This report, 27th in a continuing series1, describes Bureau of Mines research and technologic work on coal and related investigations during 1962. While the brief discussion in each section of the report presents only the highlights of Bureau work during the year, details of many investigations can be found in publications cited in this text. Other work, reported here for the first time, will be covered in greater detail in later publications. Recent trends in coal research and technology both at home and abroad were reviewed in several publications2. Bureau research, as in the past3, continued to stress improved methods of mining, preparing, processing, and using coal. The program included a wide variety of applied and basic studies for developing information useful to the coal mining industry and the coal consumer while promoting wise conservation and utilization of our coal resources.

Bench scale beneficiation studies were made on Idaho dolomitic phosphate rock using the TVA carbonate flotation process. The process used diphosphonic acid as a phosphate mineral depressant and fatty acid as a carbonate mineral collector. Silica was subsequently rejected as float using an amine collector, with phosphate product recovered as the sink fraction. Two samples of prepared flotation feed from commercial operation were used. One contained 21% P205 and 3.2% MgO. The other contained 26% P205 and 1.8% MgO. The results indicate that concentrates containing 31% to 33% P205 and 1% or less MgO can be obtained, with about 80% P205 recovery.

MEANING OF TERM, The term "minerals" when used in grants or in reservations or instruments of conveyance is not limited to metals or metalliferous deposits, whether contained in veins that have well-defined walls or in beds or deposits that are irregular and are found at or near the surface or otherwise. The term "mineral" in its commercial sense has been defined as any organic substance found in nature having sufficient value sepa- rate from its situs as part of the earth to be mined, quarried, or dug for its own sake or its own specific use. A prototype EM Location System was fabricated and tested at the Geneva Mine near Dragerton, Utah. This system consisted of six manpack transmitters and six manpack receivers covering the frequency band from 900 Hz to 2900 Hz as well as a six channel receiver designed for use, in a helicopter. Tests showed that EM signals from lightweight (3/4 lb) transmitters could be detected both on the surface and from a helicopter through as much as 4450 ft of relatively high conductivity (2 X 10- 2 mhos/m) overburden. Furthermore, the resulting field strength profiles could be used to determine source location to within 150 ft of the actual surveyed location in the mine. Modifications were made to a Monitoring, Locating and Communications System being tested at the Bruceton Mine, Pittsburgh, Pennsylvania. These modifications have improved the performance and quality of the paging and voice telephony mode of the system. Subsurface receiver modifications have improved reception of voice downlink signals.

"IntroductionDuring and since• the war, it has been my privilege to work closely with those in Canada who are responsible for the vital raw materials needed in our co-operative atomic energy programme. The understanding which has developed between our two groups in this all-important enterprise has been a great source of pleasure. We in the United States are aware of the importance of the contribution made by Canada to this project, and we look forward to continuing our mutually advantageous relationship.The impact of World War II, and the decision by Canada, Great Britain, and the United States to join in a programme for the development of atomic weapons, created a sudden and immense demand for uranium minerals. Early in the raw materials programme, it was evident that sufficient raw materials to fulfill war-time atomic weapon requirements could be secured from three sources: the rich pitchblende deposits of the Eldorado , mine at Great Bear lake; the Shinkolobwe mine in the Belgian Congo; and as a by-product of the vanadium industry of the Colorado Plateau in the United States. In the early part of the programme, therefore, our joint efforts were directed toward obtaining immediate maximum production from these localities. The contribution made by Eldorado Mining and Refining (1944), Limited, both in supplying and refining raw materials, was and continues to be of vital importance.In addition, it was also obvious from the first that in this programme, as in any mining enterprise, exploration activities directed•toward the discovery and development of new sources of uranium ore were essential if production were to be maintained over an extended period of time. In order to satisfy obvious security requirements during the war, it was necessary to proceed with this exploration programme, both in Canada and the United States, as secretly as possible. With the end of the war, and the revelation that an atomic weapon had been developed, however, secrecy in exploration was no longer required. The important thing was to get on with a broadened exploration programme."

ARCHEOLOGISTS, by use of the terms Bronze Age and Iron Age, indicate that metals have in the past determined the character of civilization. The relatively simple discovery by a primitive metallurgist that the addition of tin to copper both facilitated the production of castings and increased the durability of the product enabled hunter, warrior, and housewife alike to do things never dreamed of before. Similarly, the smelting of iron and the discovery of hardening methods greatly changed the arts of peace and war. Discoveries of low-melting-point alloys for joining and for making household utensils, and perhaps the adornment of a feminine form by sparkling precious-metal jewelry, have at times changed the destiny of a country. Bronze cannon, the cast and wrought iron Watt engine, copper transmission lines, and aluminum alloy aircraft, are cases of particular metals making possible the realization of an improved engineering design. Perhaps of the greatest influence of all upon civilization was the development of type metal. The rapid increase in the rate of dissemination of knowledge dates from the day that the technique of the pewterer was utilized in making rapidly reproducible and accurately sized letters for printing. It was not movable type, but metal type that was important, for metal castings could be made of identically the same shape and size at an enormous rate, and possessed excellent inking and wearing characteristics.

This report is a study of the impact of Federal laws and regulations on the domestic supply of metallic and nonmetallic minerals. The study was confined to pertinent environmental legislation and the recently enacted Federal Mine Safety and Health Act of 1977. Emphasized were the legal requirements placed on individual selected mineral industries, and the economic impact of these requirements. A certain amount of attention was also directed to the particular environmental and health and safety problems generated by selected mineral industries. The study also pinpointed a list of major problem areas having significant impact on the domestic mineral supply.

Mine inspection in Alaska by the Federal mine inspector was somewhat handicapped during 1915,the inspector having to spend a large part of the summer and fall in examining the Matanuska coal field in connection with the designation of the Government reservations and the leasing units in that field. However, in addition to>this work, the mines in southeastern and southwestern Alaska were inspected by both Federal and Territorial inspectors, a considerable number of men near the Federal inspector's officeat Juneau were trained in first aid to the injured and in the use of mine rescue apparatus, the mines of the interior and of Seward Peninsula were inspected by the Territorial inspector, and a suit was brought in the name of the Territorial inspector for the nonreporting of serious accidents under the Territorial inspection law. The work of the Federal inspector was handicapped also by a lack of field assistants. This condition is likely to be serious, as preparations have been made for opening the Matanuska, Bering River, and Nenana coal fields, and a number of permits granting the free use of 10-acre tracts in other fields throughout the Territory have been issued. The need of a comprehensive inspection law and experienced engineers to safeguard the opening of coal mines by operators who are not familiar with coal mining and are using inexperienced help is obvious.

Introduction Any person concerned with the welfare of mining in British Columbia cannot help being perturbed by the fact that the industry, to an alarming extent, is living on its capital. The great majority of mines and mining camps of today represent a heritage handed down by the prospectors of yesterday. It is true that mining engineers, geologists, mineral dressers, metallurgists, and their fellow scientists and engineers have played an honourable, indeed a vital, part in he1ping to make our producing mines, often after costly and extensive underground development and extended researches. It is also true that the mineralization at the Sullivan, Britannia, and Copper Mountain mines was all discovered before the turn of the century. Likewise the Cariboo, Bridge River, Hedley, Ymir, Rossland, Boundary, Slocan, Salmo, and Portland Canal mining areas, although they had not all been developed, were all known more than fifty years ago. Furthermore, every one of these camps owed its discovery and eventual exploitation to the fact that encouraging ' mineralization occurred at the surface. Where would the mining industry of British Columbia be today had those precious outcrops been buried beneath twenty to forty feet of glacial drift or other overburden? Anybody familiar with the geology and geography of British Columbia will probably agree that finding new mining camps is going to be an increasingly difficult and costly business: disappointments there will be in abundance. Nevertheless, most persons will probably also agree that other valuable mines and even mining camps await discovery by those who will prove resourceful and lucky enough to unearth them. It has become increasingly obvious to the authors of this paper that any new too1s which can aid either prospectors or engineers in their search for new orebodies should be welcome. This paper outlines our efforts to develop biogeochemistry and related techniques to the point where they may be considered as useful tools in the search for hidden mineralization.

The Haines-Klukwan-Porcupine subarea of the Juneau Mining District (JMD) is located in the northern portion of the JMD and consists of the land between the Alaska-British Columbia boundary, the Chilkoot Valley, Glacier Bay National Park boundary, and extending south to the Davidson Glacier and the Chilkat Peninsula and Islands (fig A-I). This area was studied as part of the larger JMD study in a cooperative effort between the Alaska Division of Geological and Geophysical Surveys (ADGGS) and the Bureau during 1985 to 1988. Prior to this, during 1984, the ADGGS and the Bureau cooperated in a study of the Porcupine mining area and during 1981 to 1983 conducted separate studies in the area. Field work was conducted by foot, boat, truck, and helicopter. Figure A-I shows the Haines-Klukwan-Porcupine sub-area and shows the areas covered by previous Bureau and ADGGS studies. PHYSIOGRAPHY AND CLIMATE The physiography of the subarea ranges from gentle to rugged. Glaciers formed the major features in the sub-area and left "U" shaped steep walled valleys and rugged mountains. The Chilkat, Chilkoot, Klehini, Tsirku, and Takhin are the major rivers in the subarea. The higher mountains are glacier clad and some valleys still harbor glaciers that reach the valley floors. Lush forests and dense brush predominate up to timberline at about the 2,000-foot elevation. Low point in the subarea is at sea level in the area around Haines while the high point is 7,434 feet at: Mount Henry Clay in the Porcupine mining area.

Next year, in 1964, Butte will celebrate its Centennial. It was in May, 1864, that the first recorded mining activity took place. During that summer, several rich placers were found on Silver Bow Creek and its tributaries, and a gold rush followed. As placer mining proceeded in the creek beds, the quartz lodes on the hillsides were located and the veins were prospected. Mining in Butte entered its second phase when the rich silver mines, the Alice, Moulton, and Lexington, were opened. The silver boom lasted until the decline in the price of silver in the early 1890's forced the closure of many of the mines. An indication of the beginning of the copper mining era in Butte was in 1866 when it was noticed that green copper carbonate discolored some of the, lode material. It was not until ten years later, however, that the Anaconda and St. Lawrence claims were located by Michael and Ed Hickey. The claims were sold in 1880 to Marcus Daly and in 1881, Daly obtained financing and organized the Anaconda Silver Mining Company to exploit the vein The silver venture was a failure because of the predominance of copper which diluted the bullion to only 400 fine.

More than 5,300 mining professionals from around the world attended the SME Annual Meeting and Exhibit, March 1-3 in Denver, CO. Seventy three technical sessions highlighted innovative technologies and applications for the development of mineral resources. And the exhibit featured 421 companies worldwide and 632 exhibit booths. The 1999 SME Annual Meeting had 10% international attendance. Professionals from outside the United States were guests at the first SME International Reception.

Computer control has been one of the fastest moving and most glamorous fields of industrial development in the past decade. A review of this period shows some truly remarkable accomplishments in both system development and applications. In addition, work now under way promises results which will continue the rate of progress of the past. This paper will review the history and status of the field of computer control and point out the major breakthroughs which have occurred. It will analyze the present trends and extrapolate them to predict the early future developments in the field.

The dependence of ortho kink-band formation on crystal orientation, on temperature, and on the conditions at the ends of a specimen is described. Load-compression curves for crystals that kink are presented. The reversibility of ortho kinking is demonstrated, and motion of kink planes through crystals is shown. Finally, a phenomenological explanation of ortho kink-band formation is given. ORTHO compressive kink bands (Fig. la) were discovered for the case of metals by Orowan,1 and they have been discussed by Jillson2 and in some detail by Hess and Barrett." However, their history in nonmetallic crystals is considerably older. It is not known when they were first observed in mineral crystals, but descriptions of them may be found as early as 1885.* They were sometimes mistaken for twins.6 Mügge seems to have been first to realize their true nature and importance. He reviewed the knowledge of them for a wide variety of crystals: anhydrite, antimonite, kyanite, vivianite, gypsum, mica, graphite, molybdenite, barium bromide, cal-cite, sodium nitrate, and barite. Also, the "twins" observed by Bridgman7 in sapphire crystals resemble kink bands more than twins. The terms ortho and para kink bands have been coined in order to distinguish between two types of kink bands which seem to represent the same geometrical configurations, but which have different origins and sizes. Ortho kink bands are the usual type that form at low loads when zinc crystals are compressed parallel to the basal plane. Para kink bands form at much higher loads in highly deformed crystals. These terms refer to compression phenomena and are not to be confused with analogous tension phenomena such as tensile kink bands and deformation bands. Mügge described the geometry of ortho kink bands quite completely for kyanite crystals, Fig. lc. The geometry observed for cadmium by Orowan1 and for zinc by Hess and Barrett3 is very similar to that described by Mügge. (See Hess and Barrett for a complete discussion.) For its Hellyer project, Aberfoyle sought to establish a high degree of confidence in all aspects of the feasibility study. Accurate capital and operating cost estimates were an integral and essential part of the study. They were crucial to the evaluation of investment returns and competitive cost position. Both the capital and operating cost estimates were based on the comprehensive data available from exploratory mine development, pilot plant operation, detailed engineering design, and Aberfoyle's experience in the area. One of the principal project objectives was to maximise operating productivity and efficiencies and this created capital cost alternatives which needed thorough cost-benefit assessment. The estimated capital cost for construction and development was $90 million, and the project was completed virtually on time for $80 million. The first year's experience indicated that operating costs would settle to well within 10% of the estimates.

Despite modest improvements in the performance of domestic interest rates and gross national product,1 fixed investment in domestic producers' durable equipment continued to weaken during the second quarter of 1982 and declined at a 12.8 percent annual rate compared with the first quarter.2 Large declines occurred during the second quarter in expenditures on many of the major mineral-consuming industries such as aircraft, computers, agricultural and construction machinery and mining and oil field equipment. These data appear to be consistent with the low level of business investment plans for 1982 reported in the DOC's Bureau of Economic Analysis survey of expenditures on new plant and equipment.3 Domestic and foreign industrial production and mineral industry production activities continued to decline in the most recent period because of weak demand conditions (Tables 1 and 2). The U.S. mining production index declined 7.7 percent between April and June as compared with 1.2 percent for total U.S. industrial production (Table 1).

It is explained why an exponent of 2.5, obtained when using a square root of nominal size d to adapt the value of a calculated liberation factor to a different comminution size, will rarely be encountered in practice, if no arbitrary decisions are made.
