This is a part of the joint KIGAM-GNS-NIWA 3-year study of ferromanganese modules in the Campbell Nodule Field, east of Campbell Plateau to determine age distribution, growth rates and geochemical evolution in relation to geographic setting. The petrography, chemistry, inferred genesis, and 10Be/9Be dating of the nodules were described in the science report of GNS (Chang et al., 2003a, 2003b; Graham et al., 2003a) and presented at UMI (Chang et al., 2003c; Graham et al., 2003b). The morphology and distribution of ferromanganese nodules were also published in detail (Wright et al., 2005). This presentation is only concentrated on the mineralogy and chemistry of the nodules.

Over the past decade, sea-floor hydrothermal vent fields have been studied by many researchers because of their commercial potential of mineral resources and the origins of Earth’s life. Approximately 300 of these are reported as massive sulfide deposits near the mid-ocean ridge, most of which are located in the Atlantic and Pacific ridges. However, only fourteen deposits have been identified in the Indian mid-ocean ridges. The Central Indian Ridge (CIR) between 8°S and 12°S is composed of three segments with a slow full- spreading rate of 33-37 mm/yr. The hydrothermal activity at the slow-spreading center can be generated along the ridge axis attended by volcanism or along the tectonic features, such as oceanic core complexes (OCCs). OCC is an exposed mantle rocks composed of peridotite and ultramafic rocks uplifted through long-lived detachment fault processes which can also lead to extensive hydrothermal circulation near the slow-spreading center. Therefore, the identification of OCC’s properties will be an important indicator for finding the sea-floor hydrothermal vents. To study hydrothermal activity of the CIR, Korea Institute of Ocean Science and Technology (KIOST) have conducted expeditions using R/V Onnuri over four years (2009-2011, 2017). High-resolution bathymetry and backscatter data was obtained during expeditions using multibeam echo system of EM120 in 2009-2011 and deep-tow side-scan sonar system of IMI-30, which has more higher resolution than EM120, in 2017. In this study, we use these high-quality data for constraining location and size of OCC. We also analyze the geophysical and morphotectonic characteristics of OCC gathering high-resolution bathymetric map and backscatter image.

Volcanic arcs, including both island arc and intra-oceanic arc systems, combined extend for ~22,000 km around the Earth, with the majority (~20,000 km) occurring in the Pacific basin. These arcs are host to over 700 volcanoes of which ~200 are submarine and as such represent great potential for hosting massive sulfide deposits formed at seafloor hydrothermal vent sites. The Kermadec arc extends for ~1,200 km northeastwards from the North Island of New Zealand and forms the southern part of the ~2,500-km-long Tonga-Kermadec intra-oceanic arc system. At least 94 volcanoes are known to exist along this system with 74, or about 80%, being submarine. At least 33 volcanoes occur along the Kermadec part of the arc with all but one (Raoul Island) being submarine. The first sulphides recovered from the entire Tonga-Kermadec arc were in 1996 from the Brothers and Rumble II West volcanoes of the southern Kermadec arc. The 1998 R/V Sonne research cruise recovered a more comprehensive suite of mineralised samples from Brothers, and also found evidence for hydrothermal venting at Monowai, Vulkanolog, Rumble III and Clark volcanoes. The March 1999 NZAPLUME cruise systematically surveyed 260 km of the southern Kermadec arc and found that 7 of 13 volcanoes were hydrothermally active, with the vent fields either located within calderas (e.g., Brothers, Healy, Rumble II West) or atop volcanic cones (e.g., Clark, Tangaroa, Rumble V, Rumble III). The May 2002 NZAPLUME II cruise surveyed a further ~580 km of the mid-segment of the Kermadec arc, from Brothers to volcano 'L', a submarine volcanic edifice 35 km NW of Macauley Island. This cruise surveyed 13 major volcanoes and 8 smaller volcanic edifices and confirmed hydrothermal venting at the Vulkanolog site, and discovered new vent fields atop a volcanic cone within Macauley caldera, immediately offshore Macauley Island, and another at the summit of volcano 'L'. A further new site was found atop a volcanic knoll immediately S of Healy caldera during time-series sampling of the vent sites found during the 1999 cruise. All the vent sites discovered along the Kermadec arc occur in water depths between 1650 and 150 m.

During the last ten years seven applications for nodule-bearing areas of the World Ocean Floor International Region (IR) have been made by national companies of Russia (Yuzhmorgeologiya), France (IFREMER/AFERNOD), Japan (DORD), India (The State Department of Sea Resources Development), China (COMRA), Korea (KORDI) and the Interokeanmetal Joint Organization (IOM) of some East European countries and have been registered by the Preparatory Commission of the United Nations International Seabed Authority (ISA). Besides these groups registered within Resolution 11 of the Final Act of the III United Nations Conference on the Law of the Sea there are four international consortia registered in the USA [Kennecott (KCON), Ocean Mining Associates (DMA), Ocean Management Incorporated (OMI), and Ocean Minerals Company (OMCO)], which have interest in areas in the IR and can be considered as potential applicants. All registered areas (with the exception of the Indian Ocean) including the areas of potential applicants and also 6 areas, reserved for the ISA are located in the Clarion-Clipperton Zone of the Pacific Ocean. If within each area not less than one deposit of polymetallic nodule-bearing ores can be discovered, then, the total number of such deposits, for the present moment, is 20.

The Early Norian Windy Craggy massive sulfide deposit is within the allochthonous Alexander terrane of the Insular tectonic belt in extreme northwestern British Columbia (Figure 1). Host rocks are the Middle Tats Volcanics, part of an informally-named volcano-sedimentary succession of mixed graphitic argillites and mafic pillowed and massive volcanic flows and sills of Upper Triassic age (Figure 2) that have suffered only lower greeschist-facies metamorphism. The volcanic rocks are light rare earth element (LREE)-enriched and display a variably developed back-arc subduction signature. Major and trace element compositions of the host argillite show that it contains an appreciable hydrothermal component, as evidenced by low high Fe and Mn contents. These sediments therefore record steady, continuous hydrothermal activity punctuated by intermittent turbidity currents sweeping into the basin. The deposit consists of at least two discrete sulfide lenses (the North and South Sulfide Bodies), as shown in Figure 3, a level plan at the elevation of the exploration workings. Published reserves at 0.5% copper cut-off are 297.4 million tonnes grading 1.38% Cu, 0.08% Co, 0.21 g/t Au and 3.9 g/t Ag (as of December 1991). However, the deposit is larger than this and further drilling is required to delineate it completely. Mineralization comprises massive sulfide, stringer/stockwork, and finely bedded to laminated sulfides and exhalites. Stockwork mineralization consists of sulfide-quartz-chlorite veins with attendant chlorite and silica alteration. Mineralization consists predominantly of massive pyrrhotite andlor pyrite with lesser chalcopyrite and magnetite. Figure 4 is an oblique section through the North Sulfide Body, the most northerly sulfide mass shown in Figure 3, which shows the distribution of the pyrite and pynhotite-rich massive mineralization and the stringer zone. The North Sulfide Body contains appreciable sphalerite, whereas the South Sulfide Body contains only trace amounts. China, India and South Korea are three developing/newly industrialized countries that can show a very positive economic development in latter years. Moreover the three countries also feature amongst the countries with the highest level of activity in deep seabed mining today. India was the first country to achieve Pioneer Investor status in accordance with the UN Convention on the Law of the Sea. The country has carried out comprehensive exploitation of nodule deposits in the Central Indian Basin. India has an active programme for development of mining technology and internationally, India is probably the leading nation today as far as processing technology is concerned. China for its part has established a central coordination unit for its deep seabed involvement and its exploration and technology development is already well underway. South Korea has applied for Pioneer Investor status and much indicates that it will be allocated its own minesite in the autumn of 1994. The three countries are in mutual contact in the area of the Law of the Sea. Korea contacted both China and India when drawing up its application for pioneer investor status and allocation of minesite. However, no cooperation exists between the three regarding for example technology development, economic analysis or in studies of the environmental consequences. The main purpose of this paper is to focus on why and how the three countries would be well advised to cooperate in the above areas. Economic, technological and organizational aspects all point in that direction.

Ancient volcanogenic Cu-Zn-Pb-Ag-Au massive sulfide ores commonly have associated with them along strike and in the immediate hanging wall a distinctive sediment that is thin, usually cherty and metal enriched, and generally referred to as an "exhalite horizon" or "tuffaceous exhalite". Typical examplks include the 13 Ma tetsusekiei of the Kuroko deposits of Japan (Kalogeropoulos and Scott, 1983, Econ. Geol.) and the 2700 Ma contact tuffs of Noranda, Canada (Kalogeropoulos and Scott, 1989, Can. J. Earth Sci.) and Key Tuffite of Mattagami, Canada (Liaghat and McLean, 1992, Explor. Min. Geol.). Attempts to use trace element distributions as lithogeochemical guides to ore have been largely unsuccessful. Exhalites have been considered to be the products of seafloor hydrothermal activity that is peripheral to the main ore-producing vents. However, large actively-forming polyrnetallic sulfide deposits at the Explorer mid-ocean basalt spreading ridge (1 850 m depth) in the NE Pacific and the eastern Manus back-arc dacitic spreading center (1650 m depth) in the western Pacific have demonstrated that the exhalite horizons are more likely produced by fallout of particulates from the main hydrothermal plume. In a typical hydrothermal plume, grains of >27 µm represent up to 97% of the mass (although only 2% of the population) of the particulates and are calculated by Stokes equations to fall from the plume to the seafloor within a few krn of their source. The particles are primarily composed of anhydrite, barite, amorphous silica, iron oxyhydroxides and metal sulfides and oxides. Six active Kermadec Arc submarine volcanoes located between 34°S and 36°30?S were mapped and sampled by an interdisciplinary inter-institutional research team between April and July 2005 using submersibles Pisces V and Pisces IV aboard the mother ship the RV Kai?mikai-O-Kanaloa. The purpose of the expedition was to study the relationship between hydrothermal activity, formation of hydrothermal mineral deposits and the biodiversity of life associated with the hydrothermal vents. Of the volcanoes examined, all showed evidence of hydrothermal activity, plume production and helium anomalies. Only two of the volcanoes, namely Brothers and Clark, showed chimneys and surficial poly-metallic sulphide deposition. Hydrothermal venting at a water depth of 1700 meters within the base of the northern wall of the summit caldera of Brothers Volcano has produced a field of chimneys, some of them 5 metres high with black smokers venting. Temperatures of 300°C were measured within the active vents. Clark Volcano has a double cone summit at a water depth of 875 metres. The shallowest cone has a near-summit hydrothermal vent field with 5-meter high venting chimneys and smaller structures around the periphery. Water temperatures of 200°C. Geochemical and petrological analysis of the massive poly-metallic sulphide samples taken from Brothers and Clark show a diversity of mineralogy. This diversity is clearly a function of hydrothermal water temperature. Chimneys sampled from Brothers are pyrite and sphalerite dominant with lesser chalcopyrite. Sulphides from Clark Volcano tend to be barite rich with lesser sphalerite and pyrite. Sulphides from Brothers Volcano have a range in gold composition of 4 to 58 ppb with silver composition of up to 38 ppb. A mineral formation model for the volcanoes suggests hydrothermal fluid boiling within the volcanic edifice for those volcanoes with shallow summits and massive sulphide deposition with the edifice as well. Surficial deposits include native sulphur and lower temperature oxides. Only the deeper water Brothers Volcano shows massive sulphide deposition along the marginal faults of the caldera floor.

The Korea Ocean Research and Development Institute conducted its first exploration for deepsea mineral resources in 1983, and began a systematic deepsea prospecting in 1989 among Micronesian islands and in central and eastern parts of Carion-Clipperton fracture zones of eastern Pacific. With the arrival of R/V Onnuri in 1992, KORDI commenced a full-scale national program for nodule exploration. The total area surveyed by KORDI covers more than 1,500,000 km2. At the end of 1993, based on the collected data, Korea designated 300,000 km2 in the Clarion-Clipperton fracture zone as prospective mining area for manganese nodules, and accordingly, the government of Korea submitted the application in January of 1994 to the United Nations for registration as a pioneer investor and for the allocation of a pioneer area. This application was approved by the General Committee of the Preparatory Commission in August 1994. As a result, Korea became the 7m pioneer investor under the United Nations Convention on the Law of the Sea. KORDI is now carrying out detailed exploration survey and environmental studies in the registered area to fulfill required obligations to UN, and Korea will continue exploring the last frontier on earth. It is KORDI's unshaken calling to be successful in exploiting deepsea resources to provide our nation resources it lacks. It is not only a challenge to explore deepsea, but it is also our national mission to explore and succeed in our endeavor for future generation.

Msjflkcisokng During the past sixteen years, GNS Science has developed a number of radiometric methods for dating massive sulfide samples from submarine arc and back-arc volcanoes. This has improved our understanding of the formation of these hydrothermal systems, the frequency and duration of their activity, and assisted marine mineral exploration companies in assessing the economic potential of these deposits that can be rich in copper, zinc and gold (up to 90 ppm Au in some chimneys). The radiometric dating methods that we employ utilize radium isotopes that are extracted from the host rocks without their parent thorium isotopes, by ascending, hot, acidic hydrothermal fluids. When the hydrothermal fluid discharges into cold seawater, chemically similar barium and radium co-precipitate as barite, a common mineral contained within the black smoker chimneys that grow upwards from the seafloor. From the onset of mineralization, the isotopes 228Ra and 226Ra (with half-lives of 5.75 yrs and 1600 yrs, respectively) begin to decay, so that the 228Ra/226Ra and 226Ra/Ba values decrease with time. Thus, samples can be dated using these ratios once the initial values, i.e., the values at the onset of mineralization, have been established, ideally from active chimneys. 228Ra decays to 228Th (half-life 1.91 yrs) and from the 228Th/228Ra values, the growth-rate of individual chimneys can be estimated. The isotope 210Pb (half-life 22.3 yrs) is occasionally used for dating the mineralization, although several samples from a chimney are needed to determine an age from the 210Pb grown from 226Ra, using the isochron technique.

The Federal government has a lengthy history in supporting and conducting research in the ocean mining and minerals field. The Federal effort has been and is currently focused primarily in four agencies: the National Oceanic and Atmospheric Administration (NOAA) within the Department of Commerce, and the Geological Survey (USGS), the Bureau of Mines (BuMines), and more recently the Minerals Management Service (MMS) within the Department of the Interior. While NOAA and the USGS have played dominant roles in mapping and geologic studies, and the MMS has recently provided funding for several task force studies within the Exclusive Economic Zone (EEZ) , the Bureau of Mines has conducted research in mining technology, minerals processing, resource definition, and economic evaluation of minerals from the seabed for over 20 years. These studies have yielded considerable minerals information regarding manganese nodules and crusts, placers, mineral sands, phosphorites, and sulfides. This paper reviews the past achievements in ocean mining and minerals programs starting in the late 1960's, describes current research and information efforts, and presents an outlook for Bureau of Mines research and information gathering efforts. Iron and manganese are very mobile metallic elements in the surface aqueous environment, particularly in the oceans. The elements are easily precipitated as oxides or dissolved back into water, controlled mainly by redox conditions, and the oxide precipitates often selectively accumulate other metallic elements. We have found clear evidence of fine-scale variations in chemistry, mineralogy, isotope composition and microstructures within various iron-manganese nodules and crusts, such as in the deep-sea basins and seamounts of the Pacific Ocean, and in shallow waters in the Baltic Sea. The patterns of variation with depth (that is time-lapse profiles of the deposits) are often correlated among samples and sometimes between remote localities. These fine-scale variations most probably reflect past depositional conditions and possibly image the environmental change, although they remain to be correlated to any physicochemical, geological, or oceanographic parameters. The hydrogenetic ferromanganese crusts have grown widely in the northwestern Pacific, accelerated by intensive circulation of oxygenated bottom waters during the last several millions of years, or earlier. The fine-scale (in millimeter) in-depth compositional and textural patterns with Be-10 growth-rate curves suggest significant changes in growth rate and also occasionally show a common microstratigraphic pattern among samples. Some of the samples indicate a correlation in growth pattern between remote locations, while others suggest short-range difference of oceanographic conditions with water depths.

The release by the U.S. Department of the Interior (DOI) of a Draft Environmental Impact Statement (DEIS) for the leasing of polymetallic sulfide minerals on the Gorda Ridge in December 1983 resulted in strong negative public reactions. The fundamental issues affecting federal-state relations included the amount of state involvement in the planning process and the continuing question of consistency (sensu Coastal Zone Management Act). The specific issues raised included the authority of DOI to lease nonenergy minerals offshore, the economic and strategic rationale for the proposed lease, and the adequacy of the DEIS. The questions of DEIS adequacy arose in three major areas: the lack of evidence for the existence of polymetallic sulfides on the Gorda Ridge, the lack of sufficient baseline data, and the lack of a mining scenario from which to assess potential impacts. The joint Federal-State Technical Task Force was formed in February, 1984 as part of an initial agreement between the State of Oregon and the Department of the Interior to work cooperatively. Other points in the agreement were (1) a reduction of any future proposed lease area from 40 million acres to no more than 4 million acres; (2) indefinite postponement of the lease sale; (3) deletion of the nearshore portion of the possible lease area covering the physical continental shelf and slope; (4) a commitment of a "tiered" EIS process; and (5) sharing of non-proprietary data with the public.

The International Marine Minerals Society has now come of age! Previously known as the International Marine Mining Society, it was an informal group without officers, by-laws or official status. Despite the lack of formal structure, the Society has cosponsored symposia both in Europe and in North America including the 16th Annual Underwater Mining Institute in Halifax, Nova Scotia, last year. The roster of members is now sufficient to emerge as a fledgling professional society. To this end an ad hoc committee was appointed to prepare by-laws stating the objectives of the Society, provide the procedures for the election of officers and other guidelines essential for the operation of the organization. This paper briefly summarizes the history of the group, the by-laws, together with membership requirements.

Studies of benthic recolonization following the cessation of dredging in U.K. waters and elsewhere are limited, and are largely confined to experimental circumstances. Investigations of the physical and biological status of licensed areas in the U.K. at various times following cessation of commercial dredging are very limited and so judgments as to the likely progress towards environmental restoration and the time-scales are often based on predictions rather than real data. This study was established to address this deficiency by assessing the status of seabed substrata and associated benthic fauna within and outside areas where dredging had ceased and to conduct follow up sampling to monitor progress towards full recolonization.

Mining is a waste intensive industry, oftentimes producing hundreds of kilograms of waste rock and tailings for every gram of metal recovered. Disposal of mine tailings is a major concern in most mining operations. In Southeast Alaska the steep terrain and high seismic hazard province limits cost effective opportunities for land disposal of tailings. The lack of infrastructure and long travel distances generally limits secondary utilization of tailings, as well. Since the mines are located close to tidewater, submarine tailings disposal is an attractive option for tailings management. At the present time the EPA will not issue a permit that authorized marine tailings disposal from any mining process that includes flotation technology. Upland disposal is the "Best available technology" and must be used. Consideration of submarine disposal is generally precluded because the tailings are contaminated with fluids from the flotation process. However, when developing technological solutions to minimize environmental disturbance, destruction, pollution, and risk, submarine tailings disposal deserves another evaluation. In Southeast Alaska it may be the "Best available technology" based on an assessment of all issues and concerns in these mining projects.

In late 1988, the Committee for Coordination of Joint Prospecting for Mineral Resources in South Pacific Offshore Areas (CCOP/SOPAC), Suva, Fiji, consulted the Continental Shelf Division of the Marine Minerals Technology Center regarding low-tech, low-cost, reconnaissance sampling systems for a variety of nearshore needs. Materials of interest to several member island nations included silica and calcareous aggregate for cement manufacture, sand for beach replenishment, heavy minerals, and precious metals. A principal criteria of the system was that it be of low-tech design, and as far as possible, suitable for construction on the islands from available materials. It should also be operable with SOPAC personnel on island vessels of opportunity. The system selected to satisfy these requirements was a convertible drill of basic airlift design, capable of operating with easy modification as either a vibralift or airlift, depending on the desired application. The basic system included a drill pipe constructed of heavy duty 76 mm (3") black iron pipe, divided into three 3 meter sections (for ease of transport), fitted with an air intake manifold and bit at the lower end. A 25 mm (1") galvanized pipe assembled in three similar sections and clamped to the drill pipe served as a water jet to assist in cutting. Air was supplied to the manifold by means of a 12 mm (1/2") pipe also clamped along the length of the drill pipe. An analysis of noble metals (NM) in natural samples is most problematic. Determination of their traces in geochemical samples, in part, for the purpose of deposit evaluation, is a difficult analytical task. A number of international standard reference materials of rocks and ores, in which NM content is certified, is estimated at a half dozen. For example, in the International proficiency test for analytical geochemistry laboratories (GeoPT), which is held by the Department of Earth Sciences (The Open University, United Kingdom), the data for gold and platinum are observed very rarely, and the results obtained in different laboratories differ on 1-3 orders of magnitude. It is caused by low contents of NM in nature, by a variety of their complex and mineral species, as well as by a complicated matrix composition of platinum-containing objects. Among these objects are ferromanganese ores, enriched strongly with Fe, Mn, Ni, REEs - the elements hampering a precise determination of NM due to a complexity of instrumental inter-element correction. The absence of the reliable methods of NM determination in these ores drastically limits the possibility of deposit evaluation.

On 13 July 2000, the ISA adopted the Regulations on Prospecting and Exploration for Polymetallic Nodules in the Area. The first contracts for such exploration were issued by the ISA the same year. The duration of exploration contracts is 15 years, after which the contractors are expected to go into exploitation. In 2013, ISA with the LTC initiated the process for developing the regulations for exploitation, and are currently working on the first draft to put forward for the Council. In the meantime, the first seven exploration contracts have expired, and been given five years extensions in order for the contractors to get ready to apply for exploitation contracts. According to the current draft of the exploitation regulations, an application for an exploitation contract shall be accompanied by all data acquired during the exploration phase, a mining plan, a financing plan, and a set of environmental plans (i.e. an environmental impact statement, an emergency response and contingency plan, environmental management and monitoring plan, and a closure plan). All of these plans have to be based on substantial scientific and technical data and information. The mining plan requires geoscientific data regarding the mineralogy and grade of the nodules, and the physiography of the mining site as a basis for the consideration of critical aspects, inter alia for making reliable resource estimations, design the mining operations, and forecast revenues. The environmental plans require the input of a substantial set of bioscientific data and information on the exploitation technology in order to establish base-lines, and monitor and evaluate the effects of the mining operations. Under the exploration contracts, such scientific data have been acquired and reported on an annual basis to the ISA. Some testing of mining equipment and experiments on the extraction of metals have also been performed by some contractors. These scientific and technical data from the exploration phase will be the basis for the for the preparation of the studies, plans and documents required for the applications for exploitation. No time frame is specified for the preparations of an application but it must be assumed to take place before the expiration of the exploration contract.

A number of Articles contained in the United Nations Convention on the Law of the Sea III (UNCLOS) bear directly on legal issues related to the recovery of mineral deposits on the ocean floor. Mineral resources of the continental margin other than oil, gas and hydrates include, sand, gravel, shell, coral, gemstones and phosphorite. Jurisdiction over the exploration and exploitation of these deposits is determined either by the Territorial Sea claims of a coastal state or their recognized sovereign rights in the Exclusive Economic Zone (EEZ). At least 33 coastal states have the right under Article 76 (Continental Shelf regime) to claim seabed jurisdiction beyond 200 nautical miles (EEZ limit). In addition, several states have "Pioneer Investor" status with regard to seabed resources in international waters (The Area). A global maritime boundary database (GMBD) has been developed as a basic resource identifying the current claims of coastal states. It provides detailed information on existing boundaries and limits determined by the UNCLOS accords or by multi-lateral agreements which affect mineral exploration and exploitation. This paper will describe the GMBD and its construction and maintenance.
