Organized efforts toward the prevention of injuries and occupational diseases have been of comparatively recent origin in the mining industry, dating generally from the beginning of this century. Mining-and particularly underground mining- is more hazardous in many respects than most other major industries, and continual and increasing attention has been given to its health and safety aspects. The importance of the physical well-being of those engaged in mining was recognized by Agricola, who, after describing the hazards encountered in 16th century mining operations, stated that "Some of these evils, as well as certain other things, are the reason why pits are occasionally abandoned." In the past 50 yr particularly, mine managements and labor organizations, separately or collectively, have mounted productive efforts toward the prevention of accidents and industry-associated diseases and illnesses. A statistical study of this period indicates that increasing awareness coupled with the endeavors of all concerned agencies has resulted in decreasing frequency of occurrences of injuries and illnesses. In recent years particularly the mining industry has used the services of safety engineers, industrial hygienists, inspectors, ventilation engineers and other specializing in locating and correcting deficiencies affecting the welfare of employees. Concurrently, the labor movement has incorporated into its organization individuals working in the fields of health and safety, many devoting full time to these responsibilities. Others serve in behalf of their fellow workmen as on-the-job safety representatives. Most authorities agree that accidents are caused by (1) unsafe acts, (2) unsafe conditions and, exceptionally, (3) Acts of God. The "unsafe act" often is cited as the prime cause. but many accidents, and attendant injuries, are the result of a blend of "unsafe acts" and "unsafe conditions," with each chargeable in varying proportions. It therefore is necessary to consider both the physical elements of the mine plant and the training, mental attributes and actions of all personnel involved. Analysis of an accident, if based on hasty reconnaissance and unduly hurried questioning, seldom will disclose more than surface causes and consequently will result in inadequate measures to prevent repetition. Mining involves unavoidable and calculated risks, as in all facets of life. It is most important then that men employed in mining be schooled in the hazards and develop fully the ability to evaluate and minimize risks. The environment, of underground mining often is harsh and strange compared to the more natural surface conditions man has learned to cope with as a part of established life patterns. The miner. therefore, must adapt to unusual situations and conditions and must develop a mental attitude permitting acceptance of change. 3.1-INDUSTRY-AFFILIATED SAFETY AGENCIES L. S. THE information obtained by examining and analyzing the core drillings from 15 diamond-drill holes shows that with the proper equipment little difficulty should be experienced while sinking the shafts at the 15 selected sites. Although a number of holes penetrated formations containing a high percentage of silica,, the health hazard from dust can be removed by using proper dust-control equipment. Methane was detected in small amounts in only one (hole 5) of the boreholes. The methane hazard should present no difficulty if adequate ventilation is employed while sinking the shafts.

The location and shape of potential failure surfaces in soil slopes were directly determined based on the stresses induced in the soil mass and the strength of the soil itself. Stress calculations were carried out by the finite element method with the Drucker-Prager nonlinear material model. The Mohr-Coulomb failure criterion and Mohr's circle stress analysis were then applied to the calculated stresses to determine the characteristics of the failure surface.

AN appraisal of the activities of the mining geologists during 1936 clearly indicates the ever in- creasing utilization of geology in the search for ore. Few men with geo- logic training are idle at present; this is particularly true regarding recent graduates. Many have accepted employment in distant fields, such as the Philippines and South America, and greatly increased mineral production from these places reflects their activities. In North America, regions of intense mineralization formerly important are being restudied in greater de- tail and with better understanding; as a result, new mineral wealth is being found in many such districts. Much is being done by private companies and individuals, and it is to be hoped that mining companies will increasingly make available the purely scientific results of such studies by permitting their geologists to publish. On such generosity to a large extent will future advances in ore finding depend.

THE solid nonmetallic inclusions that are present to some extent in all commercial steels have been variously designated. In early references they were usually called slag inclusions, and. this terminology is still retained to some extent. On the premise that all nonmetallic matter produced in a metallurgical process is slag, this can be justified. We have come to think of slag, however, in a more restricted sense, and calling these particles slag inclusions is further objectionable because it fosters the erroneous concept that they are actually incorporated portions of furnace slag. Rarely is this true. The term sonims (coined from solid nonmetallic impurities) was proposed many years ago but never came into common use. In general the term "nonmetallic inclusions" seems to be satisfactory and adequate. NATURE AND CONSTITUTION OF NONMETALLIC INCLUSIONS From the standpoint of origin, inclusions fall naturally into two classes: (1) those that occur as a result of reactions taking place in the body of the molten or solidifying metal and (2) those that result from the mechanical incorporation of refractories or other materials with which the steel comes in contact. The former are by far the more numerous and have been called indigenous, natural, or native inclusions. The latter are by their very nature sporadic in occurrence and have been called exogenous, accidental, adventitious, or foreign inclusions. They are often referred to as the "slag stringer" type, though here also the material is not likely to be furnace slag. Substances Found in Inclusions. Nonmetallic inclusions are composed principally of oxides and sulphidea but carbides and nitrides sometimes play an important role. In the case of indigenous inclusions the reactions by which these particles are precipitated from the molten or solidifying steel may be caused by (1) oxidation such as may occur during refining or during tapping and teeming, (2) deoxidation by added alloys, (3) change in equilibrium constants as the steel cools to the freezing temperature, (4) decreased solubility with lower

Durante o processo de desfosforação, as principais fases sólidas formadas na escória são o silicato dicálcico (2CaO.SiO2) e tricálcio (3CaO.SiO2), o fosfato tricálcico (3CaO.P2O5), e o 3CaOSiO2.3CaOP2O5 formado pela oxidação do fósforo em solução sólida com o silicato tricálcio. O objetivo deste trabalho é estudar a formação destes compostos e avaliar a influência das fases sólidas e líquidas formadas na eficiência da desfosforação. Foram analisadas diferentes composições de escórias industriais com diferentes teores de CaO e FeO. As fases presentes na escória e a sua viscosidade foram determinadas pela termodinâmica computacional utilizando o software FactSage (usando os bancos de dados GTOXID e FTOXID) e os resultados destas análises foram relacionados com a eficiência de desfosforação. A eficiência da desfosforação também foi relacionada com os diferentes modelos de relação de partição do fósforo (Lp) disponíveis na literatura.

The regulatory process by which governmental authorities acknowledge and, in turn, permit the location, construction, and operation of large scale energy-related facilities has become extremely detailed in recent years. One example of the detail that is entailed in the regulatory process is the number of permits that must be acquired by operators prior to the construction and operation of energy-related facilities. It has been estimated, for example, that 75 permits are required prior to the opening of a new coal mine in Pennsylvania while 50 are required in Kentucky. From the perspective of facility owners and operators the regulatory process often appears overly complex and may be perceived as a constraint to the corporate decision making process. From the perspective of those responsible for administering regulations, the process is perceived as a mans by which public desires - pursuant to social objectives such as environmental protection and occupational safety - can be achieved. As a result of conflicting organizational interests, the clash between energy facility owners and operators and their regulators appears to be inevitable. Furthermore, the resolution of this conflict lies in the tradeoff between objectives and the costs of regulation. The balance of objectives and costs is a subject of the political process and not a topic of consideration in this paper. This paper is concerned with the actual administration of regulations, that is, the implementation of that which arises from the interplay of organizational interests. The paper assumes that environmental control laws will not likely be repealed, that regulations to implement the intent of these laws are here to stay and thus the paper seeks to assess how regulations are administered at various levels of government pursuant to objectives. Although nickel was in use in alloys long before the Christian era, the metal was not discovered until 1751, when Cronstedt recognized it in niccolite from Sweden. The Chinese apparently used a nickel alloy, known as "pahfong" thousands of years ago and Persian coins dating farther back than 200 B.C. consist of a copper-nickel alloy similar to some of those now in use in coins. The pure metal was first prepared about 1775 and the metal was refined for commercial purposes some years later. The nickel industry did not attain much prominence until the ores in New Caledonia were discovered. Exports of ore from that country began in 1875 and since that date there has been an ever-increasing world output of nickel and a great expansion in the uses of the metal except during short periods of commercial and industrial depression. Previous to 1875, for a number of years, Norway was the chief producer, although the metal was mined also in Sweden, Finland, Italy, Germany, Austria, France, China, the United States and other countries. With the discovery of nickel deposits in the Sudbury district, Ontario, a new factor was introduced into the nickel industry and Sudbury has since become the overwhelmingly dominant feature in the world's nickel markets. Although nickel was first discovered in Canada as early as 1848 near the north shore of Lake Huron and nickel-copper sulfides were found in 1856 by surveyors working close to the present location of the important rnine at Creighton, in the Sudbury field, it was not until 1883 that any importance was attached to this field. In that year copper sulfide attracted attention where the main line of the Canadian Pacific railroad was being projected across Canada to the Pacific coast. Mining began near this discovery in 1889 but in the meantime operations had begun in 1886 in other parts of the field and by 1890 about 100,000 tons of ore had been raised. In the Sudbury field, as in Norway and at the old Lancaster Gap mine in Pennsylvania, the ore was first mined for its copper content and difficully in the refining of the copper led to the discovery of the important proportions of nickel in the ore. This paper deals primarily with the different types of drilling methods used by the Iron. Ore Company of Canada for sampling the soft and friable hematite-limonite (secondary) iron ore deposits found in the Scheferville area. The problems associated with drilling, sampling, sample handling and sample preparation. for chemical analysis of these ores are discussed. Systematic evaluation of the various drilling methods led to the selection of an integrated drilling system. This system consists of a rotary dual- tube - reverse-circulation drill, with tricone bit, polymer mud and mechanical sample splitter, The historic al development of this drilling system is described in detail, as are the equipment , sample flow and quality control checks carried out to obtain representative samples. This integrated drilling and sampling system has been used satisfactorily on a routine basis for determining the grade and tonnage of ore for the various deposits for the last five years (1972-76) in the Schefferville area.

UNEMPLOYMENT is the most ominous shadow ahead of the industrial nations today. Only two great industrial countries are free from unemployment, France and the Soviet Commonwealth. In France the social unit is the family, not the individual. This has saved France. In the Soviet Commonwealth, development is proceeding so rapidly from agricultural to industrial that there is still a dearth of muscle workers in the non-agricultural enterprises. In the other industrial countries unemployment results both from acute temporary recession in industrial activities and from the rapidly increasing substitution of the machine for the man. Temporary recessions can be mitigated, alleviated by makeshifts, often ill considered. Secular recessions due to a fundamental change in the way of accomplishing physical, chemical results cannot be cured by any makeshift. There must be a period of transition. There is therefore before us the three- fold problem, immediate, prosimate and ultimate.

THE zinc-smelting industry of the United States has grown very rapidly in recent years and bids fair to outrival that of all other countries in the future. On account of the geographical situation of the chief ore-supplies, the industry may be divided into two main groups, the eastern and the western. The eastern and older group includes the works of Pennsylvania, New Jersey and Virginia, which practically control their own ore-supply. The western group includes the works of Illinois, Missouri, Kansas, Wisconsin and Indiana, which do not control their own ore-supply, but are compelled to buy the ore in the open market. It is for this reason that the western zinc-smelting industry has been undergoing continual changes since its inception 40 years ago. During the early discoveries of lead- and zinc-ore in the lead- and zinc-districts of Wisconsin and northern Illinois, the zinc-ore (sinithsonite or " bone " as the miner calls it) had no value and was considered waste; but later, when this ore was found in large quantities, it attracted the attention of metallurgists, which finally resulted, during the early sixties, in the building of the Matthiessen & Hegeler Zinc Works at LaSalle, Ill., the pioneer zinc-works of the West. A few years later, zinc-ore was discovered associated with the lead-ore in Jefferson county, southeastern Missouri, which started the industry at Carondelet or South St. Louis. Still later, the discoveries of zinc-ore in the lead-ore region, first' at Granby and then around Joplin, lead to the introduction of the industry in the southwest Missouri and Kansas districts. At first the development of the industry was slow, but it progressed steadily and it is now one of the leading metallurgical industries of the middle West.

Mining camps can be divided roughly into two types-the large, opulent settlement that blooms like the rose about a strong mine in full operation; and the puny group of adobe huts, or calamina shacks, or even canvas tents flung down in the wilderness to shelter the gay pioneers of a shining prospect or the shattered survivors of a lost hope. Of the first, I know nothing; but in the second, I have spent some of my best years, and from its curious code of morals and manners, its comic hates and its unreasoning loves, its high impatience and its engulfing kindness, I have charted the narrow .and pitted path which must be trod by the woman who would success¬fully live therein.

This study was conducted to provide experimental evidence on the effect of modifications of gasoline front-end composition on the photochemical specific reactivities of automotive emissions. Evaporative and evaporative-plus-exhaust emissions from an automobile operated with four fuels of different volatility and varying levels of C.-C5 olefins were irradiated in a 10040 environmental chamber at three sets of initial hydrocarbon-nitrogen oxides concentrations. Reactivity was measured and expressed in terms of rate-of-NO2 formation and dosages of oxidant, peroxyacetyl nitrate, and formaldehyde. The compositional changes that were necessary in reducing fuel volatility were found to have no significant effect on the reactivity of the emissions. However, replacing C4-C5 olefins with saturated components resulted in sharp decreases in all reactivity manifestations observed for the evaporative emission samples. A lesser influence (of C4-C5 olefin replacement) was found with the composite exhaust-plus-evaporative samples; the effect that was observed could be attributed to the evaporative emission portion of the sample. The data therefore suggest that saturation of front-end fuel olefins had no large effect on exhaust emission reactivity.

Mining activity began in colonial times with ironmaking operations scattered along the eastern seaboard. Iron furnaces and forges manufactured iron implements from bog iron ores using charcoal from the extensive forests as a fuel. Lead ores were mined in the Mississippi Valley and copper ores in the Lake Superior region. However, the real beginning of the American mining industry did not occur until the 19th century. The history of American mining is organized around three epochal events. The first was the discovery of gold in California in 1848, which marked the beginning of a period of apprenticeship in mining and metallurgical techniques. The second was the discovery of the fabulous Comstock Lode in western Nevada in 1859, which expanded mining throughout the Far West and led to large-scale underground mining and the development of smelting techniques for lead, silver, and copper ores. The third event was the building of a transcontinental rail-road system after the Civil War, which brought about the consolidation of the industry from a large number of independent mines, mills, and smelters into integrated operations run by large corporations. Thus developed the mining industry that today supplies the energy and critical materials for the great-est industrial complex the world has known.

Entre autres, elle montre comment une association entre une analyse de régression multiple et un logiciel d'optimisation (OPTIMUL) peut servir à une application particulière de la planification d'une opération minière du Québec. Plus spécifiquement, la présentation montre comment une quantité appropriée de ANFO et de TOVEX peut maximiser la quantilé de minerai cassé, minimiser les couts de sautage ou encore minimiser les coûts d'explosifs par tonne de roche cassée, en se basant sur une série de contraintes réalistes provenant de la mine.ABSTRACTA study, underway since 1987, tries to evaluate factors affecting mines' productivity. Information has been collected from seven underground mines in Quebec and this paper shows preliminary results from one. In particular, it shows how a combination of multiple regression analysis, mathematical programming and a set of realistic mine constraints can be used for a particular application of mine planning. More specifically, the paper shows a parallel between maximizing production of tons of broken are, minimizing explosives costs or minimizing the costs of explosives per ton of broken are by an appropriate selection of ANFO and TOVEX quantity of explosives. Finally, the paper shows that minimizing the costs of explosives per ton of broken are is the best alternative to follow providing a special optimization program can be set up."

MANY fields have been zoned by nature with shales and intermediate waters between oil zones. Limitations thus imposed have been the basis on which the field was developed. In contrast thereto, in the Ventura Avenue Field, nature proved more generous. Always expecting to find such similar limitations, operators drilled deeper and deeper into the oil zone without finding any distinctive shale bodies other that the Gosnell shale and only one intermediate water, which became the point below which the final water shut-off of each well was made. Thus, on top of the structure, about 3300 ft. of oil-bearing zone has been penetrated below this intermediate w9ter-a distance of 4000 ft. below the Gosnell shale. An exploratory laboratory work was carried out on microbial leaching of poor non-sulphide nickel ores, not amenable to conventional mineral processing operations. The results have shown that domestic low-grade lateritic ores of limonitic or haematitic type are amenable to bioleaching by fungal strains of Aspergillus sp and Penicillium sp. Maximum nickel and cobalt recoveries achieved were 60 per cent and 50 per cent respectively. Losses of soluble nickel in the fungal biomass were found in the range 3 - 11 per cent. Chemical analysis of the leach liquors showed the presence of significant amounts of citric, oxalic and other organic acids, indicating the role which certain metabolic products of fungal activity may play in the process. Possibilities for future investigations are discussed.

The Belizean economy registered a modest real growth of 1.3% during 1981. The gross domestic product (GDP), based on current prim was $121 million' with an inflation-rate of 10%. The country received $19 million in economic aid during 1981. In early 1981, Belize'e four commercial banks raised the interest on deposits to 15% in an effort to curb capital outflow. During 1981, the financial situation deteriorated somewhat, particularly the balance of payments. For the year the total value of imports exceeded exports by almost $38 million, while the Government continued to maintain a fairly free trade policy. Import duties and term averaged about 8% on essential item and 40% on nonessential ones.
