MY remarks are addressed to the question whether a program of international mineral control can effectively serve as a means of maintaining world peace in the kind of world envisaged by the Atlantic Charter. They do not touch the quite different questions whether such control could be appropriately used for postwar punishment of Germany and Japan, or for other purposes. I assume also that the question relates, not to the transition period immediately following the war, but to the more normal years which we hope will succeed this. Finally, they deal primarily with metals and metallic minerals rather than with. oil or coal or other minerals, although they may be applicable also to these other nonmetallic materials.

BOTH physical and economic factors are concerned in determining the optimum rate of depletion of a mineral deposit. The physical limitations are, in a large measure fixed by nature. Economic influences on the other hand, are man-made and subject to wide changes. Analyses of the interrelations of these two groups of factors are of major importance in selecting the optimum rate of production of petroleum and mining properties and in their valuation. Physical Influences PRIMARY limitations on the rate of mining are the rate of shaft sinking and underground development, the rate of hoisting, and the rate of sloping. These rates are largely determined by the physical features of a property. Technical methods which may be employed, and consequently the length of time required, are governed by the dimensions of the deposit, its attitude, depth, regularity, the unit value and character of the ore, the nature of the wall rocks, and similar factors.

(New York Meeting, February, 1912,) THE earliest example of attempting to form finely-divided materials into larger masses for better adaptation to commercial use was probably the briquetting of peat and lignite-waste at Paris by the use of a clay binder. It was from this attempt that our word briquette has arisen (Fr. la brique), the formed masses being shaped similar to ordinary bricks. This term does not, however, lend itself to the many shapes of such formed material as are now being produced, as few of them aside from some of the European brown-coal products bear any resemblance to the shape of that well-known article. The term "agglomeration " has therefore been chosen as more accurately descriptive of the products now being manufactured, this term including the molding as well as the sintering. With the increasing prices of fuel and ores and the greater demand for economy in the operation of industrial plants, more ,attention has been paid in recent years to the utilization of waste products and low-grade ores and fuels. Much of the waste has been occasioned by the inability to utilize finely ,divided ores and fuels in the furnaces because they could not be kept there, or else because they clogged up the furnace-shaft so that gases could not be forced through under ordinary conditions of operation. As a result, all such fines were thrown on the dump. Again, with the exhaustion of the richer deposits of ores, concentration of lower-grade ores becomes a necessity, and most concentrates are produced in a finely-divided condition. Aside from these considerations, there is also the economy in the cost of operating the plant; a furnace running on agglomerated material will have a much greater output than one working on fines. In one instance the charge of an iron blast-furnace was changed from fine concentrates to briquettes and the output was increased four-fold; better results could have been obtained had facilities been at hand for taking care of the increased output.

Cesium metal isn't on the government's list of priority materials for stockpiling, but it may be getting a big lift in that direction. Both the National Aeronautics and Space Administration (NASA) and the Atomic Energy Commission (AEC) have committed themselves to a long-range research program the outcome of which may boost annual domestic production to 37,000 lb by the year 2000. This would represent a sixfold increase in cesium consumption over the figures reported in 1968. To accomplish this dramatic increase, there must he some equally dramatic breakthroughs. Recent research efforts designed to shake the metal from its lethargic status in world markets have been concentrated in the areas of ion propulsion, thermionic power conversion and magnetohydrodynamic (MHD) power generation. The activities in these areas, all of which attempt to make use of cesium's unique properties, may lead to a practical method for converting nuclear energy into electricity and a cheaper and more effective alternative to liquid propellants used in long-range space flights.

INTRODUCTION SINCE the time of their discovery, the genesis of the ores at Mount Morgan, and the nature of the changes which have affected the surrounding rocks, have been the subject of investigation and speculation by geologists and mining engineers. Developments at this mine, for a long period the greatest gold producer of the world, show that with depth the orebody grades into copper, of which metal it now furnishes a large output, exceeding in value the gold. In earlier times, the purity of the gold and the first extremely heterogeneous character of the ore made it an interesting problem. Now, the probable depth of the copper enrichment, genesis, and true relations of the neighboring rocks furnish equally profitable material for investigation, and the present somewhat detailed description of these ores and rocks, from microscopic study, may prove of interest. The mine occupies a highly silicified portion of a belt of quartz-porphyry, which is believed to be the oldest rock of the region. This belt of quartz-porphyry and allied rocks runs north and south between two areas of a later intrusive granite, as shown on the geologic map,1 Fig. 1. Near the orebody the quartz-porphyry has been intruded by a dense basaltic mass called the "Old Basic." Cutting all three of these igneous masses are two sets of basaltic dikes, one running northwest-southeast, and the other, cross dikes, northeast-southwest. These dikes may be contemporaneous with, instead of later than, the ore. Their number has caused peculiar difficulties in extracting it, as the clay selvage of decomposed material affords no adhesion between dike and ore, causing great blocks to loosen and come down.

GEOGRAPHICALLY, North Carolina consists of three divisions, the coastal plain on the east, the piedmont plateau in the center, and the Appalachian mountain region on the west. Geologically, the State may be divided into two main divisions, an eastern or coastal plain region, and a western or piedmont plateau and mountain region. The eastern region is underlain with unconsolidated sands, clays, marls, and shell limestones varying in age from Cretaceous to Recent. The western region is, in general, underlain with gneisses, schists, slates, sheared volcanics, and igneous intrusives of Pre-Cambrian age. In the mountain and upper piedmont portion of the western region are several areas of irregularly metamorphosed sediments of early Paleozoic age. Throughout the piedmont plateau and a part of the mountain portion of the western region, important areas are underlain with igneous intrusives of late Carboniferous age. In Canada, the market for cement is not a national one but rather a collection of local or regional markets. Excess capacity on a national basis does not necessarily preclude a shortage on a regional basis. with portland cement selling for less than a cent a pound, the low price-to-weight factor makes transportation to the market a major cost item and thus a small plant can be justified to serve a limited regional market. The Brookfield plant of the Canada Cement Co. is designed to supply the Province of Nova Scotia, a regional market that shows promise of growing to a point where it will support a one-kiln plant. The market is presently being served by boat shipments from the Canada Cement Co. plant at Montreal East, Quebec, and from the North Star Cement Ltd. plant at Corner Brook, Newfoundland, and by rail and road shipments from the Canada Cement Co. plant at Havelock, N. B.

INTRODUCTION Rocky Mountain Energy is the mining subsidiary of the Union Pacific Corporation, and has been active m uranium exploration since 1966. Since 1970, RME's uranium activities have been funded 50% by Mono Power, the fuels supply division of Southern California Edision. RME and Mono recognized the need for development of new methods for recovering low grade uranium deposits, and contacted Halliburton Services in regard to in situ leaching, because of Halliburton oil industry experience. As a result, a joint venture between the three parties was formed in 1974. BEAR CREEK The first ISL test was at the Bear Creek deposit in the Powder River Basin of Wyoming, about 60 miles north of Douglas. The mineralized sand is the tertiary Wasatch formation, which is an arkosic sandstone. The sand typically contains about 10% clay. The predominant clay being montmorillonite with some kaolin and illite. The roll front type trends occur along the flanks of old stream channels. This deposit was being considered for exploitation as an open pit mine. Routine amenability testing indicated it was quite amenable to a conventional acid leach, consuming about 50 lbs. of sulfuric acid per ton of ore in an agitation leach, while recovering more than 95% of the uranium. Hydrology testing indicated a permeability of about 1 darcy. The groundwater has a pH of about 8. 0 and TDS of about 1200. Test Facility The Bear Creek test was a summer-only operation, with no effort towards weather-proofing. Uranium was removed from the recovered leach solution by fixed bed ion-exchange columns. Loaded resin was eluted with strong sulfuric acid. The recovery plant was designed for simplicity of operation, with little concern for the grade or form of the yellowcake product. The plant was constructed of PVC piping and valves, fiberglass reinforced tanks, and stainless steel pumps. All waste streams were directed toward a lined evaporation pond. Wellfield The test pattern was a 30 foot radius 5 spot, with wells fully penetrating the 30 foot ore sand to a total depth of about 165 feet. The injection wells were three-inch PVC with slotted casing, while the producer was eight-inch I. D. , with a stainless steel screen. The eight-inch well was necessary in order to accommodate a six-inch stainless steel pump. Wells were cemented using cement baskets, at the top of the sand, to contain a latex acid resistant cement. Leach Conditions The lixiviant generally contained from five to seven gpl sulfuric acid, and about 0. 5 gpl hydrogen peroxide. The pH was generally 1.4 and EMF was usually -550 millivolts. Injection rates were rather variable from well to well, with a total injection rate between 12 and 25 GPM. Production rate was set at 25 GPM, since the production pump could not be throttled more than that. Approximately two pore volumes of solution were injected during the three-month test. Leach Results Injectivity was quite variable, but was generally rather poor, because of poor completion techniques. The problem stemmed from injecting before the injection wells had been completely cleaned of drilling mud. Pregnant solutions averaged about 50 ppm U308, with groundwater dilution varying from 10 to 50%, depending on the injection rate. Injectivity did decline with time, probably as a result of contamination of the well faces. A total of 1000 lbs U308 had been recovered when the test was shut down. This probably represented about 10% of the mineral under leach.

The search for ore continued at its relentless pace throughout 1967. Canada, South Africa and Australia plus a few scattered localities on the globe reported minerals finds of significant importance. Many of the reported finds were not high grade ore, but they nonetheless will assist in sup- plying a highly industrialized, mineral hungry world. No longer does inaccessibility and remoteness close an area to mineral exploration and development. The communication and transportation systems of today have closed the gap and, moreover, the demand for essential mineral commodities is causing price shifts which encourage exploitation of deposits heretofore considered uneconomical.

Gilpin County, the cradle of mining in Colorado and the Cornwall of North America, is too well known to need much introduction; get, for the benefit of those not familiar with the district, it may be well to premise that it comprises a tract of country of about 122 square miles, lying between the counties of Jefferson, Boulder and Clear Creek, and hounded on the west by the main range of the Colorado Rockies. It is located centrally in the State, 40 miles west from the city of Denver. During the 38 years since the first gold-discovery, Gilpin county has contributed about eighty million dollars in gold and silver to the world's supply of these metals. Many mining districts have had their rise and decline in half this time; but, very far from being exhausted, this mining district is still in the ascendant; its output is increasing (it was $3,600,000 for the year just closed), and it was never more prosperous nor productive than to-day. Taken generally, there does not exist anywhere in the world so great a number of permanent veins within so small an area as in this district. Gilpin is practically a " poor man's camp." Its veins, with few exceptions, outcrop at the surface. In the oarlier---days of the camp these outcrops were worked in many instances by sluice-mining; particularly is this the case with regard to the veins of the Russell gulch. Discoveries are still made in the heart of this district, and the productive area is every year extending its limits. The districts of Yankee Hill, Hawkeye and Pine Creek, which used to be isolated, are now part and portion of the one gold-field of Gilpin county. THE ancient copper-mines of Lake Superior, having been destroyed or covered by-modern mining-dumps, are not accessible to the present inhabitants of that region, and, since no more are likely to be found, some account of those already discovered, from one who has seen them, may be acceptable to the Institute. Early in May, 1855, 1 took a party of men to open an ancient pit on the Quincy mine-location. Mr. C. C. Douglas was the Agent.," as mine-managers were then called on Lake Superior. The Quincy Co. had previously done work on a fissure-vein, several hundred feet west of the Amygdaloid lode (afterwards called the Pewabic lode), on which was the ancient pit herein described. It was at this pit that the Quincy' main shaft was subsequently stink. The ancient pit showed an apparent depth of about 4 ft., but when cleaned out it was shown to be 14 ft. deep, having been filled up by the sliding-in of material composed largely of broken rock, taken out in sinking the ancient shaft, and left near its mouth. Midway of the shaft, and below water-level, was found a scaffolding, of white-birch poles,- which had been used as a landing, to assist in removing the excavated rock. The shaft was 7 ft. in diameter. The excavation had been done by first building fires in order to disintegrate the rock, as was proved by the abundance of charcoal found; then breaking the softened rock with hammers of diorite, such as is found in the greenstone range on Keweenaw point. These hammers had about. the size of large paving-stones. Only broken ones were found, the whole ones having been doubtless carried away for other work, such as could be traced on the lode for a hundred feet or more to the south. The furnace used for experimental work is shown in Fig. 1. One fireclay sagger, or pot, was set within another and the space between the two filled with Silox heat insulation. The hearth is a cast-iron plate with an imbedded ribbon of nichrome wire; this wire heater is connected to a potential regulator, which permits a very close voltage control. A mechanically driven arm is fitted with rabble blades so arranged that a uniformly thick ore bed may be maintained indefinitely. This arm is usually driven at about one revolution per minute but its speed of rotation can be varied as desired. Compressed air is led into the furnace through a meter, and it was found necessary to preheat the air in order to secure the definitely isothermal conditions sought. AS IN OTHER lines of engineering, progress in mining was influenced during 1931 by the world-wide economic depression. Low-metal prices ? resulted in active efforts to reduce production costs of base-metal mines. Probably the chief factors in reducing costs were the greater efficiency of labor, due to better relations between management and workmen, to the scarcity of jobs, reduced wages in most base-metal mines, and to lower overhead expenses secured by drastic economies. The use of mechanical equipment continued to increase, due to more efficient designs and a better practical understanding of the applicability of such equipment to requirements. With one exception, there were no startling innovations in stoping methods, but there was notable progress in the better adaptation of mining methods. In the United States, no large new base-metal or silver mines came into production during the year. At a number of mines, output was curtailed, and operations were discontinued at several important producers. On the other hand world-wide interest in gold was stimulated, as evidenced by increased output from producing mines, the reopening of some old properties, and intensive prospecting for new deposits. Mining methods at several gold mines in the United States and Canada were modified or changed to obtain a higher extraction of ore or to meet the need for additional support of the mine workings at depth. Permanent record of improvements in mining practices has been made during the year by the Federal Government; the industry thus has available for its use more detailed information than ever before. This work was done through cooperation of the mining companies and their representatives with the United States Bureau of Mines, whereby many papers descriptive of practices and costs at individual mines have been published. The Bureau's program of describing methods and costs at the more important mines (those producing in excess of $100,000 annually) is nearly completed, but papers will be issued concerning such additional mines as may possess particular interest because of novel methods, exceptional conditions or operating results, and others to supplement reports already issued. In this way, an interesting record of the results of changing conditions, or innovations in methods, will be made available.

The Coeur d'Alene district in the panhandle of Idaho is one of the major lead-zinc-silver producing areas in the world. The value of recorded production to date has exceeded $2 billion. Country rock comprises six formations of the fine-grained, highly siliceous, and slightly metamorphosed Precambrian Belt Series. Small stocks of monzonitic rocks and several varieties of dikes intrude the sediments. The district is at the intersection of a north trending major anticlinal uplift and the west northwest-trending Lewis and Clark line of which the Osburn fault is the dominant feature. The district structure is complicated and comprises folds, some of which are overturned, and a complex of faults of diverse ages and directions of movement. Late Cretaceous stocks but are also probably Cretaceous in age. The productive veins are localized within a series of 12 subparallel, straight mineral belts that trend approximately N65°W and that appear to be controlled by deep fractures in the basement rocks. The mineral belts are in two groups, separated by 15 miles of post-mineralization movement on the Osburn fault. Veins and ore shoots are variously disposed within each mineral belt. Many crop out at the surface, but others apex several thousand feet beneath it. Local controls that influence the position of ore shoots within the mineral belts include the brittle character of host rock attitude of bedding relative to the mineralized fracture, and the amount and direction of movement on faults. Depth appears to have had little effect on the occurrence or type of ore. Ore occurs in a series of steeply dipping replacement veins of relatively simple mineralogy. Six periods of mineralization, ranging from Precambrian to Tertiary in age, are recognized. THE art of melting nonferrous metals, in smelting, casting, and in compounding of alloys, is highly dependent on a knowledge of the temperature of the metal. This knowledge may reside in the experience and judgment of the melter, or it may be based on measurement by suitable instruments. It-is our purpose to discuss briefly the instruments available for such measurements, and more at length the present, practice in molten metals, without recommendation. In the limits of time and space allotted, we can do little more than mention the available methods of measurement that are directly applicable in this field. In the 1939 edition of the Metals Handbook, issued by the American Society for Metals, pages 285-310, there is a more extensive discussion of pyrometry than can be attempted here, which should be referred to for details we must omit. For reasons that will appear, thermoelectric pyrometry will constitute the major portion of our discussion of the subject, only limited attention being given to radiation or optical pyrometry. METHODS OF MEASUREMENT THERMOELECTRIC PYROMETRY A thermocouple consists of two dissimilar wires, or a wire inside a tube of a dissimilar material, joined together at one end, which is placed in the region or medium where the temperature is to be measured, while the other ends are connected through suitable lead wires to a voltage-measuring device, which may be a millivoltmeter or a potentiometer. An electromotive force is generated in the circuit, which is proportional to the difference in temperature between the hot junction and the junctions of the lead wires to the measuring instrument. If this latter temperature is maintained constant, the e.m.f. measured varies only with the temperature of the hot junction. Every thermoelectric pyrometer is calibrated for a particular cold-junction temperature such as 0°F., 32°F. or 75°F., but usually it is more practical to compensate instrumentally over the probable range of cold-junction temperatures than to maintain the junction at the particular temperature for which the instrument was calibrated. Thermocouple Materials Only a very few pairs of metals are in frequent use for pyrometric measurements. The most generally used are iron-constantan for temperatures up to 1500°F. in oxidizing and up to 1800°F. in reducing atmospheres and chromel-alumel, which may be used in oxidizing atmospheres at temperatures up to 2400°F. for intermittent service. The accuracy of the latter deteriorates rapidly at temperatures above 2200°F. Platinum vs. platinum-rhodium thermocouples may be used up to a temperature of 3000°F , but they are easily contaminated by slow absorption of

The annual meeting of the Woman's Auxiliary was held on February 19, at 10 a. m. The president, Mrs. Sidney Jennings, said in her greeting "it is a matter of congratulation that during the past year when the demands upon women for work of all kinds has been so large our membership has grown from the 50 enrolled at the first meeting a year ago to over 300 today. Some women, when. asked to join the organization, say that they are doing so much work in other ways that they have no time for work in a new organization, but the director for Canada struck the right note in her report when she told us of the splendid work the wives of mining engineers are doing in Canada, as individuals and as leaders and members of various organizations doing patriotic work. We do not want to divert such women from the work they are now doing, but we do want them to enroll as members of the Woman's Auxiliary and let us know what they are doing, that they play give inspiration to others." Reports were made by the directors of the following sections: Canada, Chicago, Colorado, Columbia, New York, Puget Sound and St. Louis, in some of which sections excellent progress has been made in food conservation, foreign war relief, including the adoption of fatherless French children, and in work for our own engineering regiments. These reports were read, accepted, and placed on file. The reports of the corresponding secretary, of the recording secretary, and of the treasurer, were read, accepted, and placed on file. Various amendments to the Constitution were proposed and accepted, and copies of the Constitution, as amended, will be mailed to all the members of the Woman's Auxiliary.

NOT WITHSTANDING the extremely low ebb of business activity, the nonmetallic industries have fared somewhat better than some other branches of mining. The average price level in nonmetallics, although far from satisfactory, has resisted any cataclysmic fall such as has been suffered by copper and other metals. Stocks, also, though too abundant, represent no corresponding overhang of the market, which should result, in some branches, in a more rapid recovery. Research work has continued in some industries with interesting developments.

THE metallurgical polarization microscope has been utilized in several researches in the last few years, thus attaining a fair degree of prominence, but little has been written in a manner suitable to a metallurgist concern-ing the theory of this instrument. In this investigation the theory was carefully studied, and the results are presented here in a detailed manner, yet as simply as possible. The theory is discussed with particular reference to the three chief functions of the instrument: (1) determination of anisotropy; (2) effect of strain; and (3) identification of inclusions. Each of these is investigated experimentally, with especial attention to the mechanism of producing any effect. Where possible, the discussion is supplemented by photomicrographs. The instrument used had numerous defects as a polarization microscope; these and their remedies are discussed. In the microscopic study of transparent mineral sections (chal-cography) the use of polarized light has aided tremendously in the identification of a mineral. The determination of strain in transparent substances (photoelasticity) by the use of polarized light has lately become a commercial process, used in testing finished glass articles. The success of the use of polarized light with opaque materials has not been so great. The magnitude of the effects obtained is much less than that of the corresponding effects with transparent materials, and the mechanical difficulties are much greater.
