Mineral maps produced via optical and scanning electron microscope û mineral liberation analyser (SEM-MLA) automated mineral identification systems are being used to examine the relationships between mineral phases in spatially well-constrained samples of intact and crushed rock. The use of sophisticated image analysis software allows data pertaining to individual or groups of mineral phases to be extracted from the mineral maps. Analyses of the extracted data can be used to identify populations of phases. Data extracted from the images can be compared with mineral processing data, eg hardness, grindability, degree of liberation, from the same sampling intervals, enabling ore characterisation to be linked to processing behaviours in a spatially constrained, quantified manner that can potentially assist with mine planning and optimisation.

The underlying message of this paper is that investment in prospecting, exploration and mining in New Zealand is welcomed. The Government's policy with respect to Crown owned minerals is for continuing investment in prospecting, exploration and mining which is in accordance with good exploration or mining practice. To encourage continued investment requires a business-friendly environment. Government policies and initiatives to enhance the business environment for the minerals and coal exploration and mining industries are discussed in this paper. As well, new initiatives under consideration, which have the purpose of enhancing the investment environment, are discussed.

Differentiation of a basaltic (?) magma occurred in an active volcanic area during the late Miocene and Pliocene, and a change in the general mode of extrusion from fissure flow for the basalt to explosion for the andesite reflects an accompanying increasing magmatic viscosity. A caldera formed after the flow phase was completed and was filled with coarse agglomerate, much of which has a fused appearance. After an erosion interval its shape was modified and it became gradually deeper as repeated explosions from growing andesitic volcanoes caused large quantities of pyroclastic material to be deposited. At the close of this phase the floor abruptly collapsed when a, large block of the underlying crust was engulfed. The incompetent pyroclastics filling the caldera steepened in dip and the ensuing fractures were filled by the rising magma as dykes and sills and a chonolith formed below the caldera at a shallow depth. The ensuing activity reveals a further stage in differentiation and biotite is an important new ferromagnesian to be observed in the new rocks.Fracturing of the surrounding basalts was most intense in the rocks forming the periphery of the caldera where steeply and flatly dipping faults resulted from increasing horizontal pressure directed towards the caldera.Further differentiation resulted in the increased crystallization of orthoclase felspar, as evidenced by the numerous intrusives of trachy andesitic composition. Magmatic freezing caused mineralizers to accumulate at the top of the chonolith. These eventually escaped and auriferous pyrites, tellurides, quartz, and calcite were deposited in the surrounding rocks.The flatly dipping fractures are the most important and can be expected at various depths in a zone about 4,000 ft wide surrounding the caldera. Latest movement along these was controlled by magmatic consolidation rather than the shape of the caldera. Some flat faults were able to remain open during mineralization and acted as a feeder for the shallower fractures, thus limiting the depths to which the steeper dipping fractures were mineralized with the possible exception of one particular Nw.-striking lode (the Crown-Crescent).INTRODUCTIONThe gold deposits of the Tavua district were discovered in 1932 and from 1935 to June, 1961, 1,985,041 fine ounces of gold were produced from 4,202,504 tons of ore. It is proposed to consider a new access, mining and hoisting system for underground deposits, as an alternative to the commonly used decline or vertical shaft access. The proposed system offers fundamental improvements in gathering of exploration data, reduction of capital expenditure and significant savings in mine operating costs. The cost reductions are achieved through:superior orebody definition by Supersucker winzing on ore prior to the commencement of capital development; considerable reduction of capital development in waste; full capitalisation on all benefits of a raisebored excavation; introduction of rubber tyred skip and rubber tyred Mine Rapid Response Vehicle; introduction of simplified ore handling system and reduction of underground mobile diesel fleet; and introduction of minimum maintenance shaft concept. The system is applicable to deposits ranging from shallow, low dip angle, narrow vein, high-grade to bigger, massive type vertical mineralisations accessed from the surface, preferably from the bottom of an open pit; it is also suitable as a down dip extension of an existing underground mine. The system is highly conducive to mine automation and emerging trend aimed to increase the ratio of mined metal/mineral to mined waste. The mining industry is facing some key challenges that provide a compelling case for geometallurgy initiatives. Over the last 30 years, the average grade of Australian orebodies being mined has halved while the waste removed to access the minerals has more than doubled. In the last eight years, the industry’s energy consumption has increased 70 per cent while multi-factored productivity has fallen 24 per cent. The paper documents a broad range of industry case studies which demonstrate strategies for gaining value from geometallurgy.The mining industry constantly faces the key questions of how significant ore variability is on mine valuation and how would knowledge of the variability change the mining schedule, mine to mill design and operation. Using case studies the paper describes the methods used for incorporating mineral extraction attributes into orebody models and their technical integration into daily operation as well as mine planning optimisation. While pit optimisation from a fully attributed geometallurgical model highlights areas of opportunity and risk it is shown that during the scheduling phase of mine planning that significant value can be added. The benefits from these projects included reducing geotechnical and environmental risk, improving mine to mill performance, option analysis and quantified cash flow risk. There is growing acceptance within the minerals industry that ‘realistically assumed modifying factors’ defined by a competent person/s are not sufficient to mitigate the risk of funding mining ventures. Geometallurgy is moving away from factored ore reserves to data-rich block models providing reliable information for mining, metallurgical and environmental considerations.

In the face of increasing energy costs, limited water resources, more stringent legislation, and lower feed grades, the mining industry is searching for more sustainable technologies and practices. Metso Process Technology and Innovation (PTI) is undertaking a research project, ‘improving the resource and eco-efficiency of mining operations’, to help the industry meet these challenges. The project is investigating alternatives in mining and processing that reduce energy and water consumption, minimise emissions and waste, and maximise the value recovered from the deposit. The targets are to reduce energy usage by more than 30 per cent and greenhouse gas emissions by more than 50 per cent compared to current practice.Key areas of interest were identified across mining and processing operations. These were grouped into the following interrelated work areas for investigation: high intensity selective blasting, in-pit crushing and conveying, preconcentration, energy efficient comminution circuits and technologies, coarse particle flotation, and water recovery optimisation. Investigations have included reviews of industrial data, modelling, simulation, and laboratory and pilot scale trials. In some areas industrial scale trials will commence shortly. This paper discusses the investigations and key findings from the project so far; highlighting the possibilities for reducing energy consumption, water usage and carbon emissions. A particular mining process may incorporate any combination of the alternatives identified and requires tailored solutions based on a detailed understanding of the ore deposit, the process and local conditions. The focus is on improving resource efficiency; creating more value with less impact and consequently a better economic return from the available resource. In 2000, after six year intensive exploration for high-grade haematite deposits, Rio Tinto included the channel iron deposits (CID) as a specific iron ore target in the Hamersley Province iron ore exploration program. The exploration model was simple and based on the then current understanding of CID genesis. Fundamental to the model was an interpretation that CID deposits after their final accumulation stage could be entirely concealed in their channels. Inversion to mesas and therefore exposure of the CID profile would only occur in areas where the modern drainages follow the ancient and have significantly incised their current bedrock. The model took encouragement from observations at Bungaroo Creek, where large CID accumulations occur in a deep valley incised in the Wittenoom Formation concealed below recent valley fills derived from the surrounding BIFs. Also, in the headwaters of the Yandicoogina system CID occurs below a more recent cover of calcrete and clay. After a number of failed or partially successful attempts, exploratory drilling in 2002 in the Caliwingina valley in the northern Hamersley Range identified significant CID mineralisation. Subsequent drilling programs from 2003 onwards revealed the presence of a large CID system, which stretches from the middle reaches of the Caliwingina Creek to deep under the sediments of the Fortescue Valley, a channel length of more than 30 km. Although the drilling is still somewhat sparse, the geological resource estimation suggests that Caliwingina is presently the third biggest CID system of the Pilbara (after Yandicoogina and Bungaroo Creek) and is of comparable size to the premining Robe River system (1.6 Bt), with comparable Fe-grades to the Yandicoogina global resource grade (57.7 per cent Fe). Large detrital and canga deposits overlie the Caliwingina CID, or interfinger with it, and although the economics of these are presently unfavorable, could ultimately present a low-grade iron resource of slightly smaller size to the CID mineralisation at Caliwingina Creek. Together with the recently discovered Serenity and Solomon deposits, as well as Cabbage Gum Bore and other smaller occurrences, the Caliwingina Creek deposit is part of a major new CID district in the central Hamersley Ranges, approximately halfway between Yandicoogina and Robe River. Although exploration in this new district is still underway, the preliminary indications are that this area will provide a total CID resource well over 3 Bt, and is on a par with the major known CID systems in the Hamersley Province.

"World-class mine projects are increasingly failing to become world-class mines. Non-technical, socio-political and environmental problems seem, in part, to be the cause. However, the intangible and qualitative nature of these problems means overcoming them will require a greater systemic understanding of how the various technical and non-technical factors interact. This is particularly important as the concept of sustainable development has changed the industry paradigm sufficiently that it is no longer clear what world-class means. Finally, this better systemic understanding of mine projects needs communicating back to the exploration sector to improve exploration targeting.However, a disconnect between the exploration and mining sectors and between geologists and mining’s other professional disciplines means this is currently not possible. The use of economic evaluation techniques to assess the risk and value presented by the various technical and non-technical factors can assist with this by giving the varied professions a common language and including inputs from all disciplines. This paper therefore suggests a theoretical framework for analysing the various technical and non-technical factors, particularly the most challenging intangible and qualitative ones, and incorporating them into the typical economic evaluation techniques used in the mining industry.Understanding the risk and value relating to both technical and non-technical risks, however, places a greater emphasis on mining geologists to be conversant with a wide range of disciplines. Mining geologists will have to develop three types of knowledge:focusedinter-disciplinarybroad. In addition, they will have to become systemic thinkers to connect these types of knowledge. This multidisciplinary approach will require the use of fundamental critical thinking skills, common sense, intuition, experience and quantitative modelling techniques, dependent on the situation. Quarries around Auckland have reached or are reaching the ends of their lives, which raises issues about rehabilitation. Significant volumes of 'cleanfill' are generated by the City, particularly during phases of urban renewal and development. Emplacement of the fill in quarries removes the problem of fill disposal and provides an opportunity for restoration of the quarry site.There is a compatibility between quarrying and cleanfilling because at quarries:Truck routes are already established Neighbours are accustomed to the effects and appropriate buffer distances have been established Bringing fill into a site attracts aggregate sales and is very efficient. Fill originates from construction sites and ad-hoc excavations and therefore it is not surprising that sampling has shown the quality to be variable. Both Winstone and the Auckland Regional Council have surveyed undisturbed soils in the region to attempt to determine natural background levels of common contaminant substances. Comparison of these levels with delivered fill shows that a high proportion of delivered materials can be regarded as mildly contaminated. Therefore the term 'cleanfill' is, in the Auckland region at least, a misnomer and the term 'managed fill' has been adopted.Historically and presently the only control on quality of 'cleanfill' has been some visual inspection. This leaves the fill operator open to potential liability for creating a contaminated site. Implementation of controls at WinstoneÆs operations has progressed slowly, over some ten years. This is mainly due to the perception that mobility of contaminants within and out of the landfill will be very limited because of the near-neutral pH and abundance of clay minerals in the fill. The methods of control and results of environmental risk assessments at WinstoneÆs Puketutu Island Quarry will be briefly described.

Namakwa Sands, a heavy minerals beneficiation business situated along the west coast of South Africa, is a major producer of titanium slag, pig iron, ceramics quality zircon and rutile concentrate to the international export market. The bulk of the economic mineralisation, which includes zircon, rutile, ilmenite and leucoxene is hosted by a late Cainozoic aeolian succession overlying remnant palaeo-strandline sediments. Relatively younger duricrust layers that cement a significant part of the generally unconsolidated ore compounds the challenging processing character of the primary mineralogy. The complex nature and hardness of the duricrust ore influence their mineability negatively, and can potentially destabilise downstream ore preparation processes. Effectively, up to ten per cent of the entire mineral resource is sterilised as the present infrastructure is not geared to treat the hard-mineralised ore. The metallurgical performance of the primary processing stage, which entails wet density separation, is strongly a function of the quality of the heavy mineral assemblage, liberation state of the economic minerals and slimes content. Elevated concentrations of garnet, a gangue contaminant exhibiting similar physical characteristics as the economic minerals, subtract substantially from the recovery performance of the secondary concentration process, which comprises mainly wet magnetic separation. By contrast, the intrinsic mineral purity of the economic fraction governs its successful recovery to saleable products as stringent product quality specifications apply. Improved mine planning through geometallurgical enhancement of the existing mineral resource model is envisaged to benefit the entire Namakwa SandsÆ mineral beneficiation chain, ultimately aiming to optimise mineral resource utilisation.

The State of New South Wales is highly favoured in having vast deposits of coal adjacent to and within easy reach of the coastal Ports. Not only is the quality of the fuel generally superior to any found in the other States, but it is greater in extent than in any other part of the Continent. For interesting and reliable details of the history of the discovery of coal, the geology of the coal bearing strata, analysis of the various coals and other valuable data, the readers are referred to the book recently issued by the New South Wales Government, entitled The Mineral Resources of New South Wales, by Edward F. Pittman, A.R.S.M., etc., by the direction of the Hon. T. L. Fegan, Minister for Mines. The mining community is indebted to the Minister for having had published the most valuable condensed record of the mineral resources of the State extant.For the purposes of this paper we will only give such a general description of the coal fields as will make it intelligible in connection with the subject of the coal mining in the State of New South Wales.

"Conventional wisdom is that gold not assayable is not recoverable or does not exist. There has been no formal study on the possibility that gold assays using advanced spectroscopy such as mass spectrometry and neutron activation could grossly underestimate the gold recoverable by proprietary extraction techniques. Such gold is not considered here to be æinvisibleÆ to detection but rather æabnormalÆ or ædistortedÆ at atomic level. Large-scale extraction of gold from æabnormalÆ ores has not been demonstrated, hence this emerging field still lacks credibility and acceptance. For fear of harming their reputation, few academic researchers or companies are expected to venture into this field until it is well proven. This paper aims to create awareness amongst metallurgists of the potential of æabnormalÆ gold ores by reviewing unconventional observations, the pseudoscience mainly available in non-peer reviewed web sites, and hypotheses for the recovery of ænon-assayableÆ gold, including: the occurrence of high levels of nano-sized gold in clays detectable by high-precision analytical instruments, which represents æinvisibleÆ gold accounts of ambient transmutation of elements, mainly using thermal methods orbitally rearranged monoatomic elements (ORMEs), which are virtually undetectable by conventional means, and their conversion to normal metals the possibility of a æhigh spinÆ state of transition metals the formation of microclusters altering the chemical behaviour of gold and the possibility of clustering with other elements. It is suggested here that gold in ores displays a range of clustering, from ænormalÆ gold amenable to conventional extraction to the ORME state. The concepts of æintermolecular waterÆ in forming complex salts locking up precious metals, electro-dissolution in strong acids, and electrowinning at both the anode and cathode are discussed as a means of treating æabnormalÆ gold ores. It is also possible that the gas phase extraction of gold chlorides under controlled temperature and pressure conditions, as well as transferred-arc plasma fuming of gold through carbothermic reduction of sulfides, could be used as a basis for extraction of gold from æabnormalÆ ores.CITATION:van Deventer, J S J, 2013. This paper describes in detail the controlled blasting adopted and the measurements undertaken for the successful excavation of large twin tunnels under a shallow cover for a six-lane highway project in India. The tunnels are D-shaped, each 15 m in diameter, and the cover between the tunnels and the existing railway track was about 14 m. These twin tunnel tubes were characterised by two separate three-lane carriageways for each direction of traffic, and were planned with about 25 m of reinforced cement concrete (RCC) portals at the entrance and exit of the tunnels. The major challenge of the project was the blasting of tunnels in rock below an operating railway line. As the tunnels approached the area below the railway line, the ground vibrations were monitored vertically above the blasting faces and on the railway track sleepers. Vibration intensities between those generated from tunnel blasting and those from the movement of the trains were compared, and it was found that the vibrations from blasting were lower than those from the moving trains. Though the permissible level of ground vibration based on the Indian Standard (IS) code happens to be 70 mm/s, the maximum charge per delay was calculated restricting this limit to 50 mm/s. This ensured that the vibrations in the vicinity of the railway tracks never exceeded the prescribed limit of 70 mm/s. The surface ground settlement before and after the blasts were also measured using an optical levelling instrument, which confirmed that there was no significant impact on the surface movements due to blasting. Extensometer readings inside the tunnels showed that there was no deformation in the tunnel. Trigger action response plans (TARPs) are inherent to managing multiple hazards such as high gas content with multiple coal seams, high spontaneous combustion propensity, heat and ventilation. TARPs aim to provide assurance and guidance when the situation deviates from the original plan or there is a change in conditions that could be hazardous. Over the years, learnings from various incidents have continuously required coal operations to revisit the TARP trigger values that were based on historical data or guidance values from the industry. In most cases, the background to the basis of TARP statistical data (ie average, maximum, hourly or daily for the monitoring or sampling location) is unknown. The introduction of real-time monitoring devices to monitor gases and airflows has provided greater understanding of the hazard scenarios and their controls. This paper analyses the carbon monoxide data from operating longwall mines and compares these with the historical trigger values to understand the changes and identify improvement opportunities while setting trigger levels in the TARPs. As an example of setting trigger values, those used during the sealing of a panel are explored in terms of setting values based upon the sampling location and the level of risk. Globally, it is anticipated that the mineral sands industry will enter a period of short supply. Demand for both titanium dioxide and zircon is forecast to continue increasing, with new projects needed to come on-stream to fill the supply gap. Victoria is well placed under this scenario as a source due to the high quality of its mineral assemblage, its excellent resource grade and the globally significant size of its mineral sands resources.Australia’s mineral sands rich Murray Basin remains under-developed, especially at its extensive Victorian margins. Development to date has not progressed adequately for the reasons of technology difficulty, history of competition with other jurisdictions and the absence of a platform that requires development as a consideration for security of tenure. Victoria’s mineral sands potential is not just about the Murray Basin, in addition, there have been discoveries in the Gippsland Basin and prospective sites in the Gippsland Basin remain under-explored. Key problems included the lack of available ground for potential developers and the intellectual property of solutions to technological problems associated with the fine grained mineral deposits belonging to a previous developer (with patents now expired).As such, the timing is right to re-visit the potential of the Murray Basin as a site for long-term development with high returns based on current and predicted prices.In order to understand why Victoria’s earth resources in general, and mineral sands in particular, remain under-explored and undeveloped, the Department of Primary Industries initiated an internal review of its role in encouraging and supporting investment in the earth resources sector.As a result, the Victorian Government has committed to taking action to encourage effective ground turnover and acknowledges that a new focus on engagement with industry is needed to bring new investment to the State. The revision of the Mineral Resources (Sustainable Development) Act 1990 provides an opportunity for the government to better align its legislative processes with industry project lifecycles and facilitate access to valuable resources that currently remain undeveloped.Victoria has a track record in assisting projects reach development stage. Iluka currently has two operations in the State in addition to its mineral separation plant that is capable of processing HMC from its South Australian operations. Iluka is expected to ramp up its Murray Basin Stage 2 operations with the WRP mine scheduled to come on line in early 2012. Meanwhile, Astron is actively seeking partners for its Donald Mineral Sands project. The project is becoming increasingly attractive given the recent price hike in zircon; Astron has access to an estimated five to 6 Mt of zircon in its Donald WIM 250 deposit.Given its substantial and valuable mineral sands endowments, the State of Victoria should sensibly be the centre of future investment in project development. However, as previously mentioned this is currently not the case. The Government is therefore committed to implementing new measures that protect security of tenure but ensure that genuine companies can access endowments where they have a clear intent to work those resources.

Isa): I found many ideas to interest me in Haddon King's paper "Notes on Ore Occurrences in Highly Metamorphosed Precambrian Rocks" (Stillwell Anniversary Volume).At Mount Isa I have not been happy about some of the longstanding appreciations of the geological evidence as fresh data accumulated, and as more and more knowledge has been building up outside Mount Isa in recent years of sedimentary deposition of sulphides.Accordingly, I organized a small section of the Geological Department at Mount Isa at the beginning of 1958 under Senior Geologist, W. J. Murray to reappraise our geological record and investigate old interpretations and new ones that arise. The work is expected to take several years to complete, but it is hoped that sufficient will be done before then to permit the most plausible story on the ore genesis to be chosen. In the meantime, W. J. Murray has proposed, in a Company Report, that the.epigenetic features of the silver,lead-zinc deposits, which are essentially conformable with the shales, could have resulted from remobilized syngenetic deposits.Haddon King, on p. 159; has listed six assumptions that are required by a magmatic-hydrothermal theory of, origin for conformable deposits. The ocean floor is increasingly being discussed in terms of its resource potential. New discoveries, improved knowledge and access to unexplored areas of the deep sea and continental shelf are some factors contributing to a renewed interest in the seafloor exploration and mining industry. The industry has been referred to as the ænext minerals frontierÆ. To date, much of the research has focused on proving economic and technical viability of the industry, with environmental issues addressed locally. However, there is limited research internationally, and none known in Australia that considers the social viability of the industry, addressing issues such as regulatory contexts, international precedence and public acceptability. Does the nascent seafloor exploration and mining industry have a social license to operate? Does it have support amongst the wider community? If not, why not? The Wealth from Oceans National Research Flagship explored these questions by scoping the social issues that would surround an expansion. Two desktop studies provide insight into the current level of activity in seafloor exploration and mining, recent developments and the regulatory regimes on which the industry is based. One study focused on the situation in Australia, while the other was internationally focused. A series of workshops were held with key stakeholders from government agencies, industry and other interested parties, such as environmental groups and the fisheries industry. These workshops identified and explored the different stakeholdersÆ perceptions of the benefits, concerns, opportunities and key questions associated with an expansion of the seafloor mining industry. The desktop studies revealed that Australia is one of only a few countries with legislation specific to seafloor exploration and mining. Nevertheless, barriers to licence approval exist because of lack of precedent in applying this legislation. Consequently, the decision process can be vulnerable to political issues and subjective judgements. The outcomes from the stakeholder workshops suggest this inconsistency may be influenced by the high levels of concern and uncertainty over environmental impacts. Uncertainty over environmental impacts can influence the acceptability of an environmental impact assessment (EIA) and also mean the perception of risk is variable. Overall, this research suggests that the future of the seafloor exploration and mining industry will be highly dependent on AustraliaÆs ability to:improve the knowledge-base underpinning the regulatory regime,generate open and transparent communications between stakeholders, andimprove the understanding of policy and regulatory processes.

Early in 1940 the development and sampling programmes in hand on the North and British Sections of North Broken Hill Limited were such as to necessitate the drilling of a large number of drill holes ranging up to about thirty feet in length. On the British Section, one purpose was to test the existence, width, and value of narrow lodes believed, for geological reasons, to occur in the walls of the existing workings. Another object was to definitely disprove the existence of payable shoots of ore in certain largerhodonite and quartz-garnet ("garnet sandstone") pillars which had been formerly left as unpayable.On the North Section, the main purpose of the short holes was to delineate the ore-body boundaries by drilling laterally from drives in ore, and thus enable level layout to be planned in advance of sill stoping. It was also desired to test the walls of stopes in those portions of the mine where the economic limit of mining is not rendered obvious by a clear-cut wall, but should be determined by assay. In these latter cases it was hoped to eliminate "prospecting by stoping," a procedure by which any doubts as to the existence of further good ore behind the low-grade walls were settled by continuing to stope laterally until all chance of such an occurrence was removed.LONG HOLE ROCK DRILLINGFollowing an investigation of recorded instances of similar practice elsewhere it was decided to use the rock drill for a series of trial sample holes. A 3-in. drifter was used. This was selected from those in use underground, and was given a special overhaul; had a new machine been purchased, a 4-in. type would probably have been obtained as being more suited to the work. The rods were H in. hollow round steel with a type "1" Jackrod thread. Couplings were of chrome steel, and were H in. in diameter, and 2 in. long. Jackbits (type "1" thread) in sizes from 2 in. to 4 in., with 1-in. gauge changes, gave a range of nine bit sizes. They were resharpened by hot milling, and were not milled to a definite gauge size.After sharpening, bits were sent underground without sorting into sizes, the drillers selecting the next bit with callipers. In view of the small scale of operations, it was not considered worth while to adopt special measures, such as the cold grinding of bits, which might have given a better product. Later, however, new bits were used exclusively, the idea being to accumulate enough blunt Jackbits to warrant a thorough treatment of the sharpening...

As a material asset for mining entities, the resources and reserves (RR) estimation processes are surprisingly underrepresented in the assurance landscape. When press reports expose them being inaccurately reported, or in merger and acquisitions processes, their importance becomes clear. The impact of erroneous RR numbers (both positive and negative) could have a material impact on an entity’s reputation and value.The technical nature and ‘black magic’ connotations of the RR estimation processes are possibly reasons why audit committees are not actively involved with it. Internal auditors avoid the RR processes for similar reasons. Also the traditional approach to obtain assurance on RR is expensive and is therefore only performed when it is absolutely required.However, stakeholders’ expectations of good governance are growing. Part of this increased focus is based on attaining a higher degree of certainty about the current and forecasted position of the entity. Stakeholders are also increasingly more interested in non-financial areas of entities, as the future success of an entity is more than a set of financial metrics.Consequently, the RR estimation processes should be visible on the agendas of audit committees. Monitoring of key controls is required as part of the governance obligations for senior management and the audit committee. So once it is on the audit committee’s agenda, the question then becomes, how will that agenda be supported by an assurance process that is cost-effective?The main objective of the paper is to describe a model of RR assurance that has been effectively applied in some mining companies. The paper discusses one particular approach that provides an audit committee with the required assurance regarding RR processes. The approach ties the assurance needs of the audit committee to the needs of the technical experts in the entity, therefore involving two important figures. It also offers assurance providers with a model to audit ‘through’ the RR processes rather than ‘around’ them. The paper then discusses top-down and bottom-up approaches that provide assurance at different levels of an entity.A governance audit that focuses on the RR processes is suggested as a top-down approach. A bottom-up approach assesses the design adequacy of internal control processes. A hybrid model is described which meets the needs of diverse stakeholders including the audit committee and the RR community.The hybrid model combines the expertise of professionals in both internal audit and RR. The right balance of these skills directed by a singular approach ensures that a credible result is achieved.This approach is not as expensive as some verification approaches used in the industry and can, as a result, be performed on a more regular basis.The last element of the paper looks at implementation of the reporting mechanism. This paper presents an application of the newly developed risk-cost-benefit (RCB) framework to support risk management decisions for the selection of wall monitoring technologies at an open cut mine site. The RCB framework quantitatively assessed the risk of unstable slope-induced wall failure and its impact on both loss of life and coal recovery. The RCB framework was utilised in the selection of an optimum group of risk-controls to effectively manage the risk of wall failure to ensure safety and optimal production occurred. The RCB framework incorporates mathematical modules that integrated RCB calculations and risk-control effectiveness assessments to determine the risk reduction and financial impact of the examined safety initiatives.This paper provides an overview of the five-staged RCB framework, incorporating the RCB decision support tools, RCBGEN (Risk-Cost-Benefit Generator) and RCEMETHOD (Risk-Control Effectiveness Method), and demonstrates its application to slope stability risk management at the case study site. The RCB charts are designed to display a balance between risk, cost and benefit for easy interpretation by decision makers to support the objective selection of an optimum suite of risk-controls. The RCB analysis revealed that a combination of ævisual inspections, automatic extensometers and radarÆ for fast- and slow-wall failures with structure were sufficient to reduce the probability of loss of life (PLoL) to the æModerateÆ zone as defined by the Australian Geomechanics Society (AGS, 2007) for the case study site.
