The immediate vicinity of the sea-shore, affording special facility for the exportation of ores, makes it possible to work certain mines in the Vladivostok district, which, in more remote places of Siberia., would remain unproductive. Outside of the city of Vladivostok the population is small and the country is very little prospected. Additional discoveries of valuable deposits like the large body of calamine which has recently been opened in the neighborhood of earlier worked lead-silver ores, in the Tetiuhe valley, are still in the field of possibilities. For many years gold alone was produced, in part from the coastal rivers and in part from a quartz-vein on Askold island near Vladivostok. But the production is diminishing, and prospectors are looking for other rivers in the interior, such as the tributaries of the Ussuri. These rivers are now more accessible than formerly, due to the slow but gradual development of colonization by the Russian peasants. The few natives of the country, called Orodjones, are of the Chinese race. They resemble the North American Indian and are hardy fur-hunters. They have given some attention to placers and have already shown good specimens of gold-dust from the rivers Iman, Bikin, Noto, etc. Coal-mining was begun in the Vladivostok region more than 20 years ago, but in a somewhat irregular way. The industry is not as yet important and the best coal-seams are badly prospected, or are even neglected. Copper, lead, and iron exist in several places. The amounts give some encouragement to the anticipation that the discoveries will give rise to important metallurgical works. I here present a review of the various deposits, based upon such safe information as is in hand, when I have not drawn upon my personal observations. Draglines 8.2-1 Introduction. The nature and characteristics of rock and rock derivatives forming the crust of the earth vary so greatly from place to place that it is impossible to use the same numerical factors to show the, productive ability of excavating equipment on different jobs or projects. Factors for each project must be developed individually and applied as the conditions and requirements dictate. TYPES' OF DRAGLINES. Types of draglines are differentiated by the propelling method used and are generally divided into four classes, as follows: 1. Wagon mounted 3. Crawler mounted 2. Truck mounted 4. Walking Figure 8.2-1 shows a truck-mounted dragline. This type is considered to be the most mobile unit. In order to increase stability over the side, outriggers are installed as part of the truck chassis. This feature is not shown in .this figure. Figure 8.2-2 shows a crawler-mounted dragline. The long, wide crawlers are used to increase the stability and reduce the bearing pressure of this unit. These features allow for use of these units on surfaces too soft for the wagon- or truck-mounted types. Figure 8.2-3 shows a walking-type dragline. The large diameter tub and the well-supported boom through the gantry gives high stability for rugged works over a long life. BASIC PARTS OF A DRAGLINE. The basic parts of a dragline are illustrated in Fig. 8.2-4. A deck layout is shown in Fig. 8.2-5 with the main components named. OPERATION OF A DRAGLINE. The question of the proper valuation of mines of iron ore was suggested to me by the difficulties experienced in getting answers for the United States Census Office, while I was engaged in the work of collecting the statistics of mines in New Jersey and New York. The answers to the questions relating to values of real estate of mine properties varied so greatly that it was necessary to revise them according to some general principles of valuation. Generally the returns of mine proprietors seemed to be too low. There were, however, examples of what would be termed excessive valuation. The subject appeared to be of practical importance, and led to the paper here presented. The following table of selected mine statistics is given, prefacing the discussion of the principles of valuation. It is in part made up of census returns and partly of data obtained directly from mine owners and managers. The mines which were selected for the several groups and mining districts include nearly all of those from which the more full and carefully filled returns were received, and are also representative of their respective districts. Hence the averages obtained from them become good types of these groups or districts. The mines of New Jersey appear in six groups, each containing from three to eleven mines, or, in all, thirty-four mines. The magnetic iron ores of New York are in four well-marked groups, and there are twenty-six mines in them. Then follow the red hematite mines of St. Lawrence and Jefferson counties; and, lastly, the brown hematite groups of Dutchess and Columbia counties, and those of the adjacent parts of Connecticut and Massachusetts. The whole number of mines represented by the table is eighty-eight, of which twenty-eight are hematite mines. The first column gives the value of the real estate; the second that of the plant; the third is the sum of these two, or the capital invested. Then follow the number of men employed, the amount of wages paid during the census year, and the value of materials used in mining and preparing the ores for market." Production control in the petroleum industry may be discussed under three general heads: engineering, legal, and economic. Though the problems that fall under the respective heads of engineering, law, and economics are separate, they are dependent and interrelated. The present study will deal with the economic phases of production control and only incidentally with the legal phases as they affect the economics of the problem. No one of these forms of control is more important than the others. The engineers have performed their service well, and although there are many problems of engineering control yet to be solved, they are not pressing. Legal control is a problem for the legislatures and the courts to solve. The petroleum industry is such a comparatively young industry and the legal problems are of such recent origin that the courts have not yet been called on to settle all the issues and the legislatures still have before them bills concerned with the regulation of the industry. Economic control of production in the petroleum industry is a highly desirable goal but it has not yet been completely achieved. Since the first commercial well was drilled in 1859, there have been recurring periods of overproduction. (Over- production will be used here to describe a condition wherein so much crude oil is available that a satisfactory and reasonable price is not received for the product.) Introduction When one thinks about world metal economics today, it seems to me he must go beyond the traditional factors such as exploration, discovery, economic feasibility of development, management, labor, and the application of technology. These elements have been and will continue to be very important, of course, in making available the resources that experts believe the world will require during the remainder of this century. There are, however, some new forces as well as new or different emphasis on some of the old factors that could materially affect the development of the world metal mining industries. For example, in my own company two of the most significant considerations affecting our economics today have to do with foreign political decisions and with environmental concerns here in the U. S. -both of which play a far more significant role in our economic considerations than they did as recently as 10 years ago. After a brief look at some historical data and some projections of probable future demands for the world's major metals, I shall then identify and comment upon some of the factors that I believe will have an increasing impact on the future of the economics of our industries. I do not have any magic solutions to the problems we will face; nevertheless, we in the mining industries of the world are going to have to cope with these matters and find satisfactory answers to the problems they will create. The Past Although the age in which we live has been described as the atomic age, the space age and the computer age, we are, in fact, living in a metals age, and we have lived in a metals age for a very long time. The discovery of copper smelting, for example, is placed at about 4000 B.C. Gold was used in a primitive way before that. Other metals - lead, silver, tin, iron and mercury - were discovered and used before 2000 B.C. In all probability, we will be dependent upon metals beyond the vision of anyone living today. In industrialized nations of the world, man's mode of living is based to a great extent on metals, and it is extremely unlikely

This paper compares the general characteristics of Florida phosphate rock for the manufacture of fertilizers and phosphoric acid. The subjects covered are relative reactivity for superphosphate manufacture and various properties of the rock for use in phosphoric acid production, including gypsum filterability, sulfuric acid consumption, foaming, relative cor-rosiveness, chemical composition, and others. Comprison will include rocks of North Africa, the western U.S., and other locations. This paper reviews some of the important properties of phosphate rock, giving particular attention to a comparison of Florida phosphate with some of the major phosphates produced in the world. It also discusses some of the techniques available for evaluatine Phosphate. rock for phosphoric. acid and fertilizer use. The use of Florida rock outside the U.S. has been increasing steadily, evidence in itself of certain desirable properties of this rock. Table I is a list of the major producers and exporters of phosphate rock as of 1965. Florida, meaning in this case Central Florida, was the largest producer of phosphate rock and the largest exporter of rock. Of a total world production estimated at 60 million tons, about 50 million tons were produced during 1965 by the areas listed in Table I. One major producing area omitted from Table I and from subsequent evaluations in this paper comprises Nauru, Ocean, and Christmas Islands, whose output totaled about three million tons in 1965. This phosphate is marketed entirely by the British Phosphate Commissioners, primarily in Australia and New Zealand, and does not get into the world market elsewhere to a significant degree at the present time. South Africa, Egypt, Israel, and North Vietnam also produce lesser quantities of rock for the international market, and these materials are also excluded from this review. The phosphate industry is now seeing the introduction of several new areas that will be significant factors in the rock market in the future. The North Carolina and North Florida areas each have capacity at present or in the near future for producing about three million tons per year. The Djebel Onk mine in Algeria has a potential of about 800,000 tons per year. In addition, announcements have been made of significant development of deposits in Peru and in the Spanish Sahara, and sizable expansions are planned in several of the existing areas that are now of minor importance. Competition for the rock market appears to be increasing so that more attention will probably be paid to evaluating phosphates available from different areas. It is not possible here to go into all the properties of even a few of the materials listed in Table I. However, it is practical to discuss some comparative properties important for making phosphoric acid and fertilizers, and to touch on the techniques used for the evaluation of various phosphate rocks. Table II gives typical analyses of the major phosphate rocks available in the world as of 1965. There is, of course, an inherent danger in labeling any analysis as typical, but it appears that variations between two samples of rock within one given area are generally less than between two samples from different areas. The analyses listed were compiled from several years of data so they may not be representative of the present output of any particular area. Although nearly 10 pct of the total tonnage of coal produced annually within the United States is handled by bulk freighters on the Great Lakes, very little of the detail connected with it has been published other than occasional newspaper stories and publication of tonnage statistics. Of the total tonnage floated on the Lakes each year some 10,000,000 is stored and distributed from the port of Duluth-Superior, at the western end of Lake Superior commonly known as the Head of the Lakes. This port has the largest single area concentration of coal docks in the world. Since this area contains the largest ore docks, the largest movable material handling bridge, the largest and highest grain elevator and the largest coal bri-quetting plant in the world, it is entirely fitting and proper that here also should be located the largest coal dock and what we believe to be the world's largest clam shell. Of the sixteen coal docks operated by ten companies, five are owned and operated by the North Western-Hanna Fuel Co. which has two docks on the Superior, Wis., waterfront and three docks in Duluth, Minn. It is with these five docks that we are primarily concerned, General History In the summer of 1871 a small sailing vessel entered the harbor of Duluth-Superior with the first commercial coal cargo. All the coal brought up that first year did not amount to more than 3000 tons. During the year 1877 the first dock equipped for handling coal was built in Duluth. Coal receipts increased to 52,785 tons in 1879 the first year for which an official record was kept. Since then the volume of water-borne coal to the Head of the Lakes steadily increased to a maximum of 12,688,321 tons in the year 1923. This tonnage was nearly equalled in the year 1927 and the next highest tonnage recent year was in 1946 when 10,105,703 tons were unloaded. The average annual bring-up over a ten year period 1938 to 1947 was 8,605,231 tons. Approximately 30 pct of the coal unloaded at the Head of the Lakes is handled over the docks of the North Western-Hanna Fuel Co. Competition of other fuels coupled with expansion of coal fields in the mid-west have held coal receipts for Duluth-Superior at a relatively constant figure during the last eight years although the total tonnage of coal floated on the Great Lakes has more than doubled in the past 25 years. I DESIRE to say that, owing to the number of papers which have been more or less crowded at this session of the Institute, and the fact that, as one of the Local Committee, I have the distinguished honor to feel somewhat like one of the hosts, I should not tax the patience of members at this late hour, but would have my paper read by title were it in any way possible to do this. But the task I have set myself this evening is to present to the eyes of the members of the Institute certain objects which have occupied more or less of my time during the last eighteen months or two years. The objects I allude to are some of the igneous rocks of this country, which, until quite recently, have been less understood than any others. It will be well known to some of the members that some of the cooled lavas of a previous age of our planet, when not directly coarsely crystalline and granular, were considered and spoken of as " natural glasses," or perfectly uncrystalline, vitreous, or hyaline masses of matter. Among the first results of the use of the microscope was the dispersion of this fallacy. Sir David Brewster, Mr. H. C. Sorby, and William Nichol (the discoverer of the celebrated calcite prism, which bears his name), had, with greater or less success, examined sections of various rocks and minerals, both by transmitted and reflected light, and also in the form of powder. But, until the genius of Vogelsang undertook the subject, these investigations had no permanent value, nor did they constitute an independent line of mineralogical and geological research. Since the close of his labors, by Vogelsang's premature and much-lamented death, the subject has been made one of renewed interest by his brother-in-law, Ferdinand Zirkel, as well as by Rosenbusch, Tschermak, and many others abroad, and at home by the commencement of a systematic study of the traps of Connecticut by Messrs. E. D. Dana and G. W. Hawes, of New Haven, and by the splendid set of described sections of the traps of the West which have been furnished by Zirkel to illustrate Clarence King's report. I had the honor of presenting a large number of thin sections of our traps at the Washington meeting, for the inspection of the members, with the aid of a table microscope belonging to the Smithsonian Institution. The ferrous and ferric oxide concentrations of slags, expressed as j = Fe+++/(Fe+++ + Fe++), have been established through gas-slag equilibrium at 1550°C in a range of oxygen pressure of 10-I to 10-9 equilibriumatm. The value of j is increased by basic additions (BaO, CaO, MgO, MnO) and decreased by acidic oxides (SiO2 and TiO2). Oxygen pressure is shown graphically as a function of composition for slags which are analogous to those at the slag-gas interface of the open hearth furnace. THE progress which has been made in recent years in understanding the chemistry of metallurgical slags has been based largely on studies of slag-metal and slag-gas equilibria. There is a considerable body of knowledge which is applicable to reactions occurring at the slag-metal interface in open hearth steelmaking. There is little information concerning reactions of the slag with the furnace atmosphere and hence little basis for an understanding of the transfer of oxygen, sulphur, or hydrogen between gas and slag. The oxygen pressure of the open hearth atmosphere is normally of the order of 10-1 to 10-3 atm which differs by several orders of magnitude from that of about 10" atm at the slag-metal interface. The chemical properties of the slag, for example, the ratio of ferric to ferrous iron and the ability of the slag to hold sulphur in solution, are greatly affected by changes in oxygen pressure. This investigation was undertaken to enlarge our knowledge of the effect of oxygen Pressure on steel-making slags. Using air or controlled mixtures of CO a CO2 a range of oxygen Pressures from 10.' to 10.' was covered. Review of the Literature There are only a few references in the literature which pertain directly to this investigation. The most important is that of Darken and Gurry1,2 on the system iron-oxygen. This work included the determination of the phase diagram of the system and also a study of the field of homogeneous melts and their oxygen pressures. Their apparatus and procedure were very similar to that used in this study. Iron oxide was melted in a platinum crucible under an atmosphere of CO2:CO, CO2:H2, H2O, CO2, air or O2 depending upon the partial pressure of oxygen desired. After equilibrium was reached, the sample was quenched and analyzed for ferrous and ferric oxide. By appropriate calculations these authors were able to determine the oxygen and iron activities in the various slags, heats of formation of the oxides of iron, and heats of solution of iron and oxygen in the liquid slags. In a subsequent paper' the same authors made a less thorough investigation of the effects of additions of lime and manganese oxide on the composition of iron oxide melts. Only a few experiments were made and those in a narrower range of temperature and oxygen pressure. Darken' has investigated the fusion temperature of iron oxide in contact with silica under various atmospheres. He found that the temperature changes from 1120° to 1447°C as the gas composition changes from CO2/CO equal to 20.8 to pure oxygen. A comprehensive paper by White" predates the work of Darken and Gurry. During the past five years, the mining industry has been subjected to new operating constraints that are unprecedented in number, scope, and urgency. The industry must operate in a safer, cleaner manner, yet produce more without large price increases. Compliance with any new sweeping legislation is always difficult-and particularly so in today's adverse economic climate, which is being aggravated by the steady stream of environmental control and tax-reform programs. In effect, while government is unwittingly but surely undercutting the country's productive capabilities, it blames industry for the resulting failure to meet consumer demand. Any such real or alleged failure then brings heightened bitterness from Congress. During the recent energy shortage, for instance, threats of nationalization were ventilated in public along with proposals to abolish the mineral depletion allowance.

Apart from the character of pig-iron to be manufactured, other than that it shall be well reduced and open-grained, the selection of the materials should be such as to produce it at the lowest cost. As a rule, the sources of fuels and limestones are not so extensively varied as those of the ores. Many Eastern furnaces are now using Lake Superior ores, and but recently a part of the supply came from foreign ports. It is, however, of the highest importance that the character of fuels and limestones, as well as ores, should be carefully considered in determining their value and making judicious selection among those available. The formulas here offered are based upon the assumption that the heat-requirements for a given mixture are measured by a constant required by the oxide of iron, added to that required for a unit of slag, multiplied by the weight of that slag per unit of iron. The heat-requirements for oxide of iron per unit of pig-iron made are assumed to be 2854 centigrade units. This is taken from the careful analysis of Sir Lowthian Bell, and, so far as the writer is able to determine, is very nearly correct. Dividing this by the quantity of heat that may be evolved and utilized within the furnace per unit of carbon, determines the quantity of carbon required per unit of pigiron ; and if to this be added the quantity of carbon absorbed by the pig-iron, the total requirements in carbon are determined, on the assumption that pure oxide of iron is reduced with pure carbon by the ordinary process of the blast-furnace. Calculating the quantity of slag that would be made from a given mixture of ores, smelted with a given impure fuel and fluxed with a given impure limestone, multiplying this weight of slag by the heat-requirements of its unit (taken at 1050 C. H. U.), and dividing the product by the heat-units evolved and utilized within the furnace per unit of carbon, will determine the quantity of carbon required per unit of pig-iron for the slag.

During the past four years the experimental work in coal washing carried on by the U. S. Bureau of Mines and the University of Washington has been devoted mainly to the development of special methods for the tabling of fine sizes of coals that are difficult to wash. One important outgrowth of this investigation has been the application of hindered-settling classification to coal tabling. Although used for many years in ore dressing, the term "classification" as used here may be new to many readers. It may be defined as the separation obtained when a bed of particles is held in a uniform state of suspension in an upward current of water, either continuous or pulsating, just sufficiently strong to keep the bed in a mobile condition. A common example of this type of separation is a jig in which there is no suction stroke. When the hindered-settling classifier is used with the coal-washing table, the fine-size raw coal, instead of being fed direct to tables, as is the prevailing practice, is first fed to the classifier and grouped, according to the rate of settling against the upward current of water, into perhaps six separate products. After dewatering, each of these except the sixth, a refuse product, is elevated to a seperate feed bin arid washed on a separate table. This paper gives a brief discussion of the basis for the use of hindered-settling classification of a table feed; a description of the experimental work; a comparison of the results obtained with and without classification; and a discussion of the application of the classifier in commercial coal washing. In most branches of the mining industry it is a well-recognized fact that care must be taken to protect the mineral deposit from undue physical injury. It is comparatively easy to grasp this idea when the mineral is a solid and the lives of workmen depend directly upon the care with which it is removed from its natural position, but when the product is a liquid drawn up from pools several thousand feet beneath the surface of the ground through openings only a few inches in diameter, it requires some imagination to picture underground conditions and the changes which must often occur. The development of the petroleum deposits of California has been attended by numerous accidents, the results of which are readily noticed at the top of the wells and in the profit and loss accounts of the operators. Determination of the cause of these accidents has been the subject of considerable study, which naturally has fallen upon men familiar with technical methods. The greatest damage to the oil deposits of California has resulted from water finding its way into the oil-bearing sands, and it is the purpose of this paper to set forth briefly this phase of the oil industry. Much of the material here presented has previously appeared in publications issued by the California State Mining Bureau, which, under the direction of State Mineralogist Fletcher McN. Hamilton, has investigated the subject and taken steps toward improvement of conditions. The writer, having been in charge of this branch of the Bureau work, has gained considerable knowledge of existing conditions. Generally speaking, the oil-bearing formations of California are soft, unconsolidated sand beds, separated by clay strata, which are also soft. Some of the sand beds carry water instead of oil. All of the beds are more or less separated, probably being of lenticular shape. Very few of the beds in the oil fields lie flat or undisturbed over any great area. Folding and tilting are common, and faulting also occurs in some of the fields. The accumulation of oil is not confined to any single structural feature, such as the anticline, but occurs in many other structural features. A new method for obtaining equilibrium vaporization ratios (K-values) for reservoir fluids has been developed and tested. By application of the method, complex experimental measurements of liquid and vapor phase compositions are eliminated. This simplified technique reduces the cost of experimental equilibrium-ratio data for reservoir studies of condensates and volatile crude-oil systems. The method is designed for systems of constant composition and, therefore, is best suited for depletion studies where compositional changes at high pressures are minor. The basic data required, in addition to the composition of the initial reservoir fluid, are the relative vapor-liquid volumes and densities at reservoir temperature and variom reservoir pressures. Tests demonstrated that the method predicts equilibrium ratios accurately for condensates. A single test on a crude oil was not conclusive; further testing will be necessary before the accuracy of the method can be determined for crude-oil systems. In addition to determining equilibrium ratios, the calculation method provides information on the physical properties of the "plus" component in the vapor and liquid phases. The "plus" component is that mixture of components heavier than the least volatile fraction analyzed. This information is useful in studies of both natural depletion and cycling operations for condensate reservoirs where the heptanes-plus component in the gas phase is produced from the reservoir. INTRODUCTION As more volatile oil and condensate reservoirs are found, the use of phase behavior techniques to predict their performance is increasing in importance. These techniques have long been used for condensate fields and have more recently been applied to crude-oil fields containing oils of medium-to-high volatility. In these phase behavior methods, equilibrium ratios (K-values) are used to predict compositional changes in the reservoir fluids—thereby accounting for the recoverable oil that exists in the gas phase. The reliability of the predictions depends to a large extent on the equilibrium ratios used. These values must be obtained for each component for the entire pressure range being investigated. Unfortunately, because of the complex nature of hydrocarbon mixtures, accurate K-values are hard to obtain. The equilibrium ratios for a particular component will vary not only with the temperature and pressure, but also with over-all composition of the system. The importance of composition is quite critical at elevated pressures, but becomes negligible at pressures below about 300 psia. Therefore, because most phase behavior problems involve the high-pressure region, each fluid system becomes a special case. Experimental programs to determine characteristic K-values are quite difficult and time-consuming. Thus, it is often necessary to resort to approximations of the K-value data. Charts giving K-values for various mixtures and classes of mixtures are available in the literature. However, there are two major difficulties in using them: (1) the K-values of the "plus" component (that mixture of components heavier than the last one analyzed) must be obtained by extrapolation from the K-values of the other components; and (2) the K-values obtained must finally be adjusted by trial and error to agree with observed volumetric data. To eliminate these difficulties, a new method of determining equilibrium ratios was developed. Briefly, after the composition of the system as a whole has been analyzed, the method uses empirical correlations and the gross fluid properties of the system (relative vapor-liquid volumes and densities) to calculate K-values. Because the calculative procedure is long, it is best solved on a digital computer. About one hour of machine time on an IBM 650 computer is required to develop a K-chart for the fluid being examined. DEVELOPMENT OF THE METHOD OF OBTAINING K-VALUES Equilibrium ratios are defined as the ratio of the mole fraction of a component in the vapor phase to its mole fraction in the liquid phase. This statement is expressed in Eq. 1. A typical plot of equilibrium ratios for a particular system is shown in Fig. 1. It should be noted that, at pressures near the saturation pressure, the K-values appear to converge to a common point. This apparent convergence point is called the convergence pressure and is a characteristic of the system involved. Various empirical correlations of K-values have been noted. MINING by hydraulic process of the important gold-bearing gravels of the Sacramento Valley in the basins of the Yuba, Bear and American rivers began in 1853, and continued at an ever-increasing rate for 30 years. In its most active days it reached an annual production of $15,000,000, and averaged $10,000,000 per year over the 30 years. During that period no provisions were made to prevent the debris from being dis-charged into the water courses, and ultimately large quantities of silt, sand and gravel were washed down to the lower valleys; filling channels, causing overflow of agricultural lands and difficulty in maintaining navigable depths in the Sacramento River. Agitation and suits filed because of these damages finally resulted in the injunction decision of Judge L. B. Sawyer,1 in the U.S. Circuit Court, Jan. 23, 1884, which closed down practically all hydraulic mining operations not having means to restrain their debris. In 1893 (approved March 1, 1893), Congress passed the act introduced by Representative Anthony Caminetti, of California, creating the California Debris Com-mission, composed of three officers assigned from the Engineer Corps of the U.S. Army, and since that time it has been legal and possible within the drainage systems of Sacramento and San Joaquin rivers to conduct hydraulic mining of gold-bearing gravels behind dams built under this commission's permit and supervision. In the watersheds of the Trinity and Klamath rivers, which flow directly to the Pacific Ocean and do not affect navigation or agriculture, operating permits from the California Debris Commission are not required. There is a measure of restriction there, however,. through what is known as the Trinity and Klamath River Fish and Game Dis-trict. Chap. 215, Stat. 1931, in order to secure relatively clear water for the fishing season, provides that between July 15 and October 15 each year there must not be discharged into these rivers debris that will cause a turbidity greater than a content of 50 parts per million in the

The Achotla mill of the Cia. Minera de Penoles is of special interest in that it is one of the few still employing the chloridization process. The ore milled comes from the Suriana mine and consists of both oxide and sulphide, from neither of which can the gold or silver be extracted by a simple cyanide treatment. The mill was built in 1927, after several years of study in the development of the process1, and operated from December of that year until October 1930. Operations were resumed in February 1935, and have been continuous since, treating approximately 5000 tons per month, while the mine is getting up to full tonnage of 6500 tons per month. Transportation of Supplies The property is in Guerrero, Mexico, some 175 km. by airline southwest of Mexico City. The mill site is at Temisco (Fig. I), 8 km. from the Balsas River and 4.8 km. by aerial tram from the mine. At Temisco are the general office, shops, warehouses and laboratory serving both mine and mill. Here sufficient water is available either from a small creek running through the property or from the Balsas River, also convenient and ample storage space for the tailings. With the exception of the mine timber and a few native building materials which may be obtained locally, all supplies for both mine and mill are brought down the Balsas River from Balsas, the terminal of a Mexican National Railway line out of Mexico City. The method of transportation on the river is interesting. Rapids with very fast water are numerous, prohibiting the use of mechanically propelled boats. Those used resemble large, flat-bottomed rowboats some 22 ft. long by 8 ft. wide (Fig. 2). They are manned by two oarsmen sitting in the bow, each handling one large oar, and usually another man in the stern who, with his oar, assists in steering the boat, especially when the rapids are run. From 3 to 7 tons of freight are carried on each boat, depending upon the stage of the water, which governs also the time

A FULL understanding of the behavior of sulphur in the basic open-hearth process has been delayed by lack of dependable data covering a wide range of slag conditions in the absence of other complicating factors that are likely to be present under operating conditions. It has been generally accepted that strongly basic slags will dissolve more sulphur than will those in which the acidic and basic constituents are more nearly balanced. It has been known that both slag and metal would absorb sulphur from the flame when the sulphur content of the fuel is high. It has been generally believed that manganese assists in the transfer of sulphur from metal to slag. Almost nothing has been known of the effect of temperature upon desulphurization; the data have been conflicting and there has been a tendency to depend rather heavily upon analogy with the better understood desulphurizing reaction of the blast furnace. Many attempts have been made to build up from open-hearth data a satisfactory theory of the chemical reactions involved in the process. That this has been an extremely difficult task is owing to two reasons that have been very generally recognized. The first is the parallel and simultaneous reaction of sulphur transfer between flame and bath. The second is the difficulty of distinguishing between the factors that ultimately limit the transfer from metal to slag-i.e., equilibrium conditions-and those whose influence is only upon the rate of transfer. It has been the object of the work here recounted to study the equilibrium distribution of sulphur between slag and metal in the absence of these complicating factors, with the hope that a better understanding of the equilibria involved would lead to a better control of the over-all process in the open-hearth furnace. A review of the literature on steelmaking reveals almost complete agreement with respect to the paramount importance of lime in promoting desulphurization. In expressing this effect in quantitative terms, however, and in formulating the relationships between the concentrations of other slag components and the desulphurizing power, there is little agreement. For instance, the "basicity" or basic strength of the slag is commonly measured by some kind of ratio of concentration of basic to acidic oxides. EUROPE continued to be unsettled, financially, commercially and socially. October opened with Germany in a state of turmoil following the Government's cessation of passive resistance to the French and Belgians. In many places there were riots with much bloodshed. In Bavaria a military dictator-ship was set up in order to keep peace. In the meanwhile France continued in an uncom-promising position.. Great Britain, having been diplo-matically discredited, disappeared from any prominence in the international picture. Under the constraint of circumstances the policy of deflation in Great. Britain was temporarily abandoned. Perhaps no other course was open, for with declining trade and heavily reduced revenue, and no chance for cutting expenses propor-tionately, a check to deflation comes of its own accord. The effects of this should become manifest in the course of a few months and should appear in the form of an improved margin between the prices for commodities and the wage costs in producing them. About Oct. 20 an effort was made to set up the Rheinland as a separate republic. On Oct. 26 were published communications from Lord Curzon to Secre-tary Hughes and the latter's reply. In these Lord Curzon drew attention to the gravity of the situation in Europe and expressed the hope that France might listen to renewed suggestions for a general inquiry. Secretary Hughes promised American cooperation, in this, with the reservation that the question of inter-national debts should not enter into the situation. In the latter part of October there were military mutinies and disorders in Greece, which resulted in the reestablishment of martial law by order of Col. Plas-tiras, who is virtually the dictator of Greece. The incipient revolt was promptly crushed.

AT the meeting of the Board of Directors held on June 25, 1926, and in response to numerous in-dividual suggestions for changes, a committee on Re-vision of the Constitution and By-Laws of the Insti-tute was appointed, consisting of C. F. Rand, Archi-bald Douglas and H. Foster Bain. Various confer-ences were held, much correspondence conducted and a preliminary draft was prepared. It proved imprac-ticable to complete the work in time to submit the matter to the membership for approval or disapproval at the annual meeting in 1927, and the Committee was continued with instructions to prepare a report as a basis of action in 1928. After Mr. Rand's death George Otis Smith was appointed in his place and the tentative draft herewith submitted has been pre-pared in its present form by Messrs. Smith, Douglas and Bain, though not differing in any material mat-ter from an earlier draft approved by Mr. Rand. In preparing this the Committee has kept in mind primarily the desirability of simplification and of making the By-Laws conform to the actual practice of the Institute as worked out through experience. The Constitution and By-Laws adopted in 1912, and which with minor amendments only still govern the Insti-tute, are full of specific provisions regarding pro-cedure; such as that laid down for guidance of the Papers and Publications Committee. Many of these have proved unworkable and in practice have not been always strictly followed. It now seems wise to write into the Constitution and By-Laws only the general fun-damental principles to he followed and to provide for such easy change in methods of following them out as will permit efficient conduct of the business. It is this thought that has guided the Committee in rewrit-ing many of the sections. With this in view also the Constitution, as such, has been shortened to the brief-est feasible statement of fundamentals. All matters relating to means of making these principles effec-tive have been put into the By-Laws or in the hands of committees whose work is subject to control and whose rules are subject to approval or disapproval by the Board of Directors. Many suggestions for changes have come to the Committee that have not been incorporated in this draft. Some of these are in themselves excellent but have not been incorporated here because the Commit-tee discovered no sentiment for them such as would be likely to secure their approval, or found them out of harmony with the general plan followed herein.
