temperature.A method for measuring this contained air temperature has now been devised using a bi-metallic probe thermometer inserted through the valve stem. Using these measurements in conjunction with a pressuretemperaturechart drawn up using the general gas equation, very accurate control over hot tyre pressures is now possible.

The Bayswater seam of the Singleton Coal Measures is discussed in relation to its field occurrence and related li~hotype profiles. The seam is correlated throughout widely separated areas of the Hunter Valley with the Farrells Creek seam at Howick, Broke seam at Broke, and Saddlers Creek seam at Mt. Arthur. The unusual features of composition of the seam in relation to adjacent seams is dealt with in terms of the seam environment, particular attention being given to the sandstone at the base of .the seam. Petrographic and other data are used to support the arguments submitted.

This paper sets out to examine the possible relationships between three factors, they are, the rate of growth of world production of minerals, the growth of Australian production and the growth of scientific and engineering knowledge.The first two are quantified, in terms of tonnes and value. The third, an abstract concept "knowledge", requires to be quantified, in terms of manpower.A mathematical model, which has general application, was derived to demonstrate certain axiomatic premises and to define, more precisely, basic concepts related to the philosophy of knowledge.Finally a summary is made of education-cum-industry issues.

A study of flocculation of ultra-fine coal particles by ultrasonic waves was investigated on a laboratory scale.The coal suspension was dilute, with low ionic strength, and at pH 6·2.When a stationary sonic wave is set up in a solution containing suspended coal particles, it is believed that high and low pressure regions are alternately established at the half wave-length of the sonic wave and this resultsin the migration of coal particles towards the low pressure regions.As expected the flocculation is more effective as to frequency and the power of the ultrasonic waves is increased.The shape and size of the test equipment are also important variables.

This paper presents a waste rock treatment and rehabilitation program conducted at a metaliferous mine site in northern New South Wales from 2000–2013. It updates findings from 2005 for Program #1 (which examined acidity, leachable metals and tree growth in a control and three treated areas of waste rock) and includes new results for Program #2 (which examined acidity, plant uptake of metals and trace elements and tree growth in a control and four treated areas compared to undisturbed background levels) and Program?#3 (which examined the treatment and revegetation of submerged mine tailings and an exposed tailings beach).Program #1 showed low soil pH in the control area remained unchanged from years 1–14, and soil pH in the limed and capped areas was initially increased but fell back to starting levels within 12 months and remained low for 14 years. In contrast, soil pH in the Terra B area resulted in soil high pH immediately after treatment and increased in years six and 14 without further treatment. Tree height and density in 2005 and again in 2013 indicated acidity in the control, limed and capped areas suppressed tree height and density; however, in the Terra B area, revegetation in 2013 was comparable to undisturbed forest. Outcomes in the control, biosolids and three Terra B areas in Program #2 were similar to those observed in Program #1.Program #3 showed the submerged and exposed tailings initially had low pH and high concentrations of total and leachable metals before treatment, but these became non-leachable after treatment with Terra B. Revegetation was achieved on the tailings beach, with almost uniform colonisation of bulrush and common reed, along with bottlebrush and golden wattle; a variety of reptiles have also been observed on the revegetated tailings beach, along with migrating ducks, spoonbills and grebes.CITATION:Fergusson, L, Blair, D and Scutts, T, ?2014. A combination of novel and æclassicÆ methods, namely electric pulse disaggregation (EPD), hydroseparation (HS), preparation of monolayer polished sections, and mineral liberation analysis (MLA) was employed to study ores from platinum pipes (Bushveld Complex, South Africa), pristine PGE mineralisation of the Main Sulfide Zone (Great Dyke, Zimbabwe), as well as ancient and modern gold/PGM placer deposits. It is shown here that the EPD technique liberates mineral grains of interest without any visible destruction allowing the study and analysis of individual rock-forming and ore minerals, in our case especially platinum-group minerals. The HS method is an effective tool in concentrating heavy minerals by factors up to 10 000 fold. As near-total recovery of grains >10 ¦m is achieved, the nugget effect can be overcome also in case of limited availability of samples (drill core, museum specimens). The MLA technique is a fast tool to detect and characterise mineral phases in ores and ore processing products. Many mineralogical parameters of individual grains and mineral assemblages can be deducted and documented. The results show that the techniques employed, either on their own or in combination, provide a wide range of additional information especially on platinum ores which is beneficial to both the researcher and the metallurgist.

Active explosion barriers are used to contain and suppress a methane gas and/or coal dust explosion propagation, including localised mine fires. Early research indicated that these active explosion barriers could be used on a mechanised cutting machine, making it the only technology that could suppress an explosion during its propagation phase at the cutting face. Thereby not only adding protection during mining operations but also reducing the development of toxic gases, fatal temperature increase and fatal overpressure build-up. During their evolution over the last two decades, further advantages of Active explosion barriers were proven in mine operations in countries such as South Africa and China. Characteristics such as effectivity, efficiency, mobility and space restrictions allow these systems to be used in various locations within a mine operation, including highwall operations. This improved technology contribution to safer coal mining was recognised by mine operators, workers and regulators. The Queensland’s Recognised Standard 21 (Resources Safety and Health Queensland (RSHQ), 2021) stipulated active explosion barriers as a technology to ensure the safety within their underground coalmines. The mobility and flexible implementation of the active explosion barriers allow a feasible and practical solution for all critical locations for explosion and fire management in an underground coalmine. The conformance to the Recognised Standard can be achieved all underground coal mining operations such as Bord and Pillar, and Longwall mining. This paper describes the conformance, implementation and use of Active explosion barriers for Longwall mining and development as well as Bord and Pillar mining in Queensland’s underground coalmines.

New 40Ar/39Ar dates of vein and wall rock adularia from seven epithermal deposits and one porphyry copper prospect help constrain the ages of mineralisation in the Hauraki Goldfield. Vein adularia from the Paritu region yielded a single 40Ar/39Ar plateau date of 16.315 ¦ 0.066 Ma. Five 40Ar/39Ar plateau dates of three samples of vein adularia from the Opitonui deposit overlap within error to yield a preferred age of 13.149 ¦ 0.016 Ma. Two samples of vein adularia from the Night Reef at the Broken Hills deposit yield exceptionally flat 40Ar/39Ar plateaus, and all dates overlap within error to provide an age of 7.121 ¦ 0.010 Ma. Two 40Ar/39Ar plateau dates of one sample of vein adularia from the Wharekirauponga deposit overlap within error to provide an age of 6.318 ¦ 0.061 Ma. Four 40Ar/39Ar plateau dates of three samples of vein adularia from the Maratoto deposit overlap within error to provide an age of 6.411 ¦ 0.022 Ma. Two samples of adularia from altered wall rock at the Sovereign deposit yield three 40Ar/39Ar plateau dates that range from 6.547 ¦ 0.021 to 6.806 ¦ 0.028 Ma. This suggests that mineralisation formed around 6.6 Ma, but the results are complicated because the adularia contains minor illite that post-dates adularia formation. Results from the Karangahake deposit are complex. Two samples of vein adularia yield three 40Ar/39Ar plateau dates that range from 6.116 ¦ 0.116 to 6.901 ¦ 0.101 Ma, whereas one sample of wall rock adularia that contains minor late illite yields two 40Ar/39Ar plateau dates that overlap within error to provide a date of 5.734 ¦ 0.041. The range of dates indicates that more work is necessary to understand the history of mineralisation at this deposit. Two samples of vein adularia from the Tui deposit yield four 40Ar/39Ar plateau dates that overlap within error to provide an age of 5.714 ¦ 0.017 Ma. These results confirm previous work that indicates that the ages of epithermal deposits young southward in the Hauraki Goldfield. These results are also consistent with previously postulated different ages for deposits hosted in Kuaotunu Subgroup rocks in the northern goldfield (>10 Ma), and deposits hosted in Waiwawa Subgroup rocks in the southern goldfield (7.1 to 5.7 Ma).

This paper briefly describes the shaft, including sinking, steel sets and their installation, shaft equipment and winders.INTRODUCTIONThe New Broken Hill Consolidated Ltd. Service Shaft is a vertical concrete-lined circular shaft, 20 ft. in diameter with -steel sets spaced at 12-ft. centres. The diameter of 20 ft. was established as the minimum that would enable the shaft both to house the proposed hoisting and service equipment and to satisfy ventilation requirements as a downcast airway. The 12-ft. set spacing was based on South African practice in similar types of shafts.The shaft extends from the surface to 28 ft. below No. 22 Level, a total depth of 3,194 ft. Sinking was commenced in September 1946, and equipping completed in January 1955. Initially the shaft was sunk and concrete-lined to a depth of 52 ft., using a stiff-legged crane and clam-shell grab for mucking. Operations were suspended at this depth to allow the installation of the steel sinking head-frame, winders and ancillary equipment.Sinking and concreting were recommenced after four months and continued to a depth of 1,035 ft. 6 in., where the shaft connected with a pilot opening. The concrete lining was poured as sinking progressed and was piped from the surface to this depth, after which all concrete was lowered in buckets and discharged through a distributor suspended in the shaft. A cycle of stripping to the pilot opening and concreting was continued until the shaft reached No. 22 Level. From this level the remaining 28 ft. was sunk full size. All plats were cut and concreted as sinking progressed.

Now ten years on, this paper provides an overview of the present relationship and arrangements, including the continued transformation of the alliance model and maturing of the relationship contract.These are challenging times, with increasing cost and regulatory pressure driving change in the broader energy and resources industry, and locally including both the mining and power sectors at Loy Yang. Flexible models to achieve a balance between internal personnel and access to key external skills, whilst achieving value for money and transparency, is increasingly critical. The right drivers and performance measures are essential, particularly when confronted with potential major technical and environmental risks (considering significant ground failure and fire events that have occurred elsewhere within the Latrobe Valley over the last decade) within a sector that is reducing costs and optimising production.This case study discusses the alliance status and changes, reasons behind adjustments and what the future is likely to hold. The paper also explores the validity of the original objectives and the extent to which they have been achieved. The philosophy of the alliance is to continue closely aligning the objectives of the two companies in the best interests of the Loy Yang site and immediate surrounds/stakeholders. The risk assessment of mining projects is directly related to the possible failure in estimating, and as estimates are made from sampling results, this activity should be done in a judicious and planned manner, to avoid surprises at the start of project operation. Pierre Gy’s (1995) sampling theory addresses the issue of sample representativeness and indicates that only the certainty that the sampling procedure was performed with quality may result in samples being recognised as representative. To validate the representativeness of samples from sampling boreholes selected for studies of mineral processing, the team of geology resource assessment of VALE has proposed a methodology based on the use of statistical analysis tools, which in addition to considering the spatial distribution of these samples in deposit, considers whether they are representative of the populations studied, allowing the geologist to make a quick analysis of sample representativeness.
