"Bauxite has been the almost universal ore of aluminum for about 100 years, with most of the world's reserves oc¬curring in the developing countries. As a result of fiscal and political activities prompted in part by the energy crisis, the formation of the IBA combined with increasing freight and labour costs, these reserves are no longer as competitive or as secure as they once were. This has given fresh impetus to the development of processes for alumina production that utilize raw material other than bauxite. Canada has no bauxite and it is prudent to look for alter¬native raw materials within our own boundaries suitable for one of these processes.Of the three igneous rocks that have been used as a source of alumina, only anorthosite is considered as a potential source in Canada. The Al content would be extracted by a sinter process, which currently requires a raw material with a. minimum of 28% Al2O2. Thus, about 4 tons of anorthosite and 10 to 12 tons of limestone are needed to produce one ton of alumina. There are two petrologically distinct types of anorthosite, one containing the plagioclase andesine-labradorite and around 26% Al2O3, and the other containing upwards of 30% Al2O3, in by¬townite-anorthite; for our purposes they may be con¬sidered as low- and high-alumina anorthosite respectively. The high-alumina anorthosites are somewhat rare; the low-alumina anorthosites are much more common, partic¬ularly in Eastern Canada. Geologically speaking, there is no shortage of anorthosite in Canada. The reserves are im¬mense, although their low Al2O3 content coupled with con¬siderations of location, access and proximity to limestone could be constraints to their development. Fly ash from coal-fired thermal power stations and nepheline syenite can also be used in a sinter process, but neither is likely to be utilized in Canada in the immediate future.The H+ process utilizes an acid attack to leach Al from a raw material with at least 20% Al2O3. One of the best raw materials is kaolinite-bearing clay; not only is it high in Al, but most of it can be extracted. With the possible exception of the Whitemud clay in Saskatchewan, Canada is apparently deficient in clays with sufficient reserves to support an alumina plant utilizing the H+ process. Low-alumina clays with illite and montmorillonite may also prove to be a suitable raw material if advantageously sited with respect to industrial centers. The average shale con¬tains only 15% Al2O33, much of which may be contained in minerals, such as feldspar, not amenable to acid leaching. If shale is used as a source of alumina, it will be because it contains some other valuable commodity, such as oil or uranium, the extraction of which leaves the spent shale upgraded in extractable Al2O3 and lowers the over-all costs to a point where it is economic, Thus, rejects from coal washing plants are most commonly considered as a source of alumina; they are already mined, are available in large and ever increasing amounts, and may contain significant amounts of combustible material which upgrades the Al2O3, content of the resulting ash. Coal rejects from existing and developing coalfields in Alberta and British Columbia are a possible source of raw material, but present data indicate they may contain insufficient Al2O3."

During fiscal years 1967-68, the Bureau of Mines produced 185 technical papers and reports about petroleum and oil-shale research, which were published either by the Bureau or by others as referable scientific literature. Numerous other reports were prepared for Government agencies, State agencies, and organizations of the petroleum and natural gas industry engaged in cooperative research programs with the Bureau. Research performed during the reporting period by the Bureau on petroleum, natural gas, and oil shale was classified by 71 active projects. A basic appropriation of $3,575,000 was supplemented by $1,300,000 in fiscal year 1967, and that of $4,043,000 by $1,402,000 in fiscal year 1968, making the appropriated-to-supplemental fund ratios about 2.8 to 1 for fiscal year 1967 and 2.9 to 1 for fiscal year 1968. In fulfillment of the mission of the Bureau, through planned research programs, methods for producing and utilizing petroleum were improved. The continued conservation of this natural resource of petroleum, including crude oil, natural gas, and oil shale, was pursued through research performed by some 350 personnel at two petroleum research centers and two petroleum research laboratories supervised and supported by administrative personnel of the Bureau and the Department of the Interior.

The efficient operation of a blast furnace is primarily dependent upon efficient contact between the descending stream of solid materials and the ascending stream of gas. The United States Bureau of dines is conducting a program of research dealing with the interior of the present-day furnace. The work is being carried oat by.(1) observations on commercial furnaces end (2) experiments in the laboratory. Through the courtesy of the officials of the Illinois Steel Co. it was possible to make a detailed investigation of the interior of the shaft of Number.4 furnace at the company's South Works, South Chicago, Ill. The experimental work is to be reported in a U. S. Bureau of Mines bulletin which will include the results of several thousand observations on the interior of the shaft of this furnace. Such of the data as are presented later in this paper constitute only a brief summary.

The historical development of South Yorkshire mining is traced and note made of the liability to generate spontaneous combustion of some of the seams which have been worked. The liability factor is analysed firstly as an inherent property in the material of a coal seam, and secondly as a circumstance of a situation in which access is provided for the air necessary to sustain oxidation. The geological settings in which incidents of heatings have been known to occur is discussed and conditions favouring a natural pre-disposition to spontaneous oxidation exposed, particularly the effect of argillaceous material overlying the seam. An extensive strata-dynamic study follows to demonstrate the situations in which stray air currents tend to impinge on readily oxidizable material. Prevention techniques are indicated as the identification of strata-dynamic situations in which air access to broken coal is induced and thereafter th operational action to seal off the voids which have been opened up so as to exclude air from the broken coal. Measures to reduce the tendency for ventilating air to short circuit across waste voids, and to obviate deflection of air into packs are outlined. The importance of face and roadway design features is demonstrated and the consequences of practices inimical to good control of spontaneous combustion are related. Discussions on means of detection and also on the sealant materials available are included.

Fires in underground metal and nonmetal mines pose a threat to the safety of underground miners and to the productive capacity of this Nation's mines. Contaminated air (smoke, carbon monoxide, and other products of combustion) is the primary life safety hazard created by a mine fire. The most reliable defense against the hazard posed by the rapid spread of contaminated air underground is early warning fire detection and rapid evacuation. This Bureau of Mines report describes the design and operation of four prototype early warning fire detection systems, for underground noncoal mines, presently undergoing prolonged in-mine testing by the Bureau. The systems are described within the context of the underground mine environment.

I. INTRODUCTION. THE list of our past-Presidents comprises the names of runny who, in their official addresses, have sketched the current progress of the arts and professions with which they were familiar. Such addresses are, in my judgment., highly useful, setting forth the results of our own work as a. society, and recalling to our minds the particular lines in which discussion would prove most fruitful. . Following this course with some hesitation, I venture to offer an outline of the recent improvements and the present situation in minim and metallurgy in the Western United States. The wonderful advances in mechanics, chemistry, and electricity have all combined to aid these arts to such an extent that. progress during the last decade has undeniably been more rapid than ever before in the history of the profession.. In all mining countries improved transportation-facilities, in many instances called into existence by the traffic created by the mines themselves, have done much- to enlarge the. field of operations by the reduction of freight-, operating- and living-expenses, thereby bringing lower-grade properties into the producing class. Under normal' conditions, as the age of a district in¬creases, all these differentt factors should combine to off-set. the augmented costs attendant on deep mining, and greatly tend to prolong the profitable life of the mines. "This circular is part III of a series of papers reviewing the literature on air conditioning in mines, with particular reference to the health, safety, and efficiency of miners.4/ It deals with theoretical and practical methods of conditioning air in mines to correct or alleviate the health hazards described in parts I and II and discusses the results attained by some of the systems now in use in various-parts of the world.The principal conditions to be corrected or alleviated are the chemical qualities of mine air (especially when contaminated with toxic and noxious gases and dusts) and the physical qualities (abnormal mine temperatures and humidities) that emanate from various sources in underground workings. Air motion and barometric pressure are physical qualities also to be considered.From the standpoint of health, knowledge of the composition of the air, or atmosphere, in mines and other underground operations is of prime importance. Suitable control measures or plans of procedure to combat or eliminate the hazards from contaminants must be based upon accurate information obtained by the selection and use of proper methods of sampling and analyzing mine atmospheres (1).5/Conditioning air is one of the most essential factors to be considered in any underground workings, not only from the standpoint of health and safety but also with regard to efficiency and productivity. Without modern air-conditioning, the war's great demand upon the copper mines could hardly have been met, as the mechanical refrigeration cooled off sweltering holes in less than a month, whereas in the past it was standard practice to blow air through the tunnels for 3 years or so until they were cooled.This paper discusses methods of determining the chemical and physical qualities of mine air and their control. Onsite hazardous waste processors often find obtaining a Treatment Storage and Disposal (TSD) permit one of their first major challenges. Some processors may spend the time and money required by the permitting process, only to find out later that a permit was not necessary. This paper will present and analyze four strategies that processors may use to avoid obtaining a TSD permit. Some facilities will be able to remove their waste streams from RCRA's oversight by ensuring the material is not "hazardous" waste. Parties that treat waste while it is in process may be able to avoid generating "waste" altogether. Certain treatment facilities have been specifically exempted by EPA. Finally, treatment of waste while it is in generator storage tanks may be allowed without a RCRA TSD permit. Hazardous waste point of generation, an important determination relating to these strategies, will also be discussed. Generators and processors will find this paper useful when evaluating their permit exemption potential

"The environmental impact of the Rabbit Lake project is presented. Baseline data for fish, water, air and radon collected in 1973, 1975, 1980and 1986, are compared with post-development environmental monitoring data. Predicted environmental impacts for the developed Rabbit Lake and B-zone deposits are compared to the actual impacts. INTRODUCTIONThe environmental impact of the Rabbit Lake project has been documented through the years in several submissions to the government agencies. In 1972, the environmental baseline study for the Rabbit Lake area was completed prior to any mining activity at the Rabbit Lake pit (Fig. 1).Sampling concentrated on Hidden Bay and Pow Bay, which received the treated effluent and the waters drained from Rabbit Lake respectively.A second baseline study was done on the Collins Bay area in 1980(Fig. I) in preparation for the mining of the B-zone pit. The detail in this study was considerably greater than the detail in the previous study. Collins Bay and Harrison Peninsula were the areas sampled. The B-zone deposit is being mined at present.With the discovery of the A-zone, D-zone and Eagle Point deposits, it was decided in 1986 to begin proceedings to obtain approval from Saskatchewan's Department of the Environment, and from the Atomic Energy Control Board to develop these deposits.In preparation, a third baseline study of both the Rabbit Lake and Collins Bay areas was done in 1986 and 1987. The emphasis was to establish the baseline at the three new deposits, to quantify the actual impacts of the existing Rabbit Lake operations and to confirm the Collins Bay B-zone (1980) impact predictions. The new deposits will allow us to continue to produce uranium into the future. In January 1988, Saskatchewan approval was received.Since 1975 in the Rabbit Lake area and 1980 in the Collins Bay area, routine environmental monitoring has been done. This has resulted in one of the largest and most comprehensive environmental data bases in North America in mining. By the time the Eagle Point deposit is mined to completion, there will have been data collected for approximately 40 years.Further discussions follow which describe the impacts of the past (1972 to 1984), the present (1985 to 1987) and the future. In addition, the past and present performances and the future plans of the .waste management systems will be discussed."

In the absence of any subsequent enactment of mining legislation, the Turkish mining law in effect in 1914, when Iraq became a British mandate, is still operative. The Constitution, or Organic Law, of Iraq, adopted by the Constituent Assembly on July 10, 1924, in articles 113 and 114, provides that:3 Ottoman en laws date and thao remained and lave pub- lished on or after that date and which have remained in force in Iraq u to the time of the publication of this law shall remain in force in Iraq' so far as circumstances permit, subject to any modi- fication or repeal in conformity with the proclamations, regula- tions, and laws referred to in the following article, and until they are altered or repealed by the legislative power or the High Court issues a decision rendering them null and void in accordance with the provisions of article 86. (Art. 113.) All proclamations, regulations, and laws by the Commander-in- Chief of His Britannic Majesty's Forces in Iraq, the Civil Commis- sioner, and the High Commissioner, and those issued by the Govern- ment of His Majesty King. Faisal, during the period between Novem- ber 5, 1914, and the date of the coming into force of this Consti- tution, shall be considered to be valid as from the date on which they came into force... IT is 27 years since I last visited Broken Hill, New South Wales, one of the world's greatest lead-silver-zinc districts. Then, the flota¬tion of ores was in its infancy. The Minerals Separation process had its birth as a practicability in the Central Mill, which is still operating and yielding high recoveries. The average Australian knows that Broken Hill is an important mining center in a "corner" of New South Wales, but he does not know what a factor it is in the lead, silver, and zinc production of the world. Nor does he realize that among the ramifications arising from metal production at Broken Hill are the great lead smelter at Port Pirie, South Australia, 254 miles southeast; the electrolytic zinc works at Risdon, and the limestone mine at Davenport, Tasmania; the acid works at Cockle Creek, New

The mining industry of the United States has long been severely criti- cized because of its high rate of accident occurrence, not only as compared with other industries of the United States but also with the mining industries of other countries, particularly Europe. Statistics, often not strictly com- parable, indicate that the accident-frequency rate in all mining is currently about three times and the accident-severity rate is about seven times as great as the average for general industrial work in the United States. These fig- ures are by no means comforting to humanitarian mining men, irrespective of their status in the industry, and they constitute a challenge that certainly cannot continue to be ignored much longer. The picture becomes much darker when the above statistics are augmented with data indicating that on an exposure basis our mines (more particularly our coal mines) have accident rates two, three, or even more times as great as more or less similar mines in Europe, particularly England, Wales, Belgium, France, and Germany. The sting is alleviated to some extent by the knowledge that our coal mines produce about 4 to 5 times as much coal per man day as is produced in at least some European mines. However, all of these foreign acci- dent statistics should be analyzed carefully before we become very much con- cerned about them, because they are not strictly comparable, for several reasons, not the least of which is the fact that foreign methods of compiling or recording accident statistics often differ materially from ours. Moreover, foreign mining and other conditions are definitely dissimilar to ours in many phases, and numerous other factors affect the comparability of foreign mine- accident statistics with those of the United States. Unquestionably, it should also be taken into consideration that the accident rate of the 140,000,000 or more constituting the populace of the United States as a whole is much higher than that of any other major country in the world and is two, three, or more times the rate of the European countries that have more favor- able mine-accident rates than those of the United States (table 1). Moreover, it is significant that the mine-accident-severity rate of British mines is about six times the average accident-severity rate of the major industries of the British Isles, or but little more favorable than the comparable figures in the United States; namely, that mining has an accident severity rate about seven times the average of about 30 of the major industries of this country.

The present study was designed to explore the contribution of organizational climate and management practices to the injury experience in underground coal mines. A cross-lagged panel design was used in which miners from 22 mines completed questionnaires assessing 27 organizational climate, structure, and function dimensions on two occasions, The results strongly support the hypothesis that climate and management practice have casual effect on the incidence of disabling injuries.

The current study is part of the U.S. Department of Energy's (DOE) on-going subsidence research program. The long-term objective of the DOE program is to develop analytical methods of subsidence prediction applicable over a broad range of geologic and mining conditions encountered in the United States. The DOE currently has several contracts in progress to develop a sound data base that can be used in the development of predictive models. Dames & Moore is currently under contract to the DOE to collect and analyze detailed subsidence and hydrologic data from a coal mine employing longwall mining methods in the Eastern Coal Province. Work under Contract No. DE-AC22-80PC 30335 began in October of 1980 and will continue through September of 1984. This paper summarizes the work that has been completed through September of 1981 and presents the results that have been achieved during this period. Technical difficulties encountered during both the installation and monitoring phases are discussed, and recommendations for future work are presented.

With widespread acceptance in the market place, many engineers are choosing ground improvement techniques to provide suitable foundation subgrade at sites that would have traditionally required deep foundations. This paper discusses the Controlled Modulus Columns (CMC) ground improvement technique and some case histories highlighting the use of this technique for retail development sites. CMC are a sustainable and cost-effective ground improvement technology that transmit load from the foundation to a lower bearing stratum through a composite CMC/soil matrix. The CMC installation is also an attractive option from an environmental perspective because it utilizes reverse flight augers, which displace the soil laterally. This installation technique achieves two goals: it densifies the soil around the CMC, which improves load transfer into the element and avoids spoil and its disposal. Through the introduction of two cases histories, we will present the key benefits of the CMC technology. Each case history will clearly illustrate how a CMC solution can reduce the overall cost of a project when compared to a more traditional type of deep foundations. They will also show how the use of CMCs has benefits that relate to the overall sustainability of the project. While CMCs are an attractive financial and sustainable option, they have also demonstrated that the performance of the system is comparable to that of deep pile foundations. Because CMCs are a relatively new technology many potential users are not aware of its benefits. While we discuss the use of CMCs to support buildings in this paper, CMCs also have been used for a variety of other applications including foundations for tanks, mechanically stabilized earth (MSE) walls, and embankments

The engineering profession generally does not accept vibro-driven piles as bearing piles unless their capacities can be verified by restriking with an impact hammer, which significantly reduces the economic benefits of vibratory driving. In part, the concern for capacity development in piles driven by vibration arises out of observations that vibro-driven piles do not develop capacities equivalent to those driven by impact (e. g., Mosher, 1987). Nonetheless, if capacities are predictable, vibratory installation may be more cost effective than installation by impact, due to savings in time of installation, even if capacities are lower than those of impact-driven piles. Throughout the past few decades, a number of attempts have been made to develop capacity prediction methods for vibro-driven piles, mostly along the same lines as methods for impact-driven piles. That is, (1) totally empirical formulae, (2) power balance / power transfer formulae, and (3) "time domain-nonlinear" (TDN) computational procedures such as the wave equation. Some of the formulae have been based partly on field experience, but the majority have been developed from simple theoretical models with parameters evaluated from laboratory studies. Neither these formulae nor the TDN solutions have been systematically checked (or modified) by recording appropriate field data over a variety of site

It gives the results of examinations of the mines of the Rock Springs coal District of Sweetwater County, Wyo., which represent the principal coal beds therein and approximately 75 percent of total production of the State.A study was made of safety conditions at all the producing mines of the district and suggestions were offered the operators regarding methods and practices which would, in the opinion of the writer, provide additional safeguards to prevent accidents from falls of roof and coal.In presenting the subject, consideration must be given to such features as character of the coal beds, depth of cover. methods of mining, timbering practice, roof testing and supervision, and for comparative purposes to certain statistical matter bearing upon relation of accidents to their causes, tonnage produced, men employed, days worked, and lost days due to accidents during the 3—year period covered by this study.ACKNOWLEDGMENTSThe writer acknowledges the cooperation of the officials of the various coal companies, without whose assistance this work could not have been completed.F0UR REPRESENTATIVE COAL OPERATIONSThis report relates to four representative coal operations in the Rook Springs district of Sweetwater County, Wyo., which are referred to as mines A, B, C, and D. Introduction The sliding-form method of erecting concrete structures was first devised and used in the early part of this century by the Sante Fe Railroad Company for the erection of a grain elevator at Santa Fe, New Mexico. A somewhat related principle has been employed for a number of years in shaft lining work and, to our knowledge, was perfected in Butte, Montana, but until the building of the concrete headframe at the Jeffrey mine of the Canadian Johns-Manville Company, Ltd., at Asbestos, Que., the method, as applied to surface structures, was quite foreign to the mining industry in Canada. The current shortage and cost of structural steel shapes has no doubt contributed more than any other single factor to the investigations that have led to the use of reinforced concrete as a headframe building material. Mining men in western Quebec and northern Ontario have shown a great deal of interest in the design and construction of the headframe at the East Sullivan mine in Bourlamaque township, Que., and we have had many queries regarding the methods used and, in particular, for an explanation of the sliding-form principle. This article is written in an attempt to set forth the conditions which were to be met; to explain the construction methods used, and to discuss the economy of concrete headframes as compared with the conventional steel structures with which the mining fraternity is familiar.

"INTRODUCTION The subject of mine and tunnel ventilation has two broad aspects - (1) what atmospheric conditions to obtain in underground openings and (2) how to maintain the desired conditions efficiently. The first relates primarily to quantity requirements of ventilating systems, whereas the second relates more particularly to pressure requirements. Both, therefore, determine power requirements, which is the deciding factor in any system of mine or tunnel ventilation.Both divisions of the subject have received considerable attention from the Bureau of Mines since its inception in 1910 in the form of research, service, and correlation and dissemination of information. Numerous papers on various Phases of the subject have been published, of which a selected list, numbered and arranged in chronological order by type of publication, will be found at the end of this Paper. One of these, Technical Paper 705 (25) 2/ gives a complete bibliography of Bureau of Mines publications dealing with health and safety. As indicated by the selected list of publications accompanying this paper, the health and safety aspects have received most of the attention devoted to this work, chiefly because these have been dominant factors in Bureau policy, but partly because these aspects lend themselves to laboratory research and small-scale field studies. Although considerable attention has also been devoted to the engineering aspects of mine and tunnel ventilation, there has been, in the opinion of the author, who has been engaged on this phase almost continuously for the last 30 years, only sporadic recognition of the vital effect this phase of the work could have on improving health and safety conditions. As a matter of fact, ventilation activities have constituted but a very minor part of the total work of the Bureau of Mines, as, except for a few years in the nineteen twenties, there have been only a few short intervals when more than two or three men were engaged in field work and a similar number in laboratory research directly related to mine gases or mine air."
