The new environmental legislation of 1986 was left incomplete and to date remains so. The 'missing' process by which environmental consideration should be applied was never embodied in law and has predisposition to a wide interpretation. The Resource Statutes which govern land use and development place demands on the environmental process without that definition. The Resource Statutes are themselves under review by Government. There is a new Government Department of Conservation. It is still in its early days and facing a challenge to compose its role as a steward over large tracts of land holding significant marketable resources, animal, vegetable, mineral, and abstract. It has also taken over numerous consent and advocacy roles in legislation beyond its own empowering Act. Enter the mining company, anxious if not able to get an easy passage for consents to prospect and mine, then at least to have a clear path to tread to get there, within a fixed time period. Whichever options appear available to process environmental approvals, public participation is that being favoured most by the regulatory bodies. Where a public notification of consent applications is mandatory, public participation should lead to the fastest track available.

The introduction of digital communications technologies into the underground mining industry, in both coal and hard rock mining, has enabled high bandwidth applications to be applied in the mining industry. Digital networks based on 802.11 b/g/n open Wi-Fi standards have allowed numerous applications to be run over a single communication backbone. One of the many important applications is the tracking of personnel and equipment via RFID Tags. This tracking application has formed the basis of a Proximity Detection System or Collision Avoidance System (Schiffbauer and Mowrey, 2001; Kent, Fischer and Schiffbauer, 2011) thereby improving safety and increasing control in the mining environment. This paper discusses the growth of digital technology as the backbone for communications in underground mining applications. This growth has allowed the ‘convergence of technologies’ (occurring in the general business world) to be available to mine operators in general and underground mine operators in particular. Mine Site Technologies’ involvement with major mining companies and mining equipment manufacturers (OEMs) in developing and supplying their communication systems is also discussed.The latest technical requirements and specifications for communication systems for underground and open cut mines will be reviewed.

Miners and explorers in New Zealand are expected to consult with stakeholders, keep out of core conservation areas, and operate a high standard of environmental management and rehabilitation. These requirements are not difficult to meet, but many of the industry's own actions have brought it to a low level of general public esteem in New Zealand. Reasons for this are discussed, drawing examples from the Maruia Society's experiences with the industry since the mid-1980s. The boundary between core conservation areas and other land is not easily drawn, and the Maruia Society has sought to work with the mining industry to promote legislation for net conservation benefit trade-offs. However this initiative was not successful. Today the industry, unlike most other major industry sectors in New Zealand, has no accord with the country's conservation movement.

There is a wide spectrum of learning needed in the development of these explorationists: the technical and conceptual skills to carry out exploration efficiently, the professional and managerial skills to apply the exploration in the work situation, the personal attributes required to manage their exploration effectively, and a company organisation that allows them to learn and use these skills and attributes.

Statistical metallurgical plant trials are becoming more widespread, as a valuable tool for increasing plant profitability. Generally, a single parameter like metal recovery varies under the trial condition while all other variables such as average metal feed grade or average metal concentrate grade are equal for the two test conditions during the period of the test. Metal recovery is usually the measured variable because concentrate grade is fixed by smelter terms, and plants operate to maximise recovery at the required concentrate grade. However, in all flotation plants there is a relationship between concentrate grade and metal recovery, and under the same conditions increasing one results in a decrease in the other. At MMGÆs Rosebery Mine the zinc concentrate produced is generally above smelter specifications, so zinc concentrate grade can vary during a test. During trialling of magnetic conditioning in the Rosebery zinc circuit, the difference in both zinc recovery and zinc concentrate grade were analysed. The analysis of changes in zinc grade and recovery during the trial raised some interesting questions about the relationship between concentrate grade and recovery. A paired statistical method was developed and tested to combine in each pair the change in concentrate grade and recovery in a single result that could be analysed by a paired t test. This method was found to be very sensitive to combined, varying changes in concentrate grade and/or metal recovery. It was also evaluated on plant test results from another flotation plant to verify its applicability in other plants. CITATION:Long, G, Taylor, S and Lumsden, B, 2012. There has been much progress on the issue of acid drainage over the past 20 years; however, significant challenges remain. The International Network for Acid Prevention (INAP) is attempting to address them by globally coordinating acid drainage information sharing and research. INAP pursues three branches of activities: it links AD research, practice, and people; it organises, sponsors, and participates in regional workshops as a forum for technology transfer; and it instigates and funds key acid drainage research projects. Through these activities INAP is helping the industry deal with what is arguably its most serious legacy issue.

Thank you for your introduction and the opportunity to speak at such an important forum. I feel honoured to be the Tas McKee speaker for this yearÆs conference. I can honestly say that Tas McKee typified the spirit that has ensured the survival of the mining industry despite the modern-day challenges that we encounter. He was one of the most influential people in the New Zealand minerals industry. In 1938, with his father and brother, Tas established Lime & Marble Limited. Over its history, this company evolved from its original base of marble mining to diversify into gold mining and exploration for other industrial minerals, uranium, precious and base metals. He was truly a pioneer that persevered against the odds.   That leads me to the subject of my discussion today. I am going to delve into todayÆs challenges as they apply to gold companies. While we gold miners should be generating record returns, the gold industry shareholder return performance in this buoyant market has barely equalled that of the gold price. It is a dilemma but one that can be resolved with the right strategy.

WMC has mined the Perseverance disseminated orebody exclusively by SLC (sublevel cave) methods. Deteriorating ground conditions in the vicinity of an orebody inflection forced a re-evaluation of future mining at Perseverance and a strategy to drop down below the inflection zone and recommence the cave was implemented. This strategy has led to increased production at higher grades, resulting in lower costs and better mill recoveries. This paper describes the evolution of mine planning, development, support and production strategies through the successful process of implementing the ædrop-downÆ and re-establishing the SLC.

Many low sulphidation epizonal gold and zinc-lead vein deposits within magmatic arcs are situated on basement highs, and post-date both the main volcanic episode and porphyry copper (gold) mineralisation. These features are best explained by emplacement of a flat batholith a few kilometres beneath each mineral district, as recently demonstrated by geophysical data in the Baia Mare district of Romania. The batholith provides heat for the hydrothermal system, and results in extensional faulting both through up-doming of the overlying rocks, and in some arcs through incipient collapse of the thermally weakened crust under regional extensional stress. More water-rich magmas emplaced at greater depths could explain some deep epizonal and mesothermal gold deposits situated outside magmatic arcs.

This paper describes the acquisition, exploration, development, initial operation and subsequent financing of the Bulawan mine by means of a listing on the Toronto Stock Exchange of a subsidiary of the parent company, Philex Mining Corporation.Located on the island of Negros in the Philippines the property is unique on at least two counts: it is a disseminated gold deposit that occurs in a region of predominantly porphyry copper mineralisation; and it is a gold deposit that is mined by a bulk method of extraction (front and block cave) instead of the normal selective mining methods.

Management of solid mine wastes, particularly waste rock, requires careful planning to reduce the likelihood of sulfide oxidation, and generation of acid rock drainage (ARD). Waste management strategies must focus on obtaining a thorough understanding of the environmental characteristics of future waste rock materials. In this study, a waste management strategy for characterising underground waste rock was developed at a polymetallic underground mine in western Tasmania to determine which materials were appropriate for surficial placement. The criteria for surficial placement set by the regulator were that materials had to be non-acid forming and non-metalliferous. A range of cost-effective field-based tools, mineralogical assessments and mineral chemistry techniques were used on a suite of representative drill core material to determine an appropriate waste management strategy. Ultimately, a modified geochemistry–mineralogy–texture–geometallurgy (GMTG) approach was designed, whereby geoenvironmental focused logging and simple prescreening tools such as paste pH and sulfur analyses were used at stage-one; routine acid base accounting and leachate tests at stage-two; and validation tools including X-ray diffractometry and laser ablation inductively coupled plasma-mass spectrometry (ICPMS) at stage-three. This approach should be considered for other mine sites at early and operational life-of-mine stages with similar deposit characteristics, to ensure correct screening and placement of potentially hazardous waste materials in suitable above-ground waste repositories or mined-out mine sections.CITATION:Parbhakar-Fox, A and Lottermoser, B G, 2017. Three computerised sets of minerals information are being developed by New Zealand Geological Survey in co-operation with the Resource Management and Mining group of the Ministry of Energy: 1. Geological Resource Map: a file of information on the location, geology, geochemistry, production, and potential use of individual occurrences of aggregate, mineral, geothermal, coal, oil, and gas resources. The computer program can be used for search and retrieval of information and the production of maps and tables. The data is being published as a series of 1:250 000 maps with accompanying text and tables. 2. Minerals Bibliography: an index and retrieval system for mineral exploration related; open-file company reports, N.Z. Geological Survey files, scientific research publications and university theses. 3. Minerals WhoÆs Who: an annotated directory of geologists involved in mineral exploration, mining and research.

Bolivia, due to its turbulent past with a history of constant military coups, has given an image of complete instability to the foreign investor. The effects of this have been several fold, the major one resulting in a complete lack of exploration in modern terms since their revolution in 1952. What was overlooked by the foreign investor was the fact that revolution produced Agrarian Reform which is the foundation of the stability which Bolivia enjoys today. Another factor that is overlooked is the fact that its past history is one of vast mining fortunes having being made. Their political problems resulted in economic chaos in 1985 with an annual inflation rate of 26,000 percent. This resulted in the collapse of the government but the democratic process continued. Then came the so-called"South American Miracle" in 1986 when the government of Dr. Paz Estenssoro enacted an extremely harsh austerity program which consisted of the abolition of wage and price controls, the abolition of monopolies, the right to hire and fire, the weekly auctions of dollars and the free convertibility of currency which yielded a stable government with 8 percent inflation. This was followed by massive personnel reductions in the various mines and other industries.

The sedimentary basins of this region developed in the collision zone of thePacific Ocean plate and the continent. Stresses were transmitted thorough wedge-like lithospheric blocks, such as the Okotsk Sea, East Kamchatka, Aleutian and other smaller blocks. Compression and inversion were more active at the boundaries: ***INSERT EQ*** and ***INSERT EQ*** in places. Tension, rifting and the increase in the rate of sedimentation were marked in P1-2, P3, N12, and also in N2 û Q in places. Structural plan changes of the sedimentary basins and possible oil, gas and fluid migration occurred more actively at the boundaries: ***INSERT EQ***.

The design of primary sample cutters for high-capacity conveyors is critical to achieving a correct sample, both in collecting the sample and ensuring smooth sample discharge flow. Modelling usually occurs at the design stage and requires extensive experience to achieve the correct result. However, it is difficult to confirm the effectiveness of the cutter design until after installation. Even with high-speed video, confirmation of complete sample capture is difficult, especially if the material characteristics change over time. Recent investigation using discrete element method (DEM) simulation to model the flow of the ore into the cutter and observe how it interacts with the cutter has revealed some interesting design requirements not observed in the past. By including DEM modelling, the correct design and optimisation of the cutter can be more accurately determined prior to commissioning.CITATION:Hidding, M and Shaw, R, 2017. The Julius Kruttschnitt semi-autogenous grinding (SAG) mill model was developed by Leung in the 1980s and extensively updated to the variable rates model by Morrell and Morrison in 1996. Since then only minor upgrades have been incorporated in the version distributed in the JKSimMet simulator. A number of improvements, developed over the course of the AMIRA P9 project and in recent independent work, have now been incorporated. These improvements are based on a power-based model that directly relates the degree of breakage with energy consumption. The new size-dependent breakage function has been incorporated. The upgrades include more accurate predictions for a wide range of mill fillings (ten - 40 per cent), slurry hold-up in the mill, pebble discharge rate and the influence of changes in feed size and ball load.The paper presents the status of progress in the model development. Maintaining high carbon activity is vital to the efficiency of any Carbon-In-Leach or Carbon-In-Pulp process. Reduced activity can lead to longer residence times or gold losses in the tails. Regenerated carbon from the CIL circuit at Macraes Gold Mine was analysed for kinetic activity and composition over a 15 month period. An increase in kinetic activity during the time period was recorded, which was linked to reduced Na and Ca loadings. A laboratory simulation of the loading, stripping and regeneration of gold was developed and tested. Kinetic activities were obtained for synthetically fouled carbons following three circuits of the laboratory simulation. It was shown the competitive gold adsorption ability of xanthate fouled carbon (previously reported as a serious deactivator) could be significantly recovered following effective thermal regeneration. This ability was maintained in a subsequent circuit loading.

Goldfields (Tasmania) Limited operates a small, high-grade underground gold mine on the West Coast of Tasmania, 30 kilometres north of Queenstown. The main orebody, Zone 96, was discovered in 1989, with major development work commencing in 1993. The mine was officially opened in July, 1996. Initial production came from a shallow orebody known as the Sill Zone, some 50 - 150 m below surface, which was accessed by a 1 in 8 decline. Zone 96 lies between 350 m and 550 m below the surface and is accessed by a 402 m deep, 3.2 m diameter internal shaft from the collar level located 100 m below surface. The main ore extraction system in Zone 96 is mechanised cut and fill, using high density paste fill. Run of mine ore and waste are hoisted in a single 5.5 tonne overturning skip, then trucked from the underground collar to the gold plant ROM pad or waste dump, respectively. Ground conditions in the mine vary with orientation and proximity to major faults. The gold is contained in a sequence of strongly altered volcanic rocks adjacent to the Henty Fault. Most of the gold is contained in massive quartz, ranging in width from 0.5 m to 7 m, which has been subjected to substantial faulting. Average mineable grade is about 27 grams gold per tonne. Ore reserves in 1996 proved an initial mine life of approximately 4.5 years at 90 000 ounces gold per annum, with significant potential for additional resources from extensions to Zone 96 and adjacent zones. The lease is located in an environmentally sensitive area and a very high standard of environmental management is an essential part of the operation. This paper describes the relevant aspects of mining at Henty including grade control, ground support, backfill placement and environmental management.
