Hunt, Chicago, Ill.:—It has been my good fortune to know of this development of Mr. York's for some time, and I think he will permit me to say that this is not the first demonstration that he has made of his method for rolling difficult shapes, and which, as he has stated, had in the past been regarded as practically impossible. I have good reason to know that Mr. York has been successful on other lines, because I myself went through a period of professional disrepute for having reported favorably on his methods, which received discredit up to the time that it was practically demonstrated that his claims were true ones. Years ago Mr. York built a mill at Duluth, Minn., for the production of structural shapes, and notably of what might be called balanced beams—beams that did not have flanges of restricted width. His scheme was to produce beams with flanges so wide that they could be used in place of built-up beams. The mill, of course, went through the difficulties that such a mill would have to encounter. I mas called upon to make an examination of the property and report. These beams were rolled on a universal mill—a mill which would admit of various-sized sections without change of rolls. I was convinced that Mr. York could do it, and I so reported. Having received condemnation and ridicule for having taken that position, later on I was glad to find that Mr. John Fritz had come to the same conclusion, and had so reported. I concluded we both could rest content, while awaiting developments. Later still, as we all know, there was another difficulty that Mr. York met with—namely, that the architects or structural engineers would not accept his proposed sections. That is still a great difficulty in America. Later, the Grey mill came into successful operation in Luxemburg, producing such sections, which are being used in England and on the Continent. Ore deposits in the Southern Appalachians are ( 1) sedimentary or syngenetic, ( 2) epigenetic, and ( 3) residual. In general, deposits characteristic of high temperature and pressure are found in the Blue Ridge and Piedmont provinces and those of low and intermediate temperature and pressure, including the sedimentary ores, are found in the Valley and Ridge and Appalachian Plateaus provinces. Residual deposits are present throughout the area. Recognition of several periods of intrusion and metamorphism in the Appalachians has changed former concepts which held that most mineralization was of late Paleozoic age in a zonal pattern including all four provinces. Many deposits probably are of early or midPaleozoic age. Similarly, recent studies in geomorphology indicate that the formation of residual deposits is a continuous process and not related to specific cycles of peneplanation.

I WISH to urge on this Committee the task of evaluating mining geology. -My motive is as follows: It, is a. duty of the Institute from time to5 time, to establish the social perspective of the professions grouped within it, not simply to promote their use, but to determine with engineering definiteness their true powers and functions. This becomes the delegated duty, therefore, of this committee in respect to geology. Be- cause my own subject is mining, I shall confine my remarks to mining geology. But I believe that the evaluation should be made to include all of that geology termed economic. The perspective for such evaluation is shown in the nature of the public support given to geology. The federal Geological Survey, the leading organization on the economic side, is actuated by the zeal of a small group of devoted professionals who consider its work valuable, ' It proceeds, however, on a starvation ration of appropriations, and that implies that neither the corporations, the voters nor the vote getters consider it important. Altogether, in' the public consciousness, geology is negligible. That, at the same moment, .the profession should act with full confidence, while everyone else should act' with opposite motives, is not fitting. For us, as a committee, to remain incurious regarding such a disparity of beliefs is quite impossible.

IN THE congressional act establishing the Bureau of Mines one of the functions outlined was "to assist I the industry in the prevention of mineral waste." This had not only to do with the waste in mining but in milling and metallurgical practices, including smelting. The organization of the Bureau of 'Mines includes many divisions, each working in a particular field and charged with certain investigative work. The metallurgical division has the above duties under its immediate supervision, and the station located at Salt Lake City is directed by the chief of this division: There are ten experiment stations of the Bureau of Mines, located in various parts of the country, most of them being housed at state universities under cooperative agreements. Considerable care was exercised in locating the stations and in choosing the particular type of work to be investigated at each place. Inasmuch as the Bureau was designed to serve and cooperate with the industry it is only natural that the investigative work be of interest and importance to the territory immediately adjacent to the respective stations.

IN the past five years, and without much fanfare, Turkey has emerged as a significant figure in the world mining picture. This has been accomplished by a five-year plan now in its last year. A second five-year plan is already under way, ahead of schedule. It will concentrate even more than the first in developing Turkish mines in order to increase present exports of coal, chrome ore, and copper, and to develop new mineral exports as well. To be fully understand the republicic?s mining program should be considered as something more than merely tapping rich resources in the East along the Aegean Sea, in the North among the mountains descending to the Black Sea, and in the West at the foot of the Taurus Mountains. It should also be viewed in the light of a strong nationalist policy with many aspects of state socialism. Turkey declares frankly that all mineral re- sources belong to the nation and all exploitation should be by the state for the twin purpose of modernizing the state and securing foreign exchange for the state by exports. Accordingly, the principal mines are state-operated and a few lesser enterprises, although not state-owned, have at least been put in the hands of Turkish capital.

IN OUTLINING the various steps taken and the exigences met during the time of unwatering and rebuilding the burnt top equipment at the Hecla mine, the major portion of the detail is omitted and a general description of the experience only is given. All the electrical power lines were out of commission, as were the mine feeder cables. The first effort, there- fore, was to restore electrical connections. The Washington Water Power Co. immediately put a crew to work restoring the power line, it being necessary to rebuild about 4000 ft. of 66,000 volt transmission and about 2000 ft. of 2200 volt feeder. This work was rushed and power was again available at the mine sub- station about 26 hours after the fire. During the same time temporary lighting lines were strung and transformer equipment obtained, so that when electrical connection was resumed the lights were turned on and the dump well lighted that night.

MUCH the same story can be told for the lead industry for the year 1945 as for the three previous years. In response to inquiries as to new developments, invariably the answer has been, "No new developments-our men either too busy with the man-power problem or trying to get production out." Time and efforts of industry have been concentrated for the most part on war or readjustment problems. Now that V-E and V-1 day have passed, the lead industry can justly be proud of its record in World War II. As in previous wars, lead played an important role and one of its most spectacular uses was in the production of the atomic bomb. We read that the part lead played was rather obscure, but as a protective agent, lead played a most significant role. "Since the materials in the Pile Plant are intensely radioactive, all storage and handling must be done behind thick concrete walls or lead shields. The material is never seen and all operations are auto matically controlled by a foolproof remote control system especially designed for this purpose." (Chews. & Met., Sept. 1945.) (Communication to the Secretary) : The investigation so fully described by Mr. Laudig was undertaken with the idea of determining if it is possible to learn by expesiment, without an actual trial in the furnace, what economical results can be expected from the use of a given ore-mixture. The research was necessarily preliminary, and the results obtained are only to be depended upon so far as they relate to the samples treated. With the exception of the ores obtained from the stock-piles of the Buffalo Furnace Company, and several samples taken at a neighboring furnace, there is no certainty that the ores represented the average shipments of any mine. For this reason the publication of the names of the ores might do producers a great injustice. The names of the ores arc therefore withheld, and their identity is further .veiled by leaving out of the analyses the phosphorus-contents. The investigation was begun with the preconceived idea that the rate of reduction would be found to be dependent upon the accessibility of the particles of the ore to the action of the reducing-gas. In other words, a spongy, brown hematite or a very fine Mesabi would be the easiest reduced. I had formed a scale with No. 21 first, No. 30 second, No. 1 third, Nos. 5, 24, 25 and the remaining Mesabis fourth, etc , which is sufficient to show how much actual results differ from a judgment based on physical characteristics. The low-volatile, or smokeless, coal field of southern West Virginia is in Fayette, Raleigh, Wyoming, Mercer, Summers and McDowell counties, in the extreme southern portion of the state, and extends into the adjacent counties of Tazewell and Buchanan in Virginia. McDowell County is the largest producer, with Fayette and Raleigh counties next. The total area of the field (Fig. 1) is approximately 1600 square miles, or 1,024,000 acres. The percentage of volatile matter in the various seams ranges from 15 to 26 per cent, The upper limit of true low-volatile coal is usually considered to be 23 per cent volatile matter; above this point, the coal usually is classed as medium volatile. This limit will be used in this paper. Geological Position of Seams The smokeless seams are among the oldest coal seams in the country, as the Pocahontas group of rocks is the lowest member of the coal-bearing series and rests on top of the Mauch Chunk red shale, in or below which no coal seams of any importance occur. The Pocahontas group, or Lower Pottsville measures, has a thickness of 750 ft. in southern McDowell County, which decreases to about 350 ft. at Prince, on the New River, in Fayette County, 50 miles to the northeast. In this group, at various points, 12 coal beds have been found, of which 4 have been found in workable thickness and are now being mined. The New River group, or Middle Pottsville measures, is just above the Pocahontas group and varies in thickness from 1300 ft. in southern McDowell County to about 700 ft. along New River. At various places, 16 beds of smokeless coal have been identified in this group, of which 5 have been found in workable thickness and are now being mined. A general columnar section of these strata is shown on Fig. 2. The workable seams in these strata, arranged in geological sequence, are as shown on page 77.

LOS ALAMOS, New Mexico, the birthplace f the atomic bomb, is one of the most famous-and mysterious-places in the world. It leaped into fame on Aug. 6, 1945, when the first atomic bomb burst over Hiroshima. Unheard of until that day, its present life is as hidden from most people as was its very existence in pre-Hiroshima days. Then, those who did know of it dared not breathe their knowledge. "What do you tell your wife when you go to Shangri La?" was the favorite quip of the few consultants who made regular trips from east or west to Los Alamos during the tense months when the bomb was in the making. Security regulations made it impossible even to hint at the rigid secrecy surrounding the project. The puzzled wives in question knew only that their husbands had top priority on airplane flights to Albuquerque. When they had verified the safe arrival of the flight, they undoubtedly breathed a sigh of relief. If they could have visualized the rest of the trip, the sigh of relief would have been replaced by a state of tizzy, until a telegram came saying "Arriving home on Flight X" (on a nice safe airplane).

Delivery of tailing to any part of the area by gravity from the ridge was found practicable. Experiments with asbestos-cement pipe proved it possible to use level pipe across the dams if it is fed through an inclined section in which pressure could be developed. Use of pipe to transfer the tailing to the dams was not favored because of the possibility that choking might occur. Metal flume was not believed to have sufficient wear resistance on this material and wooden flume would not withstand damage by the weather so well- Flume -action made- of 26-in diameter asbestos-cement pipe, split before curing and molded to a specified cross section, were finally approved. The flume is connected to the 24-in. diameter tail in distribution pipe by heavy concrete lateral launders. Cascades of horizontal and vertical pipe sections are used at the top of the pressure leg where scouring by high-velocity flow of tailing might occur.

Many oil and gas producers find it advantageous to borrow against the value of their hydrocarbon re- serves. This paper considers the requirements for a reserve based loan and the calculations that a bank would perform to arrive at a loan amount. Three of the most common loan structures, i.e. a term loan, a production payment, and a revolving credit/term loan will be discussed. A typical outline for each type of loan is presented. Finally, a comparison of major considerations in the three financing techniques is shown.

THE Eastern Magnetite Industry produced approximately 7,850,000 long tons of crude ore in 1945 from which was obtained approximately 3,650,000 long tons of shipping product or a ratio of 2.10 to 1. Lack of skilled or experienced miners was the greatest handicap. Veterans returning to work improved the underground labor shortage in some localities but as a whole the labor shortage was keenly felt throughout the industry. One cannot now predict what may be accomplished in 1946 but barring major steel strikes a worthwhile improvement can be expected. At the Richard mine of the Richard Ore Co., the shipping product for the year amounted to approximately 124,650 long tons of concentrate and lump ore. Crude-ore production was 160,600 long tons. The average analysis for lump ore was 63 per cent iron and for concentrates 66.05 per cent. The Warren Foundry and Pipe Corp. at their Mt. Hope mine produced 73,000 long tons of lump ore averaging 59.5 per cent and 57,000 long tons of concentrate averaging 67 per cent. The total mine hoist was approximately 209,000 long tons. Operations were commenced through the new Leonard shaft on Jan. 18; the Brown shaft through which operations had been conducted since 1912 caved beyond repair on Sept. 26. No one was injured but pumping facilities were somewhat disrupted. In order to reach designed capacity a total of 400 men will be required with 300 underground. Due to shortage of labor all operations in 1945 were concentrated on the 1700 level. As fast as men can be hired and trained development of the 2100 and 2500 levels will commence. Mt. CREATION of a "committee on promotion of student interest in coal mining" has an encouraging implication for the coal industry. It is indicative that mining men, both in the field and in the educational centers, realize that the problems of the industry require the best talent available. Young men are being invited into coal on the premise that it needs them, that it offers opportunity for creative work and the realization of their objectives. In initiating a movement which purports to meet the objectives of any young man who spends four or five years of his life in college, the industry does so with a full realization of its obligations.

DURING the past fourteen months, this committee has had under consideration and study the subject of the licensing or registration of engineers. The fifteen members of the committee as appointed by Council, were selected from thirteen states, viz., Connecticut, New York, Pennsylvania, Ohio, Georgia, Louisiana, Illinois, Missouri, Iowa, Minnesota, Colorado, California and Washington, and therefore represent practically all sections* of the United States, as well as mechanical, electrical, mining, hydraulic, municipal, sanitary, railway and' structural engineering, and also colleges of engineering. The first work of the committee was to investigate the general subject and to collect, so far as possible, avail¬able material bearing upon the subject in hand,. in-' eluding opinions from many engineers as to the need or desirability of legislation, as well as copies of all state laws passed and proposed, having to do with licensing or registration of engineers, architects and surveyor, This preliminary investigation disclosed that very pronounced views were held by engineers throughout the country, both for and against state licensing or registration. The general sentiment one year ago was more opposed to such measures than it is today. The older members of the profession did not as a rule favor licensing nor did they feel there was need for state regulation of engineering practice, while among the younger men there was a feeling that licensing or registration by the states would add prestige to professional engineers and in many ways benefit -the profession, as well as individual engineers.
