THE following paragraphs comprise such information as the Secretary has been able to obtain concerning the members and associates whose deaths have been reported. Further particulars or corrections of errors, and biographical data concerning deceased members or associates not already noticed in this way, are solicited. Charles IV. Benton was born at Kezar Falls, Maine, Nov. 12, 1843. We have no accurate knowledge concerning the early part of his career. In 1871 he engaged with the N. Y. Honduras Rosario Mining Co., at San Juancinto, Honduras, C. A., and later was employed at the Monserrat mine at Yuscaran, and at Santa Lucia, Honduras, with the Tenero Mining Milling Co. of Pennsylvania. In 1897 he became a member of the Institute. At the time he was stricken with his last sickness he was employed at the Paymaster mine at Tucson, Ariz. He died at Fairmount, Denver, Colo., Sept. 9, 1907. William R. Boggs, Jr.-The notice in the Bulletin for January was incorrect in saying that the murder of Mr. Boggs occurred while he was employed as metallurgical. manager by Mr. W. B. A. Dingwall, at La Maroma, San Luis Potosi, Mex. Mr. Dingwall writes that in March, 1907, Mr. Boggs left him, to return to his home at Winston, N. C., whence he. subsequently went to Durango, Mex., to take, with the Topia Mining Co., a position which he occupied at the tine of his death, Nov. 17, 1907. Mr. Dingwall says that, while in his service, Mr. Boggs never had any trouble with the workmen, but was esteemed and liked by them, as by all who knew him ; and adds, injustice to the State of San Luis Potosi, that the population, even in the mining-camps of that State, is orderly and law-abiding, and that the authorities are vigilant and just. At the last meeting of the Institute, several contributions were made to the subject of miners' aid funds. Such matters will always form important factors in the administration of large industrial enterprises. From the frequently remote and isolated position of mining properties, it is a subject that often forces itself upon the attention of the mining engineer. Local conditions are usually so variable that no single method can be found equally well adapted to all localities. At the same time, a study of different types is often suggestive and valuable, and it is with this in view that these notes are presented. The Miners' Fund of New Almaden is a remarkably successful example of what may be done for miners by a wise and at the same time firm management, by simply directing their own efforts and without incurring any great expense to the stockholders,—a practical consideration not without importance in most cases. T HE engineer of today is by his training, by his traditions, and by the service which he must render, irrevocably committed to taking his part in public life along with the members of the older professions of ministry, medicine and law. Nevertheless, in comparison with these: three, so long recognized as the "learned professions-all three of which grew out of the functions of the priesthood-engineering in any modern sense of the word is a youthful profession indeed. So youthful is engineering in its present significance, that it may be said to date from the labors of John Smeaton, the lighthouse builder; of Simon Newcomen and James Watt, the inventors of the steam engine; and of George Stephenson, the inventor of the locomotive; at the dawn of the 19th century. Great works of an engineering character had, it is true, been executed long before this, but practically all of them had been rule-of-thumb enterprises, dependent upon a plethora of slave labor for their accomplishment. For illustration it is said that at Rio Tinto in the days of Hiram, king of Tyre, 40,000 men worked for a year to produce three tons of silver from the rich outcrop ore. Such an operation can scarcely be called an engineering enterprise, however, when we remember that a fourth of this number of men in these same mines, from which the richest ore was long ago extracted, produce at present over 100 tons of copper per day.

In preparing a paper on coal washing in Colorado and New Mexico, it is difficult to refrain from entering into a discussion of the historical aspects of this subject, for the story of coal washing in these states goes back well into the last century. This phase of the subject could well make a complete paper in itself, and of necessity this present discussion must be limited to current operations. Therefore, we are taking into consideration only those washing plants which have operated for some period during the years of 1947 and 1948.

Discussion of the paper of Prof. Henry M. Howe, presented in abstract by Bradley Stoughton at the Cleveland meeting, October, 1912, and printed in Bulletin No. 71, November, 1912, pp. 1181 to 1227. J. E. JOHNSON, JR., Ashland, Wis. :-This material is largely beyond the understanding of most of us practical men, but there are certain portions of that diagram that are of enormous importance. We have been conducting a, very extensive investigation of the quality of charcoal-iron and of all iron, and we have found that this eutectic point here (indicating on chart) is a sort of balance point between the good irons and the bad ones, and I have some slides to show what practical results we have found depending on this point here on the d diagram; and it would be a mistake for men who were -concerned with operation and were getting practical results, to think that these things are of no importance. They are exceedingly hard to understand, and I confess that a great deal of them is beyond me, but there is no doubt that the quality of iron depends to an enormous extent on the location of the carbon content of the iron to the right and left of this point, and the position of that point is dependent upon the silicon, and I wish to make a plea to the practical and operating members of the Institute not to disregard this material on account of its being highly scientific, because I hope to show later that there are matters of the highest practical importance that depend directly upon certain portions of this diagram. The Multi-Flow Evaluator (MFE) is a new system of tools providing an original approach in drill-stem testing. It improves control during the testing operation and gives a more accurate evaluation of the fluid recovered while providing additional pressure information for reservoir analysis. The tools are operated entirely by up and down motion of the drill stem. This up and down operation provides a positive means of control and offers easily observed surface indications of tool operating position. An unlimited number of shut-in and flow periods may be taken with this tool while in the hole. The key to the success of the MFE system of tools is the safety seal packer. Until this development, operation of the tools by up and down motion only had proven unreliable. The success ratio of the MFE now exceeds the ratio achieved by conventional tools. The equipment includes a 2,750-cc chamber in which a representative sample of the flowing formation fluid is trapped at the end of the last flow period and brought to the surface under pressure. The sample can be evaluated at the wellsite or transferred under pressure for laboratory analysis. The sampling feature of the tool allows a sample to be obtained from a reservoir which has suffered minimum influence from production. A representative sample can be obtained for laboratory or empirical analysis by employing a testing technique to minimize drawdown during flow periods. Interpretation methods to take advantage of this additional information are presented and supported by actual field examples. INTRODUCTlON The Multi-Flow Evaluator (MFE) represents the most recent technical advance in formation testing. Drill-stem testing techniques prior to the MFE have been limited in three areas—(1) operaiion, (2) recovery analysis, and (3) reservoir analysis. The tools in the MFE system allow maximum control during testing and provide test information superior to that obtainable with conventional tools. CRUDE oil production in the United States during 1938 reached approximately 1,214,355,000 barrels, an average of 3,327,000 barrels per day, or 5 per cent below the 1937 record output of 1,279,160,000 barrels. The decreased production did not prevent the stocks of all products from increasing to a total of 575,954,000 barrels by Sept. 30, an increase of 10,957,000 above the total on Jan. 1, or an average daily storage increase in all products of 40,135 barrels. The increase in total stocks was made entirely in the refined products, stocks of crude oil during the first nine months of 1938 having actually declined 7,155,000 barrels to 299,671,000 barrels, or an average daily decline of 26,209 barrels. WISH to call the attention of the Institute to a curious subject, brought to my notice last summer by Mr. Begger, the accomplished metallurgist of the smelting-works of the Boston and Colorado Company at Black Hawk, near Central City, Colorado. At these works, the richest auriferous sulphhrets of Colorado (particularly copper pyrites) are smelted in reverberatories, together with roasted tailings (iron pyrites), and the gold and silver are concentrated into a new, artificial sulphide, or copper matte, containing $1500 and upwards of the precious metals per ton, and this is shipped to Swansea. I will say in passing, that this shipment of an unrefined product, like the similar shipments from Utah and Nevada to San Francisco, Chi¬cago, St. Louis, Newark, New York, and Europe, of crude argentiferous lead or "base bullion," is not a sign of incomplete metallurgy here, but has a sound business reason. The separation of the precious metals in the West would be more expensive, to begin with ; and then it would necessitate the movement of these metals by express, at high rates and risk, to commercial centres or coining mints, while the base metals having no home market, must be shipped and sold at little or no profit. At present, the gold and silver, safely packed, as it were, in the base metals, are transported with safety as ordinary freight; and the base metals probably more than pay cost of shipment and separation. TRANSFER to the Bureau of Mines of the responsibility for conservation and production of helium, and announcement that a proposal has been made to the President for commercial operation of the Los Angeles has attracted new attention to the helium program of the Government. The matter is one in which mining engineers, and the mining industry in general, have a peculiar interest. Helium is a byproduct of the petroleum and natural gas industry. It is found in certain of the natural gases which have themselves been discovered, in the main, in the search for oil. If it is to be produced on a large scale, the conservation and development of the fields will necessarily be done by the men of the oil and gas industry. There is no known or expected source of supply of quantities of commercial importance save in the natural gas fields. Not all gas wells supply helium and none of them supply it in important percentages. If it were necessary to prospect a field, develop it, lay pipe lines and build production plants for the helium alone, the cost would be prohibitive. On that basis helium would necessarily be restricted to essential war uses, where cost is subordinate to need. As a byproduct of the natural gas in certain, at least, of the fields in the United States there is distinct reason for anticipating that it may be produced in amounts and at a cost that will permit its regular use in commercial airships.

In the year 1948, more than ever before, the coal industry established itself on the threshold of a new and exciting future expansion. While production did not equal the wartime and peacetime peaks of 1944 and 1947, it was, in review, a good coal year. During the latter part of the year a combination of mild weather, record stock piling, and general business slackening reduced coal demand to the extent that marginal mines suspended operations, while mines remaining active found it necessary to renew their attention to producing better products at lower operating costs.

It is my purpose in the following paper to describe the south-central part of Siberia, with special reference to its geology and the mineral deposits. This region is known politically as the Achinsk and Marinsk districts of the Tomsk Government. It is situated among the Altai mountains, in. ]at. 50° to 55O n and long. 87O to 93O E., not far from the northern frontier of Mongolia, and is divided as follows: Mining Districts.—(1) The Tomsk mining district, including the political districts of Altai (belonging to the private crown lands of the Russian Emperor) and Marinsk; (2) the AchinskMinusinsk mining district, including the political districts of Achinsk and Minusinsk; and (3) the North Yenisei mining district, situated in the northern part of the Yenisei political district of the Yenisei Government. Fig. 1 is a map of the Tomsk mining provinces, showing the useful mineral-deposits, excepting those of gold, and giving the routes of the railroads and post-roads connecting the various districts. Political Divisions.—The Tomsk Government is sub-divided into seven " oojesdy " or districts, as follows: Barnaul; Biisk; Kuznetsk; Kainsk; Kolyvan; Marinsk; Narim; and the Altai district (private land, as above). The Yenisei Government is sub-divided into five "oojesdy" or districts, as follows : Erasnojarsk ; Kansk; Yenisei; Achinsk; Minusinsk. Concerning the geology of the region, in addition to the record of my own observations, references will be made to the works of earlier writers. These have been consulted for the purpose of comparison, as regards the districts which I have actually traversed, and for the purpose of completing my account of such portions as I have not been able to visit.

As in preceding years, the most intensive drilling activity during 1934 took place in the old fields of the western part of the Polish Carpathian petroleum province (district of Jaslo). The number of wells completed to the end of 1934, expressed in percentages, is as follows: Jaslo district, 57 per cent; oil fields outside Boryslaw-Tustanowice-Mraznica, 27; Stanislawow district 8 and Boryslaw fields only 7 per cent. DEPRESSION in all lines of the mineral industry except gold, which began in 1930 and continued, even worse, through 1931, had its effect on ore concentration. Construction was limited to the completion of plants already begun. Every possible economy was adopted. Changes and improvements involving expense were postponed. Research was largely abandoned. Operations became highly efficient and costs were cut down, although this did not necessarily mean a lower cost per ton because of the greatly reduced capacity at which mills were run. Lower metal prices caused the operators to seek the optimum ratio of concentration and grade of concentrates looking toward maximum economic recovery; that is, net profit. In the crushing field no marked changes occurred. The Symons cone crusher for intermediate work is in use almost everywhere. Its manufacturers claim that 900 machines have been installed in 21 countries, replacing two previous steps of crushing and yielding a product sufficiently fine to form a satisfactory feed for rod mills and ball mills. A new Telsmith crusher has appeared which has curved jaws something like the Symons cone and consequently the same advantage as the latter.

Minerals have played a prominent role in the affairs of man and nations since time immemorial but with the advent of the industrial revolution, expanding use of the products of the mineral kingdom became synonymous with the material progress of mankind. Individuals and business groups have recognized this fact so have been aggressive in searching for and utilizing mineral resources, with notable success. Indeed, their achievements are primarily responsible for the present Machine Age. On the other hand, until recently the body politic has failed to grasp fully the essentiality of minerals although, at times, access to mineral supplies has been an important factor in the political maneuvers of nations. This chapter is concerned primarily with the broader political and economic relationships of mineral resources to the world economy, and with the internal and external actions of nations in the field of minerals. Many factors that condition the mineral economy of regions and the world as a whole, influence the internal and external affairs of individual nations. The more important of these are: 1. The nature of man's dependence on minerals. 2. The problems resulting from the unique characteristics of mineral occurrence. 3. Geopolitical concepts. 4. Minerals and world power. Actions of individual nations affecting their mineral economy seek two basic objectives : 1. Attainment and maintenance of prosperity. 2. Military security. Other objectives may be cited but on careful analysis they become integral parts or extreme phases of the two points noted above. For example, the twentieth century aggressions of the USSR, Germany, Italy, and Japan might be considered as direct bids for world power but they also can be interpreted as exaggerated or mistaken efforts toward military security and peacetime prosperity. IN the last decade one of our oldest and largest non-metallic metallic mineral industries has been the subject of persistent technical research, the results of which are another example of the benefits following the systematic application of scientific principles. The consequent improvement in the technique of phosphate recovery represents the greatest material advance in the industry since the discovery of phosphate in Florida in 1881. Moreover, these successes have stimulated interest and development in numerous other nonmetallic industries. Strange as it may seem, and despite the fact that the phosphate deposits of Giles County, Tennessee, together with those of Polk and Hillsborough Counties, Florida, have yielded more than 50,000,000 long tons in the last twenty years, the mineralogy of phosphates has been given scarcely any space in our technical literature. For many years it was the general consensus that these so-called phosphate rocks represented a physical mixture composed principally of tri-calcium phosphate, together with smaller quantities of calcium carbonate, calcium fluoride, iron phosphate, aluminum phosphate and other less important constituents. More recent investigations, however, led to the conclusion that these phosphates really represent a complex mineral in which calcium, iron, aluminum, phosphorus pentoxide, carbon dioxide, and fluorine all form a definite part of the molecule. Colony, after a careful study, utilizing chemical, microscopic, and X-ray diffraction methods, reported that American phosphates consist principally of calcium-carbono-phosphate of the staffalite type.
