The Bureau of Mines through its contract research program recently analyzed the mining and environmental requirements in the premining stage for copper mining in the northern highland of Wisconsin. The Critical-Path-Method (CPM) was used in this research. However, a step-by-step derivation of the CPM Diagram was beyond the scope of this effort. The Bureau of Mines objective now is to show, step by step, how the original hand-computed CPM Diagram was constructed. The streamlining (restructuring) of this diagram from the original effort is also summarized. The critical path time (longest time) through the original CPM Diagram was 25.12 yr, excluding public liaison effort. This diagram showed the involvement of the regulatory agency, mining applicant and public in the premining stage. Analysis of this diagram produced a streamlined version which reduced the critical path time by nearly 7 yr. The CPM construction methodology offered here may be applied to mine planning for any mining operation.

Probably no year in the history of the United States showed greater progress in the mineral industries than 1916. Although this progress was undoubtedly stimulated by the war in Europe, which caused extremely high prices for some of the metals, yet the fact remains that mining is being regarded more as a business and less as a speculation, and the benefits of business methods are becoming evident. Practices that were almost universal a few years ago have been largely abolished, the mining public has been brought to recognize the folly of wasteful and dangerous methods, and there is a gratifying unanimity of opinion in regard to the conservation of life and health, as well as of our mineral resources. The people of the United States realize more fully than ever before the extent and value of the country's mineral resources and the possibilities that await intelligent and well-directed efforts at utilization. In the past, economic reasons caused deposits of valuable metals and industrial materials to lie idle; commercial reasons, many of them not truly economic, led to the waste of valuable constituents in many ores; the recovery of minerals from the ground was too often incomplete and accompanied by uncalculated loss; and the treatment of ores in mills and smelters saved altogether too Iowa proportion of the metals sought. Now better methods are being tried on every hand, and the unparalleled record of the year is largely due to the success of these efforts. According to the preliminary estimates of the United States Geological Survey the output of metals and minerals in this country in the calendar year 1916 had a total gross value of slightly more than $3,000,000,000. The proper disposition of phosphatic clays has been the subject of research and debated for years by phosphate producers, State and Federal research agencies, regulatory authorities, and environmentalists. To date, no "universal" solution exists for the ultimate disposl of phosphatic clays. This Bureau of Mines report examines the state of conventional clay disposal technology and reviews the technical progress of innovative alternatives. Twenty impoundment sites were investigated by the Bureau of Mines using geotechnical methods and laboratory analysis of cored samples. In addition, quasi-static cone penetrometer soundings were conducted to define clay and/or sand-clay interfaces en masse. Samples of the top, middle, and bottom hole segments were obtained at each station for laboratory studies of clay densities, pore fluids, plasticity, and mineralogical properties. The results of this study support the continued use of initial clay settling impoundments but emphasize the need for "in-line" systems to reduce the initial volumes of plant-generated phosphatic clays. The effective use of sand tailings is also encouraged to promote further consolidation of clays via self-weight stressing, sand-clay admixtures, and/or surcharging sand caps.

"The Crandall Canyon Mine (CCM) is located in the Wasatch coal field in central Utah. Extensive longwall mining at CCM preceded a decision to recover coal left in barrier pillars on each side of a set of main entries extending far into the mine. During mining in March 2007, a major bump occurred that led to cessation of mining in the barrier pillar on the north side of the mains and to the start of mining in the south barrier pillar. Subsequent loss of ground control in August 2007, through coal pillar bursts had tragic consequences with loss of six miners and shortly afterward three rescue team members. A U.S. Mine Safety and Health Administration (MSHA)report describes the events in detail (MSHA, 2008).An important lesson to be learned from CCM is the need to select a computer program suitable for pillar design. Computer programs are engineering tools and selecting the right tool for the job is essential. In this regard, minimum program requirements include capability for computing stress distribution within a pillar and adjacent roof and floor strata. The reason is simple: strength of rock is stress dependent; both vary from point to point in pillars and adjacent strata. Preferably, one should follow the evolution of stress as the mining plan is executed from start to finish to assure safety or to warn of a potentially hazardous situation developing as mining progresses.The approach to the problem posed by barrier pillar mining at CCM is conventional in the sense of applying well known finite element modeling techniques to analysis of a proposed mining plan. The engineering purpose is to evaluate the mining plan with respect to ground control questions including roof, floor and pillar safety. Results of previous two-dimensional finite element analysis indicated pillar safety was by no means assured (MSHA, 2008; Pariseau, 2008; Pariseau, 2011). Geometry of barrier pillar mining is limited in two dimensions for example, crosscuts are not seen in vertical cross sections. While three-dimensional analyses are preferred, even moderately sized regions often lead to very large problem sizes that exceed computer capabilities. However, a recent development in finite element modeling of tabular deposits allows for whole mine analysis in three dimensions. This technique involves a dual node - dual mesh concept. Both have been used separately in much earlier work, but are only now used in combination. It is possible to have an estimation of subsidence at a kilometer scale and details of stress, strain and displacement about barrier pillars, main entries and pillars, and so on at a meter scale (Pariseau, 2014). No compromise involving empirical formulas or similar guess work is required. Indeed, all calculations are based on first principles: physical laws, kinematics, and material laws. Effects of joints and in situ variability or uncertainty in strata properties, elastic moduli and strengths, may be included for greater realism. An important objective of the present study is to assess the role of three-dimensional pillar geometry in arriving at conclusions regarding barrier pillar mining versus two-dimensional results."

Particulate matter (PM) is one of the main actors related to air pollution caused by surface mining. Fugitive dust, considered as particulate matter that cannot be collected by conventional measures, is classified by the particle size. The Environmental Protection Agency (EPA) categorizes PM as coarse and fine particles based on the particle size being less than 10 μm (PM10) and less than 2.5 μm (PM2.5). Basic operations of surface mining such as drilling and blasting, loading, haulage, and processing are processes that can potentially generate fugitive dust. Regulations and legislations enforce the mining industry to use environmental monitoring systems, fugitive dust level measured by PM10 level as part of this. Air quality monitors are positioned at different locations around surface coal mines and track air quality levels during production. This study introduces a data-driven methodology to handle air quality issues related to fugitive dust at surface coal mines. Data is sourced from different mine equipment in real-time and they are integrated with air quality monitoring systems to provide information to support decisions for fugitive dust. The method is implemented and demonstrated in a case study at a large surface coal mine.

The course has been broadened in scope, revised, and brought up to date and is being published as a similar series of seven miners' circulars (Nos. 51-57, revised) on accident prevention in metal and non-metallic mines. These circulars are as follows: Injury Statistics (Miners' Circular 51), dealing with general statistics on injuries from accidents at metal and nonmetallic mines, including causes, costs, and the use of investigations and reports of all injuries.

The Tui Mine is an abandoned Pb-Zn mine giving rise to water quality problems in the Te Aroha region of Coromandel, New Zealand. When sampled in September 2002, for example, both the Tui and Tunakohoia Streams draining the mine site exceeded ANZECC (2000) water quality guidelines for aquatic life protection (Cu, Cd and Zn) and recreational quality (Cd). Based on trace metal mass flux (kg/yr) from parts of the mine site, the principal pathways by which Cu, Zn and Cd contamination reach these streams have been identified as:the tailings dam leachate,the diverted stream water from above the dam,the drainage from Adit 5 (which accounts for 95 % of Zn and Cd contamination in Tunakohoia Stream), andto a lesser extent, run-off from waste rock piles below Adit 4 level. Of the various remediation options, which have been proposed for the site, the following are identified as providing the best protection for the Tui and Tunakohoia streams:stabilising the tailings dam embankment and capping the embankment and tailings,constructing and/or cleaning out engineered diversion drains around the perimeter of the tailings dam to divert surface water away from the tailings dam, andinstalling bulkheads within Adit 5. A formal postal survey of the people of Te Aroha (66 respondents from 230 surveys) indicated that their priority was that the site be made safe for the public to visit, and used for recreation. As soil samples in potential recreational areas of the mine site, significantly exceeded guideline values for Cu, Pb, Zn, Cd and As, soil removal or capping clearly also needs to be part of a remediation plan. Development of the site as a historical/ecotourism area was viewed favourably, as this may encourage more visitors to the Te Aroha area as well as educate local residents.

This report summarizes a study conducted to determine the state of the art of various rock removal systems and their capabilities. The Objective of the study was to determine if currently manufactured equipment can adequately accomplish rock removal in surface mine reclamation applications. Evaluations of state reclamation regulations, with regard to topsoil rock content, were made to determine the rock removal requirements. The major categories of equipment studied are rock pickers and rock rakes. The impact of rock removal implementation on the reclamation operations is discussed in detail.

The U.S. Bureau of Mines, in cooperation with the Iron Range Resources and Rehabilitation Board, investigated the potential of using northeastern Minnesota papermill waste sludges as a binder for Mesabi Range iron ore (taconite) concentrate. Sludges from five different commercial papermill waste treatment operations were evaluated in laboratory tests. Except for the coarsest sludge, all were fairly easy to blend with the taconite concentrate using conventional mixing methods. The coarsest sludge had to be reslurried at 2 pct solids before adding it to the concentrate in order to obtain pellets without visible sludge clumps. Drying and grinding the sludges made them less effective as binders because of a lower degree of rehydration. On a dry weight equivalent basis, twice as much raw sludge binder was required to obtain similar pellet physical properties as with bentonite; however, the pellets made with raw sludge had superior metallurgical properties. Over 30 pct higher reduction rates and over 1500 C higher softening temperatures were obtained with sludge binder than with bentonite. Sludge D, which had the lowest fiber and the highest alkali metal content, resulted in the lowest reducibility enhancement. Even though more raw sludge was required than bentonite, the sludges have virtually no value, and therefore may provide a cost-effective additive binder for producing improved metallurgical-quality pellets. Large-scale testing has not been done to confirm these laboratory results.

ALL the mining machinery of the Penn Iron Mining Co. has been operated by electric power for several years and when another shovel for stockpile loading was required the advantages of an electric shovel were naturally considered. After considerable study, serious objections suggested themselves the use of a shovel operated directly by electrical apparatus by reason of the complicated control, severe service on the motors FIG. 1.-ELECTRO-HYDRAULIC SHOVEL FIG:. 2-THE SHOVEL AS IT WAS OPERATED CINDER CONSTRUCTION. THE FIRST YEAR. and the heavy surges of current required from the line. It was finally decided to construct an electro-hydraulic shovel using water under pressure to perform all the necessary operations except that of propelling, for which a separate motor was best suited. A car body with boom, dipper handle and dipper of late design, but without any of the steam machinery, was purchased. A motor-driven centrifugal pump, a pressure tank, an air tank, a small air compressor and water cylinders with plungers, pistons and valves, were installed in place of the; steam equipment. Research on the development of new and improved methods for the discovery and production of oil and gas and production of fluid fuels from coal continued to be the major thrust of the Bureau of Mines energy research program during 1973. Crude oil recovery from tar sands and oil shale also retained a high priority in this work. Complementing this program were numerous studies aimed at accomplishing the objective of increased energy output with greater safety and minimum harm to the natural environment. This report summarizes research objectives and results and itemizes formal publications of the Bureau of Mines on energy and related subjects.

Several reviews of mineral project performance in the past 35 years indicate a pattern of occasional, but recurrent, mining project failures due to shortcomings in geological information and estimation, mineral processing and metallurgical testing, feasibility study objectives and requirements, and project start-up methods. A commitment to quality assurance and continuous improvement methods and to obtaining “ENOUGH DATA, OF APPROPRIATE QUALITY” is essential. Recent international and Canadian proposals for mineral resource and ore reserve definitions have taken a nonprescriptive stance that will undermine the formulation of requirements, guidelines and industry standards for efficient deposit delineation and estimation, and for the determination of project feasibility. To help reduce problems, every feasibility study supporting a mine development and production decision should be based on objectives and methods adequate to reach completion targets similar to the bankers’, as a good business target for a profitable project. In a resource/reserve system, the use of reserve should be restricted to a project that meets required technical, economic and legal feasibility requirements for successful project implementation, and the definitions of these categories should provide explicit limits. Current shortcomings will limit the ability of the Qualified Person to provide “adequate professional practice,” fulfill his/her professional responsibilities to his employer or client and provide adequate information to the investing public. We must take advantage of present opportunities for Setting New Standards for the new Millennium.

As part of a cooperative effort between the Bureau of Mines and the Florida Institute of Phosphate Research (FIPR), with input from the phosphate industry, the conversion of phosphogypsum to sulfur is being investigated. The proposed process incorporates the thermal reduction of phosphogypsum to calcium sulfide (CaS) and a hydrometallurgical treatment to convert calcium sulfide to sulfur (S°). The research described herein is focused on the latter half of the process. It was demonstrated that calcium sulfide could be converted to ammonium bisulfide (NH4SH), and that ammonium bisulfide could be oxidized by air in the presence of a catalyst, to elemental sulfur, which was adsorbed on the catalyst. Two methods for recovering sulfur from the catalyst were developed: (1) thermal treatment to volatilize sulfur, and (2) leaching the sulfur from the catalyst with liquid anhydrous ammonia. Over 90 pct of the sulfur adsorbed on activated carbon (the catalyst) was recovered by both methods. Based upon the encouraging laboratory investigations, a hydrometallurgical scheme was proposed for the overall conversion of calcium sulfide to elemental sulfur.

Uranium mill tailings represent a potential threat to the human habitat by containing large amounts of radioactive and chemically toxic substances in high concentrations. These: undesired components enter the human habitat in various pathways such as by erosion and water or air transport. The main objective of this investigation was to evaluate the actual movement and model the potential movement of contaminants by seepage of water from the tailings into the subtailings soil. This report represents various models of the movement of contaminants using both theoretical approaches and empirical evaluation of data available from other investigations. The data consist of field measurements and laboratory determi¬nations of major and trace cations, the dominant anions, pH, and Eh of moist solids, extracts, and waters from the tailings and surroundings. Evaluation and interpre¬tation of data were accomplished by using Eh-pH diagrams, various statistical methods and the WATEQFC computer program. Data analyses show that the critical area of investigating movement- is the interfaces between tailings and the external environment. The chemical differences at interfaces seem to result in a sink system for contaminants. The tailings-soil¬-water system shows extreme complexities because of chemical and physical hetero¬geneity of the system preventing the use of a single comprehensive model to represent real conditions. The validity of the simplifying assumption used has been shown and increasing complexity has been built into the models. Analogs of these models can be used for evaluation of similar systems.

This report summarizes the results of an investigation of geologic factors that contribute to roof quality in underground mines in the Pocahontas #3 coal bed in southern West Virginia and southwestern Virginia. The investigation consisted of three phases, the first of which was selecting for detailed study five mines which represented the range of roof conditions, mining practices and geologic phenomena. This was accomplished by a statistical analysis of questionnaire data from 35 mines. The second phase consisted of detailed mapping in a "good" and a "bad" top area in each of the five selected mines and resulted in a qualitative assessment of geologic factors contributing to roof £alls. In the third phase, five mines were selected in which most non-geologic factors believed to contribute to roof falls were relatively constant but displayed a wide variety of geologic characteristics. Data from these mines were analyzed to test the qualitative assessments from Phase II. The primary result of this investigation is that slickensides arising from different geologic causes are the major geologic features leading to roof falls. These slicken-sides are found in ancient slump deposits, fire clays and sandy fire clays and channel contacts. Falls also occur where thick sandstone bodies directly over-lying the coal contain abundant shale or ironstone pebbles and coaly strips. The best top material is a sequence which consists of shale grading upward to sandy shale and sandstone within 30 feet of the top of the coal. Thick sand-stone units (301) without pebbles also provide good top.

The Canyon Diggings zinc-lead deposit is in an area of structural deformation of sedimentary rooks in Newton County, Mo., 14 miles southeast of Joplin, within the southern limits of the Tri-State district. Mining and milling on the several tracts covering the area had been carried on sporadically since 1900, and incomplete records show a production of 1,341 tonsof zinc and lead concentrates. On the northern part of the deposit the predominant metal is which occurs as galena, cerrusite, and pyromorphite in broken chert near the surface. On the southern part, lead is subordinate to zinc, which occurs mainly as carbonate and silicate minerals in brecciated chert to a maximum depth of about 150 feet. Analyses of samples from Bureau of Mines drilling indicate that approximately 77 percent of the zinc and 50 percent of trio lead i8 in nonsulfide minerals resulting from the oxidation of sphalerite and galena. Between August 12, 1948, and October 5, 1949, the Bureau of Mines investigated the deposit by churn drilling and sampling 85 holes aggregating 10,571 feet of bore and sampling two mill-tailings dumps and three mine dumps. Factual data on the investigation and the logs of Bureau of Mines drill holes are presented in this report.

The U.S. Bureau of Mines and the State of Indiana cooperated with AMAX Coal Co. and its consultants to determine the effects of coal mine overburden blasting on nearby pipelines. Five pressurized 76-m pipeline sections were installed on the Minnehaha Mine highwall near Sullivan, IN, for testing to failure. Four 17-to 51-cm-diameter welded steel pipes and one 22-cm PVC pipe were monitored for vibration, strain, and pressure for a period of 6 months while production blasting advanced up to the test pipeline field. In contrast to previous studies of small-scale, close-in blasting for construction, these tests involved overburden blasts of up to 950 kg per delay in 31-cm blastholes. Analyses found low pipe responses, strains, and calculated stresses from even large blasts. Ground vibrations of 120 to 250 mm/s produced worst case strains that were about 25 pct of the strains resulting from normal pipeline operations and calculated stresses of only about 10 to 18 pct of the ultimate tensile strength. No pressurization failures or permanent strains occurred even at vibration amplitudes of 600 mm/s.

To reduce fuel consumption in industrial and commercial fuel-burning plants throughout the Nation, cooperative efforts of thousands of individuals are required. These individuals are scattered over the country and hold various positions in thousands of independent establishments. To accomplish as much as possible on this problem during the Second World War, it was decided that personal contact with fuel users was absolutely necessary; publicity, although an important factor, could not by itself give satisfactory and needed results. It was planned to have qualified engineers visit commercial establishments to go over with them the problem of reducing their fuel consumption. The specific plan, toward which all efforts aimed and around which the rest of the program revolved, consisted in brief of 1. Conference of visiting engineer with management to obtain cooperation. 2. Appointment by management of a plant employee as fuel "waste chaser." 3. Work of engineer with "waste chaser" and, if appropriate, with plant operators on most efficient operation of equipment.

Since the return of the Petroleum and Natural Gas Division of the Bureau of Mines to normal peacetime functions following World War II, a coordinated program of oil and gas development and production research has been in prog- ress, and the importance of the problems has been evaluated so that the Bureau can render greater service to the oil and gas industry. Among the problems associated with development and production research, those concerned with efficient utilization of the Nation's reserves of hydro- carbons contained in gas-condensate type reservoirs continue to receive major emphasis. For a number of years an important part of the Bureau's work has been the study of two pressing problems associated with production from such reservoirs; first; an investigation of fluid properties, and the second, finding a means of controlling corrosion. Studies of the characteristics of gas-condensate fluids have resulted in the publication of a number of reports, which cover a broad field. In general they deal with subjects such as the properties of a fluid from a well; development of research equipment, means of combatting corrosion, and the many aspects of gas-condensate engineering. To provide experimental data on relative liquid and gas volumes and critical pressures and temperatures, a windowed cell was constructed that permits ob- servation of the fluid phase while making the tests. Experimentation in the field on the use of inhibitors to control corro- sion of equipment in gas-condensate wells has disclosed that solutions of chromate are effective retardants of corrosion. Engineering field studies of the Carthage and New Hope gas-condensate fields are in progress, and reports on the Sheridan and Lake Creek fields have been completed. A brief résumé follows of some of the most recent activities of the Division of Coal-Mine Inspection that have had a favorable effect. on health, safety, and injuries at coal mines: 1. There were approximately 8,510 active coal mines in the United States during 1955. In all, 82,389 regular Federal inspections of coal mines have been made since Public Law 49 became effective in May 1941; 9,823 of these inspections were made during 1955. 2. The Bureau of Mines introduced the revised Coal-Mine Accident-Prevention Course for Supervisors in the coal-mining industry on March 1, 1948. Since that date, 19,455 supervisors and those aspiring to official positions have completed such training conducted by personnel of the Division of Coal-Mine Inspection.
