In 1944 some ten or so pieces of legislation impacted on the mining industry. Today in excess of 80 in one way or another apply to the Northern Territory miner. This paper will look at the nature of the legislation that has been introduced and the reasons for its introduction. During the Second World War the mining of resources such as iron, tin etc for the war effort set the platform for the subsequent expansion of the industry in the post-war years. Thereafter, the change in attitudes over the years that have resulted from a more conscious public and more responsible governments and developers associated with the recognition of the legal rights of others and the threat of litigation, will be traced. With a major review of the Northern Territory Mining Act currently in progress, this paper will view ANZMEC's foreshadowed preference for a National Code and the NT's intent of drawing some commonalities with other states of Australia to achieve this aim. Finally, the questions of over-regulation and whether existing legislation is complete will be addressed. From this it is foreshadowed how legislation may develop during the lead into the 21st century.

Installing ground support correctly is not an easy task, whether lack of operator training, poor ground conditions or underperforming equipment. Confirming the quality of installation can help with planning and remedial works and help to maintain a safe working environment. A 2?m bolt with 700?mm of encapsulation will pass a 10?t pull test (assuming ground conditions permit); however, it will not provide any data of the unencapsulated length and thus the ability to withstand corrosion. Complimentary testing in the form of non-destructive testing (NDT) can provide factual data that leads to the assessment of the quality of the encapsulation. By improving the quality of the encapsulation, the risk of corrosion is reduced, the ground support durability is improved and hence the asset life is enhanced.This paper presents a case study of a trial using the NDT system RokTel™. Installations of varying quality were installed and tested. The characteristics tested were corrosion, load and free length. These characteristics can be tested and assessed for cable bolts, thread bar bolts and split sets. Mining education in Ballarat has a long and proud history dating back to the 1870s. Today the School of Engineering continues this tradition at the University of Ballarat. The recent review of Tertiary Minerals Education by the Minerals Council of Australia has questioned the current situation regarding Minerals tertiary education in Australia and recommendations have been made regarding the future of minerals tertiary education. This paper initially examines the original recommendations made by the Minerals Council of Australia and assesses subsequent changes made to these recommendations. Secondly the paper outlines the future shape of mining education in the light of these recommendations given that they are implemented. Finally the future delivery of mining education is discussed, particularly with respect to the impact of modern technologies.

This paper has been developed for æThe Race for SpaceÆ conference. It ranges over various aspects, all of which are within the umbrella of marketing. The question is posed because many engineers, tunnelling and other specialisations, frequently demonstrate an unwillingness to embrace marketing. The accurate reply is probably à ænot an engineer!Æ The paper identifies some of the possible explanations for this reply. The vast majority of the themes, ideas and principles are based on more than 25 years actual experience for the author with Engineers, Tunnelling and other disciplines. This experience has been gained with leading consulting engineering practices; some of the worldÆs largest construction contractors together with other organisations employing engineers in the public, private and tertiary sectors in the UK; US; Europe; the Middle East and throughout Australia and New Zealand. Hancock Prospecting Pty Ltd (HPPL) drilled two deep diamond stratigraphic holes (ECD0001 and RHD0296) within the eastern Fortescue Valley in the Pilbara of Western Australia. Located south of the Roy Hill Iron Ore project, the holes aimed to define the stratigraphy of the Marra Mamba Iron Formation (MMIF) of the Chichester Range and its south-dipping extensions below recent cover. Previous attempts to define the MMIF of the Chichester Range have resulted in differing interpretations due to the data available at the time.The unweathered MMIF beneath the Fortescue Valley in the HPPL drill holes is characterised by dolomitic carbonate interbedded with stilpnomelane-rich shales, chert and banded iron formation (BIF) with hematite staining. This intersection equates to ~75 m of carbonate-facies iron formation, as opposed to the ~230 m thick oxide-facies BIF and shale sequence encountered south of the Fortescue Valley.Various detailed geological core analyses and interpretations from ECD0001 and RHD0296 were integrated with regional diamond and reverse circulation (RC) holes from across the Fortescue Valley. Interpretation of the data indicates that the eastern Fortescue Valley MMIF represents a thinned thickness sequence of the whole formation. The MMIF of the Chichester Range and Fortescue Valley has gamma logs that correlate strongly in parts to the type section used for MMIF south of the Fortescue Valley. Therefore, the outcropping MMIF in the Chichester Range represents an eroded equivalent of the æreducedÆ thickness MMIF observed in ECD0001 and RHD0296.Data from deep diamond drill holes across the valley, from the Hamersley Basin to the Carawine Basin, were correlated. The correlation shows that the depositional site of the MMIF in the HPPL diamond drill holes is consistent with a proximal ramp setting, in which iron-rich shales wedge up-palaeoslope and shelf-derived carbonate turbidites wedge down-palaeoslope. Not only is it the occurrence of these shales that define the MMIF, but they also determine the northward potential to develop orebodies, as they are the source of iron from which iron-rich oxides and carbonates of metamorphic or diagenetic origin form.CITATION:Hurst, J, KrapeP, B and Hawke, P, 2013. Best practice mine sampling should provide a detailed quantification of all potential sources of error at each stage of sampling, sample preparation and assaying.Quality assurance (QA) should include testing for and quantifying potential sampling errors, and should be the basis for establishing ongoing sampling protocols, should set error limits and define quality control (QC) procedures. The world reserves of high-grade iron ore have depleted necessitating the need to utilise any existing natural iron ore deposits to meet the demands of the world’s expanding economy using hydrogen in the reduction process to curb CO2 emission. These low-grade ores include iron ores with high phosphorus content. The thermodynamic conditions in the blast furnace allow for the reduction of phosphorus that readily dissolves into the molten iron. Phosphorus in the gaseous state readily dissolves into the molten iron and therefore must be removed due to its negative influence on the mechanical properties of steel. The removal of phosphorus from molten iron is difficult causing the phosphorus to concentrate in metallic iron. The aim of this study is to provide basic knowledge on the phosphorus distribution after reduction using the CO-H2 and possibly provide the optimum conditions for phosphorus partitioning into slag, increasing the probability of its removal by magnetic separation. Total porosity, pore size distribution and surface area of the pellets used were measured using a mercury pressure porosimeter. The reduction was carried out using thermogravimetric analyses (TGA). The reduction rate increased with increasing H2 and was highest when 100 per cent H2 was used. Metal elements distribution in the reduced pellet was clarified using electron probe microanalysis (EPMA) and showed that phosphorus was distributed in the same areas as Ca. More phosphorus was concentrated in slag when 50 per cent CO–50 per cent H2 was used, increasing the probability of dephosphorization using magnetic separation. The concentration of phosphorus into slag was related to the rate of reduction. Further investigations into the reduction kinetics of this ore by CO-H2 is suggested to validate these findings. Nevertheless, a comprehensive thermodynamic analysis of the reduction of phosphorus containing phases found in iron ore with carbon, CO and H2 was provided to assist in selecting the optimal reduction experimental conditions.

Peak Gold Mine is a new gold and base metal mining project being developed by Enterprise Metals (a 100 per cent subsidiary of CRA) at Cobar in the centre of New South Wales. The Cobar district has a long history of copper and gold mining operations stretching back to the 1870s. Extensive gold and base metal mineralisation was discovered at the Peak in 1981 below a series of gold mines which had been active around the turn of the century. Evaluation of the deposit through the 1980s led to CRA's decision to develop the project for production at a capacity of 450 000 tonnes per annum in late 1992. The project has been developed with a green fields approach despite the long history of mining in the local area. This approach has lead to several innovative ideas being trialed at the site which are expected to result in the operation being a low cost producer of gold and base metals.

The minerals industry, as many other industries, has a wealth of indicators and a thriving æindustryÆ in their development, measurement and reporting. It is natural for this to occur for a new endeavour. However, perhaps it is time for the community concerned with minerals industry indicators to ask whether we have achieved a certain maturation whereby proliferation of indicators may be replaced by a more disciplined and constrained approach. In many natural and engineered systems, thermodynamics provides well-understood and tested constraints. Indicators that are uninterpretable in this framework are not considered acceptable. This paper provides initial evidence that such a formalism may be possible for mine sustainability. The formalism developed does not claim to have the rigour of thermodynamics. However, it does provide a first step towards formalising selection of indicators on the basis of their true comprehensibility. A set of simple equations is developed that represent the conventional five capitals (actually we use six because we separate renewable and non-renewable natural capital) and how they are linked. This is coded into a simulation model. The base equations are then used to develop a system level indicator of sustainability performance, which is asserted to be a reflection of the mineÆs reputation. We define a least sustainable state, termed æmaximum revenue mining (MRM)Æ in the system and define the degree of system sustainability as how far the system is from the MRM. We then introduce a simple mechanism whereby different actors can express differing views on the emphasis for the distance from MRM. Sustainability thereby becomes a non-unique thing that is defined by a distance from MRM and a set of preferences across the capitals.

The case study is based on the largest ore deposit at Mt. Lyell; the Prince Lyell deposit, comprising a regular lensoid mass of dissemina- ted and vein pyrite-chalcopyrite mineralisation. Reserve estimation employs conventional techniques, based on diamond drill hole and relevant development sampling data. Probable ore reserves are estimated using the contouring (isoline) method an longitudinal projections for ore thickness and accumulation (m %Cu) at a '0.8% Cu' cutoff. Final stope and pillar res- erve estimates (proved ore) are derived from designed ring tonnages and contoured accumula- tion for individual mining units, following more intensive sampling. Systematic grade control procedures have been adopted and individual stopes and pillars reconciled against mill production. The proved ore estimates have been found to com- pare favourably with the reconciled production.

Over the last 100 years in the Polish mining industry considerable work has been done to assess optimum slurry, develop flexible delivery systems and adjust the fill technology to a wide variety of mining and geological conditions. Sand or industrial mineral waste materials for the backfilling of underground voids are used to control ground movement and surface deformation. This paper discusses various criteria to he considered in the preparation of a fill, including slurry properties, mine infrastructure, mining geometry, placement methods and the purpose of the backfill. This paper presents laboratory and in situ test data on the influence of materials parameters on the slurry flow in a pipeline system, stiffness, permeability, binding time and strength of a backfill, on the distribution of mixture in underground voids or the penetration between roof fall Materials.

New Celebration Gold Mine is located 35 km SE of Kalgoorlie, Western Australia, in the Archaean Kalgoorlie-St Ives Greenstone belt. The leases total 119 sq kms and arepart of a joint venture between Newmont Australia Ltd (as manager) and Mt Martin Gold Mines N.L. Mining commenced in August, 1986 and is now producing over 115,000 ounces of gold per annum. A variety of gold mineralisation styles with a total resource of 23.5 million tonnes at 2.19g/t are associated with shear zones at New Celebration. Gold production is co-ordinated from 7 open pits with others planned to com- mence soon. A large scale underground trial mining operation has com- menced with a decline on the hanging wall of the main producing orebody, Hampton Boulder. Millfeed produced is classified on the stockpile according to grade and metallurgical performance and blended tomaximise throughput while main- taining grade through a CIL treatment plant currently operating at 1.7 million tonnes per year.

Globalisation and consolidation is resulting in the mining industry coming to be dominated by a small number of very large companies seeking to lever assets and knowledge to create wealth. As an important service provider to the mining industry, the minerals tertiary education sector needs to understand these global drivers and respond to them. However, it is under-resourced and its sustainability is under challenge in all Western countries. Through the establishment and funding of the Minerals Tertiary Education Council (MTEC), the Minerals Council of Australia (MCA) has provided a unique opportunity to build a national, world-class minerals tertiary education environment in Australia that can be sustained in the long-term. This paper reviews how the global changes occurring in the mining industry provide the model for what needs to occur in the minerals education sector and how MTEC is the logical vehicle to facilitate these changes. It concludes by suggesting that the time has come to integrate the minerals tertiary education providers into one business. Furthermore, the vision should be for a global mining education academy based around a virtual university capable of servicing the cultural diversity and continuing education needs of the global minerals industry.

The approach to risk management during the procurement of major projects often has a significant outcome on the ultimate delivery of a project. The NZ$1.4 B Waterview Connection project is the largest and most complex project yet undertaken by the New Zealand Transport Agency (NZTA) and the procurement process for an alliance contract was refined to provide compliance with the International Tunnel Insurance Group (ITIG) Code of Practice for Risk Management of Tunnel Works (TCoP). The principle of shared risk within an alliance incentivises a common understanding of project risks prior to finalising the alliance agreement and therefore enables superior risk management through design, construction and beyond. Risk management practices need to be instigated well in advance of commercial phases, so that commercial competition does not lead to a significant elevation of project risk. In particular the practice of gaining commercial advantage by taking on a potentially unmanageable level of risk is one of the outcomes to be avoided by the TCoP.During the procurement phase the NZTA placed high value on design and construction mitigation measures proposed in order to address ground risks, as is appropriate for a major tunnel project. In order to achieve alignment on the level of geotechnical risks an Alliance Geotechnical Baseline Report (AGBR) process was developed.This paper describes the measures taken during the procurement process to achieve certainty with respect to outcomes and minimise project risks whilst also achieving value for money. The stratiform and vein-type pyritic silver-Iead-zinc-copper sulphide deposits of Sunny Corner, NSW are hosted by acid volcanic and clastic sedimentary rocks of Middle Silurian to Early Devonian age. The rocks have been subjected to low-grade regional metamorphism (prehnite-pumpellyite facies) and three phases of folding and four faulting events are recognised. Pyrite is intensely fractured, indicating brittle deformation. Chalcopyrite and galena exhibit deformation twins and slip planes indicating ductile deformation; sphalerite and chalcopyrite show straight and curved grain boundaries and dihedral angles of 120° as evidence of annealing recryslallisation. Sulphur isotope ratios for 22 samples from five deposits range from 1.7 to 10.7 per mil and average 7.4 per mil. Sulphur isotope data are similar to those from other stratiform sulphide deposits in acid volcanic rocks of Late Silurian age in the eastern Lachlan Fold Belt, especially Woodlawn and Captains Flat and together with other features of the mineralisation, suggest a volcanic exhalative origin for the Sunny Corner deposits.

Efficient pre-concentration using natural and induced deportment starts with effective blast design. Leveraging these characteristics using Size-Based Grade Engineering® techniques requires detailed understanding and measurement of the particle size distribution (PSD) of the Run of Mine (ROM) ore. In turn, blasts must be designed to optimise fragmentation for the pre-concentration method. To be successful, fragmentation outcomes must be predicted and measured as part of the blast design process to account for the response ranking of the rock mass. The upgrade achieved using Size-Based Grade Engineering® methodologies will rely on the proportion of feed that reports to the screen undersize, so particle size distribution of the feed stock is of paramount importance if the potential benefits are to be achieved and maintained. Measuring actual fragmentation in the ROM ore and comparing with predictions allows the modification of subsequent blast designs to optimise fragmentation for pre-concentration scenarios. Automating this process can deliver significant increases in productivity and mine site profits. This paper discusses the importance fragmentation plays in Size-Based Grade Engineering® and explores technologies and methodologies used to measure it, consistently ensuring the best outcomes.

It is the role of the exploration geologist to create wealth through the discovery, delineation and characterisation of economic mineralisation. This requires a critical depth of geological understanding.Unfortunately, the resource industry is well known for its cyclic nature. Many of the current generation of workers have only ever experienced the boom of the ‘super-cycle’ and are only just discovering the negative side to the business. For the case of the geologist and especially the exploration geologist, the magnitude of peaks and troughs are usually amplified and may become destructive to all parties. During the uptime a healthy stream of exploration good news becomes the staple diet of company releases, in particular those of junior companies attempting to bolster the share price. The geological knowledge and experience gained thus forms a significant and integral part of the value and therefore, future of a company. On the downturn it is often viewed that geologists are a luxury, an optional extra and a burden on the bottom line with companies entering a period of memory loss and myopia.Retention of geological knowledge however remains critical as projects, companies and cycles mature. Beyond exploration per se, this knowledge becomes both fundamental in de-risking and commercialising an asset (through development or divestment) and in positioning the company for cyclic or counter-cyclic opportunities.The growth and retention of this knowledge base is difficult to quantify in terms of direct value but becomes one of a successful resource companies greatest assets. At worst, its loss can lead to millions of investors’ funds wasted on missed opportunities, drilling, or poorly designed plant and mine.But the rocks are around for the longer haul and pay little notice to the vagaries of the scurrying of Man.This paper reflects on some of the authors own observations through 25 years of iron ore exploration, in why it is critical to always rigorously question the prevailing geological (mis)understanding and the technical and commercial benefits which that may bring, and looks forward to the future.CITATION:Kepert, D, 2015. The history of gold dredging in New Zealand, leading to the develop- ment of the `New Zealand Type' dredge is considered. Much of this infor- mation has come from contemporaneous publications by the New Zealand Department of Mines. Alluvial gold production declined after 1902, and ceased completely in 1982, but is now rising again. The progress of the New Zealand alluvial gold mining industry is considered, together with some of its more exceptional successes. Recent developments are com- pared to those of the past.

Across the life-of-mine, water is both an essential commodity to mining, and one of the most significant hazards. In Australia, a land of drought and floods, availability of water is a critical strategic risk for mine sites and neighbouring stakeholders, with both insufficient water leading to curtailed operations and contested space, and extreme water closing operations through flooding of mine sites, transportation infrastructure and unplanned regulatory restrictions. In addition to these major strategic risks, water must be addressed in operational risk management activities in many different ways.This paper develops a set of categories for classification of water risks based on academic papers from the water in mining literature. These categories are applied to media content analysis of articles in International Longwall News (ILN) (an online coal industry news site) obtained with the search terms ‘water’, ‘rain’ and ‘flood’. Identified risks are discussed within the context of the life-of-mine. The paper uses these same categories to analyse the treatment of water risks in a new coal industry risk management body of knowledge called RISKGATE (http://www.riskgate.org, Minerals Industry Safety and Health Centre, The University of Queensland). The discussion of water risks in both INL and RISKGATE is compared and contrasted to pinpoint opportunities (and a roadmap) for further development of a specific RISKGATE water module for site-based operations. Since 1969, a substantial number of geophysical methods have been applied in the search for porphyry copper and mesothermal type -sulpha-de deposits. These have assisted with geological mapping as well as the definition of various sulphide depos-its. The application of these methods at the Frieda-Nena deposits, Papua New Guinea, can be used as a case study for exploration in other parts of New Guinea.In 1993, Highlands Gold Limited carried out an intensive geophysical program over the Nena deposit. The methods employed included, CSAMT (controlled-source audio magneto-tellurics), airborne and ground elect-romagnetics, IP/resistivity and ground magnetics. The magnetic method was used as a regional mapping tool as well as a way of mapping alteration zones over both the Nena and Frieda River copper deposits. Electromagnetics, in part-icular FLAIRTEM, is a rapid reconn-aissance tool as well as a detailed mapping tool for the location of Nena-style massive sulphide deposits. IP/ resistivity is an expensive but most useful tool for mapping out Frieda porphyry copper style disseminated sulphides as well as Nena style deposits. It can be used to define drill targets in areas of difficult Access.a
