Both here and in Australia, the unique commercial and tax features of joint venture are finding favour in forestry, fishing, technology and infrastructure projects. For New Zealand mining companies, joint ventures provide a means of access to foreign know how and investment funds, while retaining their corporate independence and their hard-earned tax losses.   This paper discusses some of the practical income tax and GST considerations where a joint venture structure is contemplated. The first part of the paper considers income tax, and in particular how joint ventures enable companies to access and carry forward tax losses. It explains why a joint venture may be advantageous relative to a jointly owned company.   The second part of the paper concerns GST and the focus is on two aspects: 1.   Joint ventures may be registered for GST. In some instances they have no choice and are required to do so. Where a joint venture is registered in respect of a taxable activity, the members are not permitted to register in respect of the same activity. This may be problem where the member has incurred its own expenses and the member wishes to register in its own right to claim back the GST on those expenses. This paper explores the issue and possible solutions. 2.   It is not uncommon to see joint ventures claiming GST on the costs of production, and the production being sold (and GST is being charged) by the members. In this paper we consider whether these arrangements have a tax risk, and what can be done to make them technically sound.

This article presents a proposal for the rehabilitation of the mined area of the Mogiana quarry. The Mogiana quarry produces material used in civil construction and is situated in the Brazilian State of Spo Paulo in the kilometre six of the Mogf Mirim - Itapira highway. The mineral exploitation in the Mogiana quarry provokes modifications in the environment such as alterations in the relief, vegetation, quality of the air, water and landscape. Through previous study of the area it was verified that after the closure of the exploitation the mine should be occupied mainly by pasturage. At the closing of the mine the exploitation benches, berms and slopes in general as well as the surrounding areas should be covered with a layer of soil and vegetated with native species in order to mitigate the negative impacts caused by the mine. The rehabilitation project of the area is based on the probable future use of the area, located between agricultural cultivations and cattle creation. The great alteration of the relief and soil would make future use of the area for agriculture difficult. It is more suitable t0 animal creation, mainly cattle. The high and thick rock slopes originated by the mining should be covered by vegetation, where possible, to reduce the negative visual impact. Obviously several measures will be necessary to reduce the impacts on the environment during mining. The final and definitive reclamation will only be possible after abandonment of the area. The main aspects of this reclamation process will be discussed in this paper.

X-ray diffraction (XRD) is a well-recognised, invaluable tool to provide detailed mineralogical analysis on a wide range of applications. However, despite the wide use of XRD in many industries, there are currently few recognised standard methods for quantitative XRD analysis and none for the analysis of iron ore materials. An initial step towards preparing a standard method for XRD analysis of iron ores was to assess the current level of precision achievable by practitioners of the technique by organising an international round robin. Six Australian chemically certified iron ore reference materials were distributed to over 100 international participants. A summary of over 120 data sets from more than 80 participants is presented. Results show that a bewildering array of techniques for sample preparation, data collection, phase identification and quantification were used. The reported values for the main components (ie hematite, goethite, quartz and amorphous content) show not only extensive variability between participants but also within participants’ results for those who submitted multiple data sets. The disappointing low level of precision exhibited for a relatively simple mineral phase system indicates a strong requirement for development of a standardised procedure.CITATION:Raven, M D and Birch, S L, 2017. The process of longwall coal extraction coal causes fractures in the overlying and underlying strata and these fractures become pathways for gas released from adjacent coal seams to flow into the mine workings and contaminate the ventilation air. If the rate of gas emission exceeds the diluting capacity of the ventilation air, the gas concentration will increase and exceed the statutory limit resulting in production delays.All potential gas sources within the planned mining area, including coal seams located above and below the working seam, should be identified and sufficient gas data collected and used to determine the specific gas emission from each gas source. Gas reservoir and emission modelling is recommended to determine specific gas emission and changes in gas emission from individual sources over the planned mining area. Accurate gas reservoir and emission modelling provides the information required to accurately design gas drainage programs to effectively manage gas emissions and minimise the risk of ‘gas-outs’.Given the increasing occurrence of incidents of gas concentration in ventilation air exceeding the 2.0 per cent statutory limit and changes to mine plans to avoid ‘difficult-to-drain’ areas, it is apparent that many operations are not effectively utilising gas reservoir and emission modelling to identify high gas emission areas and are not completing sufficient gas drainage in advance of planned mining.The process of gas reservoir and emission modelling to support gas drainage design to control tailgate gas concentration and fugitive emissions is presented and discussed.CITATION:Black, D J, 2017. The Mining Innovation – State of Play was initiated three years ago by VCI in partnership with the University of Western Australia. The ambition was to create a ‘think tank’ type platform to support industry discussion on how it is performing in terms of innovation at a strategic level, what needs to change in the industry ‘ecosystem’, and how businesses may more effectively develop their strategy and architecture to innovate for competitive advantage.The drivers for this ambition were straightforward. The industry recognises itself as being conservative with respect to innovation and it knows the business and community endowment dividend from getting better at innovation is large; however, much of the material that seeks to provide insight on innovation tends to be drawn from industries that do not have the same high capital, long life cycle and market uncertainty characteristics as that faced by mining. Material that does focus on mining innovation is orientated towards technical innovation, not innovation strategy. There exists a significant knowledge gap, and filling it is valuable to both mining businesses and communities.The 2014 Mining Innovation State of Play report (Stanway, Griebel and Mahoney, 2014), based on a survey of over 230 mining executives, uncovered a range of insights but left several questions unresolved. The people with the best perspective on these questions are CEOs. They can see the business issues with sufficient clarity and have the influence to shape both the industry and its organisations, as seen in Figure 1. Discussing these questions with the view to progressing our collective understanding was the primary reason this interview series was conducted.Unsurprisingly, interviewing 15 CEOs and Chairpersons from different industries and commodities, across the globe resulted in a broad range of views. The discussions were frank and often blunt in assessing the short comings in the industry and suggestions for improvement. This degree of candour is hugely valuable as a basis for improvement. The steelmaking desulfurisation plays an important role in coal-based steelmaking route of blast furnace and BOF converter within the flow sheet of BF-deS-BOF. With the advent of H2-based ironmaking and steelmaking process, the transition flow sheet of DRI-Smelter-BOF has been assessed and developed by the steelmaking industry. What is the role of deS in H2-based route of DRI-smelter-BOF? This paper will present the influence of sulfur-containing iron ore on steelmaking desulfurisation and the leading role of EAF-smelter played in H2-based steelmaking route. The sulfur contents of iron ore vary considerably around the world and lower-grade iron ores with high sulfur are likely to be used for H2-based route, a considerable amount of sulfur that comes from DRI will report to the melt of EAF-smelter and the operating conditions of EAF-smelter also impact the sulfur content of the hot melt for steelmaking deS. The EAF-smelter of H2-based route is the focus of the steelmaking industry at moment, unfortunately, an industrial-scale EAF-smelter has been the missing link of the flow sheet of DRI-Smelter-deS-BOF, despite similar EAF-smelters being used for various applications of Fe-Ti and Fe-Ni processes. The latest progress is that several pilot-scale and industrial-scale EAF-smelters with reducing capability are planned for construction within next several years and low-grade Australia iron ores are certainly to be employed as basic feedstocks for H2-based route of DRI-Smelter-deS-BOF.

Traditional iron ore wet beneficiation plants are large multilevel structures, often integrated into centralised processing plants. They are characterised by sizeable footprints, substantial water and power consumption, inflexible design and low scalability. Significant design changes that address these issues need to be made before relocatable modular plants become feasible. Firstly, large amounts of processing water are required in standard wet plants, so it is vital that water consumption is reduced to an absolute minimum. Secondly, the process of depositing tailings into tailings storage facilities (TSFs) is environmentally destructive, consumes significant power and requires lengthy approvals to be completed. Thirdly, modules need to be easily and quickly relocatable.The solution to reducing water usage and eliminating TSF requirements is accomplished by providing a tailings dewatering and dry-stacking capability into a separate module. This equipment needs to dewater tailings to a point (typically below 20 per cent moisture) where dry stacking becomes possible – design is mainly driven by material rheology and particle size distribution (PSD). In this respect, a flexible and scalable strategy is employed to dewatering modules, allowing a variety of components such as dewatering cyclone clusters, paste thickeners, fine mesh vibrating screens and filter presses to be used to achieve the necessary moisture level, enabling the final dry stacking to be accomplished by a simple telescopic stacking system. Plant relocatability also requires modules to comply with mass and dimensional constraints, as well as ‘plug and play’ ease-of-use features.For coarse particle upgrade, jigs provide a low-cost and effective solution, whereas fine and ultra-fine Fe units can be recovered using Wet High Intensity Magnetic Separation (WHIMS). Recently, sensor sorting – a dry process using X-ray fluorescence, X-ray transmission, laser or other sensors – has begun to make an impact in coarse particle separation, although capacities are still low. The overall objective of a plant is to provide an Fe upgrade of four to five per cent with a feed of up to 4 Mt/a and a recovery of approximately 50 per cent.CITATION:Graham, T, 2017. In the mining industry blasts are usually designed to fracture the in situ rock mass and prepare it for excavation and subsequent transport. The run of mine (ROM) fragmentation is considered good when it is fine enough and loose enough to ensure efficient digging and loading operations. Mining optimisation strategy is hence usually focussed on minimising total mining costs and maintaining these ROM fragmentation characteristics. Although this approach ensures an efficient mining operation it ignores the potential impact on crushing and grinding. Investigations by several researchers have shown that designing blasts to produce ROM fragmentation to optimise crushing and grinding performance enhances the overall efficiency and profitability (Eloranta, 1995; Kojovic et al, 1995; Bulow et al, 1998; Kanchibotla et al, 1998; Scott et al, 1998; Simkus and Dance, 1998). Field experimentation in this area is often found to be difficult because of high implementation costs and insufficient understanding about the effect of fragmentation at different stages in a comminution circuit. Modelling and simulation of blasting and comminution processes provide a more economic alternative to explore the impact of blast design changes on the down stream operations (Kanchibotla et al, 1998; Kojovic et al, 1998; Adam and Siddall, 1998; Bulow et al, 1998). However, the reliability of such simulations depends on:the ability of the models to reproduce the physical processes that take place; characterisation of rock mass in terms of its blastability and comminution characteristics; and in the case of blast modelling the ability to predict fines (-10 mm) has been found to be particularly important as this fraction has a significant effect on mill throughput.

Reasons are given for the seemingly excessive public concern with taxation of the mineral industry. Optimality of mineral extraction is a concept that requires careful definition in terms of one or more objectives. Once defined, the impact of taxation upon optimal mineral extraction may be studied; findings from earlier work on this topic are presented for two basically different cases. In conclusion it is observed that the pursuit of optimality requires the availability of highly skilled engineers; in the event of a large-scale mineral development it is this resource that is probably scarcest of all.

The objective of the draw strategy in a caving mine is to maximise economic return by minimising waste dilution3 and maximising ore recovery4. The draw strategy must also include suitable controls for air blast and mud rush hazards and is highly constrained until continuous cave propagation has been achieved. This paper details a three-year project at the Ernest Henry Mine (EHM), which used cave flow simulation software to develop a draw strategy that increased the mine value by 32 per cent.Dilution and ore loss can be significant in sublevel cave (SLC) operations and result in poor recovery and considerable economic losses. To minimise dilution and ore loss, cellular automata software was used to simulate cave flow over the mine life. The optimisation project required mining footprints for various cut-off grades to be developed. Draw strategies for each mine footprint were then generated using a range of shut-off grades. Economic assessment of each scenario was then conducted to determine the mine footprint and corresponding draw strategy that generated the highest NPV (net present value). The iterative simulation process was improved by developing automated software functions in the flow modelling software to reduce time taken to generate and assess life-of-mine (LOM) draw strategy scenarios.In addition to improving the NPV of the mine, the optimisation project also enabled a decrease in the mine cut-off grade which increased the ore reserve and extended the mine life. Overall, an iterative process of mine planning, cave simulation, economic evaluation and geotechnical analysis was used to significantly increase the economic return of the SLC whilst ensuring caving risks were controlled to an acceptable level.CITATION:Campbell, A D and Power, G R, 2016. The mining residues at the abandoned copper mine site Pe±a de Hierro, located at the headwaters of the Rio Tinto, contribute substantially to the pollution of the river with high loads of Fe, As, Pb, Zn and Cu. The pH of the outflow ranges from 0.5 to 2.4 in the dry and wet season, respectively. One heap composed of alternating layers, which were deposited parallel to the slope, was investigated in detail. Unsorted blocky to fine materials including gossan material, pyritic volcanics, ashes from pyrite combustion and slate were observed here. The top of the heap has a gentle slope and a hill contouring channel-rip morphology. The initially rugged surface was smoothed by heavy rainfalls filling up the pores of the blocky material with fines. These fines are capable of storing the water for a prolonged time, providing an extended reaction time close to surface in a dry climate at extremely low pH conditions (one to four). All minerals, pyrite, mica, barite and even quartz (probably due to F released from dissolved mica) have been digested and silica gel precipitates have formed a stable and quasi impermeable 100 ¦m layer with very low porosity (<5 area per cent, estimated using scanning electron microscopy (SEM) imaging). The silica layer itself is covered by Fe-oxy-hydroxide (ie FeOOH) coating (10 ¦m) and seals a 1 - 5 mm thick stable hardpan. This hardpan covers the channels and part of the rips almost entirely, guiding the rainwater subhorizontally towards slopes and sinkholes. By geoelectrical measurements, a 3D-resistivity model of the internal structures and the bedrock relief underlying the heap was generated. Internal structures relate to lithological changes in a number of layers. Zones of low resistivity may be attributed to washed-in fines within the mega pore system, whilst zones of high resistivity close to the surface probably reflect the advanced stage of drying beneath aging hardpans. The water movement at the surface was investigated by an artificial precipitation experiment with monitoring of the subsequent changes in resistivities.

A research project was commissioned by the Australian Coal Association Research Program (ACARP) to improve the understanding of tailgate strata mechanics and to provide a more rigorous engineering basis for tailgate support design. A deformation mechanism termed æskew roofÆ was defined which relates the regional influence of differential horizontal strata movement (shear) about longwall extraction to gateroads. Confirmation of the mechanism was achieved by field investigations which included measurement of the shear displacement along weak interfaces. Under geological and mining conditions where the skew roof mechanism operated, strata units were found to move progressively further towards the goaf with height into the roof. 3D numerical modelling was used to assess the major geotechnical factors controlling the mechanism and to determine appropriate support strategies within a æskew roofÆ environment including the role of cables versus standing supports. The skew mechanism is considered relevant to; all roadways in the vicinity of longwall extraction including the faceline itself, chain pillar design, and support design.

Chelopech Mining EAD (CMEAD) is a wholly owned subsidiary of Dundee Precious Metals Inc (DPM) and operates the Chelopech underground mine and processing facility located in Bulgaria. The final product sold is a flotation concentrate containing copper minerals with associated gold and silver. The increase in production from 0.6 to 1.0 Mt/a by 2009 occurred with the original (1975) secondary/tertiary crushing, and primary/secondary ball mill circuits. As part of the mine/mill upgrade project to 2.0 Mt/a, a new single stage semi-autogenous (SAG) mill and ancillary equipment was installed, replacing the original circuits, with commissioning occurring during the first half of 2011. Aspects of the design, commissioning and operation of the new comminution facility are the subjects of this paper.An extensive program of comminution characterisation test work was completed in 2004/2005, which indicated moderate hardness and competency characteristics. The characteristics were considered suitable for a range of comminution approaches which were assessed with respect to power requirements and capital and operating costs. Retention of the existing primary crushing facility, and installation of a new single stage SAG mill located within the existing mill building, was selected as the design for the expansion.An extended ramp-up schedule for the overall concentrator upgrade turned out to be necessary as the comminution and flotation circuits were completed prior to several downstream unit processes (concentrate filtration and tailings thickening), which were required to reach the design mill feed throughput rate on a sustainable basis. This resulted in the opportunity to gradually increase the SAG mill ball charge as necessary, to obtain the throughput corresponding to the various downstream processing constraints.A relatively fine cyclone overflow stream particle size distribution is a feature of the Chelopech comminution circuit that has not been fully overcome with increasing ball charge conditions. At the Red Dome and Mungana deposits in north Queensland, Australia, it is proposed that mineralisation and alteration developed as a 'telescoped' overprinting continuum, ranging in style from hypothermal to epithermal, reflecting the major changes that developed in the regional setting over the period circa 325 - 290 Ma. Regional assessment suggests that this also applies to many other precious and base metal deposits within a 40 km length of the host Siluro-Devonian Chillagoe Formation.   A ten stage paragenetic sequence of structural preparation, multi phase intrusion and associated mineralisation, alteration and brecciation is postulated for the Chillagoe district.

Photogrammetry-based techniques supported by traditional mapping tools are more frequently used for open pit geotechnical mapping. It fundamentally involves the collection of geological, structural and rock mass data from pit batters when safe to do so. These are essential components for refining and implementing continuous improvements to geotechnical models. The geotechnical model is used to review bench performance, optimise geotechnical design parameters, interpretation and analysis of pit slope stability. This paper is a case study of implementing different pit mapping methods at Mount Carlton gold mine, North Queensland. It critically reviews the tools required, including the Brunton compass, mobile application Clino, geotechnical data mapping software CloudCompare (2015) and Sirovision software. The review compares the image precision, structural measurements and data analysis. The review also underlines mine site management philosophy for safe geotechnical data collection to identify in-pit geotechnical hazards and the mitigation of potential slope instability. Sirovision is a remote sensing system for site geology mapping and interpreting geotechnical characteristics of exposed mining faces. The system utilises off-the-shelf digital SLR cameras to capture stereo photographs of the rock face and uses the latest image processing technology to generate accurate 3D models. These 3D models are digitally analysed using computational geometry to extract unbiased and accurate geological and geotechnical data. CloudCompare processes high accuracy 3D dense cloud rock surfaces reconstructed with photogrammetry software to extract the geological planes using the FACET or Compass plugins. The major discontinuity sets can be observed and the orientation (dip/dip direction) obtained from the algorithm is accurate and reliable for geotechnical assessment, including kinematic and rock slope stability analysis.

Mining companies in order to compete and succeed in being viable business propositions must look to the future and select mining methods which guarantee improved efficiency and productivity as well as lower costs. A mining company in adopting a method of mining must now select the equipment most compatible. To some mines compatible equipment may mean the use of drilling jumbos to replace hand held rock drills or the use of load haul dump units to replace scrapers. To other more mechanised mines compatible equipment may mean the use of raise borers and road heading machines. The right decision will be where equipment compliments method in such a way that the working environment is improved, productivity is maximised, cost if reduced and all profit opportunities are optimised. An example of such is where the use of improved mining techniques in underground operations may see cut off grades reduced. By selectively mining these lower grade orebodies, smaller operation's ore reserves improve and the capacity for continued growth is enhanced.

The Mt Tom Price orebody of Hamersley Iron Pty Limited consists of a folded hematite - shale sequence capped by a layer of goethite. Consequently, variations in iron content occur within the ore body, and as the overall grade is below that required to make specification products, selective mining must be carried out. A necessary preliminary to quality control of products based on selective mining is the production of advance data on the tonnages and grades of material to be expected in future mining areas. Bench plans showing zones of different grades and types of material anticipated are prepared from structural geological information. The grades of materials on a bench are essentially governed by the positions and attitudes of the shale bands. Quality control is exercised by blending different grades and types of material in primary crusher feed. Iron grade is the prime grade consideration although sometimes the level of phosphorus content must be considered. Pre-production grades are determined from assay of samples taken from blast hole cuttings. As shales are more friable than hematite, product fines are always lower in iron grade than the lump product. The realisation of contract specification grade is more difficult with fines than with lump, so maintaining the correct fines grade becomes a prime factor in quality control. Control of fines grade is presently effected by aiming for an appropriate feed grade to the primary stockpile. Studies to estimate fines grade directly by qualitatively taking into account material types are in progress. Quality control measures are checked by monitoring the crushing and screening plant output, and taking appropriate compensatory actions in the mine when required. Minor fluctuations in quality of fines can be blended out on stockpiles. The quality control measures described ensure constant quality products, and a good recovery of high grade material from the deposit.
