This paper discusses the actual recovery and installation of a longwall in a bituminous coal mine in western Pennsylvania. The coal bed mined is in the Lower Freeport seam, which averaged 1.07 m (42 in.) in height locally. Drainage from the mine is about 13.25 ML/day (3.5 million gal per day) of water. This water deteriorates the mine's predominately fire clay bottom making it extremely difficult to move equipment. Support removal is accomplilshed by pulling the 5.44 t (6 st) shields out under their own hydraulic power and transporting them by track 8.05 km (5 miles) to the next longwall panel. This paper also discusses the changes that will be made to aid in the succeeding longwall recoveries and installations.

THIS apparatus was designed primarily to meet the demand for a quick, efficient stopping to seal off the burning area temporarily during a mine fire, but it can be used in any circumstance where an immediate brattice is required for ventilation control. In using the old style brattice, mine-rescue workers have found it difficult, in smoke-laden drifts and stopes, to erect an effective stopping with wooden frame and canvas. Stulls must first be cut to the proper length, the canvas tacked in place, and the numerous irregularities of the walls and back must be caulked. This operation requires the employment of axes, saws, and hammers, which cannot easily and safely be handled in dense smoke. INTRODUCTION At the end of the day, the decision by the sponsor to proceed with a project and to seek financing, or the decision by the financier to grant financing are made on a judgmental basis. Cash flow projections, sensitivity and risk analysis, the innumerable ratios applied by the financier, the so-called feasibility study, etc. are all only tools, and the degree to which they affect decisions is as highly varied as are the personality differences and business conduct and outlooks of the persons who render the decision of "go or no-go". The independent consultant, then, is expected to provide an additional increment of credulity and/or reliability to the "tools" which others will use in reaching a decision; the consultant is really not in a position to directly recommend a "go or no-go". PROJECT FINANCE INGREDIENTS The project finance situation has basically three ingredients: - The project; - The inherent risks attendant with project failure; - The parties. The project, to be viable for financing, will have certain essential characteristics, namely: 1. Clear title or rights to the mineral; 2. Proven definition/establishment of mineral quantity; 3. Financial viability; 4. Physical access consistent with financial viability; 5. A market for the product at a price and for the quantity consistent with financial viability; 6. Transportation/shipping from the project facility to the market at a cost consistent with financial viability; 7. Availability and demonstrated expertise of the developer of the facility; 8. Demonstrated expertise of the operator of the facility; 9. Production processes do not involve unproven new technology; 10. Availability of management personnel; 11. The property and the facilities have value (and thus can be used as collateral); 12. Government approvals/support, as required, will have been obtained; 13. The political environment is essentially friendly and stable; 14. The owner(s) of the project have the financial, strength to make equity contributions consistent with total required investment capital and project risk; 15. Backing by credit support other than that of the financier (i.e. guarantees); The inherent risks of failure are (Nevitt, 2nd Edition); 1. Completion delays with consequent delays in the generation of revenue 2. Cost overruns 3. Technical failure 4. Financial failure of contractors 5. Government interference 6. Uninsured losses 7. Increased price or shortages of raw materials, supplies 8. Technical obsolescence 9. Loss of competitive position in the market place 10. Expropriation 11. Inadequate/poor management The parties directly or indirectly integral to the project financing are: - The mineral rights owner - The developer - The operator - The equity investor

I. INTRODUCTION. IN the summer of 1908, R. B. Cochran, Superintendent of the Compania Metalurgica Mexicana at Sierra Mojada, Mexico, presented to the Department of Geology and Mineralogy at Case School of Applied Science an interesting series of silver-, copper-, and lead-ores from the Veta Rica mine. These ores contained several interesting minerals which were associated in a somewhat peculiar manner, so that I was impelled to make a closer study of their occurrence. The investigation has brought out several new facts concerning the geology of the district and the geological occurrence of the ores, and therefore has seemed worthy of record. Two papers have been published previously about the region, one by Chism1 in 1887, and the other by Malcolmson2 in 1902. These articles, however, treat of the district more from the stand-point of the metallurgist and mining engineer, and not much attention is devoted to its mineralogy and economic geology. II. GEOGRAPHICAL LOCATION OF THE DISTRICT. The Sierra Mojada is situated in the extreme western part of the State of Coahuila, near the Chihuahua boundary. It is reached best via the Mexican Central railroad from El Paso, Tex., to Escalon, Chihuahua, a distance of 494 miles. From this point, a branch line, the Mexican Northern railroad, runs 78 miles in a NE. direction to the mines, which are its northern terminus. CRUSHING and concentration flow-sheets of western mills have become greatly simplified and more or less standardized of recent years with the introduction of modern grinding methods and flotation. Improvement has not stopped, however, and advancement is continually being made in crushing and milling practice. A case in point, where remarkable improvements in efficiency have resulted from comparatively minor changes in the flow-sheet, is in the New Cornelia mill of the Calumet and Arizona Mining Co. at Ajo, Ariz. This mill, completed in 1924 for the concentration ,of the sulfide ores of the New Cornelia mine, was originally designed for a 5000-ton capacity. IT HAS been known for centuries that iron and steel could be hardened by cold hammering and that the metal could be restored to the normal condition by heating to a red heat and cooling either rapidly or slowly with nearly pure iron and slowly with steels containing considerable carbon. The art of tempering steels is also very old. When a medium- or high-carbon steel is quenched from a cherry-red heat, the hardness is increased; this hardness can be reduced by heating to various temperatures below the lower thermal critical point, which is near 700° C. The present paper will not consider these old and well-known changes in iron and steel below the thermal critical range but will confine itself to the more unusual changes, some of which have been studied recently. Stromeyer,1 for example, in 1886, reports that both working steel and heat treatment of steel in the blue-heat range are highly injurious. Recently, however, some metallurgists believe that the straightening of warped steel forgings at a blue heat produces a beneficial effect on the metal.2 The Engineering Division of the National Research Council has constituted a committee on Physical Changes -in Iron and Steel Below the Thermal Critical Range, which has the following personnel: R. AN OIL and gas mining lease contract, as entered A into by and between 'the lessor and the lessee, contains certain express covenants stipulating, in part at least, the exact performance thereof; it also contains certain implied covenants, among which may be included that of protection of the leased premises against drainage by the drilling of necessary offset wells. In the drilling for, and production of, oil and gas, however, it not infrequently happens that the lessee, acting in good faith, does not deem it prudent to, drill a test thereon even though the location for such test is offset by a producing well on an adjoining lease. Such conclusion, on the part of the lessee, is generally construed by the lessor as constituting a breach of the implied covenant mentioned above, and he may take proper action to secure satisfaction therefor. The action against the lessee is generally for cancellation or relinquishment of the lease, together with, or apart from, claims for damages allegedly sustained through failure to properly protect against drainage of the leased premises.

Edward S. Simpson, Perth, Western Australia (communication to the Secretary): In 1896 the East Coolgardie gold-field was divided into three fields, viz. : Area, square miles. Officia1 Centers. (1) East Coolgardie,. . 634 Kalgoorlie. (2) Broad Arrow,. , 588 Kurawa. (3) Northeast Coolgardie,. 22,960 Kanowna. The whole of the area embraced by the eastern gold-fields is covered with late Tertiary sands and gravel, with occasional beds of clay shales. These mostly overlay granite which occasionally shows through in small round hills. At Coolgardie, Kalgoorlie and other mining centers, belts of diorite, serpentine and highly metamorphosed sedimentary rocks appear on the surface. The rainfall at Kalgoorlie in 1897 was 4.75 inches. That the climate has not always been so arid is evidenced by the recent discovery at Coolgardie (only twenty-five miles away) in the late Tertiary formations of a thick bed of brown coal, containing numerous fossil fern-leaves. As assayer and mineralogist to the Government of Western Australia I have had occasion to examine a large amount of the Kalgoorlie ores, both in Perth and at the mines at Boulder itself. JOHN MARBLE, mining engineer, coal operator, philanthropist, member of the Institute since 1879, vice-president in 1903-04, has been paid the well deserved tribute of Honorary Membership. The presentation of the diploma was made at a luncheon in New York on Feb. 13, the citation reading: "In recognition of his work as an engineer and administrator of mines and his services to mining engineering education." Within the last month Lafayette University dedicated the new John Markle Mining Engineering Building, the gift of the eminent alumnus for whom it is named. In addition, Mr. Markle has contributed a maintenance fund for the carrying out of far-reaching plans for improving the mining courses to be given at the Institution. One of his theories is that quality rather than quantity of engineering graduates is the need of the profession. John Markle was born in Hazleton, Pa., in 1858. He received his degree of M. E. at Lafayette in 1880, and married Mary Estelle Robinson in New York City in 1884. Since 1880 he has been associated continuously with the firm of G. B. Markle & Co., and its successor companies. He has also been an official of numerous other important companies, although he is now retired from active business life.

Discussion of the paper of Charles R. Keyes, Bi-Monthly Bulletin, No. 19, January, 1908, pp. 1 to 31. BERNARD MACDONALD, Guanajuato, Mexico (communication to the Secretary*) :-Mr. Keyes's paper is very interesting to me because of my personal experience with the development of the ore-deposits of Lake Valley. Seeing that many of the important facts connected with the early history of the development of these mines are either now unknown, or have become more or less distorted, and thinking that it would be interesting as well as valuable to have these recorded as a historical supplement to Mr. Keyes's elaborate paper, I present the following narrative: In February, 1881, soon after the Atchison, Topeka & Santa Fé railroad made connection with the Southern Pacific at Denting, N. M., the Lake Valley properties were brought to the attention of New York and Philadelphia capitalists by John A. Miller, of Silver City, N. M. At that time silver was $1.10 all ounce and silver-mining was very attractive. Vast fortunes were being made in Leadville and other Colorado camps, and Tombstone was pouring out its millions. Lake Valley, like all' other mining-camps in their early history, had its drawbacks, but the railroad, then passing within 14 miles of it, mitigated many of these. The camp lay in the foot-hills of the Black range, in which the Apaches had their stronghold, and raided, when it suited their convenience, the surrounding country, killing the prospectors and pioneer settlers and stealing their cattle. This band of Indians was joined by the outlaws and desperadoes from the frontiers of Texas, Arizona, and Mexico, who collectively defied the United States soldiers, restrained, as the latter were, by the mollycoddles from the East. New Mexico retained its position in 1938 as the sixth largest oil-producing state, with a total production of 35,510,176 bbl. This was 2,875,598 bbl. less than the 1937 production of 38,485,774 bbl., or a decrease of 0.077 per cent, which was caused by the lack of pipe-line facilities and storage at the pipe-line terminals. The production for Lea County (excluding Maljamar) was 32,926,788 bbl.; for Eddy County (including Maljamar) was 2,225,411 bbl.; and for northwestern New Mexico (San Juan and McKinley Counties), 357,977 bbl. The average daily nonmarginal well allowable for Lea County on Jan. 1, 1938, was 65 bbl. At the close of the year it was 49 bbl. The average daily pipe-line runs for domestic consumption were less than the state allowables recommended by the United States Bureau of Mines. There was a demand for Artesia crude for foreign export, which if included in the daily production for New Mexico would be slightly in excess of the daily production recommended for New Mexico by the Bureau of Mines. The daily average production for the year was 97,329 barrels. There were 622 completions in the state, of which 520 were oil wells; 16 hydrocarbon gas wells; 5 carbon dioxide gas wells, and 81 dry holes. Of the dry holes 38 were in or near-by proven fields and the remainder, 43, were wildcats. Five new fields were discovered in New Mexico during 1938, three in Lea County and two in Eddy County. Southeastern New Mexico Lea County.—The Monumcnt field was the largest producing field in Lea County, with 9,440,334 bbl., and was closely followed by the Eunice field with 8,872,335 bbl. The Hobbs field was third with 5,010,414 bbl. The greatest activity in Lea County was in the Vacuum pool, with 129 completions, of which 126 were oil wells and three were dry holes. The Texas Company completed its Corbin NO. 1 in the KW 1/4 SW1/4 sec. 10, T. 18 S., R. 33 E. in August. This well was drilled to a depth of 5118 ft. in a white sand, encountering salt water. It was plugged back to 4315 ft, and pumped 43 bbl. of 36" gravity oil in 12 hr. It was approximately 6 miles southwest of the closest production in the Vacuum

The largest deposits of chromite in the United States occur in tabular layers in the lower part of the Stillwater Complex, Montana. Nearly 900,000 long tons of chromite concentrates have been produced from mines and mills in this area, and reserves equivalent to more than 2,500,000 long tons of Cr2O3 remain in the ground. Layered concentrations of chromite (known as chromitite zones) occur only within olivine-rich layers of the Peridotite member of the Ultramafic zone of the Stillwater. As many as thirteen chromitite zones, lying conformably one above another, have been found, but only five of them are thick enough to be of any conceivable economic interest, and only two of them have been mined to date. Individual chromitite zones can be recognized by their distinctive internal character and by their stratigraphic position in the Peridotite member. The chemical composition of chromite varies consistently between and within the different chromitite zones. The zones range in thickness from about an inch to more than 12 feet, and the Cr2O3, content of their chromite ranges from 36.6 to 49.2 weight per cent. In any given area, the G chromitite zone is the thickest, but the chromite of the H chromitite zone has the highest grade. Laterally, the thickness of the chromitite zones is related to the thickness of the Peridotite member; in general all are thicker in the eastern part of the Stillwater than in the western part.

ENGINEERING is in essence quantitative, and the engineer must deal with exact figures when he plans and, constructs. Engineering truths are not best expressed by adjectives, yet my wish, today, is not to attempt a quantitative measure of the dominant position of the mineral industry of the United States in the existing scheme of material things, but rather to seek a clualitative appraisal of what mining and metallurgical engineers are doing to promote and make secure our , national progress. Statistics help when we wish to gage material prosperity, but they fail when we desire to determine what share the engineers have in adding to the happiness and welfare of our people

LABOR disputes caused considerable turbulence in the coal mining industry during 1946. As an outcome of these disputes, a definitely fundamental change in safety procedure was instituted: establishment of safety regultions for coal mines through the agency of agreements between the miners' union and the agency or agencies operating the coal mines. Although a temporary plan at present, the future will determine the. extent to which it may become permanent. Notwithstanding the turmoil in the industry extending through much of the year, the safety record for the first eleven months of 1946 was the best in the history of the industry for that period. The fatality rate for 1946 is lower than in any other year in the history of coal mining in the United States. This follows a pattern inasmuch as new low coal-mine fatality records were also made in 1945, 1944, and 1943. The five-year period 1942 to 1946 inclusive has a coal-mining fatality rate far lower than any other five-year period in the history of the industry. It is significant that this period exactly coincides with the operation of Federal coal mine inspection which got under way early in 1942.

The mines are near the town of Gilmore, in the Texas mining district. This district was organized in 1880. The present producing mines are near the terminus of the Gilmore & Pittsburg railroad. This railroad connects with the main line of the Oregon Short Line at Armstead, Mont. The distance from Gilmore to Armstead is 70 miles. The town of Gilmore is near the head of the Lemhi river at an elevation of 7,000 ft., while the mines are from 400 to 1,300 ft. higher. The range of mountains upon which the mines are situated forms the water shed for the Little Lost river on the west and the Lemhi river on the east. The winters are severe and the snow fall is heavy, but the mines ship right through the year. There is an abundance of timber suitable for all mining purposes in the immediate vicinity. Water is piped into the camp from a lake about 2.5 miles distant. This lake is about 1,400 ft. above the town of Gilmore. The water is exceptionally good for boiler and domestic purposes. The mining companies now producing are the Pittsburg Idaho Co., Ltd.; the Latest Out Mining & Smelting Co., Ltd.; and the Oilmore Mining Co., Ltd. Besides the above propertiea, there are a number of prospects in different stages of development. The producing mines of the district are fissures in limestone, with a general northeast-southwest course and a dip to the west of from 40' to 70°. These fissures are at about right angles to the bedding of the limestones. The veins are regular and the ore shoots strong, both laterally and in depth, so far as developed. The ore shoots have a rake or pitch to the south. The character of the formation is shown in Fig. 1, a section of the Latest Out mine. Character of Ore. The ores of the district are oxidized, carrying an excess of iron over the silica (insoluble matter). The vein filling is a mixture of limonite and hematite, which is replaced by shoots of lead-silver ores. The lead minerals consist of carbonate of lead principally, but with small quantities of sulphide, sulphate, and other lead minerals.
