"Best practice in the economic evaluation of mining projects and operations is based on the integration of geological, mining, metallurgical, environmental, marketing, economic and corporate information and strategies. Fundamentally, the economic evaluation takes into account mining, blending, stockpiling, processing, smelting, refining and marketing ore resources with grades estimated by geostatistical methodologies.Nevertheless, a realistic economic evaluation consists of a concurrent and integrated optimization process that maximizes the concentrates or products of liberated and selected ore minerals from mineral deposits. The optimum solution is obtained through a trade-off among mining, blending, stockpiling and processing ore reserves with distinct mineralogy and texture characteristics. The concurrent optimization determines both the practical mining sequence of ore reserves and the dynamic and robust mineral processing flowsheet design over the expected life of mining projects and operations.A combined risk-adverse and concurrent optimization process takes into account the spatial uncertainty of the mineralogy and texture characteristics of ore reserves. Additionally, a variety of mineral processing linear, non-linear, additive and non-additive parameters modeled spatially. The spatial uncertainty of these ore reserves characteristics and parameters has a direct impact in the expected mining sequence, mineral processing flowsheet design, concentrates or products quantity and quality, and economic value of mining projects and operations.Geometallurgical domain constrained stochastic geostatistical methodologies and multivariate mathematical models are applied for spatial uncertainty modeling of ore reserves characteristics and parameters. These mathematical models correlate the mineral processing liberation and selectivity responses of the mineralogy and textures within each geometallurgical domain. These models, in turn, are defined based on results of mineral processing and environmental testwork of unbiased and representative samples chosen for their variability. These samples are selected within mutually exclusive spatial geometallurgical uncertainty domains with similar mineralogical and textural characteristics in mineral deposits.Geometallurgical domains are defined by applying and combining multivariate statistical analysis and implicit modeling methodologies. These involve determining and constraining mineral processing liberation and selectivity properties explicitly contained in the extensive and integrated exploration drillhole database."

Keywords: Pyrometallurgy, furnace, open slag bath, Evraz, Highveld In 1963, the full-scale engineering study for the development of an Iron, Steel, and Vanadium plant was initiated. This was the birth of Evraz Highveld and its process flow as it is known today. Highveld started out as a steel works that produced steel and vanadium-bearing slag by using a titaniferous magnetite iron ore mined from its own mine site near Steelpoort. The process utilized co-current rotary kilns for pre-reduction, and submerged-arc furnaces for the production of pig iron with approximately 1.15% vanadium. Because of various technical challenges that the submerged-arc furnaces experienced over the years, a decision was taken in 2004 to convert the furnaces to Open Slag Bath (OSB) operation, in order to enable the maximum production of iron and vanadium while improving the control over operational parameters. The conversion proved to be highly successful and, since 2005, three furnaces have been converted to OSB operation. The fourth furnace will be converted in the first half of 2011. The conversion to OSB furnaces not only yields higher vanadium recovery to the metal at the iron plant, but also improves the overall throughput of the steel plant. This is the result of a higher carbon content of the liquid iron from the OSB furnaces, eliminating the need for anthracite addition to the shaking ladle process. This reduces the blowing time by approximately 60%. The conversion of the furnaces to OSB configuration is seen as an enabling technology change and a prerequisite to the implementation of other plant improvements that are envisaged. The long-term vision of EHSV is to convert five furnaces to OSB mode, and permanently decommission the two remaining submerged-arc furnaces. This will allow EHSV to maintain current steel and vanadium production but at a significantly improved overall efficiency.

A wide range of drill holes and process streams are sampled for resource estimation, grade control, and contractual purposes in the minerals industry. However, despite the availability of training courses, conferences and both national and international standards on correct sampling practices, it is still surprising how often little attention is given to ensuring that representative samples are collected for analysis. The reason for this is that the responsibility for sampling is often entrusted to personnel who do not appreciate the significance and importance of sampling, with cost being the main driving force rather than whether the sample is representative of the material from which it was extracted. This seriously undermines the precision and accuracy of the analyses subsequently generated and can render the analysis process a total waste of time and money and expose mining companies to serious, potential, financial losses. Company management needs to reverse this situation and ensure that sampling is given the attention it deserves to generate representative samples for analysis.

"On July 26, 2000, the Canada Foundation for Innovation announced an award of $1.3 M dollars for The Centre for Environmental Research in Minerals, Metals and Materials, CERM3, at The University of British Columbia. Additional funding was also provided by the British Columbia Knowledge Development Fund ($1.3 M) and the UBC Stewart Blusson Fund ($0.7 M). Annual industrial grants and contracts are providing support funding for the on-going research projects. Corporate membership in CERM3 entitles each participant to a seat on the technical advisory committee (TAC) as well as access to the five laboratory facilities currently under construction. Both the federal and provincial governments will also participate in the TAC through NRCan-CANMET and the BC Ministry of Energy and Mines, respectively. CERM3’s mission is:• to develop innovative methods to deal with environmental problems created by mining activity;• to promote sustainable development as a hallmark of management decision-making; • to produce mining and processing engineers with the required environmental skills; and• to enhance the image of mining in society as a vibrant and necessary component of a modern economy and society which disturbs the environment for the benefit of mankind.CERM3 brings together a multi-disciplinary team of researchers from over 12 departments at The University of British Columbia (UBC) to work on mining-related environmental problems. These include: chemistry; soil sciences; chemical and biological engineering; earth and ocean sciences; microbiology; civil engineering; electrical engineering; metals and materials engineering; mechanical engineering; mining and mineral processing, the Westwater Research Centre; the Institute for Resources and the Environment; and the School of Occupational and Environmental Hygiene. The centre intends to interact with scientists from industry, governments and other universities across Canada and around the world. CERM3 aims to become Canada’s leading environmental research facility for the mining industry. This paper describes the evolution of CERM3 and its coordinated multi-disciplinary approach to mining and the environment. Some of CERM3’s research projects include:• developing new protocols for environmental analyses to provide consistent and reliable assays;• isolating a natural virus for Thiobacillus ferrooxidans and other bacteria responsible for acid rock drainage (ARD);• designing bio-remediation and adsorption techniques for mine effluents;• promoting and enhancing the use of hydrometallurgy to reduce environmental pollution;• examining new approaches to comminution to decrease energy consumption;• developing a magnetically levitated hoisting system to reduce the footprint of a mine operation;• building a state-of-the-art supercomputer network laboratory for mine/mill simulations; and• designing intelligent bulkheads to seal tunnels following mine closure to survive for 1000 years.This latter project involves the establishment of a research station at the Britannia mine site, 45 km north of Vancouver, which will provide a full-scale facility to design the “Millennium Plug” and contribute directly to the solution to one of North America’s worst ARD-contaminated sites."

Recent theoretical, experimental, and field studies conducted by the Bureau of Mines suggest that rock failures may be predicted and, in some instances, controlled. Theoretical studies that were later corroborated by laboratory and field studies predict that a seismic anomaly will precede rock bursts and/or roof falls in mines. The seismic anomaly is predicted to consist of an increase in the number of seismic events occurring in the immediate vicinity where the failure 1s nucleated. This increase will then be followed by a dramatic decrease of seismicity in a broad region that surrounds the location of the impending failure. The dimensions of this region allow a preliminary estimate of the time to failure (measured from the time the seismicity increase began) as well as an estimate of the energy that will be released at the instant of failure. Field observations indicating that this predicted behavior does precede rock bursts and a roof fall are presented in this report. Implications of results to the problem of failure control in mines that experience massive rock failures are discussed.

"Rare earth resources usually contain minor amounts of radioactive elements. The most widely recognised sources of radioactivity are associated with thorium and uranium. However, also present in the resources are isotopes of rare earth elements (REE) that are themselves radioactive, including lanthanum (La-138), lutetium (Lu-176) and samarium (Sm-147). These radioisotopes, as well as remnants of the natural thorium (Th-232) and uranium (U-238, U-235) decay series, can contribute to significant levels of radioactivity in mixed REE concentrates and in separated products. Levels such as these can present challenges for transport, transboundary movement, product storage, workers’ health and safety, as well as waste management issues at the facilities that separate out the individual REE’s. These are discussed in this paper. A particularly challenging radioactive isotope is Ac-227 (a decay product in the U-235 decay series). Actinium behaves chemically similar to lanthanides and hence normally concentrates with REE multi-element composites. Reliable analysis of Ac-227 is not widely available and the methodology required to deal with this challenge is briefly described. A principle reason for minimization of radioactive content throughout REE processing is restrictive specifications by concentrate purchasers in order to reduce waste management challenges. Approaches to the minimization of radioisotope content in REE concentrates and separated products are outlined in this paper."

This bulletin is a revision of Bulletin 63 and is published by the Bureau of Mines in order that purchasers of coal for Government, State, municipal, or private use may be informed regarding advances or refinements in sampling coal deliveries and preparing specifications for the purchase of coal. The purchase of coal by the Government under specifications depending on the heating value of the coal, its content of ash and of moisture, and other considerations, rather than upon the reputation or trade name of the coal, was based on the fuel investigations begun by the Technologic Branch of the United States Geological Survey in 1904. The plan was first adopted by the Treasury Department in 1906. Since then the plan, variously modified in form, but the same in principle, has been gradually adopted by other departments until, at present, of the coal used by the Government, the total value of which approximates $8,000,000 annually, more than half is purchased under specifications. The Government publications dealing with the adoption by the Government of the specification plan, the number of contracts awarded on that basis, and the quality of the coal delivered under such contracts in the several fiscal years covered by the reports are given in publioations a listed at the end of this bulletin. Under the authority of acts of Congress making appropriations for analyzing and testing fuels belonging to or for the use of the United States Government, a laboratory is maintained at the headquarters of the Bureau of Mines, Washington, D. C., where samples representing deliveries of coal purchased under specifications for Government use are analyzed and tested. At this laboratory more than 1,200 samples have been analyzed and tested in one month. With the complete equipment and the efficient force employed, the analytical work has been so perfected that the analyses and heating-value tests of the samples received are as accurate as may be reasonably expected in laboratory work of this nature. One of the serious drawbacks to the general adoption of the specification method for the purchase of coal is the difficulty of obtaining at reasonable cost samples of coal that can be considered fairly representative of the commercial product delivered in wagons, railroad cars, or ships. Therefore the method of taking and preparing samples for shipment to the laboratory has been given fully as much care as the making of the analyses and tests, and a general plan of collecting samples fairly representative of the delivered coal has been evolved through various modifications and improvements based on experience and increased knowledge of the physical and chemical characteristics of the various coals that are purchased by the Government. The method that is in general use by the Government is described in the following pages. In connection with studies of the coal deposits of the country, of the best methods of preventing waste in mining, and of increasing efficiency in the utilization of coal belonging to or for the use of the Government, geologists and engineers of the United States Geological Survey and of the Bureau of Mines have visited more than 2,500 coal mines scattered through all of the coal-producing States and Territories. From each mine 2 to 8 or more samples were taken, the number depending upon the size of the mine and its output. The analyses and descriptions of the samples collected up to the end of the fiscal year 1913 are published in Bureau of Mines bulletins 22 a and 85,b and those of samples collected in the fiscal years 1914 and 1915 are presented in a bulletin that will soon be published by the bureau. A study of the analyses of these samples and of the samples taken from cars shipped from a number of the same mines shows that the mine samples are as a rule of higher grade than the average commercial shipments, particularly with respect to containing a lower percentage of ash and having a correspondingly higher heating value. This difference is due to the fact that the Government inspector, proceeding on the basis of what can be done by a good miner, usually removes more of the partings of bone, slate, and other extraneous matter from his mine samples than the average miner does in ordinary practice, the aim of the miner being to get the maximum number of tons past the tipple inspection, as his earnings are based on his output. The average miner, therefore, does not always take as much care as he might in rejecting the impurities. "Safety performance in many companies and even industries has stalled in the few years. Accidents rates are at a "plateau" and yet, serious accidents and fatality rates are not. In more dramatic cases, such as in the BP Texas disaster, organizations that have "exemplary" safety statistics, suddenly have a catastrophic or multi-fatality event occurring. Other classic examples are the Piper Alpha disaster and NASA’s Challenger and Columbia disasters and even the Chernobyl nuclear reactor. Looking into the root causes of these accidents provides an insight into the events and deficiencies that led up to the accident, but what are the common features in the organization’s mindset? What characterizes these organizations’ decision-making, their approach to safety and to risk and are there specific cultural features that can be delineated? The research and review presented in this paper covers a period since 1994, which started in the Australian resource industry and since then covered international events. The features of these organizations are summarized as the seven deadly delusions, based on extensiveresearch since 1997 of organizations that suffered unexpected disasters.The Piper Alpha Oil Rig disaster in the North Sea, on the 6 July 1988, was one of the most pivotal events in safety around the world. It changed the thinking and focus of governments, whole industries and led to numerous books and papers. It resulted in new legislation, textbooks and a critical self-examination by the oil and gas industry.In short, an explosion and fire occurred when a pipe started leaking gas and ignited. A temporary flange, with no safety valve, was used to block off this pipe during a maintenance operation the previous shift. The permit to advise operators not to start the pumps on this line was misplaced and lost. Several deficiencies, problems and system failures coincided. A key factor was that the water deluge system was inoperable at the time and failed to extinguish the large fire that erupted, followed by an even larger gas explosion. The accommodation unit, situated on top of the oil rig, was the main "killing field" - most men gathered here to await instructions (which never came) and where they died from smoke inhalation. Later, a large explosion of the gas pipeline from an adjoined rig exploded and killed more people.The line of events and the associated system failures are all very relevant in the analysis of the accident, and provide the only insight into what caused the accident. But much "further back", inside the organization’s culture, lurks more dark matter. The first inclination is to ask what was "deficient" in the culture. Did they not care enough about safety, or about their people? Did they have a culture where production decisions were more important than safety considerations? Did they ‘coerce’ supervisors and employees to ignore safety precautions or did they just "fly by the seat of their pants"?Not surprisingly, it is very difficult to identify the true nature of the culture in that business because in such an aftermath of death and destruction, no one dare say that the safety culture was a ‘positive one, focused and caring’ or that the company was doing well in safety and that this is only a freak accident. Indeed, there were many deficiencies in the organization’s systems and procedures, such as the permit to work system.But there are some niggling questions: How is then that the Piper Alpha Oil Rig was actually considered the company’s most productive and safest oil rig in the North Sea? Why would this rig win a safety competition, 6 months before the disaster, with the deficient permit as its most outstanding successful system?"

Most of the recent growth in nickel demand has been for the production of stainless steels and virtually all of it has been satisfied by new ferronickel and nickel pig iron projects. But "good" laterite resources are more and more difficult to find: Ni grades are decreasing while Fe contents are increasing and SiO2/MgO ratios vary from 1 to 3 and even higher if limonites are included. Predicting the smelting behaviour of such ores requires a more fundamental understanding of the thermodynamics of these systems in commercial operations. One valid question is thus whether these furnaces are at thermodynamic equilibrium or not. The present paper investigates this question, compares calculated and measured O2 partial pressures and mechanical/chemical slag loss ratios and concludes that ferronickel furnaces are not at thermodynamic equilibrium. This departure from expectation is actually to the operators’ advantage: the targeted ferronickel grades can be obtained at lower reduction potentials than calculated from pure thermodynamics.

Driven 14-inch-square concrete piles were used as the foundations of Genentech Hall at the new University of California, San Francisco Mission Bay Campus. The five-story, steel eccentrically-braced frame building is currently under construction at a 43-acre property located in a former large shallow marshy inlet from San Francisco Bay. The piles were driven through 10 to 25 feet of fill and 20 to 60 feet of soft compressible Bay Mud into an underlying dense sand layer. Pile design capacities were developed for traditional allowable stress design, load factor and resistance design, and ultimate design criteria. The ultimate level capacities were for checks of loads occurring when the links in the eccentrically-braced frame yield during an earthquake. A load test program was performed to confirm pile design recommendations. Two test pile locations were selected for compression, tension, and lateral load tests to evaluate pile capacity and pile/soil stiffness under long-term, short-term and rapid loading conditions. Maximum test loads were 1000 kips downward, 350 kips uplift and 50 kips lateral. Foundation construction began by driving 34 indicator piles with a Delmag D46-32 diesel hammer of 113 foot-kips maximum rated energy. All indicator piles were monitored during initial driving using the Pile Driving Analyzer. Restrike data, obtained several days after initial driving, indicated significant pile-soil setup and typical pile capacity increases from 750 to 1000 kips. The majority of the 1242 production piles were then driven to acceptance criteria of 75 blows per foot and a minimum embedment of 10 feet into the dense sand bearing layer. Piles driven to full length without achieving the blowcount criteria were evaluated on a case-by-case basis. Acceptance of these piles was established by evaluating restrike data.

This paper presents the results of pilot scale column flotation applications in the two different copper concentrators in Turkey. The Kure Copper Plant is located in the Black Sea Region of Turkey. In Kure, a very fine grinding requirement for an adequate level of liberation makes a successful flotation difficult and consequently the final concentrate can hardly assay above 16% Cu Column flotation tests were conducted at the plant site using two different column types The experiments proved that the grade of the concentrate could be increased from about 14% Cu to 25-26% Cu. Murgul Cakmakkaya Copper Concentrator is the largest copper concentrator in Turkey. Although concentrate production capacity is around 170,000 tons annually with 22-23% Cu content, this figure tends to be much lower than that. In Murgul a Turbo Column of Multotec Company of South Africa was employed. As a result of systematic column flotation tests, the grade of the concentrate was increased from 20.3% Cu to 28.7% Cu.

Many modern industries rely on rare earth elements (REEs) to produce products that are essential to both civil and defense applications. In a prior study (Vass et al., 2019), the authors showed that REE grades in acid mine drainage (AMD) and associated byproduct precipitates from AMD treatment (AMDp) warrant evaluation as a feedstock for REE production. The current work extends that effort through a broad survey of 141 AMD treatment sites in Northern and Central Appalachia. In this study, 185 raw AMD and 623 AMDp field samples were obtained and analyzed to assess the REE and major metal concentrations. Results show that an average of 282 μg/L and 724 g/tonne of REEs occur in AMD and AMDp respectively. Additionally, both basins contained similar distributions of REEs, and these distributions tended to favor heavy and critical REEs when compared with traditional REE ore deposits. Geospatial analysis identified a total resource of 340 tonnes stored at the 141 sites sampled in this study. While this analysis did not quantify the basin-wide REE inventory, it does indicate the impact that processing cut-off grades will have on the overall AMDp resource base.

"The Detour Lake gold deposit is located within the northwestern limit of the Archean Abitibi Subprovince of the Superior Province. Mineralized zones are hosted by a sequence of pillowed and massive flows, hyaloclastite units, and altered ultramafic rocks, and are commonly oriented parallel to a series of high-strain zones that are co-planar to the regional-scale Sunday Lake Deformation Zone. Early in its kinematic history, the Sunday Lake Deformation Zone placed older (2.72 Ga) volcanic rocks of the Detour Lake Formation over younger (2.70 Ga) sedimentary rocks of the Caopatina assemblage. Gold mineralization is also parallel to the position of a laterally persistent siliceous rock unit, the 2.725 Ga ‘Chert Marker Horizon.’ The Chert Marker Horizon coincides with the boundary between the mafic-dominated upper Detour Lake Formation and the ultramafic-dominated lower Detour Lake Formation. Stratigraphic and geochronological data suggest that the Chert Marker Horizon is a deformed felsic volcaniclastic unit. At a cut-off of 0.6 g/t Au, the Detour Lake deposit contains 17.26 million ounces of Au within 445.9 million tonnes of rock grading 1.20 g/t Au. Gold occurs in shear-hosted and extensional vein arrays within rocks of the upper and lower Detour Lake Formation and within the Chert Marker Horizon. The Detour Lake deposit has many of the characteristics of a greenstone-hosted, quartz-carbonate vein deposit; its very large size may be attributed to large-scale rheological controls resulting in the formation of dilatant sites in permissive rock units."

The utilization of large diameter drilled holes for mine shafts seems to have had its beginning in Europe about 1850 (28) where the mining industries of Germany and The Netherlands first used drilled shafts. Recent shafts in softer formations of diameters as large as 25 feet and as deep as 1, 700 feet have been drilled in both The Netherlands and Germany. The first shaft drillers utilized cable tool or churn drilling techniques which limit both hole diameters and drilling speeds. Though some churn drilling of shafts is still performed, rotary drilling has been the dominant technique for many years.

The focus of this study was on the evaluation of hydrologic and environmental behavior observed in GeoWaste and waste rock test piles. GeoWaste is a mixture of fast-filtered tailings and waste rock prepared as a tailings-dominated mixture. The two test piles included potentially acid-generating (PAG) waste rock and were operated for 26 months to evaluate whether GeoWaste can suppresses sulfide oxidation and production of metal-rich acid mine drainage relative to PAG waste rock. The test piles were constructed in the shape of truncated 5-m-tall pyramids with 25-m base sides and flat 5-m × 5-m top surfaces. Water content, temperature, electrical conductivity, and oxygen concentration were monitored in four layers and at five locations within each layer in both test piles. In addition, 5-m × 5-m lysimeters were installed at the base of each pile to collect leachate. Approximately 2660 mm of water was added to the surfaces of the test piles via precipitation and irrigation (irrigation ≈ 1050 mm applied at an approximately constant rate for 70 days). The measured saturation, oxygen concentration, electrical conductivity, and temperature in the GeoWaste and waste rock piles suggest more sulfide oxidation occurred in the waste rock pile compared to the GeoWaste pile. Observations from the pile experiments suggest that co-managing mine waste in the form of GeoWaste reduced acid generation compared to waste rock alone due to the lower permeability and unsaturated state of the GeoWaste pile that reduced downward migration of moisture and inhibited drainage.

The investigation of major and minor coal-mine disasters has been a routine function of the Bureau of Mines since its inception in 1910, and the facts obtained during such investigations have been used as a basis for determining the precautions that the managements and employees of many mines are observing to forestall similar occurrences. The Bureau has conducted research on roof-control and other mine problems, but a comprehensive study of other fatal accidents was not attempted until February 10, 1950, when the policy of investigating all coal-mine fatalities in the United States was approved by Bureau of Mines Director James Boyd. The investigations are being conducted by Federal coal mine inspectors functioning under the provisions of the Coal Mine Inspection and Investigation Act of May, 1941, Public Law 49; and reports covering the investigations are distributed to management, the State mine-inspection agency, and representatives of the mine workers' organization have jurisdiction at the mine.
