The rare earth elements (REEs) are a group of 17 chemical (metallic) elements. REEs are used widely in high-technology, clean-energy products as well as weapon systems. China's dominant position as a producer of over 95% of the world REEs output and the world's increasing reliance on REE products have highlighted concerns about the future availability of rare earths in recent years. This paper briefly reviews the REEs world reserves, production, consumption, the impact of our heavy reliance on REEs products and China's changing policies on REE export on world supply chain.

Controlled and uniform distribution of the leach solution to a heap is of primary importance to achieving the desired rate of metal recovery and PLS grade from the heap. The step used to engineer the irrigation system are the same whether drips, wobblers or sprinklers are to be used. The mining rate, leach cycle time and heap height influence the heap cell size which along with the irrigation method selected controls the design of the irrigation system. The steps in the design procedure are explained as are the advantages and disadvantages of each irrigation method.

The Federal coal Mine Health and Safety Act of 1969 has been criticized by those who say it goes too far in controlling the activity of private enterprise and by those who say it does not go far enough in eliminating fatalities and accidents in an accident prone industry. Possibly a better evaluation of this legislation lies somewhere in between. From the viewpoint of the coal industry it can be said that through the efforts of those engaged in mining, both the operator and the miner, the year 1969 marked a record year in mine safety with only 190 fatalities and a frequency of 0.84 per million man hours exposure. This outstanding achievement compared to any previous was the result of a determined effort on the part of a concerned industry to improve its reputation as being the most hazardous industry in the nation. After the effective date of the Act, March 31, 1970, the Bureau of Mines assumed complete control of all safety and health activities of the mining industry. Unfortunately, there was no improvement in the safety record of underground mines in 1970 with the total of 255 fatal injuries and a frequency of 1.04 for the year. The number of fatalities declined to 177 in 1971 but the number of underground coal mines had declined from 5,955 to 2,268 during the two year period. Meanwhile, surface mined coal increased from about 38% of total production in 1969 to over 50% in 1971, keeping the annual production of coal at a normal level but involving fewer men.

Recently passed federal strip mining legislation officially emphasizes that the increased coal production required by this country through surface mining is going to be obtained only with stricter environmental standards. Dozing overburden down the hillside in Appalachian contour mining or leaving drag1ine spoils in area mining is now taboo and it is now or will soon be necessary to return the disturbed land to as good or better condition than before mining. These new restrictions will create a need for new and better ways to do the job. This paper describes one approach for utilizing scrapers and dozers to strip all of the overburden and to replace that overburden in an environmentally satisfactory fashion. The objective was to do this at a lower cost than that possible with the traditional dragline system using dozers and scrapers for reclamation and topsoil handling. In area stripping, the dragline has been able to move overburden at an extremely low cost. Operating costs of 8-13¢/bcy are typical in many operations where rehandling is not required. However, the cost of leveling the spoil piles and rehandling topsoil add considerably to the low basic cost of drag1ine stripping.

The Federal Coal Mine Health and Safety Act of 1969 (FCMHSA) begins with this statement: "Congress declares that the first priority and concern of all in the coal mining industry must be the health and safety of its most precious resource -- the miner; . . ." At the Federal level this responsibility is shared by the Department of the Interior and the Department of HEW. The health research and standard setting activities under the Act are largely the responsibility of the Department of HEW, and with the exception of Title 4, Black Lung Benefits, have been delegated to our Institute, which I will refer to henceforth as NIOSH. In addition, we bear certain joint responsibilities with the Department of the Interior. These include dust sampling and respirator approval. To complete the picture, the Department of Labor has recently assumed Black Lung Benefit respon¬sibilities from the Social Security Administration under Title 4 of the Act.

The increasing demand for coal and depletion of shallow depth reserves are pushing towards deeper mining. In deeper coal mines with multiseam workings, the problem of ventilation surges many folds primarily related to air quantity requirement, heat, humidity and spontaneous heating/fire in goaved (gobbed) out areas. The paper describes the design of a new approach to improve the ventilation system of a real-life deep underground coal mine with multiseam workings. For this, the ventilation problem of one deep underground coal mine 6&7 pits Bhutgoria Amalgamated Colliery of Tata Steel Ltd. with multiseam workings has been studied in detail to determine an appropriate solution. A ventilation survey of the mine and computer simulation of the ventilation network has been carried out to reach a practical solution. Ventilation survey results have been analysed to develop a representative ventilation network of the mine for both qualitative and quantitative analysis. Further, computer simulation of the ventilation network of the mine has been performed to virtually verify the application of a highcapacity booster fan in the present ventilation circuit without disturbing the vulnerable areas. Field validation is also carried out after the implementation of the solution in the mine to determine its efficacy. Thus, the findings of this paper can be directly applied for the installation of booster fans to achieve the required air quantity in deep underground coal mines with multiseam workings having spontaneous combustion liabilities of upper seam goaved out areas.

Computerized Preventive Maintenance is important in maintaining consistent and efficient operation in any industry utilizing sophisticated and expensive equipment on a continuous basis. At today's large bulk materials handling facilities, the problems of continuous operation of complex machines with their thousands of components exposed to abrasion, dirt, dust and the elements, are intensified and multiplied. Effective preventive maintenance can increase profits. Yet, the number of tasks to be performed is so staggering that it is beyond error-free human capacity. The computer must be an essential ele¬ment in any efficient and economical preventive maintenance system. Computerized preventive maintenance techniques have been successfully used in many fields, usually involving highly skilled and specialized personnel working under favorable and controlled conditions. Now, The Pittsburgh & Conneaut Dock Company has developed and is applying a computerized preventive maintenance system that is applicable to the bulk materials handling industry. The "system" has taken many years of intensive effort to develop and has been time-tested and proven during the past years on equipment handling materials with rugged physical characteristics and corrosive and abrasive qualities, under some of the most adverse weather conditions on the Great Lakes.

In January of 1969 the United States Department of Health, Education and Welfare, through the National Air Pollution Control Administration, published a series of Air Quality Criteria (4'S) and Control Techniques (6,7) for air pollutants in compliance with the 1967 Clean Air Act which will affect the operation of all fuel burning equipment in the very near future. The design of equipment for the future which will use fossil fuels will also be affected. The purpose of this paper is to discuss some of the modifications which might be anticipated in the future for fuel burning equipment. One class of the several air pollutants looked at first by the USDHEW was the sulfur oxides. Other pollutants, such as nitrogen oxides, will be studied and controls for these will supposedly be written in due time. The obvious use of low-sulfur fuels, coal, oil and natural gas is suggested by the Control Technique(6). Conversion to other sources of power, such as nuclear energy and hydropower, is also suggested. The statement is made that since possible hydroelectric sources are limited and nuclear plants are not yet available on a large scale, the changeover to these sources of power will not be overnight. The bulletin (6) suggests that one possible solution in some areas may be the use of low sulfur coals for short periods of time during periods of severe air pollution. A curve showing the effect of this was given in the 1969 April issue of the Power magazine, where A. E. Boyer and F. B. Kaylor of Stone and Webster also described a computer program called DOSAGE which might be used to check weather, temperature, humidity, wind direction and velocity, and sound an alarm when that 0.1% of the time per season is here that requires the use of low-sulfur fuel. Parameter estimation of the inverse distance estimation algorithm is presented. The objective function to be minimized is a sum of squared cross validation errors. The unknowns to be estimated are the exponent of the inverse distance estimator and anisotropic angles and ratios that are used in determining the distances in the algorithm. Examples are presented for both two and three dimensions data sets.

Most mineral processes currently in use, such as flotation, spirals, gravity concentrators, etc., are only effective over a small range of sizes, hence the upstream need for technology to accurately classify fines by size. The Pansep’s design is revolutionary. Slurry is fed onto connected mesh sections that move without bending or vibration, in a circular motion. Both sides of the screen mesh are utilized, so Panseps are self-cleaning and has half the footprint of other mesh-type screens. Developed in South Africa in 1997, the Pansep has proved itself very effective as a wet fines screen to effectively classify fine mineral fractions from 50 to 2,000 micron (325 to 10 mesh).

"Anglo American operates 18 Weir GEHO piston diaphragm pumps (PD) in the two pump stations of the 52-km (32-mile) long Minas Rio iron ore concentrate pipeline. The pipeline is designed to transport 26.5 Mt/a (29.2 million stpy) of concentrate from the mine to the export terminal at the coast.During the commissioning of the pipeline in the fall of 2014, high pressure pulsation levels were experienced, with peak-to-peak levels as high as 20 bar. Based on pressure readings it was concluded that hydraulic resonances were present in the system, which were excited by the third and sixth harmonic of the flow pulsation generated by the pumps.Based on this observation, Weir Minerals Netherlands, manufacturer of GEHO PD slurry pumps, recommended installing a phase shift controller that controls the phase shift between the crankshafts of the individual pumps, thereby minimizing the effect of the hydraulic resonances.GEHO piston diaphragm pumps and pressure pulsation analysisPiston diaphragm pumps are used worldwide to transport abrasive and/or aggressive slurries against high discharge pressures in the mining, mineral processing and power industries. The basic operating principle of a piston diaphragm pump is shown in Fig. 1.A crankshaft is driven by an external electric motor via a gearbox. The crank mechanism transfers the rotating motion of the crankshaft into a reciprocating motion of the piston. The piston displaces a hydraulic fluid, called the propeling liquid, which displaces an elastic rubber diaphragm. When the piston moves to the right, the pressure in the pump chamber drops below the suction pressure and the nonreturn valve on the suction side will open, allowing the pumped fluid to flow into the pump chamber. When the piston moves to the left, the fluid is compressed, and when the pump chamber pressure rises above the pipeline pressure, the nonreturn valve on the discharge side will open allowing a displacement of fluid into the discharge line. The main objective of the diaphragm is to isolate the piston and the drive mechanism from the abrasive and/or aggressive fluid and create a hermetic seal between the pumped fluid and the ambient environment. Piston diaphragm pumps as shown in Fig. 1 are among the largest positive displacement pumps in the world and have been produced with stroke volumes of up to 100 L (26 gal) per pump chamber for flow rates up to 800 m3/h, discharge pressures up to 250 bar and hydraulic outputs over 2 MW per unit (van Rijswick et al., 2010)."

Americans are taking a more critical view of various environmental laws because the effects of those laws are becoming more pervasive and intrusive, according to William Perry Pendley. And Secretary of the Interior Bruce Babbitt is seemingly so unpopular in the West, he no longer campaigns there for Clinton Administration policies. Pendley is president and chief legal officer of the Mountain States Legal Foundation, a public service, non-profit law association that takes on property rights cases for people who cannot afford representation. He was one of the luncheon speakers at the 101st Northwest Mining Association meeting, held in Spokane, WA in early December.

"Pareto analysis was used to investigate the failures database of a Hitachi EX1900 hydraulic shovel over one year of continuous operation. The hydraulic system and hydraulic links, hoses and piping were identified as the most critical system and subsystem, respectively. A three-parameter gamma distribution function was identified as the best fit for a probabilistic modeling of the time between failures (TBFs). This distribution was used in a Monte Carlo reliability analysis of the hydraulic system. Autoregressive integrated moving average (ARIMA), within the context of a time series analysis of the TBFs, was proposed as a viable alternative to the traditional technique of distribution fitting. The mean absolute percentage error (MAPE) metric was used to compare the two models. The MAPE value that resulted from the ARIMA was 66 percent smaller than that from the traditional technique in predicting the TBFs.Resumen ¦ Se usó análisis Pareto para investigar la base de datos de fallas de una pala hidráulica Hitachi EX1900 durante un periodo de un año de operación continua. In 1973 the percentage of total coal production mined by surface methods in the United States again increased, reflecting a long term trend. Barely three decades ago less than 10 percent of the U.S. coal was produced in this manner. Last year surface coal mines produced 299 million tons, 50.7 percent of our nation's coal. At present there are about 2450 strip mines producing coal in 23 states. While accident rates for surface coal mines are less than underground coal mining rates, surface coal mining is certainly one of the more hazardous occupations. Figure 1 shows the injury rates (fatal and non-fatal accidents) of major U.S. industries. Note that surface coal mining is more hazardous than all other industries except contract construction. Accident rates are about the same as the contract construction industry which uses similar equipment. A limited amount of detailed data was available on elements of surface coal mining jobs and this lack of compiled information made it difficult to assess the significance of the conditions contributing to accidents and to make recommendations that would reduce accident frequency. Therefore as part of the Bureau of Mines continuing research efforts related to the health and safety of the coal miner, a contract was awarded to Theodore Barry and Associates of Los Angeles to conduct an "Industrial Engineering Study of Hazards Associated with Surface Coal Mines."

"The Coeur d’Alene mining district in northern Idaho was first discovered more than 130 years ago and has been the most prolific silver producer in the United States. The Lucky Friday Mine of Hecla Mining Co. (Fig. 1) is the oldest (76 years) and deepest mine in the district, producing approximately 725 t/day (800 stpd) from narrow, vertical lead-zinc-silver veins. Cut-and-fill stoping is currently employed at depths to about 2.3 km (7,500 ft) below ground surface, making it one of the three deepest mines in the western hemisphere. The #4 Shaft, a winze collared at approximately 1.8 km (5,900 ft) below surface and extending to a depth of nearly 2.9 km (9,600 ft), was recently completed to exploit the high-grade 30 Vein, whose resource has been identified to at least 3 km (9,700 ft) in depth.As with other deep mines worldwide, a number of challenging engineering issues occur, including: high in situ rock stress, squeezing ground, seismicity, high in situ rock temperature that requires refrigeration, diesel equipment that generates diesel particulate matter (DPM) requiring high ventilation airflow rates and long travel times for worker transport to mining areas.This article describes the methods that Hecla Mining Co. has employed during the past 50 years to combat these issues, with emphasis on the current efforts to implement continuous, mechanical mining with automated or teleremote operation and to introduce electric and battery-powered equipment to minimize refrigeration and ventilation requirements for the removal of DPMs.Geology and in situ stressThe host rock mass is an extremely thick sedimentary sequence (the Belt Series) that has been tilted vertically by mountain building. The rock mass in the current section of the mine consists of weak, heavily foliated argillites and stronger, bedded silty-argillites termed siltite. The vertical veins (80° to 85° dip) are parallel to the foliation with an approximate width of around 3 m (10 ft). There are two regional, vertical faults that parallel the vein; one forming the hangingwall of the orebody and one approximately 90 m (300 ft) in the footwall. Additionally, there are several thin, rough northdipping faults that occur in the footwall of the vein which terminate on the major vertical faults.Both the argillite and vein package rock have moderate strength, with uniaxial compressive strength averaging about 100 MPa (14,700 psi with a range from about 70 to 125 MPa), and are moderately abrasive, with CERCHAR abrasivity index of 2 to 3. The major in situ stress is horizontal and oriented in a northwest direction with magnitude about 1.5 times the vertical stress. Consequently, the Lucky Friday stress magnitude at depth is analogous to significantly deeper South African gold operations."

This paper describes how the author projected the economic benefits of a proposed coal liquefaction project based in Pennsylvania. These benefits were assessed in a successful effort to garner government support for the project. The projections considered such issues as increases in employment, wages, and tax receipts to state and local government, plus other less-obvious benefits, such as site remediation. The paper explains how sponsors of similar projects can use economic projections in making meaningful and compelling presentations to federal, state and local authorities.

Good morning, ladies and gentlemen: It is a pleasure to be here this morning as a representative of Dean Witter Reynolds; one of the foremost international investment firms in North America. My colleague, Hugh Wilmer (who will be speaking to you a little later), and I are involved as research analysts in the research and writing of published reports containing recommendations on the buying or selling of North American and South African gold and silver mining shares. Our talk this morning will focus on the gold mining operating costs of North American and South African gold producers. However, I am not going to bore you with reams of statistics on the operating costs of large numbers of gold mining operations; how meaningful would this data be to you? Instead, I will discuss what the investor should look for, and how he should use this knowledge in making his investment decision.

The present is rooted in the past. This is particularly true in the case of mining operations. Coal mining in the United Kingdom is considered an old Industry comprising today 246 Coal Mines many of which have worked coal reserves in their locality for over 100 years. More than half the current producing mines lie in the Yorkshire and Midlands coalfields. They are in the oldest age group and produce 70% of the Industry's output. Some 50% of the remaining U.K. workable reserves amounting to approximately 98,000 million tons are still available to these regions. Fig. 1 Over the past two decades a gradual erosion of demand for coal in the U.K. has virtually halved the Industry's capacity. The number of Mines has reduced by 53% during the past 10 years. Productivity has increased by some 42% mainly through improvements in the central coalfields which has enabled costs to remain broadly competitive with oil.

On January 5, 2012, the Mine Safety and Health Administration ordered the closure of the Silver Shaft, the primary underground access to Hecla?s Lucky Friday Mine, for removal of built up backfill material that accumulated over time on the shaft walls and furnishings. Lucky Friday and Cementation USA personnel worked quickly to identify the most effective means to get the mine back into production. The team developed a fast-track procurement and refurbishment plan utilizing shaft sinking winches, headframe modifications, a partial shaft sinking Galloway, and modified cages to not only complete clean-off of buildup, but also replace pipe brackets, shaft steel, and power and communications cables as needed in the 1,860 m (6,100 ft) deep shaft within 14 months.

Drilling underground in the Grasberg De-watering drifts has routinely hit water aquifers with high flow rates and pressures. Two types of holes are utilized; pilot-holes to probe ahead of the tunnel development to intersect aquifers ahead of the face; and de-watering holes to de-water rock formations that will drain water from the Grasberg pit and allow tunnel development to proceed safely. Recently, rates of 1050 psi static pressure have been recorded with flows from a NQ hole measured at 1350 gpm (US). The water flows can be slightly acidic, necessitating the use of stainless steel collar gear to resist corrosion. These rates were anticipated and contingencies were planned early to deal with these conditions. The collar gear is used to control water flows whereby the water is treated as an important resource. As a result, pm has established procedures to maintain safety of the drill crews, enable coring of the rock and to maintain safety of the miners who are driving the drifts.
