RAILROAD GRANT-MDIERALS. Diatomaceous or infusorial earth when found in such quantity and quality as to render lands containing deposits valuable therefor are mineral lands within the meaning of the mining laws and must be excepted from grants to the Central Pacific Railway Company. RAILROAD GRANT-CLASSIFICATION, If any evidence of minerals is found upon lands within a railroad grant and the showing is sufficient in the opinion of prudent and qualified persons to warrant further exploration and expenditure, with reasonable prospects of success, then the land can not be classified as nonmineral and is not subject to the grant to a railroad company. But where there is no present indication of minerals nor any geological evidence upon which to base a mineral finding, land should not be classified as mineral, or held for further classification and reserved from the railroad's grant, upon the surmise that future prospects might disclose evidences of minerals. INDEMNITY SELECTION BY RAILWAY COMPANY, Under section 3 of the act of July 2, 1864 (13 Stat., 365), and the joint resolution of May 31, 1870 (16 Stat., 378), the Northern Pacific Railway Company could take coal and iron land within its primary or grant limits. It could not base an indemnity selection upon the claim that certain land was coal or iron in ;;haracter, as such land was not lost to it as part of the grant. But the company was authorized to select other lands in lieu of those lost because of their mineral character, but the word "mineral" did not include iron or coal, and, accordingly, the railroad company was entitled to take coal lands under its indemnity selection.

Paper presented at a meeting on: Artificial intelligence in the minerals sector, held in Nottingham, UK, 20 April 1993 (original title: Case-based reasoning can be a catalyst for improvement). A new computer software technology known as Case Based Reasoning (CBR) can be used to produce small decision support systems that are economically viable. This is because the knowledge that they contain can be owned and maintained by their users. A CBR tool has been used to perform a pilot study with Anglesey Aluminium Metal Ltd. The results are encouraging. They suggest that a combination of CBR and participative design and implementation techniques (such as Checkland's Soft System Methodology) can achieve sustainable improvement in mineral processing functions. An explanation is presented of why traditional, rule based systems are often an ineffective way to implement support systems. It is shown that CBR may provide an appropriate technology solution. Methods of achieving sustainable benefit are indicated. The pilot study with Anglesey Aluminium Metal is used as a practical illustration of the development of a CBR application. A review of potential application areas and some observations about the implementation are presented

A small static bed was used to study the thermal cycles required for the heat hardening of pellets based on synthetic magnetite concentrates and a naturally fine hematite. This apparatus can be employed to yield broad process data for the design of a recuperative strand system operating on the magnetite concentrates.Various alternatives are given for a process to heat harden the hematite ore but a preference is given to the production of a self fluxing pellet. Bond types and general mineralogical structures are interpreted against the optimum firing cycle necessary to produce a defined quality of pellet.INTRODUCTIONThe work reported in this paper extends that on the "Heat Hardening of Artificial Magnetite Pellets", which was described at the International Symposium on Agglomeration, sponsored by the American Institute of Mining, Metallurgical and Petroleum Engineers at Philadelphia, U.S.A. in April 1961. Whereas that work was of a more basic nature, serving to illustrate the suitability of artificial magnetites with various admixtures, to the application of heat hardened pellets, on this occasion the aim is to illustrate the procedures which were used to establish the dimensions of commercial recuperative strands for Australian raw materials.The nature of the pellet feed, Le. relatively uniform spheres of + i in.-Yi6 in. diameter, makes it possible to use small scale static pots for test work. The Pilgrim mine, operated by the Pioneer Gold Mining Co., is 9-1/2 miles west of Chloride in the Pilgrim mining district on the eastern slope of the Black Mountains, or River Range, Mohave County, Ariz. In March 1937, 100 tons of gold ore per day were being mined and milled at the property by a total force of 5i men. Climatic conditions allow year-round operations. Due to present activity in the county there is an ample supply of labor for the requirements of the mine. The Pilgrim is the only producing property within s radius of 6 miles; recently, however, the South Pilgrim Mining Co. has launched a development campaign on claims that adjoin the Pioneer Co. property to the south.

The Galore Creek Mine project is one of the newest major mining projects under development in Canada. The project is located in a very remote area of northwestern British Columbia and is being developed by NovaGold Resources and Teck-Cominco of Vancouver. The mine project comprises one of the largest and highest grade undeveloped porphyry-related gold-silver-copper deposits in North America. In order to access the mine site a new 120 km road is required including a 4.4 km mine access road tunnel. Glaciers with heavy snow pack cover approximately two-thirds of the tunnel alignment with a maximum cover of 1200 m. The size of the access road tunnel is about 50 m2 and has been designed as a large single lane road tunnel to accommodate the transport of large size mining equipment for mine start up and ongoing operations. The rock conditions along the tunnel alignment comprise very strong volcanic rocks. Key services for mining operations will be incorporated into the tunnel comprising diesel and power as well as the concentrate pipe-line. Structural portal canopies and portal houses have been incorporated into the tunnel design due to the risk of rockfalls and avalanches in the portal areas. The mine access road tunnel is a significant and critical-path component to the overall project to provide vehicular access to allow construction of the mine site. In order to meet the expected mine start up date the construction of the tunnel works have commenced prior to any other works at the mine site and will be constructed entirely by helicopter support. The tunnel works commenced in the summer of 2006 with the advanced excavation of the overburden materials at the portals. Tunnel construction from the North portal commenced in the spring of 2007. When completed, the mine access tunnel will be the longest private road tunnel in North America. The key design and constructability issues for the mine access road tunnel project are presented and discussed along with a construction status update as of late 2007.

Asbestos crystallizes within rock formations undergoing intense deformation characterized by folding, faulting, shearing, and dilation. Some of these conditions have prevailed during formation of the taconite iron ore deposits in the eastern Mesabi Iron Range of Minnesota. This range includes the Peter Mitchell Taconite Mine at Babbitt, Minnesota. The mine pit is over 8 miles long, up to 1 mile wide. Fifty three samples were collected from 30 sites within areas of the pit where faulting, shearing and folding occur and where fibrous minerals might occur. Eight samples from seven collecting sites contain significant amounts of ferroactinolite amphibole that is partially to completely altered to fibrous ferroactinolite. Two samples from two other sites contain ferroactinolite degraded to ropy masses of fibers consisting mostly of ferrian sepiolite as defined by X-ray diffraction and TEM and SEM X-ray spectral analysis. Samples from five other sites contain unaltered amphiboles, however some of these samples also contain a very small number of fiber bundles composed of mixtures of grunerite, ferroactinolite, and ferrian sepiolite. It is proposed that the alteration of the amphiboles was caused by reaction with water-rich acidic fluids that moved through the mine faults and shear zones. The fibrous amphiboles and ferrian sepiolite collected at the Peter Mitchell Mine composes a tiny fraction of one percent of the total rock mass of this taconite deposit; an even a smaller amount of these mineral fragments enter the ambient air during mining and milling. These fibrous minerals thus do not present a significant health hazard to the miners nor to those non-occupationally exposed. No asbestos of any type was found in the mine pit. © 2007 Elsevier Inc. This article reports on the current state of an ongoing research project which is aimed at implementing intelligent models for hardly predictable hazard scenarios identification in construction sites. As past evidences showed that no programmatic action can deal with the unpredictable nature of many risk dynamics, we tried to survey on how the current approach for safety management in the construction industry could be improved. In our previous research the use of Bayesian networks elicited from subjective knowledge were preliminarily tested. Those networks might be meant as a reliable knowledge map about accident dynamics and they showed that a relevant ratio of occurrences fall in ?hardly predictable hazards? class, which cannot be warded off by programmatic safety measures. This paper reports the second outcome of our research project, which focused on the development of first elementary fragments, regarding the occurrence of a possible ?hardly predictable scenario?. Instead of experts? contributions (who, over their carrier, seldom incurred in accidents), we used ?legal cases? as an accurate source of information. They suggested which categories of ?hidden hazard scenarios? are more likely to happen. We found that the most frequent hidden hazard scenarios are linked to operator?s negligence and abnormal behavior, e.g. irregular removal of scaffolding?s components, unprotected openings, improper use of PPE, etc. Every pattern determined by legal cases has been formalized by a fragment (i.e. elementary network) of the overall Bayesian network. Finally, all the elementary networks were integrated into a comprehensive intelligent tool for realtime hardly predictable hazards prevention. The final setup, asked for interfacing these intelligent models to a low-level sensor network and used to feed them with inputs about the current state of the context, is discussed too.

Oil shale, a long-considered potential source of motor fuel in the United States, is found over an extensive area in the Green River formation in Colorado, Utah, and Wyoming.4/ Oil has been retorted commercially from shale in Scotland for many years,5/ and work done by the Bureau of Mines and other investigators has shown that it is technically feasible to extract oil from American shales.6/ By refining, the shale oil may be converted into marketable products similar to those manufactured from crude petroleum. "(1) The radiological appearances of pneumokoniosis on the Kolar Gold Field is described in detail. The characteristic abnormality is the. presence of a diffuse, fine annular and punctate mottling. (2) The frequency of symptoms could not be determined with any degree of accuracy, but it is believed that symptoms are absent and there is no incapacity until profuse radiological mottling is present, i.e., after long exposure to dust. (3) There is an increased predisposition to tuberculosis, which, if it occurs, affects the prognosismost unfavourably.(4) Pathological examination shows that the radiological mottling is due to the presence inthe lung of numerous small dust-cdll aggregates (up to T5 mm. in dia.) deposited around the smaller bronchioles and blood-vessels.(5) The dust-cell aggregates are relatively acellular but when tuberculosis is superadded thereis an excessive cellular and fibrotic reaction.(6) The difficulties of defining the radiological and pathological appearances of early pneumokoniosisare discussed.(7) The incidence of pneumokoniosis in 7,653 workmen with 5 or more years’ undergroundservice was 43-75%, but it is suggested that in future the incidence will be appreciably lower.(8) The methods of- dust production and the chemistry of mine dust are described. It isshown that the free silica-content of air-borne mine -dust is relatively low.(9) The aetiology'of the pneumokoniotic lesion is discussed."

Since the start up of the IMMSA electrolytic zinc refinery in 1982, the dissolved iron coming from the acid attack of the ferrites has been precipitated by the jarosite process. At the beginning of operations, sodium jarosite was produced; however, the plant was converted to ammonium jarosite in 1990. The final storage of the residue is on the company&apos;s property adjacent to the plant, over the natural surface of the land. Before the construction of the refinery, several studies were done in order to evaluate the characteristics of the ground, such as, permeability, underground water localization, etc. The results showed that the site was adequate for the storage of this kind of material. For several years, the jarosite residue was filtered on rotary drum filters and was sent as a pulp to the storage area for settling. The water from the storage pond was recycled to the re-pulp tank for the jarosite residue. These filters were replaced in 1999 by an automated filter press. Since then, the jarosite residue has had a lower water content, and the zinc recovery improved. At present, a second filter press for the jarosite circuit is in the acquisition process to diminish the soluble zinc content in the residue from the present value of 2% to < 1% Zn.

This manual of practice is to be used in combination with the final reports for the study of spoil stability in the Eastern Coal Province. The manual applies the predictive matrices developed in the parent study for use in evaluating the stability of typical mine spoil slopes. The values of internal friction and pore pressure coefficient are derived for many varied slope conditions. The results can be used in conventional stability analysis equations to assist the mine operator or regulatory personnel in evaluating spoil stability from very limited information.

The mine access road tunnel will be the longest private road tunnel in North America. The key design and constructability issues for the mine access road tunnel project are presented and discussed.

Employees and dollars are necessary to all enterprises and any force, such as fire, which destroys either, can bring very serious consequences, including business failure. Since everyone acknowledges the necessity of conserving human life, we will devote most of our paper to the economic factors involved. A coal-mine fire is considerably more difficult to combat than a fire in a surface building because of the combustible surroundings in the mine, the explosive gases emitted from the coal, the suspension of explosive dust when mine timbers burn and the unsupported roof falls, the limited space in which approach to the fire can be made, and the limited avenues of escape. A survey of coal-mine-fire protection indicated that a rather low value was being placed on property and equipment. This prompted comparison with other industries. The comments made in this comparison are not intended as an indictment of the coal industry, since we do have mines that are well protected against fire, but the comments on conditions at the mines visited are factual and may help others to improve similar conditions. SURVEY PROCEDURES Plants of the steel, aluminum, rubber, chemical, and petroleum industries were surveyed, and all facets of the fire-protection scheme were covered. The industrial plant invariably had four times as much water readily available for instant use than the mine. In many mines where water is available, no equipment for applying it is provided, such as hose, nozzles, and adapters, so that time is lost in collecting this equipment. (See Table I.) EXTINGUISHERS Many more and generally larger portable extinpishers are available at the plant as compared to the mine. The extinguishers are generally placed nearer to sources of danger. In addition, respiratory protective equipment is always available at strategic points in plants but only in a few mines. (See Figs. 1 and Table 11) INSPECTING AND TESTING EQUIPMENT Plant water facilities are checked weekly and flushed at 6-month intervals, and hose is pressure-tested at least yearly; some mines check water yearly, but hose is not tested unless used. Fire extinguishers are inspected weekly in plants and completely overhauled yearly; one mine had monthly checks and overhauls only after use. FIRE BRIGADES AND TRAINING Every plant had designated fire-fighters and some complete full-time brigades; at one mine a chief mechanic was designated as being in charge of fires, and other depended entirely upon officials who might not be familiar with the equipment. COST OF FIRES AND PERCENTAGE OF CAPITAL INVESTMENT IN FIRE PROTECTION The direct cost of recent mine fires ranged from $128,000 to $240,000; indirect costs, such as lost tonnage, idled equipment, lost orders, and the like might run the cost to over $500,000. (See Figs. 2 and 3).

During the course of a study of the safety organizations of the various iron mining companies in the Lake Superior district considerable in¬ formation regarding the methods of safety inspection in use was obtained which may be of value to other companies beginning safety work or contemplat¬ ing changes in their methods. A short description of the safety-inspection methods of eleven of these companies is given in this paper, and in the appendix are illustrated a number of forms used for safety inspections by several of the companies. Most of the companies whose methods are described use few forms for formal inspection. The one long form (10) attached which is used for a general in¬ spection by the safety inspector appears to present a good method for enabling the inspector to check all branches of his inspection and to assure himself that everything has been covered. All names of companies have been deleted from this paper and from the forms because the object is to disseminate information of constructive value rather than to point out the methods of particular companies by name.

This report contains a theoretical study on the usefulness of fighting mine fires with inert gases. Four introductory chapters review the role of fires in the mining industry; the conventional fire fighting techniques, the influence of inert gases on the burning of gases and solids, and the well established inert gas fire extinguishing systems for buildings and machinery. A large chapter describes the use which inert gas has found so far for fighting mine fires in major mining countries. More applications have occurred than generally expected and the inert gas method has in the last years become routine in Czechoslovakia and the USSR. This chapter is based on an evaluation of the extensive literature as well as on personal information obtained from leading experts.

For over 50 years R W Miller & Co Pty Ltd operated old coal properties abandoned by former owners as uneconomic, some of which dated back to the last century. The companyÆs ability to survive with what were relatively poor quality coal resources required a small efficient management organisation. In 1970 R W Miller was involved in negotiations with other coal companies through coal sales contracts to develop private coal areas under the provisions of the old Coal Mining Act (1906) and these efforts led to the development of Lemington colliery. At the same time development of the Ironbark colliery holding near Newcastle commenced. In 1971, R W Miller approached the New South Wales Government for a resource replacement area to prospect for coal in the Upper Hunter Valley. Authorisation No 33 was finally granted on 30 September 1975, but the company found the area was inaccessible as most of the surface was owned by the Australian Army. Later R W Miller was granted Authorisation 66 of 2167.5 hectares at Mount Thorley near Singleton on 1 November 1976. The development of this coal mining project coincided with the second OPEC oil crisis in 1978 and a short-term boom for coal resources and the unrealistic expectations generated by the boom. This paper gives a broad outline of the development of the Mount Thorley project between 1976 to 1986 including the feasibility study and the many governmental and industrial delays that resulted in a three-year time overrun in the project development period.

The objectives of the business case are to examine a proposed metallurgical project and answer fundamental questions about project feasibility, risks, opportunities, and value. A business case fulfills these basic functions: estimates economic value; helps to understand competitiveness; serves as a risk management tool; and serves as a communication tool. A business case evolves with the project life cycle, and supports the gate reviews at the end of each phase of engineering, through to project construction and operations. A business case must be holistic, including all elements of scope that can impinge on project risk and value.

R.K. Leininger, N.R. Hasenmueller, and D.D. Carr The content of the paper by V. Rajaram does not fulfill the expectations of the title. But Rajaram submitted the article in October 1983, and he could not have foreseen the numerous developments that would occur before his paper was published more than two years later. Nevertheless, Rajaram failed to mention the interest in oil shale development in southern Indiana beginning in late 1979 and continuing through the present as a result of special financial encouragement of three oil shale projects in May and August 1984 by the Indiana Energy Development Board and the Indiana Corp. for Science and Technology. A session at the 1985 Eastern Oil Shale Symposium in Lexington, KY, Nov. 18-20, 1985, gave the current status of oil shale developments in the eastern United States. Speakers at this session reported on the three Indiana projects. First, Gary D. Aho, Cliffs Engineering Inc., spoke on a feasibility study by Cliffs Engineering and Allis Chalmers for a site-specific pilot plant using the Allis Chalmers process. The plant site is in Clark County, IN, on property of the Midwest Energy Resources Co. The project is funded by $240,908 each from the Indiana Energy Development Board/Corp. for Science and Technology (EDB/CST) and the US Department of Energy (DOE) and $120,454 from the corporate sponsors (total $602,270). Completion is scheduled for mid-1986. Next, Edwin M. Piper, Stone and Webster Engineering Corp., discussed the American Syn-Crude/Indiana Oil Shale Project. This effort followed the completion of two smaller projects funded by the Indiana EDB/ CST: "Testing of Indiana Oil Shale in a Petrosix Pilot Plant" (total funding by EDB/CST at $50,000) and "Assessment of the Petrosix Process for an Indiana Shale Oil Plant" (total funding by EDB/CST at $100,000). The status at the time of the report at the Oil Shale Symposium was that a request for an extension of time for securing nonfederal support had been submitted to the US Synfuels Corp. The proposal included building an 11-m (36-ft) diam retort in southeastern Indiana to process the New Albany Shale and to produce 366 m3 (2300 bbl) of shale oil per day by the PETROSIX process. The Indiana EDB/CST had contracted with Stone and Webster at $401,100 from EDB/CST and $245,835 from Stone and Webster for activities to advance the project in the negotiations with Synfuels Corp. At the time of the report, this project was the only eastern oil shale proposal that was still on the agenda of the Synfuels Corp. As a result of Congressional action in late December 1985, federal support from the Synfuels Corp. is no longer possible. Finally, Victor H. Carr, Eastern Shale Research Corp., described his firm&apos;s project, which is jointly supported by DOE ($227,749) and the Indiana EDB/ CST ($73,850) and is entitled "Feasibility Study to Determine Suitability of an In-Situ Process to Recover Hydrocarbons from Eastern Shale." An area in Scott County, IN, had been chosen, but not a specific 9 x 15-m (30 x 50-ft) site. One burn of a small in situ retort is contemplated as part of the project. Besides these three projects, several reports on shale research were presented. Joseph Damukaitis, American Syn-Crude Corp., reported that a pilot plant using the hydrogenation-extraction (H-E) process (described at the 1984 Eastern Oil Shale Symposium) was 94% built and would go through shakedown with oil shale but would then shift mechanical devices to process coal mine waste. Current status of research on the HYTORT process was then presented by Raymond C. Rex, Jr. Oil shale beneficiation research at the University of Alabama/Minerals Research Institute was reported by R. Bruce Tippin. Scott D. Carter discussed continued research on fluidized-bed retort¬ing of shale at the Kentucky Center for Energy Research Laboratory. Carl E. Roosmagi of DOE, Morgantown, reported on the oil shale research at the Morgantown Energy Technology Center (METC) laboratory. Henry J. A review of shale oil prospects by Gerald Parkinson in Chemical Engineering for Feb. 3, 1986, covers both western and eastern projects and includes a report that the US DOE is funding a few relatively small projects; most of the fiscal 1986 budget of $12 million for shale oil is for fundamental research. Projects include a $3.2 million three-year contract with Hycrude Corp. (Chicago) for development of the HYTORT process and a $1.2 million three-year contract with the University of Alabama&apos;s Mineral Resources Institute on beneficiation of eastern oil shale by froth flotation.
