The preamble to the mining Act sets out that such Act is to provide for the encouragement and regulation of mining within the State of Queensland. This paper will attempt to follow the legislative path of such aim and in particular to show what part Mining Wardens play in the administration of the Mining Act.The Mining Act empowers the Governor in Council to constitute Mining Districts and Mining Fields and to appoint any duly qualified officer of the Public Service of Queensland to be a Warden or a Mining Registrar. As a matter of practice Stipendiary Magistrates who hold office in the major centre within a Mining District are appointed Wardens and Clerks of the Court are appointed Mining Registrars. In some districts where there is no Stipendiary Magistrate the Clerk of the Court is appointed an Acting Warden with all the powers of a Warden. Every Warden so appointed is a Warden for the whole State.To achieve impartiality Section 74 of the Mining Act provides that a Warden shall not hold or be entitled (directly or indirectly) to the benefits of any share or interest in a mining tenement or mining venture and provides a penalty of $1000 or imprisonment for six months or both, for contravention of such section.

"There have always been development projects that fall short of expectations. In the last decade, we have seen more than the usual number of mining and oil/gas development projects taking significantly longer to develop and costing materially more than expected. The recent resource-equity market slump proves that investors are now far more cautious about investing new capital in the mineral and petroleum resources sector.What have we learned since 2005? Why have projects missed their targets? Why do investors often feel misled?Valuation of a project and the estimation of value is a more complex process than the evaluation of the merits of project development. The merit of project development can be clear from a prefeasibility evaluation, but this is no reason to skip the rigour of a feasibility study. The valuation of any project that is developed with any added risk should be discounted for this added risk.The development of a project impacts on other stakeholders, and the indirect cost of these impacts can have material implications for the cost structure, time and ultimate valuation of the project for its financial backers. The development of new projects (and thereby supply) can also have an impact on commodity prices, and therefore an impact on returns for financial backers.This paper will provide commentary on the author’s experiences and observations as a project developer and operator for 25 years, before becoming a project financier a decade ago.CITATION:Rozman, L I, 2016. The Overall Slope Angle (OSA) of pitwalls plays a crucial role in the financial return of an open pit mine. In current practice, pitwall profiles are designed to be planar in cross-section within each rock layer, ie the profile inclination across each layer tends to be constant. A new slope design software, OptimalSlope, has been recently proposed to determine the geotechnically optimal profile shapes for the pitwalls of mines. OptimalSlope seeks the solution of a mathematical optimisation problem where the overall steepness of the pitwall to be designed is maximised for an assigned stratigraphy, rock properties (unit weight and strength) and Factor of Safety. The geometry of the benches is provided as input to OptimalSlope. The results obtained so far on three mine case studies in isotropic rock masses (Utili et al, 2022; Agosti et al, 2021a, 2021b) show that optimal profiles are up to 5° steeper than their planar counterparts – ie the planar profiles exhibiting the same FoS – leading to realising significant saving on waste rock and as a consequence Net Present Value increments and carbon footprint reductions. OptimalSlope algorithms have been modified to deal with anisotropic rock masses characterised by direction dependent shear strength. In the paper, the case of rock masses in banded iron formations (BIF) is tackled. A data set of anisotropic rock shear strengths typical of Western Australia is considered. The Snowden modified nonlinear model was employed to characterise the anisotropy of the rock mass shear strength. From the OptimalSlope simulations performed emerges that optimal pitwall profiles can increase significantly the Overall Slope Angle in comparison with planar profiles featured by the same Factor of Safety. LEM stability analyses of all the profiles were also performed by Rocscience Slide 2 to independently verify the FoSs of the optimal profiles obtained.

The emphasis on steel recycling through the introduction of the scrap based mini-mill concept is also matched with a desire for greater product quality and reduced environmental impact, which, in turn, has generated important innovations. There have been significant advances in the technology for recycling steel over the last 20 years and this paper will provide an overview of these developments and discuss future directions in steel recycling including scrap management, control of tramp elements, electric arc furnace technology and ladle metallurgy.

Safety management, both personal and that associated with catastrophic hazard, helps to define the success of mining companies. Personal safety management, often categorised by slips, trips and falls, has been widely addressed, with numerous approaches successfully adopted. Catastrophic hazard can lead to a single accident (eg ground collapse, underground fires etc) causing multiple fatalities. Catastrophic hazard management in mining is an emerging discipline, and as such there are various pitfalls to demonstrate its effectiveness and success; it is much more than simply meeting regulatory requirements. Various standards, guidelines, and leading practices are available for reporting key performance indicators. While measuring and reporting safety related key performance indicators (KPIs) such as Total Recordable Injury Frequency Rate (TRIFR), Lost Time Injury Frequency Rate (LTIFR), are important, they often lack detail, and give little insight into the effectiveness of catastrophic hazard management strategies and controls. Catastrophic hazards are low likelihood, high consequence events, and as such demand a different management approach. Companies cannot use the suite of personal safety metrics to help demonstrate management of catastrophic hazards. In-field verifications have revealed that senior management commitment to safety is often clear, well organised, and resourced. However, there are often some inconsistencies between what management promotes and plan, to what the operational teams understand and implement. Communication and clear understanding of expectations were the common themes identified to help empower supervisors to reinforce requirements of catastrophic hazard management. A lack of specific, measurable, and time-sensitive goals and objectives for the short- or medium-term, making it challenging to track progress was another key observation. Development of an integrated, multi-disciplinary auditing process executed by an experienced team of technical subject matter experts, provided an in-depth understanding of the requirements of catastrophic hazard management. Areas such as underground fire prevention, explosive storage, electrical safety, mobile vehicle interactions, ground control, inrush, and shafts and winders management have substantial overlap and intertwined processes, and similar strategies for emergency responses. Auditing of catastrophic hazards and safety management systems compliance is only the first step in safety assurance. Completing operational performance audits in technical areas and benchmarking the site verification of safety management documents and verifications forms a critical part to clearly demonstrate industry leading safety practices. No longer is it the external inspection or regular hazard management plan review requirements that dominate, but rather the culture of continual hazard identification, management, controls verification, underpinned by improvement and follow-up verifications of the corrective actions.

In this paper, we developed and implemented a fuzzy logic expert system capable of evaluating the degree of sustainability within the context of gold mining operations. The newly introduced approach of evaluating sustainability in the gold mining industry has the merit of sufficiently handling diverse, sustainable, development-related qualitative and quantitative data owing to fuzzy logic technology capabilities in dealing with linguistic syntax. The economic, environmental and social indicator inputs were independently evaluated and then combined with the aid of fuzzy logic to provide an overall sustainability index on a scale of zero to one. A total of 66 independent indicators were identified and applied in our model. The novelty of this work lies in providing a coherent numerical and automated approach in evaluating sustainability in the context of gold mining operations. In addition, the model can aid policy- and decision-makers in arriving at consistent decisions regarding the degree of sustainability on various aspects of gold mining operations. The functionality of this model will be illustrated through several examples.

Rock mass discontinuity mapping plays a crucial role in developing a reliable Discrete Fracture Network (DFN), providing insights into the distribution of geometrical and mechanical properties of discontinuities. This enables an accurate assessment of geotechnical infrastructure and mining excavations. Data obtained through conventional mapping approaches are substantially limited by factors such as accessibility and subjectivity. Moreover, these conventional methods may pose inherent risks due to manual techniques, exposing practitioners to potential dangers. Recent digital developments in remote surveying techniques offer opportunities for safer and more reliable rock mass discontinuity surveys. These technologies allow extensive three-dimensional surveying and the production of high-resolution 3D surface models, applicable at any time. This paper presents a workflow for digital discontinuity mapping employing drone technology and photogrammetry. Additionally, the capabilities and challenges of applying artificial intelligence (AI) algorithms in the rock mass discontinuity characterisation process are discussed.

Taquari Vasouras potash mine (Vale Fertilizantes) has many interesting features including virgin rock temperatures of 50¦C at depths of 700 m. The mine has a relatively small shaft system with limited ventilation carrying capacity, which was not adequate to exploit the full extent of the deposit. This limitation was overcome by installing two large-scale recirculation systems with underground reconditioning centres. This paper describes this unique mine ventilation and cooling system and some of its history over the past two decades. The two controlled recirculation systems have been operating safely for some ten years and the use of large-scale recirculation has been a fundamental component in the increase of production and extending the mining further-and-further from the shaft centre. The recirculation systems have played a huge role in the mine profitability and comprehensively extending the mine life. The paper also discusses a number of novel design and operating features such as reverse running pumps for energy recovery. The underground chilled water system design required a number of special safety features in order to minimise the risk of water leakage since this could be catastrophic in a potash mine. This paper describes a good example of a mine in which the final ventilation and cooling system design ends up very different to what was envisaged at the greenfields stage.CITATION:Bluhm, S, Funnell, R and de Oliveira, L, 2013. In July 2006, ten Mining Engineering students and Associate Professor David Laurence from the University of New South Wales (UNSW) participated in the universityÆs inaugural overseas mining field trip. The ten-day trip to western Canada involved visits to two mines in British Columbia, the Diavik Diamond Mine in the Northwest Territories and the Syncrude oil sands operation in Alberta. Importantly, the groupÆs main objective was to gain a global understanding of todayÆs mining industry by observing the different cultural, legal, social and environmental setting found in Canada. It should be noted that the entire trip was planned, organised and directed by the students and benefited from extensive industry support both in Australia and Canada. This report intends to provide an overview of the field trip and describe to a limited extent the Canadian approach to mining.

Over the past 20 to 30 years statistics as a science has grown in significance. Not a day passes without reference to the latest statistics by the print, audio and audio-visual media. The Northern Territory Government has been part of this growth and like other public and private sector organisations collects a broad range of statistics. The Northern Territory Department of Mines and Energy participates in the government's statistics collection process. Statistics collected and published by the Department of Mines and Energy include geoscientific; mining and exploration tenure; environmental (e.g. mine site waste water management); production of minerals, oil and gas; mining sector employment; and occupational health and safety. The importance of statistics collection to the Northern Territory Government is discussed in the paper.

Ilmenite (FeTiO3) is the primary global source of titaniumdioxide which is commonly used as a whitening agent in papermanufacture and a pigment in paint manufacture. In WesternAustralia ilmenite is processed by the Becher process (Becher,1963, Becher et al, 1965) where ilmenite particles are feddirectly into the furnace with coal and heated to form acomposite of elemental iron and TiO2. The mining industry continues to have major disasters (Bingham Canyon, Pike River, Upper Big Branch, Mount Polley and Samarco), which often have a devastating effect on the enterprise, in terms of personnel deaths and injuries, environmental destruction, and financial and reputational loss. These disasters are not imposed from outside the business or organisation, they are almost always a function of loss of control of the management of the organisation’s critical assets and processes that they contain or to which they are exposed.Asset integrity is discussed as an effective response to business risks in order to mitigate, control and recover from loss scenarios that could expose a mining operation to significant property damage and business interruption, or even total loss. Vital to this process is the identification and control of risks to critical assets. Components of a critical asset assurance program are presented for discussion.Formal risk assessment has a longer history in industries other than mining, eg petrochemical, nuclear, military, aviation and space industries. Risk assessment is a structured, proactive approach to understanding and improving risks, as opposed to a reactive ‘fix-it-when-it-breaks’ mentality. Risk assessment techniques were triggered by major public disasters, such as the Flixborough chemical plant disaster (1973), Three Mile Island nuclear plant event (1979) and others.Today, most industries see risk assessment as an inherent part of their business, but do mining sites capture business risks that are related to major loss scenarios, which could have a significant impact on the operation?Does your risk assessment process:- involve a team having the right skill set so that the discussion is both stimulated and technically sound?- use generic assessment when a site-specific assessment is needed?- fail to consider all possible outcomes, including maximum foreseeable loss (MFL)?- fail to identify all hazards and controls associated with a particular activity?- fail to monitor controls effectively?This paper addresses the issues identified by these questions and provides some direction for developing a risk management process where business risk associated with critical asset integrity is integrated with other business and safety and health risk processes to provide a robust method for managing your business. The global mining industry is perceived to be a world leader in sustainability reporting û with a 2008 Ernst & Young survey placing four mining companies in their top five performers in sustainability reporting in South Africa. There is certainly good evidence to support this finding, but there remain many ongoing issues with respect to sustainability reporting and some important areas for improvement by mining companies globally. This paper begins with a broad (but brief) review of sustainability and the technical basis for reporting against a wide range of typical indicators or measures on the environmental aspects of mining. The various protocols, frameworks or systems are then reviewed, with a particular focus on the Global Reporting Initiative (GRI) and its associated mining sector supplement (including the evolution from environmental to sustainability reporting). A wide-ranging survey of reporting by mining companies is presented, including detailed analysis of 2007 and some commodity sectors over time. Examples of reported data are synthesised and analysed, focusing on their accuracy, consistency and utility for accurate assessment of the life cycle impacts for minerals and metals. A number of areas are identified for improved reporting by all mining companies, including water resources and consumption, energy consumption, process inputs (eg acids, solvents, etc), pollutant emissions, including greenhouse emissions, mine site data (not aggregate company totals) and finally rehabilitation and land status. Given the nature of mining, and considering parallels between æpeak oilÆ and the mining sector, it is critical that the state of sustainability reporting continue to evolve and improve û both in the number of companies using the GRI but also in the level and consistency of data being reported. Overall, the paper presents an important review of the present state of the art in sustainability reporting for mining, and provides a range of insights into ways to help improve reporting in the future for all mining companies.

The 90 m deep Yallourn Open Cut brown coal mine in the Latrobe Valley, Victoria is developing into an area close to a reverse fault. A major batter stabilisation program, matched to ongoing operations, has com- menced to maximise coal recovery where the fault is within 100 m of the Open Cut. The various mine development options considered during the planning stages are outlined. These options were formulated in a back- ground of geotechnical constraints and the need to maintain continuous and reliable coal supply at a time when a new coal field would be developed. The geotechnical investigations and analysis procedures under- taken to determine stability of the batters during their excavation are presented. The geotechnical constraints on the mine design and opera- tions required to ensure safe working conditions are detailed. Current operational and batter stability conditions are considered satisfactory.

This paper briefly describes the construction in 1979/80 of a 70m deep trial open pit coal mine near Bowmans S.A. and describes more fully the hydrogeological aspects of the exercise. The primary purpose of the Trial Pit was to provide a large sample (700 tonnes) of coal for combustion tests to be carried out in West Germany and the United States of America. Consideration was given to obtaining the sample of coal by drilling and by shaft sinking as alternatives to open pit methods. It was expected that economic mining of the deposit on an operational scale could only be achieved by open cut methods and it was recognised that major uncertainties existed in planning such a mine in the deep unconsolidated multi-aquifer deposit. It was therefore elected to obtain the bulk sample by constructing a trial open pit, which would be closely monitored to provide as much data as possible for future planning of a full scale mine. The dewatering of the Trial Pit was achieved using 26 deep pumping wells, assisted in the later stages by several hundred well points. This was probably the largest dewatering project currently in operation in Australia.

Australian continental crust has accreted and consolidated by thirds: 1/3 during Archean time, 1/3 during Early to mid- Proterozoic time, and 1/3 during latest Precambrian to mostly Paleozoic time. The progression of orogenic systems and the crustal consolidations they represent seem not fundamentally different in basic orogenic processes from better known Mesozoic-Cenozoic examples in that accretionary, continental margin, collisional, and intraplate intracratonic inverted and/or reactivated systems are all recognizable in the tectonic evolution of Australia.

Imaging sensor systems designed for the mining and minerals industry incorporate different physical measurement technologies that can be used to detect the machine environment, such as laser, ultrasonic/sonar, video and RF-sensors. The underlying physical measurement principles cannot be employed in most applications near the face without regular maintenance due to the harsh environmental conditions like dust, dirt or moisture. However, that is the area, where imaging sensors are most valuable to the machine operator. In the domain of 2D radar sensors these have been either restricted by the angular coverage area or by limited adaptability of signal processing algorithms. The unique full digital solid state design will establish a generation step in mining applications.In order to fill this gap of terrain imaging sensors, the Institute for Mining and Metallurgy Machinery (IMR) of the RWTH Aachen University, in cooperation with the radar company indurad, developed an imaging sensor based on radar technology employing the digital beam forming (DBF) concept. Through multiple transmitting and receiving antennas the sensor delivers high accuracy range and angular information. Using adaptive digital signal processing with multiple imaging algorithms and target detection routines, data of the surrounding environment can be used to enable automation functions in mining.A comprehensive range of radar scans in different environments have been evaluated and benchmarked by using laser scanners. Accuracy measurements in range and angular direction have shown minimal differences. Experimental measurements have been performed at slopes, on conveyor belts and hot cement clinker silos. The experimental system uses a frequency modulated continuous wave (FMCW) front-end combined with a processing unit for signal analysis and target detection.
