Biodiversity offsets are conservation actions intended to compensate for the residual, unavoidable harm to biodiversity caused by development projects. The use of biodiversity offsets in the context of mining has significant potential for enabling mining to take place in areas with biodiversity values, where it would not otherwise be possible to meet the relevant legal tests under the Resource Management Act 1991, and potentially the Conservation Act 1987. This paper looks at the concept of biodiversity offsets (and environmental compensation generally) both in New Zealand and internationally, and considers how lessons learned overseas may be adapted for this country. In New Zealand the practice of biodiversity offsets and environmental compensation is ad hoc and variable. The challenge with biodiversity offsets is to establish a transparent and coherent means of identifying the overall priorities and objectives of adopting such an approach, as well as how the relevant values are measured and protected. Establishing a methodology for quantifying biodiversity value, and the need for clear policy guidelines on biodiversity offsets are identified as key areas in need of wider discussion.

Conceptual studies of the run of mine stockpiling and reclaiming requirements at Thiess Bros Pty Ltd South Blackwater coal mine commenced in 1975.Final selection of equipment was made in 1978 and the equipment was commissioncd in June 1979. Equipment selection was made after extensive investigation and visits to existing facilities throughout the world.The equipment selected is described and compared with the alternatives. Foundations were designed to minimise clean up effort and to ensure stabilily of equipment under design wind loading without storm bays. Programmable logic control enables the stacking and reclaiming facility to provide a blended feed to the coal preparation plant.

Geological mapping in various parts of Australia is revealing a number of regional associations of mineralizations with particular persistent stratigraphic horizons. Such associations have been found in the Broken Hill district of New South Wales, in the Nairne district of South Australia, in the Mount Isa district of Queensland, and in the Cloncurry district of Queensland. The question has arisen as to whether such mineralizations are of sedimentary origin, syngenetic with the enclosing formation, or whether they are of epigenetic origin, and reflect the selective hydrothermal mineralization of favourable beds on a regional scale.The purpose of this investigation is to test the use of sulphur-selenium ratios as an objective method of distinguishing between suphide deposits or sedimentary or supergene origin, and sulphide deposits of hydrothermal origin, with particular application to the districts mentioned. At the same time much data has been accumulated as to the selenium content of Australian sulphide ores. The possible use of sulphur-selenium ratios for this purpose was first demonstrated by Goldschmidt and his coworkers (1933; 1935), and later by Carstens (1941). Goldschmidt and Strock (1935) found that pyrite of sedimentary origin had a sulphur : selenium ratio of the order of 200,000 or more, whereas pyrite of hydrothermal origin had a sulphur: selenium ratio of 10,000 to 20,000. Carstensfound that sedimentary pyrite deposits in Norway contained less than 1 g. Se per ton, whereas hydrothermal pyrite deposits contained 20 to 30 g. per ton.

Permian coal seams from the Tomago Coal Measures in the Northern Coalfield, New South Wales, were analysed petrographically and reflectance measurements made for each. Vitrite contents were moderate to high for most of the coals but for two they were very low.The mineral-matter contents were low to moderate by Australian standards. Different profiles of a particular seam could be correlated by petrographic methods.Standard seam profiles were drawn up and from these an idealized Tomago seam sequence was compiled. All the coals were of high-volatile bituminous rank. Their carbon contents, but not thcir reflectances, varied significantly with the quantity of vitrinite present.

Typically, large volumes of data are collected during geotechnical investigations for mining projects but rarely is this done in a comprehensive manner that enables all aspects of the geotechnical environment to be evaluated. A geotechnical core logging process has been developed to record mechanical and structural properties of the rock mass. The method enables data for a wide range of rock properties and geotechnically significant major structures to be collected including rock strength, joint surface condition, fracture frequency and fracture orientation. The logging method is unique in that sufficient data is collected to enable the independent determination of all the major rock mass classification systems including rock mass rating (RMR), (Bieniawski 1976, 1989; Laubscher, 1990) Norwegian Geotechnical Institute (NGI) tunnelling quality index (Q) (Barton, Lien and Lunde, 1974) and geological strength index (GSI) (Hoek, Kaiser and Bawden, 1995). The logging system has been specifically developed to allow better and more precise appreciation of rock mass and structural conditions across the project area thereby optimising the use and application of the available geotechnical data and improving confidence in the outcomes of geotechnical investigations. This paper describes the core logging process with case examples showing how the logged data can be used for underground and open pit mine design.

The small party of mining men who formed the original Mount Morgan Syndicate in 1882, commenced operations on the top of the mountain with what were practically nothing more than small hillside quarries, It was not until 1891 that underground stoping began, and open-cut mining therefore commenced with the commencement of operations. This hillside quarrying, however, seems to have been quite haphazard and unsystematic ; there is no trace or sign of any properly devised mining scheme. This can be seen plainly enough from an examination of old mine plans; for in less than five years after stoping was; adopted, the open-cut was down into the stoped-out ground. The following table, prepared from these old plans, shows the downward trend of the excavation in the past fiftyseven years:-

Since its enactment in 1991, the Resource Management Act (RMA) has generated both praise and criticism. The major criticism is in relation to the costs the Act poses to industry and the time it takes to work through the process. In response to such criticisms the Minister for the Environment has initiated a review of the implementation of the RMA. The Minister's proposals for reform have not yet been released and the discussion that follows is based upon the report by the Minister's Review Group which was released in September.

IN the construction of a set of ordinary mine plans, two axes or coordinates are used; also, two different projections are essential viz., a plan (horizontal projection) and longitudinal section (vertical projection). In isometric projection three axes are employed-one axis vertical and the remaining two inclined to it at angles of 120°, also making an angle of 120° with one another, as shown in Fig. 1. The two inclined axes are used to plot the horizontal projection, while altitudes are plotted on the vertical axis. As an illustration, consider the ease of a simple object, such as a box. To show all the dimensions in the usual manner requires two drawings-a plan and elevation, as in Fig 2.

Flyrock is the unexpected and undesirable projection of rock fragments during detonation of a blast and managing this risk is becoming an increasing challenge as urban development encroach toward mineral extraction sites. The basic factors associated with flyrock are discussed in relation to geology, blast design and management. Published data of historical flyrock events are investigated and compared with local information on incidents. Good agreement was found between the data sets. A computer program of flyrock was developed using projectile motion based on launch velocity and angle, rock size, shape and density. This deterministic model was coupled with a probability model to simulate blast events. The impulse time ?t of the explosive pressure was taken as the stochastic variable to replace launch velocity. The variables were calibrated to replicate field data. A simulation was executed to demonstrate the capability of the approach to defining flyrock danger zones. For a simplistic situation it was identified that an appropriate distance to be cordoned off for the blast danger zone is a radius of 120 m in front of the blast and 65 m behind.

Ferruginous manganese deposits have been known at Ripon Hills since the late 1950s. The main group of deposits occur in an area 6 km by 5 km and these were extensively investigated by Longreach Metals N.L. during1971 and 1972 for possible commercial exploitation.Ripon Hills is a dissectcd fault plateau 350 m above sea level formed by the uplift of a block of gently dipping Proterozoic shales, cherts, and dolomite. The plateau consists of chert breccia which is underlain by massive dolomite. The shales which are ferruginous and manganiferous overlie the chert breccia but are now only preserved, in places, in the broad depression and valleys of the plateau.The ore deposits occur as supergene replacement of the shales and were investigated by geological mapping, grid percussion and diamond drilling, and bulk beneficiation testing. Iron and manganese oxides erraticallyreplace Shale accompanied by the leaching of other minerals. The ore is composed of fine grained pyrolusite intergrown with fine grained hematite and locally containing extensively altered bixbyite and braunite. Thegangue mineral is mainly kaolin.The average grade, using a 15 per cent Mn cutoff, was 19 4 per cent Mn and 25·9 per cent Fe for a combined drill-proven, indicated, and inferred tonnage of 56,000,000 tonnes. The average depth of this mineralization from the surface is 11 m. Using a cutoff grade of 20 per cent Mn the average grade was 24·6 per cent Mn and 23·0 per cent Fe for a combined tonnage of 12,000,000 tonnes to an average depth of 8 m.The substantial drop in reserves occurs because a high proportion of the mineralized material contains less than 20 per cent Mn.It was shown that whereas the lower grade ore, despite erratic fluctuations in grade, could be beneficiated to specification grade by crushing, screening, and conductivity ore sorting, the higher grade ore could be beneficiatedto specification grade by crushing and screening only. The utilization of the higher grade ore was considered to constitute a more viable operation.There is potential for high grade manganese ore to be discovered in the Ripon Hills area at the contact of chert breccia and underlying dolomite.

In Broken Hill, Northern Rhodesia, two water jacket lead furnaces have been in operation for the past three years. The furnaces were erected in war time, and only absolute essentials were procurable. The water for the jackets was obtained from wells adjacent to the works, in a dolomite formation. There being no water-softening plant, except a small one capable of treating water for the power plant only, this water was found to make a heavy scale in the jacket. During 1917 several jackets were burnt through, resulting in serious trouble and loss of output. In order to avoid this, furnaces were stopped twice a month for 8 hours and scale was removed as far as possible. In addition to the scale trouble during the summer months, a green slime grew in the supply tanks and occasionally became detached from the tank and collected in the cocks near the jackets. This caused risk to the jackets and was difficult to remove without a stoppage of the furnace. In 1918, bundles of wattle bark were placed in the hot well at the rate of one ton per month. These extracted the tannin and added from 0.5 to one part of tannin per 100,000 to the circulating water. The hot water was cooled over a brushwood cooling tower and returned to the supply tanks. The well water required to, make up the wastage was estimated at 40,000 gal per day.

Rehabilitation, reclamation and restoration are all terms used to describe the repair of land after mining. Here, restoration is used to mean restoring the land's original use, capability or productivity. Effective restoration is dependent on good planning before mining commences and must include a clear definition of post-mining objectives. The physical condition of the land within the mining licence was that of an imperfectly drained soil in permanent pasture, supporting a seasonal supply dairying unit. During the mining process, the soil layers were separated, with the topsoil stockpiled separately. As part of the restoration process, the land was recontoured to encourage surface drainage, with topsoil spread evenly over the recontoured tailings. Low grond pressure machinery was used to minimise soil compaction, with light discing and harrowing used to increase water infiltration. A permanent pasture was sown, with weed species controlled by spraying, both before and after pasture establishment.  Soil testing has been used extensively to ensure there were no nutrient deficiencies that good compromise pasture establishment and performance. Controlled grazing practices were used to ensure that the sown pastures became well established.

Ore samples generally require preparation before analysis. Serious problems can occur with contamination degradation and particle size effects. Both grinding element contammation and sample cross contamination havebeen bound to be related to sample hardness and operator technique. For best results with minerals relevant to the steel industry, the use of Siebtechnik-type mills required a combination of careful planning, short grinding periods and intermediate sieving of the sample. The results may be extended to most mineral, rock, and refractory sample preparabons.

Finely ground beryl was decomposed by mixing with ground limestone and soda ash and heating at 900°C for 4-6 hr. The sintered mater:al was then crushed and leached by boiling under reflux with 5N sulphuric acid for up to 4 hr. The liquor containing Be, AI, Fe and other elements as sulphates, was separated from the residue which consisted mainly of silica and gypsum, either by filtration or bydecantation washing.The clarified leach liquor was first treated to remove Fe+++ by contacting with a primary amine-kerosene solution in 2 countercurrent stages. The iron free liquor was then passed to a 4-stage counter-current extraction unit where it was contacted with O·5M di- (2 ethyl hexyl) phosphoric acid (EHPA) in kerosene. Under the operating conditions, 99 per cent of the Be and 7 per cent of the Al was extracted.The Be and Al were stripped from the organic phase by sodium hydroxide solution of suitable concentration to form soluble "beryllate" and "aluminate" respectively. Most of the Be was subsequently precipitatedas Be(OH)2 by heating the alkaline solution to 90°C, the Al remaining in solution. After filtration and washing, the Be(OH)2 could be ignited directly to BeO at about 1000°C or used as a feed to further purification stages if required.A small counter-current extraction unit was operated continuously using liquor derived from the sintering and leaching stages. Dataobtained in batch laboratory tests were confirmed. A product obtained by ignition of the washed "beryllate" precipitate contained more than 99 per cent BeO.INTRODUCTIONIn 1958 an investigation was commenced into the recovery of beryllium oxide from beryl, as part of a programme to utilize mineral resources of South Australia. investigations have been undertaken into the flow characteristics of mineral slurries from a number of Australian metallurgical plants including Mount Isa Mines Ltd., North Broken Hill Ltd., and Broken Hill South Ltd. Experimental equipment installed for this work included facilities for continuous recording of flow rate and pressure drop and detection of sedimentation.Although the method has subsequently been described in published literature, it is believed that the investigations included the original application of a method for correlation of the flow rate and pressure drop data. This method depends on solving by graphical methods the values of the constants k, and c in the relationship EQUATION 1 where D is pipe diameter; ?P, pressure drop; L, length; and V, mean linear velocity. Discussion of this correlation also reveals why sedimentation velocity does not necessarily vary greatly with pipe diameter.INTRODUCTIONIn order to design pumps and pipeline installations for a Newtonian fluid, measurements of the fluid's density and viscosity in any of a number of instruments are sufficient. The Cononish gold-silver deposit is a steep, relatively narrow quartz-vein system, with a current total mineral resource of 154 000 oz Au and 589 000 oz Ag. The northeast-southwest trending system was emplaced into late Proterozoic metasediments, and postdates metamorphism and associated Caledonian Orogenic foliations. Assay and mineralogical data show that gold and silver is spatially associated with sulfides in quartz. The main sulfide is pyrite, but galena, chalcopyrite and sphalerite occur in small amounts. Gold occurs as electrum, with minor native gold, and silver occurs additionally as tellurides and native metal. The gold/electrum is fine-grained, generally less than 100 microns in size. The main ore shoots plunge 45¦ south-west, have a 40 m to 80 m intersection with the existing underground development and extend between 40 m and 260 m down plunge. Small-scale sulfide-bearing domains within the vein carry the highest gold grades. They collectively define the ore shoots, where one or two, and rarely three, of the domains are present at an individual site in the vein. Discontinuity of individual domains, variation in domain thickness and internal heterogeneity results in short scale variation in grade across the structure. Geological mapping along a 1.2 km exploration adit has provided critical æconditioningÆ data to support resource evaluation based on development and relatively wide spaced drilling. In addition, it has provided an indication of potential challenges that could be encountered during production.

The El Pe±on gold-silver deposit comprises four epithermal, low-sulfidation veins, which contain 2.9 million oz Au and 48 million oz Ag. Provisional data on alteration mineralogy, fluid inclusions, and vein textures constrain the chemistry and hydrology of the hydrothermal system responsible for ore mineralisation at El Pe±on. Alteration minerals include quartz, adularia, albite, illite, smectite, calcite, chlorite, and pyrite. Alteration minerals suggest the existence of near neutral pH, low salinity hydrothermal fluids, which circulated over an area greater than 18 km2. Complex mineral zonation patterns result from variations in host rock permeability and composition, overprinting alteration possibly produced by thermal waters from surficial and peripheral parts of the hydrothermal system, and supergene weathering in the hyperarid environment. Blasts should be designed so as to maximise the percentage of charges which shoot to a free face (Le, to a pronounced rock/air interface).Free faces should be rough, parallel and reasonably near to blastholes and, very importantly, concavely·biplanar relative to the charges (see Fig. 6b). The presence of biplanar free faces requires that each charge fragments and detaches its quota of the burden rock before the detonation of:1. later-firing adjacent charges in single-row blasts, and2. dependent charges in multi-row blasts.In multi-row blasts, biplanar faces are best achieved:1. by drilling blastholes on equilateral triangular grids,2. by selecting a VI, V2 or V3 initiation sequence, and3. by using down-the-hole delays.Biplanar faces start to be created only when the conventional value of effective blasthole spacing/effective burden distance (Se/Be) increases beyond about 2.4. Values of Se/Be less than about 2.4 result in planar free faces. Where biplanar faces are created, conventional values of Se/Be are invalid and appreciably greater than real values of Se/Be.

Amongst the unavoidable studies of the mining engineer who desires to reach the maximum efficiency, is the subject of patents. With the fundamental principles of the patent laws of this and other leading countries he should of course befamiliar, but still more should he keep abreast of that practical knowledge which will enable him to act or advise wisely when the patenting of a new invention, or the sale, purchasing, or adoption of a new patented machine or process becomes amatter for consideration. As every engineer worthy of the name is an inventor and more particularly every mining engineer he has a direct interest in watching the progress of legislation and administration concerning patent monopolies.His worldly prospects may indeed, to a considerable extent, depend upon the defeat of bad patent laws and the removal of incompetent officials, or the appointment of better ones. Better patent administration is always in Australia a valid requirement, and until engineers generally take up and press the demand, bad administration is likely to continue. Even though every engineer is not a patentee, nevertheless his interests in patents must always be direct and powerful, and ignorance or apathy in regard thereto must inevitably injure either his own interests or those of his employer. A comparatively new and very promIsmg field for applying cemented tungsten-carbides is in the mining and quarrying industries. The economic advantages of this unique engineering material over the conventional hollow drill steel, or steel detachable bits, have proven so great that the use of "hard metals" promises, in some instances, to revolutionise the drilling of all manner of minerals. Early in the war years the Germans realised the tremendous advantages cemented carbides offered for holing hard rocks, and they proceeded to develop detachable percussion bits to do this work, at the same time evolving fast, comparatively light-hitting driliing machines, especially designed to suit the mechanical properties of the carbide.Here in Australia also, it has appeared that the detachable percussion bit offers the greatest economic benefits to consumers, although the author is well aware that carbide-tipped drill rods have, and may continue to work out satisfactorily in certain mines and quarries.Most drilling equipment at present installed in Australia may be described as being of the heavy hard-hitting variety, so that the designer of an efficient percussion bit has to take special precautions to overcome the problem of fatigue, and to ensure that the inserts are securely mounted in the body with the minimum of internal stress in the carbide.
