The coalmining industry in most countries has, at various times, suddenly been confronted with a decrease in demand for coal. Readjustments made to reduce productive capacity to match the reduced demand for coal have often resulted in hardship to mineworkers, loss of capital investment to mineowners and loss of coal reserves. The consequences of the methods of readjustment adopted in the past have contributed to the low esteem in which coalmining has come to be regarded by a large section of the gel).eral public in many countries.Four sections of the coalmining industry, representing different periods of time, different countries, and different methods of industrial organisation have been examined:Great Britain and the U.S.A. during the inter war years, the post war European Coal and Steel Community, and post war Great Britain under the National Coal Board. An assessment has been made of the methods adopted in each case to reduce productive capacity to match a reduced demand for coal. Finally the fundamentals of the problem-as it affects the coalmining industry of any country-are considered, and possible solutions put forward.During the 1950's, surplus productive capacity was a problem in many coalmining countries, including Australia and New Zealand. As a rule no techniques are developed beforehand to solve problems introduced by a sudden decrease in demand for coal. The situation is usually tackled by a series of short term decisions based on expediency, which often in the long run only aggravate the problem.

The role of government and the community has changed significantly over the last two decades in relation to environment protection, particularly in the mining sector. Increased community expectations have moved well ahead of regulatory requirements, and there is now a much greater appreciation generally of the concepts of ecologically sustainable development and intergenerational equity, and the gap between current practice and practices which would be in harmony with these concepts. Besides providing a `safety net' through regulations to ensure that basic environmental performance standards are met, government is now working proactively with the mining industry to encourage higher levels of environmental performance. This paper describes some initiatives between the Commonwealth government and the industry designed to achieve these higher levels of environmental performance, through programs aimed at the paradigms of best practice environmental management and continual improvement.

The Hilton and George Fisher deposits occur 22 and 24 km north of Mount Isa, NW Qld, Australia respectively. Both deposits occur as deformed Proterozoic, sediment hosted, stratiform orebodies hosting Pb-Zn-Ag (Hilton) and Zn-Pb-Ag (George Fisher) mineralisation. The two deposits are separated by approximately 2 km of strongly faulted barren shales, mudstones and siltstones along strike. Despite this, correlations between the Hilton and George Fisher deposits have previously been assumed on the basis of textural, lithological and geochemical similarities, but previously lacked specific details to prove exact stratigraphic matches.Feasibility drilling allowed broad correlations based on the position of siltstone pillars separating individual orebodies. However the position of continuous potassium-rich, siliceous and cross-fractured tuffaceous marker beds (TMBs) often used as stratigraphic markers within the Hilton Mine were initially unrecognised within the George Fisher stratigraphy where they are erratically silicified and often not cross-fractured resulting in correlations being difficult to prove. As a more detailed knowledge of TMB locations at George Fisher was gained it was possible to look for corresponding TMBs within the Hilton orebodies. Recent underground stope definition drilling at the two locations enabled specific TMBs, stratigraphic units and even individual sedimentary beds to be matched between the two locations, despite the large separation between mines.The correlation between the two deposits has implications for future exploration drilling north of George Fisher. If a specific stratigraphic horizon can be determined within one hole, positioning of further drillholes can be more accurately planned. The significance of having stratigraphic matches between Hilton and George Fisher also has implications for correlations with other Isa Valley deposits. Convincing preliminary TM and stratigraphic correlations have already been made between George Fisher and the Isa Lead Mine 24 km to the south.

Queensland legislation, industry codes and policies relating to mine rehabilitation and closure create the expectation of successful progressive rehabilitation and that the post-mining environment is being returned to a condition suited to a pre-agreed, beneficial end use. Yet none of the rehabilitated mined land in the Bowen Basin has been certified as successful by authorities suggesting there is a gap between current rehabilitation and the full environmental outcomes that the legislation could deliver. We tested the veracity of this perspective and reflect on where responsibility for any discrepancy lies.We first reviewed current Queensland legislation and industry codes relating to stakeholder engagement, rehabilitation, closure planning and post-mining land use. We tested the accessibility of the documentation trail for several recent coal-mining projects in the Bowen Basin and examined the level of detail in approval documentation. We then assessed the rehabilitation performance reports of these mines in relation to the contents of their approval documents. Legislation, guidelines and codes repeatedly emphasise the need to plan for closure before mine operations begin and to progressively perform rehabilitation with an agreed end-use in mind. Early stakeholder involvement in these processes and transparency of actions and outcomes are also encouraged by government publications. Overall, in terms of transparency, we found that relevant documents are generally available to the persistent enquirer. However, the rehabilitation and closure undertakings given in both mine company and regulator documentation were commonly generic and rehabilitation obligations were not explicitly incorporated into rehabilitation plans. Rehabilitation reporting was also weak in that no distinction is required between successful and unsuccessful revegetation, nor to closure objectives and mine completion criteria. Responsibility for the apparent disconnect between regulatory intent and actual performance appears to begin with the regulator too readily allowing generic information and in not requiring performance reporting to correspond with approved post-mine conditions. As a result, companies may have a much greater rehabilitation and closure risk than mine management expects. "Various approaches are used in the industry for establishing procedures (sample mass estimation and method of subsampling) for sampling and analysis of gold ores. The key factors that determine the accuracy of the results that can be expected for a given set of procedures are widely misunderstood.Recent developments in sampling theory show that the estimation of the accuracy that can be expected for a given gold ore as a function of sample mass is actually a simple matter. For a given sample mass, the accuracy that will be achieved depends only on the grade of the ore and the range of masses of the grains of the gold in the ore. This, of course, demands that a reasonable estimate of the distribution or spread of gold grain masses in the ore be known. But this is something that should be known if the gold is to be efficiently recovered in the processing plant.This paper provides a simple explanation of the real facts about sampling of gold, either in the field or in the plant, and provides results for a number of cases of combinations of fine and coarse gold in an ore. Apatite Fission Track Analysis (AFTA) is a thermal history reconstruction tool that enables determination of magnitude and timing of maximum paleotemperature and paleo-geothermal gradient at the time of maximum paleotemperatures. From this information, the amount of section missing at major unconfornities can be estimated and incorporated into basin models. The Gippsland Basin has a number of distinct problems that can be tackled using AFTA. 1. The nature of the regional break between the Late Cretaceous-Tertiary Latrobe Group and the underlying Early Cretaceous Strzelecki Group. 2. The tectonic history of the basement flanking the basin and its effect on sediment composition. 3. The age of igneous activity in the basin, as typified by the widespread basaltic plugs and dykes intruding the outcropping Strzelecki Group. Major uplift and erosion within, and adjacent to, the early Cretaceous rift basin in the Mid-Cretaceous, at -95 to 100 Ma, initially constrained the Latrobe Group depositional area to the central deep of the Gippsland Basin and provided an elevated source of quartz-rich detritus for the Latrobe Group reservoirs. This is in marked contrast to the preceding period in the early Cretaceous when contemporaneous volcanism dominated as a source of detritus, producing quartz-poor lithic sandstones, in which a host of attendant diagenetic reactions destroyed their reservoir potential. Initial uplift and erosion of the volcanogenic Strzelecki Group also occurred in the mid-Cretaceous as revealed by a number of distinct inversion structures, and erosion of this material will have locally provided very poor quality sand to the basal Latrobe Group.

The mining residues at the abandoned copper mine site Pe±a de Hierro, located at the headwaters of the Rio Tinto, contribute substantially to the pollution of the river with high loads of Fe, As, Pb, Zn and Cu. The pH of the outflow ranges from 0.5 to 2.4 in the dry and wet season, respectively. One heap composed of alternating layers, which were deposited parallel to the slope, was investigated in detail. Unsorted blocky to fine materials including gossan material, pyritic volcanics, ashes from pyrite combustion and slate were observed here. The top of the heap has a gentle slope and a hill contouring channel-rip morphology. The initially rugged surface was smoothed by heavy rainfalls filling up the pores of the blocky material with fines. These fines are capable of storing the water for a prolonged time, providing an extended reaction time close to surface in a dry climate at extremely low pH conditions (one to four). All minerals, pyrite, mica, barite and even quartz (probably due to F released from dissolved mica) have been digested and silica gel precipitates have formed a stable and quasi impermeable 100 ¦m layer with very low porosity (<5 area per cent, estimated using scanning electron microscopy (SEM) imaging). The silica layer itself is covered by Fe-oxy-hydroxide (ie FeOOH) coating (10 ¦m) and seals a 1 - 5 mm thick stable hardpan. This hardpan covers the channels and part of the rips almost entirely, guiding the rainwater subhorizontally towards slopes and sinkholes. By geoelectrical measurements, a 3D-resistivity model of the internal structures and the bedrock relief underlying the heap was generated. Internal structures relate to lithological changes in a number of layers. Zones of low resistivity may be attributed to washed-in fines within the mega pore system, whilst zones of high resistivity close to the surface probably reflect the advanced stage of drying beneath aging hardpans. The water movement at the surface was investigated by an artificial precipitation experiment with monitoring of the subsequent changes in resistivities.

THE present article makes no claim to be exhaustive, since it cannot contain all the knowledge which scientists and manufacturers of the compounds of the rare earths have gained. The following notes are, therefore, simply an attempt to ascertain andclearly record the occurrence, properties, and uses of the more important of the rare earths, with a special reference to their commercial values and the industries based upon them.HISTORYIt was the mine manager, Gcyer, of Stockholm, who, in 1788, first drew attention to a black mineral which had been found in a quarry near Roslagen, in Sweden. In 1805 Klapproth received some specimens of this mineral, which he declared to be a newmineral. Subsequently Gadolin, professor of chemistry at Abo, analyzed the same mineral, and determined the presence of an unknown earth resembling alumina and lime. He named the mineral ytterbite, and afterwards gadolinite. Klapproth has alsothe merit of having detected (1804) another rare earth, which he named ochroit-earth, found in the Bastnas mine, near Riddarhyttan, in Wcstmannland, Sweden. AMONG the multifarious duties which fall to the lot of a mining engineer it is safe to say that there is none of more fundamental importance than the study of the ore-deposits on which it is thefunction of his profession to operate, inasmuch as the whole business of mining in all its complicated ramifications rests first of all on the existence of something to mine. -When the ore supplies in a mine fail, the enterprise comes to- an end, and nothing, therefore, is of more importance than a thorough understanding of the conditions under which the ore occurs, so that everything possible may be done to open up the mines well ahead of their immediate output requirements, and develop new ore reserves to take the place of that which is raised from day to day. The great aim which the mining engineer has to keep before him in his study of his ore-deposits is to obtain such a knowledge of them that he will have sound grounds for prediction as to how they will behave in parts of the mines which are well beyond the point of the pick. It is on his judgment of probabilities in this respect that mining operations are entered upon, and the more thorough his knowledge of all the factors affecting the problem, the more is the judgmentlikely to be a sound one. The test of any theory is experimental confirmation of the truth of predictions based upon it, and our aim should be to try to perfect our knowledge of the rules governing deposition of ores, so that our theories may prove themselves equal to the task of successful prediction.

In the Archaean of the Kalgoorlie-Norseman area, the layered rocks have been subdivided into two sequences, both containing basic igneous rocks and sediments. The lower sequence is distinguished by the presence of acid volcanic flows and large acid sills. The upper sequence is unconformable on the lower one.In some areas, clastic sediments become coarser and pass into conglomerates. Th:s passage is accompanied by thinning of the beds.These features and their distribution suggest a basin of subsidence flanked by areas of shore-line conditions.Repeated igneous activity, including vulcanism, has occurred along the flanks of this basin. These different igneous and sedimentary environments have played an important part in the primary distribution of metals.A chronology of all basic and acid igneous activity, as well as sedimentat:on, has been established for the Precambrian of this area.INTRODUCTIONThe subdivision of Archaean rocks into those of basic igneous or of sedimentary origin has formed the basis for the nomenclature appearing in past literature. Extensive use is made of a small scale computer (IBM 1130), in the calculations of ore reserves for Western Mining Corporation's nickel mine at Kambalda, W.A. All surface drilling data such as assays, density and location information, are stored on disk files at the Company's Technical Computing Centre at Perth, W.A. The computer is used to search through the data, select significant ore intersections, calculate the area of influence of each intersection and perform the necessary calculations to arrive at an estimate of the ore reserve. Gold was determined directly in eight different mill cyanide solutions, by atomic absorption spectroscopy in an acetylene-air flame. Some of the mill solutions were diluted with water to bring them into the most sensitive absorption region (5-50 p.p.m. Au) whereas those solutions with very low gold content «2 p.p.m.) were concentrated by evaporation.Calcium was complexed with ethylene diamine tetra-acetic acid (EDTA) to avoid the undesirable effect of a precipitate on atomization.When added to standard gold solutions, EDTA had no effect on absorption, nor did any of the impurities common in mill cyanide solutions.Known amounts of gold, ranging from 2 to 30 p.p.m., were added to mill solution'aliquots and recovered to within 100 ± 2·5 per cent. An attempt has been made to investigate the performance of green pellet formation of the Daye magnetite concentrate from the weak-magnetic separation plant. The optimum conditions for the commercial production of green pellets was found through experimental research. The satisfactory size range for balling is 75 ¦ 3 per cent -200 mesh. The suitable moisture content is between 8.7 and 9.1 per cent and the optimum amount of bentonite added is between 1.5 and 2.5 per cent. The emphasis is on the size of the feed materials since the grinding fineness, which can be obtained at the plant, at most is 78 per cent -200 mesh. If the optimum fineness for the pellet formation is above this value, this means that the concentrate must be re-ground before balling. The results from experiments showed that a good quality green pellet can be attained by using materials below 78 per cent -200 mesh, which provides a strong foundation for the commercial production of green pellets.

The effect of polyelectrolyte flocculants on the de-watering of a tailing suspension of very fine clay was investigated.Sedimentation and filtration experiments were carried out in the labqratory to characterise the de-watering properties of the tailing. The results were used to calculate the effect of flocculant additions on the drainage and vaporation components of the de-watering of a clay suspension ponded on to a sand drainage bed.A flocculant increased the drainage rate, but decreased the volume of water that could be removed by drainage leaving more water to be lost by evaporation.The sorptivity values measured in the laboratory were used in the de-watering equation previously established for the tailing to estimate the effect of flocculant additions on the time required to de-water the suspension from 18.2 to 60 per cent solids w/w. The calculated de-watering times were found to increase or decrease depending on the volume of water removed by drainage and the prevailing evaporation rate.

Difficulties were experienced in the identification of carbonate minerals intimately associated with iron oxides in the so called carbonate ore, which occurs at depth in the Iron Duke Orebody.Determination of refractive indices by examination under the microscope using the immersion method, together with inferred chemical composition indicates that dolomite and parankerite are common constituents. Histograms of the manganese and sulphur contents strongly suggest that manganese is associated with the carbonate minerals, and that the highest sulphur assays occur near the base of the carbonate body.From the present work it is concluded that refractive indices indicate only a very approximate composition for carbonates of the parankerite type.The different carbonate minerals occur in irregular zones.INTRODUCTIONThe Iron Duke deposit is situated in the southern portion of the South Middleback Range on Eyre Peninsula, S.A., 30 miles from Whyalla. (Fig. 1).Drilling at Iron Duke revealed a large body of so called carbonate ore, which was tested in detail at cross section 1000 ft. S by three diamond drill holes, DDH.57, 67 and 78. (Fig. 2)Most specimens of carbonate ore described below were obtained from DDH 67 and 78.GENERAL GEOLOGYThe South Middleback Range is composed of two parallel ridges trending north-south. The Iron Duke orebody is situated on the southern portion of the western ridge. (Fig.1) .The rocks of these ranges belong to the Middleback Group which rests on a gneiss complex. Their age is considered to be Middle Precambrian or late Archaean.

Although the pattern of metamorphic zones south of the Thackaringa-Pinnacles Fault is much obscured by polymetamorphism, displacement of the orthopyroxene isograd by the fault agrees with the displacement of a horizon of "banded aplite" mapped by Andrews (1922). A dextral transcurrent component of 20,000 ft is indicated.INTRODUCTIONThe east-west Thackaringa-Pinnacles Fault (Andrews, 1922; King and Thomson, 1953), one of the major geological structures in the Broken Hill district, New South Wales, cuts across the general north-easterly strike of outcrops and fold structures of the Willyama Complex. The degree of shearing and recrystallization in its unusually wide crush zone and the manner in which adjacent rock units and structures have been dragged into conformity with its strike denote considerable movement on the fault. Information concerning the nature of this movement is of critical importance in the search for possible continuations or repetitions of lead-zinc mineralization south-west of Broken Hill.A transcurrent movement of 20,000 ft, with the southern block moving west, was estimated by Andrews (1922), who correlated prominent outcrops of "banded aplite" at The Pinnacles (north of the fault) and Big Hill (south of the fault). Displacement of this order, however, does not seem sufficient to explain the extent and character of the fault zone. Recent chemical and petrological studies of the banded aplites at The Pinnacles and Big Hill by Vernon (19B1) confirmed their similarity, but indicated an origin by metasomatic replacement of pre-existing folded and metamorphosed rocks. The phenomena of nature cannot present themselves to any thinking wild without claiming from it some solution. The earth, as it has often been observed, is laid out like a well ordered cabinet, presenting to us, in measure, some means of judging how the laws of nature and the essential properties of matter have worked out all we see before us. "That there have been depositions of strata gradually laid down aud stocked with the remains of the living objects, vegetable and animal, that flourished when they were being imposed, is an universally acknowledged fact. It speaks of a constantly maintained series of operations whereby the globe has been brought to its present condition, and which are ever advancing it to stages that are still before it. That immeasurable ages have been consumed in effecting these developments is also conceded. We witness the very graduated rate of the existing advances and can see that the past action must have been conducted in the same slow deliberate manner. There are many questions, however, upon which inquirers are not agreed, hence they are still within the domains of fair discussion.What has led to those great climatic changes whereby the same portions of the earth have had at various times climates that were glacial, temperate, and tropical? What causes the constant contortions and dislocations of strata and the upheaval and depression of land levels, and that there is a tendency to alternation in the parallel areas undergoing opposite kinds of movement as if the sinking of one area balanced the rIsing of another? What is the reason that the centres of volcanic action are continually shifting, and that the line of greatest activity is always upon the rising areas? That portions of the earth have been subjected to intense alid long continued volcanic action, and again to long periods of repose, and that the periods of activity and repose are·recurrent at long intervals of time? What the mountain chains of the world are in broadly parallel bands? What has caused the stratified rocks to be tilted from their original?

On-stream determination of xanthate concentrations can be made by photometric measurements at 313 nm.A simple double-beam instrument was developed for this purpose. A mercury lamp is used as the light source and a composite filter of UGll glass and chromate solution is used to isolate the required spectral region. The light beam is split into two components of approximately equal intensity. One component is passed through a reference cell containing water to a photo detector; the other component is passed through the xanthate solution to a second photo detector. The reference signal controls amplifier gain to eliminate effects of lamp intensity changes and the amplified sample signal can then be used to measure xanthate concentration.Plant trials showed that provided a clear solution free of air bubbles was obtained from an on-stream filter, the instrument indicated the xanthate concentration and operated satisfactorily for long periods.

The development of Western Mining Corporation's first commercial gold heap leaching operation is described. The laboratory testwork requirements for determining the amenability of ore to heap leaching techniques is discussed. Heap construction and operating practices are described; and production statistics and operating parameters are presented. It is shown that for a specific low grade gold ore a treatment cost optimization can be performed. Taking cognizance of the ore grade, percentage gold recovery, operating costs, and the gold sale price, it can be determined whether Carbon-In-Pulp (C-I-P) or Heap Leaching should be employed as the extraction process. The examples presented in this paper refer specifically to Kambalda and should not be used in themselves as generalities.

A method for the determination of microgram quantities of uranium in leachates from low grade uranium ores is described. Solubilized manium is purified by transfer to an organic solvent by a selective solvent extractionprocedure using tributyl phosphate, iso-octane, and aluminium nitrate. The organic phase is mixed with scintillation fiuors in toluene and the radioactive decay determined in a liquid scintillation counter. The method is sensitive and reproducible in the range 3-30 µg uranium.
