Applications of helium in aerostatics, cryogenics, space, and undersea work are described in papers from the Helium Applications Symposium. I. INTRODUCTION. WHEN so much has been written upon a subject on which so little definite information is available as upon this, some reason must needs be assigned for adding to the volume of literature. A sufficient reason is found in the probable great future importance of China as a producer of mineral wealth. The present undeveloped state of mining in the Empire is due to many causes, among which the most important are the relatively simple needs of the population, the lack of transportation-facilities, the inelastic regulations governing the industry, and the superstitious reluctance of the people to make excavations which might disturb the spirits of the earth and air, or of ancestors. Iron is the metal most in demand, yet the needs of the population, until recently, only made necessary a production of approximately 0.5 lb. of iron per capita per year. The present annual production of iron for domestic consumption, in the United States, is nearly 600 lb. per capita. The curious state of development of transportation in this interesting country has been a greater handicap upon the mining industry than upon any other. The point upon which it hinges is the absence of a road-system. Except for a few military roads, now almost impassable, there are no roads in China; that is to say, there is no land which is set aside as a right of way, belonging to the commonwealth. Throughout the agricultural districts, generally speaking, the entire area is in private ownership, and the lines of travel are between fields. Reports for the calendar year 1923 that have been transmitted to the Bureau of Mines of the Department of the Interior by mine officials of the various coal-producing States show that accidents in and around the coal mines resulted in the death of 2,452 men. The output of coal during the year, as reported to the United States Geo- logical Survey, was 641,476,000 tons; hence the fatality rate per million tons was 3.82 as compared with 4.15 for 1922, a decline of about 8 per cent. The average rate for the decade ending with 1922 was 4.11. This reduction of 8 per cent in the fatal-accident rate per million tons is equivalent to the saving of 210 lives--that is, had the fatality rate of 1922 continued through 1923 the number of lives lost would have been 210 more than they actually were. Not only was there a net reduction in the fatality rate from all causes combined, but each of the main causes of coal-mine fatalities also showed a decline. Falls of roof and coal, which generally account for nearly half of all deaths in coal mines, were responsible for 1,158 fatalities in 1923, which represents a rate of 1.81 per million tons as compared with 1.90 in 1922. (See Table 2.) Haulage accidents underground usually cause about 17 per cent of all fatalities, and the reports for 1923 show that 413 deaths were due to this cause, indi- cating a rate of 0.64 per million tons, as against 0.71 for the previous year. Gas and dust explosions killed 372 men, the fatality rate being 0.58; the rate for 1922 was 0.65. Seventy-five deaths were due to electricity, for which class of accidents the fatality rate per million tons was 0.12 as compared with 0.16 the year before. Powder and other explosives caused 114 deaths, representing a rate of 0.18 as compared with 0.19 for 1922. Of the 2,452 fatal accidents during the year, 2,249 occurred under- ground, 46 in shafts, and 157 on the surface. Coal mining in the United States established a good safety record in 1939. The death and injury rates per man-hour of exposure to risk were favorable compared with most previous years, and the number of persons killed or injured in proportion to the quantity of coal mined was also lower than in any other year for which figures are available. Moreover, productivity per man-hour was higher than ever before. The number of man-hours of work performed increased 9 percent over 1938, but there was a slight decrease in the number of men employed. Reports from operating companies showed 539,375 men employed during the year, and the period of operation averaged 179 workdays per man. Man-hours of work numbered more than 678 million. Accidents to the workers resulted in 1,078 fatalities and 54,015 nonfatal disabling injuries, causing disability of the employee for more than the remainder of the clay on which the accident occurred. For each million man-hours of exposure of the employees to mining hazards the fatality rate was 1.59 compared with 1.78 for 1938, and the injury rate was 79.65 compared with 82.61 for 1938. Production of coal averaged 0.661 ton per man-hour compared with 0.637 ton in 1938. The weighted average length of the workday was 7.03 hours or virtually the same as the previous year's average of 7.04 hours. Measured in man-hours, the average period of employment per man was 1,257 hours in 1939 and 1,147 hours in 1938.

Percussion drilling dates back to the hand operated star drill and hammer. Eventually steam and compressed air were substituted for muscle power and the mechanical percussion drill was born. From the hand held jack hammers, driving a forged steel bit into the rock, there evolved the jack leg, the rubber tired and crawler mounted drill carrier with automatic feed, increasing power and reducing man?s muscle requirements. Because the reaction of a blow on one end of a piece of steel has to be transmitted to the other end there is a limit to the depth or length of drill steel that can economically be used in out of the hole percussion devices. During the late 1800?s there is evidence that designers were attempting to put the percussion tool at the bottom of the hole, directly on the bit, in order to avoid the long drill steel which absorbed much of the blow, leaving little to be applied to the bit and the rock being drilled.

The Black Hills Mineral Atlas briefly summarizes all important data available on the mines and mineral deposits in the Black Hills that have been explored, developed, mined, or located. The purpose of the atlas is threefold; First, from available data the general potentialities of the Black Hills region can be determined, although it is not possible to calculate actual ore reserves; second, it will provide the necessary basic information regarding a given property or commodity for further detailed study; and third, the compilation is a comprehensive directory of Black Hills deposits.

Responsible environmental, social, and governance (ESG) practices are not new to mining. It is the ESG acronym that has become the “flavor-of-the-day” with the stock markets, accounting firms, and investment strategists. This increased interest from the financial sector has heightened executive awareness and accountability to where corporate leadership and directors are proactively prioritizing ESG issues from the top down within their companies. This paper aims to convey what the authors believe one needs to know to be able to conduct and prepare effective ESG audits and reports. The emphasis is on how ESG fits within the mining sector, some of the ways that many mining companies have been practicing ESG responsibility for decades, the importance of effective communications with stakeholders, and the roles that regulatory and international lending institutions play in enhancing ESG practice on a global scale as a precursor to the discussion on ESG auditing and reporting. Without this background, the ESG audit may become a purely academic exercise.

New Trade Status for Mainland China--On January 24, the Congress approved a most-favored-nation trade status with Mainland China for both imports and exports. A Presidential Proclamation had been issued earlier in anticipation of the Congressional action. Import duties on such commodities as tungsten, mercury, and antimony are automatically decreased. Defense Production Act Extended--The Defense Production Act of 1950 was extended 60 days to March 28, 1980. The provision for the usual 2-year extension of the Act is reportedly included in an omnibus energy bill that is tied up in committee. The Act under Title III provides for the expansion of productive capacity and supply and, more specifically, it gives priority to defense contracting where defense and non-defense interests conflict

This report summarizes the fundamental research and technical studies conducted by the Explosives Branch of the Bureau of Mines from July 1, 1943, to June 30, 1949. It is the thirteenth of a series of annual reports, which have aimed to bring to the reader a resume of the research results that have appeared in published form during each fiscal year. The work of the Explosives Branch covers a number of activities - explosives research, explosives testing, flame and combustion research, flammability of gases and vapors, dust-explosions research, and technical studies in the experimental mine. An important part of the work of the branch is fundamental research to advance our knowledge and understanding of explosion processes. Considerable emphasis has been placed on studies of ignition and flame stabilization, as it is felt that an understanding of these processes should assist materially in alleviating explosion hazards in coal mines. The results are also finding important application in the development of jet propulsion. Studies of the explosibility of gases, vapors, and dusts saving thousands of lives and are preventing the destruction of much property. In innumerable instances in which potential explosion hazards exist, safe operating procedures have been recommended from data taken in the Laboratory. Aware of the value to national security of research results of combustion, flame, and explosion, the Army, Navy, and Air Forces are actively supporting important phases of this fundamental research.

There are two kinds of problems concerning the elements of a population : the first is to estimate the proportion of some specific kind of element in the population, e.g. the amount of gold in a block of ground (equals population) or the proportion of mercury in a sample; the second is to estimate the length, breadth, volume, etc., of a specific kind of element, e.g. the grain size of quartz grains in a beach sand or the size, shape and arrangement of lenses of ore in an ore deposit. Given a specific objective, a bounded population, identified elements and the element characteristics of interest, it is then necessary to select a sample of the elements from the population and the problem of sampling requires a decision on how to select the sample. It is also necessary to establish, either by heuristic analysis or empirically, based on long experience, the model frequency distribution of the desired element characteristics: in general, constant-probability models are used as models, the binomial or Poisson for count data and the normal distribution for measurements (or their transformed equivalents). The objective of sampling then becomes to obtain an appropriate statistical estimate of the desired population parameter: for example, the estimators may be the mean (X) and variance (a2): these should be unbiased sufficient estimators of their corresponding parameters (u, a2, respectively). Statistical tests are performed in order to determine that the estimators are of the appropriate kind: all statistical tests are designed to test against bias of a specific kind, although they are stated as tests against randomness. Given a random sample of some population, the estimators are usually stable and adequate to solve the sampling problem. Random samples are simple to define but exceedingly difficult to achieve in practice: in selecting a sample, if every element in the population has an equal chance of occurring, then the sample is a random sample. Interaction between the arrangement of elements in a population, i.e. its structure, and the sample selection process frequently introduces bias—that is, some elements have more chance than others of appearing in the sample and, hence, the sample is not random. An algorithm for dealing pragmatically with this aspect of the sampling problem offers one way of achieving random samples and, therefore, adequate estimators. Examples of the use of this algorithm on various kinds of geological populations, in both field and laboratory, illustrate the requirements for solving sampling problems and the achievement of appropriate estimators.

Dust diseases are much before the public at present, but little reliable information on the subject is readily available to the layman; even those rated as experts usually have a more or less theoretical conception of these diseases, their causes, remedies, and prevention. Until recently little attention has been given to prevention, and the usual attitude of the engineer, upon whom the main reliance for prevention ultimately must devolve, has been to let "sleeping dogs lie" or, more definitely, to "let well enough alone." However, the "laissez faire" attitude no longer is tenable; in the past few years numerous conditions have caused those engaged in industry, including mining, to study the subject with a view to ascertaining the facts upon which to formulate remedial measures, primarily preventive. This bulletin is an attempt to assemble information in convenient form on effects of breathing dusts, largely in the mining and allied industries. The literature on this subject is so extensive that no attempt has been made to include all published material or all types of dust diseases but only to assemble some of the more outstanding data on several aspects of the subject, especially with reference to silicosis.

WHEN this Government was founded, the framers of the Constitution wrote into that instrument a provision that Congress should "coin money and fix the value thereof;" and the Constitution prohibits making anything but "gold and silver" lawful money. So silver is written into our basic law. Shortly after President Washington took office in 1789 the Congress passed the first Mint Act, setting up the U. S. Mint. In that Act, signed by President Washington on April 2, 1792, the weight of the American dollar was fixed, and it was provided how much silver should be contained in a silver dollar and how much gold should be contained in a gold dollar. It was decided that 371 1/4 grains of pure silver was to be the standard dollar of America. That standard with respect to the pure silver content of the dollar has never changed.

This survey is one of a series of Bureau of Mines publications designed to serve the needs of Government and industry for comprehensive information on mineral commodities and activities. Copper, a versatile metal, has been vital to all civilizations from pre-historic times to the present. Its essential value in antiquity and until the nineteenth century arose from its malleability and ease of working, its corrosion resistance and durability, its attractive colors in alloyed and unalloyed forms, and, of course, its availability. The principal uses were for tools, utensils, vessels, weapons, pipe, statuary and other objects of art, and for building and architectural purposes where formability, permanence, and beauty were necessary qualities. Utilization of copper based on these physical and mechanical properties has grown tremendously for commercial, structural, mechanical, architectural, and art items; and its capacity for forming numerous alloys has led to a myriad of applications from miniature copper and brass eyelets to huge bronze battleship propellers. The early nineteenth century marks the epoch of the greatest use of copper, transmitting electrical energy. This particular property of copper is fundamental to the spectacular growth of the electrical industry and all associated industries relying on electricity for power, light, and heat. More than half of all copper produced is used for transmission of electricity.

The U.S. Bureau of Mines (USBM), in cooperation with the American Society of Mechanical Engineers (ASME), conducted over 200 hours of melting tests to vitrify residues from five municipal waste combustion facilities. Combined residues (grate residue and f1yash) from three municipal waste combustors, a waste water treatment sludge combustor, and flyash from a refuse-derived-fuel (RDF) boiler, were sequentially melted in a I-metric-ton (mt) water-cooled-wall electric arc furnace. Each of the residues underwent magnetic separation, screen size analysis, and bulk chemical analysis prior to melting. The furnace products were examined by optical and electron microscopy and by X-ray diffraction. Bulk chemical analyses were acquired for the metal, fume, and vitrified furnace products. The material balance for the furnace operation indicates that from 69 to 86 pct of the feed reported to the vitrified furnace product, which had leaching potentials well below the EPA limit for each metal, as determined by the EPA TCLP. The electric arc melting furnace currently is being utilized in a cooperative research project between the USBM and the Idaho National Engineering 'Laboratory (INEL) for melting tests on simulated low-level radioactive wastes,

In light of the rapid deployment of bottom blowing smelting in China over the last ten years, one has to wonder why it has taken the copper industry so long to adopt ultra-high oxygen enrichment via Savard-Lee type injectors. As early as 1976, Kellogg and Henderson suggested, in their landmark paper on energy usage in the copper industry, that ‘maximum use of oxygen enrichment of process air’ was one of seven ‘energy saving features’ for copper matte smelting and converting. Yet today, shrouded injection and high oxygen enrichment has not been implemented in copper bath smelting outside China and Vietnam. In this paper, the authors explore the reasons why bath smelting processes such as the Noranda Reactor and the Teniente Converter still operate around 40% oxygen enrichment, while the bottom blowing SKS/BBS process typically runs at 65 to 75% oxygen, with all three processes producing white metal. Are there fundamental metallurgical explanations for this striking difference beyond the long-standing skepticism towards high oxygen shrouded injection and its perceived high implementation cost?

This is the fifth of a series of annual reports4/ of technologic investigations conducted by the Bureau of Mines on the occurrence, properties, mining, preparation, and uses of coal. The research of the Bureau is carefully coordinated with the requirements of the producing and consuming industries, with a view to conservation of resources of coal in mining and use, and conservation of the health and lives of workmen employed in these industries. Such coordination is facilitated by the wide range of specialization of the several groups on engaged in studies concerning coal. Here are reported correlated studies ranging from paleobotanic analysis of the formation of coal as it occurred some millions of years ago to the effect of mechanical methods of mining on present-day employment in mines. As this is a summary of the current work of the Bureau of Mines, so the Bureau likewise has provided a condensed review of the outstanding current work of others on research and technology of coal 5/.

Dry weather since the third week in January has set back any prospects for an early increase in hydroelectric power in the Pacific Northwest, according to The Bonneville Power Administration. The 25% cutback made in July probably will not be restored in March or April. Noranda Aluminum, Inc., increased its price for 99.5% aluminum ingot from 66 cents to 70 cents per pound effective March 1, 1980. Revere Copper & Brass, Inc., also -increased its price for primary aluminum from 66.0 cents to 70.0 cents per pound effective February 1. Kaiser Aluminum & Chemical Corp. raised its international price for 99.5% primary aluminum from 72.6 cents to 82.6 cents per pound, c. i. f., effective February 26 on new orders and on shipments from March 15.

This report is mainly concerned with the modification and development of a users manual for the Open-Pit Materials Handling Simulator (OPMHS) developed at Penn State. Model Modifications included the introduction of a free-format input, the application of a Weibull random generator, facilities to stochastically simulate shovel-dragline operations, and routines to increase the flexibility in making truck assignments. At the same time, core storage requirements and execution times were minimized and all P.S.U. conventions were removed to allow operation on other computing systems.
